Anstey Allotment Association Cup The Cropston Road Allotment Association AGM took place on 21st February 2018 at the Jubilee Hall in Anstey. 2017 was a good gardening year but with both dry then wet weather gardening challenges. The "Best Kept Allotment Cup" for 2017 was presented by David Snartt, the Charnwood Borough Councillor for Bradgate and cash prizes for First, Second, Third and Highly Commended places were kindly provided by a grant from the Anstey Parish Council. Judging in July 2017 was carried out by Walter McRobie, Senior Committee Member at the Belgrave Allotments.

He was presented with the cup, 3rd place was awarded to Highly Commended place rosette, 1st place card and prize Graham Cox, accepted by was awarded to Ken Kanwar Peter Brown money by David. There were place cards, rosettes and cash prizes for the other winners. 2nd was awarded to Jim Andrews and 3rd was awarded to Graham Cox, Graham was unable to be present for the award and it was accepted on his behalf by committee member Peter Brown. The Highly Commended place was awarded to Ken Kanwar. Ken was also unable to be present for the award and it was accepted on his behalf by committee member Paul Norton. Thank you to David Snartt for coming to the AGM and making the presentations. Thanks goes also to the Anstey Parish Council for the use of the Jubilee Hall for the AGM.

Our audience enjoys comedy so May's British film is a comedy drama based on a true story, written by Compton Mackenzie. Set on the northern coast of Aberdeenshire during World War 11, there is a shortage of food and alcohol. However, a wrecked cargo vessel is carrying 50,000 cases of whisky. Not only the crew but the whisky needs rescuing. Where can the villagers hide the whisky and how can Mrs Campbell's son court the postmaster's daughter? This film will be a pleasure to watch. "Darkest Hour" will be shown on June 8th. Thurcaston and Cropston Parish Council will be showing these films at Thurcaston Memorial Hall, starting at 7.30pm. After the coldest February for 22 years, although still a bit wet it seems things are gladly warming up. It had better otherwise there will be some cricketers with frostbite fingers, as the first game is in mid-April. (I hope that’s not a signal for 20’ snow drifts?) Talking of snow didn’t we panic when told about the “beast from the east” I’m still waiting for it to rise, bit like my Yorkshire puddings! I’m still getting people ringing me saying the New Nook Anstey is still confusing especially with traffic coming from Stadon Road and going to Leicester. Sportwise. Sadly Leicester City F.C. fell at the ¼ final stage with an unlucky 2-1 defeat at home against Chelsea. That was the first time the city had got this far since 1982 when we beat Shrewsbury Town 5-2 in an absolute humdinger of a game when Leicester used 3 goalkeepers after injury saw Mark Wallington taken off. We then lost 2-0 to Spurs at Villa Park in the semi-final. Tommy Williams city full back fell over and broke his leg, it just wasn’t our day then. Same with the Chelsea game. However there is next year…Rumour has it that Arsenals forward Danny Welbeck is in contention for a place in GB team for the next Olympics? As a member of the Diving team! Snooker. Leicester lad Mark Selby has once again been knocked out early in a tournament, this time by Ryan Day 6-3 in the first round of the Players Championship. Still number 1 in the world and world champion, but he really looks out of touch lately. Locally. Anstey Nomads F.C. are now just 1 point behind East midlands Counties league

leaders Teversal. Nomads beat West Bridgeford 5-0 while Teversal surprisingly lost 1-0 against Belper. If they win their remaining games then we shall be champions as we have 2 games in hand over the top club. One of the best supported teams in the EMCL it would be great if some silverware could be put in the trophy cabinet, in the clubs 70th year at Cropston Road. What cabinet you may ask? The Tigers seemed to have turned the corner and with a bit of luck and a following wind we could actually finish in the top 4 and the playoffs. I have found one original committee member, do you know any more?
Comedy Greats Sad to lose one class comedian but with the loss of 3 great British rib ticklers over the last few months. Firstly we had the passing of Sir Bruce Forsyth, and now within days of each other we’ve said goodbye to Sir Ken Dodd and the ever zany Jim “Bullseye” Bowen. Sir Bruce and Sir Ken both unique entertainers. They didn’t need to be smutty or obscene. Never saw Sir Bruce but I do have an LP “Live at the Palladium!” Doddy however I saw twice once at the Embassy Skegness and De Montfort Hall, Leicester. Both times with the children. His classic was “Don’t worry about missing the last bus home and getting mugged on the way home, it’ll be light by the time you leave here. ☺☺ A Jim Bowen true story from Bullseye, he asked a contestant a £30 Geography question. Where are the Shearer mountains? Answer Newcastle!! Classic. ☺☺ Stephen Hawkins Another sad loss was of this genius of our time. The 76 year old Physicist was an amazing man.
Rev. Jim Seaton Many of you will remember the Reverend of St. Mary’s Church, Anstey. The reverend James Bradbury Seaton died on March 12th. I am told his last words were to wish his wife Rosemary a Happy Birthday. We both sat on the Latimer Street School board of governors for a while, he also presided over our childrens christenings at St. Marys. He was also a trustee like me of the now defunct Mary Hurd Charity. The Mary Hurd tomb still remains in the Church yard, near the main entrance. It was renovated in the early 2000’s after I secured a grant from Charnwood Borough Council. A lovely man was Jim.
SERIOUS SCAM. To councillor. Yes I am afraid it happened to me recently when I was conned out of a significant amount of money which it seems I don’t have much chance of getting back. I have reported it to all relevant authorities and so far the bank have refused my attempts to claim my money back. In a nutshell it all started with a phone call from a 'Jason Ry' purporting to be from Virgin Media, offering me, as a pensioner a reduction in my monthly costs from Virgin as they had received many calls from senior citizens that their monthly charges were getting too dear for customers on a fixed income. I trustingly gave him my sort code and bank account number so that he could change the direct debit. First thoughts I’ve saved my self some money (happy so far) HOWEVER… A little while later I had another call this time from a 'Michael Earl', purporting to be from my Santander bank (clearly having identified this from the spoof linked Virgin call). Your account seems to have been hijacked/

