Leicestershire County Council Highways has agreed to a Temporary Traffic Regulation Order at the above location. These works were scheduled to commence in November 2019 but were rescheduled by Severn Trent. Road closures and temporary speed restrictions are required as follows: There will be road closures as follows: Oaks Road, Charley – between Abbey Road and Charley Road from 6th January 2020 until 3rd February 2020 Abbey Road, Charley – between junction with Charley Crossroads and Oaks Road from 3rd February 2020 until 17th February 2020. There will be temporary 30mph speed restrictions at the following locations from 6th January 2020 to 17th February 2020: Iveshead Road, Shepshed – from Charley Crossroads to 400m north of Charley Road Abbey Road, Charley/Shepshed - from Charley Crossroads to 350m south of Oaks Road Oaks Road, Charley – from Abbey Road easterly to delimit sign Charley Road, Shepshed – from 100m north west of Charley Crossroads to 100m south east of Charley Crossroads There will be temporary 40mph speed restrictions at the following locations from 3rd February 2020 until 17th February 2020: Oaks Road, Charley – from Abbey Road easterly to delimit sign Charley Road, Shepshed – from 500m north west of Charley Crossroads to 100 north west of Charley Crossroads. Charnwood Borough Council’s Choose to Move is a 10-week physical activity programme which offers weekly weigh-ins and exercise classes for anyone looking for a healthy way to kick-start the new year. The programme starts on Tuesday, January 21, 2020 at Charnwood College, Loughborough and will be held every week between 7pm-8.30pm. The weigh-in sessions are optional and will take place between 7pm-7.30pm. The exercise classes are suitable for all fitness levels and will run from 7.30pm-8.30pm. The 10-week programme costs £25 and everyone who attends eight or more exercise sessions will be entered into a draw for a chance to win a 12-month gym membership with Fusion, usually worth around £300. Whether you suffer with Raynaud’s or simply ‘feel the cold’, a few simple lifestyle changes can really help to improve your circulation. If you’re a smoker, stop. Stopping smoking is the single most effective way to reduce the symptoms of poor circulation and one of the healthiest decisions you’ll ever make. Keep warm and stay away from the cold, including draughts while you’re indoors. Thermals and gloves should be a wardrobe staple. Regular exercise will also help to boost circulation. Try to exercise three times a week for at least 20 minutes to get the heart racing and the blood flowing around your body. Correct nutrition is also important. Reduce your consumption of circulationslowing saturated fats and cholesterol, and increase your intake of oily fish or plant oils to help reduce blood stickiness. Salt hardens your arteries (which need to be elastic) so make sure you stay within the recommended 6g a day and watch your labels when buying pre-packaged and tinned foods as these often have a high salt content. Foods rich in vitamin C (kiwis, blueberries, cherries and most fruit and veg) are good for your circulation, as are foods rich in rutin (buckwheat, citrus peel and rosehips), which helps to strengthen small blood vessels. As far as herbal remedies are concerned, Ginkgo biloba is a firm favourite. It is recognised for its beneficial action on arterial circulation and is thought to work by relaxing the smallest arteries to allow blood flow to penetrate the extremities, helping to keep fingers and toes nice and warm. Try diluting 15 drops of Ginkgo biloba in a little water three times a day, but do bear in mind it may not be compatible with certain prescription drugs. Thank you very much for your support in the General Election earlier this month. I received 27,954 votes and as a consequence became the new Member of Parliament for Loughborough, Shepshed and the villages in this area. I am absolutely thrilled to be appointed. Thank you very much for your help as thousands of votes came from Shepshed residents. So, what can I now do for you? I will be setting up my office at 18 Pinfold Gate, Loughborough which was Nicky's office and my team will be available from Monday to Friday 9am to 5pm to help resolve any issues you may have. I will also hold surgeries on Friday evenings for one to one appointments with me. If you would like me to attend any local events or meetings, please do let me know. A number of local issues were raised with me during the campaign that I want to try to help resolve. Supporting our local GPs so that there are more appointment times and more GPs is one such idea. Developing a project that will improve the centre of the town is also high on my priority list. Thank you once again for the faith you have shown in me. I will work hard for Shepshed. Most people hope that their estate will pass on to their children and grandchildren eventually. But this will not happen for many, unless careful arrangements have been made to protect their assets from being taken towards the end of their life to pay for care home fees. The solution to help protect your estate is a Will incorporating a Property Protection Trust (PPT). A testamentary PPT can only be executed whilst both partners remain alive. Upon death of the first partner, their Will specifies that their share of the property is placed into trust and names the ultimate beneficiary of this share, normally the