Loughborough Rotary Does It For Rainbows Article by Linda Thompson
Members of Loughborough Rotary Club are walking, running and cycling around Leicestershire during the Lockdown, to raise money for Rainbows, our local children’s hospice. They aim to raise £1,000 by Day 100 of the Lockdown, which also marks the end of the Rotary year. YOU can help by making a donation at https://justgiving.com/fundraising/ loughborough-rotary Dick Howard, 83, started his physical challenge much earlier, and has already completed a million steps, covering a distance of more than 400 miles, all from his home in Newtown Linford. His wife Sue accompanied him on most of these walks, taking the photo of him completing his challenge in the rain at Old John, in Bradgate Park. Rainbows, the hospice for children and young people in the East Midlands, was chosen as the beneficiary charity, given the negative impact the Lockdown will have had on their fundraising income. The hospice accepted children from hospital in the early days of Covid-19, in order to provide them with a safer environment. The rainbow has also become synonymous with the pandemic, particularly for children. Gary Farnfield, a community fundraiser with Rainbows, says “Loughborough Rotary Club has a longstanding relationship with Rainbows, and we are delighted to be the beneficiary of their Lockdown Challenge”.
With a slightly amended programme to that arranged at the beginning of the season last September the club has enjoyed listening to, and viewing the pictures of, Chris Upton from Nottinghamshire who gave a talk called “Finding the Beauty in Nature”, and Martin Patton, a much decorated photographer from Watford, who gave a talk called “Improving your Photography” which was ideal for all the members from those just starting out with the hobby to those with many years of experience behind them. Three members of the Club, Mike Gillingham, Alan Harris and Sue Hutton also gave talks on separate evenings, Sue’s concerning Flower Photography, Mike took the members on a photo tour of parts of Canada and the USA and Mike gave two talks, the first a picture walk along part of the old Forest Railway Line and the other a photographic overview of the Dunkirk evacuation in 1940. The annual 3-way competition between the Shepshed, Coalville and Ashby clubs still took place with 44 people online to enjoy the occasion. The judge was Nat Coulson, also from the Nottingham area. Nat had the digital images from each club in advance of the meeting and awarded points as follows to each club, Ashby and Coalville 217 points each and Shepshed 216 points. Other evenings have been filled with club members presenting their own photos taken during the lockdown and the results of their efforts taking up several photo challenges. Meetings will continue throughout July and August and are open, free of charge, to any photo enthusiasts who would like to join the members on Zoom. Why do we garden? I read a quote recently by the author Margaret Atwood (of The Handmaid’s Tale fame). It was this: ‘Gardening is not a rational act.’ The quote, simple as it is, struck me quite deeply. Why do we garden? Why do we devote precious hours to a task that will never be completed? Why do we spend hard-earned money to produce ephemeral moments of colour and form that, if we’re entirely honest, mean very little to anyone but us? The whole thing is frankly absurd. Then I thought back to when the gardening bug bit me for the first time. I finally had a tiny patch of ground, mine to do as I pleased with. The possibilities stretched before me. Almost overnight, gardening transformed from just another chore into an activity of infinite potential. I was overcome with a frenzy of seed-sowing, deadheading, weed-identifying, pond-digging, deep-mulching, tool-buying, design-sketching, GQT-listening and composting that has never left me. Eventually I made it the focus of my life and switched careers to pursue horticulture full-time. That was definitely not a rational act, as my bank balance will attest. But there is something about gardening that enraptures the soul. It might be the creativity it allows. It might be the connection to nature it ensures; the way it engages both body and mind. Most likely, it’s all of the above. One thing is certain – life is irrational, and gardening brings us closer to what life is really about than almost anything else. JULY TIP: Pots and planters dry out quickly in hot weather. A glass bottle filled with water and pushed down into the soil (neck first) will give the pot a reservoir of water to draw on, and save you the task of watering every day.

