IGERIA naira weakened to an all-time low of 334.50 against the dollar on the interbank market on Wednesday, a day after the central bank hiked interest rates to try to lure foreign investors back into local assets, traders said. According to Reuters, the naira fell 5.8 per cent on Wednesday from its opening rate, and $10 million was traded at the new record low. Traders said investors were pushing the currency lower to test the limit of how far it can fall, given a spread of almost 12 per cent between the official and black market naira rates. Although the local currency at the spot market berthed at N330.12 at the official closure of the interbank market, some traders speculated that there was extended trade which saw the naira closing at N334 to the dollar. According to dealers, $10 million was traded at the new record low, even as investors were pushing the currency lower to test the limit of how far it can fall, given a spread of almost 12 percent between the official and black market naira rates. The Nigerian currency opened at N377 and closed at N378 against the dollar by Wednesday afternoon, a rate it had maintained for two days running. The naira weakened further against the Pound

MINISTER of State for Aviation, Hadi Sirikka on Wednesday disclosed plans by the Federal Government to build a second run-way at the Nnamdi Awikwe International Airport Abuja through private public partnership (PPP) funding. Sirika listed some of the partners in the deal to include CCECC, Julius Berger, Dantata and Sawoe, CRCC and Reynolds. The minister who spoke while inspecting the runway constructed in 1982 and designed to last only 20 years has not been repaired in the last 14 years leading to the failure of most part of its portions however, declined to put a figure on the cost of the contract, stating that discussions were still ongoing with the Ministry of Finance and “the contractors would also have to come up with their own quotation before we can say how much it will cost”

NIGERIA and Iran have agreed to forge stronger trade partnership that would promote bilateral trade between both countries. HE allegation of 2016 budget padding rocking the House of Representatives took a new dimension on Wednesday, as the Speaker, Honourable Yakubu Dogara, gave a seven-day ultimatum to the former chairman, House Committee on Appropriation, Honourable Abdulmumin Jibrin, to tender an unreserved apology to him and retract all allegations made against him or face legal action. The Speaker, in a statement issued by his Special Adviser on Media and Public Affairs, Mr Turaki Hassan, noted that the demand for apology and retraction was contained in a letter written and addressed to the former chairman by Professor Joash Ojo Amupitan (SAN) & Co. According to the statement, the formal letter to Honourable Jibrin was signed by Professor Joash Amupitan, who is the principal partner of the firm. The letter, entitled: “Request for a retraction and an apology of a libelous press statement issued by you on Monday, July 25, 2016”, noted that the claims of the former appropriations chairman, who was removed for padding the budget and other actions that the Speaker is corrupt and abuses his office is aimed at tarnishing his image at home and abroad and is a clear case of libel. “The attention of our client has been drawn to a libelous press statement you issued on Monday, July 25, 2016 which was made available to members of the press (print and electronic media) entitled: ‘The corrupt Speaker Yakubu Dogara and his 3-man cabal.’ “The personal references are obviously directed at our client and amount to a very
serious libel. “By the said publication and without putting to the public any shred of evidence, our client is portrayed as a criminal, corrupt, dishonest, fraudulent, dishonourable and unfit to hold the position of Speaker of House of Representatives. “Our client’s reputation has further been brought down in the estimation of right thinking members of the society and he has been thrown into public opprobrium, odium, scorn and ridicule. “Consequently, we consider your publication on the matter as not only libelous, but made in bad faith; an act of vendetta owing to your recent removal as the chairman, House Committee on Appropriation. “The said publication is also aimed at causing disaffection between Nigerians and members of the House of Representatives. “Sequel to the above, we have to request you to submit immediately to us a clear and unqualified apology and retraction of the publication in an equally conspicuous position in all the print and electronic media where the publication appeared. “Take notice that in the event of your failure/refusal to comply with the above mentioned demands within seven days of your receipt of this letter, we have further instructions to institute a suit against you in a court of law. “If we have to pursue this course, we shall be claiming aggravated and exemplary damages,” the statement read. Meanwhile, constituents of the Deputy Speaker of the House of Representatives, Honourable Lasun Yusuf, on Wednesday, rose in his defence, describing claims of Jibrin as unfounded and frivolous. They described his accusation as baseless, contending that it depicted naivety and
lacked competence on the part of Jibrin. Addressing a press conference at an event signaling the kick-off construction works on Osogbo-Ifon-Oyo Boundary Road, which is one of the constituency projects listed in 2016 budget, the Special Adviser on Political Affairs to the Deputy Speaker, Mr Rotimi Badmus, said the allegation of budget padding against the principal officers of the House of Representatives was borne out of mischief. He maintained that the allegation was a product of a naive mind, stressing that all the projects the lawmaker listed in the 2016 budget were as a result of wide consultations with both Osun State government and the constituents of Osogbo/ Olorunda/Ifon/ Irepodun Federal Constituency.

