Member of Parliament for Charnwood As readers of the ‘Your Local’ may know, there a number of local issues I have been working on recently in Kirby Muxloe and Leicester Forest East, as the MP for these two villages, and I wanted to update readers. Following meetings with local residents earlier in the summer, I recently attended a public meeting in Kirby Muxloe, with over 100 residents, chaired by Kirby Muxloe’s Blaby District Councillor, Tony Greenwood, to discuss their concerns about aspects of the proposed development at Barry Close/ Barry Drive, particularly highways and traffic issues arising from the proposed development, and affecting the village more broadly. I will continue to engage with our local Councils and the Police on residents' behalf to ensure their views and concerns on these issues are heard and responded to.

In addition, earlier this year I had the opportunity to meet with residents at the other end of Kirby Muxloe, where houses near to the M1 are faced with increasing volumes of traffic leading to noise and air pollution and affecting locals’ daily life. This is an issue that also has an impact on Leicester Forest East, where the M1 passes it. At that meeting I promised to take up the issue with Highways England, who have been challenged by the Government to mitigate noise at over a thousand locations and who have a stated aim to minimise harm and improve the environment, including air quality. I wrote to Highways England to ask about measures being taken to protect the local community, and have now received their response which details the process for installing noise mitigation barriers at specific sites. Sadly, Highways England’s response, to my mind, does not contain a proper plan to deal with this issue in our area as yet, not least because they state this specific area is not one to be specified as a noise important area. Having seen the issue for myself first-hand, this clearly doesn’t reflect the reality for local residents and to me it is not good enough – many other parts of the M1 have seen improvements to mitigate the impact on nearby residents, it is time Highways England did the same for Kirby Muxloe and LFE. Therefore I am calling Senior Operations Directors to a meeting with me on site in Kirby Muxloe, so that they can see the situation here for themselves and can be pressed on what steps they will take to tackle it. I will keep readers of the ‘Local’ updated. October’s Quiz was won by the Cardinals who received 3 bottles of wine and a good time was had by all. The last Quiz of this year will be held on 17th November and Stephen Roche tells me it will be based on a Christmas theme. He is also being mysterious about the prize for the winning team. It will be most interesting to see what facts about Christmas that Stephen will come up with. So no quiz on either December or Januar, starting again in Fenruary. Stephen has written the following poem and we all share the sentiments.

We are looking for volunteers in Leicestershire who would like to support people with dementia to continue with their hobbies and interests enabling them to remain socially active within the local community. The Great Central Railway has had 370 Christmas presents stolen from one of its carriages at Quorn station. Spokesman Michael Stokes said “Sometime in the last two weeks, one of our carriages has been broken into and 370 presents have been stolen. The presents were to be donated to the Leicester Royal Infirmary children’s ward and Rainbows. All of them were wrapped ready for delivery. We would like to take this opportunity to thank those people who have donated replacement presents already.” The police are investigating the incident and have asked anyone with any information to get in touch.

Agency adopts Leicester cancer charity A unique Leicestershire and Rutland charity, Coping with Cancer, has new supporters: Boss Studio's VIP. The Role Model Agency recently presented “The Matrix” a red carpet event at the Canalside, Birmingham and gave the charity the opportunity speak to the audience and encourage their much-valued donations. Celestia Barby, the Leicester studio's owner says “to give our backing to Coping with Cancer who support people with distressing illnesses, such as brain tumours, is so rewarding. They have the means to help others in many ways, whether their needs be practical or emotional. The Kirby Muxloe Local History Group The Kirby Muxloe Local History Group generally meets 6 times a year, and membership is open to all. Visitors are always welcome to all our meetings, which usually take place in Street Bartholomew’s Church Hall, Main Street, Kirby Muxloe and start at 7.30 pm. They are normally on either a Thursday or Tuesday. In 1915, George joined the army reserve in Leicester. His records show that he was age 30 years and 8 months, 5 foot 6 and a half inches tall, single and a master butcher. He was posted to the Royal Army Service Corps as a private in December 1916, but never saw active service. He was discharged in 1918, having served only 354 days, as he was “no longer physically fit for war service.”

George married Edith Timms at St Bartholomew’s Church on 20th November 1916, witnessed by his sister Annie and his brother-in-law Arthur Edward Brown. A son, John Roland, was born the following year, but sadly only lived for 16 days. The couple later adopted a daughter, Peggy.

