See You at the Top! I heard a phrase several years back from a mentor who described business in a profound and simple way. Business is a combination of just two things: “Opportunity mixed with difficulty.” Now, sometimes there might be more opportunity Matt Feehan and sometimes there might be more diffiAASP-MN President culty, but the two opposing elements always exist. If that is true, why do some people seem to navigate the business climate more easily than others? The answer is simple: Your personal philosophy. Your personal philosophy is what you know and how it affects your actions in an environment that either has more opportunity or more difficulty. Have you ever heard the saying, “Show me your friends and I will show you your future?” Your philosophy is the average of the five people you spend the most time with. I will back that by saying, if you’re the one bringing up the average, your circle is too small! I have learned I want to be the smallest fish in the biggest pond I can find. It creates an opportunity for me to learn/grow at a faster rate, because the bigger fish in the pond have already traversed the difficulties that I am facing. Did you know that studies have shown the number one determining factor on how your business turns out is your environment and associations? We all need new ideas to feed our minds. A new idea might help move you forward when you are stuck. My mentor warned me to not spend all my time working in my business – I needed to dedicate time to work on my business as well.
Now, I will admit, for a long time I was not of the philosophy I just described. I thought I could just do it on my own. Then I realized I was going to run out of career before I reached my goals. I was growing too slowly. I needed help. So, I checked my ego at the door and started seeking out people more successful than myself to learn from. And, wow, what a difference it made for me, my team and our business. You might be asking yourself, where do I find like-minded people that can help me? You’re in luck, because if you are reading this article, you are most likely a member (or prospective member) of the Alliance. The Alliance is so much more than an association to get discounts on insurance, uniforms and other services. It’s an organization that was created for automotive professionals to come together and create an environment for people to grow, all while bettering the automotive industry in Minnesota. The biggest challenge the Alliance faces is member engagement. Each year a significant amount of effort goes into planning a one-day Leadership Conference for all our members. Guess what percentage of the membership actually shows up? Thirteen percent – that’s right, just 13 percent! Would it shock you to know that the 13 percent that show up are some of the most respected people in our industry? Although the conference planned for April 23rd is now postponed, I encourage all of you to attend this event when it is rescheduled in the fall. I would like to meet you and introduce you to some other Alliance members so you can start your journey of growing further and faster with less effort. I look forward to seeing you at the top!

LEGISLATIVE UPDATE
Issues Addressed During House Commerce Committee Oversight Hearing On March 3, the Minnesota House Commerce Committee held an oversight hearing on AASP-MN’s legislative proposal to ensure coverage and payKevin Walli AASP-MN Lobbyist ment for repairs conducted in accordance with original vehicle manufacturer repair procedures. Commerce Committee Chair Representative Laurie Halverson (DFL-Eagan) offered the oversight hearing to air the issues when AASP-MN reported to her that we had not reached a compromise with the insurance industry on the measure introduced in the 2019 session. The hearing did not involve debating the specific language of the proposal. No action by the committee was expected and none was taken. AASP-MN prepared and delivered testimony outlining the repair industry’s position. Darrell Amberson of LaMettry’s Collision served as the Alliance’s spokesperson. He cited the repair industry perspective that, with the increasing technological sophistication of vehicles, it has become more important to follow all vehicle-specific repair procedures to ensure that vehicles are restored to safe

operating condition – including all of the operations necessary to test and recalibrate sensors and other systems designed to ensure occupant safety. The repair industry’s concern regarding liability for proper repairs was a key issue presented to the committee. The committee was also informed of the extensive discussions/negotiations between AASP-MN and the insurance industry that took place last summer and fall in an attempt to reach a compromise. The Insurance Federation of Minnesota (IFM) also testified and expressed their fundamental concerns with the proposed legislation as it was introduced last year. Aaron Cocking, the new executive vice president of IFM, said the reliance on original vehicle manufacturer repair procedures would result in higher repair costs and higher premiums. He also expressed concern that shops were relying on guidance which was not definitive, citing the fact that certain original vehicle manufacturer documents are framed as “recommendations” rather than requirements. He specifically indicated that any general guidance documents should only be considered on a case-by-case basis, rather than as a repair standard.

