SAVE OUR CHILDREN’S CENTRES

24 LEICESTERSHIRE CHILDREN’S CENTRES THREATENED WITH CLOSURE. A campaign has started to fight the proposed closure of Children’s Centres across Leicestershire. Leicestershire County Council have proposed closing 24 Children's Centres (formerly known as Surestart centres) and one family centre and merging the service with all other family and young people’s services, including Supporting Leicestershire Families (SLF) scheme, Early Help Information Support and Assessment (EHISA) and the Youth Offending service (YOS). Following the launch of the council’s consultation an action group, ‘Save Our Children’s Centres Leicestershire’ has been started on Facebook to oppose the closures. The group comprises of users past and present, volunteers, health professionals and various support groups operating out of the centres. Liz Yeates, one of the group’s founder members, who used the centres with her young daughter said, “We cannot allow these services to be cut from the lives of the most vulnerable, and we’ve got to defend the jobs of the people who have dedicated their careers to assisting our most vulnerable young children.” In addition to the council's own services many other agencies operate out of Children' Centres, for example Health Visiting services, Breastfeeding Support, Child Health Events and many volunteer led groups such as Breastfeeding groups, Parent Carer Well-being, Sling (babywearing), Multiple-birth (twins etc.) support groups, Childminder groups, singing and music groups. The centres are also well used by the council's own GO LEARN service providing valuable education programs for parents in need. Liz Blackshaw, a volunteer who has worked at a number of the Children's Centres and another founder member of the action group said, “The centres have transformed the lives of young children and their parents up across Leicestershire. The important role that children’s centres play in providing effective multi-agency working is widely recognised both locally and nationally.” Adding “In all likelihood it is the parents of the most vulnerable children who will be the ones least likely to attend the new centres.” Michelle Robson, mother of four and volunteer for Home Start a charity operating out of the centres said, “I’m particularly worried about the effect the closures would have on a mothers mental health. Early parenthood can be very isolating and the support and contact mums get at the centre is vitally important. Children's Centres are worth their weight in gold and without them my own story could have been very different.” The group has expressed their concern that vulnerable families and children in need will be forced to make extended (and in some cases prohibitively expensive) journeys to the remaining centres. In addition the group is worried that some may feel stigmatized for going to a building that will also be used for the Youth Offending Service. County Councilor Sean Sheahan, Labour's spokesperson on Children and Families, said "Children's Centres are a precious resource for young families whenever they need extra support. Closing Children's Centres and taking away that support risks enormous harm, not only to families today, but also to future generations." Maria Bagnall who is an administrator of the group’s Facebook page has started a petition on 38degrees to oppose the changes https://you.38degrees.org.uk/petitions/save-leicestershire-s-children-s-centres But she stressed that the most important thing was for all users, volunteers anyone else with an interest to complete the on-line consultation. Steve is an award winning, well respected and passionate photographer based in Northamptonshire and has spent many hours watching and photographing the British countryside. From a very early age Steve carried a camera trying to capture all the wonderful colours and atmosphere of the countryside but also learning the fundamentals of camera handling and picture taking. His work is published all over the world and he is currently working towards his Fellowship, the highest qualification within the Royal Photographic Society. In 2014, he was Leica Fieldsports Photographer of the Year, Category winner in 2015 and Highly Commended every year since 2015. Our group went to Potters on the east coast. This succesful resort has been run by the Potters family for over 100 years and you don't have to bowl very long before you become aware of the fantastic contribution Potters makes to the bowling world. At the end of January each year, they host an amazing event, the World Indoor Bowls Championships, which many will have seen on TV. We were all fired up by the Championships and we had many keenly fought matches but unfortunately none of our teams reached the finals this year. We did however have one extraordinary success in a completely different area. One of our group, Peter Woods, tried an archery class and he scored an amazing 295 out of a possible 300. He was told that this was the highest score ever recorded at Potters! Not even the coach had ever done that well. So we did have something to celebrate. He spent ten years in the Cayman Islands, working first for the National Trust, and later for the Department of Environment, establishing their Terrestrial Ecology Unit. Highcliffe Amateur Theatrical Society Spring Play 2018 Many of our regular audience members will be aware of our imminent move from our long standing venue at Highcliffe Primary School due to the school building shortly due to be rebuilt. We have been able to secure a new local venue for our Spring Play, which will enable us to continue to offer you the enjoyable performances that you have come to expect. What can and will you do?

Surgery: Hello, with a very cold start to February, I hope none of my lovely residents are currently suffering from this horrible flu I currently have as I write my latest update for you. If you are, you certainly have my sympathy. However, there’s plenty to do in my role to represent you. So I’ve endeavoured to soldier on. As such, here’s what I’ve been up to recently in my councillor role, and some biggest latest news updates for you from CBC. I hope you enjoy reading my report, and find it useful.

