Great Central Sets Sights On Canal Bridge As ‘Next Step’ For Reunification

New Book Shop Opens To Support Local Services For Older People

Great Central Railway is preparing to renovate a historic bridge over the Grand Union Canal as part of its project to create an eighteen mile heritage railway.

Age UK Leicester Shire & Rutland is delighted to open its new book shop at 9 Biggin Street, Loughborough (telephone number 01509 211083). The new shop will be bigger and better than the old premises and able to offer a much larger selection of fiction, non-fiction and academic books at a fraction of the usual retail price.

The bridge is a late Victorian structure which crosses the canal in Loughborough, just to the north of the Railway’s engine sheds. In September, long held ambitions to build a new bridge over the four track Midland main line were realised by enthusiasts who want to reconnect two halves of the Great Central Railway. This bridge was the first part of a chain of infrastructure that needs to be rebuilt to create an eighteen mile heritage line running almost between Leicester and Nottingham. Michael Gough, the Railway’s General Manager said, “As the final touches are applied to the new bridge, the question now being asked is ‘What next?’ The most obvious section to tackle next is renovating the bridge over the Grand Union Canal. Undertaking this work does not require planning permission and access to the site is relatively easy from both the rear of the engine shed and from the canal towpath beneath.”

A full survey was carried out on the bridge in 2014 which allowed contractors to establish what work is needed to repair it. It last carried trains in 1969 before the original Great Central Railway was shut by British Railways. Michael adds: “We have obtained three quotes for the work and expect it to cost in the region of £400,000. We believe we can raise the funds for the work over the next 12 months.”

The overall reunification project remains close to the hearts of the Railway’s thousands of supporters who have wanted to see the Great Central Railway PLC based in Leicestershire and the Great Central Railway (Nottingham) reconnected. Over the past four years, there has been a concerted effort to finally achieve this ambition, and a major fund raising drive was launched in 2013 to take the project forward. Thanks to the generosity of supporters, and a £1m grant from the Leicester and Leicestershire Local Enterprise Partnership, close to £3m has been raised with £2.5m spent on erecting the bridge over the main line. The remainder has been spent on designs and plans for the remaining sections. The project is a complex one with many challenges to overcome, not least the need to meet modern environmental standards. Furthermore, in recent years, building work has encroached onto the original embankment; also the newly built bridge spanning the main line railway, and an access road to a recycling centre, require additional clearance. To overcome these constraints, a new alignment has been designed to ensure the line can be successfully installed with modern materials and techniques being employed to comply with 21st century regulations. The Railway’s supporting organisation, Friends of Great Central Main Line is committed to maintaining the present momentum from building the bridge over the Midland main line. The Friends are therefore aiming to kick start the Canal Bridge project with an initial grant of £10,000. A strategy is to be developed by the Railway with Friends, and other major stakeholders, to agree the way forward for further successful fundraising. The new bookshop, along with the furniture and clothes shop at 24 Biggin Street, generates income to support the essential projects and services run by Age UK Leicester Shire & Rutland in Loughborough. These include day care, befriending, information and advice drop-ins, outings, wellbeing activities and classes as well as the innovative and hugely popular Men in Sheds project. Executive Director, Tony Donovan explained: "We have successfully established a range of services and support for older residents of Loughborough and surrounding villages and are finding that the demand for them is outstripping our provision. There is a clear need locally for our work and so we are looking at ways to increase our fundraising to invest back into these services. At the very least we want to protect the future of these services but ideally we'd like to expand them so that more people can benefit and improve the quality of their later lives. I would also stress the need for donations of good quality books to the shop to help us keep the shelves full." Age UK Leicester Shire & Rutland is also looking for volunteer support in the shops which means that more of the income generated goes straight back into services. Nine New Apprentices Commence Careers With William Davis Homes HBF 5 Star housebuilder, William Davis Homes has extended its longstanding commitment to apprenticeships by offering placements to nine aspiring tradespeople. Commencing four year apprenticeships with the Loughborough-based company are bricklayers, Kieran Findley and Joe Gardner; joiners, Lili-Rhea Dashi-Murphy and Jack Jordan; plumbers, William Cook and Thomas Christian; electricians Ellis Pole and Conor Bailey and trainee quantity surveyor, Jake Hill. Each of the new recruits will be mentored by William Davis Homes’ in-house apprentice masters as well as completing academic training at either Leicester College or Loughborough College. Currently working alongside electrical apprentice master, David Oliver at the company’s stunning Mill Fields development in Broughton Astley, newly appointed apprentice electrician, Conor Bailey said: “My Dad actually works for William Davis Homes as a groundworker and encouraged me to apply for the apprenticeship as I’ve always had an interest in electrical work. I go to college in three week blocks and the rest of my time is on site; I’m really enjoying everything so far.” Gary Long, M&E and apprentice manager at William Davis Homes added: “Every one of the new intake demonstrated an initial enthusiasm, work ethic and appetite to learn. During interviews, they presented themselves with confidence, asked insightful questions and showed real passion for their chosen trade. Cafe 1804 At Bosworth Marina Raises £65O For Macmillan Nurses All over the country businesses held a coffee morning on Friday 29th September in order to raise as much money as possible to donate to the charity, Macmillan Nurses. Every cake sold makes a huge difference to those facing cancer. Cafe 1804 at Bosworth Marina held a coffee morning and managed to raise a staggering £650.00. Heidi Rutley, the cafe’s manager said "The money raised was due to the generosity of all our customers. Our staff donated all of their tips over a two week period and they also made and donated a large and varied selection of home made cakes to sell in the Cafe’. We held a raffle and participated in a couple of games to raise even more money. Double Joy For Museum And Town Hall After Scooping Excellence Awards Charnwood Museum and Loughborough Town Hall are celebrating after receiving a Certificate of Excellence from TripAdvisor. The award is given to businesses that receive consistently outstanding reviews online, scoring four or more. One review on TripAdvisor says the Museum is “excellent for learning about Loughborough’s history”, while another says it’s “great for all ages”. A review for the Town Hall said: “The venue never fails to deliver. Lots of class acts, always full whenever I’ve visited plus a decent bar, easy access and fair prices. It ticks all the boxes.” Councillor Hilary Fryer, Cabinet Member for Open Spaces and Leisure, said: “It’s fantastic that visitors have consistently rated our museum and town hall as ‘excellent’ via TripAdvisor. Sam’s Big Ride The Big Ride came to Beacon Hill on Friday 22nd September, when Sam Orde, the National Chair of Riding for the Disabled took to the saddle to lead 36 disabled riders of all ages across the Beacon’s trails. This was another leg of her nationwide ride to raise money for the RDA Charity, and she helped us to celebrate Ashmount RDAs 35th birthday with this special event here in Leicestershire. The riders came from four local RDA groups, Wenlo and Ashmount (both based at Meadow School of Riding), Scropton (from South Derbyshire) and Kimberley House (based in Blaby). They were all sponsored, and the money raised is being sent to the national RDA to help to build a new facility for all to use – Lowlands Farm. It was wonderful to see how much joy riding can bring, especially in such beautiful countryside on a glorious Autumn day. Sam, not at all saddle sore after all the miles she has already put behind her, was full of praise and admiration for the riders and organisers. “What a wonderful day, you have all done yourselves and the RDA proud……..and thanks for introducing me to this quite beautiful area of Leicestershire”. Clarissa Howkins, chair of the North Midlands Regional RDA, also spoke of the “magnificent effort put in by so many people to make the day so successful…..in the end it is all about the disabled riders and their horses, and weren’t they all a bit special?” Nicky Morgan M.P, the Head of Ashmount Special School and Ed Bracher from RDA HQ presented rosettes to all the riders at the finishing line, in the Beacon Lower car park where everyone dismounted for welcoming cups of tea, bottles of pop, cakes and sandwiches. Thanks to Samworth Brothers Melton Foods, and Dilip’s Shepshed Multi-store for their contributions. The horses, mostly provided by Dawn Whitmore-Kirby’s Meadow School of Riding on Dean’s Lane, also enjoyed a well-earned carrot, munch of hay, and quite possibly the odd cake that just happened to slip through riders’ fingers while their backs were turned!

