Before the arrival of the nd fi rst white settlers — most of them Irish and ut Scottish — Dakota Indians lived throughout the Minnesota Valley. ts The community has been shaped by its l, transportation connection — wagon trail, river, rail and roadway — and by its role ass a farm trade-service center. Hamilton wass n established as a town on Nov. 20, 1857. In was incorporated on Aug. 31, 1892. The fi rst post office, Hamilton Station, was renamed Glendale Post Office in October 1894. In 1902, Marion W. Savage, a prominent Minneapolis businessman, purchased 400 acres of land on the south side of the river and proceeded to build a mosque-like horse stable and an unrivaled half-mile covered track. In the same year, he acquired the famous Dan Patch, who on Sept. 8, 1906 startled the tate Fairgrounds in the recordworld by pacing the mile at the Minnesota State breaking time of 1:55. He became the only harness horse in racing history to break the two-minute barrier 35 times. Apart from physical prowess, Dan Patch was a crowd pleaser. He would nod his head to a cheering crowd, stop for cameras, and stare straight into the lens as pictures were taken. Dan, who traveled across the country in a luxurious 65-foot railroad car, was a personality, a hero to kids across America, as were Lassie and Rin Tin Tin. Marion W. Savage, the son of an Iowa country doctor, was the founder of International Stock Foods, a Minneapolis stock feed and veterinary supply company. With Dan Patch the center of his advertising campaign, Savage amassed a fortune. At Christmastime, the benevolent entrepreneur would hitch Dan to a cutter and transport gifts to the poor of Minneapolis.

Savage remained a relatively small town for the next several decades, and it was not until after World War II that residential development began above the river bluffs. The war years did, however, have some major impacts on the community. In 1941, Cargill Inc. started a shipbuilding yard near the Minnesota River. Several ocean-going tankers were constructed for the U.S. Navy. After the war, the facility was changed to a grain-handling port. Also, Camp Savage, a branch of the U.S. Army, opened in April 1941 as a military intelligence language camp for servicemen of Japanese-American (Nisei) ancestry. A commemorative plaque and trees help memorialize the site.

When the horse died in 1916, Savage died 32 hours later. It was an untimely death, said to have been caused by a broken heart.

On April 28, 1969, the Village of Savage was consolidated with the adjacent Glendale Township to form the current 17-square-mile city of Savage.

So fascinated were local residents by Savage, and the fairy tale-like story of his horse, they decided the town should be called Savage. Grazing horses, spotted here and there across the community, still suggest the glorious days of old, a time when world famous stallion Dan Patch made local history.

The horse, a symbol of the city’s past, also may be viewed as a beacon for its future. While the working farm slowly gave way to urbanization, the city of Savage continues to celebrate and honor its natural amenities — wooded hills and streams — that provide unique lifestyle opportunities.

Welcome to Savage T he City of Savage provides municipal services to 27,325 residents and more than 500 businesses. More than 136 full- and part-time employees work in seven departments that include administration, finance, public works, community development, police and liquor operations. A paid on-call volunteer fi re department consists of 40 members who live or work in Savage. The department's only full-time staff are the fi re chief and deputy fi re chief.

A city administrator appointed by a five-member city council oversees all city operations. The council is responsible for setting policy to guide the development and provision of programs and services provided to the community. The council consists of a mayor and four council members, who each serve four-year terms. City of Savage services are funded through several revenue sources and various budgets. The general fund supports general operations with a 2013 budget of $12.5 million. Property taxes provide 80 percent of the revenue for the general fund, with licenses and permits, engineering and plan review fees and intergovernmental revenues accounting for the balance. Special revenue budgets, supported in part or entirely by independent funding sources, provide for cable access initiatives, maintenance for the Savage Public Library and economic development efforts. Other budgets for the city include the water and sewer operations, stormwater and liquor operating funds. City operations have expanded considerably over the past two decades in response to a rapidly growing population. Once a rural community, Savage’s population has increased from 4,000 to 27,325 in the past 25 years. A new city hall, police facility, fi re station, water treatment plant, library, indoor sports center and liquor store were built during that time frame.