LOCAL NEWS All AASP-MN Meetings & Events Canceled Until Further Notice With the number of Coronavirus (COVID-19) cases escalating locally and across the U.S., the AASP-MN announced that all currently scheduled meetings and events will be canceled until further notice. The AASP-MN staff is set up to work virtually, so association business will continue as usual and will not be affected by social distancing. The association will continue to serve its members and conduct business on a remote basis at least through the end of March. Regular office hours are 8am to 4:30pm, Monday to Friday. AASP-MN is also taking measures to ensure that the health of its members is not compromised. Therefore, all scheduled committee meetings and events, including the Annual Meeting & Leadership Conference on April 23, are canceled until further notice. “We cannot in good conscience proceed with a large gathering that could potentially put our members at risk of exposure,” said Judell Anderson, executive director of AASP-MN. “Any registration fees that been received will be applied to the rescheduled event and hotel rooms can be canceled without penalty. Hopefully, this crisis will be behind us quickly and we can resume normal operations and reschedule all events.” For reliable information and updates about the virus and best practices to follow, AASP-MN partner Complete Health Environmental & Safety Services (C.H.E.S.S.) has put together a bulletin that includes links to OSHA resources and other useful information. C.H.E.S.S. also developed information specific to those working on vehicles. Both can be found on the Alliance’s website, aaspmn.org.

Congress Introduces Act That Would Promote the Auto Technician Career Path The House and the Senate have introduced the “Promoting Service in Transportation Act.” This legislation provides appropriations to support a federal public awareness campaign to increase awareness of careers in the transportation industry, including auto mechanics and technicians. ESTIMATING TIPS CCC: Full Weatherstrip R/I Not Included in Rocker Replacement – Recent DEG Inquiry 15607 found a database logic error regarding the body weatherstrip showing as included in the rocker panel replacement section. The MOTORS GTE P-Pages clearly states that, “Weatherstrip pull back” is included. When selecting full R/I, the labor defaults to included. End users would need to make manual line changes when performing a FULL R&I. Confirmed statements from CCC/MOTORS discuss this issue on inquiry 15607 due to logic of rocker and center pillar parts. CCC and Mitchell: Additions to Labor Times When selecting replacement component labor operations, the footnotes in CCC may indicate the labor is after an overlapping part (welded/bolted on component) has been removed. An example would be on a 2017 Nissan Pathfinder front lower rail replacement: “Time is after upper rail and all necessary bolted-on parts are removed.” Nissan Service procedures for front lower frame rail states, “Work after the hood ledge has been removed.” If the repairer chooses to leave an overlapping/adjacent component in place and work around the component, any additional labor to repair and/or replace would require an on-the-spot evaluation. For Mitchell users, reference CEG Collision Estimating Guide under “Labor Times Section,” which states, “Times for some operations are applicable after necessary bolted, attached or related parts have been removed.” All Three Systems: Raw Plastic Prep/Unprimed Plastic Component – All three databases recognize raw plastic prep/unprimed plastic components which may require additional labor to prep and/or to prime the plastic component prior to refinish. The automated calculation of this formula only captures front and rear bumpers. Additional components such as rockers, mirror caps
or miscellaneous plastic parts which require additional labor would require a manual entry using the formula provided in the GTE, CEG and DBRM. Section 4-4, page 143. All Three Systems: Published Pre and Post Scan Labor Time – Audatex has recently started to publish “Preand Post-Scan” labor times. The times being published are specific to vehicle make and model. Audatex has yet to define Included or Not Included steps related to these operations in its Database Reference Manual (DBRM). DEG has received an official response from Audatex RFR Team: “Our labor methodology is proprietary. Audatex Pre- and Post-Scan labor allowances include time for connecting the scan tool, reading any DTCs if applicable, clearing any DTCs if applicable, and disconnecting the scan tool. The times indicated represent using an OEM or OEM equivalent scan tool utilizing the SAE J2534 interface. Any additional work outside of these listed operations would not be included with Pre/Post scan labor allowances provided in Audatex, therefore requiring manual considerations.” CCC Labor Time Premise currently states: “Due to the variety of scan tools used, both OEM and aftermarket, as well as the variation from vehicle to vehicle and repair to repair, MOTOR is unable to develop a time that accounts for these different scenarios. Therefore, MOTOR recommends an on-the-spot evaluation to determine an appropriate estimated time to perform diagnostic scans for each repair.” Mitchell currently states: Additions to Labor Time “Pre/Post Repair Scans - OEM recommendations may include pre/post-repair scan(s) on vehicles involved in a collision to assist in discovery of any specific Diagnostic Trouble Codes (DTCs). Refer to OEM specific position statement(s) and/or repair procedures for additional information.”
Note: The estimating databases are all intended to be used as a GUIDE ONLY - it is important to remember that the auto body professional performing the repair is in a position to thoroughly inspect, diagnose and identify the methodology and their unique cost of the vehicle damage repair. Working on Vehicles - and COVID-19 Can that steering wheel harbor the coronavirus? Maybe, but not forever. The primary route by which people become infected is from direct contact with respiratory secretions – that is, someone coughs or sneezes and droplets from that cough land on someone else’s nose, mouth or eyes. That’s why the Centers for Disease Control is recommending a sixfoot distance. Particles from your cough or sneeze readily travel three feet. Add another three feet for safety. What about surface transmission? If that sneeze lands on a steering wheel and you handle the steering wheel, could you get sick? Maybe. It depends on how long ago that sneeze occurred, what the steering wheel is made from and what you do when you handle it. Time and material A study of the virus found that some was still alive up to three days on plastic and stainless steel. After three days, the amount of viable virus dropped by a factor of more than 1,000. After just 24 hours on cardboard, no viable virus could be found. Other studies of similar coronaviruses, such as the one that causes SARS, found viability up to nine days on plastic at room temperature (less on other materials). So, if an infected person sneezed onto the steering wheel, some virus could still live there, particularly if it was just brought into the shop. What you do The virus can’t infect you if it doesn’t get into you. It gets in via mucus membranes of your mouth, nose and

