Positive New Trends by Jeremy Nordgren, AASP-MN Mechanical Division Director

The longer people keep their car, the better it usually is for the repair industry, and this year we have seen a positive trend in our favor. The availability of new cars has drastically changed since previous years. This put people in a position where they couldn’t buy a new car even if they wanted to. The chip shortage is still having a big impact on new car production, as well as plants or lines being shut down for various reasons. With new cars being harder to get, a lot of people turned to used cars as an alternative. Buy used and let someone else take the big depreciation hit was a common topic in conversations with our customers. However, with the price of used cars going up, they often exceed the price they sold for when new. Now people are in a unique situation – wanting a new car even more since their car was worth more, but being unable to find a car they want due to the inventory shortage. If they were able to find a car, sticker shock was common. A lot of cars were being sold for full sticker price or higher due to demand. All of these roadblocks to a new or used car purchase

left people with a now popular decision to keep their current car for at least another year or two. We saw a lot of cars come in that looked like they had been sitting in the driveway for a couple of years without use. Customers had to decide whether or not to invest in fixing their old vehicle or overpay for a new or used one. We saw an even greater number of people put more money into their car than what it would’ve been worth a year ago. We are only a couple of months away from 2022, a new year with potentially more new trends. Some predict that supply will return to normal levels and others say that pricing will never go back down. What do you think will happen with the new and used car market next year and how will it impact your business?

LOCAL NEWS New Managing Editor Announced for AASP-MN News Recently, Thomas Greco Publishing Inc. (TGP), the publisher of AASP-MN News, announced that Chasidy Rae Sisk will be joining its publishing team in the role of Managing Editor, effective September 1. Sisk brings nearly 15 years of professional writing and editing experience to her new position. For the past decade, she has written almost exclusively for the automotive and collision repair industries, producing content and materials for various magazines, organizations, websites and trade associations. Sisk’s articles have been printed in multiple industry publications, including BodyShop Business, AutoInc., Fixed Ops Magazine and Autobody News. As Managing Editor, Sisk will assist in overseeing editorial operations for the production of the monthly print and digital magazines. She will manage the team of reporters and coordinate with the sales and marketing teams at TGP. Sisk possesses a B.A. in English from the University of Delaware. www.langmarketing.com Independent DIFM Share Shrinks The independent Do-It-For-Me (DIFM) market consists of all non-dealer outlets that repair cars and light trucks. The Great Recession of 2008 shuttered more than 3,000 dealers across the U.S. This created an auto repair vacuum that was quickly filled by independent (nondealer) repair outlets, whose DIFM product share steadily expanded over the ensuing years. After topping 78 percent of car and light truck repair in 2014, independent (non-dealer) DIFM outlets began to suffer small annual market share declines. COVID-19 has caused changes in the population mix of repair outlets that will extend this trend for the foreseeable future. See the 2022 Lang Aftermarket Annual for a 10-year analysis of the changing DIFM product share. Record-High Vehicles Per Bay in Lang Annual The car and light truck population and the number of service bays in the U.S. are moving in opposite directions. Six Major Takeaways: • As the vehicle population increased by approximately 23 million between 2015 and 2020, the number of car and light truck service bays declined.

• The service bay population fell by 8,000 between 2015 and 2019 despite a 20 million increase in the light vehicle VIO (vehicles in operation). COVID-19 caused a tripling in the pace of bay closings last year compared to the total number of bays shuttered in the previous four years. • The average number of cars and light trucks per service bay climbed from 215 in 2015 to 229 by 2017. Light vehicles per bay reached a record-high level at mid-year 2020, up approximately 50 percent from 2000. • The increasing VIO creates challenges and opportunities in the DIFM market, as bays must become much more productive in order to handle the increasing light vehicle repair volume. • The growing number of cars and light trucks per bay across the U.S. could escalate the growth of mobile auto repair. • Lang Marketing expects that the number of vehicles per bay will continue to increase at a record pace from 2020 to 2024. Growing strong, healthy crops is impossible without the right nutrients – they need sunlight and water to bloom. Developing quality automotive professionals isn’t much different, or at least that’s the approach Minnesota Careers in Auto Repair and Service (MNCARS) has taken, as its Board members strive to inspire students with an interest in the automotive service and collision repair industries. The secret to MNCARS’ “green thumb” lies in the inter-industry collaboration between different channels of the automotive industry. As Tom Archambault (BLVD Autoworks; St. Anthony), president of AASP-MN and MNCARS Board member, observes, “Sustaining our industry requires new people entering the workforce at all levels: Technicians, service advisors, parts supply chain and so on. That begins with bringing awareness of education and employment opportunities to parents, students and career counselors. MNCARS was built to be that platform.” “MNCARS makes students and their parents conscious of the high-income potential in an automotive career – without investing in a four-year college degree,” Dave Bock (Auto Parts HQ), AASP-MN Associate Member and MNCARS Board member, adds. “We obviously benefit if a student decides to pursue an education as

