Choices are Good! by Dave Bock, AASP-MN Associate Division Director

It’s my second time around writing an editorial for AASP-MN News magazine, which I needed to complete 30 days prior to the publication going to press. The deadline was November 1 to return my article to Judell to review for this December issue. Fortunately, she was in Sin City for Industry Week so it gave me a couple extra days to get through my “writer’s block”! Being inundated with AftermarketNews.com updates from Las Vegas, there were so many possible topics to choose from and industry data (from IHS Markit) to share:

• Global new vehicle sales are expected to hit 2 billion by 2040; • Light vehicle miles traveled globally

are expected to reach 10 trillion in 2017; • Vehicle miles in China will increase 200 percent by 2021; • Import vehicle market share is expected to be 57 percent in 2021 (a 50 percent increase since 2002); • Compact CUVs represent 19 percent of new vehicle registrations in 2016; • VIOs of vehicles 0-5 years old will grow 16 percent by 2021; or • Vehicles older than 16 years will reach 81 million units by 2021… a 30 percent increase.

Or maybe it would just be fun to have a contest to see who could decipher what the letters represent in the abbreviations for all of our hard-working industry

associations like ACA, AAPEX, AASA, MEMA, SEMA and AASP. (I hope you got the last one.) So many choices…such as AASPMN’s wide range of programs the membership has at its disposal. I was talking to Steve Cox at Key Automotive (Hugo, MN) and asked him what drove his decision to become a member of AASP-MN this year. Steve’s reply? “I realized that AASPMN is doing more for the independent repair shop owner than what I previously received with my membership in NFIB. AASP-MN has a large menu of business support programs that enable me to compare services and costs against similar offerings that are available through my “Certified Service Center” affiliation. I can also take advantage of additional local training for myself and my technicians to supplement what I’m already receiving through Auto Value. LEGISLATIVE UPDATE

We Had an Election! Donald Trump was seen as the agent of change in a year when voters wanted to see real change in Washington, D.C. The consequence of Trump’s ascendency to the White House is hard to predict. The President-Elect will be on a very steep learning curve for many months – including well into his time in office. For now, all we can do is watch for whom he selects for his Cabinet Members and White House staff. For those looking for real change, there may be some disappointment in that Trump’s early appointments are legislators and lobbyists from Washington, D.C. True, it’s a different group of legislators and lobbyists than we’ve had in place for some time, but they are still Washington “insiders” – just coming at issues from a different angle. Most of what AASP-MN cares about from a policy standpoint is addressed in St. Paul rather than Washington, D.C. The more significant and more surprising result in this election is the Republican takeover of majority control in the Minnesota Senate. No one was predicting that the Republicans would have a net gain of six seats – but that’s what happened and they now have a 34-33 advantage over the DFL. With that single-seat majority margin, all the Senate Committee Chairs shift over to Republican Senators. The new Majority Leader of the Senate will be Senator Paul Gazelka of Nisswa. Senator Gazelka has always had an open door policy. He is very forthright in all that he says and does. His background includes over 20 years as a State Farm Insurance agent, and he has typically embraced the insurance industry side of issues where there has been a contrary repair industry position.

A key Senate position we will be watching for is who will be named Chair of the Senate Commerce Committee. Senator Gazelka was the Ranking Minority Member before he became Majority Leader, so he will not be chairing the Committee. The most likely candidate is Senator Gary Dahms from Redwood Falls. Senator Dahms is also a retired insurance agent. He falls under the same category as Senator Gazelka in that we have had very cordial discussions with him – but he tends to come down on the insurance industry side of our issues. On the House side, there was very little change. The Republicans were in control and they retained control of the House. It is expected that Representative Joe Hoppe of Chaska will continue as Chairman of the Commerce Committee. For House leadership posts, Speaker Kurt Daudt and Majority Leader Joyce Peppin will continue in their respective leadership positions. In the coming weeks, the AASP-MN Committees will be finalizing legislative proposals for 2017. We expect to spend the early weeks of Session meeting with legislators in leadership posts and with some of the newly-elected Representatives and Senators to make sure they are familiar with automotive repair industry concerns. We will provide regular updates on our progress in this publication and in special messages to the membership. We welcome your comments or questions regarding the legislative process as you interact with your legislators back in their home districts.

