Thurcaston and Cropston Gardening Club
very different styles of annual and perennial plantings in the large meadows, interspersed with sculptures and carvings. Others relaxed on a boat trip, seeing the lake from the water.
In mid-September, the Thurcaston and Cropston Gardening Club held its second outing of the year to Trentham Gardens near Stoke-on-Trent. Club members were treated to a beautiful Autumn day for the trip, which added to the enjoyment. Trentham Gardens has been restored and now boasts planting schemes by three of the best contemporary garden designers. It is a large-scale public garden (60acres) and is the place in Britain to see contrasting plantings styles. These include magnificent formal terraces, flowing naturalistic areas, and annual and perennial meadow schemes.

An additional feature was the Trentham Shopping Village with 80 log cabins housing shops, cafes and restaurants alongside a Garden Centre; definitely something for everyone.

His talk covered all aspects of the area including geography and culture as well as a detailed look at some of the many wildflowers that grow in the valleys and mountains. Many of the wildflowers Anthony mentioned are commonly found in our own gardens here in the UK, such as, gentian, primulas, irises, hellebore, dianthus, crocus, aquilegia and cowslips. There are also a wide variety of orchids. Anthony suggested that much of the traditional agricultural practices still used in the region helps maintain this tapestry of wildflowers. Anthony’s talk was of interest to many of the members present. The Gardening Club meets in the Thurcaston and Cropston Memorial Hall. Whether an experienced gardener or an enthusiastic beginner we are sure you will find something of interest in this year’s programme. New members are made most welcome. Local Plan - Charnwood Borough Council are working on their local plan, this will see an increase in housing requirements across the whole of the Charnwood area. This is the principle planning document for the area and the neighbourhood plan that the parish council will be working on must be compliant with this document. This is more reason to be come well informed in what is happening within the Charnwood Area. If you would like to find out more about the local plan this can be found on their consultation page at; https://www.charnwood.gov.uk/pages/draft_ charnwood_local_plan_2019_36 The parish council will be putting forward their comments to this new plan at their meeting on the 10th December 2019. Christmas Lights - It feels a little early to be writing this but it has to be said Christmas is coming. We hope that you enjoy the Christmas light display that is provided by the parish council. The main part of this display is centred around the Nook although there are lights in the trees at Leicester Road and Bradgate Road. Before you ask their will not be a tree in Nook Roundabout, this remains the responsibility of Bloor Homes. This year the Parish Council is launching its Christmas lights competition. You do not need to enter to take part. Nominated Councillors will be going around the village during week commencing the 9th December and making decisions on households that provide the best Christmas Lights display. There will be cash prizes in time for Christmas for 1st, 2nd and 3rd. We will write to you if your household is to receive one of these prizes. We encourage the businesses within Anstey to bring Christmas cheer to the village and will
be judging shop window displays in a similar way. Businesses within Anstey will be awarded certificates for the best Christmas displays.
Christmas Party for the over 90’s - A Christmas Party is being organised for those aged 90 or above. This will be held on Thursday 19th December in the afternoon at the Jubilee Hall. Afternoon tea will be served with entertainment during the afternoon. If you, a family member or a neighbour would like to attend please do let us have contact details. Transport will be provided for those who require it.
Recycling of Crisp packets - This initiative to recycle crisp packets has really taken off in a big way and I am pleased to announce that nearly 6000 packets have been collected for good causes. We are only able to pass on packets of potato products and appreciate if you do not include packaging from other snack products. The recycling point is at the Jubilee Hall. We also thank Latimer Primary School for becoming involved with this initiative.
This is a belated message of thanks Mr Fred Warden came to the parish office looking quite bruised to explain that on Sunday 8th September he fell over crossing the Cropston Road. There were a number of people that helped him that day and stayed with him until the paramedics arrived. Mr Warden is extremely grateful for those that went out of their way to be kind and helpful he wanted his thanks passed on. Parish Council Meetings will be held on the following Tuesday evenings 19th November and 10th December 2019, starting at 7.30 at the Jubilee Hall all members of the public are welcome to these meetings.

David Snartt Reports... Borough Councillor for Forest Bradgate
Planning Hearing I attended the Planning Hearing on 1st October in the Village Hall, Woodhouse Eaves. This Hearing was about the appeal against the refusal by Charnwood Borough Council to grant planning permission for up to 50 dwellings on land adjacent to Maplewell Road. Despite the poor weather, I was pleased to see so many residents attend for the full day, making it worthwhile for my request to have the Hearing in the Village Hall. It is the first time I have known a Hearing to be adjourned at the beginning to accommodate all the people attending. I was pleased the Inspector allowed residents to have their say during the day, in my view, many relevant points were raised through local knowledge. I was also able to expand on my initial observations and objections which I had previously sent to the Council. These included the number of new dwellings already built and committed with planning permission during the Local Plan period: The strategy hierarchy statement that Woodhouse Eaves is defined as â&#x20AC;&#x2DC;other settlementsâ&#x20AC;&#x2122; suitable for some small scale infill development to meet local needs. I also referred to the Bradgate Nursing Home on Brand Hill, proposing 41 flats, which was dismissed on appeal by an Inspector. In my opinion, this had significant information common to this current proposal, especially about sustainability and the use of the car. I also noted the highway safety issues that already exist on Maplewell Road. I am grateful for all the support from the Parish Council and the solicitor representing their objections to the proposal. I am hopeful that the overwhelming planning reasons and, most importantly, the Council having a five year housing land supply the Inspector will dismiss this appeal.
Traffic Survey, Newtown Linford Thank you to all the residents living in the Parish
who have returned the Traffic Survey, there have been over 90 returns. In my view, this will give a good indication on progress to date and outstanding areas that are still causing concerns to residents in certain parts of the Parish. The Parish Council along with myself and Deborah Taylor will meet to understand the issues raised and build on the positive aspects of the details within the returned surveys. I am hopeful we will be able to see some positive outcomes for the benefit of residents.
Litter Picking In last monthâ&#x20AC;&#x2122;s report I referred to the excellent volunteering work by local residents who litter pick in the local area throughout the year. During part of the CPRE annual â&#x20AC;&#x2DC;green cleanâ&#x20AC;&#x2122; I thought you would be interested in the results which were sent to me by the local organiser Pam Crankshaw. During this short space of time 38 glass bottles, 95 plastic bottles and 341 cans beer/lager/soft drinks were picked up. I would like to thank all the volunteers who took part in this â&#x20AC;&#x2DC;green cleanâ&#x20AC;&#x2122; and their continued support in keeping our green spaces free of litter.
120 Bus Service I attended the Community Engagement meeting about the proposed reduction in journeys to the 120 bus service, which is the only bus service serving Newtown Linford. I was pleased to see many residents passionately putting forward suggestions and reasons why the 120 service should remain in its current form. At the meeting there seemed to be strong support for more promotion of this service, as this is also the only bus service for visitors to Bradgate Park. I have now written to the County Council asking for further information on the decisionmaking process, especially as the analysis