hacked, alarm bells started ringing. 'Michael' said I needed to change my bank account. After telling him that, due to my poor health I was unable to get to my local branch, he offered to support me to do this via my online account. Over the course of a couple of phone calls a new account was set up and my money transferred. Devastatingly it has since become apparent that my 'new' account was in fact the fraudster's. It must be noted that: during the course of the scam I called 1471 and the number cited was Santander's freephone number (beware EVERYBODY as apparently it IS possible for scammers to spoof ANY number to appear to be calling from a trusted source, like your bank). Furthermore it has transpired that he also managed to spoof my IP address (for those non techies this means he was able to then pretend to be me online, gain access to my account and attempt to move more money out of my ISA account) but thankfully he wasn't successful. This is a warning to ALL. NEVER give things out like I did, however persuasive the call may seem. I have been told since that Virgin do not ring you offering discounts over the phone and even when you check to see if it’s a genuine call it may not be who they say they are. Your bank will not call you either in this way. The experience has been incredibly distressing and had a huge impact on my already poor health. Please don’t get scammed like I have been and follow this advice: • Any suspicious calls, put the phone down and ring them back yourselves on a different phone. • Do not give out personal details unless you are certain the caller is genuine. • If it sounds too good to be true; it probably is. • Keep your computer regularly updated with protection software, such as Trusteer Rapport. • Register with the Telephone Preference Service who will block all unauthorised calls • Report any suspicious activity to the spoofed company, Action Fraud and
groups to showcase their work.

The event, run by Charnwood Borough Council, gives groups the chance to promote their work to residents, to network and learn about other local projects. Edward Argar MP Member of Parliament for Charnwood “While the recent cold snap and snow may have briefly distracted us all locally, I know that the proposed development for c. 45-55 houses on Maplewell Road in Woodhouse Eaves is a real local concern of many in the village. Decisions on planning matters, rightly, fall within the powers of the Council, and as an MP I have no power over local planning decisions, however where a proposed development is of a scale that would fundamentally alter the character of a town or village, or where it would add significant pressures to local infrastructure, I believe it is right that as your MP I do what I can to support local residents in ensuring those local voices are heard when major developments are proposed. While we all recognise the importance of having the right housing, in the right place, to meet changing local needs, it is vital that any new developments have the right transport and service infrastructure in place to support them; that they preserve and enhance rather than threaten the distinct, rural, character of our local towns and villages; and that we protect our precious countryside from over-development, particularly given the high volume of development locally in recent years. Although the development is only at the preapplication phase, and no final application has been submitted, I am concerned about the possible impact of what is proposed in Woodhouse Eaves and the surrounding area, including on local infrastructure and services. I will continue to keep an eye on this possible application and will work closely with the Parish Council and Borough Councillor to ensure we get the right outcome for the village. Another local issue in Bradgate that I know continues to concern local residents in Newtown Linford is the impact of on-street parking on Bradgate Road by some visitors to Bradgate Park. It is something that I know local Borough Councillor David Snartt, and County Councillor Deborah Taylor, have been very active on, working to try to find a way forward that addresses residents’ concerns, and I have also recently written to the County Council Director of Highways highlighting my concerns about the issue and asking for the opportunity to discuss the matter in person with her, alongside other local transport issues, including volumes of traffic in and around Anstey that I have previously outlined in the ‘Local’. ANSTEY WI Twelve members of Anstey WI attended the Centenary Annual Council Meeting of the M Leicestershire and Rutland Federation of WI’s, which proved a most enjoyable occasion. In the morning speaker Mandy Hickson was exceptionally good. A former RAF Tornado pilot, she is now a motivational speaker, and was truly inspiring, and was given a well-deserved standing ovation. In the afternoon, Edwina Currie kept us well entertained, and fielded questions from the audience with aplomb. At our own meeting, Rev Canon Alan Haydock regaled us with humerous anecdotes from his career as a rural clergyman, often at his own expense. On this occasion many of his stories centred on the Nottinghamshire dialect. It was the perfect antidote to the meteorological misery of an early March evening, and we left much more cheerful than when we arrived.

