Prior Lake Resident’s Guide — October 2011

Through the years …

N

ative Americans were the fi rst inhabitants of the area known as Prior Lake. Evidence of their very early culture has been found in burial mounds, hawk effigies and arrowhead and spear-point chippings. Two groups of the Dakota people later hunted and fished in the area, although their permanent settlements were in the Minnesota River Valley. Initial white settlement in the Prior Lake area was begun in the 1850s in anticipation of a railroad. In fact, the city’s name was taken from Charles A. Prior, who worked for the Chicago, Milwaukee & St. Paul Railroad and who owned land in the region. Although the railroad allowed for agriculture-related development (i.e. a gristmill, general store, wheat storehouse and blacksmith), it led directly to the establishment of Prior Lake as a resort community. During the 1880s and 1890s, the Grainwood Hotel drew guests from all over the United States. The “village” of Prior Lake was incorporated in 1891 as a result of increasing population. In 1930, the Grainwood Hotel burned and was not rebuilt, but the resort area identity continued through the 1930s and 1940s. During these years, many Minneapolis and St. Paul residents built and maintained summer cottages around the lake, in addition to a steadily growing number of permanent residents and businesses. It was not until the 1960s, however, that Prior Lake began to experience significant growth as its identity changed from “resort area” to “suburban bedroom community,” creating ever-expanding needs for schools, businesses and community services. Today, nearly 23,000 people call Prior Lake home.

Prior Lake is a wonderful place to call home! Originally a resort community, the city has evolved from a 1-square-mile rural town of 400 people to a more than 18-square-mile community of about 23,000 people. Located in Scott County, Prior Lake continues to manage growth and maintain its small town roots. Ultimately, with the addition of a 3,000-acre annexation, the city population is likely to grow to in excess of 40,000. Prior Lake has a shared vision for its future. In May 2011 for the sixth time since the plan’s beginning in 2002, more than 70 community stakeholders gathered as the Long-Range Planning Committee to update the city’s 2030 Vision and Strategic Plan — a revolutionary, forward-thinking document that defines what the community Brad Determan takes a swing as John Shimek, Ann Reynolds and Diane Utzman (from will become by 2030 and the left) look on during the fi fth annual YMCA Challenge Charity Golf Tournament at incremental steps the mayor, Legends Golf Club in Prior Lake. 2. Housing Quality and Diversity — The City of Prior Lake requires a wide variety of housing options to meet the needs of its residents, even in a less than robust economy. 3. Community Capital Assets — Quality infrastructure (roads, parks, water and sewer utilities, city buildings) is the essential capital cornerstone of a great and vibrant community. Such infrastructure must be completed in a timely manner using specifications which emphasize longevity and cost effectiveness. Once installed, the city must maintain these assets to maximize productive life.

Downtown Redevelopment — The downtown and adjacent Lakefront Park are unique community focal points and destination attractions that contribute to the city’s identity and offer opportunities for recreation, employment, housing, shopping and dining. 6. Strong Financial Management — For the 2030 Vision to become a reality, the city must ensure the financial resources are available — in the amount and within appropriate timeframes — to fund the operating and capital costs associated with implementing the Strategic Plan. Financial strength includes always assuring that financial resources are used to achieve maximum value for the lowest reasonable expenditure needed to achieve the 2030 Vision. 7. Natural Resources — The city’s lakes and numerous natural areas enrich the lives of its residents and attract visitors from around the area. These valued and unique natural amenities are key to preserving the quality of life in Prior Lake. 8. A great place to play! Prior Lake citizens enjoy year-round recreation activities. Fourteen local lakes offer excellent fishing, boating, sailing and swimming. Prior Lake is one of the largest lakes in the Twin Cities area (1,340 acres). The people of Prior Lake value their leisure time and no other place in the Twin Cities can maximize that time like Prior Lake. Lakes and parks are the pride of Prior Lake. The crown jewel of the park system is Lakefront Park, which hosts many community events — including Lakefront Days, the community’s annual celebration held the first week in August. Constructed in 2000, the park is now a 130-acre community treasure featuring an amphitheater, a 4.5-mile trail system, a floating boardwalk that links the park to downtown businesses, Watzl’s Point Beach (with 18 boat slips), a large pavilion (which doubles as a warming house), community garden, park shelter and many other amenities. Development of the Lakefront Fishing in Neighborhoods (FiN) pond, just off the park entrance, continues. Similar programs exist on other city lakes. Prior Lake has more than 50 additional community, athletic, neighborhood and natural-area parks. Its athletic fields, in particular, draw raves from tournament users, with The Ponds, Thomas Ryan Memorial Park and Memorial