DATABASE ENHANCEMENT GATEWAY SURPASSES 10,000 INQUIRIES PROCESSED On October 26, 2016, the Database Enhancement Gateway received its 10,000th inquiry, nearly nine years after the launch of www.degweb.org in November of 2007. The DEG was designed to help improve the information in collision repair estimates through feedback from the industry about vehicle-specific errors, omissions and inaccuracies in the database and labor times. The free service was initially founded by the Automotive Service Association (ASA), Alliance of Automotive Service Providers (AASP) and the Society of Collision Repair Specialists (SCRS) and continues to be managed by a Joint Operating Committee (JOC) of association representatives. “We couldn’t be more pleased with what the DEG has accomplished since its creation,” stated JOC member Rick Starbard. “What started as an ambitious desire to create a more efficient and transparent mechanism for raising and resolving database issues, has established itself as permanent and useful tool with tremendous cumulative value for the collision industry.” With ever increasing vehicle construction complexity, the accuracy of collision repair data has become critically important. The DEG has enabled estimating program end-users to play a larger role in influencing the quality of the data in the systems. One of the most significant changes to the DEG resource was the transition from volunteer efforts to the addition of a dedicated staff member to communicate directly with the Information Providers on behalf of the end-users. “The objective is ultimately to obtain prompt responses to questions, many of which may stimulate the new database line items or changes in labor time reflected in the estimating system,” added current DEG Administrator Arthur Harris. “With feedback received from the online inquiry process, we have been able to work in a constructive manner with the Information Providers to reach thousands of positive resolutions.” “Congrats on 10,000 inquiries! I remember first hearing about the DEG at my local autobody association meeting many years ago,” shared DEG user Nathan Simmons, Owner of C&C Collision. “I thought ‘this is great, because when I do an inquiry direct to the Information Provider it seems like it always yields the same result with no change.’ I always felt like my voice was not being heard even though I had very clearly made my point. With the DEG it was immediately different, and there was attentiveness that I feel came from the transparency of the process and having someone on the other end helping to discuss the concern while I went back to work. It truly only takes minutes to submit an inquiry and, over

the years, I've seen my inquiries generate labor corrections on things like Toyota Corolla taillight fillers, Audi roof molding labor and rivets added to the database, Mercedes ML core support labor and countless others.” In a show of support for these accomplishments, and recognition of the ongoing work left to be done, Dave Gruskos, President of Reliable Automotive Equipment elected to contribute $1,000 in funding in memorial of the accomplishment. “The DEG is a proven game-changer,” he shared. “Congratulations on 10,000 inquiries!” Other companies, individuals and associations similarly followed with congratulatory remarks and funding contributions, including AASPMN, AASP/NJ, Montana Collision Repair Association and the Hendler Family in memory of March Taylor. Along with the inquiry process, the DEG has grown through development of other useful resources on its website. Weekly estimate tips, a growing YouTube library of videos, a knowledge base section and a list of “Top-10” desired product enhancements are just a few examples of the information that can be found on the DEG website, www.degweb.org. The DEG is an initiative designed to help improve the information in collision repair estimates through proactive feedback about vehiclespecific errors, omissions and inaccuracies in the database and labor times. With support and funding from the Alliance of Automotive Service Providers (AASP), Society of Collision Repairs (SCRS) and other industry organizations, the DEG can provides its services free of charge to the industry. I-CAR INTRODUCES ONLINE OEM CALIBRATION REQUIREMENTS SEARCH The Inter-Industry Conference on Auto Collision Repair (I-CAR) announced a new information resource for collision repair professionals: a vehicle-by-vehicle guide to calibration requirements for advanced driver assist systems (ADAS) for every 2016 make and model sold in the U.S. The “OEM Calibration Requirements Search” feature, available online through the I-CAR Repairability Technical Support (RTS) Portal, describes calibration requirements for each vehicle when repairing vehicles equipped with systems such as: • Adaptive cruise control • Active park assist • 360-degree camera • Collision warning • Collision braking

• Blind spot detection • Lane departure warning • Lane keep assist • Backup assist

ESTIMATING TIPS Prep Raw Plastic Parts in CCC One – Bumper covers are not the only plastic parts that may be delivered in a raw or unprimed state. Unlike bumper covers, “other” raw parts like mirror covers, moldings and inserts do not have an option to prep raw part in the CCC One estimating system. For these parts, an on-the-spot evaluation is required. This can be found in DEG Inquiry 9981. Information Labels In Mitchell – Mitchell Estimating system does not show a labor amount for information labels. This would be a manual entry as shown in DEG inquiry 3417. “MITCHELL DOES NOT PROVIDE ANY ALLOWANCES FOR INFORMATION LABELS. THESE NEED TO BE ADDRESSED AS ESTIMATE ON SITE AND BY THE NUMBER OF LABELS BEING REPLACED.”

