haska is a city of the past and the future. Established in 1851, Chaska has a core historic downtown that is growing with new developments, restaurants and shops. It’s also a city of the future with a number of biomedical facilities and data centers brewing tomorrow’s technology today. Chaska’s employment opportunities, education system, diverse population and strong sense of community have helped earn the community the designation of one of the best small towns in the United States. “The fact that we are still a place where a lot of people still know a lot of other people,” said local resident Stephen Kraus about Chaska’s best qualities. “For the most part we have maintained that small-town feel as we grow.” Kraus grew up in Chaska and moved away to attend college. However, he moved right back to work at his family’s business, Lady Bug Child Care Center, and because Chaska is one of the best places to raise a family. Today, Kraus is an assistant firechief at the Chaska Fire Department and is the president of 100 Club, a local nonprofit. There are two main centers for business. Downtown Chaska and northern Chaska, off of Highway 41. The city’s downtown business district can cover your needs. You can find a good book to read by the fire at the Chaska Library, right under City Hall. Guardian Angels Catholic Church is a hard miss, with its steeple towering over boutique shops, restaurants and the Chaska Herald building in downtown. The church complex, dating back to the 1800s, is just a few blocks away from the city’s newest edition, the Chaska Curling

The Firemen’s Park fountains offer a place to cool off. and Event Center at 3210 Chaska Boulevard. Curling classes are offered at the Curling Center and many participate in leagues with friends and family. Right outside of the facility is Firemen’s Park, where various community events take place. Across Firemen’s Clayhole from the park, the city’s Veterans Park is taking shape. Redevelopment started on the city’s newest park in late 2017, formerly known as Schimelpfenig Park and across from VFW Post 1791. Heading north on Highway 41,
you’ll find a number of big box retailers such as SuperTarget, Cub Foods and a Petco in northern Chaska. Aldi and Chipotle is slated to join a number of restaurants already established ranging in delicacies from Indian food and sushi, to Mexican and burger joints. Chaska is also home to Hazeltine National Golf Club, the site of several major golf tournaments for men, women and seniors, including the 2016 Ryder Cup.

The Chaska Curling and Event Center continues to be a place for community gatherings on and off the ice. The facility opened in December 2015, followed by a revamped Firemen’s Park, which impresses many. City Communications Manager Kevin Wright likes to take his out-oftown friends to the Curling Center. “They are always impressed by what our venue is compared to what they had in their mind to what a curling center would look like,” he said. “They always comment on how nice our space is.” Downtown Chaska has seen some new businesses recently open their doors, including Red Bench Bakery at 500 North Chestnut Street in December and Rever Nail Bar, at 107 East Second Street. BankVista opened late last year in a new building just down the street from its previous location, at 1420 White Oak Drive. Charity

Random Acts of Kindness Community Store (RAK) opened at 2450 Chaska Boulevard, last year, taking the place of Blessed Bee Thrift Store. City officials are also planning a number of developments. Currently, the city is finalizing plans for the redevelopment of City Square Center, a strip mall along Fourth Street across from City Hall in downtown. The area was identified as a catalyst site in the 2010 Downtown Master Plan and the redevelopment aims to attract people to downtown Chaska. There may be residential units and room for businesses. Development will likely take place in 2020. Over in southwest Chaska, construction on a new Highway 212
interchange will take place in 2019 at Big Woods Boulevard/County Road 44. The $17.8 million project will serve commuters in the nearby Harvest neighborhood and a future school and community park. The project will allow commuters to exit from westbound Highway 212 and enter the highway eastbound. There won’t be access to Highway 212 west from the interchange, and travelers from the west won’t be able to access the interchange. For the Harvest neighborhood, the council approved a concept plan with 54 family lots and 71 villas. Construction will take place in phases and will begin in the summer of 2019. Plans include a 12-acre public park, with trails, at the center of the site, abutting homes.

