The Mayor is the head of Council and the Chief Executive Officer of the Corporation of Norfolk County. The Mayor presides over Council and Public Hearings Committee meetings and is a member of Council-in-Committee and the Budget Committee. The Mayor interacts on a continual basis with Councillors, the municipal administration, community agencies and citizens. As head of Council, the Mayor is also the chief spokesperson on intergovernmental discussions with other municipalities, provincial and federal governments. Opens Monday, May 4, 2020 at 6:00 p.m. If registering in person, the queue begins at 5:30 p.m. See the Customer Service Desk for your number. Registration deadline for programs is one week before start date. • Please note that registration is on a first come, first serve basis • One person may register a maximum of 2 families • Early registration is not available
Payment Options • We accept cash, cheque, debit card or credit card (Visa, Mastercard & AMEX) • Online registrations require credit card use. Visa Debit is NOT accepted • Cheques are to be made payable to Norfolk County. Post-dated cheques are NOT accepted • NSF cheques are subject to a $40.50 Administrative Fee and require immediate correction for continued participation • Norfolk County believes that everyone should have an opportunity to participate, and fees should not be a barrier. Cancellations may be made due to unforeseen circumstances including, but not limited to: insufficient registrations, weather, equipment malfunctions, emergencies, pool foulings, etc. Staff will always make every effort to contact participants prior to the start time of the program. Cancellations will be announced on myFM 98.9, Facebook @NorfolkRecreation and Twitter @Norfolkrec REMEMBER – Please register early to avoid disappointment of cancelled courses. Swim Lesson & Recreation Program Cancellations/ Withdrawals/Refunds • In order to provide quality programs the Parks & Recreation Department may cancel a program due to insufficient registration. In the event that your aquatics lesson or program is cancelled credits will be automatically applied to your account. Refunds can be requested. • Cancellations due to inclement weather or other unforeseen circumstances may occur from time to time. We do our best to minimize these cancellations and we will try to notify participants with as much notice as possible. In the event of an aquatics lesson being cancelled, a pro-rated credit will be automatically applied to your account. There will be no refunds. • Absences from programs will not be credited. Account credits may be given for extended absences due to injury or other extenuating circumstances. • Registrants can request to be withdrawn from an aquatics or recreational program up to one week prior to the start of the session. A full program credit will be applied to the Customer Account. If a registrant is withdrawn from a program less than 1 week prior to the start of the session or program start date, a credit will only be applied in the event that program/course is not jeopardized by insufficient registration. • There will be NO refunds granted unless for medical reasons. All withdrawals for medical reasons will be pro-rated based on classes completed at the time the refund request is received.
Simcoe Recreation Centre Room Rentals The halls are available for rentals as one large space for recreation programs, seminars, and formal functions. The Norfolk Room and Dogwood Room can also be combined into one large room. Rooms are available from 6:30a.m.-12 midnight. Hourly and full day rates are available.

Dogwood Room
Seating Capacity: 25-60 Pull down screen, projector, podium, sound system, bar, fully accessible. *Combining both rooms offers a seating capacity of 180-200.
Arena Lounge
Seating Capacity: 65-175 Kitchen, accessible

Financial Assistance for Sports, Art and Dance Participating in sport is a part of a healthy lifestyle. Having fun through recreation can help kids make new friends, develop leadership skills, deal with stress, increase their physical activity levels and improve their overall health. When families face financial difficulties, registration fees are often the first to be cut from their budgets. Norfolk County Parks and Recreation has partnered with organizations that can assist families who are experiencing financial shortfalls. Funds are available for children ages 4 to 18 years. Canadian Tire Jumpstart and Norfolk KidSport are local funding organizations that can help your child be part of the fun and learning. Money is available for registration fees or equipment. • Funding available for incomes lower than $40,000 • An application form must be filled out for each child • Please allow 3 weeks for approvals • All applications need supporting documentation before funding can be approved Applications can be picked up at the Simcoe Recreation Centre or by contacting Lisa Girard x 2227 or lisa.girard@norfolkcounty.ca 13

If your group is a non-profit recreational organization based in Norfolk County, you might want to consider becoming a Norfolk County Affiliated Group. Doing so can help with some of your costs for school rentals. Contact Facility Booking Clerk, at x 2226 for an application package. Once you are accepted as an affiliate, you may register with the school board as a non-profit affiliate and book your program.