Most people hope that their estate will pass on to their children and grandchildren eventually. But this will not happen for many, unless careful arrangements have been made to protect their assets from being taken towards the end of their life to pay for care home fees. The solution to help protect your estate is a Will incorporating a Property Protection Trust (PPT). A testamentary PPT can only be executed whilst both partners remain alive. Upon death of the first partner, their Will specifies that their share of the property is placed into trust and names the ultimate beneficiary of this share, normally the children and grandchildren of the deceased. The surviving partner, under the terms of the Trust, has the unequivocal right to remain living in the property for the rest of their life. On the death of the second partner the Trust comes to an end and the property passes to the beneficiaries. As the surviving partner does not own the deceased's share of the property it is fully protected for the beneficiaries, so if the surviving partner requires care, or even remarries, this share of the children's inheritance is protected. This last point can be of particular interest to couples who have come together and have children from different partners. A PPT can help each person in a relationship ensure that their children inherit their share of the property, while giving their surviving partner the ability to live in the property for the rest of their life. If the surviving partner wants to move to another property they can still sell the property and the proceeds be used to purchase a new property; the terms of the Trust remain over the new property. T: 01509 262723 E: jane.hunt.mp@parliament.uk As we continue to relax lockdown measures, it has been hugely welcome to see life beginning to return to normality. And although protective measures remain in place, it has been wonderful to hear stories of families reuniting in gardens and outside spaces. However, we must continue the good work. Further relaxation can only occur if we continue to follow official guidance. Our joint collective efforts are working and together we can beat coronavirus and return to business as usual. In the meantime, I continue to press for a reopening of sections of the economy as soon as it is safe to do so. Recently, I asked the Prime Minster in the House of Commons about reopening places of worship as well as wedding venues so that they can take bookings again. I was pleased, therefore, that Government listened to concerns and allowed people to return to places of worship for individual prayer. It was also welcome news that weddings with up to 30 guests can take place from 4 July. There is no doubt that the economy has taken a hit, but I believe that a V-shaped recovery is possible. I am keen to support all businesses in Shepshed and Hathern and I am continuing to promote those who are operating during the lockdown period on my website, and I have also provided links to free webinars that can be accessed by businesses on a range of topics such returning staff to work from furlough and ensuring safety in the workplace. I am also in the process of organising my own business networking webinars; details will be posted on my website when confirmed. It is also easy to forget that with the easing of lockdown, that there are many people still at home shielding or self-isolating. The guidance on shielding will change from 1st August, but for now there are still many people who have limited opportunities to socialise with family and friends. I pay tribute to those locally who are still helping others in the community. It was a great pleasure to intervene in a debate in the House of Commons recently where I was able to highlight the work of Passion in Shepshed, who are looking after children on a day-to-day basis, offering them food and places to do homework. There are many such examples of individuals and groups stepping up to help others, and the wonderful community spirit is still very much alive and well in both Shepshed and Hathern. What’s Happening At Charnwood Road Baptist Church? Article by Rev Nigel Riley For all of us, recent weeks have been a time for social distancing and keeping away from each other as much as possible. However, God doesn't do social distancing: "Be strong and courageous. Do not be afraid or terrified because of them, for the LORD your God goes with you; he will never leave you nor forsake you.� (Deuteronomy 31:6) As a church we are alive and well, and our meetings and worship services are now online. However you may also have seen the Try Praying poster outside our church: even those who have never given faith or religion a second thought are invited to try talking to God. There are free booklets there to take, with an invitation to pray and read a Gospel message, and our church prayer box is also open to receive any written prayers you might like to write. It has been a very testing and sometimes frightening time but we seem at last to be moving slowly in the right direction. Congratulations to Hathern Village Association for putting on a magnificent virtual festival which ran so well despite Facebook trying to throw spanners. It was great fun and brightened up many people’s lives in the gloom of early lockdown. Hathern Community Library is still closed due to the pandemic. However, the volunteers have been meeting regularly on Zoom and we were all asked if we were willing to staff sessions again. Measures are being considered to ensure safety for staff and customers including a screen on the desk. As soon as we are confident that the environment is secure, we will open and cover as many slots as possible. Hot off the press. I have just learned from the volunteer coordinator that we are considering opening from July 14th with an appointment system with some flexibility. The opening hours will be limited at first and users can book a time to go. Others can drop by but may have to wait a short while. We will have one person/group in at a time. Check the website for details of times and how to make an appointment. www.hatherncommunitylibrary.org The Library has put a virtual exhibition of art works by members of the Library Art Group on its