Winter festivities kick off each January with a weekend of pond hockey and bags on Excelsior Bay at the North American Pond Hockey Championship, a which also includes warming tent entertainment, a concert lineup and the annual Flurry Scurry 5K Run/Walk. The event is produced by DWB Memorial Foundation and proceeds benefit several organizations including DinoMights, The Kelly Phillips Foundation and the local chapter of the ALS Association. For over 35 years, Chanhassen families have celebrated spring with the Annual Easter Egg Candy Hunt. Over 400 children along with their friends and families attend this annual event. The program includes prize giveaways, a coloring contest, the candy hunt, and an appearance from the Easter Bunny. Children ages 12 and under will hunt for candy and special eggs, including a golden egg that can be redeemed for a prize. Each participant will also be eligible for door prize drawings. The event is held rain or shine at City Center Park, just north of Chanhassen City Hall.

The Luck o’ the Lake 5K Fun Run kicks off the Lake Minnetonka Running Series each March around St. Patrick’s Day. The 1-Mile Run and 5K Fun Run begin at Water Street in Excelsior. The route winds along the waterfront and through the neighborhoods. Following the run, participants head back to downtown Excelsior for a good old Irish party featuring live music, an Irish lunch and libations, Irish dancing and family activities. February February Festival (Feb Fest) is held each year on the first Saturday of February on Lake Ann. This one-day event draws 1,500-2,000 participants and spectators, and is great fun for the whole family! Activities include a medallion hunt throughout the week ahead, ice skating, a s’mores cookout on a roaring bonfire, sledding, horsedrawn sleigh rides, door prizes, concessions and of course, the ever-popular ice fishing contest, with over 1,000 fishing holes drilled in the ice, and fabulous prizes.
American Legion Auxiliary Unit 57 hosts its annual Easter Egg Hunt before the Easter holiday. Children from toddlers through age 10 are invited to participate in the hunt for thousands of eggs. Kids are divided into groups according to age to search for colorful eggs, including the elusive golden egg. The age groups will be started a few minutes apart, starting with the 3 and under group. The hunt will be followed by a Hat Parade, where children can compete for the most creative Easter bonnets. The event is located at City Square Park, 300 Chestnut Street, Chaska.
Annual ice fishing fundraiser The Chaska Fire Department holds an annual ice fishing fundraiser at the Firemen’s Clayhole. The 2019 event will be the 62nd annual. Over the years, the Chaska Fire Department has pushed back the date of the contest, hoping to ensure thick ice. People will be able to eat, drink and play games inside the warmth of the adjacent Chaska Event Center. Catchers of the top 10 fish will receive prizes.

ENDAR OF EVENTS Chaska Cubs Lead-Off Party Mark your calendar for the Chaska Cubs Lead-Off Party at the Chaska VFW. The Cubs, a town team baseball squad, celebrated its 90th year of existence in 2018. Bring the family as a face painter will be at the event for the kids. There are hot dogs, chips, and cookies for everyone with a chance to purchase Dugout Club memberships and to meet some of the players.

KleinBank Summer Concert Series The KleinBank Summer Concert Series takes place 7-8 p.m. Thursdays in the summer. The performances take place in City Center Park Plaza (across from KleinBank just south of City Hall) in downtown Chanhassen. There will be a variety of music styles for all to enjoy. Snacks and beverages will be available for purchase during the concerts. Bring the kids, a lawn chair and food and beverages (including beer and wine) to the concert series. Art on the Lake The Excelsior-Lake Minnetonka Chamber of Commerce hosts Art on the Lake, with over 130 artists displaying original works amidst live music and a variety of food offerings. Minnesota Renaissance Festival Step into the magical world of the Minnesota Renaissance Festival this summer. There you’ll meet the entire royal court, wave at mermaids and if you’re lucky, see a fairy. There will be games, food and drinks galore. The festival is open every weekend between mid-August and late September.
October Halloween Party Celebrate all things spooky at the Halloween Party at the Chanhassen Recreation Center. This event has provided children with Halloween fun and entertainment annually for two-and-a-half decades with over 800 children and parents expected each year. FIREMEN’S PARK The centerpiece of downtown Chaska, Firemen’s Park has entertained locals and visitors for decades through various activities, including swimming, walking, food and leisure. Refurbished in 2016, a new playground, fountains, a bridge across Firemen’s Clayhole, new concessions and restrooms, swinging benches, a stage and a boardwalk encircling the water provide plenty to entertain. The new Chaska Event and Curling Center are adjacent to the park, with more parking added in spring 2018.

