Prior Lake continues to manage growth while also maintaining its small town roots. Downtown Prior Lake continues to transform and is a destination where people can shop, recreate, dine and socialize. Downtown features a variety of eating establishments. Summer events downtown include the Farmer’s Market, the Lakefront

Parks and Recreation 952-447-9820 The city of Prior Lake prides itself on its park system. More than 50 parks offer summer and winter recreational opportunities. The community has two public beaches, two public accesses to Prior Lake, 34 athletic fields that include nine soccer fields, two football fields, seven baseball diamonds and 16 softball/t-ball fields. There are also five horseshoe pits, eight sand volleyball courts, two tennis courts and a skate park. Most of the parks also have playground equipment and trail systems. Most parks have shelters, restrooms and electrical outlets. These areas can be reserved for group picnics at a daily rate of $50 for residents or $100 for nonresidents. To reserve one of these areas, contact City Hall at 952447-9800. For more information, pick up a copy of the Park & Trail map at the Prior Lake City Hall.

Coffee lovers have a choice among a local cafe, Artisan Coffee Bistro, or the Caribou Coffee outlet inside Lunds grocery. Captain Jack’s rounds out the offerings with a lakeside bar and restaurant. Resident-friendly City Hall is asset

rior Lake City Hall isn’t just a place for elected officials to gather for weekly meetings. In addition to housing City Council chambers and offices for city departments, the building also has multiple meeting rooms for public groups to reserve, as well as Technology Village, a cluster of offices devoted to “incubating” start-up technology companies. Nearby Credit River and Spring Lake townships have their own town boards, and residents have a say in how decisions are made during annual board meetings. Prior Lake is governed by a mayor and four City Council members, each elected to serve four-year terms. The council meets the second and fourth Monday of each month at City Hall, 4646 Dakota St. Prior Lake is in Minnesota House District 55B and Senate District 55. In national politics, the city is served by Minnesota’s Second Congressional District. Also within Prior Lake’s boundaries is the Shakopee Mdewakanton Sioux Community, a federally recognized tribe. Ordinances Lawn Maintenance Weeds & Grass Weeds and grass are not permitted to grow higher than 12 inches. If they do, the city may have them cut at the property owner’s expense. Questions about weeds should be directed to the Building and Transportation Services Department at 952-447-9850. Winter Regulations Snow Removal To facilitate snow and ice removal, parking is not allowed on city streets (including downtown)
government between the hours of 2 a.m. and 6 a.m. daily, beginning Nov. 1 and ending March 31. Violators will be ticketed. Streets, alleys and municipal parking lots are usually plowed within 24 hours after a snowfall. Major thoroughfares and collectors streets are given priority, followed by residential streets and alleys. Sidewalks/Fire Hydrants From a liability perspective and in consideration of guests and customers, property owners are responsible for shoveling sidewalks and clearing snow from around fire hydrants. Licenses and Permits Building Permits Prior Lake City Hall 952-447-9850 Building permits are required for most projects including decks, finished basements, wood stoves, fireplaces, water softener, furnace, air conditioning and demolition. The department also registers plumbing contractors. For residents’ convenience, the city has information sheets that list useful tips regarding fences, decks, landscaping and more. Shed Construction Sheds of less than 120 sq. ft. without permanent flooring may be constructed without a building permit. A zoning permit is required to assure proper setbacks. The fee is $25 (two-year license) for nonspayed/non-neutered, and $15 (two-year license) for spayed/ neutered. The owner must provide current documentation that the dog has been vaccinated against rabies. There is a limit of three dogs and/or cats per household, unless the owner has obtained a kennel permit. All dogs and cats are required to be on a leash in all cases when the animal is not on the owner’s property.

