ABOUT PRIOR LAKE “Prior Lake”: Originally a resort community, the city has evolved from a 1-square-mile rural town of 400 people to a more than 18-square-mile community of about 23,000 people. Located in Scott County, Prior Lake continues to manage growth and maintain its small town roots. Ultimately, with the addition of a 3,000-acre annexation, the city population is likely to grow to in excess of 40,000. It’s hard to build an 18 square-mile city with 22,000 residents, 100 miles of roads, 1,000 acres of parkland, 80 miles of sidewalks and trails and 54 parks. The 2030 Vision and Strategic Plan document attempts to plan for just that. It represents the areas of strategic importance identified by the 2011 Long-Range Planning Committee and the planning process. To start the process, communities must first imagine what they want the future to be. Second, they must decide how they are going to make this desired future a reality. Strategic planning is a process that brings people together to think about the future, create a vision, and invent ways to make this future happen through determination, community teamwork and disciplined actions. It is getting people together to achieve common goals and aspirations, to transform visions into reality. The 2030 Vision and Strategic Plan is a document of what residents, business people, volunteers, councilmembers, committee members, City staff and others think. It is a broad blueprint for positive change that defines our Vision and the key outcomes that must occur to make Prior Lake a wonderful place to live, work and play for a lifetime. Other implementation efforts and plans include the Comprehensive Land Use Plan, financial plans, and development and redevelopment plans which are policy and decision-making tools that assist the community, council and administration in achieving the Vision. But only a plan like the 2030 Vision and Strategic Plan will challenge and stretch the community’s imagination in defining what is possible and test its will to commit to a great and exciting, rather than “good enough,” future.

A Great Place for Business! Downtown Prior Lake continues to transform. Building on the momentum created by development of Lakefront Plaza, the Speiker Building (Edelweiss Bakery), and a major streetscape enhancement project, downtown is becoming more of a destination where people can shop, recreate, dine and socialize. Downtown features various eating establishments including Fongs, Edelweiss Bakery, VFW, Memories on Main and Sul Lago. Summer events downtown include the Farmer’s Market, the Lakefront Days celebration, Prior Lake Rotary Lakefront Music Fest, concerts in the park and Ladies Night Out. Prior Lake also continues to move forward as an attractive community in which to open or expand a business, including in the Deerfield Business Park and in the growing downtown area. The city is served by an aggressive Economic Development Authority and Economic Development Advisory Committee.

Sprinkling Restrictions All outside sprinkling, irrigation, car washing and other non-essential outdoor use of the Municipal Water System is restricted to an odd/even system in conjunction with a 10 a.m. to 5 p.m. daily ban, effective May 1 to Oct. 1. Residents with house addresses ending in an even house number may water lawns or use an outside hose before 10 a.m. and after 5 p.m. only on even-numbered calendar days. Residents with house addresses ending in an odd house number may water lawns or use an outside hose before 10 a.m. and after 5 p.m. only on odd-numbered calendar days. Exceptions are made for hand-held hose watering of vegetable/flower gardens, flower pots, hanging baskets, car washing and general use of power washers, city athletic complexes, landscaping, newly seeded or laid sod within first 30 days of placement and pumping from the lake. To qualify for this exception, you must complete a sprinkling permit form. These forms are available at city hall, online, or by calling 952-447-9800. Private wells and pumping from lakes are exempt from these restrictions. Impact of Swimming Pools For monetary savings, residents should delay filling their swimming pools until after May 21 because of the manner in which water bills are calculated. Snowmobile Operation Snowmobiles may be operated from 7 a.m. to 11 p.m. on weekdays, and 7 a.m. to 2 a.m. on Friday, Saturday and New Year’s Eve. When operating on private property (other than marked trails), snowmobilers must have written permission of the property owners in their possession. Unless otherwise stated, operation on public property may not occur within 100 feet of fishermen, skating areas, sliding areas, or other areas where snowmobile operation would conflict with the general use of the area or in parks except for a very limited area on the lakefront. Noise/Odor Ordinance Generally, noise that can disturb others in a residential area should not occur before 7 a.m. and after 10 p.m., Monday through Saturday. Any noise that is a potential health hazard or nuisance is prohibited. This includes excessive noise from vehicles, animals, stereos, musical instruments and people. Gatherings with 50 persons or more with amplified music require an outdoor concert permit. Snowblowers are exempt from the noise ordinance, but residents are asked to use common sense and neighborly courtesy. Lawn mowers and other power equipment, including construction tools, may be operated from 7 a.m. to 9 p.m. on weekdays and Saturdays and 8 a.m. to 7 p.m. on Sundays and holidays.