Touring side visiting Anstey for day of Rugby Sunday 6th May this year is Anstey RFC's President's Day, an all day event. Letchworth RFC are sending a touring side to our village where we will have a game as well as the big event involving the President's team which is a team made up from friends in other clubs across Leicestershire. The day carries on at our Clubhouse in the Coach and Horses on Leicester Road in Anstey till very late. Food will be provided, Entertainment will be provided and the sunshine is coming, as the long 2017/18 winter may have finally finished by then. As before late February into March there have been a number of cancelled games by our proposed opposition and sometimes ourselves due one side or the other being unable to field a full team. A mixture of injuries and work commitments were the main causes. At the time of writing, the latest match for Anstey RFC was away at Birstall on 10th March. When we arrived we found that they had a squad of 18 warming up and from the socks and shorts some of them were probably not genuine Birstall players. Anstey had also gone from having 17 people available to only 14 making it to the game. Sadly from a lineout on Anstey's 22 our number eight James Booker who was making his debut for the club slipped from his lifters grasp and fell from a height and as a result dislocated his elbow. After he was taken away by ambulance, Birtsall lent us a player on order for the match to continue. Despite the best efforts of our team we were 34 points down when in the final minutes Andrew Pollock drove over the line to give us 5 points with a further two from a successful conversion. Away at Sileby is next in line as well as a Spring Cup tie against Cosby. During April Long Eaton, Aylestone St. James and Vipers are due to visit Link Road and we are on the road at Market Bosworth. Plenty of room on the touchline for as many supporters as possible at all home games as well as on President’s Day Regular training is every Tuesday from 7pm at Link Road and new players of all abilities are always welcome. David Snartt Reports... Borough Councillor for Forest Bradgate
Proposed Development Woodhouse Eaves I was pleased to see so many village residents attending the meeting in the Village Hall to listen to the applicants give details of a proposed development on land adjacent to Maplewell Road, Woodhouse Eaves. This proposal is to provide between 45 and 55 homes with a mix of sizes, including an area of public open space. During the time allocated for questions, it was good to hear several detailed questions around how this proposal fits with Charnwood Borough Councils’ Local Plan, Core Strategy and the current issues with the volume and speed of traffic along Maplewell Road. Since the meeting, I understand residents have responded to the applicant’s pre-application consultation. In my opinion, we now need to wait until if and when an application comes forward, this will be the time when residents will be able to have an opportunity to register their views on the proposal during the consultation period before being determined by Charnwood Borough Council. I am grateful to the Parish Council, who I understand, will arrange a public meeting during this time. Just to say all planning applications are determined on planning policy, including the Core Strategy which was adopted 9th November 2015 by Charnwood Borough Council. This strategy places Woodhouse Eaves in the ‘other settlements’ category, where it is stated: these villages may be suitable for some small scale infill development to meet local need. To be considered small scale, a development should be appropriate in size for the village they are in and the character of the site’s location and surroundings. This could include single or small groups of homes or businesses that are developed through the conversion of existing buildings or infill plots. Any development that increases the need to travel by car will not be considered to be acceptable small scale development.
I will keep you informed when more in information is available.
Planning Update You may recall I referred in a previous report the planning application to erect 9 dwellings, associated access, parking, garaging and landscaping, land adjacent to Briscoe Lane, Woodhouse. This planning application was refused by Charnwood Borough Council. I have now received information that an appeal has been made to the Secretary of State against the decision to refuse this application. The appeal will be determined on the basis of written representations. All previous representations made to Charnwood Borough Council will be forwarded to the Planning Inspectorate. Further representations must be received by the 16th April 2018. You may also view the documents electronically by visiting the Planning Explorer Page on the Council’s Website www.charnwood.gov.uk.
Parking Enforcement, Newtown Linford In my last report, I made reference to asking a question at Charnwood Borough Council’s main meeting about effective enforcement by Street Wardens against illegally parked vehicles on the village streets by visitors to Bradgate Park, especially at weekends when the weather is fine and sunny. I thanked the Lead Member for her reply and understanding regarding the current situation, The Lead Member is fully aware of the impact on local residents, confirming a meeting had been arranged between the two Councils involved with enforcement. In my response, I stated that despite the current levels of enforcement there were significant issues at peak times with illegal parking, I asked that the Lead Member could raise the following points at her meeting; The need for
effective enforcement, this may not be more time spent in Newtown Linford by Traffic Wardens, but at peak times, especially Sunday afternoons when the weather is fine, and how the rotas were assigned and who had the responsibility for ensuring that they were carried out. I understand a meeting has now taken place to discuss the issues I have raised. I note that there will be improvements and adjustments made to the enforcement carried out, albeit limit within the current resource levels. I would be grateful, if any resident is still having problems with illegally parked vehicles, would they please send the information to me. It will be of enormous benefit to have further evidence about the need to improve the current enforcement by Street Wardens. I will keep raising this issue on residents behalf, until there are improvements to the levels of illegally parked vehicles on the village streets.
Traffic Management, Newtown Linford I thought I would update you on my correspondence with the Director at the Bradgate Park Trust about the all-day parking charges. In my view, this being the root cause of the escalation of vehicles parking on the village roads by people visiting Bradgate Park. Last month I gave evidence for this by quoting information received from a resident living in a nearby village. The reply I received from the Director was that the Chairman of the Trust declined my request for this issue of car park charges to be placed on the agenda of the next Trustees meeting, however, the matter was raised under any other business. In the reply it was stated: we refute the suggestion that the current parking charges are responsible for the issue on Bradgate Road, the problem existed long before the option of an all-day parking tariff in April 2015. I have responded by pointing out that the Trust have made this statement without any evidence to back up this assumption. In my view, the current situation of on street parking, especially on Bradgate Road has only been at the current levels over the past two years. These escalating to the number of vehicles we