SPORTS HALL OF RECOGNITION How to Nominate a Great Athlete, Coach or Builder of Sport
All nominees must meet the following criteria:
The Sports Hall of Recognition Committee does not nominate potential inductees. Instead, nomination packages must be submitted from individuals or organizations in the community. Nominations are scored by a subcommittee.
Individual Athletes: • Born, raised or lived in Norfolk County for at least 5 years • Achieved outstanding accomplishments in athletics at the local, provincial and/or national level • Has brought positive recognition to our County • Has given back to the community
If applicants receive 80 points or greater, they are recommended to the full committee for induction. Up to four individuals may be chosen for induction each year. Provincial winning teams from 1900 to 2000 have been recognized ceremonies in the communities of Delhi, Waterford, Simcoe, Langton and Port Dover. Since 2001, provincial winning teams are recognized at Council or at the Parade of Champions, held during the Norfolk County Fair.
All nominations should include the following information: • Personal contact information about the applicant • Years of service or involvement in sport • Level of service or competition (community, district, provincial, national, international) • Other awards won • Documentation to support the nomination (newspaper articles, magazines, Professional Trade Magazines, Sport Newsletters) • Photos of the individual in action • Minimum of two references • How has the applicant given back to the community

Canadian Safety Council Babysitting Course - April 24-25
This course covers topics on child characteristics, behaviour, fire safety and basic first aid. Participants will have the opportunity for a hands-on experience with children and listen to a presentation by the Fire Prevention Officer. The course package will be available upon registration which includes a practical component. Participants must obtain a 75% on the exam. This is a free, supervised program where participants are invited to come out and play a variety of pick-up sports. Participants can enjoy playing board games, puzzles and crafts too! Duke of Edinburgh Award Adventurous Journey This award is a global program with the goal of challenging, empowering and recognizing young people. Achievement at any level shows commitment, enhances post-secondary applications, builds references and is considered community service hours. Norfolk County is recognized as an Award Leader and organizes an adventurous journey for the Bronze Level award requirements. The qualifying journeys are 2 days + 1 night including an expedition. There is a $50.00 registration fee paid directly to the Duke of Edinburgh Award Program. An additional $20.00 fee is required at the time of registration to cover costs of the overnight journey. Connect with friends and nature, cook over the fire and get physically active. This weekend is 2 days + 1 night and includes a hiking expedition, canoeing and provides your tent and food. All participants will be required to participate in preliminary training which includes first aid and emergency planning, map work, cooking and menu planning, knowledge of equipment and the Wilderness Code of Behaviour. Norfolk County is recognized as a Duke of Edinburgh Award Leader and this weekend retreat will meet the requirements for the Adventurous Journey Bronze Level Award.

New this year - choose from one of two locations! This course will teach you to try new things and develop mentoring skills. You will participate in outdoor activities, gain hands-on experience and earn certifications that will prepare you for guiding, leading and building self-esteem in others. Your day will be filled with planning programs, swimming, crafts, games and hiking. Then you'll apply your new skills while mentoring the participants of summer day camp. Norfolk’s forests have played an integral role in the evolution of the County from pioneer status to a modern and vibrant agricultural centre. The natural resource sector, such as timber operations, is second in economic importance to agriculture.
Our community trees are an important source of shade, they reduce air pollution, increase property values, provide pollinator habitat, bird habitat, and improve our quality of life.
Norfolk County’s Forest Conservation By-law is in place to help protect one of our most valuable natural resources. Parks, Forestry & Trails Environmental Stewardship Team The Norfolk Environmental Stewardship Team is a program organized by Norfolk County Forestry. This unique summer job opportunity provides participants with a hands-on learning experience in the field of natural resources. A career in natural resources can be very appealing, but finding job experience locally can be a challenge. Through our partners, Norfolk County offers relevant working experience to Norfolk youth (ages 18-24) right in their own backyard. Prerequisites for the program include being enrolled in a post-secondary program related to career development in the natural resource field.
Norfolk would like to thank partnership groups including but not limited to: Long Point Region Conservation Authority, Nature Conservancy of Canada, Alternative Land Use Services, Norfolk Woodlot Owners Association, Long Point Basin Land Trust, St. Williams Conservation Reserve Community Council and the Ruffed Grouse Society.

