5 THINGS YOU MIGHT NOT KNOW ABOUT PRIOR LAKE

Prior Lake isn’t Scott County’s biggest city, but in many ways it’s the county’s epicenter, the crux between county seat Shakopee, Interstate 35 and the farms and smaller towns to the south. A population nearing 30,000 calls this city home and lives on all sides of its eponymous lake, the county’s largest. Discover Prior Lake offers a year-round guide for visitors, newcomers and longtime residents alike. We hope you keep it handy while you’re here. Here are a few things you might not know about Prior Lake.

THE CITY HOLDS ITS OWN IN THE LAND OF 10,000 LAKES. Prior Lake is the biggest lake from Minnetonka to Faribault and draws people from around the region looking for boating, fishing, snowmobiling and swimming. Its upper and lower sections together span more than 1,300 acres and 20 miles of shoreline, according to the Prior Lake Association. The lake reigns over much of the city’s daily life. Two of Prior Lake’s most popular parks, Sand Point Beach and Lakefront Park, run down to its waters. In winter, Sand Point hosts the annual Polar Plunge fundraiser for the Special Olympics, and in summer, the association’s July 4 fireworks light up the sky over Lakefront. Bass, bluegill and walleye bring out the anglers, though invasive

Spring Lake is outside of city limits, but it brings another 500some acres of water and wetlands nearby, by the Prior Lake-Spring Lake Watershed District’s count.

PRIOR LAKE HOSTS A-LIST PERFORMANCES. It’s a small city within the overall Twin Cities metropolitan area, but Prior Lake brings in some of the country’s biggest acts and performers. The 2019 Lakefront Music Fest in Lakefront Park, for example, included rocker Joan Jett, country star Brad Paisley and the classic Steve Miller Band, among others. Alice Cooper and The Temptations have been among the performers coming to or announcing stops at Mystic Showroom at the Mystic Lake Casino Hotel, which bills itself as the state’s largest, in the past year as well. Lakefront Music Fest serves as a major annual Rotary Club fundraiser. Organizers announced in July 2019 that Lady Antebellum will be its 2020 country headliner.

ITS RESTAURANTS ARE LOCAL FAVORITES. Prior Lake establishments are frequent contenders on Southwest News Media’s annual Best of the Best contest among readers around Carver, Hennepin and Scott counties. Eileen’s Colossal Cookies near Savage won best bakery in the

CITY LIMITS INCLUDE TRIBAL LAND. Prior Lake and several other cities in the region sit on the ancestral lands of the Shakopee Mdewakanton Sioux Community and other indigenous Dakota bands. A few thousand acres of the Mdewakanton community’s reservation and trust land, which is under federal ownership on the community’s behalf, fall within Prior Lake’s boundaries. Mdewakanton history here is complicated. The Dakota lived around the upper Midwest for centuries before European and U.S. settlers claimed the land and pushed the tribe onto small reservations after several wars. But the Mdewakanton community says it is thriving today. It’s the county’s largest employer with around 4,000 employees. It owns and manages Mystic Lake and Little Six casinos and spends tens of millions of dollars annually on fire and public safety services around Scott County and in grants to local organizations and other tribes. The community also runs a composting facility, tribal gardens and the annual Wacipi powwow in August.

PEOPLE LIKE LIVING HERE. The city’s 2017 Community Survey found more than half of this city’s residents have lived here for 10 years or longer. Nearly all of 400 random respondents said life in Prior Lake is excellent or good. One in five said they liked their neighborhood most; the next most common responses cited the city’s safety and small-town feel as the best parts of living here. The biggest concerns among respondents were essentially about being too popular: too much growth and too much traffic.

JAMPACKED CONSTRUCTION makes space for families, businesses

A

s one of the fastest growing communities in one of the state’s fastest growing counties, Prior Lake is often brimming with hard hats and construction trucks. Homes pop up at a steady pace in city limits. The city had approved building permits for 64 new single family homes and 27 townhomes by June 2019, right on track with the 90 residential building permits approved by the same point in 2018. Residential growth continues to change the shape of the city, increasing the need for more schools, better roads and family friendly spaces.

