WaipuGolfClubwas founded in1934 withoriginal membersplaying on an elementaryfarmland course. Club managerDougGordonsaysthat over the yearsithas movedacoupleoftimes andtransformedintothebeautifulcourse itis today.

“Ithink we’d be very surprisedatthe conditionofthatoriginal course,” Doug says.

The coursenowsitson130acres between Waipuand Ruakakaand Doug saysthe resultofthelatest upgrade is bettergolf foreveryone.

“After oversixtyyearsofparched fairwaysoverthesummermonths,the WaipuGolfClubhasspentaround $1.4 millionofdonatedmoneytofullyirrigate all18 fairwaysofthelinkscourse.Thisalso includedthe renovationoffive ofthose holes, includingnewbunkersand tees,” Dougsays.

“Itshould openupthe course to alot of peoplewho wereformerly reluctanttoplay itbecauseoftheparched fairways.”

Theupgradeswerepossiblewiththe helpofloyalclubmembersand volunteers, one of thereasons Dougsaysthe Waipu Club is special,butthe wider community willseethedividends.

“Golfis atoughgameatthebest of times, letalonehaving to tryandhit your

balloff sand,butnowwewillhave lush grassy fairwaysthatmakeitsomuch easier to getgood contactontheball. Withtheseimprovements, we willseea lotmorevisitorsfromall overthecountry andinternationally to the course.There isalsohugepotential to hold anational tournamentof somedegree,whichis great forthe clubandthelocaleconomy,” Dougsays.

Reviews ofthegolfcoursealways mentiontheamazingviews itboasts,and forverygood reason.Thepicturesque sanddunesandbonyridgesofsandstone

lookincredibleagainsttheblue Pacific Oceaninthebrightsummersun.

Dougsayssomeofthepinetreesthat blockedtheviews have been removedand nowjustafew mature treesthatdoubleas coursehazardsaredottedthroughoutthe gentle undulatinglandscape.

“WiththemagnificentWhangāreiHeads juttingoutfromtheharbour to theHen andChicksIslands,coupled by theancient Sail Rock,itallmakes eventhe worst dayoutonthe coursesomuchmore pleasurable,” Dougsays.

Ilookedback overthe pastyear, to consider what we’veachievedinthe Bream Bayarea,andwhat stillneeds attention. Ithoughtofallthepeople, places andactivitiesthatmakeBream Bay unique,andit wasaboutthattime Irealised that 600words won’tbeenough to dothis piecejustice!

Let’sstartwithwhat we’veachieved (andwhen Iwrite‘we’, Imean Council and you,the residentsofthe Bream Bay area).In2022,the Waipu community celebrated the openingofthe Waipu River Walk,theculminationofthree yearsof dedicatedcommunity volunteer work. Councilprovidedtheinitial $100kfunding foraCommunityLedProjectbackin2019, and fromthatpointon,theballwas in your court. Lookatwhat you’ve achieved. Youdevelopedpartnershipswithlocal hapū,environmentalandgovernment organisations. Youinvolvedall key stakeholdersin meaningful ways, andthe end resultis acommunityassetthat isa highlightfor all whovisit.Congratulations.

We also celebratedthe openingof theWaipuSkate Parkandchildren’s playground at theendof2021,whichsits withintheWaipu ActivityZone, andit’s been fantastic to seethis beingused by the local community.Nowwe’re lookingahead to the developmentof thebasketballhalf court, andtheinstallationofthewheelchair swing (yes, we have all thehardware, we’re justinline to getit installed).

The PeterSnell Roadsafety improvementshave been completed, whichincludedtheinstallationof newraisedplatforms, lighting, zebracrossings,anew kerb andchannelandimproved footpaths,withnewroad marking to be completed inearly February. We have arollingscheduleof road maintenanceworksfor thenewyear,which you canseeonour website underwww.wdc.govt. nz/roadworks, and we’ll keeplooking forways to improve thesafety of your roadsintothe future.

