Originally a resort community, the city has evolved from a 1-square-mile rural town of 400 people to a more than an 18-square-mile community of nearly 25,000 people. Prior Lake continues to manage growth and maintain its small town roots. Downtown Prior Lake continues to transform and is a destination where people can shop, recreate, dine and socialize. Downtown features a variety of eating establishments. Summer events downtown include the Farmer’s Market, the Lakefront Days celebration, Prior Lake Rotary Lakefront Music

Fest, concerts in the park and Ladies Night Out. Prior Lake also continues to move forward as an attractive community in which to open or expand a business. rior Lake takes pride in its small-town, close-knit feel, but it also draws fun-seekers from all over the metro area. Its two public beachfronts and 55 or so parks become the backdrop for plenty of regionally renowned events — most notably the Prior Lake Rotary’s Lakefront Music Fest, when rabid fans fill Lakefront Park to see headliners like Daughtry, Dwight Yoakam and Smash Mouth. But there’s plenty more to come and see in Prior Lake, as Prior Lake Chamber of Commerce representative Sandi Fleck can tell you. “There’s Ladies Night Out, Ice Golf, Lakefront Days, the farmer’s market, PLAY tournaments, soccer tournaments, great restaurants — and we have the lake,” she said. Upper and Lower Prior Lake may be the biggest attractions of all, with plenty of opportunities for outdoor fun. They’re often the backdrop for Prior Lake’s most popular community events, from the Lakefront Days carnival in summer to Decembrrr Dazzle around the holidays. Lakefront Park, located just a short walk from downtown, is often referred to as the “jewel” of the city and is never far from the action. Those looking for a little more fast-paced fun can hit up Mystic Lake Casino or Little Six Casino, run by the Shakopee Mdewakanton Sioux Community. In the summer, they can also

experience the culture and history of the tribe during their Wacipi celebration. Different tribes come from all over North America for music, dance and togetherness. All thrill-seekers are welcome. As tight as the Prior Lake community is, they also love visitors. Keri Thayer, resident and head of local nonprofit R.O.C.K., loves Lakefront Music Fest for a lot of reasons, but one of them is certainly a chance to show off her home town. “The people that aren’t from here get to come and see our community,” she said.

ATTRACTIONS PARKS PRIOR LAKE CITY PARKS Parks and Recreation 952-447-9820 The city of Prior Lake prides itself on its park system. More than 50 parks offer summer and winter recreational opportunities. The community has two public beaches, two public accesses to Prior Lake, 34 athletic fields that include nine soccer fields, two football fields, seven baseball diamonds and 16 softball/t-ball fields. There are also five horseshoe pits, eight sand volleyball courts, two tennis courts and a skate park. Most of the parks also have playground equipment and trail systems. Most parks have shelters, and some have restrooms and electrical outlets. These areas can be reserved for group picnics at a daily rate of $75 for residents or $125 for nonresidents. Reservations are taken only for Sand Point, Lakefront and Memorial Parks shelters. All other shelters are first come-first serve. Lakefront Pavilion rate is $300 for residents or $450 for nonresidents. To reserve one of these areas, contact the Recreation Department at 952-447-9820. TRAILS There are over 80 miles of trails in the Prior Lake trail system. One of the newer trails at Rice Lake Park has a unique design. The “Pathways for Play” concept calls for play equipment to be spread along a half mile loop. The newly constructed Markley Lake Trail completes a significant portion of the connection of trails from County Road 44 around Markley Lake. The vision is that this trail will be extended with future development through the Welcome Industrial Park to County Road 21 and Cleary Lake Regional Park. The trail system can be easily accessed from Ponds Park, Lakefront Park or Thomas Ryan Memorial Park.