I have copied my response to interested agencies, making sure all concerned understand this unacceptable situation. I have stated before, to do nothing is not an option. In my opinion, we can only deliver a satisfactory solution by focusing on the root cause and not trying to mitigate this ever increasing problem of parking on village streets by tackling the symptoms.
Charnwood Dementia Action Alliance Charnwood Borough Council are one of the founder members of the Charnwood Dementia Action Alliance. The Alliance is a network which brings together local communities, organisations and businesses who work together to take practical action to improve the lives of people living with dementia in Charnwood. Members of the alliance join by sharing actions they are either already doing or planning which can make Charnwood more dementia friendly, such as providing dementia friends training.

Help to Find WW2 Veterans The Royal British Legion are on a mission to take all surviving Second World War veterans back to where they served on a free
remembrance tour. Tours will take place throughout 2018 and will give WW2 veterans the chance to meet up with fellow veterans and pay their respects at battlefield sites, cemeteries and memorials. The Treasury is enabling these free tours to be funded by LIBOR fines and will enable the veterans to return with family members and carer. No national database exists of WW2 veterans who are still alive today, so the Royal British Legion is asking the public to help to make sure every surviving veteran can take part. If you are a grandchild, neighbour or carer and know someone who fought in WW2 please tell them about this opportunity and encourage them to sign up.
Speeding Vehicles I have been in correspondence with the Police about the excessive speed of vehicles along Roecliffe Road. The Police arranged a survey to be completed to gather evidence of how many vehicles were speeding. The survey showed that 49% of vehicles were exceeding the threshold, representing poor compliance with the speed limit. The Police have now passed the information on to the Safety Camera Team Leader to look for suitable parking places for the van. Subject to there being suitable parking locations, then the Safety Camera Team Leader will factor the site into the schedules when the ‘community concerns’ are next reviewed. Report from Anstey Parish Council World War One Bunting Project
As part of Anstey Parish Council’s planned commemorations we can now announce the launch of the WW1 Bunting Project, which will commemorate the soldiers from Anstey. Each individual piece of bunting will contain the name of one solider. We are inviting everyone to take part, either as an individual or part of a group, school club etc. Perhaps you have a family member on our list and would specifically like to make a piece of bunting for them. Once you have registered to take part, you will be provided with the template details and assigned a name. You have until the end of October 2018 to complete your piece. The bunting will be displayed in the Jubilee Hall throughout November 2018. The Bunting Project is to remember the 109 servicemen killed in The First World War and 19 killed in the Second World War, as noted on the War Memorial. Thurcaston and Cropston Local History Society The speaker at our March meeting was our Honorary President, Brenda Hooper, whose talk was intriguingly titled “The King’s Briefs”. Those hoping for salacious royal gossip might have been disappointed but everyone else enjoyed a fascinating insight into a system through which the people of our villages contributed to charitable causes in the 17th and 18th centuries. After the dissolution of the monasteries, parishes had largely become responsible for providing relief to their own poor but in circumstances such as natural disasters the cost would be more than a single parish could afford. The victims could then make a petition for the King or Queen to issue a “Brief” and, if granted, copies of the Brief would be printed and distributed across the country. In most cases, details of the catastrophe would be announced by the rector at the Sunday service and a collection
would be taken from the congregation as they left. A large majority of the Briefs related to fires: for example in 1676 a fire in Northampton destroyed 700 of the 850 houses. Our churchwardens’ accounts show that Thurcaston donated 16s 11d and Cropston 14s 6d. In 1679 a Brief was issued for the rebuilding of St. Paul’s Cathedral after the Great Fire of London and our parish (then including Anstey) raised £1-06-11 in total. Briefs occasionally related to other causes, e.g. replacing the lead roof of Edgbaston Church, which had been stripped to make musket balls in the Civil War; redeeming English captives and slaves under the Turks; or “the relief of Protestants fled out of Ireland”. The procedure for obtaining a Brief and collecting in the funds was cumbersome and the expenses sometimes used up more
than half of the sum raised. There were also examples of abuse and parishioners became resentful of the increasing number of demands to support causes with no local connection. The system of King’s Briefs was finally abandoned in 1828, by which time insurance companies provided an alternative method of compensation for fires and floods. However, the public’s willingness to help others in their hour of need has continued through national appeals such as the Titanic Disaster Fund and, more recently, the Disasters Emergency Committee and various crowd-funding websites. A busy month with committee meetings which means large agendas to read. The weather has been awful as we were hit with the ‘Beast from the East’ twice! Well done to everyone who battled through the snow to attend the Women’s World Day of Pray on Friday 2nd March at the United Reformed Church on Bradgate Road, Anstey. The women from Suriname produced this years’ service and during the service, we were introduced to their language. Tea and biscuits were much welcomed after the service before we headed out to walk home through a snow blizzard. Unfortunately, due to the bad weather, the annual Anstey Spring Clean had to be cancelled. It was not safe to carry this out in the bad weather and all the rubbish would have been buried under drifting snow. The Parish Council are looking to see if they can hold the event later this year. Congratulations to one of Anstey Parish Councillors, Vicky Ball. Vicky was successful in her application to represent all Parish Councils on Charnwood Borough Council’s Member Conduct Committee. Vicky will be a great asset to this committee, who deal with all issues of conduct for Borough and Parish Councillors.
Maplewell Hall Special School I attended Leicestershire County Council Cabinet meeting on Friday 6th March to speak again against the closure of the residential facilities at the school. As we have moved further along the process, it became clearer that the funding would be removed. After speaking to the school, there is a desire for them to look at alternative funding to keep the residential facilities open. The school are hoping to provide a business plan going
forward to see how this can be achieved. At the Cabinet meeting, I asked the members to delay the closure from September 2018 to Spring 2019 to give the school more time to investigate their options. Unfortunately, this was not agreed and therefore the status of the school will change from September 2018 making it illegal for the school to provide any residential facilities after this point. I am continuing my dialogue with the school and I will continue to support the school as much as I can.

