SHAKOPEE DELIVERS NEW EXCITEMENTS AND OLD FAVORITES S

hakopee has long been home to major attractions with potential to excite and entertain. This year, many of the city’s old favorites continued to thrill and delight Shakopee residents, as well as attract tourists from around the state. Valleyfair Amusement Park opened North Star, a new 230-foot ride that spins 32 suspended seats on a circular projectory up to 40 mph. Canterbury Park hosts a wide variety of events, including Canterbury Uncorked, Hurdles Foundation Steeplechase Exhibition, Vans Warped Tour and Vietnamese Summer Dance. The Renaissance Festival brings its 46th year of medieval mischief, drawing crowds in for elephant rides, skits and turkey legs. Added to Shakopee’s usual lineup of attractions is the inaugural Shakopee River Valley Festival. The community celebration taking the place of Derby Days brings music, food trucks, fun and games to Huber Park in September. “Bringing in resident s from all over town to one community festival helps residents learn about the town,” Shakopee River Valley Festival president Joyanne Newgard

says. “You need a festival to earmark Shakopee as a good town. It shows Shakopee does have fun and does have a great community.” Some of the attractions at the Festival include a Kariokediva competition, a performance by local Tommie Gun Band, the Shakopee Ambassador Coronation, Jason’s Homemade Games, Dem-Con Kid’s Interactive Recycle Trailer and free prize giveaways. “This first year is a one-day event, next year we are hoping to get a parade together for a second day,” Newgard said. “I would like to maybe add bingo, a business expo and a small car show.”

TRAILS Shakopee has a networked system of more than 60 miles of recreation and transportation trails for walking and bicycling. DNR-owned Minnesota Valley State Trail runs along the river (the federal and state governments own various parts of the river frontage being preserved). The state trail has a number of access points in Shakopee, including Huber Park, Memorial Park, The Landing and the Minnesota Valley National Wildlife Refuge. An access point to the Minnesota River Bluffs Regional trail is located just outside of town on Bluff Creek Drive off Highway 101. A boat landing, adjacent to the Minnesota River bridge in Belle Plaine, offers access to the river.

The Community Center is also home to the Sakpe ti Lounge, a senior lounge available to older active adults daily, and a teen center, which offers games, events, DJs and bands. The space is available

LOCAL, GLOBAL AND EVERY FOOD IN BETWEEN W

hether you seek locally grown vegetables or globally inspired cuisine, Shakopee has dining options to keep the pickiest of foodies satisfied. Several new additions to Shakopee’s restaurant scene this year complete the spectrum of delicious food choices. Some recently added options include a brewery, sushi bar and restaurant. From burgers to burritos, from pizza to pho, downtown Shakopee entices and excites with food selections from an array of cultures. It’s easy to find authentic Irish, Mexican, Honduran, Indian and Southeast Asian fare throughout the city. Shakopee is also home to a number of authentic Hispanic grocers and markets, allowing residents of all backgrounds to pick up ingredients that may not be commonly carried at big box grocers. Much of Shakopee’s multicultural flavor spiced up the fourth annual International Festival at Huber Park in June. The event exhibits and celebrates the many cultures that comprise the city of Shakopee, with food trucks to represent restaurants

Just the facts Shakopee hosts a weekly farmers market featuring locally grown food during summer months. with global fare and flair. In August, the Taste of Shakopee brings samples from a wide variety of Shakopee favorites to Huber Park. Vendors get the chance to sizzle, slice and serve their best stuff for hungry locals. Throughout the summer, Shakopee hosts farmers markets where local growers served up fresh, homegrown produce on a weekly basis. The Shakopee Mdewakanton Sioux Community also hosts a weekly farmers market featuring herbs, fruits and vegetables from Wozupi organic farm, as well as cooking demonstrations.