eri Thayer, head of nonprofit R.O.C.K., knows a thing or two about feeding hungry kids. She’s also been a resident of Prior Lake’s Credit River Township for 20 years, and she knows what’s good to eat in town. “We have a good mix of chain restaurants and really good smaller restaurants,” she said. Eating out is always an option in Prior Lake. The small-town feel extends to its many local restaurants. There’s at least one local legend in every category: the town bakery, the lakeside restaurant, the local bar, the bistro — and options for fresh Italian, Chinese and Southwest cuisine. There are also plenty of quality restaurants available in Prior Lake’s leisure hubs. A trip to the golf course or the casino can end with a good dinner right on location. When the weather’s warm, there’s plenty of fresh, local produce available at Prior Lake’s many farmer’s markets. The Prior Lake Farmers Market on Main Street, open Saturday mornings during the warm season, has been around for 14 years, and has only grown in its popularity and its many offerings. Founder and 20-year resident Karla Haugen has been expanding the market year by year. These days, it’s a one-stop shop for food and fun. Visitors can grab a table and some hot brunch from their pick of food trucks, listen to live music and peruse the vegetables, baked goods, flowers, crafts, goods and services for sale. “The Prior Lake Farmers Market is a big event here,” Haugen said. “The goal is really a community gathering kind of thing.” Newer farmer’s markets, like the VFW Harvest Fest and

rior Lake is governed by a mayor and four City Council members, each of them elected to serve four-year terms. They meet on the second and fourth Mondays of every month at Prior Lake City Hall, located at 4646 Dakota St. It’s not uncommon to see a crowd of Prior Lake residents present at meetings to discuss civic issues they care about. It’s one of the ways Prior Lake’s “small-town” mentality manifests. There are plenty of other reasons to come to City Hall than a rollicking council meeting. City Hall’s meeting rooms can be rented out for other groups or community events, and the staff are on hand to help with whatever residents might need. “The City of Prior Lake has a friendly, welcoming staff,” Sandi Fleck of the Prior Lake Chamber of Commerce said. “It’s good people.” Prior Lake government happens outside of City Hall, too. Credit River and Spring Lake Townships have their own town boards, and the Shakopee Mdewakanton Sioux Community is a sovereign nation with its own government. The tribal government consists of three elected Business Council members and the General Council, which includes every enrolled member of the tribe over 18.

“They know it’s their job to serve the public.” - Fire Chief Doug Hartman Prior Lake contains only one school district — District 719 — which includes a section of Prior Lake’s neighbor, Savage. The Prior Lake-Savage Area School District includes eight elementary school facilities, a Spanish immersion school, two middle schools, one high school and alternative learning centers at the middle school and high school level. A superintendent and a board of seven members meet every other Monday. These various governmental bodies are distinct partners, and they all work together to keep in communication and accomplish civic projects. Prior Lake is represented on the state level by representatives for Minnesota House District 55B and Senate District 55, and on the national level by Minnesota’s Second Congressional District, but residents know that most of the action is close to home, and they’re not afraid to get involved with the people who represent them. “They know it’s their job to serve the public,” Fire Chief Doug Hartman said.

PRIOR LAKE: A WONDERFUL PLACE TO LIVE, WORK AND PLAY P

rior Lake has grown to have a population of more than 25,000 people, but we still maintain that small town feeling. Natural resources, quality of life and a vibrant economy are some of the values that attract people to Prior Lake. Along with Cleary Lake Regional Park, there are 55 parks that cover 1,000 acres and over 100 miles of trails. When you live in Prior Lake, you are within walking distance of at least one of the 38 neighborhood parks that have amenities such as picnic shelters, ball fields, play equipment and basketball courts. For the outdoor enthusiasts there are several natural and undeveloped parks to get away amid the wonders of nature. For those that prefer the water, Sand Point Beach community park has two pavilions, a volleyball court, playground, boat launch and a beautiful beach. Quality of life includes being able to walk, jog and bike safely around the city. In 2016, the city finished developing a new park called Rice Lake Park. Due to the heavily wooded terrain and high quality wetlands, the area called for a fairly new and unique design called Pathways for Play. Play equipment is spread along a half mile trail loop integrating natural elements and play opportunities for the whole family.

