with more than 25,000 people that call it home. In the land of 10,000 lakes, Prior Lake boasts two of its own, Spring Lake and Prior Lake, offering up a plethora of activities for every season. Even in the dead of winter, Prior Lake residents and visitors head to the lake for prime ice fishing and snowmobiling.
When the weather warms up, people head out in the boats to enjoy the sun and gentle waves of Upper and Lower Prior Lake. The city’s downtown also offers a number of attractions in the form of restaurants, boutique shops, bakeries, bars and breweries, which lends to the “small-town feel” that residents value.
Prior Lake is far from being a bedroom community. Each year, the city and various organizations draw visitors in droves for events like Lakefront Days, Lakefront Music Fest, a farmer’s market, Ladies Night Out, concerts in the park and more. The inaugural Polar Palooza, a winter city festival, was held for the first time in

WHAT’S NEW IN PRIOR LAKE
L
ike most of the Twin Cities suburbs, Prior Lake is growing at a rapid rate. With population growth comes a lot of other types of growth, including residential and commercial. Though Prior Lake is still known for it’s small-town feel, it’s not so small anymore.
RESIDENTIAL DEVELOPMENTS In August 2017, an apartment building for adults ages 55 and up opened. The building is four stories tall, with 168 living units as well as a community area including a kitchen, a craft room, a salon, a fitness area, a theater and an underground, heated parking area.

Trillium Cove, a residential development south of County Road 42 and north of Lower Prior Lake, had the first phase of the plan built in 2018, consisting of 207 low-density singlefamily homes. The first phase of Summit Preserve is also taking place in 2018, consisting of 189 lowdensity residential lots. The development is south of County Road 42 and east of County Road 18. Construction began on Haven Ridge in late 2017. The plan puts 76 detached villas and 57 family homes north of County Road 42 and east of County Road 18. Pike Lake Marsh is a workforce housing development
north of County Road 42 and west of Pike Lake Trail, consisting of 68 units. The complex will be three stories tall, with 15 one-bedroom apartments, 33 two-bedroom apartments and 20 three-bedroom apartments.
COMMERCIAL DEVELOPMENTS The expansion of Mystic Lake Casino and hotel opened in early 2018, with a grand opening on Jan. 4. About 180 rooms were added to the hotel side, including 18 suites, bringing the total number of the rooms at the hotel to 766. A 70,000-square-foot event center was also added, with three large ballrooms, meetings rooms and an execu-
tive conference room. An upscale American eatery is scheduled to open in downtown Prior Lake this fall. Also added to downtown was an exercise business with a grand opening in November 2017. A new brewery in downtown Prior Lake also opened in the spring. The owners remodeled an existing downtown building, gutting the walls down to sheetrock and turned it into a boathouse. A tea shop also opened in downtown Prior Lake. The owner had sold the tea exclusively online and in farmer’s markets but the Prior Lake location is the first brick-and-mortar store. The grand opening was in February.

Construction of a 75,000-square-foot addition a bakery business began in fall 2017. The facility is off of Eagle Creek Avenue. A 58,000 squarefoot facility for Versatile Vehicle was also finished in 2017.
ROADWORK The next few years will be
very busy for road construction in Prior Lake. Improvements will be done to County Highway 42, Trunk Highway 13, Duluth Avenue, Village Lake Drive, Franklin Trail, Woodside Road and Huron Street in 2018. In 2019, construction will be done on Highway 13, County Highway 21 and Arcadia Avenue.

