CANADIAN MIDSTREAM COMPANY ENBRIDGE PURCHASES INGLESIDE ENERGY CENTRE TERMINAL

Canadian pipeline operator Enbridge has purchased the Ingleside Energy Centre terminal at the Port of Corpus Christi, Texas in a $3 billion cash deal with Moda Midstream. The recently built terminal is located in Ingleside, about 10 miles from the harbour entrance, and it has the rare capability to berth VLCCs. It has about 16 million barrels of storage capacity, 1.5 million barrels a day of loading capacity, and direct pipeline connections to Texas’ productive Permian and Eagle Ford oil shale basins. The facility is among the largest of its kind in North America, and it loaded 25 percent of all US Gulf Coast

crude exports in 2020, according to Enbridge and Moda. As part of the deal, Enbridge is also buying a 20 percent interest in the 670,000 bpd Cactus II Pipeline, along with the 300,000 bpd Viola pipeline and the 350,000-barrel Taft Terminal. “Over the last several years we’ve been building a strong position in the US Gulf Coast through both natural gas and crude infrastructure. Our strategy is driven by the important role that low cost, sustainable North America energy supply will play in meeting growing global demand. Within close proximity to world-class Permian reserves, and with cost effective and efficient export infrastructure, our new Enbridge Ingleside terminal will be critical to capitalising on North America’s energy advantage,” said Enbridge president and CEO Al Monaco. The US Army Corps of Engineers is in

the process of dredging the channel to the Ingleside terminal to 54 feet of depth. While this is about 12 feet too shallow to accommodate a fully laden VLCC, partial loading is possible, followed by toppingup offshore via STS transfer from a smaller tanker. Enbridge has been looking for a deepwater loading terminal in the Corpus Christi area for several years. Together with Kinder Morgan, it proposed to build a VLCC-capable crude terminal off the coast of Freeport, to be called Texas Colt. It withdrew that proposal in early 2020 and switched its focus to a joint venture with Enterprise Product Partners, Sea Port Offshore Terminal (SPOT), which would also be located off Freeport. The SPOT project ran into local opposition, and in mid-2020, the US Coast Guard and MARAD suspended their environmental impact statement permitting review for the facility, citing the “need for additional information from the applicant.”

NUSTAR RESUMES FULL SERVICE AT ST JAMES FOLLOWING IDA DESTRUCTION

NuStar Energy has resumed full service at its crude terminal in St James, Louisiana, after power was fully restored to the facility. NuStar is “still working through a few minor items, but all functionality is restored to the terminal,” the company said. NuStar is working with customers to coordinate priority movements “as the market rights itself and returns to normal.”

St James is a key hub for many Gulf Coast crude producers and refiners, located about halfway between New Orleans and Clovelly. St James includes about 40m bl of storage and is the blending and logistics hub for six refineries along the Mississippi river. It is also the delivery point of the Louisiana Light Sweet contract (LLS). Eagle Ford and Permian crude are shipped to St James by barge and pipeline and blended with other crudes to meet LLS specifications.

The St James terminal was shut prior to Hurricane Ida which hit the Louisiana coast on August 29 causing widespread power outages and damage. Power was restored to half of the NuStar terminal, which allowed the company to start recommissioning assets. NuStar also said it had continued critical crude movement operations on generation after Ida. NuStar’s St James terminal has 9.7m bl of storage capacity and serves pipelines, barges, ships and railcars.

SHELL ENTERPRISES LLC AGREES THE SALE OF ITS PERMIAN BUSINESS TO CONOCOPHILLIPS

Shell Enterprises LLC, a subsidiary of Royal Dutch Shell plc, has reached an agreement for the sale of its Permian business to ConocoPhillips, a leading shales developer in the basin, for $9.5 billion in cash. The transaction will transfer all of Shell’s interest in the Permian to ConocoPhillips, subject to regulatory approvals.