BACK TO SCHOOL It’s been quite a year of change for the Prior Lake-Savage Area school district. The school system is renovating, reimagining

and expanding to meet the needs of its families with the help of $109 million in referendum money from 2017. This year WestWood Elementary School and Edgewood School will connect through a new kitchen and cafeteria. The addition brings kids from the district’s Spanish Immersion program, La ola del lago, and gifted program, SAGE Academy, together in a new light-filled common area. At Jeffers Pond and Redtail Ridge elementary schools, additional kindergarten classrooms are being built to support the growing number of young Lakers. During fall 2019, the Bridges Area Learning Center, the district’s alternative high school program, is moving from its spot in the Franklin Trail strip mall to a permanent home in a newly constructed space in Twin Oaks Middle School. The addition at Twin Oaks allows the program to serve

approximately 135 students. On top of the new space, middle-schoolers will get multiple new classrooms and new kitchens and cafeterias to explore at Hidden Oaks and Twin Oaks Middle Schools. The most ambitious changes are at Prior Lake High School, where two threestory additions are expanding the school’s footprint. The new space will house an entryway, weight and locker rooms, a cafe, several classrooms and flexible learning spaces and an expanded auto shop. With each day, the shape of the district’s newest school becomes clearer and clearer. Construction will continue through the year on Hamilton Ridge Elementary School in the growing Big Sky Estates development in Savage. The first class of students will attend Hamilton Ridge in the fall of 2020. The latest in the district’s construc-

ON THE MOVE The city’s two main roadways, Highway 13 and County Road 21, are in the process of a major facelift. Construction crews are working through the summer and fall to add lanes, widen shoulders, add roundabouts and improve pedestrian crossings along the 13-21 corridor. The fun doesn’t stop just because the construction crews have rolled in. The city launched a multi-month event series called #PLWorthIt designed to bring residents to family-friendly events at businesses along the construction route. The city invited Lakers to run a ninja warrior course, try their hand at chalk art and enjoy live music, drinks and a magic show during early summer events. This fall, the campaign continues with classic car shows, a fall frenzy, and candy crawl around downtown businesses.

July The Lakefront Music Fest is a summer staple for Prior Lake. Put on by the Prior Lake Rotary, the event features a number of performances from artists in the heart of Lakefront Park. The festival usually has a rock night and a country night as well as a variety of different food and drink vendors.

August Lakefront Days is a family-friendly celebration of Prior Lake. Each day is chock-full of activities and games including a business expo and wine tasting, inflatables, vendors, food, games, an Enchanted Fancy Friday Princess Party and more.

February Members law enforcement departments, including the Prior Lake Police Department, and residents from around the area jump into frigid Minnesota winter waters during the Prior Lake Polar Plunge to benefit athletes of Special Olympics Minnesota. People often wear costumes in celebration of the event.

Fourth of July July 4 If you’re looking to celebrate America’s birthday, Prior Lake is the place to be. The Prior Lake Association hosts an annual boat parade beginning at Charlie’s on Prior at Upper Prior Lake, followed by a fireworks display on Lower Prior Lake around 10 p.m. Some of the best views of this display are from Lakefront Park or on the water. The Shakopee Mdewakanton Sioux Community also has an annual, free fireworks display at the Wacipi Grounds in Shakopee at 3212 Dakotah Parkway.

Fall Frenzy October The city of Prior Lake Recreation Department hosts this fall event every year in October. In 2019, it will be Oct. 5 at 10:30 a.m. at Lakefront Park. In previous years, this event was called the Autumn Gathering. The event is free. For more information, call the department at 952-447-9820.

October In 2019, the Prior Lake Fire Station Open House will be on Oct. 10 at 5:30 p.m. at Fire Station No. 2 at 3906 Station Place NW. The open house is part of Fire Prevention Week. The event includes fire truck rides, fire hose spray and smoke house survival demonstrations. For more information, visit the National Fire Protection Association website at nfpa.org.

Spring-A-Ding May This annual spring event hosted by the city of Prior Lake is designed for free family fun at Lakefront Park. Attractions include a petting zoo, inflatables, live entertainment, face paint and sand art. The event is put on by the recreation department.

Night to Unite August Night to Unite is a statewide event started by the Minnesota Crime Prevention Association, an organization of citizens, law enforcement officers and crime prevention specialists who work on crime prevention programs. Residents put on block parties and sign up to have police officers and firefighters attend.