‘ONE STOP SHOP’ I

n late July 2017, the doors opened to Shakopee’s new City Hall building, the home base for all the city’s municipal services.A total of 130 full-time staff members moved into the newly constructed campus on 475 Gorman St., where construction broke ground over a year ago on June 6, 2017. The two-level, 25,440-square-foot building is across the street from the Shakopee Police Department and creates a centralized hub for Shakopee’s government. “The main way that the new City Hall will benefit the community is that it is designed to help the city deliver exceptional customer service,” Assistant City Administrator Nate Burkett said. “People who need to conduct business with the city will be able to come to our one-stop shop.” For example, a new paperless permitting process allows applicants to visit just one permit coordinator at City Hall and automatically have their information distributed among other, relevant staff members, according to Burkett. “We have the ability to improve our internal efficiency, placing employees who do similar work close to each other and using technology to help deliver services at a lower cost,” Burkett said.

Four elected city council members, as well as the elected mayor, each maintain one vote on the council. The mayor of Shakopee serves a two-year term as the chief executive officer of the city and presides at city council meetings. City council members serve staggered terms of four years and are elected on a nonpartisan basis. Shakopee is also home to the greater Scott County’s government center. Shakopee is host to the Scott County’s courthouse, jail and administrative offices. In the broader scale of the state of Minnesota, Shakopee sits in State Senate District 55 and State House of Representative District 55A . The city is part of Minnesota’s Second Congressional District.

Just the facts Shakopee has more than 60 miles of walking and biking trails and 920 acres of designated park and open space areas. Finally, a host of active community events keep Shakopee residents on their sneaker-clad toes. The Southwest International Walking Club hit the trails in Shakopee this summer to practice English, explore community parks and make new friends, all while getting active. Comprised of students from the English Language Learner, the club’s goal is to be healthy while learning and socializing. Other health and wellness events in the Shakopee area include the Wheelies Family Bike Event, the Shakopee 5K and Kids Fun Run Red Zone Rush and the 14th annual Shakopee Police Department Torch Run. The Red Zone Rush raises money for Good to Go Kids, while the Torch Run 5K supports Special Olympics Minnesota. hen it comes to leisure, the city of Shakopee rocks. The community’s music lovers experienced an exciting new outdoor venue this summer as the Rhythm on the Rails concert series rocked Lewis Street in downtown Shakopee on Wednesday nights from July 19 to August 16. The Shakopee Chamber and Visitors Bureau and Downtown Shakopee collaborated to make Rhythm on the Rails a reality. Donations raised by local businesses allowed the city to offer the five-night series to the public free of charge. “We’ve raised more than $50,000 from local businesses alone to put on this new festival,” said Elliot Johnson, Shakopee’s Mainstreet and Membership Director. “It was nothing short of humbling and exciting to see that community businesses throughout Shakopee wanted to back this idea.” At each concert, local musical acts warmed up the crowd for 45 minutes before headliners took the stage. Headlining artists for the series included Church of Cash, The Outer Vibe, Chris Hawkey, Martin Zellar and The Lost Highway. For the not so musically inclined patrons, inflatables, kids face-painting, a variety of food vendors, local art and retail provided fun and entertainment. The collective concert series experience offered everyone a chance to enjoy the electric atmosphere of downtown Shakopee.

The city of Shakopee, Scott County, the Three Rivers Park District and the Minnesota Department of Natural Resources each manage park spaces within city limits. The Shakopee Parks and Recreation Department offers a variety of classes, clubs and activities to keep residents of all ages moving and interacting with their neighbors.

