COLONIAL PIPELINE RETURNS TO ‘NORMAL OPERATIONS’ FOLLOWING CYBER-ATTACK

Colonial Pipeline in the US has returned to “normal operations” after being shut down by a cyber-attack.

The operator of the United States’ largest fuel pipeline announced on Twitter that it was once again “delivering millions of gallons per hour to the markets we serve”. According to reports, Washington believes a Russia-based criminal group known as Darkside had targeted the company in a so-called ransomware attack. On Friday, computer servers for Darkside were taken down by

unknown actors. Security firm Recorded Future said Darkside had admitted in a web post that it lost access to certain servers, though reportedly only after receiving a $5 million ransom payment from Colonial Pipeline. The temporary shutdown of the pipeline in the aftermath of the attack led to panic buying, with frantic motorists from Florida to Maryland lining up at petrol stations.

This surge in demand sent the national average price above $3 a gallon for the first time since late 2014. A large percentage of stations in Washington remained out of gas last weekend, though the numbers in several eastern states were much better. For more information visit www.colpipe.com

Q&A WITH TARSCO’S CARLOS GUTIERREZ Mr. Gutierrez has more than 33 years of experience in the Oil & Gas engineering and construction industry and joined Tarsco in November 2013. He sat down with us to talk about where he sees the industry going.

When Tarsco was acquired by the TF Warren Group in 2007, what was the expectation? Prior to the acquisition, Tarsco was primarily focused on repair and maintenance of storage tanks on the West Coast. The acquisition provided the right platform to expand into the new storage tank construction market and create a major operating center in Spring Texas. The ultimate expectation was to greater expose Tarsco to the Gulf Oil & Gas industry and to grow into the Latin America market. Where is the company today? Tarsco has grown into a company with an immense footprint throughout the Western Hemisphere completing major turnkey EPC tank projects and very large multi-tank projects both in the US as well as abroad. Tarsco’s stellar performance has led to a series of industry awards including the latest STI’s 2020 award for the API 650 atmospheric oil storage tank of the year which included engineering, procurement, and construction of 20 –

430,000 barrel carbon steel tanks with internal floating roofs and aluminum geodesic dome roofs. The TF Warren Group has also expanded and grown its field coatings division as well as insulation capabilities. What is Tarsco doing to prepare for the future? The TF Warren Group has created a unique training and mentoring program to help prepare our next generation of managers. The trainees are provided with a fast track program across all TF Warren companies exposing them to a variety of businesses and operating models with structured training and guidance, to help cultivate future talent and leaders within the company. The pandemic on a positive note, has helped the group focus on operational excellence and thus improve the effectiveness of the various disciplines and departments of all

business units within the TF Warren Group. What differentiates TF Warren Group from other companies? With so many companies competing in the same space, competitive advantages are becoming more difficult to identify. I believe that the TF Warren Group is quite different in this respect. For example and perhaps the most important of all, as it’s a privately held company with a relatively flat organizational structure, the owner and upper management are readily accessible and decisive. This comes in handy when critical decisions are required at moments notice and on weekends. This happens all the time.

The US Energy Information Administration (EIA) has raised its outlook for US gasoline demand by 100,000 b/d to 8.7 million b/d for 2021.

An improved economic forecast and increase in travel has led to the revised figures from the EIA. A cyber-attack on the Colonial Pipeline has led to potential fuel shortages as operations have been halted for several days. The pipeline is a primary artery for gasoline and refined products for much of the South and East Coast, delivering more

than 100 million gal/d of fuels. EIA said it was closely monitoring the outage, which happened after it completed modelling and analysis for the May Short-Term Energy Outlook. EIA expects US gasoline consumption to average nearly 9 million b/d during the summer driving season (AprilSeptember), which is 1.2 million b/d

above last summer but still 600,000 b/d below summer 2019 levels. US gasoline demand is expected to average 8.92 million b/d in 2022, EIA said. For more information visit www.eia.gov

DIAMOND GREEN DIESEL TEAMS UP WITH HOWARD ENERGY PARTNERS FOR PORT ARTHUR EXPANSION

Announcing the news, Diamond Green Diesel said it is “proud to team up with Howard Energy Partners for expansion in Port Arthur, TX, helping to make the State of Texas a renewable energy leader”. Howard Energy Partners (HEP) announced that it has executed long-term agreements with Diamond Green Diesel (DGD), which is a 50/50 joint venture between Valero Energy Corporation and Darling Ingredients Inc. It plans to significantly expand its Port Arthur, Texas terminal facilities to support DGD’s recently announced plant, a 470-million-gallon-per-year renewable diesel production facility

to be located at Valero’s Port Arthur refinery. Engineering, permitting and construction on HEP’s Port Arthur facility expansion has begun, with an in-service date coinciding with the start-up of DGD’s new plant. HEP will provide DGD with logistic solutions for renewable diesel feedstock and finished product through the construction of 575,000 barrels of tank storage, three pipelines and associated connections to Valero’s Port Arthur refinery, seven miles of rail track and associated rail unloading/loading facilities, truck unloading facilities, and a Panamaxclass-capable deep-water dock. The

new facilities are being designed to handle multiple products and have additional capacity for third-party shippers. Once this expansion is complete, HEP’s Port Arthur facility will consist of 1.9 million barrels of refined product storage capacity, 16 miles of rail track with unit train and manifest service from two railroads, three barge docks, two ship docks, and pipeline connectivity to local refiners and major refined product distribution hubs. MAGELLAN MIDSTREAM PARTNERS TO SELL INDEPENDENT TERMINALS NETWORK FOR $435 MILLION

“The sale of our independent terminals demonstrates Magellan’s continued focus on utilizing all available options, including optimization of our asset portfolio, to maximize unitholder value,” - Michael Mears, chief executive officer. Magellan Midstream Partners LP has agreed to sell its independent terminals network. This is comprised of 26 refined petroleum products terminals with about 6 million barrels of storage, located primarily in the south eastern US, to Buckeye Partners LP for $435 million.

ALBUQUERQUE PIPELINE CAPACITY IS TO BE EXPANDED BY NUSTAR ENERGY

“The Albuquerque Pipeline upgrades will help ensure ample refined product supply for the market, which has lost production due to a recent refinery closure in the state. Working with Phillips 66 Partners, we are excited that we can provide this additional capacity for our shippers and the region, whilst also achieving the environmental benefits this project provides,” Brad Barron , NuStar president and CEO

US liquids terminal and pipeline operator NuStar Energy is to expand the capacity of a pipeline that runs from Amarillo, Texas to Albuquerque, New Mexico. The project should be completed by mid-2022. NuStar jointly owns the ATA refined products pipeline with Phillips 66. It currently has a capacity of 34,000 bpd and the incremental expansion will allow the transport of an additional 6,000 bpd of refined products including gasoline, diesel and jet fuel. “The Albuquerque Pipeline upgrades will help ensure ample refined product supply for the market, which has lost production due to a

recent refinery closure in the state. Working with Phillips 66 Partners, we are excited that we can provide this additional capacity for our shippers and the region, whilst also achieving the environmental benefits this project provides,” said NuStar president and CEO Brad Barron. NuStar said it will replace two existing diesel pumps with more efficient electric pumps and install a modern, efficient, diesel-driven pump.
