52 Space Ashby Car Park Extension Is Completed Shoppers and visitors to Ashby-de-la-Zouch will have 52 new car parking spaces available to them as the extension to North Street car park is now completed – seven weeks earlier than planned. The extra car parking has been funded by North West Leicestershire District Council (NWLDC) as part of the its £1.1 million contribution to the Ashby Neighbourhood Plan.

The extra spaces will help address the need for additional parking in the town, handing a boost to its retail, leisure and cultural offerings.

Come and visit at least 12 beautiful yet different gardens in the historic market town of Ashby de la Zouch. There are different gardens opening on each day so check the website for information. See a vast array of stunning and unusual plants in glorious locations.

As part of the project the iconic Hood Park gates, which were overlooked in their original position at the entrance to the leisure centre car park, have been restored and renovated to become a feature of the new parking area.

Work began on the site in November with the demolition of the former health centre. The same parking charges will apply to the extended car park as in the existing area of North Street car park.

Monthly meeting of the Book

Councillor Richard Blunt, Leader of North West Leicestershire District Council, said: “The completion of the car park is great news for businesses, shoppers and visitors alike and provides much-needed extra spaces for the town. It is essential people feel that our town centres are accessible and convenient so that they keep coming back, and these new spaces will help achieve this. A market town lives or dies by having the right amount of parking, and this opportunity to provide a meaningful amount of additional parking in the right place in Ashby.”

The wider plan for the town, created by Ashby Town Council on behalf of its community, aims to improve the historic market town’s culture and leisure offer and celebrate the wealth of attractions it is home to, including the popular leisure centre with its unique lido, museum, The Venture Theatre and various green spaces.

Councillor Alison Smith MBE, Deputy Leader and Portfolio Holder for Community Services for North West Leicestershire District Council, said: “Ashby is a vibrant and exciting town to visit and it’s important that people are not deterred by a lack of parking spaces. Redesigning this part of the town, with the addition of these new spaces will help solve this problem and encourage both shoppers and tourists to come and see our beautiful town.” Councillor John Coxon, Leader of Ashby Town Council, said: “The new parking is great for Ashby and provides the infrastructure we need to meet our ambitions for the town going forward. We want to increase the vibrancy of our town, make it more accessible and support the businesses based here, and this new parking will go a long way to ensuring all of this happens.”

Ashby Museum News The twentieth issue of the Museum's annual Journal Past and Present is now for Sale at our Reception area. As in previous years, there are articles on various aspects of the town and neighbourhood. The third part of The History of the Mammatt Family is followed by a very individual look at Brian Clough, onetime Manager of Derby County and Nottingham Forest. Articles on Harriet Raven, first Matron of the first Cottage Hospital in South Street, a case of mistaken family identity with the Shirleys of Staunton Harold and illustration of the race cards used in the mid 19th century for the Ashby Race Course off Upper Packington Road, are followed by two book reviews. Past issues of the magazine are also on sale in the Museum's shop. Museum trustees hosted a successful visit by the Packington History Society, with a view to forming an even closer relationship between the two bodies. We hold good runs of the village church magazine and Packington Post, as well as other ephemera and artefacts related to the settlement. In fact, it is worth reminding readers that Ashby Museum is also the museum for the surrounding villages - Breedon, Packington, Blackfordby, Coleorton, Smisby, Staunton Harold and Grace Dieu Priory. We also look after archives for the Ashby Canal Association, the local British Legion and the Bowls Club. We have past material on the Ferrers and Ivanhoe Freemason's Lodge and the Ashby Civic Society. A last reminder that the popular Spa Town walk is on Wednesday July 4th, leaving the Museum at 7.00pm. Leicestershire Festival Of Archaeology

Measham Museum & History Group Open Day 2nd June 2018

With four exhibitions, 37 guided walks, 19 talks, three have a go events and 10 family friendly activities, the 73 events during the Festival of Archaeology provides plenty of interesting opportunities during the last two weeks of July. Swannington Heritage Trust’s wonderful volunteers do far more than maintain 10 acres of former coal mining and railway sites, restore and open a 200 year old windmill, scan and catalogue hundreds of documents and run family heritage events. They also deliver heritage talks and lead guided walks, two of these are included in the Festival of Archaeology programme. Thringstone Art Group Thringstone Art Group are busy preparing lovely paintings for their Annual Art Exhibition 18th -27th August 2018. This is held in the Charles Booth Centre, Thringstone, on The Green (which used to be known as Thringstone House Community Centre) LE67 8NR. The exhibition of about 300 paintings is mainly of work by the 24 members of the group, but also includes several local visiting artists who exhibit with us each year. All the paintings are for sale and one special picture will be chosen by the group as a raffle prize. There is a competition to see who gets the most votes for the visitors’ favourite picture and tea and cake are available to buy at the weekends. The group meets at the centre on Friday afternoons throughout the year and also enjoys outings in the summer and at Christmas. They produce work at a high standard in a wide variety of media and are very supportive of each other. We look forward to seeing you there. Come and enjoy beautiful pictures.

