HISTORY OF RANDOLPH COUNTY
How Randolph County Began..... Randolph County, Indiana, is a largely-rural county, located on Indiana’s eastern border. Randolph County is a place with a long and unique history. This history continues to shape the community’s values and way of life. Just two years after Indiana became America’s 19th state, Randolph County was born. The first settlers in what became Randolph County were the Thomas Parker family, Quakers from Carolina, who arrived in 1814. The General Assembly authorized the formation of Randolph County in 1818, naming it for the North Carolina home of many of the area’s Quaker settlers. Five early settlers donated land for a county seat in 1818. Winchester, almost certainly

named for Winchester, Virginia, was platted upon the site the same year. Originally, Randolph County was much bigger than it is today, extending to the Michigan
ry is distinguished by its embrace of abolitionism. Union Literary Institute, a racially-integrated school near Spartanburg, was established in 1845. The county was home to three distinct settlements of free African-Americans, and the county was an important part of the Underground Railroad. The period immediately before and just after the Civil War brought prosperity to Randolph County. Railroads created or revived all of the county’s other important towns: Farmland, Losantville, Lynn, Modoc, Parker City, Ridgeville, Saratoga, and Union boundary. In fact, the plat for the City. were dominated by auto parts manufacturing. These activities remain important today. Since Indiana was a political swing state during the Gilded Age, as a reliably Republican county, Randolph County took on new importance. Between 1850 and 1930, Randolph County produced one U. S. Senator, one Congressman, two Governors, one Lieutenant Governor, three Indiana Secretaries of State, and one Superintendent of Public Instruction. The best known of the county’s political leaders were Governor James P. Goodrich, who served from 1917 until 1921, and U. S. Senator James E. Watson, who served from 1916 until 1933. Watson served as U. S. Senate Majority Leader from 1929 until 1933. Two of the county’s most endur-
ing symbols, the third Courthouse (1876) and the Soldiers’ Monument (1892), were built during the last half of the nineteenth century. Urbanization has contributed to gradual decline in the county’s rural population for over a century. One answer to this decline was the “Country Life Movement,” typified in Randolph County by the movement toward consolidation of one-room schools into rural consolidated high schools. Randolph County led the nation in this movement for a decade under the leadership of County Superintendent Lee L. Driver, who was dubbed the “greatest exponent of the movement” by Boston’s Journal of Education in 1933. Like many other rural counties in the Midwest, Randolph County

has suffered through economic hardship and industrial decline in recent decades. Within the last twenty-five years, renewed activities in economic development, tourism, historic preservation, and cultural attractions have brought new life to Randolph County, which remains proud of its past and hopeful about its future.

Winchester is the county seat of Randolph County and home to the famous Mrs. Wick's Pies and the legendary Winchester Speedway. When the state of Indiana named the Sugar Cream as the state pie, it also named Winchester as its pie capital. The Winchester Speedway has pulled in big names in racing since the early 1900’s. A focal point of the downtown area is the historic Randolph County Courthouse and the Civil War memorial built in 1890, both of which are listed on the National Register of Historic Places. Few can visit the city without stopping by SilverTowne, a showcase of rare coins, collectibles and jewelry, or the impressive Stone Mansion near downtown Winchester. Nestled within a rural setting, Winchester offers roadside markets with fresh local products for the picking. While in Winchester stop in at the Fountain Park Cemetery, where we are honored to be the final resting place for two Indiana Governors. The cemetery has taken great strides in promoting the history of the cemetery and takes pride in the preservation of the cemetery’s appearance.
The sounds of music can often be heard coming from the Farmland Community Center, situated within walking distance from any side of this growing community. Young and old alike are drawn to a variety of events and attractions held at the center and frequently hosted by Historic Farmland USA. The town boasts an extremely low crime rate and a police force made up with officers who have grown up in the community they proudly call home. A constant presence in Farmland is the Volunteer Fire Department, which sponsors a variety of events from Easter Egg Hunts to the annual Fire Prevention Day in October.

