Why internationalisation, safety, connectivity and mobility are key The first-ever Fleet LatAm Conference in Mexico City in September mainly focused on internationalisation, fleet safety, connectivity and new mobility trends. These four developments mark the future of efficient vehicle fleet and mobility management across the region. Daniel Bland

ollowing an opening by Fleet LatAm advisory board chairman Pascal Serres and Global Fleet chief editor Steven Schoefs, vice president of international telematics company Geotab Carlos Castillo stressed the importance of reducing accidents and saving lives in vehicle fleets. ”The more we take care of drivers, the more we will be able to decrease accidents and, in turn, reduce insurance premiums and maintenance costs,” the executive said. Besides developing a delivery app to improve delivery management and increase productivity by way of smart phone technology and machine learning, international brewing company AB InBev has developed a “green” policy aimed at reducing 25% of its CO2 emissions by 2025. In terms of safety, “After implementing our fleet safety culture, we reduced 86% of lost time from fleet related injuries in Mexico,” said Logistics VP (Middle Americas), Adriano Polcar Negrao during his keynote. Internationalisation of fleet Among the other tips learned at the event were how to build your international fleet. Although managing is often done locally, setting up a regional or international strategy can be beneficial when a company has subsidiaries and activities in various countries. It improves transparency as well as cost efficiency.

The Fleet LatAm Conference in Mexico City brought together a robust and interactive community of 180 decision makers to discuss fleet and mobility management best practices.
According to Regina Granados who is the CEO for international car-as-aservice company Leaseplan in Mexico, the main points to consider when developing your fleet policy are contract duration, environmental and safety issues, the services involved, contract termination details, and vehicle selection. For the latter, both internal factors under your company policy such as safety issues and driver profile and external factors such as fleet services and OEM organisation affect car selection. Discussing this at the event were OEM representatives from Volkswagen, Renault, and Volvo. In terms of acquisition, Javier Brassel who is associate director of talent and rewards for international consultancy firm Willis Towers Watson explained that 52% of corporate vehicle acquisitions in Latin America are cash purchases and 48% involve leasing contracts. “To optimise fleet management, don’t
forget to be proactive and seek the necessary information, but avoid working individually and do not overlook additional costs,” said global biopharmaceutical company Merck Sharp & Dohme (MSD) fleet manager Kevin Kibilds. Fleet Safety, your No. 1 Priority “Unfortunate mishaps such as accidents and theft do occur so developing an insurance strategy to efficiently manage these incidents is crucial,” added Fernando Cammarota who is the founder of international traffic accident control company CEPA Mobility Care. According to a Fleet LatAm research in early 2019, only about 25% of motorists in Latin America are driving with insurance other than mandatory thirdparty liability coverage so take care. One way to maintain safety and many other aspects of fleet management is by having a connected fleet with big data support by way of telematics.
Adriano Negrao of AB InBev explained in the keynote how safety and mobility come together in the optimisation of fleet and logistics.
David Madrigal, president of Element Fleet Management in Mexico and president of AMAVe association detailed the possible ROI linked to the implementation of telematics. “Of course there is an important investment to make but when using the data in a correct way, important savings and results in fuel efficiency, safety and cost-efficiency will be generated.”