If you’re looking to celebrate America’s birthday, Prior Lake is the place to be. The Prior Lake Association hosts an annual boat parade, beginning at Charlie’s on Prior at Upper Prior Lake, followed by a fireworks display on Lower Prior Lake around 10 p.m. For amazing views for this display, head west or north of Lakefront Park. The Shakopee Mdewakanton Sioux Community also has an annual, free fireworks display at the Wacipi (Pow Wow) Grounds in Shakopee at 3212 Dakotah Pkwy.
The city of Prior Lake Recreation Department hosts this fall event every year in October. In 2018, it will be Oct. 6 from 10 a.m. to noon at Lakefront Park. In previous years, this event was called the “Autumn Gathering.” The event is free. For more information, call the department at 952-447-9820.
Lakefront Days August Lakefront Days is a family-friendly celebration of Prior Lake. Each day is chock-full of activities and carnival rides including a business expo and wine tasting, inflatables, vendors, food, games, an Enchanted Fancy Friday Princess Party, Yappy Hour (with dogs) and more.
Night to Unite August Night to Unite is a statewide event started by the Minnesota Crime Prevention Association, an organization of citizens, law enforcement officers and crime prevention specialists who work on crime prevention programs. Residents put on block parties and sign up to have police officers and firefighters attend.

Fire Department Open House October In 2018, the Prior Lake Fire Station Open House will be on Oct. 11 from 5:30 to 8 p.m. at Fire Station No. 2 at 3906 Station Place NW. The open house is part of Fire Prevention Week, which is Oct. 7-13. The event includes fire truck rides, fire hose spray, smoke house survival demonstrations and more. DecemBRRR Dazzle December DecemBRRR Dazzle is another free, family-friendly event put on by the city of Prior Lake to celebrate winter. In 2018, the event will be on Dec. 7 in Lakefront Park. Santa and his reindeer will be in attendance for photos with children and families. There will also be ice carving demonstrations, a bonfire, bean bag toss and more. Donations are also solicited for several charities including Tree of Warmth and Toys for Tots.

Service Day Saturday April This annual event brings the Savage community together for a day to work on a variety of volunteer projects to serve the community and support local non profits. Projects include buckthorn removal to help preserve Eagle Creek— the only trout stream in Scott County.
Flashlight Egg Scramble March-April The Savage Sports Center Prizes and special baskets are available to win during the egg scramble at the Savage Sports Center, 13450 Dakota Ave. Participants scramble to find as many eggs as possible in the dark and play with inflatables and games.
Halloween Bash October This spooktacular event is hosted by the city of Savage Parks and Recreation division and is a favorite among Savage residents, with over 1,000 attendees in 2017. The event takes place, rain or shine, in an inflatable dome in the community park. Wear your costumes and bring your family to enjoy games, s’mores, inflatables, music and more.
Winter Days January-February This all-ages event takes place for two days each winter at McColl Pond Environmental Learning and Event Center. Hosted by Savage Parks and Recreation, a variety of winter events are available for families, including snowshoeing and ice skating.

Dan Patch Days June Community Park Dan Patch Days might be considered the main event each year in Savage. The annual festival has been taking place for over 60 years and celebrates the city’s importance in the life of legendary race horse Dan Patch and his owner Marion W. Savage. Events include a wine tasting, live music, dinner in the park, a cookie eating contest, fireworks and more.
Join Savage Parks and Recreation at the Savage Sports Center, to watch a movie under the dome. Bring your lawn chair and blankets, grab some popcorn from the concession stand and enjoy the evening with friends, family and community.
Santa Cop Night December Savage Police Garage This annual Toys for Tots drive gives kids and families a chance to meet and take photos with Santa and Savage Police Chief Rodney Seurer while donating a Christmas gift toy at 6000 McColl Drive.

Bikes are the main attraction at the annual Wheelies Family Bike Event on the first Thursday in June. The event includes a police surplus silent bike auction, kids’ trike and training wheel races, bike registration, helmet sale and more.
Rhythm on the Rails is a free fiveweek outdoor concert series taking place every Wednesday night in July and August. The evening will kick off with local acts, followed by regional headliners that everyone knows and loves. Attendees will have the option to purchase food and drink tickets at the front gate, enjoy a free kids zone with inflatables and face-painting, and listen to music all evening.
Huber Park Performance & Events Series Summer Hosted by the Parks and Recreation Department, the Huber Park Performance & Events Series features free, family entertainment on the riverfront Thursdays throughout the summer. Also, enjoy monthly outdoor Movies in the Park on select Saturdays. Bring your blanket or lawn chair. A full calendar of events is published every March.

