EXECUTIVE DIRECTOR'S MESSAGE

Thank You By Judell Anderson, CAE, AASP-MN Executive Director

I can’t believe this day has finally come. After 25 years and nine months as the executive director of AASPMN, I am retiring at the end of the year. What a great run it’s been! Over the years, it’s been gratifying to hear members share how much they value and appreciate the work of the Alliance. The cherry on top? I’ve found that work to be both challenging and satisfying. One of the things that I loved was the variety of my daily responsibilities. From governance, event planning and program management to communications, strategic planning and lobbying, there were few dull moments. Importantly, I always believed that I was on the “right” side of things when it came to advocating for members – I never felt that a position I was fighting for was counter to my own value system. For me, that was a key linchpin of my long tenure with the association. One thing that I do know is that I’m going to miss the people. The AASP-MN volunteer leadership and members have always been supportive, kind, generous and respectful. Many have become friends. And then

there’s the staff – Kevin Walli, Greg Olsen, Tom Kluver and my right-hand-woman, Jodi Pillsbury. All good people and true professionals. Jodi and I especially have spent a lot of time together, helped each other through personal challenges and were totally interdependent when it came to doing the work of the association. She served as yet another linchpin for my many years with the Alliance. As for what’s next, the honest answer is I don’t really know yet. Spend more time with family and friends, of course. And I have lots of travel plans and the usual to-do list of home projects. I hope to exercise more consistently and eventually find some volunteer work that makes a difference and is meaningful to me. But really, after having a job every day of my life since 14 years of age, I can’t wait to have the flexibility to do whatever I want on a whim! If I had to sum up my employment with AASP-MN in one word, it would be “grateful.” I know that too many people on this planet either don’t have the luxury of going to work each day or do so with a sense of dread.

LEGISLATIVE UPDATE

Reaching Out to Your Legislators – It’s Easier Than You Think! by Kevin Walli & Sam Richie, AASP-MN Lobbyists

The auto repair industry isn’t the biggest force to be reckoned with at the Capitol, but we do have attributes that can help level the political playing field if we successfully coordinate our efforts. Our strength is in our numbers and our geographic footprint. • Number of shops – there are repair shops in every legislative district (House and Senate) of the state • Number of employees – collectively, members employ thousands of workers who are also local voters • Industry wages are good – much better than the majority of legislators realize • You are an important part of your community’s economy So, how do we make a meaningful connection with our legislators without sacrificing the time and attention we must give to our business and family? It’s not as difficult as many of you may think. Two or three contacts per year is enough to establish a good working relationship with your state Senator and state

Representative. At least one of those contacts can be on your home field – at your shop. • Invite your legislators (Senator and Representative) together or separately – to your shop for coffee and a quick tour. You don’t need to ask them for anything in particular at this initial meeting. Just tell them what you do, how long you have been doing it and how many people work at the shop. • Let them know that the interests of the repair industry typically fall into three areas: • Insurance claims – Commerce Committee • Environmental compliance – Environment and Natural Resources Committee • Business taxes – Tax Committee • Let your legislators know that you would like to become a resource for them on repair industry issues, then keep in touch with them throughout the year. If they have a Town Hall meeting, try to attend. Reintroduce yourself and remind them of the tour of your shop or meeting that you had and let them know

LOCAL NEWS AASP-MN Announces New Executive Director AASP-MN is pleased to announce that Linden Wicklund has been selected as the association’s executive director following the retirement of longtime leader, Judell Anderson, CAE, at the end of the year. Wicklund will transition into the role working alongside Anderson starting on November 29, 2021. The association undertook a thorough and extensive search process led by a six-member search committee of current and former board members. After retaining a search firm, conducting initial interviews, assessments and final-round interviews, the committee identified Linden as a standout among the candidates. “I am very excited for the Alliance to start its next chapter under the leadership of Linden. Her past leadership experience and enthusiasm for this new role will offer members a fresh and unique perspective as we continue to face the challenges of an ever-changing industry head on,” said AASP-MN President Tom Archambault, BLVD Autoworks, St. Anthony. Wicklund comes to AASP-MN after a dynamic and fulfilling decade working in various positions at an international trade association based in Roseville, MN. Wicklund has stated that her approach as a leader is handson, collaborative and ever focused on overarching goals. “I am delighted at the opportunity to lead the members of AASP-MN as they collectively learn, advocate and build the future of the industry together.” An open house is scheduled for December 16 to celebrate Judell’s many important contributions to the association and the industry during her nearly 26 years of service. “We are forever grateful for her leadership of

the Alliance and wish her all the best in retirement,” said Archambault. Please feel free to contact the AASP-MN office at (612) 623-1110 or aasp@aaspmn.org with any questions.