The hunting of Rabbit and Pheasant in Norfolk County requires a Provincial Small Game License and a Norfolk County Rabbit and Pheasant License. Parks, Forestry & Trails Norfolk Cemeteries Norfolk County manages, directly and through the dedicated resources of various community Cemetery Boards, a diverse range of active public urban and rural cemeteries, as well as a multitude of abandoned cemeteries. My parents purchased 4 graves; 2 for themselves and two for my spouse and I at Oakwood Cemetery, Simcoe. I have made other arrangements to be interred elsewhere - can I sell the graves set aside for my spouse and I? Possibly - but first you need to contact the Cemetery Board, in this case Norfolk County Cemeteries - you would be required to first document that these graves are yours to sell, and if you want to sell them privately, you need a letter from the County authorizing such, which would detail the present value of the grave(s) to potential buyers. You cannot sell grave(s) for more than the present value.
Graves that have been sold in multiples - which already have an interment or a monument erected, cannot be sold. What if I cannot sell these grave(s)? Norfolk County may purchase these grave(s) back. A Cemetery Board, whether public or private are not obliged to purchase any grave(s) back. Children age 12 and under must be actively supervised by an Adult It is recommended that all participants wear a CSAapproved helmet All participants must be wearing skates while on the ice surface Games (e.g. tag and races), skating backwards, figure skating, or speed skating are not permitted Electronic devices are not permitted on the ice surface Food and/or drink are not permitted on the ice surface. Anyone under the influence of alcohol may not participate Skate at a sensible and safe speed in the same direction as other skaters. Please exit the ice to rest Sitting on the boards is not permitted Pucks and/or sticks are reserved for Sticks and Pucks and Shinny Hockey sessions No participants are permitted on the ice while the resurfacer is operating Any verbal/physical abuse by patrons will not be tolerated
Registration for all programs, workshops and events begins February 24 and closes 7 days prior to the event. Be sure to register early to avoid disappointment. Failure to register in advance may result in program cancellation.
Wheelchairs and Skating Aids: • Items such as strollers, chairs, pylons etc. are not permitted on the ice surface. • Wheelchairs are permitted during Public/Family Skating, with the accompaniment of a responsible person age 16 or older with skates on. • Wheels must be cleaned of sand and salt prior to entering the ice surface to ensure the safety of skaters. Please contact Facility staff to assist in cleaning the wheels and assist with entry onto the ice surface if necessary • Wheelchair users are asked to use the perimeter of the ice closest to the boards.

Medical Conditions Individuals with a serious medical condition are at greater risk while swimming. They should be accompanied by another individual knowledgeable of their condition. The Annaleise Carr Aquatic Centre and Delhi Kinsmen Pool are equipped with orthopaedic stairs and a pool lift for easy entry into the pool.
Children 7 years of age or older are required to use the same gender change room. Our family change room is also available.

