When open, it will include a multi-use sports hall, fitness suite with strength and cardio equipment, a dance studio and brand new changing rooms. Jim Doherty, Chief Operating Officer, says the facility is set to play an important role in promoting sports participation among pupils, no matter what their age or ability, and sow the seeds for a lifelong love of sport: “This is an ambitious project and one that we believe will bring immense benefits to the Foundation. It will be a place that offers something for everyone, whether they want to compete to the highest level as an individual or member of a team, feel strong and capable, or simply try something for the first time. “We know sporting excellence and improved fitness are commendable goals in their own right, but we should also recognise the part exercise plays in developing valuable life skills such as resilience, determination and team working. Those who exercise regularly often say that it helps to alleviate stress and focus the mind, which is essential during busy exam periods and later on in working lives.” He added that the sports centre would also host external games and tournaments: “We are creating a place that we can all be proud of when visiting teams come to play here. Some of them will have travelled from across the county, or further, so it’s important that they – and their parents and teachers – enjoy their time with us.” Loughborough Endowed Schools comprises four independent schools, Loughborough Grammar School (for boys aged 10 to 18), Loughborough High School (for girls aged 11 to 18), Our Lady’s Convent School (co-ed, for pupils aged 4 to 18) and Fairfield Preparatory School (co-ed aged 3 to 11). The school is working with Rugby-based construction firm Stepnells to deliver the project. For more details, visit www.endowedschools.org.

The book has been produced following demand during an exhibition in Loughborough Public Library in which the biographical details of Mr. Alfred Thomas Warbis, a selection of his original drawings and objects associated with his life were on display. The resulting book contains 52 of his beautiful line drawings of buildings and scenes in Loughborough and surrounding villages as published in the Loughborough Echo. Each of his drawings for the Echo was accompanied by a descriptive paragraph – the result of careful research – and these texts accompany each drawing with a modern-day photograph of the same building or scene as it is today. Priced at £7.99 the book is available for sale at Local Studies, Loughborough Library, Granby Street. Proceeds from the sale of the book will go towards funding future Local Studies’ publications. For enquiries, the Local Studies area is staffed by the Volunteers from 10.00am to 12 noon and 2.00pm to 4.00pm, weekdays, excluding Wednesdays. Born in London in 1883, “A.T.”, as he was known, was making his living as an artist by the age of 27. During the 1920s while based in Yeovil, Somerset, he illustrated a number of books on local history and architecture and became Publicity Manager for Petters Ltd., a manufacturer of diesel engines. In 1939, when Petters became part of the Brush Group, he transferred to Loughborough where he married his second wife Mary and initially set up home in Market Street. After spending the war years in Shepshed, during which A.T. served in the Home Guard, they eventually moved to Barrow-on-Soar, living first in Cotes Road and then at Mill House. A.T. contributed his column From an Artist’s Sketchbook to the Loughborough Echo until 1974 when his health forced him to give up. He celebrated his 1,000th sketch for the Echo with a picture of his home, the Mill House.

Mill House, Barrow-0n-Soar Mill House Today It has been estimated that during his long career A.T. published over 5,000 black and white sketches – at one time having thirty different drawings in 30 different publications. He died in 1976 at the age of 92 and lies in the cemetery on Cotes Road in Barrow. The Loughborough Library Local Studies Volunteers’ book celebrates his legacy – that of a wonderful record of Loughborough and its surrounding villages during the mid-20th century.

A range of summer activities are on offer for children, young people and families in Charnwood.

Stonehurst Farm and Charnwood Wartime events present a two day combined weekend 1940’s event. This is a real family day out with a large number of period vehicles and displays of equipment creating a wartime atmosphere. Loughborough Library Local Studies Volunteers At The Picnic In The Park The group held a mock "flapper" election. The election held in 1929 was the first where everyone had the right to vote for the first time. The results of the mock election was read out by the returning officer, Mr.Lez Cope-Newman, watched by a group of Suffragettes and others. Surprisingly the results were exactly the same as the one held in 1929.