Meetings: This month I’ve represented us at Charnwood borough council’s (CBC’s) full council meeting, and overview scrutiny committee. You can read connected papers and listen to recordings of these meetings via CBC’s website, see: www.charnwood.gov.uk /pages/committees. I was very disappointed that CBC’s community governance review group, in their final recommendations, didn’t seem to zone potential Broadnook development in the way both I, and our residents who responded to consultation, had requested. This seems a reverse of previous draft recommendations, which had been in line with Birstall and Wanlip’s resident requests. I spoke against it, and couldn’t support it, even so, sadly vote was carried and decision ratified. Whilst I may not agree with this outcome, I have to respect a decision taken by full council democratically. I did ask for a named vote,

I attended our monthly surgery with Cllrs. Bentley, Rollings and Gaskell. We had four residents visit to discuss issues, and our police beat team were in attendance, so we could catch up with them regards community safety. Local police I understand subsequently held two local crime prevention awareness stalls, one at Hallam Fields shops, and one near Roman Road. I understand nearly thirty residents attended event at Hallam Fields.

I’ve attended two training events at CBC this month. One for latest impacts on licensing, and another about recognising and supporting those affected by dementia. Dementia awareness charity ran the event, and requested everyone in attendance made a pledge, to help in whatever way they could. One suggestion was to potentially be more patient, if someone in front of you in a queue appears confused and perhaps doesn’t act as quickly as you might expect. One illustration of impacts of dementia, presented at training, which I’d heard once before, was a metaphor of a bookcase of memories. Whilst dementia takes hold, it shakes proverbial bookcase, causing some memories to fall out. However others are left.

One resident to our surgery requested a style of enforcement for bins to be hidden, as they were concerned about degradation of our street scene. This is a matter I have been asked about and looked into before. Whilst I understood cause of their concern, I had to reply I could also see that many residents may not feel they have sufficient hidden storage areas for their bins. Some may fear they are unable to move their bins regularly back and forth for collections, so just love them out permanently. I offered to share related advice in this report, which I shall now endeavour to do. If you can move and store your bins to the rear of your home, it not only improves our street scene. Police often advise that wheelie bins could be used as climbing aids, so keeping them off the front of your home as much as possible reduces that risk. If you do feel unable to move your bins, due to health grounds, and have where needed supporting evidence from your doctor, you can request an assisted collection via CBC.

Events: I was made aware a local resident ran a meeting to request support for additional CCTV in our area. Whilst I very much support this cause, I’ve looked into funding streams for provision of this before, to sadly no avail. I couldn’t make that meeting, but have emailed organiser in support, and with details of funding streams already explored and exhausted for provision. I can but hope CBCs potential lottery project could create funds for delivery of this, without tax payer’s expense. The Baldwin Trust - Fancy A Boat Trip? Looking To Volunteer? Or Want To Help Donate? Our charity has been operating since 1983. We operate two 70foot narrow boats on the canals and river system throughout Leicestershire. The Trust is completely manned by 45 volunteers. We were awarded the Queen’s Award for Voluntary Services in 2010. The mission of our trust is to enhance the wellbeing for people of all ages, especially those living with disabilities, mental illness or social exclusion or isolation. The boat trips provided by the Trust can provide learning and recreational opportunities to disadvantaged or isolated people and their carers which will allow them to maintain a healthy lifestyle or discover new experiences or gain skills. This in turn can improve the quality of their life opportunities.

Our two narrow boats are very old. St. Clare was built in 1988 and Dandelion (we think) in 1980. During the last 6 months, mechanical failures have resulted in the cancellation of approximately 35-day trips booked by our service users. This equates to over 400 individuals who were not able to enjoy a day in the fresh air, on the water and accordingly, they would have remained in their care homes or normal accommodation. The condition of the boats will lead to more breakdowns and the replacement of one or more boats is the only option that we have. The age of the boats is now meaning that spare parts are not readily available thus increasing the amount of non-operational activity and expense as alternatives have to be sought.

within Leicestershire and Rutland or close by. We have served a variety of different organisations, mainly Care homes but also Autistic and Asperger’s organisation, “HITS� homeless teenagers, AGE UK, Women’s Institutes and a variety of centres for the physically and mentally disadvantaged including “Headway� and LCC Child Protection homes. By the end of October 2017, we will have expected to carry more than 1700 people from in and around Leicestershire and environs on 160 trips. We hope that you can see that we do “make a difference� to people’s lives. At least 70% of our groups contain one or more wheelchair users. Our volunteers are desperately trying to raise funds to place an order for a new boat. Our project is called “Put a foot in the water for the Baldwin Trust�. Even if we can raise the necessary funding in the next 3 months to place an order, we will not get our new boat until 2019. We have raised 50% of the required funds for the new boat and are applying for more grants and donations. We are also implementing a major refurbishment programme for the two existing boats because, if we fail to take action now, we believe that 2018 will see a continuing heavy drain on our

ageing boats operational thus, pushing the possibility of attaining our new boat further away from reality. Our vision is to operate 4 boats in all providing services to between 4,000-5,000 clients throughout Leicestershire and the surrounding counties. Age Concern UK (Leicester), states in their latest survey that there are over 1 million “lonely� people in the UK and that 3.7 million - people live alone! It is not hard to see that this problem will grow and our believe is that with early, low level interventions from active community projects, such as The Baldwin Trust, will lessen the impact on health and well-being of isolation and exclusion for many.