website- here is the link https://hatherncommunitylibrary.org/ art-exhibition-2020/. The works are by Hatherners and show an astonishing range of artistic talent in the village. Please check it out. The rather risky theme this year is Join the Silly Squad! So if you kids haven’t got silly yet in 3 months of lockdown, now’s your chance. Apologies to all parents! Horrid Henry will have loads of great ideas. To help you discover books there is a feature called Book Sorter for recommendations and advice on how to access books and audio books while libraries are closed. The challenge started in early June and goes on till the end of August. Don’t worry if like me you saw the closure coming and have a pile of books out. The renewal date has been automatically extended till Sep 5th so there will be no fines. You can download ebooks for reading and listening by downloading the Borrow Box app. It is very easy to use and downloading is simple. You can search and the system will show you recommendations so you can discover things you may have missed otherwise. Details can be found on the Leicestershire Libraries website. Hathern Parish Church has reopened for individual prayer. See the Facebook page for times. Please sanitise on entry and stay near the aisle. The bibles and prayer books are not to be used. Julia Fisher is running another auction for Life Commitment Dog Rescue with lots of great items to bid for. Check out the FB page. The plans for the woodland at the top of Golden Square have gone on the backburner during the pandemic and the funding situation has changed. However, Adam Goodall, the officer who is pushing the project, met with the Chief Executive again and is confident that it will go ahead. The planting season on Daisy bank was missed in 2018-19 by William Davis’ failing to plant on time. Last autumn and winter they did plant a lot of trees but didn’t do the rest of the work quickly enough and then lost the last bit of planting season because of the lockdown. It is vital that we get this job done in the coming season. Cara Wild is the officer in charge of this at the council and she has written to WD asking for a timetable to do maintenance work and planting. As the season approaches, it would be good if a lot of residents, especially those living on the development, would email WD to demand that this work is finally brought to a conclusion so that Cara can issue a certificate, especially as we have to wait a further year after that for a final certificate. Then finally the parish council will adopt the site and look after it properly. It is a great shame that the wonderful Hathern Open gardens cannot take place this year but as I write Ben Hardy and Martin Clayton are exploiting the fine weather and taking videos and stills in order to create a virtual event. Hope Against Cancer is doubling the size of their Clinical Trials Facility at Leicester’s Royal Infirmary - and are calling upon the people of Leicestershire and Rutland to help them do it. Funding research is the only way to beat cancer, and Hope is at the forefront of giving people a better quality of life and a vastly higher chance of surviving the disease. The Hope for Life Appeal is well underway and is your chance to be part of a local movement against cancer - if you don’t want to miss out, you need to get involved. The Hope For Life Appeal is aiming to raise over £1.5 million to totally redevelop and extend the Hope Clinical Trials Facility. Every year, around 5,000 people are diagnosed with cancer in Leicestershire. Thanks to organisations like Hope, of this 5,000, more people than ever are surviving. Hope For Life is the next step in making sure the number of people surviving cancer continues to rise. Hope Against Cancer would like to thank a number of very generous donors across the Leicestershire and Rutland community, which has already raised an impressive £1 million towards the £1.5 million goal. The Charity reached the million-pound mark recently with help from The Randal Charitable Foundation, following a generous donation of £101,000. The Loughborough-based Foundation has a clear, unwavering vision that is to save lives, help the socially disadvantaged and improve the quality of life for those in need in the UK and around the world. Opened in 2012, the Hope Clinical Trials Facility is one of the country’s leading centres for cancer trials in the last few years. Despite the current challenges we are all facing due to COVID-19, the charity is making great headway with Phase 1, which is happening over at the University of Leicester’s Robert Kilpatrick Clinical Sciences Building, located at the Leicester Royal Infirmary. It is here that much of the life-saving research takes place. The objective for this space is to increase its capacity and to bring it to an excellent standard and an environment conducive to the researchers and the work which takes place here. All main construction for phase 1 has now been completed. Phase 2 will happen at the Clinical Trials Facility and the charity and partners are being guided by the government as to when they can commence. Research has shown that having clinical research in a hospital providing cancer treatment improves the overall standard of care for patients receiving treatment both in and out of clinical trials. This means a new facility could have a wider impact on all patients being treated for cancer across the system. Hope is calling on people to start fundraising and help them achieve their fundraising target. In the past, local people have organised events, sporting challenges, competitions, bake sales, bike rides and a host of other activities to generate cash for the charity’s life-saving work. It is of course a challenging time but the charity has been truly impressed at the innovative way in which their supporters have continued to fundraise. The money raised by Hope’s supporters will not only go towards doubling the capacity of the Clinical Trials Facility but to purchasing new equipment and will be transformational for local cancer research in the future. Historically, local citizens have always risen to the challenge to ensure Hope Against Cancer delivers its vital research. Too Many Sleepless Nights?