Long-time residents of Lynn have lived through some major changes in this community located in southern Randolph County, especially after a spring 1989 tornado destroyed many homes and businesses. This tight-knit community, situated at the crossroads of US 27 and US 36, has always supported local businesses and events. A major attraction in Lynn each year is the Lynn Lions’ Club Fair, held in September. Fair events include a tractor pull, a rodeo, kid olympics, pony rides, a pie baking contest and much more. Full time police protection and a volunteer fire department help citizens feel safe in case of fire or other emergencies.
If you combine America’s favorite pastime of baseball, respect for our country’s servicemen in arms and a deep commitment to community, you will have Parker City, Indiana. From Easter Egg hunts to hay rides and a single red rose given to each of the senior ladies on St. Valentines Day, the community’s youngest and oldest are forever in their hearts. A focal point of this small community in western Randolph County is the Parker City Park and Little League Ball Diamonds. Just east of the ball diamonds is the Armed Forces Memorial erected in 2011 in honor of the country’s veterans and active service members.

With a population of less than 200 people, Modoc, is one of, if not the smallest communities in Randolph County. Situated at the intersection of State Road 1 and US 36 in Union Township, the community has all of the characteristics of small town living with its rural setting and great school system. Snuggled deep in the countryside, recreational fun is just around the corner as Modoc is home to Kamp Modoc Family Campground & Play Lake. The campground offers overnight camping and lakefront cabins, fishing, a large kid zone play area, swimming and even a golf course.
Losantville
Honoring those in the military is just part of life in the town of Ridgeville. A focal point of this small community in northern Randolph County are the flags representing each branch of military. The residents of Ridgeville are quite proud of the fact that Ridgeville was the first community to erect the flags in honor of the men and women who serve in country’s armed forces. The Ridgeville American Legion has always been a strong force in the town and works closely with local churches and other community organizations, such as the Ridgeville Busy Homemakers Club. If you ask any longtime resident about Ridgeville, most will tell you that it’s a community that pulls together and acts as one, no matter what a person’s race or religion is.
Losantville Post Office
Losantville was first known as Hunts Cross Roads, and under the latter name was platted in 1851. The present name is derived from Losantville, an early name for Cincinnati. A post office called Losantville has been in operation since 1854. Losantville is the birthplace of former major league baseball player Claude Berry, a catcher for the Chicago White Sox, Philadelphia A’s and Pittsburgh Rebels from 1904 through 1915. He had a lifetime batting average of .219.

If you prefer the small-town life, Union City doesn’t disappoint. There’s a strong sense of community and newcomers don’t stay strangers for long. The city has been described as a friendly and safe place to raise children and even walk pets. It’s home to P.A.W.S. (Pets Are Worth Saving) Animal Rescue & Shelter and a great number of volunteers. The community is a known hub for the arts and historic preservation. The Art Association of Randolph County is housed in a renovated historic railroad depot building, now known as the Arts Depot. Events ranging from jazz to bluegrass concerts, drama to dance, art classes to art shows, poetry readings to photography displays bring in scores of visitors to this community

The road leading to the small rural community of Saratoga is mostly farm land with a number of homes lining the countryside. The town basically consists of two stop signs, two churches and one service station with a population of about 254 people. Some townsfolk will tell a story of how the town presumably got its name. According to the tale, workers from the railroad would often gather together while completing work on the railroad in the mid-1800s. A young girl named Sara Warren, who loved to bake cookies, would often bring a basket of the baked goods for the railroad workers. Sara was known to wear a toga that covered her head and shoulders. It was that toga the workers would watch for as she walked over the hill towards the workers. “Here comes Sara’s toga,” is what the workers became accustomed to saying. The town was platted Saratoga in 1875.

andolph County is home to five public school corporations, one family-run Christian school and a virtual academy school which is part of the Union School Corp. Based on the 2017 Indiana Department of Education enrollment figures, there are 4,292 students enrolled in Randolph County’s public schools, which excludes more than 1,000 students who are enrolled in Union’s virtual school.
Randolph Central
The largest public school district in Randolph County, Randolph Central serves students in Franklin, Ward, and White River Townships and includes the City of Winchester and the towns of Ridgeville and Saratoga. The corporation was organized in 1962. Currently the district includes one high school, Winchester Community High School, one middle school, Lee L. Driver Middle School, and three elementary schools, Oscar R. Baker School, Willard School, and Deerfield School. In recent years the Middle School and High School were combined to create a new campus. Corporation enrollment: 1,545