Green Plaque Awards Leicestershire County Council Green Plaque Awards celebrates its fifth birthday later this year. It has proved extremely popular with residents and those associated with the county, with people nominating and voting for those they feel are worthy of a Leicestershire County Council Green Plaque. The Plaques chosen so far by the public represent a good mix of people and places across the county. Recent recipients of a Green Plaque include the former Palitoy factory in Coalville, knitting machine inventor William Cotton from Loughborough, a former WWI military hospital in Melton and inventor of the jet engine, Sir Frank Whittle. On Monday 19th March, the next round of nominations was launched. Residents, and those associated with the county will have until Monday 30th April to nominate people or places to be commemorated. Emergency Temporary Traffic Regulation Order By the time you read my report this emergency traffic order will be in place. The
Passenger Transport Policy and Strategy Consultation Leicestershire County Council (LCC) is considering how it can meet a need for public transport where this need cannot be met in other ways. The vast majority of road-based passenger transport in Leicestershire is provided by commercial bus operators at no cost to the tax payer. The current policy sets out how LCC meets daytime public transport requirements not met by the commercial bus network by subsidising conventional bus services or through less frequent minibuses and demand responsive transport (DRT). Since the policy was last reviewed in 2013, the commercial network has changed with many areas seeing less frequent services. In areas of lower usage, where services are not commercially viable, bus services can be a relatively expensive and inflexible way to