Savage Sports Center A sports facility with a seasonal, inflatable dome was built in the fall of 2012 in Savage's Community Park. The city owns and operates the facility, while scheduling and payments are managed by an outside fi rm. The facility offers fields and open spaces for residents, youth organizations and adult leagues, and free walking hours. The Savage Chamber of Commerce's

McColl Pond Environmental Learning and Event Center

The McColl Pond Environmental Learning and Event Center, located at Savage Community Park, opened in early 2009. Constructed from recycled materials, the LEED-certified building is a model for sustainable design and a place where people of all ages can learn more about protecting our resources. Features include two classrooms, a large gathering space for 80-100 people, and an outdoor covered patio that has a capacity of 100. The McColl Pond Environmental Learning and Event Center was funded through public and private funds, and may be rented for meetings, gatherings and celebrations. About the Community Savage’s environmental assets include the Minnesota River, which forms the city’s northern border; the 500-acre Savage Fen Wetland Complex, which contains some of the largest calcareous fens in the state; Eagle Creek, one of the last Brown Trout streams in the metro area; and Boiling Springs, a historical landmark. A major industry in Savage is shipping, due to the community’s location on the Minnesota River. Five private facilities operate along the banks of the river to form the Ports of Savage. The community also offers a large retail base, which includes grocery stores, a variety of restaurants, retail stores and service shops. In addition, downtown Savage has seen renewed energy in recent years, thanks to new businesses and a redevelopment grant program through the city and Chamber of Commerce. Recreational opportunities are provided through 23 city parks, a regional park and hundreds of miles of sidewalks and trails. Savage Life Time Fitness Recreation and Aquatics Center offers residents and visitors an outdoor pool and a state-of-the-art health club. The center was built through a partnership between Life Time and the city of Savage. Residents of Savage receive a discount on admission to the outdoor pool. Three school districts serve Savage: Prior Lake-Savage Area, Burnsville-

Arbor Day Tree Sale and Celebration Usually held the last Saturday of April, the tree sale is from 9 to 11 a.m.(or until sold out). Bare-root and potted ornamental, shade and evergreen trees may be ordered in advance or purchased on a fi rst-come, fi rst-served basis; all are purchased wholesale with no warranty.

Savage Recycling Day The annual community recycling day is an environmentally-friendly way for residents to dispose of belongings they no longer want or need (for a small fee). Residents are invited to bring unwanted items to Savage Community Park on the first Saturday in May from 8 a.m. to noon. Items collected include appliances, electronics, yard waste and junk. Bridging, a Twin Cities charity, will also be onsite to accept donations of household items, furniture, linens and items for children -- no fee.

Eagan-Savage and Shakopee. The community has one high school, one junior high and five elementary schools within its borders. The city also has one non-public school, St. John the Baptist Catholic School, located in downtown Savage, and one charter school, Aspen Academy.

This annual event, held just after Thanksgiving in downtown Savage, includes a visit from St. Nick, lighting of the community Christmas tree, carolers and holiday shopping.

Farmers' Market The Farmers' Market runs throughout the summer and into autumn from 8 a.m. to 1 p.m. on Sundays in downtown Savage. A variety of produce and other locally grown products are sold in the town square parking lot next to the historic Savage Depot.

Night to Unite Neighborhoods throughout Savage join the nation in celebrating Night to Unite on the fi rst Tuesday night of August. Block parties that have been registered with the Savage Police Department enjoy a visit from the police and fi re departments as well as local elected and government officials. The purpose of the event is to celebrate and strengthen community partnerships.

Savage Local Access Television Savage residents may receive programming from Savage TV by subscribing to this service through Mediacom. Mediacom currently offers local programming on channels 80, 81 and 82 via digital converter/recording devices. These channels are found on 96-2, 96-3 and 96-4 via QAM TV tuner. For residents in the Integra service area, Integra's digital television services include Savage TV programming on Channels 16, 18 and 20. The city of Savage offers programming on Savage Government TV, Savage Community TV and Savage Education TV. Municipal Liquor Stores The city of Savage owns and operates Savage City Liquors, which includes two liquor stores: Dan Patch and Marketplace. A full inventory of beer, wine and spirits is available at both locations. Revenue generated from sales at the stores are used to support City programs and services. Projects that have benefitted through liquor store revenues include the Savage Library building and the McColl Pond Environmental Learning and Event Center. Burning Permits A city burning permit is required for recreational fi res. Permits and other open burning restrictions may be obtained at City Hall, Monday-Friday, between 8 a.m. and 4 p.m. Permits also may be downloaded from the City’s website at www.cityofsavage.com.

