NATIONAL INSTITUTE FOR STORAGE TANK MANAGEMENT

ounded in 1989 and headquartered in Tampa, FL, the National Institute for Storage Tank Management (NISTM) is a non-profit organization that provides educational opportunities, resources and training seminars about the operation, regulation, and management of underground and aboveground storage tank systems. The Institute has a partnership with the National Organization of State AST Program Managers, and works with numerous state and federal organizations responsible for storage tank regulation, oil spill prevention and response, in addition to interstate liquid petroleum pipeline regulation. This conference is designed for engineers, managers or other in­dividuals involved with operations, construction, environmental compliance, spill prevention and response or management activi­ties associated with aboveground storage tanks. Nationally recognized experts will provide the latest informa­tion available on tank management in this three-day course. You can

NISTM offering this unique aboveground storage tank course taught by industry authority Philip Myers of PEMY Consulting. This comprehensive course is aimed at engineers, inspectors, regulators, administrators, and managers responsible for storage tank facilities who wish to improve their overall knowledge and understanding of these facilities in the petroleum, chemical, aviation and paper and pulp industries. This segment will focus on an overview of aboveground petroleum storage tanks, the different kinds of designs, and the general considerations associated with storage tanks such as fire safety. It will cover how the tank designs and components affect operability as well as operating risk. The morning segment will focus on the contents of API 650 and API 620 and explain how to specify tanks. We will also cover how and why various tank options and designs are used in the context of different requirements and situations.

Part 2: Tank Inspection and Integrity | 1:00pm – 4:30pm Having built a good tank the next problem is to ensure it remains safe and leak free. The focus of this segment is on the tank inspection. The rules of API 653 will be covered and the contents of API 653, and API 575 will be explained in detail. Some topics are how suitability for service is determined, brittle fracture, evaluation of fixed roofs, floating roofs, foundations, when and how to use of release prevention barriers, principles of hydrostatic tests, materials of construction, and many other issues associated with existing tanks. The purpose of the Spill Prevention, Control, and Countermeasure (SPCC) rule is to help facilities prevent a discharge of oil into navigable waters or adjoining shorelines. This rule is part of the U.S. Environmental Protection Agency’s oil spill prevention program and was published under the authority of Section 311(j)(1)(C) of the Federal Water Pollution Control Act (Clean Water Act) in 1974. The rule may be found at Title 40, Code of Federal Regulations, Part 112. A facility is covered by the SPCC rule if it has an aggregate aboveground oil storage capacity greater than 1,320 U.S. gallons or a completely buried storage capacity greater than 42,000 U.S. gallons and there is a reasonable expectation of an oil discharge into or upon navigable waters of the U.S. or adjoining shorelines.

NEW MATERIAL: Spill Prevention Control and Countermeasure (SPCC) Overview of the Guidance Document for Regional Inspectors Mark Howard, U.S. EPA, Office of Emergency Management In August 2013, EPA revised the SPCC Guidance for Regional Inspectors, which was originally issued on December 2, 2005. The Guidance is designed to assist EPA inspectors in implementing the SPCC rule requirements, understanding SPCC applicability, and to help clarify the role of the inspector in reviewing a facility’s implementation of the performance-based provisions of the rule. The guidance, designed to facilitate nationally consistent implementation and interpretation of the SPCC Rule, is also available to owners and operators of facilities that may be subject to the requirements of the SPCC rule, and to the general public on how EPA intends the SPCC rule to be implemented. The revised Guidance contains seven main chapters of the guidance and supporting documents in Appendices B–Select Regulations, C–Summary of Revised Rule Provisions, and H–Other Policy Documents. Short Course The short course is available for all SPCC stakeholders. This short course will provide an overview of the revisions to the SPCC Guidance for Regional Inspectors document. The session will be approximately four hours long, including time to address questions. The intended audience for these outreach sessions are stakeholders in the SPCC regulated community, which include, but are not limited to, Professional Engineers (PE) and facility owners who maintain SPCC Plans or will be updating SPCC Plans. This presentation is the same presentation provided to EPA inspectors on the implications of the new guidance document.