While people come to Prior Lake to live, work and play, they also stay. The city has seen its first multifamily housing project in nearly 10 years with Dominium recently breaking ground on an affordable 168unit senior rental development called The Grainwood, located in the Gateway area northeast of downtown. When it opens, its expected that about 60 percent of people who move there will be current Prior Lake residents, while 40 percent will be moving to Prior Lake from another town. With many Prior Lake residents relocating to this development, that will open up affordable single family homes for a whole new generation of Prior Lake residents. As the national economy is on the rebound, Prior Lake has also seen an uptick in business development.

There has been a renewed interest in the 50 acre Deerfield Business Park. A 30,000 square foot building will be the new home to Port City Bakery, a mass producer of dough balls for pizza. Inquiries continue to grow in this more recent business park. One of the most important assets a city has is residents. Involved citizens hold a community together and help guide it into the future. More than 50 volunteers serve on city advisory committees. Great community events like Music Fest and Lakefront Days could not exist without civic organizations like Rotary, Chamber of Commerce, Lions, VFW and more. Many youth athletics are supported solely by hundreds of parent volunteers. In 2017 many of these same people and other city stake holders will be called upon to volunteer their time at a community wide gathering to review and update our 2040 Vision and Strategic Plan. This is the document that defines what our city will become and the incremental steps we must take to get there. We have the people and the resources to be a great a city and that is why, in 2014, 95 percent of residents rated the quality of life in Prior Lake as excellent or good. rior Lake is a great place to get and stay healthy. Residents have access to some of the best hospitals in the state. St. Francis Regional Medical Center in Shakopee is only 10 miles away, and Allina, Fairview and Park Nicollet all serve the area, too. The city itself is home to a number of specialized health offices. Whether you need a dentist, a chiropractor, an optometrist or a psychologist, you’ll be able to find one somewhere near you. Of course, the basics of preventative health boil down to two basic components: eating right and exercising. Prior Lake has everything a body needs in order to do both. Prior Lake’s farmer’s markets and grocery stores have all the leafy greens necessary for an average balanced diet, and conscious eaters who want the closest and cleanest food supply won’t go wanting, either. Wozupi Tribal Gardens, part of the Shakopee Mdewakanton Sioux Community, grows local, organic produce using sustainable farming techniques. Amateur farmers and foragers can learn more about growing and gathering healthy foods at Wozupi’s yearround classes, or they can pick up some weekly groceries at the Shakopee Mdewakanton Sioux Community’s natural food market, Mazopiya. Besides the essentials, they also carry natural remedies, supplements, gluten- and dairy-free products and fresh coffee, smoothies and deli items at their snack bar. There are also a wide variety of ways to stay active in Prior Lake. Many residents will say that the best way to get moving is

A PLACE WHERE ‘BORED’ DOESN’T EXIST P

rior Lake isn’t far from the action of the Twin Cities, but it also isn’t far from the rugged countryside. That makes it perfect for sportswomen and sportsmen like local Fire Chief Doug Hartman. “I’m an outdoorsman, and I do hunt and fish a lot,” he said. “We’re in a rural community, and those opportunities are always close.” You don’t have to drive far in Prior Lake until you’re in the countryside, with plenty of space for hunting and camping. In the winter, the Prior Lake Snowmobile Association spruces up riding trails across the community so everyone can enjoy them. Upper and Lower Prior Lake are many things — a point of pride, for one, and a scenic backdrop, for another — but they do their best work as a built-in playground for Prior Lake. On the evenings and weekends, residents love to take their boats and float from point A to point B — wherever the nearest park party and backyard bash is located. “I love just cruising around on the pontoon, tying up and seeing some friends,” longtime resident Sandi Fleck said. Residents can’t get enough of the lakeside activities available to them, from stand-up paddle boarding to waterskiing. Prior Lake makes the most of their public beaches with their annual beach parties at Sand Point and Watzl’s, complete with summer snacks, a DJ, face painting and more. But the lakes aren’t just a big swimming pool. There’s good fishing out on the water, both in summer and winter. Residents eagerly wait for the big freeze that makes ice fishing possible every year, and the Prior Lake-Spring Lake Watershed Dis-

