Originally a resort community, the city has evolved from a one-square-mile rural town of 400 to more than 18-squaremile community of about 25,000 people. Prior Lake continues to manage growth and maintain its small town roots. Downtown Prior Lake is a destination where people can shop, recreate, dine and socialize, with a variety of eating establishments. Summer events include the Farmer’s Market, the Lakefront Days celebration, Prior Lake Rotary Lakefront Music Fest, concerts in the park and Ladies Night Out.

T
here are many things to do in Prior Lake throughout the year, with the lake being a main attraction. There are the two public beaches in the summer, fishing and boating on the lake in the summer and fall, ice fishing in the winter and about 55 parks. There’s the city’s annual Rotary Lakefront Music Fest at Lakefront Park and Mystic Lake Casino or Little Six Casino, run by the Shakopee Mdewakanton Sioux Community. There’s the farmer’s market, youth tournaments for Prior Lake Athletics for Youth and four golf courses, including The Wilds Golf Club, a picturesque, championship 18-hole layout. But one sort of hidden gem during the spring and summer months is Veterans Field at Memorial Park. That’s where baseball is played. The park is home to four amateur teams — the Prior Lake Jays, Mudcats, Millers and Pacers — along with the American Legion and VFW squads and Prior Lake High School’s varsity team. “Prior Lake, from its roots as rural community, has had a long tradition of local amateur baseball support,” said Joe Chapman, director of operations for the Prior Lake Amateur Baseball Association. “Memorial Park has been the central baseball diamond dating to its dedication in 1948 on the outskirts of Prior Lake and has evolved and hosted many teams at different levels.” Amateur baseball in the city existed even before the high school was there. Affectionately known as town ball, the Jays won back-to-back Class B state championships in 1975 and

1976. The Mudcats are in Class C and were born in 1991, while the Millers and Pacers are 35-and-over teams. “I have been fortunate to see the growth of Veterans Field at Memorial Park as a player and administrator dating from graduating as a Prior Lake Laker and playing for and having leadership roles with the Jays and Mudcats,” Chapman said. “There have been many dedicated volunteers working with the city or Prior Lake to help make ‘The Vet’ a great place to play, watch, work and enjoy the game. “The (PLABA) gets a lot of positive feedback from visiting fans and players from around the state and Prior Lake should be proud of the gem that the community has helped build,” added Chapman. ATTRACTIONS PARKS PRIOR LAKE CITY PARKS Parks and Recreation 952-447-9820 The city of Prior Lake prides itself on its park system. More than 50 parks offer summer and winter recreational opportunities. The community has two public beaches, two public accesses to Prior Lake and 34 athletic fields that include nine soccer fields, two football fields, seven baseball diamonds and 16 softball/t-ball fields. There are also five horseshoe pits, eight sand volleyball courts, two tennis courts and a skate park. Most of the parks also have playground equipment and trail systems. Most parks have shelters, and some have restrooms and electrical outlets. These areas can be reserved for group picnics at a daily rate of $75 for residents or $125 for nonresidents. Reservations are taken only for Sand Point, Lakefront and Memorial Parks shelters. All other shelters are first
come-first served. Lakefront Pavilion rate is $300 for residents or $450 for nonresidents. To reserve one of these areas, contact the Recreation Department at 952447-9820. TRAILS There are over 80 miles of trails in the Prior Lake trail system. One of the newer trails at Rice Lake Park has a unique design. The “Pathways for Play” concept calls for play equipment to be spread along a half mile loop. The newly constructed Markley Lake Trail completes a significant portion of the connection of trails from County Road 44 around Markley Lake. The vision is that this trail will be extended with future development through the Welcome Industrial Park to County Road 21 and Cleary Lake Regional Park. The trail system can be easily accessed from Ponds Park, Lakefront Park or Thomas Ryan Memorial Park.

hari Mertens of Prior Lake has been sampling what the town has to offer for 47 years. She was born and raised here, and if she had to find a unifying way to describe the food, it would be this: “It’s unique,” she said. Prior Lake, she said, is full of delicious family recipes. On April 29, she was a grillmaster at St. Michael Catholic Church’s AprilFest, and she was preparing her own delicious saucy chicken recipe. Her family has perfected the formula for years. “It’s been around as long as I can remember,” she said. “I couldn’t even begin to describe it.” A lot of home cooks live in Prior Lake, and there are also a dozen restaurants and two major grocery stores for diners to enjoy. Sandi Fleck of the Prior Lake Chamber of Commerce said there’s a lot of variety in Prior Lake’s offerings, from sit-down to fast food to organic groceries. “Prior Lake people love to eat out,” she said. However, family-friendliness is a huge thing the eateries all have in common. “When I go out to eat, whether it’s lunch or dinner, I see parents and grandparents and children,” she said. More and more, she’s seeing new breakfast spots pop up, and restaurants are becoming more conscious of their customers with gluten sensitivities or allergies. Grocery stores and restaurants are also taking advantage of farm-fresh foods from the surrounding area, too. “They’re bringing in local products from a 10- to-20 mile radius,” she said. The various options available ensure that everyone in Prior Lake can find something they enjoy. Visitors can pick a restaurant or cafe and find something to crave, or they can just find a community festival and sample recipes generations old.