December DecemBRRR Dazzle is another free, family-friendly event put on by the city of Prior Lake to celebrate winter. In 2019, the event will be on Dec. 6 in Lakefront Park. Santa and his reindeer will be in attendance for photos with children and families. There will also be ice carving demonstrations, a bonfire, bean bag toss and more. Donations are also solicited for several charities including Tree of Warmth and Toys for Tots.

Savage Winter Days January-February This all-ages event takes place for two days each winter at McColl Pond Environmental Learning and Event Center. Hosted by Savage Parks

ENDAR OF EVENTS and Recreation, a variety of winter events are available, including snowshoeing and ice skating.

Flashlight Egg Scramble March-April The Savage Sports Center Prizes and special baskets are available to win during the egg scramble at the Savage Sports Center, 13450 Dakota Ave. Participants scramble to find as many eggs as possible in the dark and play with inflatables and games.

Service Day Saturday April This annual event brings the Savage community together for a day to work on a variety of volunteer projects to serve the community and support local nonprofits. Past events have included buckthorn removal to help preserve Eagle Creek, the only trout stream in Scott County, blood and donation drives and visits from area animal shelters.

Dan Patch Days June Community Park Dan Patch Days might be considered the main event of the year year in Savage. The annual festival has been taking place for over 60 years and celebrates the city’s importance in the life of legendary race horse Dan Patch and his owner, Marion W. Savage. Events include a parade, wine tasting, live music, dinner in the park, a cookie eating contest and fireworks.

Movies in the Outfield Summer Join Savage Parks and Recreation at the Savage Sports Center to watch a movie under the dome. Bring your lawn chair and blankets, grab some popcorn from the concession stand and enjoy the evening with friends, family and community.

Music in the Park June-August Music in the Park is a weekly outdoor performance series for all ages held on the outdoor patio at the McColl Pond Environmental Learning Center in Community Park in Savage 7-8 p.m. on Wednesdays.

Halloween Bash October This spooktacular event is hosted by the city Parks and Recreation division and is a favorite

Rhythm on the Rails July-August Downtown Shakopee Rhythm on the Rails is a free five-week outdoor concert series taking place every Wednesday night in July and August. SMSC Wacipi (Pow Wow) August The Shakopee Mdewakanton Sioux Community Wacipi (Pow Wow) is an annual event that draws thousands of dancers and spectators to the Wacipi Grounds on the Mdewakanton reservation on the third weekend in August. A social gathering where friends and relatives celebrate their culture and way of life, the Wacipi is open to the public. ummers bring outdoor festivals and winters give casinos and music venues the chance to shine in Prior Lake. Two casinos are within easy reach at the Shakopee Mdewakanton Sioux Community. The older of the two, Little Six Casino, has grown from a bingo hall to a destination spot for dinning and classic casino games. The building hosts more than 800 slot machines, a full-service restaurant and bar. Entertainment of all kinds finds a home at Mystic Lake

Casino Hotel. On top of slots, bingo, blackjack and pull tabs, the casino serves as a venue to contest music and comedy acts. This year Mystic’s stage will host Ringo Starr, Janis Joplin, Alice Cooper and Kesha. T he Mdewa k a nton community also hosts a wealth of outdoor and cultural activities and traditions. The tribe hosts an annual Wacipi, or powwow, that draws hundreds of members of tribes from across the U.S. and parts of Canada. The multi-day celebration of tribal life and history features dance competitions, a fallen warrior

ceremony and drum songs on the grounds near Little Six. The Wilds Gold Club offers visitors and residents a great way to slow down and enjoy the city’s natural beauty. The 18-hole course stretches across 4 miles yards of rolling hills and tranquil lakes. Prior Lake’s Chamber of Commerce throws a downtown celebration with a small-town feel in its annual Lakefront Days. The 35-year tradition brings local businesses out of their offices and stores and into the streets with residents. The summer celebration features

wine tastings, a business expo, a silent auction and a parade as well of plenty of events and food. Music fans flock in the thousands from around the cities for a spot in front of the stage at the city’s Lakefront Music Fest. The two-day music festival features a rock night and a country night to satisfy different tastes. A HUB OF BUSINESS AND PUBLIC SERVICE Prior Lake is home to major employers

