“Silver Surfers” get online with grant from Leicestershire and Rutland Freemasons Older people who have never learned to use the internet are to be helped online thanks to a £66,000 grant from Leicestershire and Rutland Freemasons to Age UK Leicester Shire & Rutland. Age UK will recruit at least twenty “Digital Champions” who will support and guide 2,000 older people to use communication tools like email, Skype and FaceTime, which younger people take for granted. The Digital Champions project is aimed at helping these older people to access online information on everything from benefits to bus timetables. With many services becoming digital by default, older people who are not online face more hurdles in their daily lives to access both private and public sector services. There will also be an emphasis on online safety, and protection from viruses and fraud. The project is supporting older people across Leicestershire and Rutland with a focus on people in rural areas. It aims to combat loneliness and isolation by helping these budding “silver surfers” to keep in touch with family and friends online. Age UK Leicester Shire & Rutland’s Digital Champions will be holding up to four sessions a week across Leicestershire and Rutland. They will be for around 15 people each and be held in community settings such as libraries, village halls and residential homes. There will also be one-to one sessions available. The grant from Leicestershire and Rutland Freemasons comes through the Masonic Charitable Foundation, which is funded by Freemasons, their families and friends from across England and Wales. Tony Donovan, Executive Director at Age UK Leicester Shire & Rutland said: “We are very grateful to Leicestershire and Rutland Freemasons for their generous grant which will improve the quality of life for thousands of older people. More than four million older people nationally have never used the internet and we need to help them to benefit from all the advantages of a digital world that most of us take for granted.” David Hagger from Leicestershire and Rutland Freemasons said: “We are very pleased to be able to support Age UK’s Digital Champions. As well as fighting loneliness and depression, getting older people online has great practical benefits. A household without internet access is on average £650 a year worse off.” Digital Champion sessions are already running in the Loughborough area, supported by the Masonic Charitable Foundation funding, at: Tesco Community Rooms (Park Road store) every 1st and 3rd Monday of the month from 12.30pm to 2.30pm Rothley Community Library every Thursday from 10am to noon

The Award winning White Horse The White Horse in Birstall is proud to announce that they have won the first Canal and Riverside Trust Hospitality for the best Pub /Restaurant in the East Midlands. The award was presented at the Trust AGM on Wednesday November 15th 2017. Over 700 qualifying businesses were nominated by the public in Lincolnshire, Derbyshire, Nottinghamshire and Leicestershire. The White Horse was then shortlisted with two other businesses including Pilling’s Lock in Quorn. The next stage was a mystery customer visit of which there were actually three! The White Horse was commended for the warm welcome the mystery customers received and the presentation of the Pub, the garden and its food. The White Horse has been under the ownership of James and Charlotte Foy and Ady and Jenny Doyle for the last nine years and along with their managers and an excellent team of staff have increased the productivity of the business. James Foy said “we are always looking for ways to better ourselves, we are now open all day every day even in the Winter months, we are open for hot drinks from 11am and we have recently increase our food service to all day on a Saturday (12 noon – 9PM) and 12- 6pm on a Sunday” The pub has a rich heritage and connection with the waterways after being originally created as an alehouse to serve the Grand Union Canal traffic and workers in the 1790's, the initiation of the Industrial Revolution in the 18th Century saw the White Horse's garden transformed into a coal wharf where barges brought their loads to trade with the Landlord, who was a registered Coal Merchant. Today it boasts a beautiful beer garden overlooking the Grand Union Canal, and is the ideal location to enjoy crisp winter days with a drink or two. It's the perfect place to re-fuel during a bike ride or walk and there is a beer barrel of water set up for the thirsty four legged customers. An area in the garden is also designated for non-smokers to make sure the visit is a pleasure for all. The White horse is included in the Leicester line Inland Waterways association Gazetteer and sees a good deal of business from passing canal boaters. Shelter issues warning ahead of critical Christmas season, as free helpline receives a call every 22 seconds Shocking new figures show Shelter received a call for help every 22 seconds in the run up to Christmas last year, and the charity is warning that the situation this winter could be set to get worse. New research from Shelter and M&S shows that in 2016 the charity’s helpline received over a hundred thousand calls in the two months leading into Christmas – while more than 500 calls were made on Christmas Eve and Christmas Day alone. A crippling combination of rising homelessness, sky-high rents, problems with Universal Credit and a dearth of affordable homes means the charity is preparing for huge numbers of people struggling with homeless-
ness and housing problems to come to them for support. And with calls to the free Shelter helpline increasing by 25% over the past year, their expert advisers are overwhelmed with pleas for housing help. The Shelter helpline is funded by M&S customers throughout the festive season, with 5% of every purchase made from the ‘Festive Collection for Shelter’ going directly to the charity. This means the helpline can offer housing advice and support every single day of the year for people battling bad housing and homelessness. Mark Cook, a helpline adviser for Shelter, said: 'Every Christmas I speak to parents in despair