transport people. Although some subsidised bus services are well used and provide reasonable value for money, usage of other services has declined or continues to be low. One of the ways to make the best use of money available is to ensure passenger transport services best meet the essential transport needs of people in attending health appointments, making shopping trips and employment. LCC are consulting over the next 12 weeks on a new Passenger Transport Policy and Strategy, which will help to ensure they are achieving the best use of money in supporting local passenger transport services. The two bus services in my area that are currently subsidised either fully or partly is the Roberts 120 service from Coalville to Leicester and the Centrebus 154 service from Leicester to Loughborough. The consultation runs from 21st March 2018 and ends at midnight on 13th June 2018. To submit your views, please fill out the consultation available online at www. leicestershire.gov.uk/passenger-transportconsultation. Paper copies of the survey are available on request by calling 0116 305 0002. If the Passenger Transport Policy and Strategy is agreed, the council would start a rolling programme of reviewing all current subsidised bus services against the agreed policy and strategy. Where a bus service is not considered to provide good value, the council would consult locally on potential alternative services. Changes to passenger transport provision as a result of these reviews would not come into effect until the summer of 2019 at the earliest.
£150,650 secured for the Armed Forces Charnwood, Melton and Rushcliffe Borough Councils have previously pledged their support to Armed Forces personnel and their families, by signing the Armed Forces Covenant. They have now secured £150,650 of funding to help serving and former Armed Forces personnel in their communities. The funding will be used to set up a new mobile hub for serving Armed Forces personnel, veterans and their families. The hub will go into areas where people may find it difficult to access services and provide specialist help and support, including advice with housing, employment and finance. It will also have information about health, wellbeing and training opportunities. Last year the three councils were awarded £97,000 for a two–year project that aims to help improve understanding of the issues facing military personnel in the area and look at how the councils can support them. In 2017, the Charnwood Armed Forces Covenant was awarded Bronze by the Armed Forces Covenant Employer Scheme (ERS). This national scheme encourages employers to support defence and inspire others to do the same.
Carillon Project Work is set to start on a £280,000 refurbishment of Loughborough’s Carillon Tower.
Charnwood Borough Council is funding the work with grant funding of up to £37,000 from the War Memorials Trust. The war memorial, built after the First World War to commemorate the men of Loughborough who gave their lives for their country, will undergo a range of improvements including restoration work to improve the chiming of the bells at the top of the tower. The refurbishment will be completed in time for November 11th when the nation will mark 100 years since the end of the First World War but it does mean the Loughborough Carillon Tower and War Memorial Museum will be closed for most of 2018. The Carillon is a grade two listed building, it is 150ft high and the tower construction was completed in 1923. At the top are 47 bells, cast locally at John Taylor’s Bell Foundry. The refurbishment work will see the clavier fully restored with the striking elements of each bell refurbished by the foundry and there will be some maintenance to the workings of the bells themselves. Repairs will be carried out on the stonework, copper roof, bronze memorial plaques, windows and doors. The war memorial carries the names of 686 men who died in both world wars and other conflicts.
Community Speed Watch Anstey Parish Council is considering setting up a Community Speed Watch scheme. To enable the scheme to go ahead, the Parish need to collect 200 signatures of support from residents to enable the scheme to be set up. There would then also be the need for volunteers to run and co-ordinate the scheme within the village. The Charnwood Borough Council’s licensing team must receive the application at least 10 working days before the event and you will have to pay a fee of £21. You can only apply for a TEN as an individual, not an organisation. You must be at least 18 years old to apply for a temporary event notice and there are various conditions that you must meet to apply for the license, these are listed on Charnwood’s website. Late temporary event notices can be given no later than five working days but no earlier than nine working days before the event. A late notice given later than five working days before the event to which it relates will be returned as void and the activities described in it will not be authorised. If there is an objection from either the police or local authority exercising environmental health functions, the event will not go ahead and a counter notice will be issued. The Police or Environmental Health can object to a TEN if they think your event could: • Lead to crime and disorder • Cause a public nuisance • Be a threat to public safety • Put children at risk of harm An objection must be submitted within three working days of receiving the TEN application, starting on the day after The Licensing Section has received it. If no objections are received, the authorised TEN will be returned to you at the end of the consultation period. Living Memories (Characters from Belgrave Cemetery) This meeting sounded intriguing and we were not quite sure what to expect. First the speaker’s husband Nicholas Moore told us a little about the background to the talk. As the population of towns increased tremendously during the Industrial Revolution, burial space ran out in churchyards, and four new cemeteries were opened by the Town Fathers in Leicester, the forerunners to the local Council. Belgrave Cemetery was opened in 1881. Mr Moore operated the computer slide show to accompany his wife’s most professional story telling, given in period costume. Mrs Sandra Moore spoke in the character of Miss Elizabeth Goodwin, born in 1868, who taught at Belgrave National School from 1896 and became its head teacher in 1901. Lady teachers were always single, and if they got married they had to give up their post; this was commonly expected in areas such as nursing as well. She lived in the school house attached; these had been built by the Ellis family on the former site of a public house. Miss Goodwin said that drunkenness has no part in life. (There was a strong temperance movement in the Leicester area. Indeed, Thomas Cook began his travel business with a group of temperance supporters.) Miss Goodwin was very fond of the children in her charge, who numbered about 300 by the year 1920, but there were many problems including illnesses and absenteeism, as children were often kept home to look after other members of the family. She had to drum the “three Rs” into them (reading, writing and arithmetic). In 1921 Miss Goodwin became ill and passed away the following year, aged only 53, although her sister lived to be 83. “Miss Goodwin” went on to describe some of the colourful characters whose graves also lie in Belgrave Cemetery, along with her own. Hannah Crofts - who lived through two world wars, began work in service as a maid at the
age of 14. Later she was a shoe finder in Leicester. She and her husband were members of the Rechabites and signed the pledge (i.e. that they would never drink alcohol), and we were shown a photograph of her marching along in a large crowd of people, all dressed in their Sunday best. Members would pay a regular sum into this society, so that they in turn could get help if they became ill and needed medical attention. Captain Roland Grimston - who could trace his descent right back to the standard bearer of William the Conqueror! He fought in the Crimean War and the Indian Mutiny, and was Captain of the 93rd Highlanders. He joined the Leicester militia, and became Chief Constable of Leicestershire in 1896. Although he was married and could afford to keep several servants, he took his own life, and the memorial erected by his colleagues points to the west, not the east as normal. Edwin Carr - this gentleman’s grave is marked by a tall column in Celtic design, with an eternal knot meaning eternity and unity, and the symbol of the cross. His inscription, which we were shown, is rather puzzling: ‘He did what he could’. In fact he was a chemist who wanted to help the poor, and he invented Carr’s Fever Powder, which was purple and used for all kinds of ailments. A single man, when he died in 1915 he left his fortune to charity including a generous donation to the Royal Infirmary. Anne Garner, known as ‘Granny Garner’ who was born in 1850 and began work at nine years old as a maid, equalling slave, for a pittance. She married Reuben Garner, and they had 19 grandchildren and 33 great-grandchildren. She worked in inns and later as a housekeeper to the Lord Mayors at the Town Hall, and she said she was determined to work until she was 100 years old. In the election year 1950, (aged 100) she wanted to meet the Prime Minister Clement Atlee, who along with his wife enjoyed a cup
of tea at Mrs Garner’s house. On the day of the election she walked to the polling station, exercising her right as a woman to vote, which had been a hard fought campaign. Eventually she passed away aged 103, after falling down the steps whilst whitewashing the cellar! Noah and Hannah Smith, and daughter Jane - this family had seven surviving children in an age of high infant mortality. Noah was an expert with horses and his wife came from a travelling family. They ran a shoe shop. When Noah died in 1960, there were several Rolls Royce cars used at his funeral, shown on a photograph squeezed into the narrow Rookery Lane. Floral tributes included a wonderful pony and cart made of chrysanthemum petals. His wife Hannah, photographed at the wedding of Jane, their eldest daughter, died in 1965. Jane helped to bring up the children of her sister Dorothy, whose husband had deserted her, but Jane died aged only 48. A serene angel marks the grave, and our attention was directed to the long second toe on its foot, a mark of all mystical beings. There used to be two chapels on site, one for adherents to the Church of England and the other for Nonconformists. However, these were demolished in 1970 and a public lavatory built instead, a utilitarian but unlovely edifice. In 1881 a newspaper had referred to ‘the rights of Dissenters’, and the cemetery has consecrated ground on only one side of the path, the unconsecrated ground being available for the Dissenters. Thomas Billington - born in 1846, he and his son Oliver were publicans and therefore not respectable. Thomas was a framework knitter and married Eliza Greenwood in 1867, who brought her father into the household too. They ran the Bulls Head in Bath Street. Eliza died in 1915. Their son Edward suffered a broken leg at the age of eight when a horse bolted with its carriage and smashed through the glass of the sweetshop window. He recovered well enough to work as a butcher’s boy and later joined the Army, but was killed in the First World War. A granddaughter, Ethel Voss, died in the fever hospital at less than one year old.