Lockdown has been difficult for everyone, and especially for those whose work has stopped, and who fall outside the government guidelines for assistance. This happened to one mum in Shepshed who had to stop working as a hairdresser, leaving her and her daughter, who has special needs, with very limited funds to cope. On top of everything, just as lockdown began her boiler stopped working. An inspection soon showed a new one was required, and so she was left without hot water or heating. Shepshed Lions heard about this, and contacted local plumbing and heating firm GCL Hopkins to see if they could help. They agreed to fit a new boiler free of labour charges, and contacted Baxi Boilers, who agreed to supply a boiler at a special discount rate as well. Mr David Hopkins, GCL Hopkins Managing Director, said, "We all need to pull together in these difficult times, and when the Lions approached us we were only too willing to help. This lady found herself in an impossible position through no fault of her own, and it is a pleasure to make her home warm and comfortable again." Lion Bill Holland said, "Thanks to the support of GCL Hopkins and Baxi Boilers, the Lions have only had to donate £650 to put things right for this lady, which is obviously only a fraction of the cost it would have been without their help. I've never heard anyone so excited about hot water as she was when I spoke to her last night, she said she was looking forward to a long hot bath for the first time in ten weeks. This is a great example of a local charity and local businesses coming together to help someone in need."

Public Art Installed In Shepshed Article by Charnwood Borough Council
Public art which has been over a year in the making has been installed in Shepshed. Last year the borough Council commissioned Derbyshire-based firm Sculpture Works Ltd for the project at the Buttercup Fields development in Shepshed. The two sculptures which stand around four metres tall are located on Buttercup Lane and Celandine Road. They are both made from stainless steel and have been inspired by natural foliage and wildflowers found local to Shepshed including buttercup and stitchwort. Sculptor Denis O’Connor and Printmaker Bernie Rutter from Sculpture Works Ltd held workshops last summer to give residents and the town council a chance to find out more about the project and provide ideas and inspiration. The initial design concepts were presented to residents later in the year. Matt Bradford, head of cleansing and open spaces at the Council, said: “I’m pleased we’ve been able to install this public art in Shepshed. A key part of this project was community involvement and Sculpture Works Ltd engaged with the local community to gather ideas and inspiration for their initial designs. This project has been funded by contributions from developers in this area which was specifically for a piece of public art.” Over two consultation weekends, Bernie and Denis, ran a sculpture workshop, discussed and presented visual ideas for the sculptures with residents which contributed to the final designs for both sculptures. Bernie from Sculpture Works Ltd said: “The two sculptures make reference to buttercup and celandine flowers, both which are native to the site. The forms of the sculptures are based on 18th and 19th century botanical drawings and visualise the micro and macro elements of both flowers. From large scale leaves, to delicate flower heads to seed pods, the sculptures are designed to visually enhance the Buttercup Fields development through celebrating a small part of nature.” The public art cost around £75,000 and has been funded by developer William Davis Homes through a section 106 agreement specifically for public art in this area. Section 106 funding is when a developer agrees to contribute funding towards improvements in the community. Guy Higgins, managing director, William Davis Homes said: “It’s really pleasing when a work of public art is embraced by the community and the fact that these striking sculptures have been inspired by the natural beauty of the local area makes them very special. We’re sure they’ll be enjoyed and appreciated for many years to come.”