The Scott County Art Crawl, presented by the Savage Arts Council, is a selfpaced fine art tour and sale that weaves through urban and rural areas in Scott County, including several stops at Shakopee artist studios and businesses.
Huber Park, Shakopee Enjoy a day in Huber Park with the River Valley Festival, which features family-friendly games, entertainment, music and food trucks. Though the festival is still growing, it’s a hit for community members of all ages with homemade games, minnow races and Bingo.

This long-standing tradition invites kids to decorate their wagons, trikes and bicycles in red, white and blue as the Parks and Recreation Department marches through local streets in honor of America’s birthday the week of July Fourth. Entertainment and popsicles follow at the parade starting point, Lions Park.
Turn on your porch lights, lock your doors and join your neighbors outdoors at the annual Minnesota Night to Unite on the first Tuesday in August. Approximately 100 Shakopee neighborhoods host special events such as block parties, cookouts, visits from the police and fire department, youth contests and raffles.

The Shakopee Mdewakanton Sioux Community Wacipi (Pow Wow) is an annual event that draws thousands of dancers and spectators to the Wacipi Grounds on the SMSC reservation on the third weekend in August. A social gathering where friends and relatives celebrate their culture and way of life, the Wacipi is open to the public. The word “Wacipi” (pronounced “wahchee-pee”) in the Dakota language translates as “they dance.”
Pumpkins in the Park October The Shakopee Chamber of Commerce hosts this family friendly, non-scary Halloween celebration for children ages 10 and under the second Saturday in October. Children will enjoy a trick-ortreat trail, inflatable jumpies, games, beverage and cookie station, face painting and much more.
Shakopee Holiday Festival December This annual festival, sponsored by the Shakopee Chamber of Commerce, celebrates the holiday season by lighting a Christmas tree in downtown Shakopee the first Friday in December. The free festival also includes a Velodazzle Bike Parade, carriage rides, caroling, visit by Santa Claus and refreshments.

Enjoy a downtown cook-out, classic cars, and battle of the bands at this celebration of Belle Plaine’s German heritage. Saturday events include children’s activities, parade, kraut eating contest, and wrestling.

February This one is quite the tradition put on by the Jordan Commercial Club. Jordanites golf on Mill Pond using their club, golf balls and even the occasional hockey stick. They also have turkey bowling, where they propel a frozen turkey through bowling pins on the ice.

A stroll through downtown would provide hours of entertainment, food and shopping opportunities. Prior Lake is also home to Upper and Lower Prior Lake with Spring Lake and Fish Lake nearby. Lakefront Days, a city and chamber of commerce
event, is held annually in the summer, featuring carnival games, wine tasting, a business expo, a silent auction as well of plenty of events and food. Lakefront Music Fest is also a big draw to the area. The twoday music festival features a rock night and a country night to satisfy different tastes. Regionally, there’s plenty to bring visitors to the southwest metro as well. Canterbury Park hosts not only horse racing but
a number of events throughout the year such as wine tastings, expo events, dog shows, skijoring and more. Each year brings new events at Canterbury Park. Nearby Valleyfair is an attraction in and of itself as an amusement park, but the park also hosts a multitude of events. Perhaps the city’s most recog ni zable pa rk, L a kefront Park, has a large trail around the lake that people can enjoy when it’s warm but are also when the trees are blazing colors in the fall. The park also hosts a variety of events t h rou g hout t he ye a r f rom concerts to community events, usually at no cost and friendly to families. Once the sun is shining, vi sitors c a n he ad to Sa nd Point Beach to catch some rays and splash in the surf. Sand Point also has volleyball cour ts, horseshoe pits and more. Cleary Lake Regional Park also has a beach to take advantage of the lake li fe. Those with pooches can head to Clearly Lake Dog Park. Nea rby, t here’s a lso t he Murphy-Hanrehan Park Reserve, a large area popular with locals for bike trails and bird watching. If you are a fishing aficionado, there are plenty of lakes nearby for your enjoyment. These include Upper and Lower Prior Lake, Cedar Lake, Cleary Lake, Fish Lake, McMahon Lake and Spring Lake. They’re not only enjoyable when it’s nice — if you’re willing to put on a thick coat and pants, ice fishing remains a popular pastime. In addition, snowmobiling is popular on the lakes during the winter.