rior Lake, as a community, is active in local government. Residents often turn up at school board, city council and planning commission meetings to make their voices heard. There are also a lot of resources available to residents through local government, including an ample Parks and Recreation Program, meeting space at City Hall and of course, the Prior Lake Library, located just off Main Street in Prior Lake’s downtown area. Jacob Grussing, the Scott County Library System director, sees the local library as an essential extension of a functional government. “We talk about ourselves as a cornerstone of democracy,” he said. “People can come in and seek any information they want. It’s really important to us to have those opportunities available to people.” The vast majority of the Scott County Library System’s programming — 92 percent of it, in fact — runs on local property taxes. But because of that, the library is free to use for anyone who may need it. That includes the library’s extensive collection of e-books and audiobooks — about $1 million worth of content. “The people who use the library every day probably don’t have a full sense of what we have to offer,” he said. The Prior Lake Library also has a unique partnership with the city in Club Prior, a space inside the library just for community programming. Club Prior serves as a hangout and event space

If they do, the city may have them cut at the property owner’s expense. Questions about weeds should be directed to the code enforcement officer at 952-447-9811. Snow Removal To facilitate snow and ice removal, parking is not allowed on city streets (including downtown) between the hours of 2 a.m. and 6 a.m. daily, beginning Nov. 1 and ending March 31. Violators will be ticketed. Streets, alleys and municipal parking lots are usually plowed within 24 hours after a snowfall. Major thoroughfares and collectors streets are given priority, followed by residential streets and alleys.

Sidewalks/Fire Hydrants From a liability perspective and in consideration of guests and customers, property owners are responsible for shoveling sidewalks and clearing snow from around fire hydrants. Minnesota State Fire Code requires clear space around hydrants. A 3-foot (914 mm) clear space shall be maintained around the circumference of fire hydrants except as otherwise required or approved. This includes snow removal, and any other obstructions such as bushes, trees and fences. Shed Construction Sheds of less than 200 sq. ft. may be constructed without a building permit but needs to meet additional requirements. atthew Allison, who lives right outside Prior Like, likes to visit Cleary Lake Regional Park when he wants to get a good run in. “I run the full three miles once or twice a week,” he said. “Healthy living is mainly a mental thing. If you have the mental power, just go ahead and do it.” But having a big beautiful park nearby to run through “helps a lot,” he said. There are plenty of ways to be healthy and happy in Prior Lake. Scott County overall was just ranked second in the state for overall health outcomes this year. Running in the park is Allison’s preferred method, but Prior Lake’s many parks are just one of the amenities locals like to use in order to keep their minds and bodies healthy. Courses in everything from yoga to retirement planning are offered through the Prior Lake Recreation Department and Community Education. Older residents can stay active and social through the many free programs offered by Club Prior, Prior Lake’s older adult activity center. Cheryl Hanson, organizer of the Prior Lake Community Gar-

If you have the mental power, just go ahead and do it.” — Matthew Allison den, helps residents stay well by helping them learn to grow their own fresh fruits and vegetables. “Gardening is a good way to stay healthy,” she said. “It’s good exercise, you’re outside in the sun getting your vitamin D, you’ve got fresh air — and you know what’s going into your food.” The garden has been full for a few years with a consistent number of people tending everything from tomatoes to eggplants — even some flowers. Hanson hopes the city will help them expand the garden and create more opportunities for people to grow. According to Hanson, some of Prior Lake’s favorite fitness activities include lacrosse, biking and exercising with four-legged friends in one of the city’s several dog parks. In the summer, the lake also offers plenty of opportunities for paddle boarding, swimming and kayaking. Access to multiple clinics and pharmacies also means residents have medical help right at their fingertips.