shows a marginal case for support from the County Council for this service. I also asked if this proposal is implemented could adjustments be made to the timing of the last bus from Leicester, to accommodate passenger work times. I will update you once I receive a reply from the County Council
Planning Appeal Decision I have now received the appeal decision for the erection of two, three bed cottages to the rear of 80 Main Street, Woodhouse Eaves. The appeal was against the decision by Charnwood Borough Council to refuse planning permission. The Government Inspector dismissed the appeal. It was stated in the decision notice that: the proposal would not preserve or enhance the setting of the Conservation Area nor would it preserve the setting of the listed cottage at number 90 Main Street. Going on to say: whether or not there is limited scope in the village for further development or that there are limited number of dwellings of this size in the village does not override the harm identified particularly given that the Council can demonstrate a 5 year supply of deliverable housing land. In my view, as I have previously stated, it is most important that Charnwood Borough Council can demonstrate a five year housing land supply, at this time it is standing at 6.41 years. In my opinion, this will also be helpful when the Inspector is deciding the appeal on Maplewell Road.
Re-shaping Local Government in Leicestershire. You may recall from my previous reports, I referred to proposals to change the way local government is delivered within Leicestershire. At present we have a two tier system with a County Council and a Borough Council in Charnwood. The County Council have now set out a detailed roadmap setting out the benefits of reshaping local government in Leicestershire. The draft 100 page blueprint compares different options and concludes that one single unitary Council â&#x20AC;&#x201C; bringing together the eight County and District/Borough Councils, offers the best opportunities to save money,

The District/Borough Councils in Leicestershire issued a joint statement as follows: The seven District/Borough Councils in Leicestershire continue to work collaboratively to deliver highly effective and efficient services to residents. Proposed changes to the structure of local government in Leicestershire failed to receive support last year from District/Borough Councils or MP’s. It is our view that better and cheaper services can be delivered through greater collaboration while keeping services local to people who use them. There is an open invitation to the County Council to work with us on ideas for future collaboration.

Vision for Charnwood I have already referred to the Local Plan Core Strategy. Charnwood Borough Council are now reviewing its Local Plan which sets out how it will balance future growth in the area whilst making sure the environment is looked after and communities have the infrastructure they need. The current Local Plan guides development until 2028. This new Draft Charnwood Local Plan looks further ahead until 2036. A consultation is planned on an updated vision of Charnwood’s future growth. This consultation will run from 4th November until 16th December. In my view, this is one of the most important documents that is produced by Charnwood Borough Council. I will update you with my thoughts in my report next month. In my opinion, it is important that Parish Councils and the Neighbourhood Plan Group within my Ward contribute their observations on the proposals during the consultation process. Into October and on the fifth we hosted Melbourne at Link Road when a win by 41 to 17 points was the order of the day featuring a storming run by prop Imran Kalia resulting in a try, similar to Englandâ&#x20AC;&#x2122;s great prop try v Australia a week or so later. 12th October and Market Bosworth failed to turn up, so the next outing was way to Victoria Park on 19th to take on Aylestone Athletic 2nds who had some help from their 1sts. A very tight game played in the atmosphere of highly vocal Athletic supporters trying to influence the referee against us. However the Anstey spirit got us through with a 17-14 win. The last Saturday in October we were Home again and proud to be able to stage our league game following horrendous weather conditions caused many cancellations across the county. Lutterworth arrived seriously short of players, but Anstey were able to lend enough to nearly even up the sides so the game could go ahead. After trudging up hill against wind and driving rain, Anstey finished the first half 10-0 up. With some of the Lutterworth players not fully fit, they requested an early finish to the game, so it was back to the changing rooms to warm up and clean up. Four games scheduled for November being a mixture of league and friendlies. Training is every Wednesday evening under floodlights at out Link Road ground. Anstey RFC are always ready to welcome new players, experienced or not. GRANTS FOR LOCAL CAUSES
Anstey Town Charity trustees will be holding their annual grants meeting in April next year to distribute funds to local charities and groups Applicants must be based in the village or serve the community of Anstey. These include non profit organisations, voluntary groups, youth organisations, sports clubs, faith and community groups. The Charity also has the discretion to award grants to individuals who may require support for educational or special needs projects. The Trustees require an independently up to date verified or audited statement of accounts. It is also helpful if applicants can indicate what activity, age group, equipment or project the grant is needed for and an approximate costing. They are also interested to know how many Anstey residents will benefit from the grants and are required to include a contact name and address and telephone number with their applications.
Anstey Christmas Gala 2019 The Anstey Village Gala is fast approaching, as normal it will be held the first Saturday in December (7th). Anstey and Glenfield Cricket Club 2019 Season Review