Please advise if you are able to attend. Contact details: Organiser Ted Edwards - 07885206 338 Assistant Mike Batten – “Monty” 01509 230089 or email monty@talktalk.net

Events To Mark 100 Years Since End Of Great War A series of poignant events are planned in Charnwood to mark 100 years since the end of World War One.

of the troops who gathered there before heading off for the Great War. A beacon will also be lit in Queen’s Park.

Charnwood Borough Council is co-ordinating and supporting the events on Sunday November 11, 2018 and is calling on residents to get involved.

The Council is currently looking for an artist to create a full-size horse in memory of Songster – a warhorse from Loughborough who served between 1914 and 1918 and remarkably made it back to the town safely.

One of the focal points will be a full-size replica warhorse, covered with poppies made by local children, which will make a journey from Charnwood Museum to the town centre. There will also be events in Loughborough town centre, including a live showcase plus a big screen, a tea dance at Loughborough Town Hall as well as the annual Remembrance Day parade ending with a service at the Carillon where thousands of poppies will cascade from the top. A new Charnwood Heritage Plaque will also be unveiled in the Market Place as a lasting reminder

It is said Songster was a handsome, intelligent chestnut gelding who survived many trials and tribulations and received several medals for his bravery. The deadline for applications is June 11, 2018. The Council is also interested in hearing from groups and people around the borough about what they are doing to mark the end of World War One. All events can be promoted on the Council’s website and via social media. Simply email events@charnwood. gov.uk.

The events on November 11 will include:

• The annual Remembrance Day

parade in Loughborough with the Royal British Legion and other local groups, ending with a service at the Carillon Tower in Queen’s Park with the traditional, poignant cascade of poppies

• The unveiling of a Charnwood

Heritage Plaque in Loughborough Market Place as a lasting reminder of the troops who gathered there before going to war

• A live showcase event in the

Market Place plus a big screen showing footage which pays respect to those in Charnwood affected by the war

the life-size model horse

• The lighting of a beacon in

Queen’s Park at 7pm as part of a nationwide beacon-lighting scheme. Beacons were lit after the war to symbolise the ‘light of hope’ that emerged from the darkness after the four long years of war.

• A recital at the Carillon just after 7pm when church bells across the country are being urged to join a national peal of bells

• The Sock Gallery at

Loughborough Town Hall will also be hosting a family workshop to create a memorial quilt inspired by World War One souvenir cards.

There will also be a range of commemorative exhibitions and workshops in Charnwood Museum and Loughborough Town Hall in the run-up to the day.

New Grants Scheme For Loughborough Following the launch of the new Members Grants scheme at the Borough Council, I have received a lot of support from residents for the initiative. The scheme enables local groups to approach their ward councillor for grants of between £250 and £1000. Each of the 52 councillors in Charnwood can recommend grants up to £1000 per year in total, against a simple set of criteria, which can be found on the Council’s website. All you need to do is contact one of your ward councillors and tell them about your project. If it has potential, then simply fill in an application form on the Council website and they’ll take it from there. There is a criteria and all applications will be checked by officers at the Council, but the important thing is to contact your councillor first. The website address is: www.charnwood.gov. uk/pages/member_grants The Borough Council also has a number of other grants which support the community. For more information about those, visit www.charnwood.gov.uk/ charnwoodgrants National Planning Policy Framework Gets A Refresh Whilst it may not sound like an exciting topic, the refresh is actually quite big news for the Borough Council’s planning committee, and we hope it will be good news for Charnwood. The refreshed NPPF should allow councils who have a good flow of new homes being built, to use a slightly different way to calculate their 5 year supply of houses – this is the target that government sets all councils, and determines whether their planning committee can approve or refuse applications against the Borough Council’s

