haska’s employment opportunities, education system, diverse population and strong sense of community have helped earn the community the designation of one of the best small towns in the United States. This Money Magazine recognition reinforces Chaska’s mission of being “The Best Small Town in Minnesota.” Chaska maintains a strong, diversified lightindustry base. A GLIMPSE AT CHASKA HISTORY By Chaska Historical Society
T
he arts, music and baseball have all played a prominent role in Chaska since its beginning. Weekly band concerts in the town square began in the 1880s and audiences today are still enjoying the music on hot summer evenings. Community bands have entertained people for more than a century. Dances at the Valley Ballroom were well attended and the prize winning Drum and Bugle Corps marched in all the big parades around the area. A strong theater presence, which began in the old Opera House and the Schnitzelbank Club, and later moved to the Worm Barn Theater, continues with performances at the Chaska Community Center today. Town team baseball, since 1871 a passion in Chaska, is today represented by the Chaska Cubs who play at historic Chaska Athletic Park. Youth recreational opportunities have been and continue to be a strong component of life in the community. Throughout its first 100 years, Chaska’s population averaged about
2,000 and the city remained an agricultural service center. Industries that reflected that agricultural focus were the American Crystal Sugar Company, the Gedney Pickle Factory, the Chaska Flour Mill, the Sugar City Cooperative Creamery and the Canning Company. In the mid-1960s Chaska began the transition from an emphasis on agriculture to a city that was part of a rapidly expanding metropolitan area. Chaska annexed thousands of acres to the north of the downtown and the population grew from 2,000 in 1960 to 8,300 in l980 to 24,500 in 2014. Much of the growth was due to the federally funded Jonathan project, which began in the late 1960s in Chaska. Today the original Jonathan neighborhoods still thrive and many new developments have been built within and nearby. New people moved to Chaska, parks were developed, city utilities expanded into newly developed land, thousands of jobs were created by industries in the industrial parks and a beautiful ravine and trail system connects the old and the new parts of the city.

(Chaska Historical Society) From its early importance to Native American communities to its success as a thriving river town to the more recent urban planning developments, Chaska has maintained a town with a sense of place. Its business and industrial history, its role as the seat of Carver County government, its distinctive Chaska brick architecture, its
historic downtown with its vintage gazebo in the square and its new neighborhoods filled with new young families all make Chaska unique. Chaska’s citizens and its leaders are committed to a strong city that respects its rich heritage, retains its small town feel and which welcomes the challenges of the future.

haska’s City Square Park is in the heart of downtown and serves as a gathering place and venue for free Friday night concerts. The concerts range from jazz, community big brass, to local bands and special visiting entertainment acts. Down the street is Chaska History Center that gives history buffs a historical glimpse back in time. Learn about the town’s heritage through an extensive photo collection and Native American artifacts. Visitors can take a historic walking tour. Chaska is proud to be the home of the Minnesota Landscape Arboretum with more than 1,100 acres of gardens that include tree collections, prairie and woods and miles of trails. The arboretum stems from the University of Minnesota Horticultural Research Center. Next door, the Chanhassen Dinner Theatres spotlights live theatre, concerts and shows. A few miles away is Burnsville Performing Arts Center, a premier Twin Cities entertainment venue that hosts comedy acts, touring bands, dance troops and touring and local theatre productions. TRAILS The city of Chaska has more than 40 miles of trails. The trail system is a combination of hardsurfaced off-road walkways and pedestrian friendly ravine-system trails that cover the majority of the community. The municipal trail system is complemented by the Minnesota DNR trail system on the Minnesota River and the U.S. Fish and Wildlife trail, going from Athletic Park in Chaska to the City of Carver. In addition, the Jonathan Association maintains its own trail system. Two nearby abandoned rail lines have been turned into trails, one – the former ChicagoNorthwestern line – starts at the eastern edge of Chaska and continues through Chanhassen
ATTRACTIONS to Hopkins. A similar line starts in Victoria and ends in Hopkins.

Located next to the Community Center is The Lodge, which opened in 2007 to serve Active Older Adults (AOA) ages 55 and older. The Lodge is designed with areas that encourage socializing, and also includes a kitchen, multi-purpose

