I hope that everyone had a successful 2016 and that 2017 is off to a good start. It has been an honor to serve as the AASP-MN president for the last year. Your association has been working tirelessly to improve our industry - from providing educational classes and networking opportunities to advocating on our behalf at the legislature. And, let’s not forget about its latest endeavor, the creation of MNCARS. If it weren’t for your involvement in AASP-MN, none of this would be possible. If you haven’t taken the time to get actively involved in AASP-MN, please consider it. I guarantee you will not regret it. As my term as president comes to an end, I would like to extend a huge “thank you” to AASP-MN’s Executive Director, Judell Anderson, for all the hard work she does for our members. I’d also like to thank Jodi Pillsbury for making sure the office is running smoothly, along with all of the “behind the scenes” work she does, and to Tom Kluver for making the rounds all over the state of Minnesota promoting our association and bringing in new members. Without the dedication of the AASP-MN staff, we

would not be where we are today. The AASPMN Annual Meeting & Leadership Conference is April 13 in Bloomington. This is a great event to meet and network with other shop owners and industry vendors, as well as take in some great educational courses. Please take the time to join us on April 13. Commercial-Industrial Property Tax Relief in Play by Kevin Walli, AASP-MN Lobbyist

As the House and Senate Committees complete their preliminaries and proceed with hearing bills, there is a key area of interest for all businesses – including the automotive repair industry – which is gaining momentum at the Capitol. It appears that we will finally see relief from the state general property tax for commercial-industrial and seasonal residential recreational property. This tax was first imposed as part of the 2001 Tax Reform Bill. These are property taxes that flow directly to the state’s general fund. In that important respect, they are different from the local property taxes that businesses pay for city, county or school district expenses. There has been steady growth in this tax as the 2001 provision included an automatic inflation adjustment which has been added to the base every year since 2002. There are already a half dozen different bills which would freeze, reduce or roll-back the state general property tax: •

Senate File 51/House File 12 would freeze the inflator and exempt (exclude) the first $500,000 of commercial industrial property value and the first $50,000 of residential recreational property value.

Senate File 461/House File 484 would freeze the levy by eliminating the inflator.

Senate File 665 would phase the tax out entirely over an eight-year period. Senate File 867/House File 726 would phase out the tax over a six-year period.

Senate File 868 would also eliminate the inflator – freezing the tax at its current rate.

Of course, it remains to be seen how much of this commercial industrial tax relief will be included in a final Tax Bill. Much will depend on the budget priorities that are established and how much of the current budget surplus is directed to tax relief rather than appropriations in the state budget. It appears that some exclusion of value, elimination of the inflator or roll-back of the base should be in store this year. AASP-MN will be watching, supporting and reporting on the Tax Committees’ actions.

Senate File 183/House File 211 would reduce the levy base amount – in effect lowering the rate.

Enrollment for the 2017 Get to Know Your Neighborhood Auto Repair Pro™ campaign is now open through March 17. The radio campaign will run from April through November on KQRS 92.5 FM, Cities 97, 97.1 FM, and WCCO 830 AM, as well as an option on Pandora internet radio. The message promotes the benefits of doing business with independently-owned auto repair shops. In past campaigns, participating shops received over 150 name and location mentions while also positively promoting the industry. AASP-MN’s Automotive Scholarships Up For Grabs Thanks to another successful fundraising drive within the AASP-MN membership, the association will be awarding scholarships to select students enrolled in post-secondary automotive (mechanical or collision) programs. Scholarship awards will be $1,000 per student and can be applied towards tuition or tool purchases.

Recipients must be entering the second year of a two-year NATEF-certified automotive program in the fall of 2017. Applications will be reviewed by a committee of industry representatives, with consideration given to scholastic achievement, education and career goals, financial need and written recommendations. Applications must be postmarked no later than March 31, 2017. Applications can be downloaded from the association’s website, www.aaspmn.org, or submitted online at www.automotivescholarships.com/AASP-MN. Online submissions give students the opportunity to compete for several different awards, including those offered by the Global Automotive Aftermarket Symposium Scholarship Committee and over 40 other automotive aftermarket organizations and companies. Specific requirements for each organization’s awards can be found at www.automotivescholarships.com. The AASP-MN Education Fund was established in 2002 to provide financial resources to support automotive students, enhance automotive programs and raise awareness of career opportunities in the independent automotive service industry. Since that time, over $190,000 has been distributed directly to students enrolled in automotive programs through the association’s scholarship program and SkillsUSA competition. Last year, AASP-MN’s efforts to attract a future workforce expanded significantly with the creation of Minnesota Careers in Automotive Repair and Service (MNCARS), a statewide initiative to encourage high school students to pursue an education and career in the automotive service and collision repair industry. Adding parts for non-Ford brands means dealers will not need to buy from other parts suppliers to service non-Ford vehicles.