Connected Fleet From a business operation standpoint, big data can be used for predictive insights, improving customer service, assessing risks, and cutting costs. At the fleet level, it can be used to optimise driver compliance and performance, increase fuel efficiency, and reduce CO2 emissions. “When using big data in the correct way, fuel efficiency, improved safety and cost-efficiency can be accomplished,” Element Fleet Management executive vice president (Mexico) David Madrigal said. Global trends impacting Latam Current trends and upcoming tendencies such as new powertrains, autonomous vehicles, e-hailing, shared mobility solutions, and the development of smart cities were also discussed at the event.
Aloisio Marins, head of Uber for Business in Mexico stressed the importance of travel and mobility managers having the necessary skillsets: “We have an aging population and a millennial change taking place. Besides technical knowhow, more emphatic guidelines and traveler prioritisation is needed, as well as the knowledge of different cultures.”
Moreover, according to Kent Bjertrup who is the Latam regional director of international corporate mobility solutions company ALD Automotive, what is needed in Latin American is a stronger push toward electric mobility. “Besides more technical knowhow, mobility professionals need to focus more on emphatic guidelines and traveler prioritisation,” added Uber head of corporate sales (Mexico) Aluisio Marins.
Made up of fleet customers, suppliers, and other experts, the 180 participants at the conference brought together a robust and interactive community all aimed at discussing how to take fleet and mobility management to a higher level. The event was followed by Fleet LatAm training, a full day of lectures tailored for fleet managers with multi-country responsibilities in Latin America. Outsourcing and internationalisation for fleet and mobility efficiency in 2020 Latin America’s growth outlook has been regularly cut down in the recent months. The latest document published by BBVA (24 October) estimates that GDP will grow only 0.7% in 2019 in the context of higher uncertainty in the political environment and economic policies. The car market might remain flat next year but we anticipate a switch from private to corporate business and a substantial growth of fleet management and mobility solutions like carsharing and e-hailing. Slow growth in Brazil & Mexico, tensions in Argentina and Andean countries President Macri has been defeated in Argentina in the aftermath of this summer’s crisis leading to depression (expected GDP at - 2.5% and increasing inflation over 50%). In Chile, President Piñera dismissed his whole cabinet in October to introduce social reforms when millions of people came out to protest against a metro fare increase (18 people were killed during the protests). In Bolivia, President Evo Morales had to seek asylum in Mexico when the police supported the popular protest against his fraudulent fourth consecutive election. In Ecuador, President Lenin
Moreno transferred the capital from Quito to Guayaquil when a national strike to protest against gasoline prices increase left the capital in total chaos. In Colombia thousands have joined a nationwide strike to demand major economic changes. In Venezuela, Maduro is still in power while the country continues to sink. In Mexico 2020 will not bring political changes but, according to Scotia Bank, the Mexican economy is on the brink of a recession. Expected growth for 2020 is 1% (0.2% in 2019). In these gloomy contexts, Brazil, the biggest economy of the continent, is growing slowly this year, hampered by collapsed demand from Argentina, issues in the mining
sector, global trade tensions and soft sentiment. Next year, activity well regain some steam however. Light vehicle registrations in Brazil increased by 8.8% up to 1,935,228 cars during the first three quarters of 2019. Actually, Brazil remained the only major car market in the world with strong growth although the market is still significantly smaller than it was a few years ago. In Mexico, registrations were down 7.6% at the end of September with 952,681 new cars. In Argentina car sales fell 45.9% down to no more than 350,521 cars. In Chile they fell 7.6% down to 287,765. In all, registrations should be slightly below 2018 levels

(-4/5%) by year end on the continent and remain close to 5.7 million. Fleet management penetration will continue to increase in 2020 In that context however, we can still expect a dynamic activity in the fleet market and mobility innovation in 2020. Transportation difficulties have been at the origin of most protests this year (truck strikes in Brazil, oil price in Ecuador, metro tickets in Chile for instance) and mobility is one of the priorities that governments have to address to face the structural crisis that threatens democracies. Similarly, corporates have to ensure an efficient mobility programme, either to support staff commuting from home to work, or visiting suppliers and customers and transporting goods.

Today, the corporate market represents only around 20% of all car sales (1.2 million) and fleet management only around 250,000 in Latin America. Therefore, fleet management and the corporate market in general will certainly increase their share in new car sales. The 2019 Global Fleet Survey that the media platform GlobalFleet.com con-ducted revealed that the ratio of employees having access to a company car remains slightly lower than in Europe or the USA. For the near future, we can expect a catch-up in Latin America: more company cars and a larger proportion being financed through full service leasing. At present, the majority of fleet management customers are large international corporations expanding fleet outsourcing in Latin America. Full service leasing is by far their preferred financing solution. Large local corporates and smaller businesses are also moving toward leasing rather than outright purchase while we observe new leasing companies entering the market and new demands coming from platforms (Uber, Didi, Cabify) which have been very popular in the

crowded cities of Latin America where they compete against buses and local taxis with much higher quality and safer processes. Internationalisation is the objective Another survey made by Fleet LatAm among fleet managers in September 2019 reveals that one key objective is to leverage car policies at international level. This is both for efficiency objectives (leverage in the negotiations) but also to ensure a common policy across their organisation.
However, most of those organisations have their headquarters in Europe or in the USA, meaning that global policies are drawn up outside and need to be adapted to the environment and its limitation. Latin American markets are in the scope of their attention as most international fleet managers have important interests in Brazil and Mexico which are frequently within their top 3 fleets worldwide.

