HEATHER SCARECROW FESTIVAL 2015 Residents in the village of Heather are once again busy creating scarecrows for their Annual Scarecrow Festival which will take place from Sunday 26th July until Sunday 2nd August. This event, which is now in its 17th year, continues to draw in thousands of visitors over the 8 days of the festival from all over Leicestershire and beyond. Scarecrow guides showing a map of the village and location of the scarecrows are sold for just £2 & can be shared by groups or families visiting together, making

MRC HELP TO KEEP THE KIDS ENTERTAINED THIS SUMMER! If you are looking to keep the kids entertained during the summer holiday then why not consider some of the Summer Activities on offer from MRC Community Action. Summer Activities will take place at various locations around North West Leicestershire including Moira, Kegworth, Albert Village, Donisthorpe & Oakthorpe and there will be morning, afternoon and all day sessions to choose from. Children aged between 4 & 12 years will be able to join in sporting activities, arts and crafts, face painting while keeping active and having lots of fun. Booking is easy – it can be done online at www.mrc.uk.net or forms can be downloaded, completed and returned to The Marlene Reid Centre. Lesley Massey, Children & Families Service Manager said “The Summer Activities are a great place to meet up with friends during the school holidays and even meet new ones. From soft play sessions to parties and the Friday Fun sessions at The Marlene Reid Centre everyone can join in the fun! Little Dragon’s soft play sessions at The Marlene Reid Centre in Coalville, suitable for 0-5 year olds are on Mondays from 9.30-1.30pm and Thursdays and Fridays 10am
– 3pm, there is a bouncy castle and lots of toys and soft play equipment. The sessions are a great opportunity for parents and carers to meet up with old friends, make new ones and enjoy the wide range of refreshments available while the children have fun! One parent said “We are so pleased we came along on Monday. We had a lovely time and we are looking forward to our tea and toast again next week! We have booked our party at the Little Dragon’s Den too and it should be loads of fun. CHANGES TO LIBRARY OPENING HOURS From Monday 6th July, opening hours at 16 Leicestershire libraries will be changing. The revised opening hours were agreed by the Leicestershire County Council Cabinet last September, following a consultation on the County Council’s proposals to save £800,000 from libraries. More than half of the respondents agreed that closing larger libraries at less busy times would be one way to tackle the funding issue. The changes in hours affect Market Town and Shopping Centre libraries of which Coalville and Ashby libraries are included. The new hours are as follows: Due to the changes some of the regular activities at Coalville Library have altered slightly and will run as follows:

MOVIE ICON’S ALZHEIMERS A NEED TO HIGHLIGHT MUCH NEEDED HELP SAY LEGAL EXPERTS A leading law firm has said more needs to be done to highlight how families of people with dementia and similar diseases are being caught up in a web of red tape, which is adding even greater stress to their plight. QualitySolicitors Mander Cruickshank say they hope the recent news that Hollywood star Omar Sharif is suffering from Alzheimer’s disease is an opportune time to explain how thousands of families in the UK each year endure difficulties with dealing with the paperwork of those who have lost their mental faculties. “It is sad that a man who is worldwide name for his appearances in Lawrence of Arabia and Dr Zhivago, has been blighted with this very sad disease,” said Frankie Harwood, of QualitySolicitors Mander Cruickshank. “However, it does give us a chance to advise families left with the difficult task of caring for someone who no longer has use of their mental faculties,” she added. Ms Harwood, whose firm are based in Coalville and Hinckley said that illnesses such as Alzheimer’s and dementia is on the increase as we live longer and it means that many once independent people can no longer look after their financial affairs. “Lasting Powers of Attorney, which allow people to manage money on behalf of family members and other loved ones under the Mental Capacity Act 2005, are much needed in such situations,” she said.
Ms Harwood explained that a lasting power of attorney is a drawn up document, which allows another person to make decisions where a person has lost mental capacity, but this can only be set up when the person is still able to make decisions for themselves. “I’m sure most of us have heard of people trying to talk to banks or similar institutions on behalf of someone and ending up exasperated due to client confidentiality,” she said. “Imagine how hard that is if the person is not able to make their own decisions?” She added that when the mental capacity to make the decision has been lost, it is too late and an application would instead need to be made to the Court of Protection, a lengthy and expensive process. “We wish to emphasise that once a lasting power of attorney is in place it does not mean the donor can no longer make decisions for themselves,” she added. “They can continue as before, but the appointed attorney is there just in case.” “However, with the Alzheimer’s Society expecting there to be around a million people with dementia in the UK in the next decade the need for us all to have safeguards in place is vital.” Anybody wishing to know more is asked to call on 01530 510666.