The butcher’s shop was on the left side of the building which is now Castle Opticians, with George “Tin Tack” Barkby, shoe repairer, occupying the right side. The shop was very popular; he knew his customers well and they would come from miles away, as George only sold the best quality meat. The shop was rented from his sister Fanny, wife of Walter Bosworth, for 7/6 a week, and his niece & nephew, Marjorie (Madge) and Bert Bosworth, both worked for him for many years. Meat would be delivered, and half sides of animals would be slung over the shoulder of the delivery drivers and deposited in the walk-in cold store/fridge at the back of the shop. There were no covers on the meat,

and the driver’s clothes (and sometimes George’s apron) didn’t look very clean, but his meat always tasted good! He retired at the age of 83. In 1930, the year that Kirby was created a parish, George was appointed a sidesman at the Church, which is a Churchwarden's assistant, who performs such duties as showing worshippers to their seats and taking the collection during a church service. Two years later, he became a full Churchwarden. In 1975, he was created a Churchwarden Emeritus (lifetime Churchwarden) in celebration of his 90th birthday and to thank him for all that he had done for the parish over so many years. He is known to have attended every service at the Church, only missing one Sunday when Edith passed away in February 1953. He was often heard singing hymns, both in the shop and on the walk between his home on the corner of Main Street and Castle Road, and the Church. After living in the village for nearly all of his life, he moved into a nursing home in Leicester when he became ill, and died on 11th April 1976 aged 91 years.

George Russell – Butcher, 47, Main Street George was born on 26th April 1885, the youngest of eight children born to John Russell and Eliza Wallis, and was baptized at St Bartholomew’s Church on 9th November 1885. The 1901 census shows that he was, at this time, aged 15, an apprentice butcher and living with his parents and siblings at “Oakdene”, Castle Road. He is thought to have been apprenticed to William Hudson, who had a butcher’s shop on Main Street. By 1911, he had his own shop and was an employer, but still living with his parents at Castle Road.

LFE Film Evenings will be showing on Thursday 7 December “My Cousin Rachel” a 2017 romantic drama film, written and directed by Roger Michell, based upon the 1951 novel My Cousin Rachel by Daphne du Maurier.
Kirby Muxloe held there annual Autumn Fair on the 14th Oct at St Bartholomew’s Church Hall. We were delighted that so many members had sale tables that showcased their many and varied talents. They ranged from Handmade Chocolates by Jacqui, Barbara was selling a variety of crafts such as jewellery, handmade wash bags and door stops and much more.

The other stalls were selling cheeses, handmade cards, silver jewellery, wood turned gifts and handmade soaps and cream. Thanks to the generosity of members our cake stall was overflowing and was sold out by the end of the morning. The stall holders kindly gave donated a raffle prize and Betty did a sterling job selling raffle tickets. We had lots of people through the door which made it a great morning enjoying a cup of tea and a browse for those early Christmas presents. So remember the date for 2018 and come along and see what’s on offer.

First Aid Last term, Year 6 learnt about how to help people in a first aid situation. We learnt about helping someone who was unresponsive, bandaging bleeds, choking and defibrillators. Now we know how to help people we can share with you what we learnt. In an emergency situation, we would call 999 or 112 for help. However, if you didn’t have a phone you should stay with the person in need and ask someone nearby to call instead. In order to help someone, you need to remember DRS ABC. You need to check their breathing and if they are, you can then put them in the recovery position. If they aren’t Neptune class learning where to position their hands to administer breathing you would need to give the CPR. If this doesn’t abdominal thrusts to someone who is choking. work, you could use a defibrillator if there is one close by. A defibrillator will give an electric shock and get their heart to start working again. You need to stay with the person and wait until the ambulance arrives. If you don’t know what to do, keep 999 or 112 on the phone as they will tell you. We also learnt about bandaging severe bleeds. When you have a severe bleed, then you have to get the injured person to put their hand over the bleed. You then need to wrap around a bandage, making sure both ends are covered. If the blood goes through, you need to add another bandage. If it goes through that one too, then you take them both off and put a new bandage on. Finally, we learnt about helping someone who is chocking. The first thing you need to do is encourage them to cough. If this doesn’t work, you need to put your arm around their chest as they will want to lean forward, then give them 5 back blows. If this doesn’t work, then you would give abdominal thrusts. This is where you put your arms around them, like giving a hug, and then placing your hands in a fist on their chest, you pull inwards and up.