Bream Bayisalso oneofour focusareas forthe Freedom CampingAmbassadorprogramme. From 16 Decemberthrough to 6February, agroupofdedicatedlocalswillbe keepingan eyeonyourpopularfreedom campingsites, under aprogrammerun by WhangareiDistrictCouncil.Thepurpose ofthe FreedomCampingAmbassador programmeis to helpeducatefreedom campersonthe ins andoutsof responsiblefreedom camping –including howlongtheycan stay (3 nights),what to dowiththeirrubbish,whattherulesare aroundnoiseandalcoholuse,andhowto give back to thelocal community.

We’re alsoaskingall dogandhorse owners to keeptheir animalsoff most beachesduring peakhours(9am-5pm), forrubbish to be takenhome with you(no bins betterbeaches),and foralcohol to be kept foruse on your ownproperty,not our public spaces. It’s alot,Iknow, butthese thingsareallheretokeep everyone safe andhappy throughthesummerseason.

Thelastthingthatcametomindwhen thinkingofBream Bay, washow sunnyit alwaysseemsthere. Imentionedthisat work,andtheresponsewas –maybeit’s nottheweather,but thepeoplethat make it feelsunnyinBream Bay. Icouldn’tagree

more.Thespecialnatureofthe residents in yourlocal communityiswhatmakes yourareashine.Whensomethingneeds to getdone, youwork to findaway,you talk,laugh,solveproblems andfindwilling volunteers,pulling together to complete themost amazingprojects.

Northport appliesfor expansion at MarsdenPt

Northporthasapplied forresource consent fora huge expansionofits operations,including11.7hectares ofland reclamationand a250m wharfextension.

NorthportLtd,which ownsand operates thedeepwaterportat Marsden Pt,hasappliedjointly to the Northland RegionalCouncil (NRC) andWhangareiDistrictCouncil (WDC)for consentsundertheResource Management Act.

The companysaidtheproposalseeks to enablethe expansionofitsexisting facilities to increase freightstorage andhandling capacity, andsupport Northport'stransitionintoa high-density container terminal.

However, it does notinclude an application to develop ashipyard anddrydock facilityatthesite.Theapplications areopen forpublicsubmissions.

Theapplication to theNRCisfor about11.7ha of reclamationand associatedcoastalstructures fora 250m wharfextension,alongwith1.72 millioncubicmetresofcapitaldredging and associateddisposalandongoing maintenancedredging.

Italsoincludesriparianearthworks andassociatedstormwaterdiversions anddischargesalongwithoperational stormwaterdischargesfromuse of the reclamationarea. Northport also wantsancillary coastal structures to the reclamationareafortugberthsanda public pontoon.

Ithasalsoapplied to createanintertidal high-tidebirdroost.

Theapplication made to theWDCis to applytheportzonepermitted activity standardsfor buildingand major structure height to,andenableportoperations within,theproposed reclamationarea.It wantsthe council to applytheportnoise standardsratherthantheDistrictPlan noise standards to portoperations on the proposed reclamation area,andacross the existingport,andalso to undertake earthworksand vegetationclearanceinthe coastal areaanderect public toiletswithin the coastalsetback.

Italso wantstochange/cancel noise andlandscape conditionson existing resourceconsentsfor consistency withthe proposedactivity.

Thenewconsents,ifgranted,are expectedtocreatemorenoiseatthe Marsden Pt site.Northportsaidtheproject objectivesare:

•Tocreatea modernefficient terminal with a700 mcontainerberthand sufficientterminalarea to handleat least500,000TEU/annum (Twentyfoot EquivalentUnitisan exact unit ofmeasurementused to determine cargocapacityfor containerships and terminals).

•Locateall container services onthe newterminaltoenablegrowthand diversificationofotherfreightonthe existing footprint.

•Incorporatebestpracticeoperational andenvironmental controls to minimise effects onthesurroundingenvironment and community.

•Allowfortheintegrationof railfreight followingtheconstructionofthe Marsden Pointspur.

Northportsaid coveringalmost13ha, the proposed eastern developmentwill featurea modern,efficient,container terminal capableofhandlingand storing expectedincreasesinfreightvolumes. The expansionwillalsoenableNorthportto integratetheportwith KiwiRail's proposed Marsden Pointspur,seamlessly connecting rail, roadand seafreight.

"Thisis along-termplanintendedtogive usthecapabilityweneed to servicethe growingandchangingfreightneeds of the

upper NorthIslandovercomingdecades.