a parts professional, but we also benefit when they pursue careers as mechanical technicians or body repair specialists who may become a valued customer down the road. It’s critical for all AASP-MN members to contribute toward this initiative; MNCARS recruits the next generation of salespeople, repairers and shop owners whose actions will impact all member businesses in the future.” Dan Sjolseth, owner of Superior Service Center (Eagan) agrees that industry involvement is vital. “At every meeting, we talk about how to find technicians, but the problem won’t auto-correct if we do nothing! MNCARS inspires a passion for the industry in these kids.” Industry professionals who participate in MNCARS

partner with educators through the Minnesota Transportation Center of Excellence (MNTCOE). “We collaborate not just on the financial side, but also in our efforts,” MNTCOE Executive Director Chris Hadfield explains. “Industry and education have overlapping goals; when we each give a little, it enhances our ability to inspire students, engage employers and make an impact.” By designing a singular message about the industry (and the education needed to successfully enter it), MNCARS prevents students from receiving mixed signals. “We’ve collaboratively decided what to say and how to say it, so we are delivering a consistent message to prospective students. MNCARS is unique and innovative, but we’re gaining traction because the message is intentional and cohesive. “Other transportation industries have expressed interest in similar programs, but the difference with MNCARS is the intentionality behind our strategy. Everyone else is throwing spaghetti against a wall to see

Carcareers.org offers a great resource, the MotorMouth Toolbox, which is a complete kit of promotional materials and talking points for industry professionals to use when delivering high school presentations and other community outreach. Visiting with students at career fairs is a highlight for Archambault. “Meeting kids, hearing their stories and finding out the interests of today’s youth is so fun and energizing. It’s great to get their perspective on career paths and the world as a whole.” Sjolseth enjoys “encouraging kids that this is a worthwhile career,” both at career fairs and through the Nitro-X summer camps that MNTCOE hosted for middle school students this past summer. “Young kids are so impressionable, but many of them

I told him, ‘Don’t reinvent the wheel - please talk to AASP-MN Executive Director Judell Anderson.’ MNCARS creates an equal partnership between industry and education in our efforts with collaborative ownership, decision-making and

don’t get exposed to cars like we did as children. At camp, they paint cars and take field trips to local auto

businesses. Hopefully, it inspires them to pursue an automotive career. “But it takes involvement from the entire industry – it shouldn’t just be one entity trying to fix this problem. Anyone working in a shop needs to be involved in local high school and technical college advisory boards, giving back and supporting these schools so students graduate with the highest level of industry understanding – we need all hands on deck if we’re going to eliminate this problem.” Archambault agrees and plans “to continue supporting MNCARS in its endeavors to drive people into the industry. My ultimate hope is that entry into our field will be so highly desired that MNCARS does not need to exist.”

ISSUES WITH “NAMED INSUREDS” What is a “Named Insured?” Every policy defines this term and controls how claims are adjusted. One of the first things defined in any insurance contract is who the Named Insured is. Understanding this is the basis of the following issues. All too often when business owners get quotes from other agents, the simplest things are easily overlooked. Everyone seeks the lowest bid on insurance without paying attention to details. We occasionally run into auto(s) being insured under a commercial policy for a corporate entity and the titled owner of the vehicles doesn’t match the entity. This could create a huge problem if that vehicle is involved in a serious accident. Sometimes business owners give little thought as to how a newly acquired auto is titled and we see it with some regularity. Owning a car in your personal name and using it as a shop loaner car, for example, can be readily resolved, short of having the title amended. A lease agreement between the titled owner and the garage entity can solve the problem by transferring the “insurable interest” to the business.