We have written to our MP to bring this to her attention. Ironically one of the conditions was for a contribution of £67,953 towards offsite ecological mitigation. This would not have been necessary if we had been able to save this area to the rear of 31 Garendon Road.

Your Borough Cllrs have been shielding themselves, and we appreciate others reading this, may also be in a similar position. We also note several others amongst you may fall under the Key Workers bracket and have had to carry on as best you can, or be aiding key workers. A special thanks to you all at this present time. Part of the report to the planning committee stated that it is considered that the proposals closely relate to the built form and settlement character of this area of Shepshed and would preserve amenity for existing residents. The highway impact of this development both on a stand-alone basis and cumulatively is considered acceptable. Unfortunately planning permission was approved.
Council life seemingly continues, in all weathers, irrespective of the times. We have certainly had a mixed bag where the seasons are concerned! We can still be contacted on matters concerning Charnwood Borough Council. (environmental statement not required) Cllr Popley has been working very closely with residents on planning applications within his ward, East of Shepshed. These applications were for Garendon Road and 64 Iveshead Road. Cllr Popley raised several key factors in his speech. Amongst points raised were concerns in building new developments near to known habitats of birds and by doing so, how this can create a detrimental long term impact in the fight to protect ecology within our community. Cllr Popley went on to make a point that along the existing road in question, (Garendon Road), there were far more cars using it as a commuter point, compared to data collected preciously. We all know that Garendon Road is a very busy and fast road. Regarding the application for 8 dwellings to the rear of 31 Garendon Road (P/20/0566/2) ecology firmly remained in the forethought of this application. This was a wild life area, which had been bought to the attention of officer as early as April 2017 by Cllr Radford. But, until a planning application has been submitted

The application P/20/0618/2 64 Iveshead Road, erection of two storey dwelling following demolition of existing (revised scheme P/18/2310/2 refers), this application was referred to a plans committee by Cllr Popley the Ward Cllr due to the fact that work had commenced to an advanced stage on the new dwelling when it became apparent there were discrepancies between the built dwelling and the approved plans. The new application was higher at the ridge height by 0.84 m. As Borough Cllrs we were not sure why this was not referred to the enforcement team or put in as a retrospective application. Cllr Popley spoke as the ward Cllr and Cllr Radford spoke on behalf of the Town Council who felt that the scale was over domineering and the appearance did not fit in with the street scene. Unfortunately approval was granted. We are certain that planning will continue to feature heavily in the forthcoming weeks, with at least one other notable planning application currently in place,(rear of 62 Iveshead Road) to which we wait the next phase. Rest assured we will represent residents at plans committee and support them with their concerns, but, we do ask where possible that residents also speak at these meetings to support their concerns. Notwithstanding, whilst not every case can be won at every junction, it is important that we try our best for those we represent. This is something we vowed to do, when elected. Waste/Dog Bins Cllr Radford has been trying for a number of years to get more waste/dog bins around Shepshed, Charnwood always come back to say it does not meet their criteria. We understand that a Facebook page has been set up requesting more bins, and that a resident has received a reply from an Officer at Charnwood asking for areas residents would like bins and they would get it sorted. Your Borough Cllrs would appreciate being kept informed so that they can pursue Charnwood on this issue especially as an officer said they would get it sorted. Loughborough Town Centre Measurers We would like to update you on how Charnwood are helping high streets trade safely. They have started to introduce measurers in Loughborough and Shepshed to keep people safe. These will continue to be rolled out in the coming days and weeks. The town centre team have been working extremely hard to get these measures in place but it is worth noting that we accept it will not be perfect from the start. These are unprecedented times and therefore some of these measures may need to be adapted or simply removed. Measures Charnwood are taking is to enable everyone to shop safely. • Charnwood have temporarily removed some parking bays in Wards End where the pavement is narrow so people can observe social distancing. Charnwood have installed barriers. They do not go all the way along on Wards End as we have left some room to allow for deliveries. • Charnwood have introduced a one-way system for pedestrians in certain areas of the town including Cattle Market and Devonshire Square. • Charnwood are also planning to make Town Hall Passageway