Refinish the Roof Underside in CCC One – Refinishing the underside of a roof is a not -included operation in CCC One and would require a manual line, if needed. This can be found in DEG inquiry number 3985. “After review, we have determined that the roof refinish time does not include the underside. Please consult the list of not-included items under basic color coat application in the MOTOR Guide To Estimating.” Battery Cable Labor in Audatex – When replacing a battery cable in Audatex the labor time reflects the basic disconnects at the battery and generator. Any additional operations needed for the installation for the battery cable will require separate consideration by the estimate preparer. This can be found in DEG inquiry 3053.

This type of calibration guide is the first of its kind in the collision repair industry and will be available exclusively to current RTS Portal subscribers. The portal is free to professionals at I-CAR Gold Class and Road to Gold shops, those who have earned Platinum recognition and individuals currently undergoing training. There are approximately 110,000 current subscribers. The first phase of the calibration matrix includes information on up to 90 percent of 2016 model year vehicles sold in the U.S. In early 2017, I-CAR expects to have 100 percent coverage of 2016 U.S. models, with a focus on 2017 model-year vehicles and ongoing tool enhancements beginning shortly thereafter. “I-CAR believes this will be a great resource for repair professionals to leverage during the damage analysis process,” said Jason Bartanen, I-CAR director of industry technical relations, who demonstrated the tool onstage at SEMA. “If, during damage analysis/blueprinting, an estimator or auto physical damage appraiser (APDA) identifies that a vehicle is equipped with ADAS, a quick visit to the RTS Portal will identify those conditions that will require post-repair calibration for that system. This will help in development of the repair plan, and doing this work in advance will improve cycle time.” To learn how to subscribe to the RTS Portal, go to https://rts.icar.com. TAKE NOTICE: EMPLOYERS MUST BEGIN USING THE NEW FORM I-9 IN 2017 A revised version of the Form I-9 has been approved and has been published by United States Citizenship and Immigration Services (USCIS). Employers can continue to use their current version of the Form I-9 (revision date: 03/08/2013 N) until January 21, 2017. Beginning January 22, 2017 employers will be required to use the new I9 Form. The new Form I-9 can be found at www.uscis.gov/i-9.

50 Years of Greatness: SEMA Brings Life to the Automotive Repair Industry For 50 years now, the SEMA Show has been bringing industry enthusiasts together in order to celebrate their love of automobiles. On November 1-4, nearly 200,000 exhibitors, buyers, presenters, educators and auto body professionals gathered within the halls of the Las Vegas Convention Center to experience some of the strongest networking, education and training opportunities available in the U.S. In addition to offering educational seminars from the industry’s best, this year’s Show also hosted various association meetings, ceremonies and conferences, including the AASP National Board Meeting, which was held at the Westgate Las Vegas Resort & Casino on November 2. Each state affiliate reported on their latest legislative efforts and what programs and plans they have for their loyal members. Many state representatives discussed their attempts to pass specific bills