Performance Poetry On Wednesday 4th October, Ratby Primary School held its first Performance Poetry competition of the year. The classes competed for a chance to win their Key Stage’s poetry cup. The teachers and children gave it their all and as always they did not disappoint with their amazing poetry performances.
Over the Summer holidays the children took part in a whole school reading challenge. Each child had to read something for each letter of the alphabet. The entries were amazing and it was great the see the effort the children went to. It was fantastic to see the variety of things they had read from Animal biscuits through to X box instructions. A huge Well Done goes to Comets Class and they now have £50 to spend as a class. Reading is a main focus for the school this year and there will be more reading competitions coming very soon! Thanks to everyone that ‘Read a Rainbow over the Summer and for continuing to support your child’s reading journey at home.

Sea Life Trip with Year 3 and 4 Our new topic for the Autumn term is the Blue Abyss. So on October 30th we all visited the Sea Life Centre in Birmingham. The day was spent exploring the deep sea as we managed to see a huge variety of sea creatures! We were amazed by the colourful sights of the tropical fish and the penguins were just a delight! A brilliant day was had by all.

Even though they were all incredible, the judges had to narrow it down to just one winner for each Key Stage. The winners of the Foundation Stage Cup were the Rainbows Class with their fantastic performance of ‘The Little Dinosaur’. Galaxy Class took the trophy for Key Stage 1 with their own poem produced and performed by the children called, ‘Ratby Detectives.’ For Key Stage 2 the performances were amazing and it was incredibly tough for the judges to make a decision. However, the winners were Venus Class with their brilliant performance of ‘The Sound of Space.’ A huge thank you to our amazing judges Mrs Jones, Mrs Bedder and Reverend Bampton. All of the children did brilliantly memorising their poems and performing them with great enthusiasm, choreography and intonation. With the standards being set so high already both the teachers and children are excited to see what everyone has to offer in the Spring Term competition!

ASB visit from council team: Year 5 had a visit from the anti-social behaviour team and spent some time learning about its impact on communities as a whole, which can often lead to the degradation and neglect of areas. The children realised that the standard of living in an area is negatively affected by anti-social behaviour (ASB), which can destroy the spirit and pride of communities and makes people feel neglected and powerless. Everyone enjoyed identifying possible ASB behaviours and asked questions about the consequences of such behaviours. The council team then tested them on their knowledge. The visit was an interesting and valuable experience for all.