one-way for pedestrians • Charnwood have added a few more stalls as more traders will be returning to the markets and the stalls are staying up for the time being. • Charnwood have staff out and about keeping an eye on the situation and assisting people if they can. They are also visiting high streets across the borough; in fact they have had a meeting with the Clerk to Shepshed Town Council to discuss what is needed. • Charnwood are also considering removing parking bays in Devonshire Square to allow for social distancing. As more space for pedestrians and some stalls may be needed. More space may be needed when further restrictions are lifted, as businesses such as cafes may want to add seating outside their premises. • Similar measurers in other parts of the borough could be introduced. Boundary Review The Local Government Boundary Commission for England will be carrying out a review of Charnwood Borough ward boundaries during the next 12 months or so. We have been invited to attend a virtual introductory session on 1st July. We will keep you informed when we have any information as to what the impact will be on Shepshed.

I do hope this finds you in good health. Can I take this opportunity to apologies to a lady who telephoned about Shepshed Library I inadvertently cut her off and her number was with held. Any up to date information will be posted on the door of the library. I have still been doing County Council work and have regular meetings and updates via SKYPE/ZOOM/TEAMS. I am still answering emails and the phone, and have had meetings with residents, keeping our distance. At the time of writing this column, I am not sure when you are reading this column how the CORVID-19 is going. During the pandemic I am sure you will be aware that the County Council has been obliged to stand down the majority of its public meetings. But rest assured that officers and Councillors have been working on your behalf. The Strategic Coordination Group and the Local Resilience Forum (LRF) is partnership of a range of public sector bodies covering Leicester, Leicestershire and Rutland play a role in co-ordinating the response to an emergency. Road Works - Iveshead Road I have recently been made aware that the junction with the A512 and Iveshead Road will have to be closed as part of the works to widen the junction. The closure will be from 12th July to the 21st August. There will be a diversion route in place which will mean traffic having to go via Charley Road and turning left into Iveshead Road from that end. Residents living in that area will have been sent a letter from Morgan Sindall. Covid-19 District Level Summary Charnwood has the third lowest rate of Covid-19 cases in the county. It must be noted Charnwood has the smallest percentage of the population aged 65+ out of all the districts in the county but the second highest percentage of ethnic minorities. The pattern of cases replicated what is seen in Blaby with two peaks in April and a third smaller peak at the end of May. The percentage of care homes that have witnessed an outbreak in Charnwood is 30.0% similar to the county percentage of 36.8%. Charnwood has the highest rate of care home beds per population aged 75+ however the percentage of covid-19 deaths (31%) in care comes is similar to the Leicestershire figure (31.2%). The latest week’s death shows five deaths were seen in Charnwood in week 23, which is the joint lowest count for the past ten weeks. Shielding and protecting vulnerable people • 25,067 Leicestershire residents identified as requiring shielding as at 17th June • 14,419 people on the Shielding List are currently registered for support, of whom 5,183 are registered for support obtaining essential supplies and 1,176 registered with basic care needs. • The County Council has made over 12,000 calls to people who have registered and district councils have contacted an additional 8,800 people of those responding to say that they had existing food networks and no identified care needs. • 5,432 people have received a Government food parcel, with over 298 County Council emergency food parcels delivered. Some people who received food parcels have subsequently said they no longer wish to receive them and de-registered, but County are aware of a small number of people who say that their food parcels have stopped for no reason. • 45 volunteers engaged by Voluntary Action Leicestershire (VAL) are undertaking activities including ‘safe and well checks’ • The Department for Works and Pensions continue to attempt to contact people on the Shielded List who have not registered on the Government website. To date, County have received information on 6,950 residents who have not responded to the Ministry of Housing, Communities and