The Alliance is looking for automotive industry professionals who are interested in advancing the industry by serving in leadership positions on the AASP-MN Board of Directors and advisory committees in 2022. A number of positions will be open on the Collision, Mechanical and Associate Advisory Committees, as well as the Government & Regulatory Affairs Committee. There will also be two seats open on the AASP-MN Board of Directors, one collision and one mechanical. Volunteer service is a great way for AASP-MN members to get more involved in the Alliance, influence the direction of projects and priorities and positively impact the association and the industry. If you have a personal interest or would like to nominate someone else, contact Nominating Committee Chair Matt Feehan at (763) 424-2522 or matthew.feehan@fixauto.com or the Alliance office at (612) 623-1110 or aasp@aaspmn.org. NATIONAL NEWS AASP-MN Shares Updates at National Board Meeting During the AASP National Board virtual meeting on November 8, state affiliate representatives were joined by other industry experts to discuss a multitude of issues impacting member shops and the automotive and collision repair industries as a whole. Affiliate leaders also provided updates on what’s happening in their specific market areas. In light of the imminent retirement of AASP-MN Executive Director Judell Anderson, Will Latuff (Latuff Brothers Auto Body, St. Paul) recommended that other affiliates review their succession plans to ensure they’re up-to-date, and he announced that the association has named a replacement: Linden Wicklund. “We’re also introducing legislation related to the timeliness of insurer communications,” Latuff added. “Basically, we’ll be introducing a bill that will make it an unfair claims practice if insurers ‘fail to review and approve or deny a repair supplement for a vehicle repair within three business days of its submission by a repair shop engaged to repair the insured’s vehicle.’” Dan Sjolseth (Superior Service Center, Eagan) provided an update on Minnesota Careers in Auto Repair and Service (MNCARS), informing meeting participants that the website attracts over 2,500 unique visits each month, and traffic continues to grow with new visitors in 2021 already 55 percent higher than at this point in 2020. The MNCARS campaign includes social media activity on Facebook and Instagram, as well as video ads on YouTube, while the website (carcareers.org) offers the MotorMouth toolbox, a comprehensive source of promotional materials and talking points for industry professionals to use when delivering high school and trade school presentations. AASP-MN has recently introduced a new fundraising campaign in an attempt to raise $200,000 to fund MNCARS’ activities over the next three years. “We’re consistently ranking on the first page in Google results for searches related to car careers in Minnesota, ensuring we’re top of mind for someone looking for auto career options,” Sjolseth said. “We want to help industry members get involved in the local community and start having conversations with customers, community members and students about the career potential in the automotive industry.” AASP’s National Board also addressed additional business during the meeting, beginning with an update from Pat Kane of United Fire Group (UFG). Although 2020 and 2021 have not been profitable for the insurance industry due to high catastrophe losses and commercial auto claims, Kane assured Board members that “UFG’s commitment to AASP is unwavering. Insuring automotive repair businesses is one of our top priorities, and this is going to be a bigger focus for us moving forward.” Danny Gredinberg, administrator of the Database Enhancement Gateway (DEG), announced that the DEG has received nearly 18,000 inquiries. “That’s a huge number right there, and it’s a testament to why the DEG