Car policies are not easy to harmonise and rely on cars available on a country level and relative GDP (i.e. the relative impor-tance of a car for an employee). Services might also differ largely due to the quality of the infrastructure, including roads and maintenance networks (official dealers and garages). Even if insurance is compulsory in most countries, a large part of private drivers is non-insured. Safety needs to be a priority The level of casualties is very high and safety is a priority both in terms of car accidents and crime, in parti-cular in very big cities where misery meets luxury and crime often remains unpunished. As a consequence, it is important to find an adequate insurance coverage, to offer cars with appropriate safety equipment and ensure driving training and control. This is why new technologies are very popular as connectivity allows both to localise the car and analyse driver behaviour. Indeed 43% of customers have started to use telematics in their fleets.

With regard to innovation in general, we observe a limited interest for electric vehicles so far (In Brazil, ethanol is compulsory). Micro-mobility is a new trend for Latin America and there is a strong interest for carsharing and carpooling. New e-hailing platforms are flourishing everywhere and grow successfully.
In all, Latin American markets offer a lot of growth opportunities for fleet management products. Fleet managers are looking for harmonised policies and innovative solutions to respectively create cost-efficiency and face congestion and insecurity in crowded cities where workers spend more and more time and money to move around.

Growing popularity for international players In 2019, the number of identified fleet vehicles in the hands of international leasing players doing business in Latin America rose 65% to 366,988, according to Fleet LatAm’s latest survey. Although multinationals teaming up with local companies is not the strategy for all suppliers in the region, it is the focus for many seeking to grow their business. Approximately half (48.54%) of the long-term vehicle leasing industry is in the hands of these alliances. Here are the main partnerships formed over the years and the number of vehicles under their management.
With its fleet size up 20.5% year-on-year, one of the key partnerships formed in the region involves an alliance between Europe and North America. It includes corporate mobility solutions company ALD Automotive from France and US-based vehicle leasing and management firm Wheels Inc. To enhance their local expertise, they have teamed up with Guatemala-based Arrend Leasing and Auto Corp from Argentina. Wheels also focuses on countries outside Latin America, like North America. Mike Masterson CEO of ALD International How important is Latin America for your company regarding leasing, fleet management and business mobility expansion? ALD Automotive has a direct presence in five countries in Latin America: Brazil, Chile, Colombia, Mexico and Peru. In addition to this, we have two commercial partnerships which extend this coverage with Auto Corp, for Argentina and Uruguay, and Arrend, covering 6 countries in Central America. Our strategy is to be in countries where our customers need us to be and in countries with scale and demand for our mobility services. Latin America consists of more than 30 countries and represents a significant fleet market which is developing quickly and resulting in a growing demand for our services. What are the two major trends impacting the Latin American fleet market and how (with what services and solutions) do you respond to this? Safety and connected cars (telematics) are high on the fleet agenda in Latin America. These two trends often go hand in hand, but this is particularly the case for our corporate clients with significant fleet for whom we are seeing a shift in policies and efforts to improve safety for their drivers. This includes updating car policies, higher levels of mandatory safety equipment in cars, increased awareness, driver training, telematics, close follow-up, etc. Today safety is high up on the agenda in any major corporate organisation and this is certainly the case in Latin America. At ALD Automotive, we are advising our customers with concrete actions to improve safety, e.g. with our global driving safety programme. As elsewhere in the global fleet industry, connected cars are also growing in importance in Latin America. Historically, the focus of connected cars in Latin American has been more on theft and geolocation. Today, however, cars are also becoming connected to bring down costs, to improve driver safety and to constantly use the data to ensure that our customers are mobile whenever and wherever they need to be. Do you see opportunities for expansion in Latin America? Today, ALD Automotive covers 13 countries with our commercial partners in Latin America. This means that there are almost 20 countries where our services are not yet available. Our first priority is to be where our customers need us and, in that respect, we are constantly evaluating requests for further expansion in the region. At the same time, we are witnessing consolidation in some Latin American countries and, where it makes sense from a customer perspective, we will look at opening additional countries in the region. We believe Latin America represents a huge opportunity for our ongoing global expansion.
Another alliance in Latin America involves the largest fleet management company in the United States, ARI, partnering up with two companies from opposite ends of the region. One is with ground transport group Corporaciรณn Zapata from Mexico of which local firm Ariza was formed, and the other is Ouro Verde from Brazil. The number of vehicles in the alliance has grown 40.1% since last year.