Creating A ‘Tropical’ Garden
W
ell summer is here and thankfully we can wave good bye to the cold mornings we have suffered in the spring and say hello to long sunny days. Things seem a little late this year but with some good sunshine they will soon catch up.
Bamboo
As I spend more time out basking in the rays my mind turns to holidays in warmer more exotic climes. It can be so tempting to return to our cooler gardens and long for the plants and colours we have seen abroad. Despite our less clement weather it is possible to create a tropical look using hardy and half hardy plants with the odd flamboyant annual thrown in too. Select from a range of lush foliage plants and tropical looking flowers to transform a space into a bright, fresh & invigorating space.
Phormium
Tropical foliage Bamboo – a classic for an exotic garden, the foliage looks and sounds great when caught by the breeze. Choose varieties that are well behaved and true clump formers like Fargesia robusta. They can be grown in large containers if they are kept moist. Bananas – hardy varieties (through most winters) include Musa basjoo with huge paddle shaped green leaves on long sturdy stems and Musa sikkimensis which has bronze markings on the young leaves and trunk. Both will reach approx. Height of 3-4m (10-13ft) .
Hemerocallis
Fatsia – with huge evergreen glossy palm like leaves this is a popular shrub. It can get quite large and benefits from being in a sheltered spot to avoid frost damage to leaves in spring. Phormium & Cordylines – strong statement plants both of these produce strappy evergreen leaves in a variety of colours. They are suitable for pots or borders and heights vary with variety. Note that only the green form of Cordyline is truly hardy, the red and striped forms need some winter protection.

Gingers - Hedychium coccineum the Scarlet Gingerlily, is a robust tall-growing hardy Ginger from the Himalayas. It produces startlingly beautiful flowers in late summer. These prefer a warm sheltered spot and all the water and feed that you can give them.
Palms – hardy forms like Trachycarpus fortunei can be an expensive investment but as they are such great statement plants you only need one to transport you to the tropics!
Begonias – popular bedding plants for hanging baskets and containers they can also look fantastic in containers in an exotic style garden. Group them with grasses and ferns in containers for a lush look. Begonia rex are grown for their striking foliage and are perfect for shady spots.
Exotic looking flowers Dahlias Well with such a huge range of colours and forms and great exoticlooking foliage these are a must for a tropical style garden. Try cactus types for their zany pointed petals. Reds, oranges and yellows with dark foliage will give a wow factor.
Climbers – Passion flowers like Passiflora caerulea or ‘Constant Elliot’ are hardy in this area and produce exotic-looking blooms in blue/white. Campsis bear exotic clusters of pale yellow-orange trumpet-shaped flowers perfect for warm pergola or wall.
Hemerocallis – the Day lily come in a huge range of colours and heights. ‘Stella d’Oro’ is rightly popular for its bright yellow blooms in summer. ‘Pardon Me’ is a rich wine red variety great for hotting up a border.
Talking of climbers, there are so many available in garden centres and nurseries it’s sometimes hard to decide which to choose, so next month I’ll be looking at the best for walls, fences, arches and pergolas. If you fancy an exotic looking garden and need some further help, get in touch.

WYATT CALLS FOR GRASS CUTTING SERVICE TO BE GIVEN TO DISTRICT COUNCIL Liberal Democrat County Councillor Michael Wyatt has raised local grass cutting issues with senior officers at Leicestershire County Council who have agreed to launch an investigation into the service currently being provided. There have been hundreds of complaints concerning the level of service being supplied by the Leicestershire County Highways Department, especially in the Coalville and Whitwick area. Cllr Wyatt's discussions with officers have revealed that the majority of complaints have come from residents in Coalville and the surrounding area's. This, combined with pictures taken from the area, convinced them to investigate.
Cllr Michael Wyatt said, “There have been a huge number of complaints over how badly local grass cutting services have deteriorated over the years. Much of this is down to cuts to the budget the Conservatives have decided to implement. I’ve taken pictures of some of the worst affected areas and am pleased that Council officers have agreed to investigate. I really do believe that the District Council or the area within the Coalville special expense area should now consider taking over the roll of cutting our local grass verges. I am certain that the District Council could provide a far better service due to having a really good Parks department who could easily take on the contract to cut the grass verges within Coalville. The current standard is sub-standard and should not be accepted. If anyone wishes to complain about the grass verges in their local area then you can send your comments by email to customerservices@leics.gov.uk I would also ask residents to take photo's so there is a record of the current sub-standard tax payers are having to endure."