children and grandchildren of the deceased. The surviving partner, under the terms of the Trust, has the unequivocal right to remain living in the property for the rest of their life. On the death of the second partner the Trust comes to an end and the property passes to the beneficiaries. As the surviving partner does not own the deceased's share of the property it is fully protected for the beneficiaries, so if the surviving partner requires care, or even remarries, this share of the children's inheritance is protected. This last point can be of particular interest to couples who have come together and have children from different partners. A PPT can help each person in a relationship ensure that their children inherit their share of the property, while giving their surviving partner the ability to live in the property for the rest of their life. If the surviving partner wants to move to another property they can still sell the property and the proceeds be used to purchase a new property; the terms of the Trust remain over the new property. Deputy Headteacher, Mrs McMahon, is gradually introducing the Iveshead students to the concept of Mindfulness. Her aim is to see “students learning to take care of their mental health.” Last year, all Year 7 students had the opportunity to study the nine-week, ‘.b’ course created by MISP. ‘.b’ [dot-be], stands for ‘stop and be’, a simple practice at the heart of this course. Materials are designed to engage the most sceptical of young minds. Some students enjoyed the course so much they requested further sessions and so weekly drop-ins are now available to them. By July, all the current Year 7s will have also had the opportunity to complete this course.

Shepshed History Society on Dec 10th had a very entertaining and interesting talk given by Mrs Mel Wilson and her topic was exploring the numerous folk lore legends concerning the very many Father Christmas' that have evolved over the centuries. Each country would have had their own versions of the now very famous personality, even their clothing would have been completely different to the ones we have all become familiar with. Takes galore then followed as Mel went onto to relate how the very well known fairy tales that we all know and are familiar with were in fact when first told, very gory. Like the Ugly Sisters in Cinderella, they cut off their toes so that their feet fitted into the glass slippers It was a totally fascinating evening made all the more special as the society then went onto enjoy a very special Christmas buffet with heated mulled wine. The January 14th speaker will be Stephen Taylor and his subject to be The War Years at Garendon, Visitors are always welcome.

Shepshed Cancer Support Group displayed trees in both Shepshed & Hathern Christmas Tree Festivals. The trees where dedicated to the memory of Mandy Lord. A total of £45.32 was kindly deposited into the group’s collection box. Thank you to everyone who contributed, your donations are very much appreciated. On December 3rd the group had a Christmas Fuddle and an impressive buffet was provided by members. A “reverse raffle” was enjoyed & there was lots of laughter & chat. The group would like to thank Loughborough University for their generous donation to the groups funds and thank you to Ellen Woodard who is the groups RVS link/ support person. Finally, Marion & I would like to thank our members because without you there wouldn’t be a group!! The Shepshed Cancer Support Group meets on the first Tuesday of each month at 1.30, at Charnwood Road Community Centre. We would like to increase numbers & new members are always given a very warm welcome, please pop in to see us.

Shepshed Rotary Club Christmas Tree Festival Article by Robert Hall
Once again Shepshed Rotary Club held it's Annual Christmas Tree Festival in St. Botolph's Church. Shepshed Rotary Club thank The Vicar, Rev Lydia Humphreys, and the Congregation for their permission and assistance in this. The event was a great success with many visitors commenting on the wide variety and inventiveness that had gone into the construction of the trees. The pupils from Iveshead School Interact Club decorated their tree with handmade decorations from plastic waste. All those who visited had the chance to vote for their favourite tree in each of the 3 Sections. The trees came from a good cross section of people in Shepshed. All the Primary Schools entered a tree. In the other Childrens Organisations there were Brownies, Scouts, Guides, Nursery and Playgroups and other Groups. In the Adult section there were Commercial Organisations and many Clubs, Societies, Charities as well as many groups from St Botolph's Church. The winners in each Section were ADULTS. First St. Botolph's Mens Fellowship. Second Serenade Womens Community Choir. Third Rainbows Hospice PRIMARY SCHOOLS. First St. Botolph's Church of England. Second Oxley. Third Newcroft Academy. CHILDRENS ORGANISATIONS. First St. Winefrides Playgroup. Second The Oak Tree House. Third Shepshed Rainbow Guides. The Festival was well attended at all 3 sessions and many took advantage of the mince pies, cup cakes and ginger bread men. A fitting end to the Festival, on the Sunday Evening at the Advent Carol Service, Rev.Lydia Humphreys, gave a Sermon on the significance of the Christmas Tree, relating to the care and nuture of the tree, to the care and nuture we should extend to each other.