Latin America is strategic for us with a presence in three countries and subsidiaries showing great growth. And we would like to further develop on this continent. With Arval-Relsa Peru having just finalised a merger with former Renting Peru, it has become the market leader in this country. We observe that operational leasing is gaining popularity and companies are steadily moving away from the outright purchase model. The operational leasing market still has strong potential for growth. This market can adapt quickly to the new mobility trends and is also a hub for many innovative companies in this area, which can help us find new solutions for the market. What are the two major trends impacting the Latin American fleet market and how (with what services and solutions) do you respond to this? Companies are moving away from outright purchase, considering more the TCO perspective. Ownership is indeed quite important in Latin America and is also a cultural matter. This is probably due to high inflation periods in the past as seen today in Argentina and Venezuela. However, as early adopters, there is no doubt that the mobility ecosystem will bring significant disruption in Latin America and therefore we see it as an opportunity for us to enrich our value proposition to our clients. Local heroes serving regional fleets In Latin America, approximately half of the long-term vehicle fleets being operated in the region stem from local companies. Here is a breakdown of who is who in the region. Daniel Bland
C
onsidering the local knowledge in culture, taxation, legislation, and more, teaming up with a “local hero” is key for many multinationals seeking to expand their footprint in the region. However, as seen below, forming alliances is more common in some countries than others.
BRAZIL One of the most recent partnerships formed in Latin America is the one between Brazilian leasing and car rental company Unidas and international leasing and business mobility specialist Alphabet. “By collaborating, we are able to provide tailor-made business mobility solutions that fulfil the mobility demands of global enterprises located in Brazil,” says Unidas CEO Luis Fernando Porto. Unidas leads Brazil with a long-term fleet of some 85,000 vehicles, followed by Localiza Fleet solutions with 67,589. Among the other main players are Movida with 37,000 vehicles, LM Frotas with 23,000, Ouro Verde (22,000) in partnership with US-based ARI, Let’s (6,500), and Rodabens (3,000). These companies have a total fleet of 244,089 vehicles. Brazil is home to Latin America’s largest automobile fleet.
MEXICO In the region’s second largest automobile market, fleet management company Ariza (partnership between Mexico’s Corporación Zapata and ARI) has 22,000 vehicles, and another key player is TIP Mexico with 16,000. According to TIP Mexico CEO Mauricio Medina, one of the major trends impacting vehicle fleet and mobility in

the country is the use of technology to give intelligent data to fleet managers. “Connectivity will be the driving force for fleet operations in the future. OEMs are aware of this and they are focusing on developing connectivity tools for their customers,” says Mr. Medina. Other companies in Mexico are Integra Arrenda with 9,000 vehicles and Click Mobility with 3,385. Overall, these companies total 50,585 vehicles. Keep in mind, however, that a vast majority of the fleet in Mexico is operated by international vehicle leasing and mobility companies.
ARGENTINA In Latin America’s third largest vehicle fleet market, local firm RDA Renting (Arval alliance) manages some 11,000 vehicles and Auto Corp (ALD Automotive alliance) manages approximately 2,500 vehicles. “Due to economic setbacks and social challenges, there is a growing trend for global mobility solutions in Latin America,” says RDA CEO Arturo Simone. Yes, “We are also seeing an increase in demand for fleet management provided by global operators with comprehensive solutions,” adds Auto Corp CEO Alberto Velez.

Once this is done, technological developments aimed at detecting when and where problems can arise will be of great importance. We also need to improve access to shared mobility and facilitate vehicle rentals,” says Mareauto commercial manager Francisco Javier Fuentes. In Chile, some of the local players are Mitta (also operates Hertz Chile) with 13,000 vehicles, Salfa Rent with 12,000, Tattersal (partnership with Europcar) with 8,000, and Relsa (partnership with Arval) with 7,000. Peru is also set up with 5,800 vehicles from Relsa (partnership with Arval) and 3,500 vehicles from Renting SAC (partnership with Europcar), Ecuador with 2,500 from Mareauto, and Uruguay with 320 from RDA Renting. Auto Corp has also just started operating in Uruguay.
CENTRAL AMERICA Arrend Leasing (ALD Automotive alliance), is the main player in the region. Based out of Guatemala, it has 4,125 vehicles in the country. It also manages 624 in Honduras, 204 in El Salvador, 189 in Nicaragua, 152 in Panama, and 74 in Costa Rica.