regarded as one of the premier stadiums in the state of Minnesota. Flooded in 2014, Athletic Park was reborn, a berm now surrounding the outfield walls to keep water out, and baseballs in. It is home to the Chaska Cubs, Chaska High School baseball team, as well as Legion baseball. The Cubs are an amateur baseball team, or town team club, that competes between May and August.
Home to the 2016 Ryder Cup, Hazeltine National is one of the premier golf courses in the Upper Midwest. Private membership is required for play. The Ryder Cup is slated for return in 2028 with the KPMG Women’s PGA Championship right around the corner in 2019. The course has also hosted the 1970 and 1991 U.S. Open, and the 2002 PGA Championships. The course opened in 1961.

Just outside the city limits in Chanhassen sits the University of Minnesota Landscape Arboretum. Named the best botanical garden by USA Today readers, there are more than 1,200 acres of gardens and tree collections, prairie and woods and miles of trails. It is a true connection with nature. The Arboretum grounds are open from April to September. The third Monday of every month admission is free.

Shops around the corner BY ALEX CHHITH
T
here are two main shopping hubs in Chaska. Historically, downtown Chaska has been the place to go to buy just about all your household needs, from clothes to groceries. It’s even a good place to find a nice cool drink on a hot summer day. Various boutiques around town also carry furniture, antiques and unique one-ofa-kind items. The most vibrant part of downtown Chaska, Second Street, has a number of shops and eateries to visit. Just last year, the city reconstructed the old road, replacing it with brick. Creamcolored Chaska brick monuments proudly bear Second Street signs on each entrance to the street . Take a stroll and visit some of the shops! “I think the downtown is definitely a great place to explore – you have the historic feel with the Chaska brick,” said City Communications Manager Kevin Wright. “You have to spend time down there.”

Downtown retail is also slated to grow a lot. Developers plan to construct a Dunkin’ Donuts and room for four additional retailers, in place of a former gas station across from Firemen’s Park. City Square Center, across from City Hall along West Fourth Street, is also slated to have a redesign. Plans haven’t been finalized yet, but will likely include space for retailers. “There’s a lot of different options, whether it’s the coffee shop or Cy’s. There’s so many different places you don’t ever have to feel like you’re stuck at going to one spot – you’re able to keep it fresh,” Wright said. The second hot shopping district is a couple miles
north of downtown, off of Highway 41. There you’ll find plenty of big box retailers, such as SuperTarget and Petco. There are also a number of chain restaurants like Qdoba Mexican Eats and Willy McCoy’s. That district is also growing. An Aldi, Chipotle and Starbucks development is slated along Hazeltine Boulevard in Hazeltine Plaza, near the Hazeltine National Golf Club and Chaska Par 30 golf courses. A Hy-Vee is slated to be near the Clover Ridge neighborhood, off of Engler Boulevard and Creek Road, west of Highway 212. Whether it’s finding a leash for your pet or household appliances, you can find just about everything in Chaska.

ara Lee Hanlon was given coloring books and paint-bynumber kits as a young child. Though only 3 years old, it was not what she preferred. When pencils and crayons were introduced, paper to sketch with, Hanlon’s natural gift blossomed. She was happy. She was home. That love for art continued into grade school, summers were filled with art camps. Science was also a passion of hers. Albert Einstein her hero. That combination enhanced her creativity, expanded her thinking. By the age of 12, Hanlon was a student in adult classes. Something to this day, she allows with her own teachings. “My mom was very instrumental in creating that artistic side,” Hanlon said. “I look at myself at that young age, and there are kids, lots of them, that are just like I was. You don’t want to kill that creativity but not allowing them to do something they want to do.” Hanlon’s creative juices continued to grow through high school – a resident artist of sorts – as teachers allowed her to be free with her work, though well guided. She had her corner to work and explore. College years were spent at the Minnesota College of Art and Design (MCAD). “There was no question I was going there,” she said. Graphic design and advertising were her first professions. Neither pleased her. “You can be creative, but not at the level I wanted to be,” Hanlon said. Born and raised in Minnesota, Hanlon moved to Chaska from Brainerd in 2000. She has freelanced for more