8 | December 2021

is so important to the industry. It demonstrates the kind of impact we can make when it comes to helping the industry.” “The OEMs have even recognized the DEG as a valuable resource and given us access to their information free of charge because they realize that validating the inquiry with the OEM repair information is the only way we’re going to achieve a positive outcome,” he continued. “At the end of the day, we all just want accurate databases – nothing more, nothing less.” AASP National Board President Tom Elder proposed that the organization provide a recommendation for Condition Now, a program that attempts to moderate the negative impact CARFAX reports have on customers’ vehicles. “If a CARFAX report is pulled after an accident, it does not take into consideration whether you wrote an estimate and repaired the vehicle, but now, there’s a way to abate that by inspecting the car and attaching your shop’s report to the CARFAX to show that the vehicle was repaired by a certified collision facility and is now in better condition than that negative CARFAX report indicates.” With a Condition Now report, Elder acknowledged, “The car will likely be valued at a number somewhere between the diminished and full values, but this is something we didn’t have before. Being able to show who repaired the vehicle and the quality of the workmanship demonstrates what transpired and can help our customers.” Lastly, Joe Amato, Jr. from the Amato Insurance Agency (a division of World Insurance) shared details on the possibility of expanding their New Jersey Health Insurance plan nationally to make it available to all AASP members. www.langmarketing.com Internal Combustion Engine Vehicle Aftermarket Will Grow to 2030 and Beyond “Internal Combustion Engine (ICE) vehicles will achieve significant U.S. automotive aftermarket product growth to 2030 and beyond, contrary to the widely held expectations that Electric Vehicles (EV) will rapidly eliminate ICE aftermarket product sales,” said Jim Lang, President of Lang Marketing Resources, a leading automotive market intelligence firm headquartered in Fort Wayne, Indiana with over 25 years in the vehicle product industry. “Peak ICE aftermarket, the year when Internal Combustion Engine vehicles reach their maximum automotive aftermarket product volume, will not arrive until after 2030,” predicted Lang. “This is significant to the more than 400,000 business locations across the

U.S. that repair vehicles and sell automotive products,” emphasized Lang.

years old. This will delay the impact of the rising annual sales of new EVs on the ICE aftermarket.

Millions More ICE Vehicles Despite growing annual EV sales, the number of ICE vehicles on the road will increase between 2021 and 2030. Regular hybrids and mild hybrids (both have batteries recharged by internal combustion engines) are included as ICE vehicles in this analysis because most mileage of non-plug-in hybrids is ICE powered.

EV Low Average Age Since the runup in the number of EV vehicles on the road will occur late in the 2020s, EVs in operation during 2030 will have a very low average age, less than three years. BEV average age will be even lower, less than two years.

EV Future VIO While EVs will steadily increase their share of new car and light truck sales in the U.S., their share of vehicles in operation (VIO) will climb at a much slower pace. Even with aggressive annual sales growth, EVs will account for only approximately seven percent of the total VIO by 2030. Battery electric vehicles (BEVs) will represent an even smaller share.

ICE Vehicle Aftermarket Growth to 2030 and Beyond With their relatively small VIO and low average age, Electric Vehicles (plug-in hybrid electric vehicles and BEV models) will eliminate less than two percent of ICE aftermarket product sales in 2030, aside from tires and certain accessories. BEVs will eliminate an even smaller portion of ICE aftermarket product volume. As a result, ICE cars and light trucks will continue to increase their aftermarket product volume through 2030 and beyond.

EV Aftermarket Impact Delayed Aside from tires and certain accessories, cars and light trucks do not make substantial contributions to aftermarket product volume until they are at least five

ESTIMATING TIPS CCC: Refinishing Jeep Wrangler/Gladiator Flares – Repairers refinishing late model Jeep Wrangler/Gladiator fender/bedside flares will need to mask the textured, unpainted areas. The labor to mask the textured areas is INCLUDED per CCC/ MOTOR Refinishing Time Premise >> Bumper covers and other flexible components, “Masking the grained, textured, or non-body color portions in preparation for body color application is an included operation.” Recent DEG Inquiry 19008 & Inquiry 19016 have led to labor updates on the refinishing time, increasing it from 1.2 to 1.8 hours on the front and 1.6 hours on the rear flares. The increased labor time was adjusted to account for the additional masking operations. Additional note: Masking of textured areas on any flexible component is only included one time. If additional masking is needed, this would require an on-the-spot evaluation. All material costs associated with masking are NOT INCLUDED. Mitchell: Protecting Exterior of Vehicle During Body Repairs – Recent DEG Inquiry 19031 states, “Allowances for