The Pan Yoruba sociopolitical group, Afenifere, on Wednesday, described the issue of budget padding by the leadership of the House of Representatives as a shame to the nation’s democracy and an attempt to defraud the masses. The group, which stated this after its meeting in Akure, the Ondo State capital, noted that the scandal at the lower house over the padding of 2016 budget had rubbished the anti-corruption war and campaign of the Federal Government. Publicity Secretary of the Yoruba foremost group, Yinka Odumakin, while reading the group’s communiqué, said the revelation over the budget padding had shown that despite the ongoing anti-corruption war, Nigerian leaders still had the courage to perpetrate and engage in corrupt activities. Afenifere also called on the Federal Government to find a lasting solution to the economic hardship facing the people of the country, noting that hardship had created a terminal crisis, with
almost all the states of the nation not able to pay salaries for months. Turkey’s failed coup and its fallouts
T
HE European Union (EU) has expressed concern about the introduction of emergency measures and the continuing detention of thousands of perceived military collaborators in the wake of the recent failed attempt by a segment of the Army to take over the government of Turkey. President Recep Tayyip Erdogan’s government has argued that it needs the emergency powers in order to go after and rid all government institutions of the influence of anti-democratic elements who must have supported the coup attempt. But there are suspicions that the government is using the failed coup attempt to further silence its opponents and impose a more draconian rule on the country. Given that the government has said it has purged and perhaps detained more than 50, 000 people as part of its post-coup activities, it is difficult not to read some level of deliberateness into the current purge. Indeed, the EU is of the opinion that the wide and massive nature of the purge gives a sense that this was pre-planned, suggesting that the government already had some lists to be used at certain stages. This would look like a credible position given that the government has spoken of the purge of more than 21, 000 teachers and over 15, 000 Education Ministry staff and it would be interesting to know how the government and its intelligence agencies are able to compile the names of thousands to be purged within such a short time even when they were caught unawares by the coup attempt. To be sure, the Turkish government is right in being against the failed attempt by the military to take over the government illegally as this would be a violent disruption of the country’s democratic processes. The reality in the world is that in spite of the known weaknesses of the democratic system of government, it is still the preferable option that affords the people a measure of interest and control of the processes of governance. The military would be going against the people to have imposed their own rule on the country, as there is no provision for the people in a military government. The people were, therefore, right to have opposed and resisted the military take over of the government, and this courageous position by the people ought to have bolstered the interest and conviction of the Erdogan government in the superiority of democratic ideals and conditioned its reaction in the aftermath of the failed coup attempt.
There had been complaints about the undemocratic tilting of the Erdogan government towards a more Islamic country in spite of its famed guarantee of secularity. And some minority groups have also voiced allegations about the tyranny of the majority in the way opposition voices are treated in Turkey. These are legitimate concerns that should have engaged the attention of the government even as it seeks to remove the plank for such military adventure in the future. The people of Turkey have shown their preference for democracy the way they stoutly defended the government against the military adventurers. Yet, it has to be recognised that the people who took to the streets against the coup included opponents of President Erdogan who still felt compelled to defend his government. This represented the ultimate justification of democracy in Turkey and should ensure that the government functions for all the people and not just its supporters. The current purge by the Erdogan government gives the impression that Turkish democracy would be for only the government’s supporters. This is not just unfortunate, but sends the wrong signals about further divisions and polarisation in the country. When divisions are concretised instead of being addressed, tensions continue, and provide the basis for further instability. Indeed, the current steps by the Erdogan government would smack more of militarisation as people are not afforded the advantage of basic human rights processes before they are lumped with those to be purged. This is another form of militarisation. Yet, it would be absurd to use militarisation as the response to the failed military coup. The Turks would not have risked their lives on the streets to resist the military if they knew that more militarisation would be the end result. The bottom line therefore is for the Erdogan government to rise above the simplistic desire to use the failed coup attempt to get back at its opponents and silence the opposition. The government needs all Turks to be on deck in order to ensure that the whole country continues to see the overwhelming benefit of democracy. Turkey needs a united front going forward and this is not helped by any purge that has a hint of being directed at opponents. What is important is for the government to be much more accommodating and show that it is truly interested in promoting inclusive democracy which would be the only viable antidote to military adventurism.

Kudos to NJC I want to commend the Nigeria Judicial Council, under the leadership of Justice Mahmud Muhammed, for the efforts it is taking towards restoring credibility to the judiciary. Recently, the NJC sacked some judges for bribetaking, as well as for other anti-judiciary activities. I hope this action will serve as a lesson to other judges who are not clean in the discharge of their duties. Judges should know that they are responsible to the Nigerian people by discharging their duties without any interference. Appeal to new Skye bank’s board RETIREES of Skye Bank PLC heaved from a sigh of relief at the news that a new management has been put in place by the Central Bank of Nigeria (CBN) to run the affairs of the bank. This is because many pensioners of the bank, particularly those who were retired from Year 2000 are being denied their gratuities. The immediate past management kept the Year 2000 pensioners waiting for years on the promise that the balance of their entitlements would be paid, but it did not fulfil the promise until it was replced by the CBN. Akpabio: Leading the opposition for national unity By Jackson Udom