Industry OPPOsItIOn tO “BOrder Adjustment tAx” The Auto Care Association has joined Americans for Affordable Products (AAP), a growing coalition of businesses and trade associations that represents millions of American jobs, to stop the Border Adjustment Tax (BAT). The Auto Care Association represents the entire independent auto repair industry supply chain, including manufacturers, distributors, retailers and service and repair businesses, which employs 4.2 million people. AAP is running a national campaign to mobilize consumers and show lawmakers that a tax on imports will result in their constituents paying higher prices for everyday items such as food, gas, auto repair, clothing and medicine, and should not be included in tax reform. AAP believes the BAT, which is a component of the U.S. House Republican tax reform proposal, will significantly hurt American consumers and the nation's largest employers by increasing the cost of everyday products.

In the news: PArts FORD LAUNCHES AFTERMARKET MECHANICAL PARTS BRAND Ford Customer Service Division announced it has launched Omnicraft, an all-new brand of replacement parts for all makes of non-Ford vehicles. Ford dealers now have access to a complete family of parts to sell and to service all makes of vehicles as the Ford Customer Service Division (FCSD) launches its new Omnicraft brand. At launch, Ford focused on 1,500 of the most commonly requested parts at a competitive price. Initial offerings include oil filters, brake pads and rotors, loaded struts, and starters and alternators. “Omnicraft is a significant benefit to any vehicle owner who needs parts or to have their vehicle serviced,” said Frederiek Toney, president, Global Ford Customer Service Division. “Now, owners of non-Ford vehicles have access to quality parts at a competitive price, backed by Ford and installed by Ford’s worldclass certified technicians.” At launch, Omnicraft parts will be available at Ford and Lincoln dealerships and will roll out to other Ford Authorized Distributors throughout 2017. Ford offers its Quick Lane Tire & Auto Center for all-makes service and maintenance at over 700 locations.

AMAZON A THREAT TO AUTO PARTS RETAILERS? Amazon’s expanding auto parts business is becoming a competitor for some of the country’s largest auto parts retailers, the New York Post reported. In the past few months, the company has signed contracts with some of the country’s largest parts makers, including Robert Bosch, Federal-Mogul, Dorman Products and Cardone Industries, the newspaper reported. A recent Wall Street analysis estimated that Amazon’s auto parts business will expand by more than 50 percent to $5 billion this year, according to The Post. Now becoming a competitor to retailers like Advance Auto Parts and AutoZone, Amazon is selling name-brand parts for lower prices than its big name competitors. A 34 Series RedTop Optima Battery, which sells for $216 at AutoZone, was being offered on Amazon for just $166. The company has also been pricing same-day delivery for auto parts in 40 major American cities at 23 percent less than O’Reilly, Advance Auto Parts and AutoZone, according to a September report obtained by The Post. In addition, Amazon has been paying manufacturers up to 30 percent more for the same products, the newspaper said. AND DON’T FORGET AUTONATION AutoNation, Inc., America's largest automotive retailer, also has announced plans to offer AutoNation branded parts and accessories. A company statement indicated: AutoNation Precision Parts is a high quality, competitivelypriced line of maintenance and repair parts. The new product line will be integrated into the company's reconditioning operations, as well as enable improved customer retention for retail service, wholesale parts and collision repair business units, including AutoNation USA. AutoNation Precision Parts was launched in the third quarter of 2016 in the company's existing stores, with the introduction of AutoNation branded batteries that feature an industry-leading free lifetime replacement guarantee. AutoNation Auto Gear, the company's branded automotive accessory line, will offer auto accessories for lifestyle, appearance, protection, and vehicle security. AutoNation Auto Gear was also launched in the third quarter in the company's existing stores and will be available at each AutoNation USA store. The company will be expanding both AutoNation Precision Parts and AutoNation Auto Gear product lines in phases as their product portfolios are developed. Source: CollisionWeek

2016 GAs PrICes LOwer thAn 1936 The 2016 price of regular gas across the U.S. averaged lower at the pump (adjusted for inflation) than gas prices during the depth of the Great Depression, 80 years earlier in 1936. Regular gas averaged $2.16 per gallon during 2016, less (adjusted for inflation) than the 20¢ per gallon pump price in 1936. The average price of gas last year was substantially lower than the $2.37 per gallon annual average 10 years earlier in 2006.