The members of Shepshed and District Camera Club had a busy second half of their autumn term with several talks and the final competition league round for 2019. Club members Pete Richardson and Angela Edwards each provided an evenings entertainment, Pete leading a practical evening where members endeavoured to create slow motion and speeded up sequences, the results from which caused some hilarity and Angela presented a comprehensive presentation of photographs taken during her visits to Jamaica covering various aspects of life there. Local landscape photographer Bill Allsop visited the club in November with an excellent presentation of photographs he had taken locally, most of them in the Peak District, and Brian Negus, an ex member of the club, followed on from the earlier practical evening when he gave an excellent talk about speeding up and slowing down time photographically. The final competition of 2019 was judged by Peter Cheetham who selected a print entitled ‘Ashmoleum Museum Staircas’e by Alan Harris as the winning entry in the Architecture class followed by entries from Angela Edwards, Garry Rennocks and Brian Walbey. The Open class for digital images was won with ‘We Admire Each Other’ by Jason Ametrine followed by entries from Garry Rennocks, Angela Edwards and Sue Hutton. In mid December the club held its Annual Dinner and Awards Presentation at the Pied Bull and after a very good meal Alan Harris collected the trophy as overall winner of the Competition League for 2019. Following close behind were Garry Rennocks and Angela Edwards. Meetings begin again for the spring term at the Council Offices, Charnwood Road, Shepshed on 7th. The last few weeks of 2019 were very busy for the Robins & Rainbows team in their final efforts to reach their goal of raising £3500 for Together Against Cancer in memory of Kim Pye. The highlight being a very successful and fabulous Fashion Show held at The Royal Oak in Kirby Muxloe. It was so well attended with over 100 lovely ladies coming together to see a fantastic show case of beautiful clothing and accessories presented by DC Boutique, a gorgeous boutique in Kirby Muxloe. We had such a fun night with some of us hitting the catwalk for the first time ever (and quite possibly the last!) We had a mega raffle and mini auction which was made possible by the generous donations received from friends and local/national businesses. The night raised a massive £1302 which took us over our total target of £3500. Thank you so much to everyone who attended and helped make it such a great night! The Fashion Show was very quickly followed by the team completing the Rutland Water 10k Night Run on a cold but clear night with beautiful lighting to guide the way. Normanton Church lit up provided a wonderous sight to keep us going. And lastly, Sunday 1st December saw us all come together for a Santa Walk & Fundraising Finale. The walk took place at the beautiful Market Bosworth Country Park and was hosted by Market Bosworth Rotary Club. There were Santas everywhere on this beautiful sunny morning! What a great start to the festive season and fantastic end to an incredible year of fundraising. ****OUR FINAL TOTAL STANDS AT A WHOPPING £4120!! **** We have been completely overwhelmed by everyone’s generosity and support and would like to say a huge thank you to every single one of you for supporting our events and challenges. This money means so much to Together Against Cancer who do not receive any government or statutory funding and rely on public donations to continue their important work in supporting cancer patients, their carers and the wider community. Shepshed based youth theatre, ACT One, returns in January for its 24th annual musical with the spectacular “Chicago”. Set in the roaring twenties in Chicago, Illinois, the story centres around Roxie Hart, who murders a faithless lover and convinces her hapless husband, Amos, to take the rap...until he finds out he's been duped and turns on Roxie, who then confesses. Convicted and sent to death row, Roxie and another "Merry Murderess," including Vaudeville star, Velma Kelly, vie for the spotlight and the headlines, ultimately joining forces in search of the "American Dream": fame, fortune, and acquittal. But the irony is that criminal lawyer, Billy Flynn, and the press are the winners. This sharp-edged satire features a dazzling score that sparked immortal staging by Bob Fosse, and which was turned into a hit film in 2002 starring Richard Gere, Renee Zellwegger & Catherine Zeta Jones. T: 01509 557701 E: cllr.keith.harris@charnwood.gov.uk Emma and I have worked with Adam Goodall in Open Spaces at the borough council to look for places to create new wildlife areas in the ward. We did a walkabout in Dishley and discussed possible sites