Peddlers/Solicitors Administration ........................................................................ 952-882-2660 Door-to-door peddlers, defined as those who deliver merchandise at the same time as it is offered for sale, must have city council approval. Solicitors (those who take orders for future delivery) and non-profit salespeople must register at city hall. Such permit/registration should not be construed as an endorsement of the product or service offered. Peddlers or solicitors are not permitted on property where a sign or notice is posted prohibiting them.

Block Parties Cul-de-sacs and low volume neighborhood streets are eligible for block party permits. A $35 fee and a $50 refundable deposit (for the barricades) are paid when making an application. Alcohol consumption is allowed on private property only. Picnic tables may be allowed on the street, but passageway must be allowed for motorists. On-street activities may continue only during daylight hours.

No license will be issued unless the owner can provide documentation that the dog has been vaccinated against rabies. The dog license fee is $15; $10 if spayed or neutered. Curfews are in place for children age 17 and younger. Those under 12 must be in by 9 p.m. on weeknights and 10 p.m. on weekends. Youth 12-14 must be in by 10 p.m. on weeknights and 11 p.m. on weekends. Those who are between 15 and 17 must be in by 11 p.m. on weeknights and 12 a.m. on weekends. The restrictions apply to public streets, alleys, parks, playgrounds and other public buildings; as well as places of amusement, entertainment, or refreshment; and vacant lots. Details can be found at www.cityofsavage. com.

Nuisance Control — Noises/Odors Conditions that pose a threat to public safety are accumulation of rubbish, garbage, junk or debris are considered a nuisance and are prohibited. Excessive noise is also considered a nuisance and is prohibited.This includes excessive noise from vehicles, combustion engines, musical instruments, etc. Garbage trucks and construction equipment may operate between 7 a.m. and 7 p.m. on weekdays, 9 a.m. and 7 p.m. on Saturdays and holidays, and 9 a.m. to 5 p.m. on Sundays. Outdoor storage of unusable or inoperable “junk” vehicles is prohibited.

Weed and Tall Grass Control Grass that is higher than 10 inches, or weeds that have gone to seed, are a violation of city ordinance. If, after written notice, the violation is not corrected, the city may cut the weeds and bill/assess the cost against the property.

Parking/Snow Removal Parking — Parking on city streets is prohibited between 2 and 6 a.m. on any day. Tickets will be issued for violations. Snow Removal, Streets — Plowing occurs after 2 inches of snow has accumulated (and usually after it quits snowing). Collectors and arterial streets are plowed fi rst, then minor arterials. Roadways not integral to traffic movement (cul-de-sacs, dead-end streets and alleys) are plowed last. Roadways are almost always plowed twice, once to clear them, a second time to widen them. Snow Removal, Sidewalks — City crews remove snow from sidewalks and trails along collector streets and major roads. Snow Removal, Citizen Responsibilities — Residents are responsible for ensuring their mailbox is secured to withstand snow being pushed against it by the plows. Snow removal responsibilities include keeping all fi re hydrants open and accessible in case of emergencies and clearing sidewalks that are

on the front and/or side of private property within 24 hours of a snowfall. It is unlawful to deposit snow that has been cleared from driveways, sidewalks, mailboxes and fi re hydrants into the street.

Restrictions Fences — No permit is required for fences that are 6 feet and lower. There are height limitations based on location of the fence. Check with the Planning Division for more information. Garage Sales — The annual number of occasions per property is limited to three. Signs should not be placed on utility poles or within road rightof-way. Mailboxes — Mailboxes should be set back 1 to 2 inches behind the curb and the bottom of the box should be 40 inches above street level. Recreational Vehicles — Up to three recreational vehicles may be parked/ stored on a residential lot, provided the vehicles are operable, licensed and without need for repair. They may be parked in a rear or side yard, minimum of 5 feet from a property line, or during the season, in the driveway. Only motor homes of less than 34 feet may be parked/stored on a residential lot. For details, call the city. Snowmobiles — No snowmobile may be operated in the city except while loading or unloading a snowmobile from a trailer or similar form of transport, while performing maintenance and repair of a snowmobile within 300 feet of the registered owner's place of residence, for direct snowmobile trail access to or from the closest designated snow trail, or on a designated snowmobile trail. Storage Buildings — Residential area storage sheds under 120 square feet do not require a permit, but are subject to design standards and minimum setbacks from property lines. For information regarding required setbacks and for rules applying to sheds, please contact the city’s Planning Division. Sump Pumps — All water from foundation drains or sumps must be pumped or drained directly to the exterior of the property through rigid plastic or steel piping. A sump pump may not be discharged into the municipal sewer system or onto a city street.