Another less frequent issue that we run into is policies with a named insured that doesn’t 100 percent match the actual name filed with the Secretary of State’s office. It’s related to the previous issue and can affect a much broader range of gaps in coverage. The remedy is to perform a self-audit, with or without your insurance agent’s involvement. Doing this yourself will give you a glimpse of how good your agent is. Step 1. Go to the Secretary of State website and find your filed entity in the Business Name Search function: mblsportal.sos.state.mn.us. Step 2. Find ALL your current policies and automobile titles for all your vehicles. Make sure all the names match 100 percent. If there are any discrepancies, take steps to get your ducks in a row. ESTIMATING TIPS Audatex: DBRM Clarification “Interior/ Exterior Metal” Recent DEG Inquiry 18614 clarifies Audatex DBRM page 153, section 4-4 “Interior/Exterior Metal.” “Additional RFR Feedback regarding DBRM page 153 Section “Interior/Exterior Metal.” We have reviewed the DBRM section INTERIOR/EXTERIOR METAL. This section is in reference to the application of masking to protect interior/exterior surfaces. The language in this section does not indicate instructions regarding refinishing components, nor does it indicate which components do or do not require refinishing.” Final DEG note: Section 4-4 “Interior/ Exterior Metal” does not negate or include the need to repair and refinish inner panels as a result of weld burn/adjacent panel damage. Additionally, the labor to mask and protect adjacent panels is NOT INCLUDED in the replacement panel operation.

New EPA ‘Reg Nav’ Tool for Body Shops: Do You Qualify for a 6H Exemption? Auto body and collision repair shops that apply coatings to motor vehicles or mobile equipment are automatically subject to an Environmental Protection Agency rule known as the “6H rule” (40 CFR Part 63 Subpart HHHHHH NESHAP). To qualify for an exemption, a shop needs to document that it does not spray coatings containing target hazardous air pollutants (HAPs). The EPA has a new screening tool to help businesses decide if they are exempt. The tool is a huge timesaver with product data from major manufacturers all in one place. Enter “epa reg nav” in a search engine to find the Regulation Navigation Tool webpage. Then click on “Paint Stripping and Miscellaneous Surface Coating Operations at Area Sources: determining exemption eligibility.” Note that if you use any amount of paint stripper containing methylene chloride, you are still subject to the stripping portions of the rule even if you are exempted from the spraying portion.

This is important because some paints, such as pearlescents, will have target HAPs above the threshold levels; however, the paint must be evaluated as sprayed, not as supplied. Since pearls are such a small paint component after toner and reducer are added, it is likely that the pearlescent paint will be below the thresholds (Pendola, 2021, para. 9). After completing the questionnaire, exempt shops are provided with an example petition form and contact information for sending the form. What if I’m not exempt? The 6H rule went into effect over a decade ago, and since then, most manufacturers have removed target HAPs below allowable thresholds. Many auto body shops can demonstrate they are exempt from the 6H rule. If you are not exempt,

About the Reg Nav tool The Reg Nav tool starts by reviewing definitions to confirm your shop’s activities are under the rule. If a shop does not apply coatings to motor vehicles or mobile equipment, or sprays exclusively out of threeounce or smaller cups, then an exemption petition is not needed, as the shop is already exempt. Next, the Reg Nav tool asks up to three questions: The first question asks whether your paints contain target HAPs. Target HAPs are cadmium, chromium, lead, manganese and nickel. If the paints are target HAP-free, then you can petition for an exemption. The tool provides lists from major paint manufacturers showing which products contain target HAPs. If you have target HAPs, the second question asks if you can switch to target HAP-free coatings. You can search the manufacturers’ paint lists for alternative formulas to see if a switch is possible. The last question asks about

Air Permitting Exemption In addition to 6H, body shops must assess if an air permit is needed. Most body shops don’t need an air permit, because most can qualify as an insignificant facility or as a conditionally exempt facility by following certain operational, recordkeeping and notification requirements that are similar to 6H.