ESTIMATING TIPS Labels in Mitchell Estimating System – Mitchell Estimating does not provide any allowances for information labels. These need to be addressed as estimate on site and by the number of labels being replaced. This can be found in DEG inquiry number 3417. Aligning Hood Hinges in CCC One – Alignment of the hinges is not included with Hood R&I/R&R or alignment in CCC One. This can be found in DEG inquiry number 10351.

“Alignment of the Hinges is not included with Hood R&I/R&R or alignment. Hinge alignment is included with hinge R&I/R&R. Determining an estimated work time to align the Hinges would require an “on the spot” evaluation when the estimate is being written.” Structural Component List in CCC One – On page G6 of the MOTOR Guide to Estimating there is a list of structural components for Unibody and Body over frame vehicles. These components will show a lowercase “s” to the left of the labor amount on the estimate, but that line

will not automatically be calculated at the structural rate. End users need to add an “S” to the column to the right of the labor amount in order for labor to calculate at the structural labor rate set in your system. Protect Interior in CCC One – Protection of components or interior during the repair is a not-included operation in CCC One. This can be found in DEG inquiry 10435.

“After review, MOTOR’s estimated work times do not include protection of components and/or vehicle.” Audatex Notes – Unlike CCC and Mitchell, Audatex does not make use of database-generated labor notes. Audatex at times will use the part description to identify important information like non-reusable parts or color references. For example, a 2013 Ford Escape shows the Quarter Panel Glass as a NON-REUSABLE PART in the parts description.

Note: The estimating databases are all intended to be used as a GUIDE ONLY - it is important to remember that the auto body professional performing the repair is in a position to thoroughly inspect, diagnose and identify the methodology and their unique cost of the vehicle damage repair. Automobile exposures A safety checklist developed by UFG for automotive service providers The use of vehicles can present various claim exposures. These exposures can include vehicles loaned to customers, pick-up and delivery of customer vehicles, test drives, parts runs and business errands, courtesy rides and towing services. Liability controls include, but are not be limited to:

– Motor vehicle driving records (MVRs) of all employee drivers should be reviewed annually. Potential new driver MVRs should be reviewed at the time of hire and annually thereafter. MVRs for drivers with marginal driving records should be reviewed more than once a year. Drivers with poor driving records should be excluded from driving company and customer vehicles. – Drug and alcohol testing should be completed on all prospective new employees. A post-incident drug and alcohol testing policy should be in place. – A fleet safety policy including no cell phone use and no texting should be in writing and reviewed with all drivers. A signed copy should be kept on file. The fleet safety policy and safe driving procedures for company or customer vehicles should be reviewed with drivers at least annually.

– Test drivers must have a valid driver’s license and auto insurance. A photocopy should be made of their license and insurance information. A liability waiver should be signed. – If selling vehicles, customer road tests should be limited to a predetermined route or a set time out. An employee should accompany all test drives. No overnight tests should be allowed. – Vehicles used for business errands and as courtesy vehicles should receive regular maintenance with records kept on file. – Vehicles should be inspected before each use.

– Non-employees should be prohibited from driving or riding in company vehicles. Personal use of company vehicles should be prohibited or limited to owners and managers. – Obtain insurance information for any employee vehicle being used for company business. Conduct at least an annual inspection of nonowned vehicles used for company business to ensure they are safe to drive. – Towing operations, if hired out, should provide proof of insurance. – Loaner vehicles, if provided, should be limited to customers who are over 21 years old. Drivers should be required to present proof of a valid driver’s license and auto insurance. A photocopy should be made of their license and insurance information. A liability waiver should be signed.

This document provides minimum guidelines that may be used to assist in your safety efforts. The list is not exhaustive as additional information may be warranted.