H

undreds of Prior Lake residents work at the city’s three largest employers, according to the employers’ counts. The Shakopee Mdewakanton Sioux Community said it employs more than 4,000 people in its tribal operations, casinos and other enterprises in and around Prior Lake; around 700 live in the city. That’s more people on the payroll than any other operation in the city and in all of Scott County. The workplaces all of those people staff run the gamut, ranging in size from Mystic Lake and Little Six casinos and Dakotah! Sport and Fitness to the smaller tribal gardens and food stores. The community also manages a public safety department that provides emergency and event services around the region. Outside of Scott County, the tribe also owns the JW Marriott and Mystic Lake Store at the Mall of America. All of that activity comes to an annual payroll of more than $170 million, according to the tribe, not counting what goes to thousands of vendors within the Twin Cities area. Another of the city’s largest employers is Prior Lake-Savage Area Schools, which employs roughly 1,000 people, according to the Minnesota Department of Education. Around half of those positions are held by licensed teachers for a student-teacher ratio of about 20:1.

The district comprises more than a dozen schools and learning centers, most of them in Prior Lake. Their employment footprint is likely to grow as enrollment keeps ticking upward. The district in 2019 began building Hamilton Ridge Elementary School in Savage and has been working on expansions to other schools. The city itself is one of its bigger employers with around 100 employees, according to its city manager. Staff members run the police and fire departments and work on parks and roads, among other duties. Prior Lake in the past year or so added new positions for a city clerk and another police officer. It also brought its public director and engineer position in-house rather than contracting with a private company. All of those positions have been filled, the city manager said in summer 2019. Other large businesses in town include the Prior Lake offices of Miratech, an Oklahoma-based engineering company of vehicle emission- and sound-control equipment, and the local information technology company Norex. The Charlie’s on Prior restaurant and The Wilds and Legends golf clubs also employ a significant number of people, though their employment fluctuates with the seasons, Prior Lake Chamber of Commerce President Sandi Fleck said.

A

s the city’s name can attest, lake life reigns as Prior Lake’s source of fun and relaxation. Recreation year-round centers around Prior and Spring lakes. One of two swimming beaches on Prior Lake, Sand Point Beach is a great place to catch some rays and splash in the surf for visitors heading to the north side of the lake. The beach and park are some of the city’s most popular destinations in the summer, hosting a variety of low- or no-cost activities. The park’s two picnic shelters are big enough for family gettogethers and cookouts or for those just trying to catch some shade on a bright summer day. The city has installed permanent bean bag boards, three sand volleyball courts and a jungle gym and offers boat slips and canoe racks for rent. Anglers can try their luck fishing for walleye, bass and northern pike at the beach’s fishing dock. For those trying to spend a reflective afternoon on the lake, the beach is next to the city’s

Fairview Clinics Fairview Clinics also has a wide array of services at its Prior Lake location. The clinic offers diabetes care, family medicine and other services onsite. Shakopee Mdewakanton Sioux Community health services The Shakopee Mdewakanton Sioux Community’s health services are available to community members, employees, employees’ family and members of other federally-recognized tribes who also live in Scott County. The community offers wellness, hearing, classes and activities and social services.

The Mdewakanton community also holds regular mobile unit visits across Minnesota, providing free medical, dental and vision care including mammograms, Xrays and cancer and diabetes screenings. More information is at shakopeedakota.org. Lorenz Clinic The Lorenz Clinic offers outpatient family psychology and psychotherapy services for children, adults, families, couples and groups. The clinic most often treats attention deficit/hyperactivity disorder, depression, anxiety, post-traumatic stress disorder and eating disorders.

SAVAGE Hospitals and Clinics The St. Francis Regional Medical Center in Shakopee and Fairview Ridges Hospital in Burnsville ensure emergency, cardiology, pediatric and other medical care are all nearby. The medical center also offers

express care at Hy-Vee in Savage. Patients don’t need to make an appointment and can simply sign in at a digital self-serve kiosk. Patients 18 months and older can receive assessment, diagnosis and treatment for infections, injuries, allergies and more. Students can also receive a sports physical. Fairview Clinic, located at 5725 Loftus Lane in Savage, can help the whole family. The clinic offers same-day appointments and a pediatric walk-in clinic open weekdays. hree positions each on the Prior Lake City Council and Prior Lake-Savage Area Schools Board are up for a vote in 2020. The seats held by Mayor Kirt Briggs and Councilmembers Zach Braid and Kevin Burkart’s will be on the ballot that November, as will those of School Board Chairwoman Lee Shimek and members Melissa Enger and Mary Frantz. Members of the council and board are basically at-large, meaning they represent the entire city or district rather than particular areas. The groups oversee the year’s budget and property taxes, decide ordinances or policies and choose an executive — either the superintendent or city manager — who’s in charge of employees and operations. On the city side, that means the council’s decisions affect park and street maintenance, police and fire service and development and construction around town. In the school district, teacher numbers, classes and other programs, and the district’s overall