Outdoor Water Use — An odd-even watering restriction is in effect throughout the year to ensure a continuing supply of water to residents. All residents whose house number ends with an odd number may water only on odd-numbered days; those with an even-numbered address may water only on even-numbered days. On these specified days, residents may water lawns or use an outside hose at any time of day except between the hours of noon and 5 p.m. Newly seeded or sodded lawns may be watered daily during the allowed hours for up to 30 days after installation. Ponds and Wetlands — A buffer of at least 17 feet is required on all ponds, and from 17 to 50 feet on wetlands even if they are on private property. Residents may not mow, plant or place anything within this buffer. The buffer is intended to help clarify the water that runs into the ponds and wetlands. In addition to abiding by the buffer requirement, residents are encouraged to limit their use of fertilizer, as this can accelerate the growth of algae and other plants in the ponds.

Water Conservation The City of Savage encourages residents to use water wisely to ensure an adequate community supply and lower water bills, which are sent out at the end of each month. Water rates apply according to the amount of water used: Those using less than 12,000 gallons of water a month pay the lowest fees per 1,000 gallons used. The rates increase for those using 12,000 gallons or more, and increase again for thsoe who use 16,000 gallons or more. Outdoor water restrictions are in place throughout the year to encourage conservation and assist citizens in keeping their water usage volumes reasonable (see section on Ordinances, Licenses and Permits). Residents may also wish to check their homes for leaks. This can be done by reading your water meter at night after the day's water use has ended, and again in the morning before any water is used. The difference between the fi rst and second reading will indicate whether any water leaked overnight, and how much. If a leak is suspected, check pipes, fi xtures and appliances. Water softeners are recommended, with a setting of 20 grains of hardness.

These are products normally used in cleaning, home improvement projects, automobile maintenance, lawn and garden care, hobbies, and a variety of other tasks. They might include paint, varnish, pesticides, household cleaning chemicals, solvents, fuels, wood stain or preservatives, rechargeable batteries, aerosol cans, fluorescent lamps (including tubes and CFLs), mercury thermostats or thermometers, automotive chemicals or batteries, appliances, electronics, tires, as well as any other household products that are flammable, corrosive, reactive or poisonous. Each year, thousands of Americans are injured or poisoned through incidents involving hazardous household products. Minimizing the amount of hazardous chemicals stored in your home is always a good idea for the sake of your family’s safety. The Scott County HHW Facility will accept a variety of hazardous materials from Scott County residents. Many of these items are accepted at no

charge — visit www.co.scott.mn.us/HHW for details. Please bring a check or cash for those chargeable items, since credit cards are not currently accepted. The facility is located at 588 Country Trail East (Highway 282) in Spring Lake Township, one-half mile west of the intersection of Highways 13 and 282, and County Road 17. The HHW Facility is open at the following times: Wednesday: noon to 6 p.m. Thursday: noon to 4 p.m. Saturday: 8 a.m. to noon (Note: The RE-USE Room closes 15 minutes earlier) The HHW Facility will be CLOSED for major holiday weekends, including Easter, Memorial Day, Labor Day, and Thanksgiving, as well as the period between Christmas and New Year's. The RE-USE Room is fi lled with a variety of good usable products, including paint, stain, varnish, thinner, putty, adhesives, household chemicals, yard and garden chemicals, automotive chemicals, electronics, etc., and all of these items are available for FREE (to anyone over the age of 18)! A trip to the RE-USE Room as you plan your next home improvement or craft project could certainly save you some money!

he Savage community is served, mainly, by two school districts: Independent School District (ISD) 191 (Burnsville-Eagan-Savage) and ISD 719 (Prior Lake-Savage Area). A small portion of Savage is served by the Shakopee School District ISD 720. Bloomington ISD 271 also serves a small part of the city, but there are no homes in the area.