Experience the magic W hen you have it, it is magical. I’m talking about a wonderful quality of life. And one thing is certain — Prior Lake has it. Prior Lake’s quality of life takes many forms: its attractive downtown, its exciting recreational opportunities, its bountiful natural resources, its strong sense of community and civic pride and its economic vitally. But Prior Lake’s great quality of life did not appear like a rabbit from a hat. Over a long period we have protected and invested in our many resources, increased the use of our recreational amenities, strengthened our neighborhoods and community bonds, nurtured our cooperative efforts and earned our reputation as a wonderful place to live, work and play. Most residents in Prior Lake want an attractive, welcoming downtown while retaining a quaint small-town feel, so we
consistently seek to improve Prior Lake’s thriving, bustling downtown while still retaining many of the elements of a rural town. Prior Lake also maintains a high-quality park and trail system that connects neighborhoods and provides a sense of place. We are graced with one the finest recreational lakes in the metro area. Prior Lake works hard to preserve water quality and recreation opportunities, expand parks and wetland areas and provide residents with many family-oriented and waterrelated activities and experiences throughout the year. Prior Lake’s active, involved and engaged residents are to be thanked. More than 50 volunteers serve on city advisory committees and commissions. Civic service groups also make a positive impact. Youth athletics groups run with the active support of hundreds of parent
volunteers. And various groups look after our lakes, including the Lake Associations, the Yacht Club and others. If you don’t believe in Prior Lake’s magic, take a look at a resident survey from earlier this year. It shows emphatically that most people love the quality of life here, and the numbers get higher every year of the survey. In 2014, 95% of residents rated the quality of life as positive – either excellent or good – with only 5% being more critical. Our excellent rating for quality of life jumped from 30% — 40% since 2011. Today, we do all we can to sustain the magic. More hard work and collaboration among our residents and partners is ahead, but with continued cooperation and responsible use of our natural resources, we will enjoy our wonderful quality of life for generations to come. In addition to the variety of curriculum choices available, the school district prides itself on its community partnerships, and focus on environmental and service learning opportunities. They are available during student hours in each school.
Licensed school nurses assess the health needs of students; develop appropriate health, emergency and communicable disease plans; and make appropriate referrals with follow-up. The district adheres to a “No Shot (or proof of exemption), No School” policy. This means that all students must meet the state immunization requirements prior to enrollment or schedule pickup. Included is information about communicable diseases and the medication policy. Parent-Teacher Groups The PTC is a volunteer organization of parents, teachers and principals, working together to benefit children. den Oaks Middle School and Twin Oaks have parent advisory groups (PACT and PAAG) that work with staff on special activities, fund-raisers and events for the students. The Parent Advisory Council at Prior Lake High School helps to meet the developmental needs of students by involving parents in a collaborative communication effort. School Closings In the event of inclement weather, school cancellations will be announced over WCCO radio (830) and local TV channels 4, 5, 9 and 11. Parents are reminded to use their judgment in determining the safety of their children on days of inclement weather.
School Lunches Each school in the district (except Edgewood and Bridges) has a full-preparation kitchen offering the menu of the day and at least one alternate choice. A la carte items can also be purchased. All schools will continue to use the prepaid computer system for payment of meals. Online credit card payments are available. Free and reduced-priced lunches are provided under state and federal guidelines. Applications are available on the district website, www. priorlakesavage.k12.mn.us, and at the District Services Center. Transportation School district policies have established walking distances of one mile for grades K-5 and 1 1/2 miles for grades 6-12. rior Lakers love their pets, so it’s a good thing the area has a slew of veterinary clinics, dog daycare facilities, boarding options, offleash parks and pet rescue organizations. In addition to Three Rivers’ Cleary Lake Park, another off-leash dog park recently opened: Spring Lake Regional Park, operated jointly by Three Rivers and Scott County. The city has four different vet clinics, as well as several groomers, boarding kennels and daycares to care for Scruffy while you’re at work. Pet Licenses Prior Lake City Hall 952-447-9800 Pet licenses are required and must be renewed every two years. Pets must wear the license tag around their necks. The fee is $25 (two-year license) for non-spayed/ non-neutered, and $15 (two-year license) for spayed/neutered. The owner must provide current documentation that the dog has been vaccinated against rabies. There is a limit of three dogs and/or cats per household, unless the owner has obtained a kennel permit. All dogs and cats are required to be on a leash in all cases when the animal is not on the owner’s property. Lost Pet The animal control agency has a list of pets that have been impounded. Call to check if your lost pet is on the list. Animals are generally kept for only 10 days and there is a daily charge. 4-PAWS Animal Control 952-894-9065