I
t has been a busy first month back in Parliament with a packed Queen’s Speech laying out the legislation for the next year. A key part of this plan is delivering on our promise to hold an in/ out referendum for which the preliminary legislation is already going through Parliament. I am clear that this needs to be a full and fair referendum and I will be working to ensure this is the case as various stages go through Parliament before a Referendum is held by the end of 2017 at the latest. It will then be up to you to decide whether or not we remain in the European Union. However there is a lot more than just the EU Referendum which the Government will be working on over the coming year. It is essential that we maintain our economic recovery and the Government has provided stability for this by pledging not to increase the rates of Income Tax, VAT or National Insurance. Our long term economic plan is continues to deliver for our Country with unemployment down again last month and average earnings now increasing much faster than the rate of inflation. Locally we have seen a remarkable fall in unemployment and in North West Leicestershire we have one of the highest economic growth rates in the UK, However we now need to see this translated into an improved infrastructure offering for our District. Specifically we need to build on the improvements already being seen in Coalville. The eyesore that was the Pick and Shovel is finally being developed and the site formerly owned by Tesco on Hotel Street is now under development additionally the District Council is undertaking a scheme to improve the shop fronts in the town. I believe now we have taken these first steps, we will start to see a number of improvements to Coalville, and residents will see the regeneration of the town being delivered.
I was also pleased to see that the good work of the Conservative group on the Ashby Town Council was recognised at the recent election. Ashby is widely recognised as a thriving town with a wide range of community events and recently was declared in the national media as the eight most desirable Market Town in the UK to live in, much of the credit for this deserves to go to the Town Council who continue to deliver for the town. In Parliament I am continuing to campaign on a range of issues, one of which is the corruption with FIFA which is at last being uncovered. The disrepute of this organisation is in sharp contrast to the excellent work happening at grassroots level sports in the district. The North West Leicestershire School Sports Partnership under Director Stuart Johnson is providing an excellent and comprehensive service which has seen 30 of our schools achieve a Sainsbury’s School Games Mark with over 2,500 participants. In addition there have been Health Roadshows delivered in 33 primary schools to 1,503 children. The importance of grassroots sport at an early age cannot be underestimated. It encourages teamwork and will hopefully lead to a healthy lifestyle in the future. In North West Leicestershire we have many clubs and activities across the whole sporting spectrum and I know from attending that they have some great youth programmes and I would urge all parents and youngsters to get involved in sport as it is a hugely rewarding experience. The next few weeks in Parliament will be busy with the emergency budget amongst other things. I will also be attending a number of events within the constituency and look forward to seeing a number of you at them.

What is going on in Coalville?
By the time she went to see her GP, Karen was half-crazy with despair. Everyone was trying to help. There was nowhere left to turn. Why had her beautiful daughter turned into a monster? She knew teenagers could be difficult, but this was something else.
When the stories about the failure of agencies in Rotherham to protect thousand of young people in their care from abuse, other Councils wanted to believe 'it couldn't happen here'. Rather than recognise that young people were being groomed and exploited, social workers assumed that these were "difficult children" making "bad choices".
Anita had seemed fine until she changed schools. Karen wasn't too keen on some of her daughter's new friends, but she hadn't made a fuss. Then, all of a sudden, a few months ago, Anita had changed. In the beginning, she was just missing classes. That was bad. But what came next was worse. One night Anita didn't come back home. Karen was tearing her hair out with fear.
Coalville's own local example, 'Operation Quartz' finally came to Court in April of this year. Paul Smith, a 42 year old drug dealer was jailed for eight years after being found in bed with two teenage girls. He had been systematically luring under-age girls to his home by offering them drugs before taking advantage of them.
In the end, police brought Anita home at 4am. She looked dreadful. White faced with huge black pupils like pools of darkness. Karen thought she'd been drugged. That was the first of day of Karen's new nightmare. Nothing she said to Anita seemed to get through. Screaming, slamming doors and smashing crockery were the soundtrack to their home. Everyone was trying to help. The school suggested 'alternative provision'. The social workers found Anita a drug worker. The police continued to pick up her wayward child from wherever she went to on those long dark nights. But nobody seemed to listen when Karen asked the obvious question. What was happening to her beautiful daughter? (Although details have been changed to protect identities, this story is based on a real case.)
Does that mean Coalville is now a safe place for young people? The police and social services don't thinks so and neither should you. There will always be selfish and greedy people ready to exploit lonely, unhappy or otherwise vulnerable young people. Working as a closely knit team, police and social services are now on the lookout for girls like Anita. They know that boys are being groomed and exploited too.