to put wildflowers. Since then Adam has sent us his new idea to create a new community wood on the former agricultural fields between the proposed woodland buffer at the edge of the Garendon SUE and Terracotta Gardens and the allotments and going down towards Golden Square. Adam wrote “Any areas as open space will protect existing features (hedges etc) and managed as long grass/meadows. We could introduce a wildflower mix throughout the site early on as part of the establishment phase”. The total site is 7.5 hectares in size. Ideally the community woodland would be no less than 60% of the total area (4.5 ha) with the remaining 40% (3 ha) managed as open habitat e.g. grassland/individual trees/ pond etc. It also allows for some colonisation by natural regeneration. This would also make the site suitable for funding through existing grant schemes. There will be footpaths throughout the area, easily accessible from the existing path from Golden Square. Adam would need to survey the site and look at the gradients for the best position to avoid the steepest areas etc and look at any existing features/habitats to enhance. The parish council chair thinks this is a great idea. It will create a further buffer to the SUE and will greatly enhance the village’s facilities and wildlife. If you have any ideas how this could be improved, please send your suggestions to Adam Goodall at the council. The new Hathern Together brochure has been printed and will be coming through your letterboxes in the next few days. The new year kicks off with two events on the 11th of January - the School Photograph Exhibition from 11 to 16.00 with free entry and the Hathern Band’s Loros Concert in the Church at 19.00 with tickets at £10. This event is always sold out so get your tickets soon. The Community Library is 4 years old on the 25th and there will be activities to celebrate that. I haven’t got the brochure yet but I assume that details will be in there. Please pop by on the 25th and help the doughty volunteers celebrate their birthday. William Davis have been busy planting trees in Daisy Bank and have done it properly this time and at the right time. There should be no possibility of the trees going dry this time!! I have reported the gravel left on the A6 from Shepshed Road to Daisy Bank and Betty is looking into getting it cleared up. Such as street lighting, highways, footpaths, overhanging trees and hedges onto the highways/footpaths, social services etc. DATE FOR YOUR DIARY – Saturday 25th January In May 2020 there will be an election for a Police and Crime Commissioner for Leicester, Leicestershire and Rutland. The Conservative Prospective Candidate is Rupert Matthews and I have therefore booked the Glenmore Centre on Thorpe Road to enable Shepshed residents to meet him and ask him questions. The date is Saturday 25th January at 2.30 pm. Rupert has an online survey www.rupertmatthews.org.uk for you to make your views and concerns known and ask him questions. Also in attendance will be your new MP Jane Hunt, myself and some of your Borough and Town Councillors. We look forward to seeing and speaking with you. The first part of the meeting will be taken up with policing matters and the second part with other concerns. Local Beat Team – Police Since my last report in December there has been 2 further PCSO’s the one for Shepshed is Rhiannon Gee (6014) and the one for Dishley is Lisa McNeill. (6564) Both have now completed their ‘in company training period’ and will be out and about across the whole of the beat. Rhiannon and Lisa are keen to get to know the area and all of you. Meeting With Officer Re Problems At Gelders Hall Following my meeting with businesses in Gelders Hall and my follow on meeting with an officer from County regarding the parking problems in Gelders Hall and the problems with leaving at busy times it was decided that Businesses will be asked to comment on proposals in the new year such as yellow lines on one side around Gelders Hall, allowing parking on only one side and making part of it one way. County are also looking at keep clear lines at the junction of Gelders Hall with Charnwood Road, which should allow cars to cross over into the left lane to turn left towards Loughborough. I did ask why they thought it was a good idea to do away with the left turn from Iveshead Road onto Ashby Road but had not considered doing a left filter lane from Charnwood Road into Ashby Road whilst the right filter lane from Ashby Road into Charnwood Road is active, this would move traffic forward in Charnwood Road rather than it be stationary the officer said he would go away and look at it. Celebration Of Learning I had great pleasure in presenting certificates to adults with disabilities in recognition of what they had achieved