own policies, or whether they have to use the national ones. Clearly, we want to keep decisions local, and that’s why it’s important that we have a 5 year supply – so, whilst the NPPF may sound like a dry bit of government legislation – it’s actually important to our local communities and residents. Everything Is Going Green The warm weather has triggered a growth spurt for every plant, bush and tree, and I’m starting to get plenty of queries about what can be done if a pavement has become blocked by a hedge, or a patch of grass is going un-cut. Most grass cutting is carried out by the County Council, and they have a great section on their website, that not only helps you to identify whether it is the County Council’s grass, but when it should be cut. We’re currently coming up to cut no.3 of the season – but if you want to know when that will be locally, check the website. There is also a good section on how to report problems, whether it be pavements becoming blocked, or potholes. However, if you can’t report the problem through the website, or can’t quite find the answer you’re looking for – do contact your local County Councillor for help. Buses The vast majority of bus services in the County operate without any subsidy at all – but a few do get money from the County Council to enable a route to operate. However, budgets are stretched, and some routes are being subsidised by a considerable amount per trip, so the County Council is currently reviewing which routes are needed will continue to be receive money, and which may not. There are also a number of alternative approaches being trialled across the County, which are not traditional bus timetabled services, but still enable residents to access public transport.

Nicky Morgan

Last month I was finally able to secure a short debate in the House of Commons Westminster Hall chamber on the involvement of local communities in the planning system. I raised three particular issues – the calculation of whether local councils have a 5 year land supply, how residents who have been involved in commenting on applications find out about planning appeals and subsequent events (this was particularly raised with me by the Storer and Ashby Residents Group) and how poorly worded planning conditions don’t offer the protections or secure the investment in local infrastructure which local communities need. The first issue, about local councils having a 5 year land supply, is perhaps of most immediate relevance. Without being able to demonstrate this local councils have real difficulty in turning down applications for developments. However, local councils such as Charnwood, which have granted planning permission for 10 years’ worth of housing have no control over the speed at which those houses are built and this lack of building can then undermine their case for having a 5 year land supply. The Minister took the points on board and we also had a discussion about the importance of neighbourhood plans. To read the debate please look at the link on my website – nickymorgan.com

Vote 100 will celebrate the anniversary of the 1918 Representation of the People Act which gave all men and some women the vote for the first time, as well as other important democratic milestones. EqualiTeas, which will take place between 18 June and 2 July, are a UK-wide celebration of the 1928 Equal Franchise Act. I’m holding an Equalitea in Mountsorrel on Saturday 30th June. More details at www.nickymorgan.com. The Loughborough Library Studies Volunteers (LLSV) are also holding an Equalitea at Loughborough Library 1-4pm on Saturday 23rd June – so there should be no excuse not to celebrate this anniversary! LLSV also organised an excellent re-run of the 1929 election (the first in which all men and women could vote) at Picnic in the Park. I’d also like to add my congratulations to everyone involved in the 2018 Picnic in the Park which was busy, bright and fun. Finally I was delighted to officially open Heavenly Desserts on Baxtergate a few days ago. I can thoroughly recommend their waffles and ice cream! It is great to see new businesses opening in Loughborough and extremely encouraging to hear about the 16 new jobs they’ve created.

Thringstone Art Group Thringstone Art Group are busy preparing lovely paintings for their ANNUAL ART EXHIBITION 18th -27th AUGUST 2018. This is held in the Charles Booth Centre, Thringstone, on The Green (which used to be known as Thringstone House Community Centre) LE67 8NR. The exhibition of about 300 paintings is mainly of work by the 24 members of the group, but also includes several local visiting artists who exhibit with us each year. All the paintings are for sale and one special picture will be chosen by the group as a raffle prize. There is a competition to see who gets the most votes for the visitors’ favourite picture and tea and cake are available to buy at the weekends. The group meets at the centre on Friday afternoons throughout the year and also enjoys outings in the summer and at Christmas. They produce work at a high standard in a wide variety of media and are very supportive of each other. We look forward to seeing you there. Come and enjoy beautiful pictures.