"Atthisstage we arenotseeking consent fortheproposed shipyardanddry-dock facilityonour westernboundary. Our boardhastakentheviewthatinlightof ongoingnationalsupply-chain pressures, and agrowingdemandfromshipping companies, we shouldprogress thatpart ofour vision forgrowththatisready to proceed,namelythecontainer storage, handlingandtransportation facility."

Northportalreadyhas resourceconsent to expanditslinear wharf270meastwards. However,modellingmakes itclearthatthis isnotsufficient to caterfor theprojected growthin demand forcontainer storage, handlingandtransportation at Northport. The resource consentlodgedmonth covers theadditional worksthatwillbe required, the companysaid.

As we head towardswhat’s promisingtobeabumper summerhereinBream Bay, Iam blown awayby howfast thisarea isgrowing,and yetcommunity spiritisgoingstrong.

Ifwerealiseourpotential, Isee Bream Bayasacommunitythathasa strong futureinagriculture andhorticulture, in themarineindustry, andin tourism, embracing newtechnologywhileusingthe best-locatedportinNew Zealand to add value to ournationalsupplychain.

Innovationwillbe keytocommerce in thefuture,so Iwasthrilled to bein Ruakākā whenCH4 Aotearoaopeneditscommercial facilityatNIWA’sNorthernAquaculture Centre,growingmethane-busting red seaweed forfarming. Iamexcitedabout the massivepotential thishas forour agriculture industry. Researchshows that when fedtocattleinsmall amounts, thesesupplementscan reducemethane emissions by up to 90%,andmayeven allowcattle to gainmoreweight,from betterdigestionsof thesame feed.

Anotherlocal start-upinOne Tree Point isCoreTechnology Ltd.Thisinnovative company wasawarded co-fundingtopilot electricoutboard motors.CoreTechnology has designedand built3, 6and10hp electricoutboard motors foruseonsmall watercraft and tenders.Themotorswillbe offeredaspartofanexcitingpilotwhich will takepartinour region.Therewillbe threedifferentsizes ofbatteryfor marina ownersandboatowners to trialforoptimal configurationofmotor, batterysizeand use case.

Meanwhile, overseastouristnumbers for the monthofOctobershowed asignificant uptick,whilenetmigrationhas already turnedpositive overthelastfourmonths. Over21,000 workingholidayvisitorshave nowarrivedin country, anditisgreat to hear anumberofworkersarechoosing to basethemselves inBream Bay, providing local companieswith muchneededlabour duringatimeofglobal shortage.

As your MP,Iundertook acommunity surveyonSustainable Transportprojects inWhangāreilastyear. One Tree Point responseswerebyfarthehighest volume, andit wasgreat to hearthe community

voicecomingthroughloudandclear. Inthesurvey, theBream Baycommunity highlighted alack of alternative transport connectionsbetween bustling OneTree Pointand Ruakākā.Whiletheproject missedoutonthe recent $14million Governmentfundingfor WhangāreiDistrict Counciltransport projects,thisshows the importanceofresidents advocatingfor this projectinCouncilAnnualPlansor Long Term Plans. Itisgreat to hear alocal developerofferthepotential useofland for thesharedpath route.Itis community-led projects likethisthatoffergreatpotential forCouncil to considerwhenplanning for futuregrowthinthearea.

Recently Iwastalking to Northport CE,JonMooreabouttheir expansion. Itclosed forsubmissions afew weeks ago,but Ibelieve thatthis,alongwith the Shipyard/DryDockisabigpartof the keytounlockingTeTai Tokerau's economicpotential. Northporthave agood environmental record andarepassionate aboutWhangārei.

So there’s lotstobeoptimisticaboutas we headintosummer.

Astepfor BreamBay on the Road to Zero

Thebeginningsof asaferState Highway1(SH1)have been underwaynear Ruakākā for severalmonths.Afterallthe road conesare squared away,we’llbe leftwith aglimpseof thefuture forthewiderarea.

The Waka KotahiSH1 Whangāreito Wellsford Safety Improvements Project(centralsection)will ultimatelysee asuite of features suchasrumble strips,wide centreline, flexiblemedianbarriers,sidesafety barriersand widened roadshoulders.The projectisbeingdeliveredaspartofRoad to Zero, Aotearoa's roadsafetystrategy, to reduce the numberofpeoplekilledand seriouslyinjuredon NewZealand’sroads.