HEALTHMATTERS It is that time of year where one of my students Mustafa Noorani a graduate from De Montfort University has written an article about recent medical advice regarding anti-epileptic medication and pregnancy. Sodium valproate has long been used to treat bi-polar disorder and epilepsy, a condition caused by chemical changes in the brain. These changes cause symptoms ranging from loss of awareness and strange sensations (tingling feeling in the arms or legs), to fits and loss of consciousness. Epilepsy can have serious consequences if not treated properly and monitored by relevant health care professionals. Fortunately, there are a number of medications that are licensed to treat epilepsy, in order to provide relief to patients and maintain their normal lifestyle. One such medication used to treat epilepsy is sodium valproate. This is a popular and widely used medication, prescribed because of its efficiency and reliability, giving it an advantage over the newer and more recently developed treatments options. In the UK it is prescribed under the brand names Epilim, Episenta and Epival. It works by correcting the chemical imbalance in the brain, therefore helping to reduce the chances of seizures occurring. Despite sodium valproate being a main stay in the treatment of epilepsy, it is not a medication that is suitable for everyone. For example, women of childbearing age, as well as pregnant women, should not be taking sodium valproate, because it can cause birth defects. In women who take sodium valproate in pregnancy the incidence of birth defects is 10 in every 100, which makes it a very likely occurrence. Studies and reports have surfaced recently, showing just how much sodium valproate can affect the foetus. Around 20,000 babies were
born in the UK with disabilities and deformities, due to usage of this medication. Also, another major issue that occurred due to this drug was autism and brain damage in babies. Surveys carried out have shown that the public have not really been made aware of the dangers of the medication, with about one in every six users unaware of the risks. If you are a woman of child bearing age, sodium valproate should only be used if nothing else works. If this is the case, effective contraception must be used to prevent any unplanned pregnancies, as these would have a high incidence of birth defects. If you are already taking sodium valproate and are of child bearing age or pregnant, the recent findings and reports can be alarming to say the least. However, it is also important to note that the medication should not be stopped abruptly, as doing so can lead to seizures and subsequent worsening of the condition. Usually, with this medication, as well as with other anti- epileptic treatments, the strength and frequency of the medication is reduced gradually over the course of a few weeks. Please speak to your GP for a possible alternative, especially if you are thinking of starting a family. Charging for non-statutory highways development management services (HDMS) Have your say on the introduction of charging for non-statutory advice for highways planning and development. Leicestershire County Council, as the Local Highway Authority (LHA), has not charged for providing advice on non-statutory services. These have included: • Providing pre-application advice • Attendance at meetings - applicable to applicants only • Attendance at planning committees applicable only to the relevant local planning authority (LPA) These services are considered to be valuable by all parties in facilitating development proposals. However, they are not a statutory function and in the light of ongoing budget constraints, it is now appropriate to consider introducing charges for these services. Charging for these services is consistent with many local authorities nationally. Pre-application advice for householder applications will continue to be provided free-of-charge under these proposals. The county council is seeking your comments on the proposed charges for these non-statutory services. For pre-application enquiries a tiered charging structure is proposed, dependent on the scale of development. ASB Groby Pool Residents will be aware that I have been working with both the Police and the Borough Council in order to reduce ASB around Groby Pool. I have held a further meeting recently with the police, officers from the Borough Council and the Meadow Group. The Borough Council have cut back the bushes and brambles and also arranged for the self-setting trees to be thinned making the site more open and visible. We are also working on other measures to make the area more difficult for people to take part in this type of behaviour. We want Groby Pool to be more accommodating for families and visitors to the area. The Following statement has been put out by the community safety team. Lewd sexualised anti-social behaviour is an issue which affects many beauty spots across Leicestershire, and is an issue which continues to prevent the majority of visitors to Groby Pool from enjoying the site legitimately. The Parish Council, together with the Borough Council, and Leicestershire police are keen to take direct action against those people who show little regard for the community and abuse the site in this way. With this in mind, if you are

Update on Average Speed Camera’s A50 Bradgate Hill, Groby I am really pleased to advise that the tendering process for the buying of the average speed cameras is almost complete. As it is not only the County Council involved the outcome needs to be reported in the first instance to the Leicester, Leicestershire & Rutland Road Safety Partnership board which is scheduled for the beginning of November. Following the contract award officers will be able to undertake discussions with the supplier, in order to finalise the proposals and begin installations of the cameras and ancillary equipment. Throughout the procurement process officers have completed all preparatory works required. This has included structural testing of the infrastructure, traffic surveys at various times and I am sure you have noticed the new signing being erected on the proposed route. As the preparatory works are substantially complete the process of installation of the equipment can be started without delay. It is anticipated that by Spring 2018 we will have a fully operational system which is a great achievement from the initial approval in March 2017 to pilot average speed cameras for community concern sites. Once I have the delivery date I will advise residents.