than 40 years, also working as a medical technician for many years. Her focus, though, has always been on the arts. A little boredom with the “same song, different verse” led to years of research and experimental “what if” thinking. Hanlon invented a new art medium and approach; “Polymeric Fusion.” “Anything made of a byproduct of crude oil is a polymer. I’m taking established art mediums and combining them with either as-is or reprocessed garbage plastics,” Hanlon said. “It is a most difficult thing to produce art this innovative considering generations of amazing artists of history and what they accomplished,” she added. This medium is used to develop subject matter, texture and dimension. It supports the range of genre from: representational imaging to abstract expressionism, “flat works,” “bass relief,” and sculpture “in the round.” A “household name” after living in the lakes area for 25 years, the location

change to Chaska has brought preferred independence. While she has leaned on selling to collectors versus the general public, less about home decor and more about gallery, Hanlon has remained in the public eye through columns regularly in the Chaska Herald as well as teaching community ed classes in District 112 and private lessons in her studio space. “I have a 3-dimensional, techno color movie screen in my head. haska has a wealth of health facilities, ranging from overall wellness facilities to specialty medical businesses in orthodontics and optometry. The largest medical facility is hard to miss, right off of the interchange of Highway 212 and 41, the Two Twelve Medical Center at 111 Hundertmark Road, Chaska. The medical center is operated by Ridgeview Medical Center, which also has a clinic nearby. Two Twelve Medical Center offers around-the-clock emergency and urgent care, comprehensive family and specialty care, advanced diagnostics, access to physicians and clinics and more.

New health facilities in the city are on the rise, too. A new business development in Chaska is now the location of a medical building, at the 87-acre development called Chaska Creek Business Park. Eagan-based MSP Commercial built Engler Health Center which will include a number of health tenants, such as Catalyst Medical Clinic, Town Dental and Southwest Eyecare. Services at Catalyst will range from mental health and physical therapy to orthopedics, according to President Dr. Scott Jensen, who also serves as a Minnesota state senator, representing Chaska. “What’s special about Catalyst is our mission is to hold the agenda of the patient as the No. 1 priority,” Jensen said. “What’s your agenda? What’s
important to you?” “We’re really excited to be directly servicing the people,” Jensen added. Southwest Eye Care offers services in the ophthalmology and optometry practice and also offers pediatric optometrist services to children and surgeries and examinations. Carver County plans to open a residential crisis stabilization facility at the former Marie Steiner Kelting Hospice Home in northern Chaska. The facility will address a need for the service in the county, according to health officials. Officials hope to have it operating by 2019 and in the meantime crews will be working on expanding the facility from five beds to 12. After construction is complete, the facility will be valued at $3.75 million.

CITY’S DEVELOPMENT HAS COME IN STAGES BY LISA OBERSKI
U
nlike many communities in the metropolitan area, Chaska has a history of inhabitants dating back thousands of years. The earliest inhabitants of the Chaska area left some sizable evidence of their presence: Six burial mounds in and near City Square Park, in the historic downtown portion of our community. Only three of these remain, but they are evidence of a people who lived here 1,000 to 3,000 years ago. The Dakota people were living in the Chaska area when European explorers arrived in the late 1700s. They moved between living near river access in the summer and in the warmer Big Woods to the north in the winter. According to 1944 anthropologist Ella Deloria, to be a good Dakota “was to keep the rules imposed by kinship for achieving civility, good manners, and a sense of responsibility towards every individual dealt with.” The community of Chaska, in articulating eight values, has stated a similar responsibility. With the Treaty of Traverse des Sioux in 1851, the area was opened to European settlement. Chaska, retaining its Dakota heritage with its name, which means “first-born son,” was established as a village that year. In 1858, Minnesota became a state, and at that time the growing community was established as the county seat of Carver County. Originally chosen for its easily accessible location on the Minnesota River, Chaska quickly grew due to the early development of the brick industry. Utilizing the abundance of clay left by the last ice age and wood from the Big Woods area to the north for firing the brick, early German settlers had the skills, materials, and transportation capabilities of the river to draw from. Chaska’s cream-colored brick was soon shipped throughout the Midwest. The fledgling brick industry of 1857 eventually became the third largest producer of brick in the state of Minnesota. By 1910, Chaska produced over 40 million bricks per year. The clearing of the Big Woods led to the development of the agricultural community