Stonehurst Farm and Charnwood Wartime events present a two day combined weekend 1940’s event. This is a real family day out with a large number of period vehicles and displays of equipment creating a wartime atmosphere. The farm has a good collection of animals for children as well as a Vehicle Museum. Light snacks and drinks can be found in the restaurant (NAFFI). Both Allied and German Groups are invited to attend this two day weekend event being held at Stonehurst Family Farm. The site has a suitable field and hard core area for the event. Also of interest is the Motor Museum, housing a large collection of Vintage Cars and Motorcycles plus a large selection of farm animals and a Restaurant / NAFFI. Help North West Leicestershire Bloom With A Green Shoots Grant Community groups in North West Leicestershire can bring colour to their towns and villages by applying for funding for flowers. North West Leicestershire District Council’s (NWLDC) Green Shoots scheme has now re-opened for groups to apply for funding to be spent on the flower bulbs. The scheme, which has provided 146,500 bulbs to community groups since it began in 2015, encourages groups from across North West Leicestershire to plant a variety of flowers. A range of bulbs are available including narcissi, daffodils, crocus and tulips. Groups match fund the amount granted to them by the council and then rally their army of volunteers to plant the bulbs.

At this month’s meeting Ashby Civic Society members were advised of plans proposed by owners of the Royal Hotel. Development plans for other areas in Ashby were also revealed, including additional proposals for land near to Tesco. Also, the cost from public money for the new sculpture due to be sited by Hood Park was also discussed. Members agreed to the actions taken by the Civic Society Committee regarding the above and were advised to contact a committee member if they had any individual issues to discuss. Our fascinating Speaker for the evening was the medieval wise woman of Rouen, complete in historic costume, who advised us on a cure for boils and essential ingredients for a love potion. An extremely interesting and humorous talk by Christina Smee, complete with a wonderful selection of strange and pungent samples. On 12th July we visit gardens at the 1620’s Manor house at Donington le Heath to expand our knowledge on the growth and uses of herbs for medicinal purposes and of course the love potions. Examples of groups that received grants last year were:

• Swannington Parish Council and the Swannington Open Gardens Group received a 40,000 mixed bulbs

• Donington Darlings Women’s Institute received 1,000 daffodils and 1,000 crocus bulbs

Friends of Oakthorpe group received 1,000 narcissi and 1,000 crocus. Councillor Alison Smith MBE, Deputy Leader and Portfolio Holder for Community Services at NWLDC, said: “The scheme has proved hugely successful again this spring with flowers blooming across the district thanks to the community groups that applied for grants and plant their flowers. It’s now time to plan ahead for next year and apply for bulbs for next spring. Many come to us every year for funding, but we’re also looking forward to seeing some new applications – it really is a worthwhile scheme. Everyone wants to live in welcoming and pleasant surroundings, and to see North West Leicestershire looking bright and beautiful. These grants help to make this happen.” Community groups, organisations, and parish councils need to order a minimum of 2,000 bulbs, which can be a combination of different types of flower. This number of bulbs would cost approximately £100, with a further £100 of match funding provided by NWLDC. Applications must be made by Friday 10th August and forms can be found at www.nwleics.gov.uk/greenshoots The council is also offering Green Grants of £500 for environmentallyfocused community projects across the district. These are simple projects that make a big impact and are open to groups and organisations, including parish councils. There is no deadline for this grant scheme. Match funding of £500 is required. When the UK voted to leave the European Union, it was on the basis that we will once again have control of our money, our borders and our laws. This is completely incompatible with remaining wedded to EU arrangements such as the customs union. To those unfamiliar with the concept of the Customs Union, it means in practical terms all members impose the same tariffs on goods brought in from the rest of the world. In effect, it acts as a protectionist barrier to free trade meaning inefficient producers within the EU are not subjected to competition from Countries outside the union. What that means in practice is for example, that we are forced to impose an average 20 percent tariff on foods imported from outside the EU with the tariff on dairy being 37 percent, the one on sugar at 24 percent and the tariff on processed chicken as high as 88 percent. The significant effects of this are twofold, firstly it restricts the ability of poorer nations to grow their economy through trade and secondly it inflates the prices of everyday goods which hurts the poorest in our society hardest. The theme of the Leave campaign in the EU referendum was “taking back control” and that must mean that we are able to draw up our own trade arrangements based on the UK’s interests. For too long we have been shackled to an arrangement which works well for some member states but not so well for us. However, it would appear however that the House of Lords and the Labour Party wish to keep us in the customs union and continuing to pay billions of pounds to Brussels in tariffs after we are supposed to have left the EU. Another idea under consideration is a Customs Partnership whereby