It gives me great pleasure as the Mayor of Hinckley and Bosworth to bring my Civic Carol Service to our own village of Ratby. I would like to formally invite residents to join me and Jenny and other civic dignitaries for an afternoon of Carols and entertainment from guest singers including Ratby Primary School choir. Free refreshments will be available in the church rooms afterwards.
Remembrance Sunday 12th November 2017. We are pleased to announce the village has been graced with the presence of the Deputy Lord Lieutenant for its annual parade this coming Sunday. The Parade will move off from the top of Dane Hill to march to the church at 10.25am prompt. As this year we have no police cover for road closures for our parade, Chris as Parade Marshall had to
do a lot of background work in conjunction with Ozzy to ensure the parade goes ahead. This included a road closure notice, risk assessment, road signs, and recruitment of Marshalls and public liability insurance. Sincere thanks go out to our local volunteer Marshalls, County Highways, and the Parish Council and especially our Parish Council Clerk Mrs Linda Fogg. We are both determined that we salute the fallen in a time honoured tradition. Ozzy will be missed this year as he will be on Mayoral duties in Hinckley. We know the village will come together to pay their respects. Lest we forget. Once again, we take this opportunity to thank all of you for your support and remember we are only a phone call away. Amazing Animal Tales - News From... It used to be believed that animal behaviour was governed only by instinct. However careful observational studies have shown that many emotions and reactions to situations thought to be uniquely human are found in animals. What an animal does or the way it behaves is not just instinctive but can be planned or empathetic and display strong emotional tendencies just like those experienced by humans as the following true stories illustrate. Jasmine was a rescue greyhound who lived in the Nuneaton and Warwickshire wildlife sanctuary. Found as a pup in a dreadful condition, she was taken to the RSPCA where the owner of the sanctuary, Geoff met and adopted her. One day a young fox cub was brought in to the sanctuary whose outlook was rather bleak. Geoff became very concerned when Jasmine started to lick her but his fears disappeared when the fox cub responded to Jasmine’s touch. Over the next few days Jasmine continued to ‘mother’ the fox cub named Roxy, who grew strong and continued to live at the sanctuary with her best friend, Jasmine.

Ratby Sports Club Under New Ratby Sporrts Football Club lub Management
The last couple of months have seen big changes at the Ratby Sports Club with a shake up from top to bottom, there is a new infrastructure in place and is now under new management, I would like to take the opportunity to thank the previous management team of Paula Fung and Steve James for all there dedication and hard work over the last 8 years and we wish them well in the future. Now we have to look forward and start to make steps to get this club back to what it once was! The club is at the centre of the community and my aim is to get families coming back through the doors and create a facility that we can be proud of! We have an excellent cricket section with quick cricket, junior and senior sections and the future looks bright. We have an archery section that meet every Tuesday and of course we have a football section, as a club we are fully aware that recently we have struggled to maintain the high standards that have always been associated with Ratby Sports Club as a football section this was mainly down to mismanagement but we have put a new football committee in place Chaired by Dave Finnegan with Kev Pym acting as vice chairman with both being supported by Steve Butcher who is a county FA representative, there have been very big improvements already and I am sure it is only a matter of time before Ratby Junior Football is back to being regarded as one of the best places to be playing football.

October’s formal meeting was held on Monday 23rd. After a view reminders about the forth coming skittles night and the Christmas meal we were treated to a talk (with slides) given by our guest speaker Mike Lee titled “A brief History of Invention”. Mike, a railway enthusiast to say the least, took us through inventions and inventors mainly of steam driven equipment starting during the Middle Ages through to the middle 20th century. We were reminded of great people such as Pepys, Newcomen, Watt, Stephenson and others and how steam was used to power simple beam engines to pump water from mines as deep as 2000 feet to, farm ploughs, fairground engines and railway engines to list only a few. Out of this came few other British inventions such as standard size screw threads (Armstrong Whitworth), evolvement of cars (the transfer engine design by Alex Issigonis) and four wheel drive. Consultation on waste collection changes opens
Newbold Verdon Jazz Club
A four-week consultation is to be launched on Blaby District Council’s plans to change its refuse and recycling collections from June 2018, following a substantial reduction in funding. £740,000 will be lost from June 2018, including £505,000 in recycling credits from Leicestershire County Council. The remaining £235,000 of a five-year, £2 million Central Government grant awarded in 2013 to run weekly recycling collections will also come to an end.
Our October entertainment was provided by Bob Dwyer’s Bix and Pieces jazz band. They are one of London’s most versatile traditional jazz bands and they certainly lived up to their reputation.
The four-week consultation closes at midnight on Thursday 16 November. New proposals include: Moving to an alternate weekly collection All households with four or more occupants, eligible to receive a replacement 240 litre refuse bin and recycling bin free of charge, an increase from the current 140 litre standard bin. Households under four persons can order a replacement 240ltr recycling bin for free, and a 240ltr refuse bin for a small one-off cost. Councillor Terry Richardson, Leader of Blaby District Council, said: “We realise that these proposals will result in a change for residents, but we want to ensure that a high quality waste collection service is maintained as it is so highly regarded by residents. “We have worked extremely hard to come up with the best possible proposals which will still enable us to provide a quality service, as well as maintaining the many other services which are equally valued by our residents. “However we need to hear our resident’s views on the service that will work best for them from June 2018. “Many might ask if we could simply increase our element of the Council Tax to make up this shortfall in funding. However, the Blaby District Council element of the total Council Tax that residents pay would need to be increased by over 15% to do this. “Only 6% of councils now run a weekly collection service, and we will ensure that changes to our service are dictated by the overriding need to continue to provide a first rate service along with reducing waste to landfill and further increase the district’s recycling rate. “I strongly encourage as many people as possible to let us know their views during the consultation period.” Residents can visit www.blaby.gov.uk/waste2018 to find out more and have their say. Paper copies will be available at local libraries and on request. All views will be gathered and taken into consideration before a final decision is made by Councillors at a meeting planned for early 2018. Residents will be kept up-to-date with all future plans before full implementation of any changes in the summer of 2018.