that would assist in the prevention of steering and inadequate labor rates. AASP-MN representatives Bruce Tschida with Lake Marion Collision and Dan Sjolseth with Superior Service Center reported on issues being discussed and activities taking place in Minnesota. “OEM certifications are a big deal now,” said Tschida. “We recently hosted a roundtable and panel discussion about it, featuring a representative from Honda, as well as shops who have achieved certification from various manufacturers. The Honda representative opened the eyes of a lot of our members that this is the direction our industry is headed and they must become better educated about it.” Sjolseth reported on the association’s efforts to recruit young people into the automotive field. “We started MNCARS, which stands for Minnesota Careers in Automotive Repair and Service,” he explained. “Its objective is to help grow awareness with young people, their parents and school counselors about the rewarding career opportunities available in the auto service and collision repair industry. Parents believe their kids need a four-year degree in order to be successful, and we’re working to put that myth - and many other misperceptions about our industry - to rest. Our new website, carcareers.org, lays out career pathways and provides in-depth information for school counselors and others to educate them about our industry.” Before the meeting came to a close, the following AASP National Executive Committee members for 2017-2018 were announced: Bruce Tschida (MN), president; Bill Adams (NY), vice president; Mike Moehlenkamp (MO), secretary-treasurer; Ron Reiling (MO), chair of executive directors; and Rick Starbard (MA), immediate past president. Of course, there was plenty to enjoy away from the meeting rooms. It took him decades to do it, but TV host and former NASCAR champion crew chief Ray Evernham finally fulfilled a dream on the opening day of SEMA 2016. In front of a huge crowd of automotive enthusiasts gathered at Axalta’s outdoor booth at the Show, he unveiled the holy grail of hot rods – the 1958 Chevy Impala featured in the 1973 movie American Graffiti. Debbie in the legendary film, joined Evernham in the festivities. Using Axalta’s Cromax ChromaPremier, Evernham – who spent a year working with his team on the restored ride – replaced the paint and famous red striping on the vehicle to make it look exactly like it did in the legendary film. “The paint was more than 40 years old and hadn’t been maintained,” he explained. “If it were left unprotected for much longer, the car would have just been bare metal. We digitized and made detailed templates of the striping for exact duplication and placement. Axalta was even able to recreate the exact paint colors, so we returned this car to the condition that moviegoers have seen for years.” Clark was blown away to see the restored version of the car she helped make famous all the way back in 1973. “I think it’s better than it was when it came off the assembly line! It never looked this good – ever! It’s magnificent!” she said. SEMA 2016 also provided an inspiring reminder of the industry’s altruistic side. On November 2, the National Auto Body Council (NABC) hosted a special Recycled Rides reception where representatives gifted six refurbished vehicles to drivers in need. Earlier in the week, the Collision Repair Education Foundation (CREF) awarded $750,000 to various auto body school programs across the country. Parts Washer Waste

If anyone tells you a certain parts washer cleaning fluid is non-hazardous, take their advice with a grain of salt. Even if the cleaning fluid is non-hazardous when it is new, it could become a hazardous waste as it is used. Many traditional parts washer solvents are ignitable, which means they are a hazardous waste when it’s time to recycle or dispose of them. Wastes with a flash point less than 140 degrees F are considered ignitable hazardous wastes. The safety data sheet (SDS) or technical data sheet (TDS) for a product will list its flash point. Some parts washer cleaning fluids sold as ‘high-flash’ solvents might not be ignitable, but you should double-check the SDS or TDS to be sure. Don’t assume. And fluids on the parts you wash, such as gasoline, can lower the flash point enough to make the cleaning fluid ignitable. The parts you wash contain metals such as chromium and lead that can leach into the cleaning fluid, resulting in used cleaning fluid that is a hazardous waste. How do you know whether your used parts washer cleaning fluid is hazardous waste? First, assume it is hazardous waste until you prove otherwise. Have a sample of your used fluid tested by your hauler or by an analytical lab you choose. Test for flash point, metals and the presence of F-listed chemicals. You can rely on the results of that test until you make changes at your facility, such as switching to a different parts washer fluid, changing your paint system, or adding new services. This goes both ways, too: new products or processes may make your used cleaning fluid hazardous waste, or they may mean your water-based cleaner is no longer being contaminated with the chemicals that made it a hazardous waste. There are many benefits to water-based parts washers. For repair shops that don’t paint, used parts washer cleaning fluid might be the only

hazardous waste you have. If you can switch to a non-hazardous cleaner and keep contaminants out of it, you’ll save on hazardous waste fees and fill out fewer forms. Water-based parts washers use different chemistry than solvent-based ones and often work better. The higher flash point of the cleaning fluid means they reduce your fire risks. Many of them are cabinet units, so you can put the parts in to be cleaned and go work on something else. And many water-based cleaners are easier on your hands and skin, too, which is important when you use your hands all day to make a living. The MPCA has specific fact sheets for managing parts washer wastes. Search for “parts washer” on the MPCA website at www.pca.state.mn.us/. There is a fact sheet for solvent parts washers and one for water-based (aqueous) parts washers. Here are a few common waste codes to use on manifests and your hazardous waste license application. Look at your lab test results for the mg/l of metals. D001: ignitable hazardous wastes; meaning they have a flash point below 140o F D005: wastes containing barium at more than 100 mg/l D006: wastes containing cadmium at more than 1 mg/l D007: wastes containing chromium at more than 5 mg/l D008: wastes containing lead at more than 5 mg/l F001: methylene chloride, perc and TCE F003: acetone, methanol, xylene F005: MEK, toluene, 2-ethoxyethanol