EXPANDING EDUCATION FOR POPULATION W

hen the Shakopee School District voters rejected an $89 million referendum to build a second high school, a $102.5 million expansion of Shakopee High School was proposed – and approved. This addition will double the size of the high school to accommodate 1,600 additional students, bringing the maximum enrollment to 3,200. The budget also includes improved security and upgrades for the district’s indoor and outdoor activities facilities. The expansion project stems from nearly a year of community input from district residents indicating strong favor support for one large high school over two smaller ones, according to school officials. A divided community and rivalry between schools were among some of the fears residents expressed. Board members also worried students would miss the small school feel, so they chose to implement the academy model where elective courses will be split into six main areas of interest. The goal is to give students a better idea of their interest area for post-secondary education. The six academies include science and technology,

Each academy will be housed in its own wing of the school. “We’re kind of looking at it like, ‘find your passion at Shakopee schools,’ “ said Nancy Thul, the district’s director of teaching and learning. “You can really find what you love and can take that into post-secondary. Or in some cases you’re finding what you don’t like, and that’s equally important.” The expanded Shakopee High School will open with an additional 335,000 square feet in the fall of 2018.

LIVING SHAKOPEE AREA SCHOOLS ISD 720 The Shakopee School District serves more than 8,000 students in Shakopee, Savage, Prior Lake, and Jackson, Louisville, and Sand Creek Townships. The district has five elementary schools for grades kindergarten through fifth grade, a sixth grade center, two junior high schools for grades 7 through 9 and one high school for grades 10 through 12. The district also offers a variety of early childhood programs from infants to preschool programs for families, along with Stepping Stones Preschool and all-day, every day kindergarten. CITY SEEKS TO TRANSFORM DOWNTOWN A

s Shakopee’s population has become increasingly diverse over the past 20 years, so too have its businesses. The city’s downtown has the community’s highest concentration of independent business owners, which is one reason the city hired Loucks Inc. in May to create an implementation plan enhancing visibility and vitality.The city requires businesses to have a retail element to be in the downtown, which helps the city keep a balance in its selection of shops. Downtowns are the heart of any community to the point that communities without downtowns have invested millions in building new ones, according to Michael Kerski, the city’s director of planning and development. In October, Kerski presented the implementation plan to the City Council and highlighted three projects: River City Plaza, Gateway Plaza and Lewis Street parking lot. The two plazas will feature art celebrating Shakopee’s history, while the Lewis Street lot will demonstrate how to grow urban trees. This arose out of a need for more outdoor spaces for people to congregate. “A downtown redeveloped around authenticity can become an attraction for the region,” Kerski said. A new entry feature is proposed for River City Plaza, including landscaping, paving and public art at the end of the Highway 101 bridge. An entry gateway at the First Avenue East intersection with Highway 101 is proposed for the Gateway Plaza. This will include landscaping on both sides of First Avenue and in the median, as well as specialty pavement, public sculpture and crosswalks to Huber Park. The Lewis Street parking lot plan includes installing pavers, lighting and silva cells to support tree growth and help in storm water management. The city set aside approximately $1.5 million for downtown improvements.

he Southbridge Community Dog Park has been a popular spot for dog owners since it opened in the summer of 2015. City leash laws require dogs and cats to be on a leash measuring 10 feet or shorter at all times, unless the pet is on the owner’s property or at a designated dog park such as Southbridge. The fee to use the dog park is included in a Shakopee dog license. The 10-acre off-leash area is open to all dog breeds, while a half-acre area is reserved for small-breed dogs only. The park also includes walking trails and a water station. “It’s a wonderful place, but people need to have licenses on their dogs so you know they’ve been properly vaccinated,” said Carol Scheffler, who comes to the park daily with Simon, her 5-year-old Scottish Terrier. Though Shakopee does not limit the number of pets that residents can have, residents who board, breed or sell cats or dogs as a business are required to obtain a kennel license and obtain approval of a conditional use permit, according to Parks and Recreation Director Jamie Polley. City residents may also keep up to five chickens in their backyard, but no roosters are allowed. Chicken coops and runs must be 10 feet away from the property line and must be hidden from view using a fence or landscape buffer at least four feet high. The city sells dog licenses for $20 annually or $135 for life. So far this year, the city has sold 204 annual dog licenses and 68 lifetime licenses, according to Polley. Per city code, all dogs in Shakopee older than six months are required to have a license, said Shakopee Police Community Service Officer Maurice Smith. Not licensing your dog in the city can lead to fines.