in Chaska. A prominent farm commodity was the sugar beet, which led to the bringing of the Crystal Sugar factory to Chaska in 1905. Other agricultural developments included a canning factory, the Gedney pickle factory, mills, creameries, hatcheries and breweries. The arrival of the railroad in 1871 made transportation of all these goods reliable. Along with the brick and agricultural industries came all the other parts of an independent community: churches, stores, banks, schools, post office, a newspaper, sports teams, and more. Chaska flourished with the population of around 2,000 for nearly 100 years. By the 1930s and 1940s, the clay upon which the brick industry depended became too expensive to mine. Chaska’s focus became its agricultural base, which lasted until the 1970s. Many other changes happened during this time. Hazeltine National Golf Club necessitated water and sewer infrastructure into the northern part of Chaska in the late 1950s, which led to the annexation of a large parcel of land into the city. This was followed by Henry McKnight’s vision of a New Town – Jonathan – leading to another annexation of the northwestern part of Chaska in the 1960s. Jonathan’s subsequent HUD loan paid for the infrastructure needed by that area of the community. Chaska was again on the move. No longer was the community dependent on its own stores – its proximity to the metro area malls and other retail outlets took care of most of those needs. But the advent of Jonathan led to Chaska’s next stage of development – its high-tech sector in the industrial parks in northern Chaska. Biomedical, industrial, water purification, semi-conductor industries and data storage are included in today’s inventory of successful Chaska employers. With a population around 25,000 today, Chaska continues to use its greatest resource – its community members – to create a community focused on its values: Citizenship, Environmentalism, Generosity, Human Worth and Dignity, Integrity, Learning, Respect and Responsibility. haska’s city government is known to be reliable. That’s probably why the city will be hosting the Ryder Cup for the second time in 2028. “When I was working at the Ryder Cup everyone we worked with over at the city had a great positive attitude about the tournament coming here,” said Chaska Communication Manager Kevin Wright. Previous to his job at the city, Wright worked as the 2016 Ryder Cup Operations manager, when the tournament took place at Hazeltine National Golf Club. “Everyone was always available and willing to help.” Chaska will be the first city in America to host the international golf tournament for a second time. “I think it showed with how well the event went,” he said. “The city was welcoming.” Chaska operates its own police department, which is located in City Hall in the heart of downtown Chaska, between West Fourth and West Fifth streets. The building has city offices,

