Probably 80 percent of our business is repeat business. “It’s because it’s a local hometown store. The owner goes out and visits with people. Everybody knows everybody. This isn’t a suit and tie business. We don’t do the typical car dealership games.” That translates to being true to their customers. ince 1987, Oregon Coast Community College has contributed to the richness of Lincoln County. The college has grown into three permanent facilities along Oregon’s central coast in the communities of Lincoln City, Waldport and Newport, home of the main campus. CASA speaks up for the children

W

ith one of the highest rates of youth in foster care in Oregon, Lincoln County needs people willing to speak for the best interests of abused and neglected children in court. That’s why, in 1988, CASA (Court Appointed Special Advocates) of Lincoln County was founded. Today, Lincoln County has around 170 children in the foster care system. CASA volunteers speak on behalf of local abused and neglected children up to age 17 to help the Juvenile Dependency Judge decide the youth’s best future - but the primary goal is to achieve permanency for children in foster care. “Children in foster care really don’t have a voice. Really what an advocate is there for is to give that child a voice in the legal system,” Executive Director Betsy Henderson said. Judge David W. Soukup conceived

the idea in 1977, and today, there are more than 900 community CASA programs nationwide. Without an advocate, children often return to unsafe homes or languish in long-term foster care, risking further abuse or neglect. There can be dire, long-term consequences when they grow up without a safe, loving home. Youth may suffer from long-term health problems or fall behind in school and socialization. Of the foster children who never find a permanent home and simply “age out” of the foster care system, only 50 percent will complete high school, 25 percent will be homeless, 40 percent will depend on some form of public assistance and 27 percent of males and 10 percent of females will be incarcerated at least once. CASA of Lincoln County has helped change the lives of more than

Lincoln County’s CASA serves nearly 200 children annually with 40 volunteers and two staff, and recently combined with Tillamook County’s CASA, where there are about 70 children in foster care, around 30 without advocates. For the past 25 years, the county has struggled with a difficult decision, though: which children will receive the powerful voice of an advocate and which will not? Current resources only allow Lincoln County’s CASA to serve two-thirds of the need.

Volunteers are always needed. Community advocates receive 30 hours of in-depth training and an additional 20 hours of courtroom observation, and upon completion are sworn in and assigned a case, along with a supervisor who will assist them throughout the process. Each case lasts, on average, two years and requires approximately 10 to 15 volunteer hours each month. Applications can be filled out at www.casalincolncounty.org/volunteering. omy has shown signs of rebounding. “Business has been escalating as interest rates have dropped to an alltime low of 1.74 percent for a six-year contract,” said Woodward. “As a result, we’re offering more inventory for our customers and revenue for the city as we expand.” Woodward said the dealership is retailing an estimated 300 to 350 new vehicles and as many as 700 pre-owned vehicles annually. Generally, he said, it’s beginning to be more difficult to find used cars because it’s a market that’s become very competitive, “but with the our large inventory, we can always find something for our customers.” Power consolidated its two lots to the North Coast Highway location after closing down the lot it had at 27 S. Coast Highway, the location of the new Walgreens store. “We’re planning to split our two brands,” Woodward said, referring to the new Chrysler facility on 12th

The remodeling project came in the aftermath of a corporate restructuring in 2009 that closed a number of GM dealerships across the country. Gold was one of hundreds of GM dealers who were looking at losing their franchises as part of a government ordered reorganization following a bankruptcy filing and massive financial bailout. But Gold was able to convince GM to keep the franchise, in part because of a big show of support from the community, and eventually surfaced as an exclusive GM “superstore” offering one-stop shopping for customers. “We went from no GM dealership in Lincoln County to where we are today,” Henneman said. The effort preserved the GM

name in Lincoln County where Chevrolet has long had a presence. Chevy’s roots in the county date back to F.M. Woodson’s dealership in Toledo in 1927. With the new year, Rand said, readers should look for more stories and a new online digital presence that’s currently in the works. “We have the staff to be able to get more involved and indepth with their stories,” he said. “We have a staff that covers a lot more of the news, and because we are still a print publication, we have to go through the detail of making sure things are right the first time.” And when the paper does get something wrong, it makes it right. When the News-Times incorrectly named the company responsible for a fish waste spill on the bayfront in 2013, it ran more

