The Monmouth County Board of County Commissioners will hold the Monmouth County Sept. 11 memo rial ceremony for a time of reflection and remembrance at Mount Mitchill Scenic Overlook, 460 Ocean Blvd., Atlantic High lands, on Sept. 11 at 9 a.m. “The Board of County Commissioners would like to invite everyone to join us as we remember those who lost their lives during and after the terrorist attacks on Sept. 11, 2001,” said Commissioner Direc tor Thomas A. Arnone. “On that tragic day, 147 Monmouth County families lost loved ones and it is our duty to remember those who lost their lives and continue to offer our support to their families,” Arnone said. “Mount Mitchill is home to the Mon mouth County Sept. 11 memorial which is a tribute to the 147 men and women who lost their lives in the terrorist attacks,” said Commissioner Ross F. Marlboro man facing seven years in prison following guilty plea

Billhimer said “Operation Checkmate” was a four-month cooperative, multi-jurisdictional investigation conducted by the Ocean County Prosecutor’s Office Narcotics Strike Force, the U.S. Drug Enforcement Administration – High Intensity Drug Trafficking Areas Group 5, the Monmouth County Prosecutor’s Office Narcotics Strike Force and the New Jersey State Police – Trafficking Central Unit, in concert with many other state, county and local law enforcement agencies.

According to the press release, the Ocean County Prosecutor’s Office Narcotics Strike Force managed and directed three simultaneous multi-agency investigations into high level cocaine distribution in Monmouth, Ocean and Middlesex counties, and in New York City. During the course of the investigations, approximately 50 additional law enforcement personnel were assigned to the Ocean County Prosecutor’s Office Narcotics Strike Force on a full-time basis. Multiple agencies inside and outside of Ocean County assisted in every aspect of all three investigations. The investigations, identified as “Operation Checkmate,” began in July 2021 and concluded in October 2021, according to Billhimer. According to the press release, the three cocaine networks were responsible for the import of more than 3 kilograms of cocaine per week into Monmouth, Ocean and MiddlesexThroughcounties.surveillance methods and the use of undercover operatives, “Operation Checkmate” was successful in disrupting and dismantling illicit controlled dangerous substance distribution activities in the three counties and in New York City, according to the press release.

On Oct, 26, 2021, “Operation Checkmate” closed with the apprehension of 24 individuals for various offenses involving the distribution of controlled dangerous substances.Billhimer said 24 search warrants were executed, resulting in the seizure of more than 4 kilograms of cocaine, more than 15 pounds of marijuana, more than $650,000 in U.S. currency, seven firearms (three handguns, three “ghost guns” and one pistol grip shotgun), 10 vehicles and additional illegal narcotics. On Oct. 26, 2021, detectives executed court authorized search warrants on Hemenway’s residence in the Morganville section of Marlboro, and on two motor vehicles. As a result, detectives seized approximately 130 grams of cocaine and $29,000 in U.S. currency. Hemenway was transported to the Ocean County Jail, Toms River, and later released under the terms of New Jersey’s bail reform regulations, according to Billhimer.Among the agencies Billhimer acknowledged for their assistance and cooperation with the Ocean County Prosecutor’s Office Narcotics Strike Force in connection with the investigation and plea agreement with Hemenway were the Matawan Police Department; the Matawan Police Department K-9 Unit; the Keyport Police Department; the Manalapan Police Department; the Jackson Police Department; the Monmouth County Sheriff’s Office; the Monmouth County Sheriff’s Office K-9 Unit; the Aberdeen Township Police Department; the Hazlet Police Department; the Hazlet Police Department K-9 Unit; the Marlboro Police Department; and the Middletown Police Department.

According to an Aug. 18 press release from the Ocean County Prosecutor’s Office, when Hemenway is sentenced on Sept. 23, prosecutors will recommend a term of seven years in state prison.

Work on the second phase of Millstone Park is continuing. In April, a $299,600 contract was awarded by the Township Committee members to Thor Construction Group for ADA improvements to the playgrounds at Millstone Park. As a result, trawlers from many nearby states capture horseshoe crabs off the New Jersey coast. Even on the Delaware side of Delaware Bay, fishermen can still legally harvest male horseshoe crabs as bait. This already difficult situation for horseshoe crabs and red knots could po tentially be made more perilous by a rule change proposed by the Atlantic States Marine Fisheries Commission (ASMFC), a regulatory body that recommends quotas along the Atlantic seaboard.

According to Dillingham, the current ASMFC model recognizes that horseshoe crab eggs are essential to the survival of red knots and states that no harvesting of female horseshoe crabs will be allowed until the population of red knots rebounds to 81,000 and the population of horseshoe crabs reaches 12 million.