T is not about going around trying to stir up trouble. As long as you’re honest and articulate in what you believe to be true, somebody somewhere will become your enemy whether you like it or not,” said Criss Jami, the author of the two-in-one book entitled “Killosophy” and the lead singer of the American rock band, Venus in Arms. This well-thought-out statement, to say the least, is accurate in describing the former governor of Akwa Ibom State and Senate Minority Leader, Godswill Obot Akpabio’s first 365 days in office as a lawmaker. Akpabio has faced different criticisms for his politics of development and transformational leadership as governor of Akwa Ibom for eight years, as well as his solid leadership of opposition senators in the current session of the National Assembly. But for the Ukana- born politician, politics had always been about the people and their interests, with the legal practitioner cum politician always at the vanguard of causes and ideals that will better the lots of the people. As governor, not only did he commandeer the transformation team that gave Akwa Ibom State a new image, he oversaw a state that now towers above its contemporaries in both physical and human developments. As chairman of the Peoples Democratic Party (PDP) Governors’ Forum, he led his colleagues to defend the party from annihilators and aggressors who had conspired to rile it and destroy its very existence. Though the 2015 general election, especially the presidential election, was not the most accurate picture of Akpabio’s struggle and leadership of the party, it was, no doubt, a proof of his erudition and ebullience as a leader and primus inter pares. It was against the backdrop of the focused and articulate leadership the former governor provided to the PDP governors that he was chosen as the Minority Leader of the Senate, despite being a first-timer and what in legislative parlance is known as a non-ranking senator. When that decision was made, tongues wagged; with most people expressing doubt in Akpabio’s ability to lead the opposition senators due to his perceived inexperience. Unknown or known to those who worked against his elevation to the revered position of the Senate Minority Leader, Akpabio entered the eighth Senate with over 20 years experience in public service and the last eight years in a chief executive position of the governor of not just a state, but Akwa Ibom State. Fifth columnists, especially some elements from the All Progressives Congress (APC) who were scared by the governor’s sterling credentials and his towering leadership testimonial had quickly moved to sow seed of discord in the PDP over Akpabio’s choice. Their fear was stemmed from the erroneous belief that having Akpabio as the opposition leader would create a lot
of problems for the new government. However, the PDP stayed resolute about Akpabio’s choice, just as his colleagues and ranking senators threw their weights behind him, passing a vote of confidence on his leadership ability and capacity to lead the opposition PDP in the Senate. Even when a member of the opposition party rose in stout opposition to Akpabio’s elevation, the Senate President was said to have asked the said lawmaker of why he was crying more than the bereaved, in this case, the PDP. Three hundred and sixty five days down the line, that decision to saddle Akpabio with the onerous responsibility of leading the powerful PDP minority in the Senate has not only been a perfect one for the party, it is, indeed, a fillip for its vital drive to reposition and rebuild ahead of the 2019 elections. With Akpabio as Minority Leader, the synergy between the National Assembly and the PDP governors, as well as the party’s national leadership became effective and solid, as the former governor’s experience and relationships with most of the stakeholders are continually being deployed to the advantage of the party, and this was also manifested in the way the party handled the recent leadership tussle. Secondly and most importantly, the minority party in the Senate, given its history of having ruled for 16 years, was feared and dreaded by the new ruling party as being capable of derailing its governance and ‘plans’ for Nigerians. This was why most APC stakeholders kicked against the overwhelming influence of the PDP in the emergence of National Assembly leadership back in June, with most of them shifting their ire to the emergence of Akpabio as Minority Leader of the Senate. For this class of politicians, the fact that Akpabio was a vehement, ardent and intelligent supporter of the previous PDP government meant that he would “work” against the APC government at all costs. But Akpabio, in one of his numerous press briefings on his positions and that of his party on issues brought before the lawmakers stated categorically that, “ the PDP Senators are
not here to play blind oposition; we will not oppose policies of government brought before this Senate just for opposition sake. We will provide credible and positive opposition. We will suport any government policy that is aimed at making lives meaningful and bearable for Nigerians and we will oppose any anti-people policies. We all want our president, Muhammadu Buhari to succeed, hence, we will not blindly oppose his policies the way the APC opposed us when we were in power.” True to his promise, in the one year of holding the sensitive post of Senate Minority Leader, not only has the Essien Udim-born lawmaker distinguished himself as a patriot, he has successfully put partisanship behind him in the interest of the nation by galvanizing his colleagues in the PDP to support whatever will be in the best interest of Nigerians. So far, not only has the PDP senators proved to be an integral part of whatever development will bring succour and comfort to Nigeria and deepen democracy, they have been active in opposing decisions, which they view as capable of setting back the country and derailing the developmental achievements of previous PDP governments. The recent public condemnation and denial of alleged plan by the APC dominated Senate to invoke the impeachment clause in the constitution against the President is a major reference point in the resolve of the Akpabio-led opposition not to support any decision that would further heat up the polity. Within the period under review, PDP senators actively moved to challenge the confirmation of an individual whom they felt his appointment would cast blight on the ongoing “anti-corruption” fight of President Buhari and also worked towards making life better for unemployed Nigerians through calls for the urgent implementation of the N5,000 monthly stipends to them. Though APC senators played opposition to both efforts and scuttled the PDP’s good intentions, the PDP senators stood for what they believed and one can only give credit to their leader in the Senate, Akpabio, whose style of opposition politics is legendary and aimed towards national unity, cohesion and development. As the government of Buhari trudges on, many Nigerians have shifted their hope and focus to the National Assembly, which they believe would be the saviour at this auspicious moment. Addressing APC Senators in one of their sittings, Akpabio said, “Inspite of all your efforts not to succeed, we’re here to make you succeed.” However, since the APC senators have on a few occasions demonstrated loyalty to their party at the expense of Nigerians, the PDP senators are now considered the muchsought-after saviours, the true progressives who will put Nigeria and Nigerians first. •Udom is Special Assistant to the Senate Minority Leader on Media.
Babatunde Edu: A great soul departs By Badejo Adedeji Nurudeen Death, the ultimate end of all mortal has struck again. This time, taking along a man of beautiful spirit, humility personified and a friend, Mr Babatunde Shakirudeen Edu, a scion of the Edu family. His late father, Chief Shafi Lawal Edu, popularly refer to S.L. Edu, was a great philanthropist, business mogul, environmentalist and a distinguished politician during the First Republic. Chief S.L. Edu’s impact in our national life, particularly in Lagos State, cannot be overlooked. It was same line with his father’s activities that Mr Tunde Edu towed till the end. Being a bibliophile and for research purposes, I had set a task of getting a copy of the biography of the late Chief S.L.Edu, titled Journey From Epe. When all efforts proved abortive I gave up on getting the book. Strangely, I met Mr Tunde Edu on social media and this was the beginning of our friendship till his demise recently in Accra, Ghana. Though any keen follower of Nigeria’s political and industrial development will surely know Tunde and his younger brother, Yomi Edu, both participated actively in politics and commerce. Mr Tunde Edu, in particular, was once Lagos State chairman/leader and gubernatorial candidate of Nigerian Peoples Party (NPP) during the Second Republic. While Mr Yomi Edu, until recently, was a Minister of
Special Duties and before then, a gubernatorial candidate of Social Democratic Party (SDP) in Lagos State in 1991. Mr Tunde Edu is both a lawyer and an economist; he has served on the board of several companies in Nigeria like African Alliance, Blackwood Hodge (Nigeria) Ltd, among others. He was a polished and groomed gentleman with immense exposure. Our meeting on social media was the high point of good personality display by Mr Tunde Edu towards younger friends. I was pleasantly surprised when during our communication, he gave me his mobile number in Ghana and, indeed, encouraged me to call him as often as possible. Despite the distance, he attended with dispatch to my
request for a copy of his father’s biography, within six days of our communication, I received a call to pick the book from a professor in Lagos University Teaching Hospital (LUTH), who just arrived from Ghana. I was kind of imagining the efforts Mr Tunde Edu would have put into locating someone who is returning to Nigeria at that particular period and most importantly a location close to my residence. Also, in spite of the wide age gap, he displayed uncommon humility and accommodation. We followed-up on each other through telephone calls and I was lucky to speak with him on the hospital bed, where he confided in me that he was not feeling too well. Somehow, I was hopeful that he would overcome his ill-health and that not too soon, our planned meeting in Nigeria would materialise. But alas! I was shocked to learn of his passage at 76. Again, I was hoping his remains would be brought home for burial, but probably in his quiet and gentle ways, he had given instruction to be cremated in Accra, Ghana. He was a great soul. May almighty God grant him repose and give the family and friends the fortitude to bear this huge loss. Mr Tunde Edu, thanks so much for the friendship and the honour, always. Goodnight sir! Ooni Sijuwade: Yet a blend of grace, grandeur
A politician of repute, Chief Ebenezer Babatope, in his tribute, had described the late Ooni as someone who loved his people, as well as someone who loved peace. “On several occasions, the Ooni had intervened in issues that could have resulted in violence across the country, and he succeeded in bringing warring parties together. “He was also friends with other traditional rulers across the country, particularly the late Emir of Kano, Alhaji Ado Bayero, and they used their positions to advise government on pro-people policies. “We all know that the Ooni was very rich before he became king; he, however, used his wealth to develop his kingdom, while also working hard to unite Yoruba sons and daughters all over the world. “It is no doubt that Yorubaland has lost a great king, who contributed immensely to the development of the race,” Chief Babatope had said. The late Ooni’s press secretary, Chief Funmilola Olorunisola, had penned an emotional tribute for his boss, and which was published in several newspapers in the country. In his tribute, Chief Olorunisola described the Ooni as a father, and not as a

