It is never too late to say "I do"or too early to promise to. Just ask La Grande newlyweds Forrest Gordon and Wilma Campbell Martin. Forrest, 86, and Wilma, 85, were married last month in a ceremony that was 75 years in the making. "Some of my friends say, You've got to be kidding.' I tell them,'Nobody is more surprised than I am,"'Wilma said."I'm still in a state of shock." Forrest and Wilma first met in the early 1940s when they were at a church service in La Grande. Forrest, at age 11, was quickly taken byWilma, 10,and gave heran inexpensive plastic ring that day. Forrest told Wilma thenthathe would marry her some day. The two went their separate ways after their

church meeting and saw each other again only a handful of times. Forrest served in the U.S. Army for about 30 years and would return to La Grande now and then while on leave. The two saw each other for the first time in decades in August when Forrest returned to La Grande to visit his sister. His wife had died about two years earlier and he had come here to boost his spirits. W hile here,he gaveWilma, who had been single for the past 30 years, a call. The two, who had not spoken to each other for many years, began seeing each other regularly. Forrest gave Wilma many gifts, including a blue

sapphire diamond ring. It was meant to replace the plastic one he had given her 75 years ago, one she had lost about three days later. When he was out of town, Forrest made a point of sending flowers and chocolates to Wilma several times a week via an American courier company. They were usually delivered by the same person, one who became quite familiar with Wilma's address during this time and knew that something special was in the works. "He was always grinning from ear to ear," Wilma said. SeeMarriage / Page5A

Northeast Greenland National Park is the world's largest, biggerthan allbut30 countries. Forest Park in Portland is big enough to have its own ecosystems. Central Park in New York is a world-class spread. Compared to that, Cove Corner Garden is a hiccup. But it is bigger than the world's smallest park, Mills End Park, the 2-foot across park located in the median strip of S.W. Naito Parkway in Portland.

REAL PEOPLE Barely. Micromanaging this piece ofparadise, caretaking Cove Corner Garden, across from Dollars Corner store, and the nearby veterans memorial by the Baptist Church, is Becky Drove. "So many people get such joy out of it," the Cove resident said between checking on her new roses, just now poking out of the newly awakening soil.cThe garden gets the community together. With all co-sponsors on board, an amendment to the Grande Ronde Enterprise Zone could boost an opportunity for growth in La Grande. The City of La Grande sought the change to expand its portion of the enterprise zone by a net 433 acres. Created in 2009, the Grande Ronde Enterprise Zone is designed to entice new businesses to Union County. aw e're very optimistic that it will make a difference forbusinesses considering Union County as a place to relocate, "said RobertStrope, La Grande city manager, of the amendment."The intent is to encourage development." The enterprise zone allows businessesthat relocate intoitsarea the opportunity to apply for tax breaks with the state, said Shelley Burgess, the Union County administrative officer and Grande Ronde Enterprise Zone amendment process facili tator. The businesses receivingthe tax breaks are not taxed on the value of the structures added to the land for three years but do pay taxes on the value of the land within the enterprise zone.