hether you are a beginner or a scratch golfer, there are plenty of places to hit the links in Prior Lake. The city features four courses. There’s nine holes at Cleary Lake Regional Park and three 18-hole championship venues — The Wilds, the Meadows at Mystic and the Legends Golf Club. So there are more liesurely things do in the spring, summer and fall than hang out the lake to fish or swim at the two public beaches, visit the local farmers market, go to the casino, play in one many recreational leagues the city offers or hang out at one of the many local parks. In the winter, joining the Prior Lake Snowmobile Association to ride some the city’s groomed trails is always an option. Three Rivers Park District offers golf programs at Cleary Lake Regional Park. There are even foot-golf opportunities. But to learn the more traditional game, how about a lesson or two? Corey Carney, one the golf professionals for Three Rivers Park District, along with being the head girls varsity coach at Prior Lake, said Cleary Lake is great place to learn the game. “Almost 850 kids participate in Cleary Lake’s programs every summer,” said Carney. “In addition, there are adult classes and private lesson at all four golf facilities in Prior Lake. The problem for golfers near Prior Lake isn’t finding a course, but deciding which of the four they want to play that day. “That’s not a bad problem to have if your a golfer and a Prior Lake resident,” added Carney. The Wilds can play nearly 7,100 yards from the back tees. Golfers will get many uneven lies on the fairways as the course has many rolling hills and it is “nestled in a breathtaking natural setting of Ponderosa pines, hardwoods, wetlands and wildlife habitat.”

THE OTHER PRIOR LAKES BY HANNAH JONES
With its Lakefront Park, boat parades on the Fourth of July and Lakers football team, Prior Lake feels one-of-a-kind to its residents. But in a way, it’s not. There are other Prior Lakes scattered across the country, and one in Canada. Though the lakes share a name, their namesakes lived very different lives. The Prior Lake in Minnesota gets its name from Charles H. Prior, a railroad pioneer who lived in Minneapolis. U n f o r t u n a t e l y, P r i o r ’s grandson, Henry D. Rhame, couldn’t guess how Prior Lake

took on Prior’s name. “I do not know who named your beautiful town Prior Lake. He [Prior] loved it, but it would appear a bit egotistical for a man to name something after himself. As I knew him, he was very reserved and perhaps even self-effacing... But perhaps he did name it because he grew to love it when the railroad was being constructed.” There’s only one written record of Prior visiting his namesake town. In May 1877, a diary entry mentions a “fishing party to Prior Lake” with several friends. According to “Prior Lake, Minnesota: a Brief History,”
Prior Lake was incorporated into a village in 1891, about 30 years before Prior died. The historical record says it’s unknown when the name “Prior Lake” came about. Prior Lake’s unintentional sister lakes extend across North America. Perhaps the most interesting, Prior Lake in View Royal, Canada, is home to the Prior Lake Naturist Preservation Committee, and also a clothing-optional beach. That Prior Lake gets its name from Edward Gawler Prior. Prior was born near Yorkshire, England and arrived in Victoria in 1873, four years before Charles Prior took a fishing excursion to
the Minnesota Prior Lake. In 1919 Prior was appointed the 11th lieutenant governor of British Columbia. He died in office a year later. Prior Lake was named for him in 1941. According to the Naturist Preservation Committee, the Canadian Prior Lake has been used by naturists as far back as anyone can remember. Naturism may be the furthest thing from a Fourth of July boat parade. But, though the two lakes differ in terms of specific usage, they are both b elove d co m m unit y h ub s . That’s something for which both Priors could take pride.

im Telshaw has lived in Prior Lake for 20 years, and there are plenty of things he loves about it. For one thing, he loves that he has the opportunity to volunteer at his daughter’s school. On a sunny morning in late May, he was spending his time in Lakefront Park, helping a class of WestWood Elementary School students examine specimens from the pond. “They’re having their E-STEM day,” he said. The Prior Lake-Savage Area School District, Prior Lake’s public school system, is an E-STEM district, meaning it focuses students’ time on more hands-on lessons in environmental studies, science, technology, engineering and math. Several schools in the district have won Green Ribbon Awards for implementing environmentally friendly practices and learning experiences, like outdoor, nature-based classrooms. “Right now, they’re seeing what kinds of critters they can find in the pond,” Telshaw said. Students were scooping up water samples and checking out the plant and animal life caught up in the mix. On any other day, Telshaw might spend his time in one of Prior Lake’s many parks, hanging out lakeside. “There are lots of chances to get out,” he said.
“There are lots of chances to get out.” - Tim Telshaw Prior Lake’s many involved education communities and church groups mean there’s always a chance to volunteer, whether that means helping out with an elementary school trip, collecting food for families in need with Reaching Our Community’s Kids or cleaning up the parks with the Prior Lake-Spring Lake Watershed District. The lakes are also great places to socialize. The city’s Parks and Recreation Department puts on plenty of free programs and parties at parks and beaches. No matter your interest or your passions, you’ll find a fun way to get involved.