via County’s Go Learn programme. A typical course runs weekly for 30 weeks between September and June. Qualifications were awarded in a range of subjects: exploring volunteering, food preparation, money management, literacy, drama and art and leisure skills. It highlights the varied learning activities that have taken place which include café projects, charity sales, visits, drama productions, classroom-based learning and gardening projects. Every individual receiving a certificate today had also achieved learning outcomes personalised to them. In fact, following the presentations there was refreshments, mince pies baked by those who had done the food preparation course, music and dancing, which was enjoyed by all recipients of the certificates along with their parents or carers. The scheme invites residents and those associated with the county to nominate and vote for people and places they think are worthy of commemoration. To date, 23 Green Plaques have been unveiled to a balanced mix of people and places across the county. I recently attended the unveiling of the plaque in Castledine Street in Loughborough to honour the Corcoran Sisters, Kathleen and Nora, who were Suffragettes. It was fascinating to read the history of the early suffragettes in Loughborough. On 19th January 1910 Emmeline Pankhurst addressed two meeting in the Town Hall. I have a copy of the booklet if anybody would like to look at it. By the time the Suffragettes became active in Loughborough the town had developed from a base of the ‘traditional’ trades in the textile industry to include a range of manufacturing employment and foundry work as well as railway and municipal work. In 40 years prior to the 1910 General Elections the population had doubled to almost 23,000. The Parliamentary electorate for Loughborough wards was just 4,341. In Shepshed the electorate was just 1,085. Shepshed Town Council have asked that the Jelson Estates, roads off Tickow Lane are named after Suffragettes due to the fact this estate was commenced 100 years after Women won the vote.
Shepshed Library I was part of a group of officers from County who met up with officers and Councillors from Worcestershire who came to look at Shepshed Library to see how a Smart Library works. 16 of the top libraries in the County, one of which is Shepshed, deliver 80% of the business. Feedback from residents regarding the change of Shepshed ‘s Library to ‘Smart’ is positive. As well as Smart Libraries there are Community Managed Libraries which are now an established and successful part of the service. There are currently 33 community managed libraries embedded in local areas and offering a wide range of hub services including adult learning, work clubs, keep safe places, cafe facilities, meeting areas for community groups and bases for Local Area Coordination, in addition to traditional library services. These libraries are run by volunteers and in some cases by the Parish Council. County are going to provide extra funding for technology to the Smart libraries in the next financial year. Medium Term Financial Strategy 2020/21 – 2023/24 (MTFS) An all-member briefing on the MTFS was held on Monday 16th December and consider by the Cabinet on Tuesday 17th December. These proposals will be the subject of consultation at the Overview and Scrutiny bodies (OSC) on the following dates: • Health OSC – Wednesday 15th January 2020 at 2.00 pm • Environment & Transport OSC - Thursday 16th January 2020 at 2.00 pm • Adults & Communities OSC – Monday 20th January 2020 at 2.00 pm • Children and Families OSC – Tuesday 21st January 2020 at 2.00 pm • Scrutiny Commission – Monday 27th January 2020 at 10.30 am The Cabinet will consider any comments arising from the consultation and the scrutiny process at its meeting on Friday 7th February 2020 and the recommendation of the Cabinet will then be put to the County Council at its Budget meeting on Wednesday 19th February 2020. Shepshed Campus Proposals For Redevelopment – (Iveshead School) I attended a briefing with officers from County regarding the Shepshed Campus. County will be spending in the region of £16 million on these proposals. The large housing developments create the need for extra places, especially in the primary age group. Work has already started on the Youth Block and should be finish by the end of March 2020. County will be holding a session to inform residents of what is being proposed on this Campus sometime in March. It will be held in what we knew as the High School , as yet there is not date, but I will keep you all informed via the Eye or via social media. One of my main concerns was the Swimming Pool, this I have been informed will not be closing neither will the Theatre which is situated in the Iveshead School (old Hind Leys).