NE of the most priceless eras in Yoruba history and particularly in the modern evolution of Ile-Ife was the emergence of the ascendancy of the late Ooni of Ife, Oba Okunade Sijuwade Olubuse II. His death, exactly a year ago, signaled a most disturbing realisation, one passage too many. While alive, he shifted the boundaries of royalty. A success in all ramification, the late monarch was a blend of grace and grandeur. A monarch par excellence, he combined industry and humanism. He loved peace, he worked for it, he enthroned it. His subjects both within and beyond recognised in him a monarch worth revering. He lived in a class of his own, yet he was accessible by his subjects. While the world mourned his passage, his legacies still speak. Immediately after his exit, Nigerians realised the country had lost a revered royal father. After the news was officially released by the Osun State government, several dignitaries began sharing their opinion on the late monarch.
In the Federal Government’s reaction, President Muhammadu Buhari, through a release made available by his media aides, said the country had lost a great personality who had given his best in his service to his people and the country at large. At an interdenominational service held in the monarch’s honour, Vice President Yemi Osinbajo described Ooni Sijuwade as an epitome of humility and honesty, while admitting that the monarch did so much to uphold the high traditions and cultures of Yoruba people. “All over the world where Yoruba culture is celebrated, the Ooni was very recognised,” Professor Osinbajo said, while extolling the late monarch’s love for his people “The achievements of Ooni Sijuwade are worth celebrating, and he will live on with the legacy he enshrined in Yoruba history,” the vice president said. The Osun State governor, Mr Rauf Aregbesola, also at the service, had lauded Ooni Sijuwade for a life well-lived, particularly by being good role model to other traditional rulers in the country.

A cultural enthusiast, Chief Taye Omideyi, explained that apart from being the traditional ruler, the late Ooni loved culture so much and he used it to empower his people. “Whenever we were preparing for any cultural festival in Ile-Ife, particularly the Olojo festival, the Ooni always made such a big festival. “As someone who was well educated, he knew the importance of tourism to the development of Ile-Ife, and he did everything in his power to promote cultural activities in Ile-Ife. “On several occasions, he invited foreign tourists to come to Ile-Ife to witness our festivals, and through that, many people gained financially, as cab drivers would transport tourists around the town, while the hotels would be fully booked, and the tourists would also buy creative materials,” Chief Omideyi said. While corroborating Omideyi’s submission, another cultural enthusiast, Nurudeen Adeosun, would not want the Ooni’s achievements to be limited to IleIfe alone.