he city of Prior Lake that residents know today started out as a small village, incorporated in 1891. Six years later, the village would see its first church, built at Highway 13 and Dakota Street. Church services had previously been held in residents’ homes. Then, College Hill School, a school for grades first through 10, opened in 1898. In 1900, a telephone service connected

St. Michael’s Catholic Church became the town’s second church in 1908, having been brought over the lake ice from Spring Lake. Things started happening fairly rapidly after that. In 1916, the volunteer fire department was organized and in 1917, the town got electricity. In 1921, St. Michael’s burned down but was replaced by a brick building that was eventually torn down in 1985. St. Paul’s Lutheran Church was built in 1925. In 1926, the publisher of Prior Lake’s
HISTORY newspaper “The Prior Lake News” also established the first library in the newspaper office. In 1920, Prior Lake elected its first female mayor, Cora McQuestion. A fire destroyed the second Grainwood Hotel in 1930, but the volunteer fire department was able to save some cottages. In 1937, the water works for the village were installed at a cost of $12,000. With inf lation, that would be more than $211,000 today. In the 1930s, children went to high school in Farmington and boarded there each week. Nearly 20 years later, Prior Lake would build its own school. In 1941, Westwood grade school was built in Prior Lake and in 1952, the Prior Lake School opened for grades first through 12th. HISTORY served as the town’s library in 1958. In 1959, St. Michael’s opened a g rade school, followed by the construction of Westwood Elementary in 1963, the senior high school in 1966 and Five Hawks Elementary in 1966. The library opened in 1969 and moved locations several times, from city hall to the basement of a telephone company, back to city hall and then to Main Avenue. In 19 97, voters approved a referendum to construct a library downtown. City hall and the police depar tment both opened in 2006. A second fire station opened in 2008. In 2009, the city opened a water treatment facility. History moves fast but for Prior Lake, which got a later start than most cities and villages, it seemed to move even faster.

s it h a s i n t he past, t he P rior L a ke cit y government continue s t o t r y a nd provide resou rc es to residents in order to make the city a “wonder fu l place to live, work and play for a lifetime.” One of those resources is the Scott County Library System, which oversees the Prior Lake Library in downtown. The library is mostly funded by local property taxes and as a result, provides its services for free. The library includes traditional books as well as e-books and audiobooks for more than $1 million worth of content. The library also
in action recently put in a mural from a loca l a r tist for t he kid’s section. Club Prior, a staple of downtown Prior Lake, recently celebrated its 10th anniversary. Club Prior provides activities for adults 55 years old and older, most of the time at no cost to the residents. The club also serves as a gathering and event space, including free exercise classes, live music and community gatherings. On the Prior Lake level, the seats of city council members Annette Thompson and Mike McGuire will be up for election and also the seats of school board members Richard Wolf, Stacey Ruelle, Ben Hanson and Todd Sorensen.

If they do, the city may have them cut at the property owner’s expense. Questions about weeds should be directed to the code enforcement officer at 952-4479811. Snow Removal To facilitate snow and ice removal, parking is not allowed on city streets (including downtown) between the hours of 2 a.m. and 6 a.m. daily, beginning Nov. 1 and ending March 31. Violators will be ticketed. Streets, alleys and municipal parking lots are usually plowed within 24 hours after a snowfall. Major thoroughfares and collectors streets are given priority, followed by residential streets and alleys.
Sidewalks/Fire Hydrants From a liability perspective and in consideration of guests and customers, property owners are responsible for shoveling sidewalks and clearing snow from around fire hydrants. Minnesota State Fire Code requires clear space around hydrants. A 3-foot (914 mm) clear space shall be maintained around the circumference of fire hydrants except as otherwise required or approved. This includes snow removal, and any other obstructions such as bushes, trees and fences. Shed Construction Sheds of less than 200 sq. ft. may be constructed without a building permit but needs to meet additional requirements.