Both the city and district have dealt with the same pressing need over the past couple of years, according to their officials: growth. The district recently began construction on a new elementary school, and the board drew controversy over how much open enrollment it accepts from other districts and how it redrew school attendance boundaries as a result. The city, meanwhile, is involved with several road construction projects and is pushing the state Legislature to allow it to charge developers fees to pay for some of the street and utility work that new subdivisions and buildings need. Similar issues are likely to continue as Prior Lake’s population keeps going up. City Hall and the Police Department stand on opposite sides of Dakota Street downtown. The district’s administration is located at 4540 Tower St. just south of downtown. Outside of city governance, Prior Lake also includes a Min-

nesota Department of Public Safety Driver and Vehicle Services office for licenses, vehicle registration and related needs. It’s on the southwest corner of Highway 13 and 140th Street near Savage and is open weekdays 8 a.m. to 4 p.m. The Scott County Library System oversees the Prior Lake Library on Eagle Creek Avenue downtown. The library is mostly paid for by local property taxes and, as a result, provides its services free of charge. The library includes traditional books as well as e-books and audiobooks. The Shakopee Mdewakanton Sioux Community is a federally organized Native American tribe partly within Prior Lake. The community has its own civil court and leadership, including a General Council of all adult members, and it’s generally not subject to local law or property taxes. Members within Prior Lake are still city residents and can vote, though, and the community pays more than $500,000 to the city each year to compensate for the city’s police service on tribal land.

FROM LAKE OF THE BLUE BANKS TO

Prior Lake

THE CITY’S HISTORY

T

he body of water called Prior Lake has glistened in its basins since the great ice sheets retreated millennia ago. Its current name and the surrounding town have been around for a bit more than 100 years. For centuries the area was home to indigenous peoples, including mound builders who called the water Lake of the Blue Banks, according to the city of Prior Lake’s official history. The Mdewakanton band and other Dakota people lived here until Europeans claimed the land and pushed them out starting in the mid-1800s. Scott County was created around 1850, and mills and shops soon followed around Spring Lake. A Prior Lake post office and the Chicago, Milwaukee and St. Paul Railroad came in 1872. The railroader Charles H. Prior partly owned the railroad land and eventually became the city and lake’s namesake. There’s some question about how his name got attached to the area, according to the Scott County Library’s town history and other sources. His meticulous diary records mention only once that he visited the town for a fishing party in 1877. After the railroad was built, the city developed in earnest. It incorporated in 1891. Its first church stood in 1897. A telephone line arrived three years later. The city’s volunteer fire department and its first electricity wires came in the 1910s. The city’s children in the 1930s went to high school in Farmington, then to Shakopee. Prior Lake finally built one of its own around the middle of the century. The Prior Lake American began publishing in 1960. The Prior Lake Library opened in 1969, the same year the Shakopee Mdewakanton Sioux Community was federally recognized. Recognition allows tribes to set up their own local leadership and laws and to make agreements with other local governments. In 1974, Savage gave a shark-fin-shaped chunk of land on its western side, the area south of County Highway 42 and northwest of Highway 13, to Prior Lake to avoid the cost of a sewer line project, according to the Prior Lake American. The public library started out in City Hall and bounced around to a telephone company building, back to City Hall and into a former bank after that. Voters in 1997 approved a parks and library referendum that gave the library its own building downtown two years later. In the past decade or so, Prior Lake added a second fire station and opened its water treatment facility, and its population has grown by the thousands.

Sidewalks From a liability perspective and in consideration of guests and customers, property owners are responsible for shoveling sidewalks and clearing snow from around fire hydrants. Residents have 48 hours from the end of a snow fall to remove snow and ice from their sidewalks. Shed Construction Sheds of less than 200 sq. ft. may be constructed without a building permit but needs to meet additional requirements.