oodies seeking sweet or savory cuisine can find all the ingredients at local Chaska grocers to cook fine meals at home or choose to dine out and relax in a local restaurant. Chaska dining offers diverse choices of American grill eateries and Mom and Pop style homemade diners. Upscale restaurants compliment fast food menus, along with family favorite Chinese cuisine and Mexican sit-down restaurants. Ethnic specialty shops sell upscale food ingredients for cooks who want to use their culinary skills to uncover his or her inner foodie in the home kitchen. haska City Hall, library and police are conveniently located side by side in the historic downtown business district. Nestled in a park setting with a relaxing water fountain and lush, beautiful floral baskets, the city center is a gathering place for residents who shop downtown. The City of Chaska is also unique because residents have access to a city-owned electrical utility that boasts competitive, more economical utility bills. All Eastern Carver County schools in School District 112 are ranked in the top four percent for academics, according to a Washington Post Challenge Index in 2013 and 2014. The school district offers award-winning preschool and early childhood programs. Strong community education courses engage babies, youth, adults and seniors in enrichment classes. Two-way Spanish immersion programs are available for kindergarten through fifth-grade students. Since Chaska High School holds a smaller student population than surrounding metro schools, students can receive more individualized instruction and experience greater opportunities to participate in clubs and athletics. CHASKA CITY COUNCIL The mayor and four council members serve as the Chaska City Council. The position of mayor is elected at large (citywide) every two years. Council members are elected to four-year terms, with two seats up each election. Chaska has a ward form of government, therefore each council member is elected by the voters in his or her ward. Chaska City Council elections are held concurrently with the state and federal general elections.

Noise/Odor Ordinance There is a noise ordinance prohibiting loud, unnecessary or unusual noises that annoy, disturb, injure or endanger the comfort, repose, health, peace, safety or welfare of others. The ordinance also prohibits offensive odors.

CITY ORDINANCES Winter Parking Chaska follows a calendar parking schedule for on-street parking during the winter. The ordinance applies to all public parking–streets, alleys, parking lots. From Nov. 1 to April 1,
Alarm Systems When alarm systems are installed, certain requirements must be met. No alarm systems, except those for financial institutions and public buildings, may be connected directly to the county public safety communications center. Neither may a system have an automatic dialer that dials directly into the
center. To assure both proper installation and maintenance, there is a penalty fee for false alarms. Summer Lawn Watering The city of Chaska has an ordinance regarding water usage effective May 1-Sept. 30. Compliance is based on an odd-even cycle of watering. You are required to limit your lawn sprinkling and other non-essential water use based on your address and the calendar day of the month. Even-numbered addresses water on even numbered calendar days; odd-numbered addresses sprinkle on odd numbered days. Compliance with this ordinance is mandatory. Failure to comply may result in fines and/or termination of water service. New seed or sod is exempt from the ordinance until it becomes established. Commercial, industrial and residential automated irrigation systems are required to follow the same guidelines.

Winter Parking The City of Carver prohibits parking of any vehicle or other object on public streets or alleys when two or more inches of snow have accumulated, whether the accumulation is due to new snowfall or drifting and blowing. Once the streets are cleared, parking may resume.

CITY ORDINANCES Following are some of the more commonly asked questions regarding city of Carver
Lawn Watering Homes or businesses with addresses ending in odd numbers (1, 3, 5, etc.) may water the lawn on odd-numbered calendar days; addresses ending in even numbers (0, 2, 4, etc.) may water on even-numbered calendar days. The odd-even schedule is in effect year-round. No lawn watering is permitted between 10 a.m. and 6 p.m. A 30-day permit to water newly seeded or sodded lawns is available at City Hall. Recreational Fires Recreational fires (used for recreational, ceremonial, food preparation or social purposes) are allowed if they burn no more than three feet in diameter and three feet in height; use dry, clean wood; produce little detectable smoke, odor or soot beyond the property line; be extinguished completely; and respect and air quality so that nuisance, health or safety hazards will not be created. Recreational fires shall not be located closer than 25 feet to any structure. Snowmobiles No person shall operated a snowmobile upon any public street, alley, lot, lake or stream within the city between 10 p.m. and 6 a.m. There are exceptions
to this ordinance — call City Hall for details. Snowbound Restrictions/ Snowbound Vehicles It is unlawful to park any vehicle or other object on public streets or alleys any time two inches or more of snow has accumulated (whether due to new snow or drifting/blowing of snow. Due to the limited number of available parking spaces on 3rd Street, “No Parking” restrictions are enforced from 5 to 10 a.m. when two inches or more of snow has accumulated.

Permit applications for exterior alterations to historic properties must be reviewed and approved by the Heritage Preservation Commission before a building permit can be issued. Historic property owners may contact City Hall for information about Historic Preservation guidelines. Dog Licenses Dog and cat licenses are no longer required. Rabies vaccinations are still required. Residents should check the city website — Ordinances — Chapter 10, Kennel Licenses on when a Kennel license is needed. Pets are not permitted to roam at large. Dogs are allowed in the city of Carver parks (except on ballfields), but only if they are kept on a leash and if owners clean up after their pets. PET INFORMATION CHASKA DOG LICENSES Chaska Police Dept. 952-448-4200 Dogs that are six months old or older must be licensed. The owner must provide documentation that the dog has been vaccinated against rabies within a year of the license application. Many rabies vaccinations have a two-year life. Chaska dog owners may purchase a half, one- or two-year license. There is no discount for neutered animals. Dogs may not run at large and must wear their licenses. Dogs not meeting city requirements may be impounded. Animal waste by ordinance must be picked up. Cats are not regulated.