“After reviewing multiple strategies and portfolio options for our Permian assets, this transaction with ConocoPhillips emerged as a very compelling value proposition,” said Wael Sawan, upstream director. “This decision once again reflects our focus on value over volumes as well as disciplined stewardship of capital. This transaction, made possible by the Permian team’s outstanding operational performance, provides excellent value to our shareholders through accelerating cash delivery and additional distributions.” He added that Shell’s upstream business plays a critical role in the company’s ‘Powering Progress’ strategy “through a more focused, competitive and resilient portfolio that provides the energy the world needs

today whilst funding shareholder distributions as well as the energy transition”. The cash proceeds from this transaction will be used to fund $7 billion in additional shareholder distributions after closing, with the remainder used for further strengthening of the balance sheet. These distributions will be in addition to our shareholder distributions in the range of 20-30 percent of cash flow from operations. The effective date of the transaction is July 1, 2021 with closing expected in Q4 2021. Shell has been providing energy to US customers for more than 100 years and plans to remain an energy leader in the country for decades to come.

SUBSIDIARY OF KINDER MORGAN INC AND SOUTHWESTERN ENERGY COMPANY ANNOUNCE AGREEMENT

Tennessee Gas Pipeline (TGP), which is a subsidiary of Kinder Morgan Inc, and Southwestern Energy Company, have announced the initiation of a responsibly sourced natural gas (RSG) strategic agreement. The goal of the agreement is to further reduce methane emissions across the natural gas value chain by receiving and transporting RSG to market and, in this case, specifically to a market in the Northeast. RSG is natural gas that has been produced from a natural gas well and transported by companies whose operations have been independently verified as meeting

certain environmental, social and governance (ESG) standards, particularly related to methane emission reductions.

its annual Corporate Responsibility report, and is pursuing further emission reductions through various initiatives.

RSG goes through a rigorous verification process to certify that it meets or exceeds the standards established by the ONE Future coalition, which are designed to achieve a 1 percent or lower methane intensity level, or 99 percent methane efficiency, by 2025.

The KMI transportation network, including TGP, has significantly beat its 0.31 percent ONE Future transmission target with a rate of only 0.03 percent in 2019, as published in the company’s latest ESG report. As part of the agreement, SWN will produce and TGP will transport the RSG on its existing pipeline infrastructure to benefit a large market in the Northeast where the distribution of the RSG is expected to power the equivalent of approximately 100,000 homes annually while reducing GHG emissions equal to the removal of approximately 5,000 internal combustion engine vehicles from the road. The market will begin experiencing the benefits of RSG November 1, 2021.

With this agreement, Project Canary will apply its TrustWellTM certification process and continuous emissions monitoring devices to SWN production sites in the Appalachian Basin, ensuring a methane intensity rate of 0.28 percent or lower, per ONE Future upstream targets (production, compression and gathering). SWN achieved an intensity rate of 0.055 percent in 2019, according to

ZENITH INCREASES RENEWABLE FUEL CAPACITY AT PORTLAND TERMINAL

Liquid terminal operator Zenith Energy is to handle and store three times the amount of renewable diesel at its terminal in Portland, Oregon, US. Zenith has signed a new long-term contract with an existing customer – focussed on renewables – in the greater Portland area and says that the commitment supports its vision for the Portland terminal to handle renewable fuels. The new deal will also help the city of Portland to meet its fossil fuel reduction targets.

Zenith acquired the Portland terminal in 2017 and terminated an existing crude storage contract to concentrate on meeting increased demand along the US west coast for renewable fuels. The company says that by the end of 2021, 17 percent of the fuels stored at the terminal will be renewable, and half will be renewable by 2026. It is seeking permits to build additional capacity at the site for anticipated market increases. “Since transportation fuels are the world’s largest source of greenhouse gas emissions, the transition of the Portland terminal’s capacity to an increased focus on renewable fuels

demonstrates the impact Oregon can make by reshaping its existing energy infrastructure. “Because renewable diesel works with the transportation industry’s existing distribution infrastructure and engines, Oregon’s network of pipelines, storage tanks, and fueling sites can be repurposed to rapidly scale its availability. This is a major advantage that will enable renewable diesel to replace fossil fuels faster and more affordably,” said Zenith CEO Jeff Armstrong.