eyes. If you only touch the steering wheel briefly, the chance of transmission is low. If you wash your hands diligently and keep your hands away from your face, the chance of transmission drops. Simply sitting in the car that an infected person drove won’t make you sick. Think of viruses as small dust particles – they don’t suddenly become airborne. You need to touch the contaminated surface and then touch your mouth/nose/eyes. What should you do with that car? It makes sense to wipe down the steering wheel with a disinfectant, because you’ll be touching that and that’s where particles from an uncovered cough or sneeze would land. Coronaviruses aren’t hard to kill – commercial disinfectants will work, if you follow label instructions. You can use one-third cup bleach per gallon of water, made up fresh daily, if it won’t damage the surface, or 60 percent or stronger alcohol. Wipe down the door handles you’re likely to touch, if you want. That’s not as likely to be sneezed on, though. Also, consider these examples provided by the DEG for a clean work environment: • Disinfecting surfaces being touched before and after repairs • Interior vehicle protection (seats, steering wheels, keys, gear levers) • Wearing additional PPE.

They indicated that reliance on original vehicle manufacturer procedures would â&#x20AC;&#x153;stifle healthy competition.â&#x20AC;? They acknowledged the importance of recalibrating sensors through scans or other special tools but expressed concern about OEMs creating barriers to participation in the broader repair and service marketplace. The likelihood of increased costs of repair leading to an increased number of totaled vehicles was also a concern. It is apparent from the tone of the oversight hearing that this repair industry initiative will likely face insurmountable barriers to enactment unless we can find a compromise with the insurance industry. Our 2019 efforts fell just short and now it is unclear whether the Insurance Federation of Minnesota will re-engage in negotiations on the issue until Continued on page 22