Both beaches open around Memorial Day and close around Labor Day. Both parks offer short term rental boat slips for those accessing the parks by lakes. Parents are reminded that no lifeguards are on duty. Preservation of natural land features is important in Prior Lake. Walking paths, including floating paths, are being installed in a half-dozen lake areas. The city acquired 35 acres around Pike Lake for a nature park. The park will be upwards of 100 acres, of which 40 to 50 acres would be upland/forested acreage. Trails and a shelter could be added to this property.

In its 2030 Vision and Strategic Plan, the city has identified diversification of the economy as major element. It is in the process of improving older industrial areas — such as the Welcome Avenue area — to create high quality business parks. Mystic Lake Casino Hotel, the second largest Indian-owned casino in the nation, continues to grow. Owned and operated by the Shakopee Mdewakanton Sioux Community, Mystic Lake is a premier entertainment attraction for the entire Twin Cities area. Annually, the community sponsors one of the bigger pow wows in the nation. To facilitate snow and ice removal, park ing is not allowed on city streets (including downtown) between the hours of 2 a.m. and 6 a.m. daily, beginning Nov. 1 and ending March 31. Violators will be ticketed. Streets, alleys and municipal parking lots are usually plowed within 24 hours after a snowfall. Major thoroughfares and collectors streets are given priority, followed by residential streets and alleys. Sidewalks/Fire Hydrants From a liability perspective and in consideration of guests and customers, property owners are responsible for shoveling sidewalks and clearing snow from around fi re hydrants.

Prior Lake residents enjoy all four seasons—yes, even winter. Here, Corey Truebenbach blows snow from the walkway at Dr. Susan Block Dentistry in Prior Lake after a snowfall last March. Truebenbach owns Environmental Maintenance Services Outdoor, a property management company that counts the dental practice among its clients.

Almost every home contains some household hazardous waste (HHW), hazardous products or chemicals that can harm human health or the environment if handled improperly. These are products normally used in cleaning, home improvement projects, automobile maintenance, lawn and garden care, hobbies, and a variety of other tasks. They might include paint, varnish, pesticides, household cleaning chemicals, solvents, fuels, wood stain or preservatives, rechargeable batteries, aerosol cans, fluorescent lamps (including tubes and CFLs), mercury thermostats or thermometers, automotive chemicals or batteries, appliances, electronics, tires, as well as any other household products that are flammable, corrosive, reactive or poisonous. Each year, thousands of Americans are injured or poisoned through incidents involving hazardous household products. Minimizing the amount of hazardous chemicals stored in your home is always a good idea for the sake of your family’s safety. The Scott County HHW Facility will accept a variety of hazardous materials from Scott County residents. Many of these items are accepted at no charge — visit www.co.scott.mn.us/HHW for details. Please bring a check or cash for those chargeable items, since credit cards are not currently accepted. The facility is located at 588 Country Trail East (Highway 282) in Spring Lake Township, one-half mile west of the intersection of Highways 13 and 282, and County Road 17. The HHW Facility is open at the following times: Wednesday: noon to 6 p.m. Thursday: noon to 4 p.m. Saturday: 8 a.m. to noon (Note: The RE-USE Room closes 15 minutes earlier)

Precinct 1 chemicals, yard and garden chemicals, automotive chemicals, electronics, etc., and all of these items are available for FREE (to anyone over the age of 18)! A trip to the RE-USE Room as you plan your next home improvement or craft project could certainly save you some money! Reduce the amount of HHW your family produces by practicing “Smart Shopping.â€? Measure carefully, buy only what you need, and then use what you buy. Store any leftovers carefully, and protect from freezing, so that they will remain usable. Please note: The HHW Facility can not accept automotive chemicals in containers larger than 2½ gallons in size (fluids such as gas, oil, or antifreeze). Other unacceptable items include: household garbage, unknown materials, business waste (call for an appointment), radioactive items or sharps (needles). Regular alkaline batteries can be thrown in your household trash.