Monthly Report from Councillor Renata Jones Broadnook update: It was a pleasure to attend Wanlip’s parish meeting recently, and present there as requested, an update on Broadnook. For those of you that don’t know, an outline plan was presented a few months ago by developers, for a first phase of 193 homes as part of 1,650 wider development. From what I’m told, from pre qualification process with officers, developers have taken this back with advice, to take another look and work on this further before representing. I had recent updates for two officers an planning at CBC, and reiterated key information from these reports. First officer report: ‘A new planning performance was signed at the beginning of October between Charnwood Borough Council, Leicestershire County Highway Authority and the applicant. This provides a framework for handling the planning application which includes a timetable of work that the applicant needs to do to make sure that all of the key issues are properly considered and address in time to consider the planning application at Plans Committee which is now schedule for May 2018. A lot of work is being done on the following key areas[:] •
Highways – Work is being done to update the modelling and also to review the site access, internal highway network and public transport;

Masterplanning…
•
Ecology, landscape, odour and drainage is being review[ed];

•
Broadnook Trust – Work … underway to understand how the Garden Suburb Trust will be set up and how and what it will … [manage];

S106/Viability is also being worked on.’
Second officer report: ‘As outlined … at the member briefing [in August,] there is a lot of work going on in the background to improve the designs, assess the highway works needed, the community ownership and management arrangements and assessment of the viability and s106 offer (amongst other matters). … it was anticipated that there will be another member briefing in the coming months to explain how the work is going. At this moment in time the target would be further formal public consultation in Feb/March 2018 and potentially a May 2018 committee.’ We had an excellent question and answer session afterwards. I’ve raised concerns from residents, and from myself, in light of last presentation of outline plan, to officers in a long email to form part of the planning process. Planning application for a take away We recently had a change of use planning application, requesting permission to convert a retail unit to a fast food outlet. I had some concerns and requested adequate provision where possible in relation to waste disposal and limitations against potential to encourage pests. I was pleased to see a comprehensive response from our officers in planning at CBC. It read: ‘Thank you for your email. This is a revised application following

the refusal of planning permission for the change of use of this shop premises to a hot food takeaway on the grounds of its proposed opening hours and the lack of information relating to external equipment likely to be necessary to serve the use, which the local planning authority was not satisfied that the proposal would not cause harm to residential amenity by reason of noise and odour nuisance, given the unit’s close proximity to independent residential properties (P/17/1265/2 refers). The application was not refused for any reason relating to waste. I am informed that the Environmental Health Officer has since met with the applicant following which the current application has been submitted. Whilst not a planning matter as such, it is understood that refuse will be stored in the gated yard to the rear in a lockable waste bin and bins will be provided by the applicant for customers at the front of the premises. These would not be within the application site and could not be required by planning condition to be provided. If planning permission is granted for the proposal and problems of litter generated by the takeaway subsequently occur, then this would be a matter for Environmental Health to investigate…’ Plans for school expansion We’ve also had a quite exciting planning application in relation to our local primary school: ‘APPLICATION NO: P/17/2227/2 PROPOSAL: Demolition of existing junior block and construction of replacement single storey school building and associated playgrounds. In another promotion, I’ve also been appointed to the overview scrutiny group, who oversee other scrutiny committees. For the time being I shall also continue to serve policy and performance committees too. Surgeries At our last surgery myself and Iain Bentley attended. We had quite a few visitors and all their concerns were within the county remit. Details of Bristall’s related county concerns are with Iain to pursue, as the county councillor for Birstall. I’ve passed county and Wanlip related concerns to county councillor for Wanlip, David Slater. Our next surgery would fall around Christmas and new year, traditionally no visitors year on year due to the festive season. So we’ll be skipping that date this year on past experience, and the next one after that will be the fourth Saturday in January, which is the 27 January 2018. While we had the opportunity at our surgery, with police in their office next door, myself and Iain had a good discussion with officers present regards concerns and observations raised by residents in relation to crime.