Local Government (MHCLG) letter. Of these 5,940 (85%) will remain with the County Council triage. • New guidance is still expected on the Government’s reporting requirements from local authorities, unless that is overtaken by changes to the Shielding Programme. Facemasks And Coverings In Hospitals And Other Health Sites Visitors and outpatients attending any NHS hospital setting will now be required to wear a face covering to reduce the risk of spreading COVID-19 and protect themselves. All hospital staff must also wear facemasks. GP practices in Leicestershire are also encouraging their patients to wear face covering when visiting a surgery. For patients who are deaf or hearing impaired, NHS staff may use clear masks where possible, as well as visual aids, speech to text apps an sign language. Schools The amount of children attending school is continuing to rise each week and in Leicestershire we are reporting one of the highest attendances in the country. • On Thursday 11th June there were 13,482 children attending schools across Leicestershire of whom 4340 are children of key workers and 1,028 are children identified as vulnerable. • The majority of primary schools in Leicestershire have been able to open for a wider group of children either from the 1st or 8th June. • On 11th June 45% of Reception and Year 1 children were in school, and 56% of Year 6 children • There are a few schools across Leicestershire who are still unable to open for wider groups of children, above the provision of places for children of key workers and vulnerable children. This is primarily because of the high numbers of children of key workers already attending, which means there is not the space to welcome safely more children back into school. • On Tuesday, 9th June, the Secretary of State announced that the plans for all primary school children to return to school before the end of the summer will not go ahead. However, he would like to see schools who have the capacity to bring more pupils back in small groups to do so. Schools in Leicestershire will be limited in their ability to welcome back wider proups of pupils, in line with current Department for Education guidance, due to building space and staffing levels. • From Monday 15th June, secondary schools will have year 10 children back on site for part of their learning. The majority of learning will still take place remotely. The flexibilities in the guidance for secondary schools means they are planning for this in different ways according to the needs of their schools and also the numbers of young people they are working with. • 290 out of 859 early years setting in Leicestershire were open on 8th June 2020, this compares to 248 open on 1st June. • 1958 children were attending Early Years settings on 8th June, compared to 1663 on 1st June. Of those, 789 children of critical workers and 135 children who are vulnerable were in attendance. Recycling And Household Waste Sites (RHWS) • Traffic management at all sites has been removed as the booking system means we are now experiencing very little queuing • Additional bins have been added to the seven sites to increase the materials they can accept and work is ongoing to reopen further sites • The SHEPSHED RHWS reopened on Thursday 25th June, open for 5 days, including weekends. Slots have to be pre-booked • Different types of waste/recycling will now be accepted, and cars with trailers allowed on site for the first time since reopening on Wednesday and Thursday mornings. Visitors to sites will now be able to bring cardboard (if it cannot be left in their kerbside collection) and scrap metal. Newhurst Energy Recovery Facility You may not be aware; the Newhurst Energy Recovery Facility achieved Financial Close earlier this year. This marked the start of a joint venture project between Biffa, Covanta and the Green Investment Group to develop a state-of-the-art energy from waste facility at the former Newhurst quarry at the junction of the M1 Motorway. Can I just remind residents, I have opposed this development since day one and voted against it when it came to County’s planning committee. I represent County on the Liaison Committee which is due to meet sometime in July. I will itemise details of this facility below sent out by the Construction
Project Manager:• The Newhurst facility will use proven technology to provide up to 350,000 tonnes of annual treatment capacity for non-recyclable waste and will also generate up to 42 megawatts of electricity. To put this into perspective, this is enough to power around 80,000 homes. • This facility will create over 300 jobs during the construction phase, they go on to say it will provide significant benefits to the local economy (not sure about that) • Many opportunities will also be created for the local supply chain with a commitment from the project to purchase goods and services from nearby companies wherever possible. (local businesses please note) On Monday the 15th June, Hitachi Zosen Inova (HZI) started mobilisation activities at the Newhurst site, which will see initial ground preparation works commence, alongside the installation of site safety