Monroe Central
Monroe Central School Corporation, formed in 1956, is a consolidation of Green, Stoney Creek, Parker, and Farmland schools. For two school years after the consolidation, all four schools continued to serve grades one to 12 as they had in the past. In the fall of 1958, grades seven through 12 from Stoney Creek School attended Farmland. Green and Stoney Creek schools continued as elementary schools, until the fall of 1961, when Green School was phased out. The junior-senior high school building has expanded to include the new Millennium Wing that contains several new classrooms and a large meeting room. There is also a new auxiliary gym that continues to meet the needs of all our athletic programs. Corporation enrollment: 1,072
Randolph Southern School Corporation is located in southern Randolph County in the town of Lynn, Indiana. The school corporation consists of one Jr. high/high school (grades 7-12) connected to the elementary school (grades K-6) to form one building complex. The high school was built in 1964 and combined Lynn High School and Spartanburg High School. The elementary construction was finished in 1991 after the old elementary school was destroyed by a tornado in March of 1986. A memorial plaque now sits on the site where the old high school and elementary school provided so many warm memories of school days past. Corporation enrollment: 525

Union School
Randolph Eastern School Corporation serves as the school corporation for three schools – Union City Jr.-Sr. High School, and North Side Elementary. The corporation serves Union City, Indiana and surrounding rural areas, primarily in Wayne and Jackson Townships. The current high school building was built in 1957, and 1958 saw the first graduation after consolidation with Wayne School.
Union School Corporation is a small, rural school in Randolph County, Indiana. It was formed in 1952 after the closing of three small high schools: Modoc High School, Losantville High School, and Huntsville High School. For the first five years, students attended the old Modoc High School. In 1957, the new building was finished, and all students were relocated to the new building. In 1968, an addition was completed allowing Blountsville School, which housed grades 1-8, to be closed and consolidated with Union. In 2002, the building was renovated into the facility it is today. Union School Corporation has 255 students in grades K-12. Our students are able to build great relationships with their peers and faculty members. Union also offers a virtual school alternative which has tripled its enrollment, growing it to nearly 1,000 students. More than 800 of those students learn exclusively through the fully state funded virtual education program. Corporation enrollment: 256

Freedom Christian Academy The School motto is “EVERYBODY IS SOMEBODY AT MV SCHOOLs.” Mississinawa Valley School District is an innovative and passionate community of learners where excellence and leadership create an inviting and engaging student and family experience. Located on the Ohio side of Union City past notables of the school include Curtis Enis, former NFL running back and Chris Hawkey, radio and music personality.
Maxville Church/Freedom Academy Freedom Christian Academy at Maxville Christian Church was founded in the mid-1970’s by teacher and school administrator The Rev. Jerry Brumfield after a disagreement regarding his daughter’s public school education. His wife, Sue Brumfield, said the school was named in 1976 in honor of the United States’ 200th birthday. The school came to fruition in the fall of 1977.

our rural communities. The Randolph County Historical Society Museum is at 416 Meridian Street in Winchester in a beautiful home built in 1858 by Carey Goodrich. The museum houses a large collection of Randolph County historical items including relics from some of Randolph

both a library and a museum. The lower level of the Lynn library has exhibits of Native American relics as well as artifacts from the original settlers to the area and early American wars. The Lynn Library and Historical Museum can be found 107 North Main Street in Lynn, Indiana. Ridgeville, Indiana also has a library that serves as a museum. Set in downtown Ridgeville at 308 North Walnut, the museum’s collection includes photographs produced from glass negatives as well as