Of course, it’s hard to find a park in Prior Lake without a soccer field or a baseball diamond. iving in Prior Lake has its perks. Easy access to all those lakes and parks is usually at the forefront, but a lot of residents will tell you they come for the lakes and stay for the people. “I just think about how long neighbors have been side-by-side with us,” Sandi Fleck of the Prior Lake Chamber of Commerce said. She’s lived in the area for years, and her time here has been marked with bonfires, pontoon cruises with friends and trips to the bakery down the street, where she’s greeted by at least one person she recognizes. But as part of the chamber, she also sees that from a different perspective. Every time there’s a function in town that needs volunteers — whether it’s a school function, or one of several annual community theater productions, or a major outdoor event — residents are always scrambling to give their time and help out. “I see how many residents really give back to the community by volunteering,” she said. “I’m part of that, as an event coordinator, and we cherish that.” Living in Prior Lake also means having access to a school district that has been growing rapidly over the past few years. An influx of people moving into surrounding neighborhoods has resulted in an unprecedented increase in enrollment. The district is also intimately connected with the surrounding community, including its local organizations. Starting in the 20162017 school year, Prior Lake High School began its MNCAPS program, which allows juniors and seniors to earn high school

and college credit by collaborating with the area’s hospitals, small businesses and nonprofits. A lot of people characterize Prior Lake as possessing a “smalltown feel” because it’s intimate, but not isolated. Residents enjoy having easy access to the farms and fields on the rural edges of town, and to the bustle of the nearby Twin Cities. They enjoy the closeness of being with one another and the freedom of being a part of a larger metropolitan community. School Closings In the event of inclement weather, school cancellations will be announced over WCCO radio (830) and local TV channels 4, 5, 9 and 11. Parents are reminded to use their judgment in determining the safety of their children on days of inclement weather.

School Lunches Each school in the district (except Edgewood and Bridges) has a full-preparation kitchen offering the menu of the day and at least one alternate choice. A la carte items can also be purchased. All schools will continue to use the prepaid computer system for payment of meals. Online credit card payments are available. Free and reduced-priced lunches are provided under state and federal guidelines. Applications are available on the district website, www. priorlakesavage.k12.mn.us, and at the District Services Center. Transportation School district policies have established walking distances of one mile for grades K-5 and 1 1/2 miles for grades 6-12. For close to 100 years, between 1879 and the 1960s, resorts thrived on Prior Lake as commercial and recreation centers. They oﬀered amenities such as boats, housekeeping services, ice, local farm produce for purchase, and sandy beaches.

cott County is home to some of the most visited places in all of Minnesota: Valleyfair, Canterbury Park, Mystic Lake Casino Hotel, the Renaissance Festival, and more. However, long before these places were established, Scott County was already a tourist destination, thanks to the area’s natural beauty. The county’s earliest tourist attractions were health spas and resorts, which drew visitors from all over. In Jordan, guests came for the mud; specifically, to partake in a restorative mineral mud bath at Mudbaden Sulphur Springs. Mudbaden began in 1906 when founder Ole Rosendahl accidentally discovered sulphur mud on his property. Soon he was “cooking” the mud in order to treat patients. His experiments proved successful and he opened a spa, “Rosendahl Sulphur Springs” (later known as “Mudbaden Sulphur Springs”). The spa grew; in 1912, up to 14 trains stopped daily at Mudbaden Station depot. By 1914, the spa could accommodate 200 patients. However, advances in modern medicine led to a patient decline in the 1940s and sulphur mud baths came to an end in 1952. Visitors also came to Scott County for the water — specifically, Prior Lake. Some of the larger resorts offered extra benefits like tennis, golf, dances, and horseback riding. The resort season began in mid-May and ran until early fall. The resorts remained popular tourist