The seven piece band front line of Bob Dwyer, trombone, Chris Pearce, reeds and Max Emmons, trumpet were backed up by David Price on banjo, Graham Collicott ,drums, pianist Hugh Crozier and John Bayne on double bass and bass saxophone; an instrument almost as big as the player! They played a mixed programme of trad jazz tunes mixed in with vocals and a couple of R&B numbers with Max Emmons playing harmonica. John Bayne also played a solo that he had composed on his bass saxophone. They were very well received by an enthusiastic audience many of whom commented on what a good night it was. The next concert is on Friday December 1st when the Sussex Jazz Kings will entertain us. Do come along to Newbold Verdon Social Club and join us. Doors open at 7.00pm and the music begins at 8.00pm. Dogs of Blaby Redgate Sanctuary Horses Competition and Ponies being prepared for re-homing returns! For the second year Blaby District Council is giving residents the chance to win a fantastic Christmas hamper for their pooch, as part of its initiative to promote visible pets during the winter season. Between now and Thursday 14 December, anyone living in Blaby District can take a picture of their illuminated dog out and about on their daily walk. There are two easy ways to enter: Post the photo on the “Blaby Districtâ€? Facebook page, Tweet @BlabyDC with the photo or use the hashtag #DogsOfBlaby Dogs that can be seen in the dark can reduce the number of incidents between dogs and vehicles and prevent fouling out of the owners’ sight. A winner will be selected at random, with the prize, worth around ÂŁ60, donated by Blaby Pet & Garden Centre. As part of the campaign the Council will be giving out up to 80 free light-up collars in the Council’s parks, making it easier for them to spot their dog in the dark. Michelle Ikin, Senior Animal Services Officer for Blaby District Council, said: “There is a noticeable increase in dog fouling on our streets and parks during the winter. This can be because owners can’t see their dog when it’s dark. “We also want to make sure our residents’ dogs are as safe as possible during the winter season. As we always say, ‘if your dog stops prowling, it might be fouling!’â€? Light-up collars are available online from as little as ÂŁ2. Can you help us to find them a new and fulfilling life? THE HORSES and ponies at Redgate Farm Animal Sanctuary, Markfield are – as ever - very well cared for by our wonderful volunteer horse team – Pete and Trish (from Markfield Equestrian Centre), and by staff member Donna, but we all feel they would blossom in a ‘proper’ home with new families and new challenges.
Any potential new owners would, of course, need to consider the practicalities of adoption very seriously, also have sufficient land, time and resources, and a knowledge of, and empathy with, horses. The horses and ponies we would love to see re-homed and settled for a new life are: William (16.2HH), Eddie (14.2), Flossie (13.2), Lottie (13.1). They would essentially be ‘projects’ for their new owners, (with some work attached), as they have been kept as ‘pets’ at the sanctuary without having been ridden recently, and are probably a little overweight. So, first of all their fitness would have to be gradually built back up, and also our ‘horse Trustee’ Linda, or staff member Donna, would need to chat with you about any health/dietary issues they may have. Eddie, fostered out to a local horse trainer since July, has already started his new exercise regime and is coming on very well – he is a real gentleman. They would make wonderful companion horses and would probably be capable of light hacking once they are fit again. But they have been not been saddled in recent years – so work and patience would be involved. But all four are regularly handled and brought in every day for grooming. If you would like to visit these lovely creatures and chat to us about maybe adopting one from Redgate, to make part of your life, please come along to Redgate Farm Animal Sanctuary (registered charity number 1036506).