What if the Worst Happens? How prepared are you for an emergency? Do your employees know what to do if the building is on fire? Do you know what to do if someone is injured? Even if you haven’t consciously taken any steps towards emergency planning, you’re not completely unprepared. You probably have exit signs to guide people towards a safe path outside. You are likely

is an emergency? If you have remote areas in your facility, or if your facility is broken up, how will everyone know if they should evacuate or take shelter? If people need to flee the building because of a fire, where should they go? Not home, because you need to account for everyone. You don’t want to risk a firefighter’s life to hunt for someone comfortably lounging at home. Pick a

Would you be able to stop it from getting into your drains? Would you be running around in search of all the kitty litter in the neighborhood? And if it was lacquer thinner, what about fire? Plan how you would handle the largest likely spill you could have. Do you need a spill kit? Get it now. Even with the fastest delivery service available, you won’t have it when you need it unless you buy it before you need it. If your shop starts to smell like rotten eggs, you should suspect a gas leak. Call 9-1-1 and your natural gas provider. Do you know that emergency number? Instead of hurriedly hunting it down, post that and other emergency numbers by the phones in your shop. Include your cell phone, so your employees can let you know about the emergency if you’re out of the shop. Include your building address, too. That’s something people can blank on, particularly when in a stressful emergency. While you’re putting together your list of emergency numbers, think of any vendors or support personnel you might need to call. Do you have a landlord? What about an alarm company? Include those numbers. If someone is injured at work and needs medical attention, will you bring him or her to the emergency room? That could result in hours wasted in a waiting room, while the emergency rooms are busy with life-threatening emergencies. That bad cut that needs stitches will take a back seat. Instead, plan now – is there an occupational health clinic near you? An urgent care center? Don’t forget to March 2017 21

include those numbers and addresses in your emergency list. How will you notify the employee’s family of the injury? Ask employees for emergency contacts, and remind them to update at least annually. The worst time to try to figure out how to reach Joe’s wife is during an emergency. Don’t wait until Joe is in an ambulance on the way to the hospital to start wishing you had updated that information. That emergency contact information and the list of emergency numbers is really useful if you’re in your office when the emergency occurs. But what if it was a fire and you had to get out quickly? Do you have any way to look up Joe’s information if you’re not at your desk? You have options – keep a backup at a neighbor’s business, store the information on your phone, use cloud storage…. But none of those work if you don’t take advantage of them. The almost last, crucial step in planning for emergencies: tell your employees your plan. Make sure your

employees know what to do and where to go. If you expect them to use a fire extinguisher, train them on how to use it. If you have a designated meeting spot for evacuations, tell them where it is. If you

want them to play a specific role in the emergency, such as going outside to meet the emergency responders, notifying others in the building or taking the lead for spill cleanup, make sure they know what to do and how to do it. And, finally, consider practicing.

Schools are required to have fire drills so everyone knows what to do in case of fire. You’re not required to do that. But people don’t instinctively know how to use a fire extinguisher, or where to go if there’s severe weather. If people have to physically carry out an action, such as evacuating, they’re more likely to remember how to do that when the disaster strikes. (Nissan) continues to be very concerned with the proper repair of our vehicles after a collision situation, especially as it pertains to safety-related systems. With this in mind, Nissan would like to address a very important component of its Safety Shield Technologies, called Blind Spot Warning (BSW), and one of the specific repair considerations that relates to this system. BSW was introduced to some Nissan vehicles as early as 2011. On vehicles equipped with this technology, the side radars, which are responsible for triggering the BSW, sit behind the rear bumper cover at both corners. For this

reason, in a rear end collision scenario, Nissan DOES NOT support any repair, body filler application, or paint work on the rear bumper cover in the general area of the side radars. Nissan’s service manuals clearly state: “Do not attach a sticker (including transparent material), install an accessory or paint work near the side radar.” The damaged bumper cover should be instead replaced with a new bumper cover. In addition, since non-OEM bumper covers may vary in materials, build specifications, and fitment, and have not been tested by Nissan as far as compatibility with the BSW system, Nissan recommends replacing the bumper cover with a new Genuine Nissan bumper cover. Failure to adhere to these guidelines may cause the BSW system to not function properly, potentially causing serious safety concerns for our owners. Please reference service manual section “DAS” for additional detailed information.