Patrons wishing to use video cameras or other photographic devices, including camera phones and personal digital assistants (PDAs), in any registered or supervised program must receive permission from staff before filming. The use of cell phones, PDAs, or any other devices designed to take photographs, is prohibited in all change room and washroom areas in the recreation facilities in Norfolk County.
We are not responsible for lost or stolen items. Please leave valuable items at home or use the coin operated lockers.
Aquatics Lesson Supervisor A supervisor is on duty during lessons. If you have any questions or concerns regarding your childâ&#x20AC;&#x2122;s progress, please speak to the supervisor for assistance. Deck supervisors will be wearing purple shirts. OOPS! We didnâ&#x20AC;&#x2122;t know you wanted it! Sometimes excellent courses with super instructors are cancelled if someone waits until the last minute to register. The Supervisor, Aquatics, makes a decision approximately one week prior to the start date to allow for proper preparation. Please register early! Special Needs You will need to complete a Splashabilities form for your child which will assist aquatics staff to provide the necessary support for your child and set realistic goals. Parent's Day Parent's Day is always held on the fifth class. Classes will end 5 minutes early so parents/ caregivers may have the opportunity to speak directly with the instructor teaching their child. Cancellations & Emergency Closings Cancellations may be made due to unforeseen circumstances including but not limited to; insufficient registrations, weather, equipment malfunctions, pool fouling, etc. In the event of a class cancellation, staff will make every effort to contact participants prior to the start time of the program. Cancellations will be announced on myFM 98.9, on Facebook @NorfolkRecreation and Twitter @Norfolkrec In the event that Norfolk County cancels a class, program or session, a full program credit will be automatically applied to the customer account at the time of cancellation. Refunds are available upon request only. Please register early to avoid the disappointment of cancelled courses. Pool fouling may cause closure of our pools anywhere from 1-48 hours When a pool fouling occurs the pool must be closed. This causes disruption to our programs, is costly, and is an inconvenience to you - our customers. Help keep our pool open by following these tips and health practices that will help stop the spread of germs and reduce the number of closures in our pools: 1. Feed your children at least one hour before swimming. 2. Wash your body thoroughly with soap and water before entering the pool. 3. Take your children to the bathroom before swimming. 4. Swimmers under 3 years of age, swimmers over 3 years of age who are not toilet-trained and adults who are incontinent must wear a swim diaper. 5. Wash your hands with soap and water after using the toilet or after changing diapers. 6. Do not spit in the pool. 7. Do not swim when you have diarrhea or are feeling sick. This is especially important for children in diapers.

Spend quality time with your child while you both have fun and learn and socialize through structured in-water interaction between parent and child, we stress the importance of play in developing water-positive attitudes and skills. We provide Lifesaving Society Water Smart® tips on keeping your child safe in any aquatic setting. Certified instructors provide guidance and answers to your questions. Because activities and progressions are based on child development, you register in the level appropriate for your child’s age: 4–12 months, 12–24 months, or 2–3 years.

Preschool Program (3 - 5 years) Give your child a head start on learning to swim. The Lifesaving Society Preschool program develops an appreciation and healthy respect for the water before these kids get in too deep. In our basic aquatic progressions we work to ensure 3 to 5-year olds become comfortable in the water and have fun acquiring and developing a foundation of water skills. We incorporate Lifesaving Society Water Smart® education in all Preschool levels.
Squirts Preschool 1
Transitional program that includes parent in the water with the child for the first 5 lessons. Parent observes lessons from viewing area for lessons 6 - 10. Program prepares child to enter the unparented Preschool program when 3 years of age. These preschoolers will have fun learning to get in and out of the water. We’ll help them jump into chest deep water. They’ll floats and glide on their front and back, and learn to get their face wet and blow bubbles underwater.
Preschool 2
These preschoolers learn to jump into chest deep water by themselves, and get in and get out wearing a lifejacket. They’ll submerge and exhale underwater. While wearing a lifejacket they’ll glide on their front and back.
Preschool 3
These youngsters will try both jumping and a sideways entry into deep water while wearing a lifejacket. They’ll recover objects from the bottom in waist-deep water. They’ll work on kicking and gliding through the water on their front and back.
Preschool 4
Advanced preschoolers will learn to do solo jumps into deeper water and get out by themselves. They’ll do sideways entries and open their eyes underwater. They’ll master a short (5 m) swim on their front wearing a lifejacket and gliding and kicking on their side.
Preschool 5
These youngsters get more adventuresome with a forward roll entry wearing a lifejacket and treading water for 10 sec. They’ll work on front and back crawl swims for 5 m, interval training and get a giggle out of whip kick.