Anstey and Glenfield Cricket Club enjoyed a good 2019 season with the 1st team finishing 6th in Division 4 Central of the Leicestershire and Rutland Cricket League and the 2nd team just missing out on promotion from Division 7 West by finishing in 3rd place. The 1st team had a mixed year in Division 4 Central. They ended the season by winning 8 out of their 22 matches, collecting 307 points and comfortably finished in mid table. The 1st team were well led by Joe Harris in the early part of the year followed by Charlie Wilkes towards the end of the season. Victories were gained against Leicester Ivanhoe 3, Mountsorrel and Quorn amongst others. The batsmen struggled a little throughout 2019 with the top run scorer being Bhavin Shukla (total runs 251). The best batting performance of the season was by Shehan Perera who scored a fantastic 118 against Quorn. The bowlers performed admirably with Anil Revu, Charlie Wilkes and Niraj Lad all taking over 20 wickets. There was a wonderful bowling performance from Sunny Singh when he took a magnificent 6 for 16 against Enderby. The first team will be hoping to build on their 2019 form next year. The 2nd team enjoyed a very good season finishing 3rd in Division 7 West. They ended 2019 with 370 points and won half of their matches. The leading batsmen for the 2nd XI were Niall Simpson (most runs with 629) and Nuwan Dhashana (best average of 85.8). The outstanding individual performance was the 183 not out by Nuwan against Barwell 2. Darren Morris was also a top performer hitting 3 half centuries. The bowlers were led brilliantly by captain, Bradley Wells who picked up 24 wickets during the season including taking 5 for 12 against Broomleys with Dinesh Arachchidge also taking 5 wickets in the same match. Overall though it was a superb team effort by everyone concerned and the 2nd XI will be looking for another good season in 2020. The friendly Sunday team played a number of matches during the season including matches against Earl Shilton and Dunton Bassett. The club also took part in the County 20/20 Shield and they performed well to make it through to final day where they eventually lost to the overall winners Fatana. The club will host their AGM and presentation evening on Friday 22nd November at Anstey Nomads football club. Numerous trophies will be given out to reward some of the excellent batting and bowling performances during 2019. The end of season ground work has taken place which should mean that next season’s pitches are in decent shape. Winter Nets will commence early next year taking place at the City Cricket Academy at Freemans Common. Everyone at the club is looking forward to a successful 2020 season. So warns the RSPCA, after reports of dozens of hedgehogs getting entangled in football, badminton and pond nets. Evie Button, a wildlife scientific officer, warns: “Netting can be a particular hazard for wild animals, as they can easily become entangled. As they thrash around trying to escape, the netting can tighten round them and cause terrible suffering.”
Thurcaston and Cropston Parish Council We were delighted, in October, to hear Sir Kenneth Branagh and Sir Ian McKellen quoting lines from Shakespeare’s plays. In our film “All is True”, we learnt secrets about William’s twin boy and girl but what a special ending! Ann, Shakespeare’s wife, had actually learnt to write her own name. It was such a moving drama. “Mary Queen of Scots” will be shown on November 15th and lasts 124 minutes. This British epic historical drama stars the brilliant Saoirse Roman. At sixteen years of age, Mary became Queen of France but catastrophically was a widow by 18 years old. She returned to her beloved Scotland but .....Mary’s cousin Elizabeth was Queen of England. Quality Discounts Store Opens - Both Paul and Deborah are delighted that the new QD Store has opened on Cropston Road. After years of the building being left empty and falling into disrepair it is great to see the space put back into use, looking new and bright and providing local jobs. We hope the store does well and attracts new shoppers into the village that will then use the other retail and leisure shops within the village to ensure Anstey stays the vibrant and welcoming village that it is. We have both visited the store and it is a nice shop for a wander round, selling a variety of goods, well worth a visit if you have not been in yet and we wish QD success in the future.
£25 million regeneration boost for Loughborough - Charnwood Borough Council has welcomed news that Loughborough is in line for up to £25 million of funding to regenerate the town. The Government has revealed that 100 towns around the country will be invited to develop proposals for a new generation of multimillion-pound Town Deals. It says communities, businesses and local leaders will join forces to draw up plans to transform their town’s economic growth prospects with a focus on improved transport, broadband connectivity, skills and culture. A total of 33 places in the ‘Midlands Engine’ are among the 100 pioneers of new ‘Town Deals’ as part of the Government’s commitment to level up all regions by boosting productivity, skills and living standards. The ‘Midlands Engine’ is a coalition of Councils, Combined Authorities, Local Enterprise Partnerships, Universities and businesses across the region, actively working with the Government to build a collective identity for the Midlands. Once approved, new ‘Town Deals’ will improve connectivity, provide vital social and cultural infrastructure and boost growth – with communities having a say on how the money is spent.
BT Telephone Box - We have been advised by Charnwood Borough Council that BT are proposing to remove the last two telephone boxes in the village. The telephone box on Link Road has had 14 telephone calls made from the telephone box in the last 12 months and the telephone box in The Nook has had 75 calls made from the telephone box in the last 12 months. The Council has received a letter which asks for comments as part of the current consultation being carried out by BT on the removal of several public phone boxes in the Borough. As part of the process it is a requirement that the Borough Council responds formally to this consultation. We

have both objected to the removal of the telephone box in The Nook as this is the most used telephone box and it is in a central location. We understand that public telephone boxes are not in large demand, but we believe that Anstey should have at least one telephone box. We have not objected to the removal of the telephone box on Link Road due to the very low usage. Notices have also been placed on the affected phone boxes by BT. If a Town/Parish Council wishes to adopt a phone box, they can apply to BT. BT is undertaking the consultation against a background of a significant decrease in the use of public phone boxes. There are 3 responses that can be made to the consultation in respect of each phone box and reasons would need to be provided for any objections. ➢