Considering the main companies operating in Latin America (both local and multinational), according to a Fleet LatAm survey, the overall number of long-term fleet vehicles in 2019 increased 43.8% year-over-year to 758,770. Approximately 48% are managed solely by local companies.

r Palmen is responsible for approximately 7,500 vehicles throughout the Americas (except Venezuela) and Mr Arellano managers some 1,500 vehicles in Mexico. Although direct purchase is used for vehicle procurement in Argentina, Chile, Panama, Nicaragua and Costa Rica, leasing is the acquisition choice throughout the rest of Latin America. In this case study, we will primarily address leasing in Mexico, and a bit about Brazil.
Mexico In Mexico, 85% of Nestlé’s fleet is made up of tool cars (e.g. operational vehicles such as cars, trucks, and vans for salespeople and technicians) and the remaining 15% are benefit cars. Its leasing model is quite unique. While leasing companies usually face more vehicle depreciation risk in a traditional open-end lease, Nestlé buys - at a predefined price – nearly 90% of its cars at the end of leasing contracts. These vehicles are sold to Nestlé employees at a discounted price and, according to Mr Arellelo, it is an important benefit for workers in Mexico.
As the lessee already knows residual values, it has less risk and Nestlé benefits by getting prices that are similar to a closedend agreement. Brazil With 70% of Mexico’s fleet being hybrid, it is the pioneer of being environmentally friendly for Nestlé in Latin America and the company eventually intends to spread this policy to Brazil and other countries. However, being safe is of utmost importance for the company. For instance, “although not legally required in Brazil, we now have rear bumper cameras installed on all fleet vehicles,” says Mr Palmen. Another important factor in Brazil is the need for flexibility and individuality in vehicles. “We have a relatively dynamic pricing matrix in the country which caters to the idiosyncrasies of each driver. Vehicle leasing and fleet management group Arval-Relsa reaches an agreement to acquire operational leasing company CIB S.A.C. (Renting Peru) of the Bancolombia group, further strengthening its fleet leasing and management operations in Peru and Chile.

“O
ur personnel is our most valuable asset we have so we invest heavily in safety and protecting our employees,” SHEQ manager Alfredo Luna Leon told Fleet LatAm. The company’s success in accident reduction is highly due to the onboard technologies of international telematics company Mix Telematics and Mobileye Vision Technologies, an Intel company focused on vision-based advanced driver-assistance systems (ADAS) that provide warnings for collision prevention and mitigation.
“Our vehicles have two onboard cameras, one facing the cabin and the other facing the road.” Mix Telematics helps by identifying bad driving behaviour and taking appropriate actions before an accident occurs. Previously, the most common type of accidents the company faced were rear end collisions. However, it is now the third most common.

According to Mr Leon, the company’s most important KPI is driver behaviour. Drivers receive real time alerts for harsh braking, harsh acceleration, and speeding and with this, the company is informed with RAG (Red, Amber, Green) reports and other parameters. Drivers receive rankings and those with low rankings are set up with an improvement programme. In terms of the Mobileye technology, drivers receive real time pre-collision and lane departure alerts, and this allows them to take corrective actions and change their behaviour as they drive. “Our vehicles have two onboard cameras, one facing the cabin and the other facing the road. These are great tools for managing unwanted driver behaviour. Once identified, it is corrected through coaching sessions aimed at improving driver performance,” says Mr Leon. Linde’s fleet is also equipped with rear cameras and sensors to help reduce the incidence of accidents during manoeuvres in reverse, he added.