destinations until after World War II, when visitors began heading for northern Minnesota instead. Another natural wonder – Boiling Springs – also drew visitors to Scott County for a number of years. Boiling Springs is a geological rarity and historic site within Eagle Creek, located in northwest Savage. The water in the spring appears to be boiling, though it is not actually hot. Boiling Springs is an important cultural and spiritual site for the Dakota, and was the home of Eagle Head’s village in the 1830s. When the land around Boiling Springs opened for Euro-American settlement, it was purchased in 1855 by Gregor Hattenberger, who operated a farm and grist mill there. Later, his descendants publicized the site as a tourist attraction, installing a park, benches, and picnic tables around it. For many years, visitors came to see this natural wonder in action. Though it is no longer a tourist destination, Boiling Springs is still active and continues to garner local interest. To learn more about these and other Scott County tourist attractions, past and present, visit the Scott County Historical Society’s newest exhibit, “Wish You Were Here: Tourism in Scott County.” The exhibit opened on Sept. 22, 2016 and runs through August 2018. This exhibit features incredible photos and artifacts, along with hands-on activities and Instagram hot spots. The Scott County Historical Society is located at 235 Fuller Street South in Shakopee. rior Lake started as a resort town, and ever since then, its business landscape has been much less industrial and much more about retail and recreation. As proud as Prior Lake residents are of the lake itself, they’re almost as proud of their downtown area. Small shops and boutiques line either side of the street, old standards mixing in with new arrivals. It’s the backdrop for the Prior Lake Farmer’s Market every Saturday in the summer, and it’s steps away from City Hall, the Prior Lake Library and the local VFW command post. R.O.C.K. coordinator Keri Thayer, a local, has enjoyed watching Main Street’s changes over the years. It makes shopping interesting. “It’s been kind of been fun to watch new shops pop up in the downtown area,” she said. “There are a lot of great businesses here that a lot of people don’t even know about.” Downtown is also steps away from the Prior Lake Chamber of Commerce office, where Sandi Fleck works. As part of the Chamber, she gets a bird’s eye view of Prior Lake’s unique community of commerce, and she likes what she sees. “So many businesses shop locally first,” she said. “We support each other, and we’re proud of each other.” The local businesses work together, and they play together, too. The Prior Lake Chamber involves local businesses in plenty of Prior Lake’s biggest games and events, Lakefront Days turns Lakefront Park into a big carnival showcase where plenty of local companies and nonprofits host games, volunteer and give out prizes. rior Lake residents love their pets. It’s hard to go to any of the local parks or even downtown without bumping into a dog owner walking his or her best friend, and the city is happy to have them around. “You see them everywhere — people at dog parks,” Keri Thayer, Prior Lake local and R.O.C.K. coordinator, said. “A mile or two out, you’ll see cows and horses.” Easy access to the countryside means that a lot of Prior Lake residents tend to have a broader menagerie of animal companions, from cows and horses to alpacas. Luckily, there are several pet clinics and hospitals in town, and even some that service horses. Pets are welcome all over the parks, downtown and even in many businesses. Prior Lake Chamber President Sandi Fleck likes to bring her dog, Floyd, to the office four out of five days of the week. A lot of families like to bring their pets to the Prior Lake Farmer’s Market. Market coordinator Karla Haugen sees them there all the time, hanging out under tables while their humans listen to live music. “We have a lot of vets here available, and a lot of great walking paths. There are great dog parks, too” she said. In addition, Prior Lake’s animal control service, 4 Paws Animal Control, has had a lot of experience helping out with local furry friends, from lost dogs to treed cats. There are also local opportunities for pets to do good for their owners, in a big way. A local nonprofit, Pets Loyal 2 Vets, just started distributing and training service dogs for veterans suffering from PTSD and traumatic injuries this year. The facility, on some secluded farmland on the rural edge of town, is complete with heated floors, training rooms and even a kenneling and bath station.

PET LICENSES Prior Lake City Hall 952-447-9800 Pet licenses are required and must be renewed every two years. Pets must wear the license tag around their necks. The fee is $25 (two-year license) for non-spayed/non-neutered, and $15 (two-year license) for spayed/neutered. The owner must provide current documentation that the dog has been vaccinated against rabies. There is a limit of three dogs and/or cats per household, unless the owner has obtained a kennel permit. All dogs and cats are required to be on a leash in all cases when the animal is not on the owner’s property.