County Councillor

Max Hunt

E: max.hunt@leics.gov.uk Chairs And Mayors, Our Civic Heroes There is an often misquoted line from a great poet that goes “They also serve who only stand and wait”. I used to think it applied to the Prince of Wales, standing next in line to be our Queen but a ceremonial office is never about politics, always about people. This is the season of “Mayor Making”, prize givings and other civic events. Whilst the Borough has a Mayor, the County Council calls its ceremonial head the “Chairman”, and that name is used regardless of gender, by the way. Like a mayor he or she is decked out in a gold chain of office and driven about in a rather swanky car by a chauffeur. The office of Chairman is held for a year only, often by a long serving councillor from the back benches, and is removed from the cut and thrust of political debate. He or she chairs the full council meetings, greets special visitors and visits many groups across the county. Now you may think the job of the Chairs or Mayors is an easy one, what with being driven around and having an attendant to look after you. But it’s not everyone’s cup of tea. For a start it’s ‘full on’, attending literally hundreds of events in the year, often to give a short speech and then sitting or mingling courteously while the event proceeds. Smart dress and personal charm is always an asset, but if you slip up it will be remembered for nothing else – like the Lord Mayor whose trousers famously fell down at a civic function! But these events aren’t restricted to chairs and mayors. As an ordinary councillor, the best events I’m invited to are amongst people I know, where I can meet with old friends and make new ones. Last month I attended the Celebration of Achievement at Charnwood College. I was able to discuss some important matters in an informal way with senior staff. After we were led into the Sports Hall where hundreds of high spirited students sat in uniform. Just a bit scary. I was reminded of the first time I entered canteen at County Police HQ. I was the only one not in uniform. Imagine that. However, at Charnwood College we had

a great afternoon watching one pupil after another receive a certificate or trophy for their hard work and good behaviour. Ceremonial And Political Heads I’ve said that the mayors and chairs give up politics for the year, but they should not be confused with the council leaders. The Leader of the County Council has the political power and is elected by the largest political party which in Leicestershire has been the Conservatives for many years. Unlike the Chairman, who is out and about all over the county, the Leader’s work is very much in County Hall making decisions and putting forward the county’s policies. In most countries the ceremonial head and the political head are combined in one office, called a City Mayor. All of which makes it very confusing when our the council’s partners from other countries visit and find a County Leader and a County Chairman in the same room! Who is the boss then? The clue is usually that the smartly dressed one is the Chairman, whilst the power lies in the Leader. Schools And Volunteers Besides the ceremonial duties the Chairs and Mayors visit schools and voluntary services. They also support one or two charities throughout their year. This year the new Mayor of Charnwood, Christine Harris, will support SENSE, a charity founded for people who are deafblind and now supports people with complex communication needs and also the Woodland Trust. The Chair of the County Council, the new Chairman is supporting COPS for the care of police survivors. They also support the military and meet royal visitors to the county. At Christmas they will attend numerous carol services and as one mayor explained to me, “My mother’s very pleased, I’ve never been to church so much”. So to say that our ceremonial heads and their consorts ‘only stand and wait’ is rather unfair. They represent the very best of civic service, work hard and remain publicly cheerful for a whole twelve months. It takes a special person to do that!

Charnwood Borough Council Takes A Visit To The Loughborough Carillon Tower & War Memorial Museum We've been able to get a look at some of the work going on at the Carillon Tower today - it's part of a £280,000 conservation project. Christopher Beardsley, a trainee bell hanger from John Taylor's Bell Foundry has been in to start dismantling the clavier; we've had electricians hanging around (quite literally) to do some initial work and the stonework has also started to be cleaned. We also took a few scenic pictures at the very top where the goldcoloured cross and ball are. There's also an image of some of the damaged copper sheeting on the roof which will be repaired. There's more info on our website about the project and we'll continue to run updates. http://bit.ly/2qJn4GJ