Brexit - By the time you read this report we may have left the European Union, or we may still be in. We thought it might be helpful to update you on the work Charnwood Borough Council are carrying out to be prepared for whatever happens and some useful information on the EU Settlement Scheme. Below is a summary of Charnwood’s position in relation to Brexit preparations: ➢
Adrian Ward has been appointed as the Council’s ‘Brexit Lead Officer’ and has established a team of relevant officers from around the Council to support him in that role.

Charnwood have received £52.5k in Government funding to assist them in making any preparations that are required.
➢
Charnwood are working closely with other local authorities and partner organisations via the Local Resilience Forum for Leicester, Leicestershire and Rutland to ensure they have a coordinated and joined up approach.

Charnwood do not have a port or airport within the Borough so at this point in time, Charnwood’s role is mainly as a source of information and sign-posting to the detailed
guidance that is being made available by the Government. As part of this Charnwood have set up their own dedicated webpage for businesses and residents, which can be found here: https://www.charnwood.gov.uk/ pages/eu_exit The Government’s EU settlement scheme requires EU citizens to apply to continue living in the UK after 30th June 2021 - or by 30th December 2020 in the event of a no-deal Brexit. As part of the application process, applicants need to prove their identity and can use an EU Exit ID Document Check app to do so, which is currently only available on Android devices. An ID document scanning service is available offering applicants an alternative way to get their passport, national identity card or biometric residence card verified if they are unable to use the app or are struggling with this part of the application process. The service costs £14. Leicestershire County Council’s Registration Services is running this service locally. Applicants can either make an appointment at their Register Office at County Hall, Glenfield or if there is significant interest, they can arrange to visit your workplace to run a session for your staff. Council welcomes new Chief Executive Charnwood Borough Council has welcomed new Chief Executive Rob Mitchell into the role. Rob, formerly Chief Executive officer at Ashfield District Council in Nottinghamshire, has taken over from Geoff Parker who retired recently. Cllr Jonathan Morgan, leader of the Council, said: “I am delighted to welcome Rob to Charnwood and look forward to what I am sure is an exciting future”. Rob has settled in quickly. He has met with elected members, staff and locality teams. Rob requested staff to fill in postcards with their comments on what is working well and what they would like to change. So far more than 130 postcards have been sent in with comments. This has really helped Rob to start building a picture of what makes Charnwood great, what could be improved and importantly what we think are the

Police and Crime Commissioner
Both Paul and Deborah met up with Rupert Matthews, one of the candidates for the Police and Crime Commissioner elections in May 2020, in Anstey on Friday 11th October. We showed Rupert around some of the hotspots of crime and anti-social behaviour within the village and discussed the benefits of visibility of the police in rural villages. We did speak to residents whilst we were out and about, and many people did not know what the Police and Crime Commissioner’s role was and how important their role is so we thought we would try and explain further to you. A Police and Crime Commissioner (PCC) is an elected official in Engalnd and Wales charged with securing efficient and effective policing of a police area. Commissioners replaced the now-abolished police authorities. The first incumbents were elected on 15th November 2012 to serve for three-and-a-half years, but subsequent Commissioners are to be elected for four-year terms. The most recent elections took place in May 2016. The post of Police and Crime Commissioner should not be confused with the police rank of "Commissioner", held by the chief police officers for the Metropolitan Police Service and the City of London Police, which cover the two police areas in London. PCCs are not police officers and hold no rank.
Role and Function The core functions of Police and Crime Commissioners are to secure the maintenance of an efficient and effective police force within their area, and to hold the Chief Constable to account for the delivery of the Police and Crime Plan. Police and Crime Commissioners are charged with holding the police fund (from which all policing of the area is financed) and raising the local policing precept from council tax. Police and Crime Commissioners are also responsible for the appointment, suspension and dismissal of the Chief Constable. Police and Crime Plans Shortly after their election to office, a police and crime commissioner must produce a ‘Police and Crime Plan’. That plan must include their objectives for policing, what resources will be provided to the Chief Constable and how performance will be measured. Both the Police and Crime Commissioner and the Chief Constable must have regard to the Police and Crime Plan in the exercise of their duties. The PCC is required to produce an annual report to the public on progress in policing. Police Funding Police and Crime Commissioners hold the 'police fund', from which all policing is financed. The bulk of funding for the police fund comes from the Home Office in the form of an annual grant, though Commissioners will also set a precept on the local Council Tax to raise additional funds. It is the Commissioner's responsibility to set the budget for the force area, which includes allocating enough money from the overall policing budget to ensure that they can discharge their own functions effectively. Police and Crime Panels The Police Reform and Social Responsibility Act 2011 established Police and Crime Panels within each force area in England and Wales (excluding Greater London). These panels consist of at least one representative from each local authority in that area (Deborah represents Charnwood Borough Council on this panel), and at least two independent members co-opted by the panel.