Constructionhasbeenunderway from the Port MarsdenHighwayroundabout (SH15)down to LagoonBridge (justafter Doctor’s Hill Roadheadingsouth)since October2022.Somenewchipsealpaved the wayforupdatedlinemarkingswitha newwide centrelineinstalled.The biggest changeatthisendwillbe a1kmsection offlexiblemedianbarrier extendingfrom

SH15 to SandfordRoad,outside Ruakākā School.Thesebarrierspreventhead-on crashesand canreducedeathsandserious injuriesbyupto65%.

Down ontheotherside of Waipū, theprojectcontinuesassimilarsafety improvementsare madefrom Waipū Gorge Road to northof FinlaysonBrook Road.While we won’tseeanyflexible medianbarrierinstalledthis year,wewill have thesame wide centreline to provide more spacebetween youand oncoming traffic.Havingmore spacebetweenlanes givesyou moretime to reactand canhelp

prevent acrashif youmakea mistakeand reduces theriskofcrashesresultingin deaths andseriousinjuriesbyupto35%.

These worksare aprelude to bigger things.Stage twooftheprojectiscurrently intheinvestigation anddesign phase. Currentproposalswillseetheflexible medianbarrier continuefrom Sandford Road to TheBraigh, near Waipū.The barrier willpick upagainfrom Finlayson Brook Road to theexistingbarrier atthe baseoftheBrynderwyn Hills,nearWaipū Gorge Road.Aspartofa safesystem, we willbe providing turnaroundfacilities at

intersectionsalongthe 17km corridorto allowroadusers to crossthehighway and changedirections.

Followingcommunityconsultationat theendof 2021, we madesomechangesto ouroriginalproposals forsafetytreatments at fourhigh-riskintersections near Waipū Uretiti Roadwillbeleftin/leftoutonly. Rosythe Roadand Nova ScotiaDrive will joinStateHighway 1with aroundabout. Shoemaker Road willbeleftin/leftoutin bothdirections. TheBraigh andMillbrook Roadwill remain largelyunchanged.

According to areportputout in Julythis year by WaterSafety NewZealand,90peopledrowned in2021,anincreasefrom74 drowningstheprevious year.

Thismadeitthe worstyearfordrowning fatalitiessince2011whentherewere91 drowningdeaths.

It canhappen so quickly– Ican thinkof three waterincidentsinmylife,thathave left alastingmemoryetchedin my mindas theoutcome couldhave beensodifferent. One whichdirectlyinvolvedmenearly drowning, still to thisdayaffects me. Istill liketobeable to feelthebottomof apool riveror seaonthesolesofmyfeet.

When Iwas10... Iwent to theriverwith myfather,auntanduncle. Frolickinginthe water, Imanaged to get caughtin astrong current,Icouldn’tseem to get my headup outofthe water. Ialwaysrememberbeing told,ifintroubleput yourhandup.Idid, manytimesuntilIranout of strength. What were my thoughtsatthatverymoment? Pleasesomeonesave me andif not,I hoped my parentswouldgive my bridedoll to thegirldownthe road.

Today, thatis stillvividin my mind.

Luckilysomeonejumpedinandgrabbed meandbroughtme to safety. My father wasbusychatting to someoneandhad notnoticed my difficulty. We bothlearnta lessonfromthatday.

Twoofmyfriends... hadbeen swimming withtheirchildrenin apool. Everyone climbedout to getchangedand ready forhome. The youngest childhadbeen swimmingwitharmbands andhe decided to popbackinminus hisarmbands.One parent happened to glancedownatthe endofthe pooland spotted ashadowand went to investigateand realisedit washer son.Luckily,hewassavedjustintime.

Anorganisedschoolparty. ona kayakingdayoutwith teachersandskilled seniors.Apupilgothimselfpinnedagainst arock wallinhis kayakunder water. My son wasinvolvedinthe rescueandhelping theotherpupils outofthe water. The event included resuscitation, rescue helicopter and adebrief.Aluckyandmuch relieved outcomeand areal eyeopener foragroup of teenagers.