Having heard this humane side of the late king, a political scientist, Dr Israel Oyelade, also revealed that the Ooni was also a democrat who wanted democracy to thrive in the country. “Around 1984, the Ooni and his friend, the Emir of Kano, Alhaji Ado Bayero, had travelled out of the country, but by the time they returned, the military government at that time threatened to punish them, saying they went to organise a coup outside the country. “In the end, the truth came out, but the Ooni, in his lifetime, was someone who wanted the people to exercise their democratic rights which were not possible under the military. He was, however, not someone who would organise the seizure of government through undemocratic means, and everybody knew the military government of that time was only being unnecessarily apprehensive about the influence of both royal fathers among their people,” Dr Oyelade said. Now, it’s one year since the transition of this revered royal father, Ooni Okunade Sijuwade, Olubuse 11, his good works will, however, continue to live after him.

AGOS lawyer, Mr Femi Falana and the national coordinator of O’odu People’s Congress (OPC), Chief Gani Adams, on Wednesday, in Lagos, held divergent views on the modality to restructure the country. Both spoke their minds at the 50th remembrance of the first military governor of Western region, Lieutenant Colonel Francis Adekunle Fajuyi, with a special lecture entitled: “The Future of Nigeria: What Place for the Values of Loyalty and Sacrifice as Demonstrated by the Late Lieutenant Colonel Francis Adekunle Fajuyi.” Falana, who was repre-
sented by Mr Wahab Shittu, while agreeing on the need to restructure Nigeria, said it would be more appropriate for Nigerians to first restructure themselves, their attitudes, value system, among others, before they set out to restructure the country, otherwise restructuring the country would be meaningless. “We need to first restructure ourselves, restructure our attitudes, our value system before we can achieve total restructuring of the country,” he said, just as he listed core values such as accountability, transparency, sacrifice, display of courage, element of loyalty as displayed by the late Fajuyi as part of what individual
Nigerians needed to put the country back on track. But Chief Adams, who was a member, 2014 National Conference, however, contended that it was the political restructuring of the country that should come first, which would make every other things fall in place. “In as much as I agree with Mr Femi Falana on the need to restructure the country, it is my strong belief that if we don’t restructure our country politically, there is nothing that can be achieved. “Restructuring the country politically would correct our attitude, value system and our orientation. Our people believe and always say charity begins at home. I was first born and belonged
to Arigidi, my home town before becoming a Yoruba and a Nigerian. If I am not a good Arigidi man, I can’t be a good Yoruba,” he said. Adams, who also paid glowing tributes to the late Fajuyi, describing him as a hero, further argued that the only way to move the country forward and stop all sorts of agitation by the MASSOB, the Niger-Delta Avengers, was for it to go back to regionalism. This was just as he recalled the landmark achievements recorded within just six years, without oil, when the country practised regionalism before the military took over the reigns of power in 1966, adding that, “there was need to go back and
operate regionalism in the country.” Speaking further, Falana, in his keynote address, while recalling that the excuse of those who took over from Major General Aguiyi Ironsi was that he (Ironsi) had taken the country to unitary system as against the practice of Federalism, said sadly, what evolved thereafter and now was unitarism, where more powers were at the centre. The Lagos lawyer, however, noted that with the poor economic situation the country had found itself, the government was being forced to restructure, by implementing parts of the recommendations of the 2014 national confab. “The Federal Government has been compeled to stop funding of pilgrims to Israel
and Mecca, it has embarked on creation of grazing reserves. The fundamental objectives and directive principle of state policy is being implemented in the N500 billion fund,” Falana said. “With poor funds, the Federal Government is likely to devolve more powers to the state,” he added, noting the building of airports by states and light rail and the fourth Mainland Bridge by Lagos State government, Falana said, were clearly on the exclusive list as clear examples. Discussants, including Professor Bankole Sodipo, Soji Omole and Chief Ziggy Azike also contributed, paying glowing tributes to the late Fajuyi’s gallantry, selflessness, among others, describing such as highly commendable of a hero.