replacement of welded panels include consideration for covering/protecting the interior of the vehicle from damage during welding. Masking of adjacent exterior panels, suspension is not factored into the consideration.” Audatex: Easily Adding Tires to Repair Plans – Audatex users can quickly and easily select tires to be added to the repair plan. Audatex now provides users the ability search for the correct tire model and size in the database. A quick zip code entry returns pricing on the tire from local suppliers. Audatex users will need to click on “MORE PARTS” tab, then click the “Tires” icon, identify the tire location on the vehicle and follow the easy-to-use prompts. CCC: Wire Harness Feedback – “After review of the MOTOR data, the estimated work time applied to a Door includes time to disconnect and reconnect the internal wiring. Please note: • If the Door Shell has internal wiring standard, it is considered an included

item with R&R Door Shell. This is also true for the Lift Gate/Trunk/Hatch/Tail Gate/Hood/Bumper, etc. • If the component/assembly has a "Pigtail Wiring Harness" that is contained in the component/assembly and disconnects from the "Body" (Body Wiring Harness) it is included with the component/ assembly labor time. • If the component/assembly has a wiring harness that extends into the Vehicle's Body without a disconnect point (wiring is part of Body Wiring Harness), D&R from the component/assembly is included, however the balance that remains in the Body is not included. • Replacement times for Body Wiring Harness or Engine Wiring Harness are not developed by MOTOR Information Systems as they are usually repaired instead of fully replaced. If the Body Wiring Harness or Engine Wiring Harness must be completely replaced, an "on-thespot evaluation" must be employed to determine the degree of access and the replacement time must be negotiated between estimators.”

Note: The estimating databases are all intended to be used as a GUIDE ONLY - it is important to remember that the auto body professional performing the repair is in a position to thoroughly inspect, diagnose and identify the methodology and their unique cost of the vehicle damage repair. You can view these tips and others on the DEG website, DEGWEB.ORG.

COVER STORY

Dedication through the Decades: Celebrating Outgoing Executive Director Judell Anderson The automotive community is filled with memorable people, but few manage to leave a greater mark than longtime AASP-MN Executive Director Judell Anderson, who will retire at year’s end after 25 years and nine months of dedicated service to the association. Way back in 1996, Anderson replied to a newspaper ad placed by what was then ASA-MN in search of an executive director. Although she already had an appreciation for cars (her first set of wheels was a 1970 Camaro), she had no working knowledge of the repair/service industry at the time; however, she had extensive past experience in association management, which set the foundation for her next quarter century at the helm of one of the industry’s most active and accomplished state groups. “Successfully managing an association takes a different skillset than being a good shop owner, service advisor or insurance agent,” she says. “There’s a core body of knowledge and best practices necessary to run a successful association, and I think that’s what I brought to the table and what is reflected in our uniqueness.” Anderson’s commitment to bettering the state’s automotive industry has left an indelible impression on current AASP-MN President Tom Archambault. “Everything that goes on in the association is a testament to Judell’s hard work. We’re not an easy group to corral and get to do things, but she’s done a very good job of keeping us on task and on target.” Past AASP-MN President Dale Feste, who was among the Board members responsible for Anderson’s hiring back in ’96, echoes Archambault’s praise. “Judell understood and articulated that any good association needs good structure. She forced us to look at bylaws, the mission statement, our code of ethics, member commitments and those things. Building a firm foundation to go ahead was clearly one of her strengths.” Feste credits Anderson for moving the association forward in exciting new ways through a host of initiatives, including (but not limited to) public relations programs, fundraisers and years-long involvement in Lights on for Safety events. He also recalls the great success that came via Anderson’s idea to host special go-kart events for members to raise funds for scholarships for post-secondary automotive students. In addition to broadening AASP-MN’s image and capabilities, these activities resulted in incredibly high member retention and engagement. “I really believe that her greatest strength over 25 years has been her ability to tap into association members. She has a very open, friendly, accessible manner, and she used that very successfully. She has built a culture that’s been positive throughout the membership.” AASP-MN Office Manager Jodi Pillsbury, who has spent 25 of her 31 years with the association working alongside Anderson every day, has nothing but fond