PRIOR LAKE-SAVAGE AREA SCHOOLS ISD 719 Prior Lake-Savage Area Schools serve Prior Lake, portions of Savage and several townships south of Prior Lake. Roughly 8,300 students are enrolled in the district’s 14 schools. In addition to the variety of curriculum choices available, the school district prides itself on its E-STEM focus (Environmental Education – Science, Technology, Engineering, Math). They are available during student hours in each school. Licensed school nurses assess the health needs of students; develop appropriate health,
emergency and communicable disease plans; and make appropriate referrals with follow-up. The district adheres to a “No Shot (or proof of exemption), No School” policy. This means that all students must meet the state immunization requirements prior to enrollment or schedule pick-up. (under “services”) or through each school’s health office. Included is information about communicable diseases and the medication policy. Parent-Teacher Groups The PTC is a volunteer organization of parents, teachers and principals, working together to benefit children. Contact individual neighborhood elementary schools to become in-
volved in the building level PTC. Hidden Oaks Middle School and Twin Oaks have parent advisory groups (PACT and PAAG) that work with staff on special activities, fundraisers and events for the students. The Parent Advisory Council at Prior Lake High School helps to meet the developmental needs of students by involving parents in a collaborative communication effort. School Lunches The Child Nutrition Services Department manages the cafeterias at all PLSAS elementary schools, middle schools and high school. They offer a variety of nutritional meal choices and at least one alternate menu. A la carte items are offered in grades 6-12 only. Menus are available on school websites and the Nutrislice app where customers can view nutritional content and descriptions of menu items, as well as allergen and carbohydrate details. All student accounts remain prepaid with deposits made with cash, check or credit card. PLSAS has contracted with FeePay to provide the added convenience of using a credit card, with no transaction fees. Free and reduced-priced lunches are provided under state and federal guidelines. Transportation School district policies have established walking distances of one mile for grades K-5 and 1 1/2 miles for grades 6-12. hat makes the farmers market such a special place is that you’re actually creating community around food.” Simply started by American chef Bryant Terry. Support your local farmers, have you heard that before? And one great way to do this is at the farmers market. From May to October, the Prior Lake Farmers Market is open from 8 a.m. to noon on 16228 Main Ave. SE. There’s not just fresh produce there. There’s much more — weekly entertainment, food trucks, artisans, organic coffee and espresso, candy, honey, wood items, bath products, jerky and more. The Prior Lake Farmers Market is in its 17th season. Market organizer Karla Haugen has seen a lot of growth over the years. “People say they bring out-of-town guests to the market on Saturday for breakfast,” Haugen said. The farmers market is just one of many reasons to go downtown, where there a lot of locally owned businesses. It’s part of a growing Prior Lake marketplace and is steps away from city hall, the Prior Lake Library and the VFW command post. “So many businesses shop locally first,” said Sandi Fleck of the Prior Lake Chamber of Commerce. “We support each other, and we’re proud of each other.” In the fall each year at the Prior Lake High School gymnasium, the Fall Community Fest is a where many local businesses can promote themselves. You may just find a local farmer there. The Prior Lake Growers Association is a member of Minnesota Grown. It is a “statewide partnership between the Min-

n the 1980s movie “Wall Street,” corporate raider Gordon Gekko said, “If you need a friend, get a dog.” Well, OK. And take your new friend to the dog park, perhaps Cleary Lake Regional Park. You might not find any wealthy Wall Street tycoons there, but instead many other animal lovers with their pets. Pets are welcome all over the city of Prior Lake — from parks to downtown to the farmer’s market to even some businesses. Just remember to get your pet license at Prior Lake City Hall. Cleary Lake’s dog park is pretty spacious, including a pond for the dogs to cool off or splash and play together. There’s also a walking trail. There are 28 acres of fenced, off-leash area for pets to room and play. The park is part of Three Rivers Park District. And, according to renown, celebrity dog expert Cesar Millan, whose reality television show, the “Dog Whisperer with Cesar Millan” ran for eight years (2004 to 2012), there are plenty of dos and don’ts at the dog park. There’s nothing more important for most pet owners than keeping their dog safe, especially as it runs free at a local park. Millan’s advice for owners at dogs parks is fairly straightforward, according to his website, www.cesarsway.com: Make sure your dog is spayed or neutered, has all his/her shots and is in good health. Do not use the dog park as a substitute for the walk. If you

While at the park, don’t punch out on your calm-assertive leadership. Be aware of your dog at all times. A calm-submissive dog will not attract another dog’s aggression, but an excited, weak, timid or an aggressive dog can become a fight magnet. Know your dog. If your dog has poor social skills, is overly fearful or is aggressive, or if you have not yet established your calm-assertive leadership with your dog, find a more controlled way to introduce her to the company of other dogs. The fee is $25 (two-year license) for nonspayed/non-neutered, and $15 (two-year license) for spayed/ neutered. The owner must provide current documentation that the dog has been vaccinated against rabies. There is a limit of three dogs and/or cats per household, unless the owner has obtained a kennel permit. All dogs and cats are required to be on a leash in all cases when the animal is not on the owner’s property.
