On June 20, 2018, the Massachusetts House of Representatives and Senate passed the "Grand Bargain" legislation, which addressed a compromise on potential statewide balloted initiatives

Paid Family & Medical Leave Start date: July 1, 2020 Purpose: Paid family leave – Current law provides unpaid to care for a child after the child’s birth, adoption, or placement in foster care; to care for a seriously leave only ill family member; or to address needs arising from a family member’s active duty military service. Paid medical leave to address one’s own medical conditions. Covered workers would receive 90% of their average weekly earnings up to $1,000/week. This cap would be indexed to inflation each year starting January 1, 2021. Covered workers could take up to 16 weeks per year of family leave or 26 weeks per year of medical leave. Combined cap is 26 weeks per year. Creates trust fund into which employers would contribute 0.63% of each employee’s annual wages, up to half of which could be deducted from employee wages. No contributions would be required on wages in excess of the annual Social Security tax limit. Beginning October 1, 2021, the contribution rate would be adjusted to ensure that the trust fund maintains a balance of no less than 140% of the prior year’s amounts paid out. Law covers both private and public employees but requires acceptance by a vote of the city or town to be effective at the municipal level. Creates the Department of Family and Medical Leave to implement the law through promulgating regulations, processing applications for benefits, and conducting hearings on denial of benefits.

Students Learning & Earning About Offshore Wind! By: Brianna Alves, Youth Services Coordinator
This summer, for six weeks, sixteen New Bedford High School (NBHS) students engaged within the clean and renewable energy industry! The Massachusetts Clean Energy Center began a program back in 2014 called “Learn & Earn”. The Learn & Earn Program provides students with a paid internship and gives them an insider look to the future of clean energy careers. NBHS students interned with the Marion Institute by working with one of the Institute’s initiatives called the “SouthCoast Energy Challenge”. The SouthCoast Energy Challenge works with households in the area so that they can access clean, efficient and affordable energy.
On August 1, 2018, NBHS students attended a meeting at the Marine Commerce Terminal located in New Bedford, MA. The students heard from officials from Vineyard Wind, who are going to begin production of New Bedford’s offshore wind farm. They spoke to the students about offshore wind job opportunities and what it takes to run an offshore wind facility.

SouthCoast Human Resources Council Welcomes Mike Foley as General Counsel The SouthCoast Human Resources Council is an organization whose purpose is to enhance the professional knowledge of individuals involved in any aspect of human resources management. This runs the gamut from compensation and payroll functions, legal issues, benefits, safety, health, communications, recruiting and retention, labor relations, employee development and event planning, to name a few. Member Spotlight: Learning House Preschool by Nick Frederick, Intern full time workers at their Dartmouth location, and 3 part-time workers and 12 full time workers at their Fairhaven location. When searching for ideal candidates, Learning House selects highly experienced candidates who are serious about the childcare field. A strong indicator of this work ethic is the level of certifications an applicant has on their resume. A second factor that is just as important as certification and knowledge is how well an applicant can interact with the children.
Christine Patacao established the Learning House Preschool on June 15th of 2009. Christine manages two separate locations for the Learning House Preschool. The first in Dartmouth located at 550 Russell Mills Road (Hours of operation 7AM – 5PM), and a second new location has been opened in Fairhaven at 16 Nicholas Street (Hours of operation 6:30AM – 5:30PM).
Both locations cater to children ranging from 1 month to 8 years old. The Dartmouth Preschool has an infant room, two toddler rooms, and two preschool rooms. The Fairhaven location has one infant room, two toddler rooms, and two preschool rooms. In terms of employment, Learning House has 12 part-time workers and 8