“It’s a fundamental change to the frame work,” explains Tim Dillingham, execu tive director of the American Littoral So ciety, a Sandy Hook-based nonprofit organization that works to protect marine environments.“Theyareupdating the model, but they have taken the policy safeguards off,” he said. This could potentially allow the harvest of female crabs to resume.

After New Jersey’s moratorium went into effect, the situation seemed to slowly improve, with more than 30,000 red knots counted in 2018 and 2019. But the population dropped sharply again, with only 6,800 red knots counted in 2021 and 12,000 this year.

In the 1980s, about 90,000 red knots were counted each spring along their Dela ware bayshore stopover. Horseshoe crab harvesting exploded in the 1990s, going from an annual harvest of 100,000 in 1991 to 2.5 million by 1998. Horseshoe crab populations crashed and, in turn, red knot numbers plummeted to about 13,000 birds in the mid-2000s.

With their helmet-shaped shells and spiky tails, horseshoe crabs are “living fossils” that look much the same today as they did 450 million yearsForago.countless millennia, horseshoe crabs living in the Delaware Bay have played a vital role in the life cycles of mi grating shorebirds, which visit bayshore beaches each spring to feast on the eggs the horseshoe crabs lay in the sand. The most fascinating of these shore birds is the red knot, a sandpiper that can migrate 9,000-plus miles from the tip of Tierra Del Fuego in South America to the Arctic tun dra in GorgingCanada.on nutrientrich horseshoe crab eggs along the Delaware bay shore allows the exhaust ed birds to quickly double their body weight and gain enough strength to complete their journey to nest and raise young in the north. But horseshoe crabs are not so abun dant these days and neither are red knots. In the 1990s, horseshoe crabs were over-harvested as bait, leading to dramatic drops in crab and red knot populations. Red knots are now listed as threatened un der the federal Endangered Species Act. Since 2008, New Jersey has tried to protect red knots by imposing a moratori um on harvesting horseshoe crabs for bait in state-controlled waters. However, they can still be taken for their blood, which contains a chemical used by the biomedi cal industry. Although New Jersey bans the harvest of horseshoe crabs for bait within statecontrolled waters (3 miles or less from the shoreline), there are no limits beyond the 3-mile mark.

But the proposal has created alarm among conservationists, who say the new model would eliminate a longstanding pol icy decision not allowing the harvesting of any female horseshoe crabs until the popu lations of both crabs and red knots return to higher levels.

The reasons that are behind the recent low numbers are not fully understood, but to Dillingham they unequivocally point to a need to do everything possible to protect the “Webirds.know red knot numbers are so de pleted that they are listed as threatened,” he said. “We don’t want to take any risks we can avoid. One way we can protect them is to not allow harvests of horseshoe crabs, because they provide the eggs the birdsFemaleneed.”crabs need to be so abundant that they cover the beach and accidentally dig up other nests while depositing their own eggs. The eggs that are disturbed by successive waves of nesting female crabs float along the beach, becoming the food supply that powers the birds’ migration. It makes no biological sense to harvest fe male crabs until excessive crab eggs and birds return to their 1980s density. The American Littoral Society and other conservation groups – including the New Jersey Audubon Society and Delaware Riverkeeper – are asking for the public’s help in convincing the ASMFC to keep its current policy protections for female horseshoe crabs. “Now is the time for the public to reit erate that we don’t want to take any risks with the possible extinction of red knots,” Dillingham said. “Using horseshoe crabs for bait is just not worth it.” Want to help protect red knots? Gov. Phil Murphy has signed a series of bills and he has said the new laws will strengthen New Jersey’s elections.

• A-3822/S-2865 – Changes certain mail-in ballot deadlines; permits opening and canvassing of mail-in ballots prior to election day; permits pickup schedule for certain mail-in ballots; requires confirma tion notice when voter changes party affili ation at the Motor Vehicle Commission;

“Both Republicans and Democrats saw the challenges that arose. Senate and As sembly members came together with this bill package to address those problems and strengthen voter confidence and election integrity,” the Republicans said.

The Governor signed the following bills into law:

• A-3823/S-2867 – Requires enhanced review of death records two months prior to election; permits remote training for certain election workers; exempts election worker compensation from taxation and remuneration;

When combined with the Motor Fuels Tax, which is fixed at 10.5 cents for gasoline and 13.5 cents for diesel fuel, the total tax rates motorists will pay for gasoline and diesel fuel will be 41.4 cents and 48.4 cents, respectively, according to the press release.