MINISTER of Information and Culture, Alhaji Lai Mohammed, has said the President Muhammadu Buhari administration is on the right track and there is no alternative to what it is doing. The minister stated this at a meeting with the members of staff of the Nigerian Embassy in Madrid, Spain. The News Agency of Nigeria (NAN) reported that the meeting was on the sideline of the minister’s two-day official visit to the United Nations World Tourism Organisation (UNWTO). ‘‘I believe that we are on the right track, there will be some pains, but there is no alternative to what we are doing,’’ he said. Mohammed said the administration had fulfilled its campaign promises to address insecurity, fix the
economy and fight corruption. In the area of security, the minister said when Buhari came on board, 14 of the 20 local government areas of Borno State, four in Adamawa State and three in Yobe State were under the sovereign authority of Boko Haram. The group accused Sheriff of plotting to use the court to destroy the party. Sheriff has been in and out of courts over the leadership crisis rocking the party. This time, the sacked chairman of the PDP and
eight others are asking the Federal High Court, Abuja, for an order of interlocutory injunction to restrain the Independent National Electoral Commission (INEC) and the PDP from conducting the party’s national convention slated for August 17, 2016. He also wanted an order restraining the PDP from presenting anybody or sponsoring any person for election into its offices pending determination of the suit and an ancillary order directing the Nigeria Police to enforce the orders of the court until all applications were disposed off. It was on the basis of
Sheriff’s legal action to stop the the forthcoming national convention of the PDP that the NYM of the party protested, seeking the intervention of the the chief judge of the Federal High Court. 45-year-old, motorcycle rider, identified as Monday Onoja has hanged himself in the IjebuIgbo area of Ogun State on Tuesday. It was learnt that the victim had always depended on his wife for food after involved in an accident which incapacitated him. Nigerian Tribune gathered that the father of five had complained to his wife, Esther, about his plight the previous day before he committed suicide. Onoja reportedly woke up from sleep around 8:00 a.m., tied a rope on the ceiling fan and hanged himself. The incident occurred at victim’s residence on Ogunnaya Street, Ojowo, Ijebu-Igbo. Esther was said to have been called in to see the dangling corpse of her husband when she was bathing one of her children. She explained that, “His leg got broken in an accident on May 3, 2016 while he was riding his commercial motorcycle. Since then, he could not walk and had to start using crutches, so, we had to depend on the little I could make from my trade. “On Monday evening, he told me he was not going to eat rice and that he wanted to eat something else. Suddenly, he started saying he was going to kill himself. Of course, I begged him not to do that and even called one of his brothers to talk to him, but he said he would kill himself and threatened to sell his motorcycle and return to the village. “I was bathing our child when one of them came to me and told me that he had hanged himself.” Mr Kehinde, a resident, said that the deceased killed himself because he could no longer provide for his family. “He was depressed as a result of financial constraint and because he could not pay their rent. He could not do anything for his family,” he said. A source said policemen

Rivers rerun: 31 political parties reject postponement by INEC Dapo Falade - Port Harcourt THIRTY-ONE registered political parties in Rivers State have rejected the decision by the Independent National Electoral Commission (INEC) to postpone the conclusion of the suspended legislative rerun in the state. The national electoral body had, on Monday, announced the postponement of the rerun, following the burning of its office in Bori, Khana Local Government Area of the state, last Friday. The political parties, under the aegis of the InterParty Advisory Council (IPAC), Rivers State chapter, however, called on INEC to rescind its decision and conduct the exercise on Saturday, as earlier scheduled. The political parties also said the postponement of the legislative rerun was a unilateral decision taken by INEC. Addressing newsmen in Port Harcourt, on Wednesday, Rivers IPAC chairman, Mr Felix Obuah, said INEC was doing the state no good by indefinitely postponing the date of the election. Obuah, who is also the state PDP chairman, accused INEC of acting out a script by the All Progressives Congress (APC), adding that the opposition party was not ready for the election.

Oyo schools to close September 9, JSS 3 exams start August 8 By Wale Akinselure

OWARDS making up for the seven weeks lost as a result of the just suspended strike, the Oyo State government has rescheduled the 2015/2016 academic session to run from Tuesday, July 26 to Friday, September 9, 2016. Students of Junior Secondary School (JSS3) will sit for their Basic Education
Certificate Examination (BECE) between August 8 and August 18. The third term examination for public primary and secondary schools would span August 22 to September 2 while the students will observe a week break from Monday, September 12 to 16. It will be recalled that the calendar was truncated on June 6, 2016 following a protest by public school
students over some state government’s policies. The state’s Commissioner for Education, Science and Technology, Professor Niyi Olowofela, made these developments known on Wednesday. Olowofela added that the 2016/2017 academic year would start on Monday, September 19, 2016. “The government of Oyo State appreciates the efforts of all concerned that
eventually culminated into the end of the industrial logjam. And, we wish to inform members of the general public that after an extensive deliberation with relevant stakeholders, it was agreed upon that the reviewed dates be adhered to for the completion of the session and for smooth preparation of the coming academic session,” he said. Stakeholders restate need for domestication of Child Rights Act Olayinka Olukoya - Abeokuta STAKEHOLDERS have restated the need for the domestication of the Child Rights Act 2003 by all states in the country, as a major way towards ending discrimination which the girl-child is subjected to. The stakeholders stressed this need on Tuesday at the Year 2016 “July 24 Dialogue Series” tagged: “The Nigerian Girl Child: The reality of an abused absurdity”, organised by the Grace Pastures International Foundation, held at Eruwon, Ijebu-Ode, Ogun State. In his welcome address, the Chairman of the Foundation, Mr Abayomi Olomolaiye, maintained that more attention must be placed on the developmental process of the girl child. He admitted that there are so many factors that have made the girl child an endangered specie, appealing to well-meaning Nigerians to start putting up structures that could rescue them from perilous and intimidating forces.
“Our centre; as parts of our strategy to achieve desired result in this direction and to walk the talk, has started to develop a girl-child vanguard, who are teenagers that will work on the morale and psyche of their peers in secondary schools,” he said. The Chairman of the event, Professor Olufemi Oludimu, enjoined governments at all levels to discourage child marriage by enforcing free and compul-
sory education for all children up to junior secondary school. He said, “Government must remove all barriers that make it difficult for young girls to go to school, including the costs associated with school attendance such as uniforms, extra-school imposed levies and transportation cost.” In his lecture, Dr Adebayo Aina of the Olabisi Onabanjo University disclosed that the dramatic rise of abusive
absurdity of the girl-child is prominent in the Nigerian metropolitan setting. Dr Aina posited that poverty, which is very prevalent in the country, had also contributed greatly to the abuse being experienced by the girl-child. According to him, “government needs to vigorously pursue poverty alleviation measures to ameliorate the general socio-economic status of majority of her citizens.”