Key Information Health Services District Health Offices are staffed with Licensed School Nurses and Health Assistants. The goal of the District Health Service's department is to provide for the health and safety of students to enable them to fully participate in the classroom and benefit from their education. Please contact the health office if your child has a medical condition or will need medication or treatments to be administered. We will work with you to provide for the needs of your child while at school. In order for students to enroll or remain enrolled in elementary or secondary school, Minnesota State Law requires documentation of required immunization or written proof of exemption. Students are required to be immunized against diphtheria, tetanus, pertussis, polio, measels, mumps, rubella, hepatitis B, and varicella. It is not required for your child to have all immunization series completed in order to begin school, but must be actively in progress to receive the series or have written proof of exemption in order to enroll.

District 191 participates in the federally-funded free and reduced-price school lunch program. Eligible families will receive a form for each student from their county Human Services Department. These forms should be forwarded to the Food Services Department for processing. Transportation District 191 contracts with First Student Transportation Services to provide busing for approximately 65 percent of its students. Kindergarten and elementary students must live 1 mile or more from their assigned school to be bused. Junior and senior high students are transported together and must live 1.5 miles or more from their assigned schools to be eligible for transportation. In addition, senior high students must register for service. If space is available, families of students who are not eligible for transportation may pay for this service.

School Lunches Each school in the district (except Edgewood and Bridges) has a full-preparation kitchen offering the menu of the day and at least one alternate choice. A la carte items can also be purchased. All schools will continue to use the prepaid computer system for payment of meals. Online credit card payments are available. Free and reduced-priced lunches are provided under state and federal guidelines. Applications are available on the district web site, www.priorlake-savage.k12. mn.us, and at the District Services Center.

Transportation School district policies have established walking distances of one mile for grades K-5 and 1 1/2 miles for grades 6-12. he Shakopee School District serves more than 7,200 students in Shakopee, Savage, Prior Lake, and Jackson, Louisville, and Sand Creek Townships. The district has five elementary schools for grades kindergarten through fifth grade, a sixth grade center, two junior high schools for grades 7 through 9 and one high school for grades 10 through 12. We also offer a variety of early childhood programs from infants to preschool programs for families and Stepping Stones Preschool.

The downtown parks — Warren Butler and Hollywood — are the “charter members” of the system, and additional parks were added with recent residential development. The city also has more than 28 miles of sidewalks and trails for pedestrians. Each year approximately 5,000 people participate in activities offered by the Savage Parks and Recreation Department. Activities include trips, youth and adult athletics, special events, camps and playground programs. Participants may register at the Public Works/Parks Building, 13770 Dakota Ave. (Co. Rd. 27), by mail or online at www.cityofsavage.com. Parks are open from 7 a.m. to 10 p.m. Dogs must be on leashes and owners must pick up and remove animal feces. No fires are permitted except in designated areas. Also prohibited are littering, glass beverage containers, firearms, archery, hunting and trapping, tents or structures (without permission), snowmobiles, ATVs or motorcycles (except on roadways and in parking areas). It is unlawful to bring beer into a park in glass, kegs, barrels or other bulk tap quantities. No consumption is allowed on or within 30 feet of a roadway or parking lot within a park or on any athletic field. Schroeder’s Acres Park Located at 12320 Boone Ave., this 20-acre park has trails, three baseball/ softball fields, a soccer field, playground equipment, pleasure and hockey skating rinks with a warming house and a picnic shelter. Savage Community Park This 55-acre park at 13500 Dakota Ave. has baseball/softball fields, tennis courts, trails, a nature area, fishing pier, a soccer field, basketball court, playground equipment, the city’s skateboard park, and pleasure and hockey skating rinks with a warming house. The McColl Pond Environmental Learning Center, a 10-acre parcel, is located in the rear of Community Park. The area is being converted to pre-settlement oak savanna and native prairie. The Environmental Learning Center offers an outdoor classroom and observation area. Savage Dog Park Just south of Xenwood Avenue and the Highway 13 frontage road (124th Street), Savage pooches will find a welcome escape from their tethers. More than two fenced acres of open space complete with trees and benches gives ample room for dogs and their owners to run, explore and socialize. The year-round park is located within walking distance from the Hamilton District and downtown residential areas. There is no charge to use the park; however, residents are required to have their pet licensed by the City - a mandate for all Savage pet owners. The park will be open from sunrise to sunset every day and residents are expected to follow and carry with them a copy of park rules. A pet waste station is located on site. Pet owners should bring their own water. Hollywood Park This small 5-acre park offers basketball and volleyball courts, as well as playground equipment. It is located at 12840 Lynn Ave. Hidden Valley Park Located at 5000 W. 132nd St., this park covers 45 acres. Facilities include trails and a nature area, a baseball/softball field, volleyball court, playground equipment, archery range and picnic shelter. Canterbury Park This 20-acre park at 13444 Inglewood Ave. S. has a nature trail, two baseball/ softball fields, tennis courts, soccer, volleyball court, playground equipment, and pleasure and hockey skating rinks with a warming house. Trost Park Trost is a 10-acre park at 5455 137th St. It has a baseball/softball field, play-