CHASKA CITY COUNCIL The mayor and four council members serve as the Chaska City Council. The position of mayor is elected at large (citywide) every two years. Council members are elected to four-year terms, with two seats up each election. Chaska has a ward form of government, therefore each council member is elected by the voters in his or her ward. Chaska follows a calendar parking schedule for on-street parking during the winter. The ordinance applies to all public parking–streets, alleys, parking lots. From Nov. 1 to April 1, whenever 2 inches of snow accumulates to require plowing, vehicles must park on the even-numbered side of the street on even-numbered days of the month; and on the odd-numbered side of the street on odd-numbered days. For residents’ convenience, the city counts the day as beginning at 8 a.m.
Noise/Odor Ordinance There is a noise ordinance prohibiting loud, unnecessary or unusual noises that annoy, disturb, injure or endanger the comfort, repose, health, peace, safety or welfare of others. The ordinance also prohibits offensive odors.
Summer Lawn Watering The city of Chaska has an ordinance regarding water usage effective May 1-Sept. 30. Compliance is based on an odd-even cycle of watering. You are required to limit your lawn sprinkling and other non-essential water use based on your address and the calendar day of the month. Even-numbered addresses water on even-numbered calendar days; odd-numbered addresses sprinkle on odd-numbered days. Compliance with this ordinance is mandatory. Failure to comply may result in fines and/or termination of water service. New seed or sod is exempt from the ordinance until it becomes established. Commercial, industrial and residential automated irrigation systems are required to follow the same guidelines.
JONATHAN IN CHASKA The Jonathan Association is the state’s largest homeowners association, encompassing approximately 8,000 Chaska residents in 3,000 households spread across 23 neighborhoods. Winter Parking The city of Carver prohibits parking of any vehicle or other object on public streets or alleys when 2 or more inches of snow have accumulated, whether the accumulation is due to new snowfall or drifting and blowing. Once the streets are cleared, parking may resume.
Lawn Watering Homes or businesses with addresses ending in odd numbers (1, 3, 5, etc.) may water the lawn on odd-numbered calendar days; addresses ending in even numbers (0, 2, 4, etc.) may water on even-numbered calendar days. The odd-even schedule is in effect year-round. No lawn watering is permitted between 10 a.m. and 6 p.m. A 30-day permit to water newly seeded or sodded lawns is available at City Hall.
City Park Use/Vehicles in City Parks City parks are closed and must be vacated between 10 p.m. and 6 a.m., unless the user has a prior written permit from the city of Carver authorizing use during that time. No motor vehicle — other than maintenance vehicles operated by the city of Carver personnel or contractors working on its behalf — may be operated in any city park.
Recreational Fires Recreational fires (used for recreational, ceremonial, food preparation or social purposes) are allowed if they burn no more than three feet in diameter and three feet in height; use dry, clean wood; produce little detectable smoke, odor or soot beyond the property line; be extinguished completely; and respect air quality so that nuisance, health or safety hazards will not be created. Recreational fires shall not be located closer than 25 feet to any structure.
Snowmobiles No person shall operate a snowmobile upon any public street, alley, lot, lake or stream within the city between 10 p.m. and 7 a.m. There are exceptions to this ordinance — call City Hall for details.
Snowbound Restrictions/Snowbound Vehicles It is unlawful to park any vehicle or other object on public streets or alleys any time two inches or more of snow has accumulated (whether due to new snow or drifting/blowing of snow). Due to the limited number of available parking spaces on 3rd Street, “No Parking” restrictions are enforced from 5 to 10 a.m. when two inches or more of snow has accumulated. No person shall park his or her vehicle or allow a vehicle he/she owns and operates to be parked upon any street or alley within the city when such vehicle is in snowbound condition. A snowbound vehicle is defined as a vehicle that has been standing on a street or alleyway for at least 48 hours, and either has not been moved or cannot be moved due to the accumulation of ice and snow on or around the vehicle.

The Metropolitan Council is the regional planning organization for the seven-county Twin Cities area. The council advocates for vital communities and a competitive region. WASTE DISPOSAL Area residents (or their landlord) must make their own arrangements with private services for garbage collection. Curbside recycling is available in Chaska as a service provided by the resident’s garbage hauler.
Recycling Carver County Environmental Center Recyclables and household hazardous waste may be dropped off at this site, in many cases at no cost. The center also will collect items such as electronics and appliances for a fee. Thecenter features a product reuse area and an environmental education clearing house. Items, such as composting bins and radon test kits, also are for sale. Household hazardous waste must be disposed of properly to avoid endangering health and contaminating ground water. These wastes include: solvents, household cleaners, pesticides, paint, wood preservatives, aerosols, batteries, automotive oil and antifreeze. The best way to handle the waste – except those that are banned – is to use it or give it to someone who will. If these options are not available to you, please contact the county for collection information. Sellers of automotive products may take used automotive waste, perhaps for a fee.