Panels are responsible for scrutinising the PCC’s decisions and ensuring this information is available to the public. They must review the PCC’s draft Police and Crime Plan and draft annual report before publication, and the PCC must give their comments due consideration. Police and Crime Panels can veto a Commissioner's proposed precept or proposed candidate for Chief Constable by a two-thirds majority. Draft Charnwood Local Plan 2019 – 2036 Charnwood Borough Council are in the process of preparing a new local plan for the borough for the period up to 2036. The new local plan will include strategic and detailed policies and will be prepared to provide for a longer plan period than the adopted Charnwood Core Strategy which provides the strategy up to 2028. On 17th October 2019, the Council’s Cabinet approved a proposal to hold a full public consultation on the new draft local plan. The draft local plan identifies a preferred option for the development strategy for Charnwood taking account of the reasonable alternatives and proposes a range of draft policies to deliver that strategy. After the approval by Cabinet the public consultation on the draft local plan is planned to start on Monday 4th November until Monday 16th December 2019. After a very busy September, a slightly less busy October! On Saturday 29th September I attended the 10th Anniversary of the opening of the Marios Tinenti Centre on the Bell Foundry Estate in Loughborough, together with the opening of the new muriel. The Centre was set up by Marios to bring the community together to fight against all the anti-social behaviour that was happening on the estate. I was delighted to meet Marios’s widow and mother who were able to attend the event and cut the celebration cake for us. Sadly, Marios passed away before the centre opened but I am sure he would be very pleased that the centre is going from strength to strength and continuing to support the community in that area.
On Sunday 29th September, I travelled up to Manchester to attend the Conservative Party Conference. I really enjoyed the conference and attended many of the workshops and I gained a large amount of information that will enable me to carry out my role to a better level for the benefits of my residents. After 3 days in Manchester, I travelled to Warwickshire University for a two-day training course to support me in my role as Cabinet Support for Children and Families Service. It was good to meet other members from across the country and all political parties who are all working in the same area and some great ideas were shared within the group. On Tuesday 8th October, I attended the Engagement Event regarding the proposed changes to the Roberts 120 Bus Service in Anstey. Thank you to all the residents who took the time to attend the event and feed in their concerns. I do apologise for the gentlemen who seemed determined to ruin the meeting and I hope that all the residents in attendance managed to get their questions asked and answered. On Friday 11th and Saturday 12th October I spent some time with the Conservative

Candidate for the Police and Crime Commissioner elections in May 2020. There is some further information on this in our Borough Report in this edition. On Sunday 13th October, on a very wet and windy Sunday morning, I headed over to St Mary’s Church in Melton Mowbray for The County Service for Leicestershire. This is a beautiful church that has just undergone £2 million of renovation work which includes under floor heating that was very welcome! It was a lovely service with local pork pie and stilton served afterwards (as you do when in Melton Mowbray!) along with some lovely homemade cakes. Good luck to Mrs Pam Posnett CC on the rest of her year as our Leicestershire County Council Chairman. On Thursday 17th October, I attended a meeting, along with the Police Commander for Charnwood, Insp Mark Botte, with Highway Officers at Leicestershire County Council to discuss some serious highway issues in Anstey. There was a positive outcome from the meeting and both myself and Insp Botte will be taking these issues forward. On Monday 21st October, I attended a Mental Health Awareness Workshop. This was a very interesting four hours and I learnt to look for the signs of mental health wellbeing and the protective and risk factors that can affect mental health wellbeing. I learnt about distortions of our thoughts and how this can impact on your mental health, different mental health conditions and behaviours that can affect people in different ways. I also got an understanding of how to reduce the stigma and discrimination that can occur with mental health and what I can do to support family, friends and residents with mental health issues to encourage and support them to recover. One of the key messages I took away was that mental health is recoverable from and people with severe mental health conditions go on to live very happy and fulfilled lives.
‘Superheroes’ - In the evening on Tuesday 8th October, I went to the Sue Townsend Theatre in Leicester to celebrate the book launch of ‘Superheros’. This storybook has been written by Children in Care and has been published by Leicestershire County Council. It is the first of its kind to be published in the UK and features stories written by 48 children. The project is part of a mission to close a gap between the attainment of children in care and their peers. This creative writing project has given these children the opportunity to use their imagination, create new characters and place them in bizarre situations. In doing so, the children have been
able to develop their writing skills and see their stories in print, encouraging them to enjoy the creative writing process and view themselves as writers. We were delighted to welcome the author, Steve Cole, who gave the children a very animated story of his writing career before presenting all the children involved in the project, a copy of the book for themselves. The Virtual School team, who support all our children in care, hope that all the children who participated in the creation of the book will use it as a springboard to further develop their creativity and literacy skills. Consultation on Schools Admissions Policy Leicestershire County Council is consulting on proposed changes to its School Admissions Policy and arrangements to take effect from Autumn 2021. Traffic around East Midlands Airport - East Midlands Airport is second only to Heathrow when it comes to the amount of cargo it handles. We are working closely with East Midlands Airport, North West Leicestershire District Council and Highways England to manage any knock-on effects for traffic caused by changes to freight checks. Traffic delays aren’t expected but just in case, we’ve drawn up a traffic management plan that would separate passengers and HGVs, to avoid congestion. This plan would bring all local traffic, passengers and airport staff in via M1 J23a, and all HGVs using the airport in via the A42 J14. The risk of disruption is low. If we need to use the plan, we will work with contractors to put up signs separating traffic and ensure traffic marshals are at main junctions to assist and ensure traffic is directed around the correct route to reach its destination.