It contains a baseball/softball field, soccer, volleyball and basketball courts, and playground equipment. Glendale Park At 5901 W. 135th St., Glendale Park is more than 6 acres in size. It has trails, horseshoe pit, a baseball/softball field, volleyball court, playground equipment and picnic shelter. Redtail Ridge Park This park, at 6414 154th St. S., is a 10.5 acre park located next to Redtail Ridge Elementary School. This park features trails, a soccer field and a parking lot. This park also has approximately 6 acres of wetland and natural resources. River Bend Park With just 5 acres, River Bend Park is located at 14347 Joppa Ave. S. It has a baseball/softball field, horseshoe pits, soccer, a basketball court, playground equipment and a pleasure skating rink with a warming house, picnic shelter and tot lot. O’Connell Park Located at 5165 South Park Dr., this 26-acre park contains a trail and nature area, baseball/softball fields, tennis courts, soccer, a basketball court, playground equipment, pleasure and hockey skating rinks with warming houses and picnic shelter. Hamilton Hills Park A 4-acre park at 9000 W. 136st St., Hamilton Hills has a baseball/softball field, soccer, basketball court, playground equipment and picnic shelter. Summit Pointe Park This 16-acre park at 13751 Boone Ave. S. has a trail, two baseball/softball fields, soccer, basketball, playground equipment, large shelter area. Heatherton Ridge This 5-acre park is located off County Road 42 and Heatherton Ridge Drive. Facilities include play areas, a shelter, soccer field, basketball court, volleyball court and trails. Woodhill Park This 8-acre park is located at 138th Street and Boone Avenue. It has trails, play equipment, a soccer field, a warming house/shelter and an ice hockey rink. Eagle Creek Park This 4-acre neighborhood park is located on Independence Avenue and Preserve Trail. Facilities include a play area, shelter, basketball court, ball field and trails. McCann Park This 3-acre park is located at 7125 S. Park Dr. Facilities include trails, a baseball/softball field, soccer field, basketball court, playground equipment and a picnic shelter. Cates Lake Tot Lot This is a 2-acre park located in the West Summit Oaks and Cates Lake development. This tot lot has play equipment, a shelter, basketball court and trails. Boudins Acres Park A 5.5 acre park on Dakota Avenue between Chadwick Park and Dufferin Park subdivisions, this neighborhood park offers a ball field, shelter and play equipment.

Other Areas Eagle Creek Aquatic Management Area This is a 400-foot corridor along Eagle Creek with an overlook at Boiling Springs. It is cooperatively managed by the Minnesota Department of Natural Resources and the city of Savage. Cates Lake Public Access This is a 4-acre site with public access to Cates Lake. It has a rustic trail and picnic area. Savage Fen Wetland Complex According to the Minnesota Department of Natural Resources, the Savage Fen Wetland Complex contains one of Minnesota's largest known calcareous fens. The Complex encompasses more than 440 acres in the northern half of Savage; 62 of which are calcareous fen. Scientists have found more than 200 different plant species in the Savage Fen, ranging from orchids and gentians to sedges and grass. Recognizing the environmental asset the Fen is to the community, the city of Savage has conducted several studies and enacted numerous policies to ensure its protection.