14 | December 2021

words to share about her longtime colleague. “Judell is a hard-working, intelligent and extremely charismatic person. Over the past 25-plus years, I’ve watched her lead this association in many successful endeavors – from Lights on for Safety and Get to Know Your Neighborhood Auto Repair Pro to the Race for Automotive Education and the creation of Minnesota Careers in Automotive Repair and Service [MNCARS], just to name a few. She always has a ‘can-do’ attitude and tackles even the most difficult tasks head on. With her knowledge and experience in association management, we were able to develop and implement policies and procedures over the years that were nonexistent before. Today, every facet of the association is streamlined. We have checklists for this and calendars for that, and they all take the guesswork out of the what, when and how we do things. “Judell has something special about her that can’t be taught in a classroom or learned by others,” she adds. “It’s been a pleasure to watch and learn from her as she grew in her role as executive director. She has been a great mentor to me and many others throughout her career. I wish her all the best in her retirement. She deserves it!” Looking back, Anderson cites MNCARS and the Get to Know Your Neighborhood Auto Repair Pro campaign as two of the brightest moments during her time with AASP-MN: “MNCARS is responsive to a critical need within the industry and was created from scratch – nothing like it existed. The whole thing is pretty impressive, if I do say so myself! And the Get to Know Your Neighborhood Auto Repair Pro program is a unique association undertaking to publicly promote the benefits of doing business with independent auto repair shops. Both of those initiatives came about from listening to members seated around the conference room table and then coming up with a plan to respond. That taps into the association’s greatest strength – the members themselves!” One of Anderson’s last acts as executive director? Launching an initiative to raise $200,000 to keep MNCARS going for the next three years. Archambault is grateful that she displayed such dedication even as she wound down her career. “That speaks a lot to her character. Anybody could just walk away and say, ‘I’m retiring. I’ve worked hard; let the next person worry about it.’ But not her; she gave it her all right until the very end.” Of course, consistent action in the legislative arena was another huge part of Anderson’s industry career. During her tenure, AASP-MN succeeded in strengthening anti-steering measures and prompting lawmakers to establish the following as unfair claims practices: • Adjusting a damage appraisal of a repair shop when the extent of damage is in dispute without

conducting a physical inspection of the vehicle. “I don’t want to get into naming individual people, • Specifying the use of a particular vendor for the because there are simply too many, and I’d have to procurement of parts or other materials necessary leave somebody out!” she replies. “However, I’ll make for the satisfactory repair of the vehicle. (This one exception to that and give a shout-out to the staff clause does not require the insurer to pay more than that I’ve had the opportunity to work with over the a reasonable market price for parts of like kind and years: Kevin Walli, Tom Kluver, Greg Olsen and, most quality in adjusting a claim.) importantly, Jodi Pillsbury. It was a pleasure and honor • Unilaterally and arbitrarily disregarding a repair to work with them all.” operation or cost identified by an estimating system, Although Anderson had already considered retiring which an insurer and collision repair facility have around the 25-year mark, the pandemic prompted her agreed to utilize in determining the cost of repair. to make the decision final. “With how COVID-19 changed everything, I felt Another big win for collision that it was a lost year that is now repairers was AASP-MN’s work becoming a lost two years when to allow shops to charge and it comes to a lot of things I want collect sales tax on paint and to do, particularly with travel. I materials at the retail level love traveling and learning about instead of paying it at wholesale new people and cultures, and prices and not being able to that was taken away from me. I recoup the money. On the feel like I’m behind; I have some regulatory side, the association’s catching up to do. PARTNERS IN PREVENTION

Degreasing Project Shows Safer Alternatives Work Last summer, the Leech Lake Band of Ojibwe Air Quality Program partnered with the Minnesota Technical Assistance Program (MnTAP) on the “Degreasing Project.” The project assessed grease-cleaning products used at auto shops and encouraged shops to switch to degreasers that are better for employee health and the overall air quality of Leech Lake. Many degreasing products used in auto shops, such as brake cleaners and parts washer solvent, contain harmful chemicals known as volatile organic compounds (VOCs) and hazardous air pollutants (HAPs). Spraying VOCs to clean car parts contributes to groundlevel ozone, which makes the air harder to breathe, aggravates asthma and other lung conditions and increases the risk of premature death for those with heart and lung diseases. Exposure to VOCs can cause a range of health effects, from irritating the eyes, nose and throat to other serious illnesses. Some VOCs are suspected or proven carcinogens. It can be extremely challenging for the average consumer to make a good decision about what is a safer product. The chemistry in degreasers varies greatly from can to can. Cans may look identical and have the same product name. Anthony Mazzini, a Minnesota Green Corps member, made connections with auto shops and worked with them through the process. Aerosol degreasers First, Mazzini assisted shops in assessing their current aerosol degreasers. If a safer alternative was recommended, a shop received a few options to sample. Shops that identified an effective alternative and were willing to switch were offered a month’s supply to get them started. Safer products were sourced from local Auto Value, Napa and O’Reilly Auto Parts stores. Degreasers with blends of acetone, heptane and hydrotreated light petroleum naptha were tested