Wilfrid Barry Deacon, known as Barry Young in the Nonconformist part of the cemetery lies the grave of this entrepreneur, who ran places of dancing and entertainment and is probably best remembered for Barry Young’s ‘Stardust’ venue. Sally Elliott - a daughter of Noah and Hannah Smith mentioned above, this lady died in 2006 aged 92. Her memorial has a beautiful depiction of a horse’s head in black inside a gilded horseshoe. The coffin was drawn in a black hearse behind four black horses, and the funeral procession included limousines and vintage lorries. Her countless wreaths included shapes like a broken heart and the gates of heaven, her empty armchair, her empty shopping basket, and a packet of cigarettes! William Godsall - one of 12 children, he first worked on a farm where he was treated very badly. He married May Louisa Dugmore and they had nine children. He was determined to better himself, and went to night school to study engineering. Working for Russells Foundry, he made the flywheel for the Queen Mary liner being built in Scotland. His wife May would help anybody in trouble, and the person who furnished their grave paid tribute to her, saying that his own family would have starved if it hadn’t been for her help. Their unmarried daughter Gladys was profoundly deaf but apparently a happy person. She worked as a yarn winder, and nursed her brother through his battle with TB
(tuberculosis), sadly a very common affliction in former days. Joseph Cave - an unconventional person to say the least, this gentleman not only designed his own memorial, but insisted that his grave should be dug during his own lifetime and lined with bricks. Not content with this, he astonished the grave builders by jumping into the grave on completion, and treated them to a rendering of a Negro spiritual called “Poor old Joe”, and then dying … nine years later! Anyone interested in visiting should contact the Friends of Belgrave Cemetery, or go along on a Sunday morning when there will usually be somebody to talk to and answer questions. Although the Cemetery lies close to busy roads, some parts are still green and leafy and peaceful. *** Monday Club meetings start at 2.15pm on the second Monday of each month. Visitors and new members are most welcome to future meetings (please see local posters for details). The next meeting, on Monday 9th April, will be “How to enjoy a healthy and wealthy Retirement”. There are also still a few places left on our coach outing on 14th May to the beautiful Trentham Gardens.

It’s Springtime at Bradgate Drama Society!
Thurcaston and Cropston Open Garden Weekend 23rd and 24th June 2018 - 2pm to 6 pm We are inviting gardeners to join up for this year’s Thurcaston and Cropston Open Garden Weekend. Last year we raised £2406.44 for the Air Ambulance and the local Good Neighbour Scheme. This year we are again raising money for the same local charities.
Our Spring production comprises two one-act plays, both great comedies which will keep you entertained through the evening. The first, ‘Rude Awakenings’ by Nicolas Ridley, is set in Village Hall (which makes the set quite easy!) at the Little Gissing Art Group’s annual exhibition where Astrid, a young artist with a colourful past, ruffles the feathers of the older members.
Perhaps you have opened your garden every year so far, maybe you have once or twice; or maybe you are plucking up the courage to do so for the first time. Come and be part of this popular annual event for local residents of our villages and those visitors from further afield. We welcome gardens of all shapes and sizes; big or small; simple or elaborate; immaculate or with a more ‘natural’ look, and even those that are ‘works in progress’. People who have opened their gardens in previous years have very positive things to say about the experience, which is why they come back year after year.
Gardens in both villages are open on two afternoons, but if you can only manage one afternoon, then that’s fine. A short presentation about what they can expect over the next few months during the transition process was followed by a question and answer session where people were invited to try new uniform, chat with current year 7 pupils as well as find out about the bus routes and how to access pupil premium funding. The evening was very well attended and learners left enthusiastic about their future at Martin High. “I’m counting down the days until I become a Martin High pupil for real” said one excited learner.