Continued from page 13 Motorized Golf Cart Permit Application The City of Prior Lake authorizes the use of golf carts on designated roadways within Prior Lake with a permit which can be applied for at the Police Department for $25, valid until Dec. 31 and must be renewed each year. Only persons with a valid driver’s license may operate golf carts on city streets with a speed limit of 35 miles per hour or less. The application must identify the roads upon which the golf cart is to be used. Golf carts must be equipped with a slow moving vehicle sign and rear view mirror. Requirements and permits are also available at www.cityofpriorlake.com.

Off-Road Vehicles No off-road vehicle shall be operated within 300 feet of any residence, dwelling, farmstead, barn or cattle lot unless it is on a public roadway, properly equipped, licensed and operated by a duly-licensed operator in accordance with Minnesota Statutes Chapter 169. Also, no off road vehicle may be operated on public property other than a public roadway, nor on private property without the written permission of the owner.

The department also registers plumbing contractors. For residents’ convenience, the city has information sheets that list useful tips regarding fences, decks, landscaping and more. Shed Construction Sheds of less than 120 sq. ft. without permanent flooring may be constructed without a building permit. A zoning permit is required to assure proper setbacks.

Pets must wear the license tag around their necks. The fee is $25 (two-year license) for nonspayed/non-neutered, and $15 (two-year license) for spayed/neutered. The owner must provide current documentation that the dog has been vaccinated against rabies. There is a limit of three dogs and/or cats per household, unless the owner has obtained a kennel permit. All dogs and cats are required to be on a leash in all cases when the animal is not on the owner’s property. Other Permits & Licenses The city also has other license and permit requirements. Gambling, liquor, massage, refuse hauler, solicitors, outdoor events and cigarette licenses may be applied for from the Finance Department.

Other Requirements Fence Construction A building permit is not required, but in order to ensure certain criteria are met, the Inspections Department issues a fence permit free of charge. The maximum height is 6 feet. Fences must be on the property of the owner building it, and they cannot be placed on public right-of-way. Privacy fences are not allowed in front yards and all fences must be kept in good maintenance. A fence handout is available from the Inspections Department.

Generally, 4-inch, or larger, letters/numbers are recommended. Garage Sales Garage sale signs are prohibited on utility poles and in the public right of way. Generally the right of way for a residential street is 10 feet behind each curb. For larger roadways, the telephone poles and other utility markers may be regarded as the beginning of the right of way. Garage sale signs should not cause visual obstruction for pedestrians or vehicular traffic.