And while the News-Times is a bi-weekly paper that produces a print product just two days a week, staff and management have come in during early and late hours of the workweek and on the weekend to post breaking news, such as the Lincoln City police standoff that occurred Jan. 3, to keep readers in the know with what’s going on in their community. Facebook was utilized to get that story out and as the year progresses, readers should look for more ways to get their information as the News-Times staff prepares to better employ social media. “We want to meet the readers where they are,” Rand said. “It really is a team effort,” he added, saying everyone chips in and gets what is asked of them done. The News-Times runs on 30 employees who work both in the public eye and behind the scenes

writing the stories; editing them; laying them, the photos taken and advertisements sold out on the pages; printing it all out and delivering it. Not to mention the office staff who helps keeps things running smoothly. The paper’s advertising and editorial managers have been in the community for a long time, Rand said, and know it well. Because Newport is small, staff often interact with their clients and the readers they serve as they complete daily tasks, such as grocery shopping. And many NewsTimes employees are involved in their community outside of the newspaper. As the county’s leading source of information, it’s important to be a dependable source, Rand said, that the community feels like its a part of. He added that many already do feel comfortable enough to come to the News-Times when there’s a problem, but encourages readers to continue to share their voices

with letters to the editor. Those with story ideas or news tips can also contact the office. “People know where to find us,” he said. The News-Times, born when the Newport News merged with the Lincoln County Times of Waldport in the 1960s, publishes on Wednesdays and Fridays. It also puts out multiple special publications throughout the year, including Travel Newport and

Lincoln City Fun, that provides both local and visiting readers with an overview of what Lincoln County has to offer. L

incoln County residents have always made a living from the sea. Fishing is in our history and in our blood, and our tourism economy relies heavily on our gorgeous beaches. Another ocean-related economic engine here is marine science, a major and growing sector of our economy. From cutting-edge research to ocean monitoring to innovative educational approaches, we make it our business to learn about the ocean and educate children and adults about its mysteries. Oregon State University’s (OSU) Hatfield Marine Science Center (HMSC) is the centerpiece of this sector. Celebrating its 50th anniversary in 2015, HMSC employs about 300 scientists, educators, students, and support staff. In addition to OSU faculty members based at HMSC, many government agencies are colocated on the South Beach campus, including personnel from the federal National Oceanic and Atmospheric Administration (NOAA), the U. S. Environmental Protection Agency, the U. S. Fish & Wildlife Service, the U. S. Department of Agriculture, the

U. S. Geological Survey, and the Oregon Department of Fish and Wildlife. The overall budget of the center, including both OSU and agency budgets, is approximately $46 million. One of the center’s greatest strengths is collaborative research, facilitated by the co-location of so many agencies. The cutting-edge research at HMSC includes studies of salmon genetics, impacts of ocean acidification on fish and shellfish, underwater volcanoes, oyster nutrition, marine mammal migrations, and more. The center operates two research vessels: The 54-foot Elakha, used for coastal work, and the 177-foot Oceanus for work offshore. OSU’s Marine Mammal Institute also operates the R/V Pacific Storm, a retrofitted trawler. OSU was recently awarded a contract to lead the development of the next series of federal research vessels; one of the first to be produced will operate out of Newport, replacing the aging Oceanus. OSU is planning an extensive expansion of the HMSC facility, mission, and programs. The goal of the initiative is to integrate all of OSU’s

The Yaquina Bay Ocean Observing Initiative (YBOOI) is committed to pursuing collaborative economic development opportunities for Newport and Lincoln County related to ocean observing activities. They have conducted multiple strategic planning events and an ocean observing conference in Newport in recent years, and a steering committee is spearheading efforts to capitalize on these opportunities. The room for growth in this sector is enormous. YBOOI, the Chamber of Commerce, the City of Newport, Lincoln County, and the Port of Newport are all committed to encouraging businesses to relocate or grow in Newport and on the central coast in general. There isn’t a better place in the Pacific Northwest to build a marine-related business.

Originally from Thailand, Day and Richy Chay moved to Newport from Southern California last August. Day Chay said they have years of experience in the restaurant business and that it was their time to start their own operation. “We bring Thai food to Newport and the central Oregon coast in the original Thai style of cooking. We have all spice levels, and we have vegetarian and gluten-free dishes also,” he said. “Our food is fresh and healthy.” For those wanting to try something new and authentically Thai, Chay recommends the papaya salad, or Som-Tum. This salad blends the fresh and spicy flavors of shredded green papaya mixed with garlic, chili, lime juice, carrot, tomato, fresh shrimp and Thai special dressing. M & P Thai Cuisine pride themselves on exceptional customer service and make your dining experience an enjoyable one. The Chays do everything from taking your order, serving your food and even holding the door for you on your way in and out of the restaurant.