the UK would collect tariffs on behalf of the EU. Again this idea is flawed. Boris Johnson summed it up well by stating 'If you have the new customs partnership, you have a crazy system whereby you end up collecting the tariffs on behalf of the EU at the UK frontier. 'If the EU decides to impose punitive tariffs on something the UK wants to bring in cheaply there's nothing you can do.'That's not taking back control of your trade policy, it's not taking back control of your laws, it's not taking back control of your borders and it's actually not taking back control of your money either, because tariffs would get paid centrally back to Brussels.' It is clear that we should adopt a'highly streamlined' customs arrangement to minimise customs checks by using technology and trusted trader schemes to clear consignments of goods before they reach our borders. This would allow for frictionless trade whilst securing our borders and allowing us to strike mutually beneficial trade deals with the rest of the world. There have been a number of economic announcements this month which haven’t got a lot of coverage but offer encouraging signs about the progress the UK continues to make. Firstly, the proportion of low-paid workers has fallen to its lowest level in decades. According to the Resolution Foundation, the share of employees in low pay fell from 19.2% to 18.1% in the year to April 2017, the lowest proportion since 1982. The drop is largely a result of the National Living Wage introduced by the Conservatives. Inflation is continuing to fall with wages rising ahead of it and the deficit has fallen faster than predicted again and stands at 2% of GDP against the 9.9% left behind by Labour. Our balanced approach to the economy is tackling the deficit, allowing us to invest in our vital public services, while keeping taxes low.

Average Speed Camera Trial Two new average speed cameras have been installed on Burton Road, Measham, which work by measuring the time it takes for a vehicle to travel from one camera to the other. An average speed for the journey between the cameras can then be calculated. Due to delays in completing the contract with the suppliers, the cameras were installed somewhat later than expected. As for the date when the cameras will go live, the County Council has sent a letter to nearby residents, saying they anticipate enforcement to commence this summer, and press releases will be issued in advance of this. Normally speed cameras are installed where there has been a history of accidents, but the new cameras are part of a one year trial in seven locations throughout Leicestershire where recorded traffic speeds are high. Putting cameras in these locations should best demonstrate their effectiveness, but I believe the County Council also has it in mind to find out how quickly the cameras could pay for themselves. At the moment, speeding fines go to HM Treasury, but the County Council have been trying to pursuade the Government to allow them to keep enough of that money to cover the cost of the cameras. In theory, this would allow the cameras to be rolled out to many other locations, but as I understand it, the County Council are still waiting to hear back from the Government. HS2 Update HS2 Ltd are back at Measham Leisure Centre on Thursday 12thJuly between 2pm and 8pm. This is to provide information on a number of technical and design issues. There

will be a consultation on the environmental impact of the line later on in the year, and with an announcent on Measham Land Company’s alternative route imminent, there is much that could change. Fly-Tipping Fly-tipping has been in the news lately, with Measham and the surrounding areas experiencing more than their share of the problem. I have attended two meetings in recent months between the District Council and Measham Parish Council which focussed on nine separate sites where fly-tipping had been discovered. Over the last Bank Holiday, I went for a walk along Salt Street near Appleby Parva, and not only found domestic and building waste, but two burnt out cars, one of which was still on fire. This was all logged and reported, and whilst I have every confidence that the authorities will clean up, they need to take a stronger stance on discouraging what I would describe as crimes against the environment. Policing At a briefing on Leicestershire policing this month led by Willy Bach, Police and Crime Commissioner, Simon Cole, Chief Constable and Rob Nixon, Deputy Chief Constable, I put my four-penneth in for the Measham area, pointing out that we are rural, isolated and local people were not impressed with police presence and response times. If you look at some of the statistics presented in the briefing, it’s not hard to see why. In 2006, there was 1 police officer for every 430 Leicestershire residents, whilst in 2018, that same police officer has to look after 601 residents. There is growing deficit in police funding, expected to reach £9 million in 2022/23. Even the extra £1 a month on Council Tax for policing this year to fund 76 police officers is mostly being spent on retaining posts which would otherwise have been cut. I can do my bit to try to make sure Measham isn’t neglected, but the police can’t continue to provide the standard of service we all expect without more resources from Government.