features and construction welfare facilities. I will keep you informed as and when I have further information. New Round About – Tickow Lane/Belton Street/Oakley Road/Hallamford Road The new roundabout has now been constructed at the above junction. This junction has always been a hazardous area, and I campaigned for years to get it improved. Very pleased that this has now been done, but unfortunately we had to wait for S106 monies from the developers who are building in this area. I have already received concerns about how high some of the pavements are and I have written to ask if County can lower them to help residents cross safely near to this junction. I have also bought to the attention of County that some signs leading to this new round about are obstructed by vegetation. Advance Notice Of A Temporary Regulation Order (TTRO) A TTRO is to be made for the following location: Pick Street. The purpose of the TTRO is to allow Severn Trent Water to undertake pipe renewal works in the carriageway. The duration of the restriction is not anticipated to exceed a period of 3 days commencing on 10th July 2020. The below works are to allow Leicestershire County Council to safely continue with the A512 M1 J23 improvement works. A TTRO has been agreed to the closure of Ashby Road, Loughborough West Bound only, on Wednesday 8th July for 1 night, 8pm till 6am. The road will be closed from the junction of Snells Nook Lane and J23 (M1) Leicester Road, Shepshed will closed for 1 weekend, 11th and 12th July. The road will be closed between the junction of Fairway Road South and the A512 Road East. Information I have taken from Leicestershire Police messages Anti Social Behaviour (ASB) Off Road Bikes and Quadbikes - recently the police have had high volumes of calls from residents in relation to the ASB - involving off road bike/ Quadbikes around the area. Beat team officers have identified some perpetrators and they have been issued with a verbal warning or a Section 59 police warning for seizure of the suspected vehicle. Some of the Bike owners mentioned that they have permission from the private land owners to use the area, which is currently being looked into by the police. I would like to encourage the residents to continue to report to the police on 101 if any Quadbikes or off road bikes are seen being used in public places. Road Safety Partnership Message Despite the easing of the current COVID – 19 lockdown the Leicester, Leicestershire and Rutland Road Safety Partnership (LLRRSP) is reminding road users to stick to the speed limits. Almost 1500 motorists (in Leicestershire) have been issued with speeding tickets despite a recent two week NPCC (National Police Chiefs Council) speeding campaign. The campaign saw Police officers and Special Constables reacting to community concerns by visiting problem areas and collision hotspots. Police were out and about around Shepshed following concerns I raised regarding the increase in speeding traffic due to current traffic levels being
much lower than normal. As more road users take advantage of the lighter evenings and the summer weather it is worth reminding road users to share the road and drive more considerately around cyclist, pedestrians, horse riders and motorcyclists. Here are five tips to help you keep your home and belongings stay safe while you are away. • If you are off on holiday and wish to post anything on social media, make sure your posts aren’t public and that they are only seen by your friends • Leave lights and a radio on a time to make the property appear occupied • Get a trusted neighbour to keep an eye on your property or join a Neighbourhood or Resident Watch Scheme • Consider asking your neighbours to close curtains after dark and to park on your drive • Remember to cancel newspaper and milk deliveries. Stay safe Trading Standards Service Scam Alert - Leicestershire County Council have received a report that people wearing a uniform are offering to buy groceries on behalf of the elderly and vulnerable who are self-isolating and instead are taking the money and not returning. This is theft. • We ask that you remain vigilant and take note of this basic advice, should someone call on your door. • Try to only liaise with someone you are familiar with • Only buy essentials in this manner, therefore the amount of money required is minimal • Do no hand over a bank card- use cash only • If the person says they are from a community group/organisation, ask for some ID or to verify their identity by calling the organisation directly Please share this message with your neighbours, friends and relatives who may be vulnerable. Scam Alert - Reports have also been received that residents are receiving telephone calls where the caller states they are from ‘the council’ and needs to book in an annual boiler service. The caller then asks for the resident’s bank details to set up a direct debit and has used scare tactics by saying that the resident could ‘be in real trouble’ if they do not agree. Councils would never ask for bank details in this manner.