£600k – and if implemented, could rise as high as £1.6m. The county council has received £262k from the Government. We’re committed to covering the costs and seeking to recover the money from the Government. In total, the Government has given unitary authorities (including Leicester and Rutland) £315k, county councils £262k and districts £52k each. North West Leicestershire has received an extra £136k for hosting a port (East Midlands Airport).
SHIRE Environment Grant - Leicestershire County Council will soon be launching its new SHIRE environment grant to deliver projects focused on waste prevention and reuse, reducing carbon emissions and improving biodiversity. This new scheme will be replacing the current SHIRE recycling grant and SHIRE climate change grant, which are now on their final rounds of funding. Grants of up to £3,000 will be available through the new scheme, with applications for the first round closing on Friday 28th February 2020. Guidance documents and application forms will be available from 1st November 2019. Grants will be available for any not for profit organisation: ➢ constituted village/community groups ➢ community enterprises ➢ registered charities ➢ town/parish councils ➢ community managed libraries ➢ schools and colleges ➢ places of worship Projects could include ideas such as repair cafes, reuse libraries, community gardens and improving energy efficiency of community buildings. Friends of the Charnwood Forest On Monday 14th October Martin Speight of Severn Trent Water gave a talk to the Friends entitled “The Story of Charnwood Water Supply over the last 150 years” (but not quite). The importance of having a pure water supply was brought home by John Snow and the Broad Steet pump in 1854, during the cholera epidemic of the 1850’s in London. In an age when the theory of diseases was that they were caused by a miasma, and in the absence of the internet, news of his work did not spread all that fast. A miasma, or bad air, was believed to spread diseases through breathing. It was supposed to originate from rotting flesh and vegetable matter either spreading the disease through the air or changing the air in some way to cause the disease. The news of John Snow’s work spread relatively slowly, and the conservative nature of thinking caused it to be rejected time and again. It was not until the 1880’s that ‘science’ finally abandonned miasmas. The talk started with Henry Fearon, who was born in Ockenden, in Sussex, in 1802. He attended Cambridge University, and came to Loughborough as its rector in 1846. He it
was who championed a water supply in Loughborough – until his time each individual was virtually responsible for his/her supply, usually using a pump and ground water. Whether this was relatively pure or polluted was a matter of luck. His first efforts centred on the Blackbrook, where the dam of a reservoir for the Charnwood Forest canal had failed after 2 years, but this proved unacceptable to the local bigwigs. He finally settled on the Nanpantan reservoir, and a supply started on 31st August 1870. The reservoir was designed to hold 29 million gallons. It proved a success. The death toll fell. The result – more people, and a bigger demand. Original estimates did not include local industry, so this caused an even bigger demand on water. Clearly new sources were required. The problem then arouse that the city of Leicester was also looking for water, and so was competing with Loughborough to source it from Charnwood Forest. The city’s first reservoirs were sited at Thornton and Cropston. Loughborough finally got a supply from Blackbrook in 1906. As populations grew, so reservoirs had to be made bigger to hold

more water. In the meantime Leicester had opened Swithland reservoir. After that the demand outstripped the ability of Charnwood to keep up, and supplies were sourced from Derbyshire in the Derwent valley. This source was shared initially by Leicester, Derby, Sheffield and Nottingham. Originally two relatively small reservoirs were constructed, but finally the Ladybower reservoir which was 3 times the size of either of the others. Still demand increase. Dove Valley, Staunton Harold and Foremark reservoirs follwed in the 1950’s, and Carsington was opened in 1989. These days water is also abstracted from gravel pits from beside the Trent. It was found that water seeping into the pits from that river was cleaned to some extent by its passage through the ground. Nowadays Charnwood Forest reservoirs have lost their importance; some are no longer used, whilst others have only a minor roll to play. Cropston still holds its importance as the main water works for the city. Martyn Speight touched briefly on the idea of a network of supplies from across the country, but that, he hinted, was mere speculation at present.

Anstey Branch of the Royal British Legion This Month the focus for the Anstey Branch of the Royal British Legion is the Annual poppy appeal and Remembrance Sunday. Annually we have poppy collections at our local schools the Co-op in Glenfield and local businesses in the village. So you can get your poppies at lots of different places. Our Remembrance parade will be on Sunday 10th of November Starting at The Anstey Martin High school at Approx 10.20am with the service starting at 11am at the memorial. Refreshments and a licenced bar where you can buy a drink will be held after in the Memorial hall where as a community we can celebrate the past and present forces personnel who have fought for us and continue to keep us safe. Anstey WI held a free open meeting in October, and were delighted to welcome eight visitors. They heard David Price give a talk entitled â&#x20AC;&#x153;Kicks and Frills.â&#x20AC;? David originally set out to write a book about the Can Can from a tourist perspective, but the project became a serious historical account. He used lots of photographs and video clips in a very entertaining talk, and we learned a great deal as well. Who knew that the Can Can had itâ&#x20AC;&#x2122;s origin in folk dancing, and was danced by couples? Later it was a form of individual self-expression for female amateur dancers in Paris ballrooms including the Moulin Rouge. It was only later that it became the structured choreographed routine that we know it as today. It is of course very energetic and acrobatic, and we were amused when David said after showing a clip of repeated jump splits, â&#x20AC;&#x153;Donâ&#x20AC;&#x2122;t try this at home!â&#x20AC;? One member, Elizabeth Robinson, later demonstrated that she can lift one leg up in similar fashion to a Can Can dancer, thanks to regular aqua aerobics. Very impressive.