I am also Chairman of the Shepshed Special Community Bus; sit on the Volunteer Centre and Glenmore Centre Committees. I have just been asked to sit on the Vine House Trust and have again helped run the lunch at the Glenmore Centre on Christmas Day for people who would otherwise be alone. Weather permitting I enjoy gardening. Just thought I should let you know what else I do, (sorry). Thomas Cook As you are aware Thomas Cook the holiday company closed down some months ago. The Company had a large amount of historical information and County submitted a claim to have all of this information kept at their Records Office. County were up against a number of others across the country who also put in a claim. I am pleased to report that Leicestershire County Council won this bid and will be coming to Leicestershire. It will be a number of years before it has all been itemised and logged; part of the items is a large stain glass window, which I understand will be put to good use in the proposed new Records Office. I will keep you all informed when this archive material is ready to view. Your Help Again I would like to thank the residents who keep me informed regarding issues around Shepshed, such as overgrown hedges, litter, dog mess, inconsiderate parking (on pavements, yellow lines, outside of schools) etc., without your eyes and ears I could not get them reported and sorted. My Job As The County Councillor In my capacity as Cabinet support for Adults and Communities, I have visited various care homes in which we support Leicestershire residents. I recently visited a property in Sharpley Road Loughborough which County have just purchased and are altering it into a home for Adults with learning difficulties who wish to live independently but with some support. This follows on from a consultation County undertook in the summer when County asked for views from carers, users of our services and providers. Locally I have also visited Waterside Court Loughborough and others around the County. I attend regular briefings from the Director and officers in the Adult and Communities department as well as Cabinet and Cabinet briefings. I also attend if my diary allows it, regular training and information sessions given by officers at County. The most recent one was given by officers from the highways planning department which gave me an insight into what County can comment on regarding planning applications. This planning information is going to be given to Borough and District Council’s in the New Year. Charnwood is scheduled for 19th March. This information will also be forwarded to Town and Parish Councils. I learnt that Planning Committees do not have to take into account the comments/recommendations from County Highways. I am also a Borough and Town Councillor. I have regular meetings with residents to discuss their concerns as well as holding meetings with residents groups, the most recent one being with residents from Tickow Lane regarding the proposals for speed

Consultation Planned On Updated Vision For Charnwood’s Future We hope that residents in Shepshed have commented on the Charnwood draft local plan which will guide growth and development until 2036. The current local plan goes up to 2028. The closing date for these comments was December 16th. The local plan is an important part of local planning policy and it is used to consider all planning applications. Therefore it is important for people to get involved and comment. Your Borough and Town Councillors have commented and will make sure that when any further planning applications are submitted will make our views known to the planning department. It is not a foregone conclusion, but we do need to make sure we get the best for Shepshed and its residents. Whichever government won the election they we all saying we needed more houses, some because of allowing more to come into England, other that the younger generation will need housing, BUT we need to make sure we have the type of houses that meet our needs, not just what the developers want to built. Houses for first time buyers and bungalows. Cllr Radford will call public meetings in the Glenmore Centre when any large scale planning applications have been lodged to keep residents informed as she has in the past. CCTV camera to tackle fly-tipping CCTV cameras are being deployed in Charnwood as the borough council steps up its fight against fly-tippers. The Council has introduced the cameras in various hot-spots across the area and it comes as the Council launches its annual Don’t Muck Around campaign to tackle enviro-crime. Officers investigate every incident and issue fixed penalty notices or instigate a prosecution whenever possible. Residents are asked to play a part in tackling flytipping. If you pay someone to dispose of your rubbish then please make sure they are licensed waste carriers because if they are not and your waste is fly-tipped, it could be you who ends up with a fine or in court. Sometimes people are approached on social media, we would advise resident to be wary. You can check if someone is a licensed waste collector by visiting the Environment Agency website. As well as fly-tipping, the Don’t Muck Around campaign will highlight littering issues. There is a particular focus on litter being thrown from vehicles and the Council is supporting a county-wide campaign to raise awareness of the issue. The registered keeper of a vehicle can be issued with a fixed penalty notice for £150 for littering, regardless of who threw the litter from the vehicle. The Council street warden teams will also be carrying out patrols in areas where there have been complaints about littering and dog fouling.