“Serving Latin America in the best possible way” Not long after offering services to its first customer in Latin America, multinational software solutions company Sofico decided to set up a regional hub in Mexico in 2017, something that Sander De Leersnyder was a part of from the beginning. Daniel Bland

r De Leersnyder, who now leads the Latin America team out of Puebla, Mexico had a brief talk with Fleet LatAm in late November (2019), shedding light on the company’s plans in Latin America and the ongoing trends expected throughout the region. FleetLatAm: How did Sofico first start in Latin America? S. De Leersnyder: After starting with our first client in Mexico - Volkswagen Financial Services - in 2016, we decided to open up an office in 2017. Located in the city of Puebla, it now serves as a hub to support customers throughout the entire region. This office is part of Sofico Global’s strategy to get geographically closer to its customers. FleetLatAm: Why are you focusing on Latin America? S. De Leersnyder: In terms of fleet leasing, Latin America is not very mature in comparison to Europe. For instance, our clients which are leasing and automotive financial services companies, mainly serve the retail market. Moreover, when it comes to those that do work with fleet, they mainly focus on big multinational companies. As such, we see that there is a lot of opportunity in the region for our clients to serve small to mid-size companies (SMEs) and this is what puts us in a good position. What we can do for our clients is help them make the move from retail to fleet. FleetLatAm: Could you explain how Sofico helps with this transition? S. De Leersnyder: Sure, through Sofico Miles. It is our ERP package aimed at facilitating leasing companies by managing their contract portfolio. It helps our clients manage leasing contracts, credit scoring, invoicing, maintenance, fuel usage, telematics, accounting, remarketing, and much more. Basically, it is a full package that helps to facilitate their entire business, whether that be fleet, retail or wholesale. In the majority of the cases, it actually ends up being the central system used within the IT landscape of our customers.

FleetLatAm: What are the trends you see in Latin America right now? S. De Leersnyder: As mentioned, one trend is the growing fleet and leasing market in Latin America. We see this as a benefit for companies throughout the region and the trend will continue as long as our clients keep telling their own customers of the benefits of this service. There are some trends going on in Europe such as subscription services, corporate car-sharing schemes, multi-modal solutions and others which are also creating a lot of buzz in Latin America. However, from what I know, they have yet to really hit the region. Sofico will be keeping an eye on these trends so that when they really start to penetrate Latin America, we will be ready to serve the industry. FleetLatAm: Any words of wisdom for our readers making their way into 2020? S. De Leersnyder: Mobility-as-a service (MaaS) is a very big concept with vast amounts of offerings so be informed as to what is going on. When a new idea hits the market, it can move very quickly in Latin America, and you’ll want to be one of the first at the table to grab a piece of the pie.

Waiting for the fleet market to turn around Argentina, Latin America’s third largest automobile producer has been going through a rough patch since last year, but things just may be starting to turn around. Daniel Bland
Along with Brazil and Mexico, Argentina is one of the Big Three vehicle producing countries.
I
n July, production was down 47.8% year-over-year but only down 9.5% compared to June. In the same comparison, exports were down 21.5% year-over-year but up 14.4% compared to June and wholesale unit sales were down 15.8% year-over-year but up 7.5% compared to June. Argentina is home to some 14 million vehicles (one in four people). Approximately 85% are passenger cars and pickups, 11% are light commercial vehicles, and 4% are heavy commercial vehicles such as trucks and buses. The average age of the national fleet is 11.6 years and the VAT rate is 19%. Inflation impacting sales Despite the slow turnaround, the country has been seeing sales losses since 2018 amidst high inflation and rising interest rates. Besides experiencing a 10.9% drop to 802,992 units that year, performance in the first semester of 2019 was still lacking. Leaders in the challenging market are Volkswagen, Renault, and Chevrolet. Regarding corporate fleet, some 585,000 vehicles make up the national car park. And with fleet representing some 10% of the market, approximately 80,000 corporate vehicles were registered in 2018.

The most popular commercial vehicle brands are Toyota, Volkswagen, Renault, Chevrolet, and Ford, and the best-selling models are Toyota Hilux, Volkswagen Amarok, Renault Kangoo, Ford Ranger, and Peugeot Partner. Argentina, along with Brazil and Mexico, make up the Big Three vehicle producing countries in the region. Besides its network of dealers, some of the main vehicle renting and leasing providers are Edenred, RDA Renting, and Auto Corp. “Our ocean will always have waves and it is not easy for every surfer. To assure success, industry players need to make longterm plans, understand local markets extremely well, and have the right teams in each location, says RDA Renting CEO Arturo Simone. As for the economy, while inflation is 54.6%, prime interest rate is 72%, and unemployment 10.6% (2H19), the price of petrol (US$0.84 per liter) is one of the lowest in Latin America. Argentina’s 44.8 million inhabitants produce a GDP of US$519 billion, equivalent to some US$11,585 per capita.