Walking on the glacier with crampons and ice axes was a highlight for many as well as going underground to explore a lava tunnel full of surreal natural ice and snow sculptures. For many, it was the first time of being able to see and walk on a black sand beach while watching the waves crashing on the land. As cold as it was, there was no shortage of snow fights. Students have come away with some fantastic memories which will no doubt last for a long time into the future.

Year 10 learners went to Loughborough University to compete in the Maths Feast challenge, it was against other schools from Leicestershire and they went on to win the challenge and gained 1st place.
Kim Watts the head of maths organised the trip and she has organised many others in this academic year since her employment here. She is continuing to inspire pupils and bringing developments to our maths department.
Classics Club
Miss Yeabsley teacher of English and Miss Hadfield teacher of Foreign Languages have started running a Classics Club after school. It gives selected year 7 students the opportunity to study classical literature from Ancient Greece and Rome. Students will learn about classical Greek heroes such as Hercules, Persephone and Hades and will have the opportunity to take part in trips to Leicester University to visit the Archaeology and History departments and learn some basic Latin and Ancient Greek.

Representatives from Leicester College and Stephenson College talked about the different options that are available to our students if they were to take the apprenticeship route. Students were also given some valuable advice such as what websites to use and what would be expected in a good application and the importance of writing a good CV. On Wednesday 7th March, Miss Inns received a trim from local hairdresser – ‘Hair by Nelly’. Nelly shared her secrets of the trade and talked about her journey from college to salon. The girls were shown how to section hair before cutting and also how to achieve a feathered finish. Thank you to Miss Inns for volunteering to have her hair cut with an audience! All students who have attended one of our events received ‘I’m supporting NAW2018’ badges. It was a fantastic and memorable week, roll on National Apprenticeship Week 2019!

Home Security Home security is the best way to reduce your chances of being burgled. A lot of burglars are opportunist, they see an open window or other easy point of entry and take their chance: • Securely lock all doors and windows before leaving the house. It’s easy to for get when you’re in a hurry, but it’s the simplest way for a burglar to enter your home • Never leave keys anywhere near the front door, including your letterbox; burglars know where to look • A home that looks empty is far more likely to be targeted by a burglar, so it’s worth making sure your home looks occupied • Use automatic timer-switches to turn on a light and perhaps a radio when it goes dark, even if you are just out for a couple of hours • If you’re away for a longer period of time, cancel any newspapers or milk deliveries or why not ask a neighbour or relative for help? Could they clear the post away
from the door mat and open and close the curtains? • Prevent easy access to the back and sides of your home by installing locked gates, 2 meter minimum fencing or walls. Trellis topping also makes climbing difficult • Security lighting can be used to make offenders feel vulnerable and observed. Kirby Muxloe Local Fundraising Committee for Cancer Research is a small group of volunteers who work together devising and arranging a variety of events in order to raise funds for the vital work undertaken by Cancer Research UK. Our most recent event held earlier in March was a meal at the Chef & Spice Restaurant, which raised over £1400. Over the past twelve months we have held a musical evening, Spring and Christmas Fayres and a supper at Kirby Muxloe Golf Club. Our events are generally well supported and in 2017 we raised almost £6000 for Cancer Research. Our next event will be the Spring Fayre, 5th May 2018 (10.30 am – 12.30 pm) in the Village Hall, Station Road, Kirby Muxloe. Hope you can come along and support us. We saw a selection of famous ‘cottage style’ gardens, such as those originally owned by Thomas Hardy and Beatrice Potter; each one recreated with a mixture of flowers and vegetables.
Whether an experienced gardener or an enthusiastic beginner we are sure you will find something of interest in this year’s programme. New members are made most welcome. What’s more, it is excellent value!! The membership fee is still only £12 for the year or £3.00 per meeting. The National Trust is proud of its work to restore and preserve gardens and garden buildings. At Calke Abbey, one of our local National Trust gardens, are the best examples of back sheds (where the gardeners worked without being seen by the gentry), a restored orangery, and one of only three surviving ‘auricular temples’.
Gardens of the National Trust The March meeting of the Gardening Club gave everyone a chance to forget about snowy, windy weather and to dream about warm summer months, and visits to National Trusts Gardens. Alan Tyler, a volunteer speaker from the National Trust, gave us a splendid illustrated talk, taking us through some of the glorious gardens that the National Trust owns and opens to the public.
Britain’s parks and gardens are unmatched anywhere in the world, and the National Trust manages a good number of these. The Trust employs 450 gardeners with a head gardener at each major property. In addition, there are over 6000 volunteer gardeners. The National Trust has a very high standard of gardening and Alan’s excellent collection of slides gave us a wonderful insight into many of these gardens.