THE Chairman, Iwajowa Local Government Area of Oyo State, Honourable Modepoola Egunjobi, has commended the state governor, Senator Abiola Ajimobi, for the ongoing construction works on a water dam at Iganna, a town in the council area. He noted that the project was significant to the people. He said the project, when completed, would have multiplier effects on the people of the council area, in terms of provision of potable water and creation of employment opportunities for youths that would engage in irrigation farming. The chairman made the remarks during the visit of the state Commissioner for Environment, Mr Isaac Ishola, to the dam site. Egunjobi further noted that the resuscitation of the dam projects has demonstrated the Ajimobi-led administration’s commitment to the welfare of the people and at setting enduring legacy for the coming generation. Earlier, the commissioner had charged the people to provide necessary support to the contractor and secure all the equipment at the dam for early completion of the project.

HE use of force as threatened by the Federal Government to quell the militancy in the Niger Delta region will not work, Governor Seriake Dickson of Bayelsa State has said. The governor also said it was the duty of political leaders to mobilise stakeholders to resolve the problems through dialogue. Speaking to State House correspondents after a closed door meeting with President Muhammadu Buhari at the Presidential Villa, Abuja, on Wednesday, he expressed confidence that only dialogue would bring a lasting solution to the Niger Delta crisis. Dickson’s remark followed renewed threat by the top echelon of the military to deploy force to rout the militants, whose activities had greatly impacted on the production of crude oil and revenues for the Federal Government. Dickson observed that because of the complex nature of the region, only peaceful dialogue could guarantee positive results. “I have said the issues in the Niger Delta, the terrain, the historic nature of the issues and challenges are such that military solution may not be the way forward. “For us who are products of political system at this level, we have a duty to mobilise communal and local leadership, we have a duty to support the work intelligence and security agencies are doing, we have a duty to ensure that issues are better appreciated and that we fill the communication gap. “And where there are issues, those issues need be addressed and it is also our duty to network like I’m doing now, to ensure that problems that are identified as the root cause of some of these challenges are looked into. “The military solutions, as I have always maintained, is not the right option. We are hopeful that the ongoing discussions will yield the desired result. “I have always been in support of negotiations, of dialogue as the sustainable way forward. Dialogue will bring out the issues and then we will all unite around these common issues to move our country forward.” The governor, whose election was confirmed by Bayelsa State election petition tribunal sitting in Abuja, on Tuesday, said he was also in the Presidential Villa to com-
mend President Buhari for his non-interference in the political process of his state. He urged indigenes of the state to discountenance reports that Buhari influenced the elections of the state and called on his All Progressives Congress (APC) challenger,
former Governor Timipre Sylva and other politicians, to work with him to move the state forward. On his discussion with the president, he said “I came in this afternoon to have discussions with Mr President. That is because my position
has been and I believe that is the right position every political leader should take which is that after general election, political leaders and citizens must unite and address common issues and find solutions to the problems of our country.
“All over the world, once nations have crisis, once nations come under attack, leaders unite across political lines. And I came to have discussion with Mr President and I thank him for that opportunity and we cross-fertilised ideas around

The final burial rites for the late former Nigeria coach, Stephen Keshi will begin today in Benin City, even as the Federal Government said it will stage a hero’s funeral for him after the Rio Olympics later next month. “We don’t want a haphazard burial for such a great patriot, that is why the minister of sports, Solomon Dalung, has said the FG will play its own part after the Olympics”, declared the Special Adviser, Media, to the Sports Minister, Nneka Ikem Anibeze. “We will unveil details after the games.” The Keshi family is however, going ahead with the burial plans beginning with a Church Service today at the St. Paul Catholic Church, Benin City by 9am. Ahead Rio Olympics: I have not been paid for 5 months —Siasia COACH of Nigeria Olympic team, Samson Siasia has raised the alarm from the team’s training camp in Atlanta, USA, that he has not been paid for the past five months and his team are yet to receive any allowances leading up to the Rio Olympics. “We are suffering in Atlanta. We have not received any money since we arrived at this training camp. Some Nigerians noted that veteran table tennis star, Segun Toriola or track star, Blessing Okagbare instead deserves such recognition. Toriola will be appearing at his record seventh Olympics, while Okagbare carries the country’s medal hopes in Rio. “I’m surprised with Mikel’s selection because this is his debut at the Olympics. This was possibly to honour him, but I hope it will not cause a rancour in the contingent. I would have picked Toriola or Okagbare ahead of Mikel,” remarked sports analyst, Olawale Ishola.
Also, former spokesman of the Nigeria Olympic Committee (NOC), Tony Nezianya who is a Director at the News Agency of Nigeria (NAN), said Toriola should have been named as Captain. “I must tell you that I find Mikel’s appointment controversial. He has just come into the team and there is Segun Toriola, a veteran of the Games, who is breaking an African record of having attended the most number of Olympic Games. With Rio Olympics, he will be making his seventh consecutive Olympics. He (Toriola) should have been given that honour with the captaincy of Team Nigeria instead of creating an unnecessary controversy,” Nezianya said.