n 4Q19, fuel averaged US$1.06 per liter while its popular counterpart, ethanol (70% efficiency), was US$0.60/l. In Brazil, approximately 80% of new cars circulating on streets are flex-fuel, meaning they accept both petrol and sugarcane-based ethanol.
Regarding fleet sales (up 23% in 1H19 y-o-y), the best-selling brand was Chevrolet, followed however by Fiat, Volkswagen, Ford, and Renault. While the top selling model was Chevrolet Onix with 51,076 units sold, other models that did well were Fiat Strada, Volkswagen Gol, Jeep Renegade, and Ford Ka.
Approximately 56 million cars are on Brazilian streets (one in four residents), the largest national fleet in Latin America. In 2018, a total of 2.17 million new cars and LCVs were registered, up 13.7% year-on-year. The average VAT in the country is 17%.
Approximately 6,967 Fenabrave (local automobile distribution federation) dealerships are in the country. A vast majority of them are in the state of SĂŁo Paulo, Minas Gerais, Rio Grande do Sul, Parana, and Santa Catarina.
Financing up amidst falling interest rates One way to purchase a vehicle is through financing, something that has been on the rise since 2018 in the wake of the falling Selic benchmark interest rate. In September 2019, the rate fell to 5.5%.
The largest vehicle leasing and renting firms are also headquartered in the region, being local firms Localiza, Unidas, and Movida, as well as multinationals ALD Automotive, Arval, and Leaseplan.
Those capitalising on this opportunity are GM (mostly Chevrolet) which led sales with 433,955 units leaving showrooms (17.6% market share) in 2018, followed by Volkswagen, Fiat, Ford, and Renault.
As for hybrids and electric vehicles, they are slowly coming to the market but their high sticker price is hindering sales. In 2018, hybrid sales neared 3,000 but only about 200 were full-electric. Finally, in terms of its economy, Brazil and its 211 million inhabitants currently put out a GDP of some US$1.87 trillion or US$8,863 per capita. Its inflation, benchmark interest rate, and unemployment are 2.89%, 5.5%, and 11.8% respectively (2H19).

ith an average price per liter of US$1.17, Chile has some of the most expensive petrol in Latin America. However, with all these brands at hand, finding a cost-effective model that is right for your fleet will likely be easier to come by than in neighbouring countries. Chile, which has some 5.38 million vehicles (one in four inhabitants), saw 417,354 new vehicle sales in 2018, an increase of 15% year-over-year. Of these, 197 were electric vehicles. Multitude of models Boasting some of the most free-trade agreements in the world, Chile has some 90 car brands coming from 27 countries, a great opportunity for a customised fleet. Supported by import agencies, car dealerships, and car rental and leasing companies, among the latter are Hertz, Europcar, Arval-Relsa, Salfa, ALD Automotive, and Gama Leasing. During the first nine months of 2019, the best-selling brand was Chevrolet which averaged just under 3,000 units per month, followed by Kia, Suzuki, Hyundai, and Nissan. While two of the most popular cars in the country are Chevrolet Sail and Kia Rio, pickups such as the Mitsubishi L200 and Toyota Hilux also sell well. The country’s VAT rate is 19%.

Regarding fleet sales, only about 7% of the vehicles acquired domestically are for corporate use. Commercial vehicles such as LCVs and Pickups, however, account for more than a quarter of all vehicles imported. Besides the aforementioned pickups, among the popular corporate vehicles are LCVs such as Peugeot Partner, Kia Frontier, and Citroën Berlingo, but also Hyundai Tucson and Toyota RAV4 SUVs as well as Volvo S6 and Audi A4 sedans. One of the recent focuses of the federal government is to make the country greener. The ministries of energy & transportation, telecommunications, and environment have recently come together to develop the country’s National Electromobility Strategy. This initiative aims to ensure that 40% of private vehicles and 100% of public transportation vehicles are electric by 2050. It also seeks to reduce energy demand by 20%, as well as mitigate greenhouse gases. Chile has 19 million inhabitants yielding a GDP of US$298 billion or US$15,682 per capita. Its inflation is 2.1%, benchmark interest rate 2%, and unemployment is 7.2% (2H19).