Aquatics Swimmer Program (ages 6 +) The Lifesaving Society’s 6-level Swimmer program makes sure your children learn how to swim before they get in too deep. Swimmer progressions accommodate children 5 years and older including absolute beginners as well as swimmers who want to build on the basics. We stress lots of in-water practice to develop solid swimming strokes and skills. We incorporate Lifesaving Society Water Smart® education in all Swimmer levels.
Swimmer 1
These beginners will become comfortable jumping into water with and without a lifejacket. They’ll learn to open their eyes, exhale and hold their breath underwater. They’ll work on floats, glides and kicking through the water on their front and back.
Swimmer 2
These advanced beginners will jump into deeper water, and learn to be comfortable falling sideways into the water wearing a lifejacket. They’ll be able to support themselves at the surface without an aid, learn whip kick, swim 10 m on their front and back, and be introduced to flutter kick interval training (4 x 5 m).
Swimmer 3
These junior swimmers will dive, do in-water front somersaults, and handstands. They’ll work on 15 m of front crawl, back crawl and 10 m of whip kick. Flutter kick interval training increases to 4 x 15 m.
Swimmer 4
These intermediate swimmers will swim 5 m underwater and lengths of front, back crawl, whip kick, and breaststroke arms with breathing. Their new bag of tricks includes the completion of the Canadian Swim to Survive® Standard. They’ll cap it all off with front crawl sprints over 25 m and 4 x 25 m front or back crawl interval training.
Swimmer 5
These swimmers will master shallow dives, cannonball entries, eggbeater kicks, and in-water backward somersaults. They’ll refine their front and back crawl over 50 m swims of each, and breaststroke over 25 m. Then they’ll pick up the pace in 25 m sprints and two interval training bouts: 4 x 50 m front or back crawl; and 4 x 15 m breaststroke.
Swimmer 6
These advanced swimmers will rise to the challenge of sophisticated aquatic skills including stride entries, compact jumps and lifesaving kicks like eggbeater and scissor kick. They’ll develop strength and power in head-up breaststroke sprints over 25 m. They’ll easily swim lengths of front crawl, back crawl, and breaststroke, and they’ll complain about the 300 m workout.
Swim Patrol The Lifesaving Society’s 3-level Canadian Swim Patrol program provides enriched training for those who want to develop swim strokes and skills while having fun in the challenging world of lifesaving. Swim Patrol develops swimming strength and efficiency with emphasis on Water Smart® behaviour. Skill drills enhance capability in the water, good physical conditioning and lifesaving judgment. Swimmers continue stroke development with 50 m swims of front crawl, back crawl and breast-

Delhi Kinsmen Splash Park The Delhi Kinsmen Splash Park is open during all regular Public, Open and Buddy swims (see Delhi Kinsmen Pool schedule on page 74). FREE! Located at: 366 Talbot Road, Delhi What’s a Splash Park? A splash park is a water play area that has no standing water. Water is pumped through decorative structures that the children can play or stand under. It’s perfect for families with very young children. The little ones have lots of fun creating their own games and letting their imagination run wild. At the same time they are close to their parent(s) who can enjoy all the fun with a lot less worry. Ride Norfolk operates Monday through Friday from 7:45 am - 6:30 pm with daily weekday service in Simcoe and Waterford and daily weekday service to Bran�ord*. Service to other communi�es differs each weekday. Service includes stops in Bill’s Corners, Courtland, Delhi, Green’s Corners, Langton, Port Rowan, Port Dover, Port Ryerse, Tillsonburg, Turkey Point, Vi�oria, Walsh, Waterford, Windham Centre, and St. Williams. We try to accommodate all special stop requests. If you have a special request or mobility concern, please contact the office.