Thurcaston & Cropston Local History Society The Danvers of Swithland Hall was the subject for our October 2019 meeting. Speaker Anne Horton told us that according to a 1752 plaque in Swithland Church, the English branch of the family goes back to 1066, when Norman d’Alverse came to England with William the Conqueror. The history of the Swithland Danvers began in 1412 when Margaret Walcote, inheriting a half share in the manor of Swithland, married John Danvers of Shackerstone. The other half share of Swithland went through various hands until 1629, when Francis Danvers bought it up. Francis, d. 1631, is the first member of the Danvers family known to be buried in the Danvers Chapel of Swithland Church. Another branch of the Danvers family, one of whom married into the Swithland Danvers, lived in Oxfordshire. From that branch we heard the stories of three brothers, of whom one was a traitor, another a murderer and the third a regicide. Charles, the traitor, was beheaded in 1601 on Tower Hill. Middle brother Henry, one-time page to Sir Philip Sidney, shot dead a neighbour’s servant, but was pardoned and went on to serve his country. He was made Earl of Danby by Charles 1. The third brother, John, was among the 59 men who signed the death warrant of Charles 1. He avoided punishment by dying before the restoration of the monarchy! The Swithland Danvers were involved in England’s 16th/17th Catholic v. Protestant conflicts during Oliver Cromwell’s ‘Commonwealth.’ Henry Danvers (1622-87), a Baptist and a Fifth Monarchist, planned insurrections against both Oliver Cromwell and Charles 11. He escaped capture, however, and died in exile. Joseph Danvers, Henry’s grandson, restored his family’s reputation and fortune. He extended his Leicestershire estates, acquiring, for example, both the Lordships of Mountsorrel and Thurcaston. In 1727 he enlarged the family burial chapel in Swithland church, though chose to be buried on the east edge of Swithland Churchyard, in the slate table-top tomb that still stands proudly today. No one knows why Sir Joseph chose burial there rather than inside the church. Perhaps he wanted to stand on his own land on Judgement Day! (The ‘dog legend’, incidentally, was a piece of 19th century imagination!) Next came the eccentric and flamboyant Sir John Danvers. ‘He was remarkably fond, like the Chinese, of painting everything red: so much that every door, shutter and gatepost in the towns of Swithland and Mountsorrel was so decorated’. Sir John was responsible for moving the fifteenth century market cross from Mountsorrel to Swithland Park, replacing it with Mountsorrel’s Butter Market. With no son to succeed him, Sir John married off his daughter Mary to an Irish teenager, Augustus Butler, requiring that he change the family name to ‘Butler-Danvers’. The marriage produced the necessary heir, Mary went to live in London, and Augustus lived with his mistress in Swithland, squandering money and selling off parts of the Swithland estate. Dying in poverty in Boulogne, he was succeeded by his sober and sensible son George John, who inherited the Earldom of Lanesborough in 1847. The 5th Earl tidied up the family finances, built the current Swithland Hall, as well as a new school building and many new cottages for his tenants in Swithland. His successors to the Earldom and to the Lordship of Swithland gradually became less Irish, more English and much poorer. When the 9th Earl died in 1988, without producing a son and heir, he had sold up Swithland Hall and moved to Scotland. Fortunately for the village, however, the Hall was bought by Mr and Mrs Page who have restored it to a beautiful family home. Tickets are now on sale for Loughborough Flower Lovers' Club's Christmas Open Meeting on Thursday, 21 November, when members of the public are invited to what promises to be a wonderful evening's entertainment by the celebrated floral designer, Jonathan Moseley, whose demonstration is entitled 'Let's Get Creative for Christmas.' Jonathan features regularly at all of the major RHS shows including Chelsea, Hampton Court, Tatton and Malvern, and delivers seasonal events at many prestigious locations. Some may remember him as the Floral Expert on BBC2's The Big Allotment Challenge. He is a passionate advocate for British flowers which he enthusiastically promotes to the public when demonstrating at any major event. His humorous and friendly approach makes him one of the UK’s most popular demonstrators, guaranteed to thrill audiences with his amazing displays delivered with speed, efficiency and skill. Although the performance starts at 7.30 pm, the doors will open at 6.30 pm to give all those attending time for free light refreshments. There will also be a tombola and a raffle. The raffle prizes will, of course, be the spectacular flower arrangements produced during the evening. Anyone who loves flowers or would just like an enjoyable evening out in good company is welcome to come along to the friendly club. There's no audience participation, just sit back, relax, and be entertained. Roll up! Roll up! The fair returns to Loughborough
AUTUMN UPDATE RATBY MID BAND - After qualifying at the Midlands Area contest in March the Mid Band attended the National Championship Finals which was held at the Centaur in Cheltenham. Competing against area winners from the seven other regions across the UK the Mid band came a creditable thirteenth also being the second placed Midland 4th Section band.
Loughborough will experience all the fun of the fair as the four-day event rolls into town on Wednesday November 13, 2019.
SENIOR BAND - During September the Senior Band gave two memorable concerts paying to capacity audiences. On 21st September the Senior Band performed at the Braunstone Civic Centre as part of the Council’s Community Events Programme. This was followed on Sunday 29th September at the Leicester Forest East Parish Hall , this being the first time the band had performed in that venue. A really appreciative audience enjoyed the music on offer added to which donations were received on behalf of Macmillan Cancer Support . BEGINNER BAND - A fantastic opportunity for some new brass beginners!! The young and young at heart all welcome.... Please contact John on 07792 783426 if you know anyone who might be interested. BOLSOVER FESTIVAL OF BRASS - A unique competition in the Brass Banding calendar took place on Sunday 6th October where bands from all across the country compete in their various divisions.Bands provide a twenty minute concert programme of their own choice and this year the Senior band took part. 15 bands battled it out for the Championship honours, the section starting at 3.30pm and lasted well into the evening. Being one of the most prestigious competitions in the contesting calendar competition was fierce and the band just missed out on the prizes being placed fourth. The competition was live streamed across the world and we have had positive feedback from Australia, Holland and Canada on the band’s performance. You never know who is listening out there! AN EVENING NOT TO BE MISSED - A date for your diary is Saturday 26th October when the Band are performing a concert with special guests the Fosse Singers at the St. James the Greater Church, London Road, Leicester.
The historic fair, which is in its 798th year, is organised by Charnwood Borough Council and attracts thousands of people every year. Cllr Jenny Bokor, Charnwood Borough Council’s lead member for Loughborough, said: “It’s amazing to think the fair has been coming to Loughborough for nearly 800 years. It’s such an important event for the town and we’re looking forward to once again welcoming residents and visitors to Loughborough. “There will be plenty for the whole family to enjoy including a wide range of rides, stalls and games.” The fair will include a host of rides including King Frog, Top Scan, Freak Out, Miami Trip and old favourites such as the Cakewalk and Dodgems. The big observation wheel will also return this year offering fantastic views of the town. The fair will be officially opened at 6pm on Wednesday, November 13 by the Mayor of Charnwood, Cllr Brenda Seaton who will read the official fair proclamation. Granby Street car park will be closed from 5pm on Monday, November 11 until around 9am on Sunday, November 16. People can get the latest updates about what’s happening at the fair by following @CharnwoodBC on Twitter and looking out for the hashtag #LboroFair. The band and the Fosse Singers will be delivering a special evening of music in the glorious setting of St James the Greater in Leicester showcasing a pride of Leicestershire music talent. All proceeds from the concert are in aid of The Bluebird Trust, a dedicated local charity who are supporting children with life limiting illnesses and their families.