as replacements for more hazardous blends containing xylene, toluene, PERC, TCE and methanol. One lesson learned was that it’s important to check the fine print – the parts number – to make sure you’re getting the product you want. Parts Washers Two styles of parts washer were demonstrated as alternatives to solvent-based parts washer. The SmartWasher Parts Washer uses OzzyJuice, an aqueous cleaning solution that uses microbes to break down grease and oil into carbon dioxide and water. By breaking down oil, the microbes “clean” the solution and extend its lifespan. If properly managed, aqueous parts washers can reduce hazardous waste licensing and disposal costs. For requirements on evaluating, storing and disposing spent aqueous-based parts washer solution, see Minnesota Pollution Control Agency factsheet Aqueous-Based Parts Washers, w-hw4-44, at pca.state. mn.us/sites/default/files/w-hw4-44. pdf. Ultrasonic parts washers use cavitation, or scubbing bubbles, to remove grease from parts. Ultrasonics can be added to cleaning systems, aqueous or otherwise, to increase cleaning effectiveness. They range in size from countertop to large industrial units and are effective for many kinds of general parts cleaning. The Results Overall, 13 out of 21 auto shops switched to a safer alternative degreaser. The Leech Lake Community Service Garage found a low VOC brake cleaner that worked similarly to their current high VOC brake cleaner. They also implemented a CRC SmartWasher with OzzyJuice formulation SW7. They were able to achieve a higher level of cleanliness for their customers and reduce their brake cleaner

consumption by 80 percent. Less brake cleaner also means less cans in the garbage, reducing the pounds of solid waste sent to landfill. “The parts washer works wonders. I barely use the [brake cleaner] spray cans and I like the parts washer better,” said Rupert Olsen, a technician at the Community Service Garage. “[Spray can] fumes are nasty. I take parts off, clean them up in the parts washer, and a little water cleans them right up.” Other participants noted about safer degreasers, “My hands didn’t dry up as much” and “It didn’t smell as much.” The Community Service Garage reduced their annual VOCs and HAPs emissions by 56 pounds and 22 pounds respectively. That is about the same amount of pollution that comes from using one can of spray paint per week. Just one shop can see a dramatic difference in the amount of pollutants it puts into the air. Find an alternative for your shop The degreasing project shows that effective, safer degreasers are available. If you’d like to investigate your cleaners to see if there is a safer alternative, MnTAP offers no-cost technical assistance to small and medium-size Minnesota businesses. Call Jane Paulson at (612) 624-1826 or e-mail janep2@umn.edu. Visit MnTAP’s website to find safer products and ingredients to avoid at mntap.umn.edu/industries/air/ degreasing.html. you wanted to see how they are doing. With a commitment of just three or four hours per year, you can have two or three close contacts each with your Senator and Representative, contacts that can go a long way later down the road. Before you engage in this process, take 10 minutes to learn a little bit about your legislators. The Minnesota Legislature website is a great resource. There are links to “who represents me” for both the House and Senate. There is a profile for each legislator that will tell you how long they have served, which Committees they serve on and a bit of biographical information. Keep in mind that new legislative district boundaries must be drawn in 2022 — based on the 2020 census data. This means your legislator may be shifted into another district or two legislators may get squeezed together. AASP-MN can help sort all of this out as we get into the summer of 2022 and we begin our work of getting to know the newest cast of characters who will be representing us at the State Capitol. In the meantime, if you have questions, the AASPMN staff and lobbying team is happy to discuss the process further with any individual member. Give us a call!