As I stated last week, events in Nigeria following the coup of 1966 continue to show that the decision to adopt the Presidential system was not well thought out. Firstly the American form of Presidential System of government currently being experimented by Nigeria is too expensive for our resources to conveniently accommodate. It is high time we faced the reality of our existence. Having regard to the history of America, its experience and its resources the American Presidential System of Government is perfectly suitable for its federalism which is being operated religiously and in accordance with the tenets of their union. The same situation, background experience and history do not justify its application to Nigeria. The adoption and wholesale application of American federalism and Presidential System of Government by the Military is a monumental mistake in the first place. The importation of the system has not done the Country any good at all. That is the bitter truth. The application of the American presidential system in Nigeria has been nothing but a huge failure. We simply cannot afford 36 Houses of Assembly, 36 Cabinets of Commissioners, large number of State Legislators, National Assembly of more than 400 Legislators, thousands of staff for all these offices, over 40 Federal Ministers and numberless staff and assistants. On the 10th of September 2010, THISDAY Newspaper reported as follows: ”The amount expended annually to sustain members of the legislature in the states and National Assembly, many believe, is mind-boggling. Sources close to THISDAY revealed that the country spends N27 billion per annum on the salaries and emoluments of 109 senators while 360 members of the House of Representatives gulp down N73 billion, bringing the total to N100 billion ($667 million) expended on just 469 elected public officials. When the emoluments, “constituency allowances” and other visible and invisible benefits paid to state legislators in each of the 36 states as well as the 7,888 Councillors who make bye-laws in the 774 local government areas, the annual cost of sustaining the entire army of 17,500 individuals holding political offices in the executive and legislative arms of government in Nigeria

This explains why the Conference made recommendations touching on the operation of this system of government. Prominent amongst this is the recommendation for the adoption of a hybrid between the Presidential and Parliamentary system of government in which the government would pick ministers from the National Assembly. Furthermore there will be a cap on the number of personal assistants which can be appointed by elected officials. I believe that these are important issues that should be taken to the People in the form of a referendum.
Number of states There is also the issue of state creation. The consequential fragmentation of Nigeria into 36 states is unhelpful. Most of the so-called states were formally local governments or provinces. Such local governments were manned by District Offices and or Assistant District Officers. The provinces were manned by Residents, supported by Chief Clerk and Clerks. The substitution thereof of these District Offices and Residents with Governors, Deputy Governors, Legislative Houses is most unreasonable and uneconomical. The sight of these governors driving round in convoys of as many as 30 to 40 cars and motorcycle outriders worries the ordinary citizens who cannot afford three square meals, whose taps are dry and whose children are either unable to attend school due to non-payment of school fees or who are unemployed after laboring to get an education. In the United States of America, the Federating States still possess a huge measure of independence. Thus each state is within clearly defined but expansive limits responsible for a remarkable number of aspects of its existence. The Federal Government is
limited only to such matters as defense, foreign policy etc. Finally it is worthy of note that the entire revenue of the Federal Government of Nigeria is lower than that of Texas which is the second most populous and second largest state in the United States of America. If Nigeria’s revenue is therefore lower than that of one of over 50 states in the United States how can we hope to continue to copy and fund the Presidential system of government as practiced by the Americans? Despite this, the Conference actually recommended the creation of 18 more states. Again I believe that this issue should be decided by means of a referendum as caution must be exercised in relation to the proposal for the creation of new States. It is common knowledge that all the States of the Federation without exception place great premium on Federal Allocations which comes to them from the federation account. That this is so is clear when it is considered that most States lack the resources to be self-sustaining and where those resources exist the leadership required to afford an exploitation of the said resources to the benefit of the citizenry has been largely lacking. Most States depend on federal allocation to pay salaries and maintain infrastructure with little or nothing left for capital development. A day ago, photographs of students of a secondary school in one of the States in the South-West sitting on the bare floor in their classroom went viral over the internet. It is a notorious fact that most of the 36 states in Nigeria have failed to pay salaries to their workers for up to six months. It is also true that many retired workers have not been paid gratuities due to them. Worse still is the fact that many retired workers have not been paid pension due to them. Recently, the Channels television showed pitiable pictures of retired workers who
have not been paid their entitlements such as salaries, gratuity and or pension. Consequently, they were ejected by their landlords and are now living in abandoned primary schools. In some cases, some of them have become blind, while some are suffering from various infectious diseases. The pathetic conditions made many viewers to shed tears. It is also true that in most of these affected states, no visible development can be seen. In spite of the foregoing, the recently concluded National Constitutional Conference recommended additional states. The recommendation is one of those to be referred to the National Assembly. It is my considered view that the issue of creation of additional state is fundamental and should not be left to partisan politicians. The issue goes beyond party politics, having regard to the economic and other problems facing the country. As I have stated earlier, a huge percentage of revenue accruing to the federal government and the states is expended on maintenance of political structures. The three arms of government existing at the federal level i.e. the Executive, Legislature and the Judiciary are replicated across all the 36 States of the Federation with its attendant cost. Each State also contributes three members of the Senate and as many members of the House of Representatives as there are Federal constituencies in the State. Therefore, an increment in the number of States by 18 will have a profound effect not only on the existing States but also on the new states and the Federal Government itself. Rio Olympics: It’s a bigger task to lead Team Nigeria—Mikel By Oluwabunmi Ajayi CHELSEA star, John Mikel Obi, who has been named the Captain of Team Nigeria to the 2016 Rio Olympics, has said leading the contingent is a bigger task on his shoulder. “It’s massive (responsibility), it’s big, it’s not just the football team. I am the captain of the Super Eagles. Sometimes you look at it and you think that’s a big burden, but this is even much bigger, it’s one that I am looking forward to. “If you look at my track record at Chelsea, I have always played for the team, I have always been a team player, I have never been an individual player, so I think this is something I will be carrying into the Olympics and carry into Team Nigeria to make sure
that we are successful,” Mikel told thenff. com. The 2013 Africa Cup of Nations (AFCON) winner, however, expressed hope that Team Nigeria will come back with medals this time. “My objective is definitely going to be to carry everyone along.
