The Big Garden Birdwatch takes place over three days from Saturday 27 January to Monday 29 January, so if you're busy over the weekend or perhaps the weather's bad, you have the option of a third day! Maybe you can do Big Garden Birdwatch at work? We'd love to hear from you if you do! Share your experiences on social media - don't forget to use #BigGardenBirdwatch.
We've got everything you need to know about joining in! How to take part Joining in with Big Garden Birdwatch is simple and enjoyable - and a great excuse to watch your garden birds. Here's our step-by-step guide... • Choose a good place to watch from for an hour from 27-29 January 2018. Which window gives you the best view? Make sure it's comfy and you have the essentials within easy reach - a nice, hot drink and your favourite biscuits - and somewhere to jot down what you see. On the website we've got a nifty counting tool to help you keep track of what you've seen.
• Come back to the Big Garden Birdwatch website and tell us what you’ve seen. Or use a paper form. It’s FREE to post back to us. That’s it! By taking part and telling us what you see, you're helping us find out more about garden wildlife - so take a big pat on the back from us. What if I don’t see anything? Oh no! It can be really frustrating if all your garden regulars don't show up on the day you do Big Garden Birdwatch. If you watch for an hour but don't see a dicky bird, we'd still like you to tell us about it! Even a total of 0 birds is still useful data to us - it's as important to know where there weren't any birds as where there were lots. There are also questions about the other wildlife you might see in your garden year-round. If you're disappointed in your birds' lack of loyalty, we'd love you still to send in your results.
• If you haven't got a garden that's no

Charnwood’s Largest Loser programme is back to help residents get fit and healthy for the new year.

We are delighted to be working with the Woodland Trust to provide free trees to farmers and landowners across Charnwood, Hinckley and Bosworth and Blaby. Councillor Pam Posnett, cabinet member for environmental issues - “There are so many benefits to the scheme. Trees enrich the landscape across Leicestershire’s countryside and also encourage wildlife and improve air quality. The offer closes on Wednesday, 31 January. To register for a free pack of trees, email your name and contact details to plant@woodlandtrust.org.uk, or call 0330 333 5303. Please make sure you quote ‘Leicestershire County Council trees’.

Monthly Report from Councillor Renata Jones As I write I want to wish you all a happy new year, as it’s that time of year. However I’m also acutely aware our community is still recovering from the shock and tragedy during this last month of a major incident. To this end, I’m sharing a wealth of related information below, and I hope it helps. Thoughts and prayers with all affected. If you need help, don’t hesitate to get in touch. Everyone I’ve spoken to about this has been proud of the brilliant way our community has rallied around to help each other through this difficult time. Strategic growth plan I’ve previously attended two briefing sessions regards the strategic plan. I attended a recent policy scrutiny committee where we discussed this further. Subsequently I joined a workshop where key stakeholders were invited in as part of a focus group consultation group regards these plans. Earlier this month I subsequently attended the overview scrutiny group (OSG), where we saw the latest draft, which also placed these documents in the public domain. These subsequently went to cabinet. There will be a full public consultation soon. For information currently in the public domain, see: https://www.charnwood.gov.uk/news/2017/1 2/04/cabinet_to_consider_growth_plan_ consultation

Planning policy in the courts It’s rather littered with policy and planning speak, but we’ve had an update you might find interesting regards our planning policies. â€˜â€Śa consortium of housing developers has challenged the Housing supplementary planning document (SPD) that was adopted in May 2017. As adopted, the SPD included a section providing guidance on the type of housing mix needed for the community (specifically the numbers of bedrooms and bedspaces [sic] for both affordable and market housing). The consortium considered that under planning regulations these issues were matters for a Local Plan (and should be subject to an examination like that held for the Core Strategy) and inappropriate for an SPD. The High Court has now passed judgement on that challenge[,] and decided that the housing mix section of the Housing
SPD should be quashed The Courts had considered this type of challenge before and come to different views – one which supported the Council’s case[,] and one which did not. Unfortunately, the judge supported the developer consortium; although, in doing so[,] he [the judge] only quashed the housing mix section[,] rather than the entire document as they had sought. As a result, the housing mix section will be deleted but the remainder of the SPD remains in place for decision making (including those aspects that deal with affordable housing and HMOs). Whilst the housing mix guidance from the SPD can no longer be used the parent policy CS3 from the Core Strategy remains part of the development plan and the evidence of housing need that the SPD referred to from the Housing and Economic Development Needs Assessment (HEDNA) continues to exist (HEDNA has not been challenged). As a result officers will continue to seek an appropriate mix of types, tenures and sizes of homes, having regard to identified housing needs and character of the area. How policy CS3 and the HEDNA relate to planning proposals will be explained in reports to plans committee.’ – from group leader – plans, policies and place making planning and regeneration, CBC.

I’ve always endeavoured to fight for these, did so again in the most recent plans committee I sat upon, and will continue to do so as much as possible in my role and as often as I can.