BIRSTALL AND DISTRICT ART SOCIETY 23rd ANNUAL EXHIBITION - 4th and 5th NOVEMBER 2017
Birstall and District Art Society held its 23rd Annual Exhibition this year, which was formally opened by Cllr Ann Marshall, Chair of Birstall Parish Council. A new prize was presented this year, the Mary Houghton Rose Bowl for Abstract/Experimental work; the trophy was donated by the Birstall Parish Council in memory of Mary, the late Secretary of the Society and a former Parish Councillor, which was presented to Jane Miller for her work ‘Janet’s Foss’. Sue Wakerley won the Water and Boats category, as well the Norman Sims Trophy for best in show selected by the distinguished panel of Judges at the Preview Evening for her painting “Quiet Corner”. 118 framed paintings were displayed, covering a wide variety of media and subjects; and again the standard was very high. Over 380 visitors attended over the two days, 189 on Saturday, 193 on Sunday. A variety of techniques were displayed, including watercolour, acrylics, oils, abstract, experimental and mixed-media, covering categories from portraits and figures, landscape, urban and rural life, animals and flowers. There was, literally, something for everyone to enjoy. A wide range of ‘mounted-originals’ were on view, supplied unframed in attractive mounts. Junior members (under the age of 18) were also represented and the standard of work was very high from all exhibitors.

Rough Sleeper Count Carried Out A count to establish the number of rough sleepers in Charnwood has been carried out by the borough council. During the early hours of Wednesday, November 22 council staff and volunteers checked 46 locations in Loughborough, Syston and Barrow upon Soar where rough sleeping had been reported in the past two years. No-one was found sleeping rough, but two tents were found in a car park off Ashby Road in Loughborough, indicating people had been sleeping there. The aim of the count is to establish a clearer picture of the number of rough sleepers and it follows guidelines set by Homeless Link, a charity which works with organisations involved in supporting homeless people. A verifier from the charity attended the count. Alison Simmons, head of strategic and private sector housing at the council, said: “Each year, local authorities are required by government to give an estimate of the number of rough sleepers or do an actual count on one day. “We carried this out on Wednesday and we will pass our findings on to the government which will help build a national picture of rough sleeping. “I’d like to thank all our partner agencies and volunteers for their support on the night. “I would also like to take this opportunity to encourage people to get in touch with us if they suspect someone is sleeping rough. “If we can talk to the person directly then we can make sure they are aware of the support and services available to them which may be able to help them off the streets and into longer-term accommodation.” The support available to rough sleepers in Charnwood includes:
* The Bridge’s homelessness transitions team which provides intensive one-to-one support to anyone aged 18 or over who is sleeping rough or at risk of sleeping rough to help them access and sustain accommodation. www.thebridge-eastmidlands.org.uk/homelessnesstransitions-service * The No Second Night Out scheme which provides somewhere for rough sleepers to stay while the homelessness transitions team help them to secure longer-term accommodation. A Time For Giving As Christmas approaches and thoughts turn to giving giffts, ts, it seems appropriate to repeat the well known phrase, ‘A ‘A dog is for life, not just T give animals as presents pr for Christmas’. This message is a plea to NOT at Christmas, or at any other time for that matter. The Christmas season in particular can be a time when normal routines are disrupted. Parrties, ties, entertainment and visitors do not make ideal situations in which to introduce and settle a new pet into unfamiliar surroundings. Regarding a pet as a gifftt also reinforces r the attitude that animals are commodities or lifestyle accessories. Another concern against giving pets as giffts ts is the number of animals returned to centres or callously abandoned in the weeks around and affter ter Christmas. Choosing a companion animal is very personal and should be thought through and researched carefully. Despite advice from the RSPCA and other animal welfare organisations there are still people who adopt a pet with the same mentality as buying a product which can be discarded or replaced at the slightest whim. Having a pet is not compulsory and prospective pet owners should consider every aspect of the species they intend to adopt before proceeding. Animals have feelings and caring for another living being is a privilege and a responsibility. There are many factors to consider when choosing a pet. Any reputable animal organisation such as Woodside will do everything possible to guide and match people to the most appropriate pet for their circumstances and lifestyles. Unfortunately there are many unscrupulous pet traders and online sources who do not give accurate information about the animals they are selling or care about animal welfare. Pet toys, treats and pet food, (kitten food in particular is always needed) will help the animals celebrate the festive season. Blankets and pet beds will keep the animals snug and warm as well as dog coats when they go for their daily walks. Old towels and blankets are always in needed as they have a short life at Woodside. Old items no longer suitable for human use are ideal for the animals. All donations can be dropped into Woodside Animal Centre, 190 Scudamore Road, Leicester LE3 1UQ. No animal asks to come into this world but once they are here we all have a responsibility to ensure they are protected from harm and cared for in a safe and appropriate environment. They all have a right to play, feel joy and give and receive love. They can’t choose their owners but Woodside takes great care to make the right choice on their behalf.