olombia has around 5.8 million cars or approximately one per nine inhabitants. In the latest annual sales report (2018), 252,052 vehicles were sold (up 7.6% year-overyear) and at least 663 were electric vehicles (EV). The VAT rate in the country is 19%.
As Colombia’s corporate fleet is estimated at 15% of the total car park, approximately 825,000 fleet vehicles are in the country. Among the most popular brands are Chevrolet, Renault, Mazda, Toyota, and Nissan. And for taxis, they are Kia, Hyundai, Chevrolet, Renault, and FAW.
Chevrolet led sales with 49,874 units (down 2.6% year-on-year), followed by Renault, Nissan, Mazda, and Kia which were all up for the year. In August 2019, the country hit a monthly record, selling 23,306 vehicles, led by Volkswagen, Renault, and Suzuki.
The top-selling fleet models in the country are Chevrolet Spark, Chevrolet Sail, Kia Picanto, Renault Logan, and Renault Duster. In 2018, A total of 3,865 were taxis and 751 microbuses were sold.
Electrification on the rise Although petrol in Colombia is approximately US$0.72 per liter, among the cheapest in the Americas, nearly 23,000 electrified vehicles were sold in the first semester of 2019, a vast majority being hybrids. A push for more recharging infrastructure and affordable vehicles is needed, however.
Besides the 750 car dealerships in Colombia, among the main rent-a-car and vehicle leasing providers are Renting Colombia, Localiza Fleet Solutions, Avis (under local operator Mareauto), and ALD Automotive.
Currently, approximately 55 recharging stations are in Bogota and less than 10 in Medellin. With populations of 7.18 million and 2.55 million respectively, this could pose a challenge, but also opens up opportunities.

The growing EV fleet Despite representing less than 1% of Mexico’s new car sales, the country leads Latin America in electric vehicles (EV) and hybrid sales, mostly due to activity in Mexico City. Daniel Bland
Sales of EVs are growing but still low in Mexico, in part due to uncertainties in US-Mexican trade relations.
T
his may be a good thing as the country’s per liter price of petrol (4Q19) is US$1.06, slightly lower than the world average of US$1.10 but significantly higher than its neighbour to the north, the United States which averages US$0.79 per liter (US$2.98 per gallon). Following the growing popularity of non-plugin hybrids such as the Toyota Prius, several other hybrids (both plug-in and nonplug-in) and full electric vehicles are coming into the market. In July 2019, a total of 2,068 electrified vehicles were sold, up 66.9% year-over-year, being 12 electric, 78 plug-in hybrids, and 1,978 hybrids. In January-July, sales rose 1.66% to 12,408 units, mostly due to the performance in Mexico City, but also accredited to Mexico state and Jalisco. Overall sales still down Despite the growth in electrification, attempts to increase overall sales has been a challenge for at least two years partially due to uncertainties in US-Mexico trade relations. In 2018, sales were down 7% year-over-year to 1.42 million units, an ongoing decline which began in June of 2017. About 1,785 were electrified vehicles.

Overall, 47.8 million cars (including passenger vehicles, pickups, LCVs, trucks, and motorcycles) are in Mexico (one in three inhabitants), the second largest national fleet in Latin America. The VAT rate in the country is 16%. Nissan led the overall market with 312,034 units sold, followed by General Motors, Volkswagen, Toyota, and Kia. Only Toyota and Kia showed upticks year-over-year. Light passenger cars represented 60% of the total with light commercial vehicles making up the rest. As for corporate fleet (light passenger vehicles and pickups), it is estimated at 3 million cars or 10% of the total market. Most of the fleet is made up of Volkswagen, Nissan, and General Motors (mainly Chevrolet). The country has some 3,000 new car dealerships and its main fleet vehicle suppliers are Ariza, Element, Volkswagen Financial Services, TIP Mexico, ALD Automotive, and Leaseplan. Mexico and its 130 million inhabitants generate a GDP of some US$1.22 trillion or US$9,457 per capita. While its inflation is 3.8%, the country’s benchmark interest rate is 8.0% and unemployment is 3.7% (2H19).