collections from some of Ridgeville’s most famous residents. On the edge of town is the old cemetery that has burials from as far back as 1860. For those interested in learning more about Native Americans, the Windsor Mound in Windsor, Indiana is a fascinating sight. The large oval mound covers more than an acre of land. This mound is a 2,000-yearold Adena burial plot. Just south of Winchester on Highway 27, one can find another historical site with an atmosphere of mystery and terror. The Randolph
County Infirmary, also known as the Randolph County Asylum, was built in 1899 following a fire that destroyed the original building. The facility was used as a Poor House in its earliest days and became a home for the poor, the indigent, and the infirm. The Infirmary offers historical guided tours as well as overnight paranormal investigations. The charm of historic downtown districts is alive and well in Farmland, Union City, and Winchester. and where local artists can showcase and sell their work. In Winchester, The Randolph County Courthouse, in downtown Winchester, is the central building on the historic downtown area and town square. Built in 1875, this beautiful building and the surrounding grounds are used by the community during events and features the second tallest War Memorial in Indiana to commemorate World War I, alongside a World War II era tank. Ground has been broken on the South Lawn for the Bicentennial Plaza which will open this summer. The historic Winchester Speedway is a paved track known as the “World’s Fastest 1/2
Mile.” Built in 1914 by Frank Funk, the track opened in 1916 and has ran races ever since. Its 37-degree banking is one of the steepest in motorsports and is the steepest currently active in the United States today. The Old Timers Weekend at the track is always popular. The annual Winchester 400 runs in October and is a three-day event that attracts teams and race fans alike. In a further display of pride, the Randolph County Quilt Barn Ramble features over 45 barn quilts that decorate barns across the county. The quilts are a tribute to Randolph County’s agricultural heritage and were painted in designs
that display the history of the quilt making tradition. The Circle X Ranch in Winchester has members who display ponies and horses in 4H and is a place for area horsemen to show off their skills during events and performances. Those looking to enjoy the local flavor should stop in at Mrs. Wick’s Pies in Winchester, where they can tour the world class pie manufacturer and then step across the street to sample the fare at their restaurant, featuring hometown country favorites and, of course, Mrs. Wick’s famous pies. The Ghyslain Chocolatier in Union City offers delicious gourmet chocolates, European pastries, gelato, and artisan breads for the enjoyment of those with a sweet tooth. For those whose tastes are more refined, Wilson’s Winery has a nice selection of local

wines for every palette. The winery also partners with the Randolph Cancer Society to present the annual Hip Sips Concert in August to benefit cancer services in the county. The winery is located on Indian Trail Road in Modoc. The annual Light and Flights event at the Randolph County Airport lets visitors get a bird’s eye view of the Christmas lights that set the county ablaze. This annual two-night event supports the PAWS animal shelter in Union City and is a breathtaking sight to behold. The Hummel’s Drivein in Winchester, Indiana is a great place to kick back and enjoy a movie and all the nostalgic memories of a simpler time. And for those who prefer to watch their movies under a roof, the Towne Square Cinema, also in Winchester, is a comfortable space in the downtown shopping district.

Take a short drive to the west of Randolph County and you will come across the college town of Muncie, Indiana. Home to the college that David Lettermen attended, Ball State, Muncie has much more to offer besides a great college education. Muncie has been blessed with the philanthropic work of the Ball Family. The Ball brothers were five American industrialists and philanthropists, who established a manufacturing business in New York and Indiana in the 1880’s that was renamed the

But if you look hard enough you can find a club where the common core may be about religious studies, book clubs, garden clubs, or like the WCCPC, who help organize special events. culture. The fairgrounds and indoor facilities host a variety of competitions, gatherings, and trade shows. One event celebrated each April is Ag Days. This a event features a variety of exhibits, a farm petting zoo, a kiddie tractor pull, and a charity auction. The county-wide 4-H Fair begins the third Saturday of July each year. They are filled with livestock shows and exhibits of projects. Kids work year-long on various projects including the animals, crafts, and showmanship.

Indiana Convention and Tourism Bureau as well as the Randolph County Economic Development Corporation. Both of these organizations believe that Randolph County is a place where businesses find the resources, infrastructure, and skilled workforce needed to succeed. The REDC is a county wide public/private partnership that has served the economic development needs of Randolph County, Indiana, since 1986. The Tourism Bureau was formed in March 2007 as part of the Randolph County Community and Economic Development Foundation. The RCCVB and REDC work closely together and with the community in order to improve the quality of life for its residents and to bring wealth into the county. Nurturing a place people want to visit goes hand

in hand with nurturing a place people want to live. Another local resource is the Community Foundation of Randolph County. The Community Foundation’s work falls into three major categories: grant-making, donor service, and community convening. Through its scholarship and grant programs, the Community Foundation makes it possible for charitable organizations and students to stretch themselves to improve their own lives and the community as a whole. These dollars are not available anywhere else in the community. We are vital to these groups and individuals.