Outdoor Events/Block Parties If you plan any outdoor event of 50 people or more and plan to have amplified music, please contact the Police Department at 952-440-3555 for assistance at least 30 days prior to the event. Outdoor event permits are required. Docks Only one dock to a property is permitted. Please be a good neighbor and locate your dock so it does not conflict with a neighbor’s or block sight lines. No more than five boats may be kept on each residential dock. The City of Prior Lake’s dock location policy is available at www.cityof priorlake.com. Boat Accesses & Slip Rental There are two DNR summer boat accesses on Prior Lake — the Sand Point Beach access at 14377 Crest Ave. N.E., and the Dewitte access at 16800 Dewitte Ave. S.W. For more information about lake access, rules and regulations, contact the Minnesota Department of Natural Resources (DNR) at 651-259-5740. There are 18 boat slips along Watzl’s shoreline and another 18 at Sandpoint Beach. Of those 18, nine can be reserved at cost by the public (overnight and weekends), eight are available on a first-come, first-served basis and one is reserved for lake law enforcement purposes. These are products normally used in cleaning, home improvement projects, automobile maintenance, lawn and garden care, hobbies, and a variety of other tasks. They might include paint, varnish, pesticides, household cleaning chemicals, solvents, fuels, wood stain or preservatives, rechargeable batteries, aerosol cans, fluorescent lamps (including tubes and CFLs), mercury thermostats or thermometers, automotive chemicals or batteries, appliances, electronics, tires, as well as any other household products that are flammable, corrosive, reactive or poisonous. Each year, thousands of Americans are injured or poisoned through incidents involving hazardous household products. Minimizing the amount of hazardous chemicals stored in your home is always a good idea for the sake of your family’s safety. The Scott County HHW Facility will accept a variety of hazardous materials from Scott County residents. Many of these items are accepted at no charge — visit www.co.scott.mn.us/HHW for details. Please bring a check or cash for those chargeable items, since credit cards are not currently accepted. The facility is located at 588 Country Trail East (Highway 282) in Spring Lake Township, one-half mile west of the intersection of Highways 13 and 282, and County Road 17. The HHW Facility is open at the following times: Wednesday: noon to 6 p.m. Thursday: noon to 4 p.m. Saturday: 8 a.m. to noon (Note: The RE-USE Room closes 15 minutes earlier) The HHW Facility will be CLOSED for major holiday weekends, including Easter, Memorial Day, Labor Day, and Thanksgiving, as well as the period between Christmas and New Year’s. The RE-USE Room is filled with a variety of good usable products, including paint, stain, varnish, thinner, putty, adhesives, household chemicals, yard and garden chemicals, automotive chemicals, electronics, etc., and all of these items are available for FREE (to anyone over the age of 18)! A trip to the RE-USE Room as you plan your next home improvement or craft project could certainly save you some money! Reduce the amount of HHW your family produces by practicing “Smart Shopping.” Measure carefully, buy only what you need, and then use what you buy. Store any leftovers carefully, and protect from freezing, so that they will remain usable. Please note: The HHW Facility can not accept automotive chemicals in containers larger than 2½ gallons in size (fluids such as gas, oil, or antifreeze). Other unacceptable items include: household garbage, unknown materials, business waste (call for an appointment), radioactive items or sharps (needles). Regular alkaline batteries can be thrown in your household trash.

Health Requirements Health Services is staffed by licensed school nurses and health support personnel who are trained in First Aid and CPR. They are available during student hours in each school. Licensed school nurses assess the health needs of students; develop appropriate health, emergency and communicable disease plans; and make appropriate referrals with follow-up. The district adheres to a “No Shot (or proof of exemption), No School” policy. This means that all students must meet the state immunization requirements prior to enrollment or schedule pick-up. Included is information about communicable diseases and the medication policy. Parent-Teacher Groups The PTC is a volunteer organization of parents, teachers and principals, working together to benefit children. Hidden Oaks Middle School and Twin Oaks have parent advisory groups (PACT and PAAG) that work with staff on special activities, fund-raisers and events for the students. The Parent Advisory Council at Prior Lake High School helps to meet the developmental needs of students by involving parents in a collaborative communication effort. School Closings In the event of inclement weather, school cancellations will be announced over WCCO radio (830) and local TV channels 4, 5, 9 and 11. Parents are reminded to use their judgment in determining the safety of their children on days of inclement weather. School Lunches Each school in the district (except Edgewood and Bridges) has a full-preparation kitchen offering the menu of the day and at least one alternate choice. A la carte items can also be purchased. All schools will continue to use the prepaid computer system for payment of meals. Online credit card payments are available. Free and reduced-priced lunches are provided under state and federal guidelines. Transportation School district policies have established walking distances of one mile for grades K-5 and 1 1/2 miles for grades 6-12. PARKS Prior Lake Community Parks Parks & Recreation ..................................................................... 952-447-9820 The city of Prior Lake prides itself on its park system. More than 50 parks offer summer and winter recreational opportunities. The community has two public beaches, two public accesses to Prior Lake, 34 athletic fields that include nine soccer fields, two football fields, seven baseball diamonds and 16 softball/t-ball fields. There are also five horseshoe pits, eight sand volleyball courts, two tennis courts and a skate park. Most of the parks also have playground equipment and trail systems. Most parks have shelters, restrooms and electrical outlets. These areas can be reserved for group picnics at a daily rate of $50 for residents or $100 for nonresidents.