E: cllr.jonathan.morgan@charnwood.gov.uk Making More Of Something Doesn’t Make It Better In my last article I talked about how some types of fraud should be easily avoidable if only people stop and asked themselves the question. “If it seems too good to be true, perhaps it isn’t?”. The same question can be asked of all sorts of other things as well of course. My favoured response to people who tell me that the solution to something is obvious - “it’s simple” they’ll say - is that it probably isn’t; life’s problems are very rarely black or white, they’re mostly shades of grey. Which brings me to the latest ‘simple idea’ that has been floating around some circles, which is that Loughborough must have its own Town Council. It sounds like a straightforward proposal, and who could possibly say no to something so obvious…. apart from when you start to unpick what that means for residents in Loughborough, and then start to realise that it’s an answer to a question that isn’t being asked. Town and Parish councils are a common feature of rural District Councils, and in parts of Leicestershire exist below the District Council, which in turn operate below the County Council. They form a three tier layer of local government, with each layer having councillors, mostly paid, a structure to support the councillors, offices, staff etc. Each can also charge residents an amount of money from the Council Tax, with some Town or Parish Councils charging more than the District Councils, but about a ninth of what the County Councils charge – each layer costs money to run. Unlike District Councils, and County Councils, town and parish councils are not restricted by what they charge residents – there have been recent cases in Charnwood where parish councils have raised their part of the Council Tax by 50% in one year. So – Town Councils can charge residents as much as they want – unlike other Councils, there are no national restrictions on huge Council Tax increases. Their powers, however are limited to just a few things; they usually look after publicly owned allotments, public parks or sports pitches, town halls and cemeteries. That’s about it. They can do more, but anything

else will duplicate what other Councils do. So, the question in Loughborough I suspect is, what is it that is bad about the allotments, public parks or sports pitches that would necessitate creating a whole new layer of government, with all the costs that would go with it? The answer is probably a shrug of the shoulders: our parks win national awards; our allotments work as well as those run by parish councils; and our cemetery needs a significant and expensive expansion in the next few years, the costs of which will be met by Charnwood Council, but would be met by a Town Council if it existed. The Town Hall is a great facility for the whole of the Charnwood, and receives a subsidy of over £200,000 a year to keep it going – a cost that would be met by just Loughborough residents if it came under a Town Council. The list continues. Charnwood currently has one of the lowest Council tax rates in the UK, and any increases are restricted by national government. It also has one of the highest satisfaction ratings for services, along with nationally recognised parks and open spaces. So, my two basic questions in response to demands for change are; “Will it cost residents more?” and “Will it make services for residents better?” Would a Loughborough Town Council cost more; “Yes”, would it provide better services “Highly unlikely”. I’m a huge supporter of making local government simpler and smaller – I think there is a very strong argument for scrapping the County Council and creating a single Council based around Charnwood, and I also believe that there is a strong argument for creating a more formalised structure within Charnwood to make sure that Loughborough’s services remain high, but that doesn’t require a whole new layer of expensive government, nor should Charnwood’s poorest residents, who live in Loughborough, have to pick up the bill for it. The argument for a new tier of government may be tempting, but the reality isn’t.