Highcliffe Amateur Theatrical Society (HATS). Paint the Town Red Wow. What a success. We tried something very different this time. We veered away from the traditional, at times alternative pantomimes, to bring you something new and exciting. Two of our cast worked hard to produce something that would capture your attention, whilst making you think about what might happen. The audience didn’t have the benefit of knowing the story, so could not predict what might happen. The innovative journey of taking you back in time to the cowboys and the saloon bar certainly kept your attention to the very end. As with all pantomimes there was a good deal of audience participation, and yes as predicted in our promotional article, this was something for the adults to relive from their childhoods. So, who was the loudest in the audience, the children? “Oh not it wasn’t. The adults “Oh yes it was. The gleam in the adults eyes as they saw the cowboys on stage, enjoying it to the full, whilst pretending they were there only there to accompany their children/grandchildren. But hey, as predicted, lots of unexpected characters including, a nun, a Scottish family, an Indian squaw, medicine man, drunk, comedy couple, dame and the nasty cowboys. Booooooo. Not forgetting Santa, who was kidnapped, had the children’s presents stolen and got tied up in a cave. But it all came good in the end, Santa was set free and the children had a good time. There was even some romance going on. As the saying goes “a good time was had by all. Here is a selection of reviews left on our face book page by some of our audience. “I thoroughly enjoyed the show. Lots of laughs the whole night through. Loved it Gareth Watson “Good fun was had by all, special mention to the dynamic duo Geek and Gonk, they bounce off each other like a married couple Joe William “All in all you have entertained us with a smashing performance Helen Bauer So thank you all for supporting us, hopefully see you at our next production. Watch this space.

Call to smokers: Be a quitter and get fitter!
Smokers set to benefit from range of healthy incentives to encourage them to give up
Smokers in Leicestershire are set to benefit from a range of healthy incentives to encourage them to break the habit in the New Year. The county council’s QuitReady stop smoking service has teamed up with borough and district councils to offer January quitters the opportunity to try out - for free - local leisure facilities and exercise classes . . . if they stay smoke free for four weeks or more. Smokers who wish to take advantage of the New Year fitness offer should contact QuitReady, who also provide 12 weeks of free support, advice and stop smoking treatment by visiting www.quitready.co.uk, calling 0345 646 6666, or texting “ready” to 66777. Pam Posnett, county councillor - “It’s great that we have been able to link up with district and borough councils and their leisure facilities as the New Year is the most popular time of year for people to quit smoking. It’s a chance to make those New Year resolutions stick as the support offers people the best chance of quitting smoking for good and developing healthy habits which last a lifetime Enderby couple Nick and Heidi can already say they have gone from being quitters to becoming fitter. The couple contacted QuitReady, and successfully quit with the support of their advisor and use of e-cigarettes. They have both been smoke free for more than 12 weeks. Nick said: “The kids were getting on at us to stop, and I’m not getting any younger, so I thought it was time to start looking after myself and get a bit fitter. I’ve started running a couple of times a week and we’ve also taken up badminton.” Heidi said: “I’ve joined a gym and started exercise classes and I feel so much better exercising now I don’t smoke. I’ve got so much more energy and I can run without my chest hurting.” Offers at local leisure facilities vary from district to district. Full details of the offer can be found online at: www.quitready.co.uk/ january

Call to find 70 new Leicestershire adopters A DRIVE to encourage more people to become adopters and transform the lives of Leicestershire children has been launched.
GONE WITH THE WIND; the lost Windmills of Leicestershire TALK BY Mark Temple
Leicestershire County Council have 34 children in their care who need adopters to offer them a loving, permanent ‘Forever home’. These include babies, pre-school children, older children and children with disabilities or health issues.
MONDAY 19th February 2018 WOODHOUSE EAVES VILLAGE HALL at 7.30pm
At one time every family’s diet included bread which relied on a constant supply of fresh flour. So virtually every village had a mill of some sort, The council is hoping to recruit 70 adopters this year to help meet the need. Anyone can a watermill if there was a suitable stream, or if not, be considered, including people on their own or in a relationship, working or not working. a windmill was placed on an elevated position You can adopt regardless of your race, religion, sexual orientation or financial situation where its sails could catch the wind. At their peak and time is spent matching children to families who can meet their needs. At one time every family’s diet included bread which relied in 1835 there were believed to be 152 mills in Josh* and Adam* adopted their son Oscar* (names have fbeen changed) through the Leicestershire, and many were locally such as council when he was just seven months old. Josh said: “We’d always wanted a family and Woodhouse Eaves, Markfield, Mountsorrel, decided to embrace changes in legislation made a few years ago that enable same sex Shepshed etc. Mark has tried to gather together couples to adopt. all the photographic images that have survived and has also made a collection of milling stories. “We went along to one of the council’s adoption information events, which was really useful He knows of the existence of many mills but as far as we got hear first-hand the experiences of people who had already adopted, as well as as he knows their images have been lost. ask questions. “We had been thinking about adoption for a while, but the event made us realise it was something we really wanted, and were ready, to do. “We were a bit concerned about the process, but we found the council to be very supportive. The training was really good and provided us with a wealth of information and we valued having a good, supportive social worker. “It’s been absolutely amazing having Oscar in our lives. We love him very much and live our lives through him. Every day is different and it’s really exciting seeing him develop.”
t Adoption is a lifelong commitment and is about providing a child in care who return Monday 19cannot home with a permanent and secure ‘Forever family’. Councillor Ivan Ould, cabinet member for children and families said: “Adoption can transform lives; both for our adopters and for the children in our care who need loving, permanent ‘forever families’. “We’ve a friendly team who can explain a bit more about the process and answer any queries you may have. We also hold regular ‘find out about adoption’ events. You are welcome to come along and hear from people who have adopted with us before and meet some of the team.”
FUTURE EVENTS Monday 19th March 2018 brief AGM followed by a 1970 film “Leicestershire a Heritage at Risk”, at Woodhouse Eaves Village Hall at 7.30pm. You will not be surprised that most of the issues raised are still the same today. It is a delightful film as it brings back memories of familiar sights 48 years ago of rural Leicestershire and Charnwood Forest. The meeting will conclude with a brief discussion of the issues raised led by the CPRE.