CROPSTON EVANGELICAL FREE CHURCH There’s more to Tea than a Bag in a Mug Ms Anna Stasinska runs the Old Brickyard Tea Garden near Melton Mowbray. She came very well prepared with many varieties of “tea” for us to taste, and kept us enthralled with her descriptions of how people have been enjoying this refreshing beverage for centuries, using not only the black tea leaves which are familiar to most of us, but also flowers of various plants, which can be infused. Tradition says it began when a Chinese emperor sat down to rest, and some leaves of the tea plant landed in his drink. Firstly she showed us what the tea plant Camellia sinensis looks like. Only the top two leaves and the bud are picked, usually by women, who put them into huge baskets on their backs. To obtain one kg of tea requires 20,000 pickings! One tea bush makes about 100 grams of tea per year. The plant has small white scented flowers in season. It is an evergreen, and can be grown in different parts of the world, not just China or India. It is estimated that 165 million cups of tea are drunk in the UK every day! Many people now use teabags, which were known in the USA in the 1930s and later became popular in the UK in the 1950s, as well as loose leaf tea. Anna buys her supplies from Chesterfield tea merchants who have been trading since the 1920s. She briefly described the work of the tea tasters, who need five years of training. Camomile is not actually a tea. This plant too can grow in most parts of the world. It contains no caffeine. Jasmine green tea is also made from the flowers, and Earl Grey tea includes bergamot oil from a type of citrus fruit. You can now obtain plastic-free bags
with which to infuse your own drinks. Anna had also brought along some humorous modern tea infusers made of silicone. The names of some of the teas she brought with her are quite surprising, such as “Gunpowder”, which is green tea pellets from China. Green tea was the first variety to come out of China. It was a closely guarded secret for centuries, but a daring Scots botanist called Robert Fortune managed to smuggle some plants out after posing as a native in the 1840s, to try growing them in India, which was ruled by the British. Until then, tea was very expensive, and in rich households it would be kept locked in small tea caddies, to prevent pilfering by the servants! Green tea is better using a slightly lower temperature of water, say 80°C rather than boiling water at 100°C. Black tea can be drunk with rose petals. Tea was often dried and shaped into bricks or coins for transportation, and could be left for years before drinking. The teas in Japan are different again, and are often made into a powder. Tea is now grown in such diverse locations as Germany, Seattle (near USA/Canada border), New Zealand, Iceland, and Scotland (from Taiwan). Anna had visited some tea plantations. She went to the foothills of the Himalayas in spring, a few years ago. In Delhi the air was already warm at about 30°C, but when she reached Darjeeling it was milder. There are 87 ancient tea gardens between 2,000 feet and about 7,000 feet above sea level, and the snowy peaks were aweinspiring. A few of us are experienced cyclists and a few of us haven’t been on a bike for a while! One thing we have in common is a passion for raising money to fight women’s cancers. We are hoping to raise as much as possible for Women V Cancer and will be holding events over next few months. We are holding a Jumble Sale in Anstey on 16th November, at Jubilee Hall 10am – 2pm. The tradition of tea drinking in England started with the 7th Duchess of Bedford, lady-inwaiting to Queen Victoria. Unwilling to wait hours for the late evening meal, she began asking the servants for tea in the afternoons, accompanied by sandwiches and cakes, and invited other ladies to join her. In those days there were public coffee houses, but only men went there, whereas society ladies could gather in each other’s houses and drink tea, wearing looser garments than the strangulating corsets which fashion dictated. Sugar was also popular, and milk jugs were often in the shape of animals. It is important to use fresh water to brew tea, as it loses oxygen by standing. Some teas can be re-infused up to three times. Many years ago tea was considered to be a medicine, and the name Typhoo actually means “doctor”. It is a liquid with no calories, and does you good. Ms Stasinska concluded by inviting the members to come and sample several different kinds of tea, and answered questions from the audience. *** Meetings start at 2.15pm on the second Monday of each month.
