Great Birstall Bake Off The 5th White Horse Great Birstall Bake off and World’s Largest Coffee Morning for Macmillan Cancer Support was the most successful so Far.

 “Wow! Said Beccy Kay, “The whole event  was an overwhelming success and we are in awe of the support from the local community, with an incredible standard of baking, 58 entries – far surpassing previous year’s numbers, fantastic donations of prizes and queues of people buying cake to help us raise over £1681.

But the Bake off competition was only the start, with all the entries being sold to raise money for the Macmillan Cancer Supports world largest coffee morning. The cakes were sold on the morning of Sunday 24th September in the beautiful sunny garden of the White Horse in Birstall; the weather was perfect, the crowds waited eagerly, in anticipation of the 11am start. The coffee and cake flew out in just over an hour and so far £1681 was raised- a truly staggering figure.

Special thanks also to the judging panel, Toby Milner and family from Milners Bakery, Mary Goodman, Margaret Hoskins from the WI, past winners Emma and Florence Sillet, Gwen Large, Lizzy Keeshan and Lilly Chamberlain as well as the White Horse Chefs. Lastly, Charlotte Foy and Beccy Kay would like to say a huge thank you to everybody who took part, those who generously donated their baking and to everyone who came on the Sunday.

The carthorse themed raffle stand was also a grand success and bunting helped to create a wonderfully rustic British village aesthetic, with an excellent selection of prizes with a beautiful picture from Glenwoods and afternoon tea vouchers from both Greenacres and Café on the Corner to name only three.

This year there was also a lucky Dip, a bouncy  castle, face painting, Nail bar and temporary Tattoos for the Children and some Sunday  morning Jazz and the cake bunting provided by the primary school children at Riverside   All categories were superbly supported, with and Highcliffe added to the event which  both  genders     competing    for  added  to the  ambience    and fun  of the day. and all ages  most prestigious   the prize in Birstall's bakery calendar. The judging panel were astounded by the selection; in particular the ‘Best decorated’ category which caused much discussion between the judges. Entries were even more creative than ever and there were some fantastic tasty contributions from  the young bakers in the under 16’s category.  

HIGHCLIFFE AMATEUR THEATRICAL SOCIETY (HATS) PANTOMIME 2017 “Paint the Town Red”. An original script written by 2 very talented members of HATS, Phillip Walton and Elaine Hunt - November 23rd, 24th and 25th. As the saying goes, doesn’t time fly when you are having fun. And my word, the cast has been having the best time ever rehearsing for this amazing original pantomime. We are truly lucky to have such talented members to write this “different” play. Forget about the traditional pantomimes and let your imagination transport you back to the “Wild West”.

Coffee Morning at St. James Church On Saturday 21st October, from 10.00a.m. to 12 noon, we will be holding a very special coffee morning in the community area of St. James Church, Church Hill, Birstall. In addition to the coffee and cakes there will be a raffle, and a sale of new (and good as new), clothes, jewellery, hats, scarves, shoes and handbags. This is a pantomime full of adventure, action and fun, with lots of different characters, and some original songs too. It will transport parents and grandparents back to the days of the old Westerns. Who said we always have to look forward, it is sometimes good to look back on your memories and to introduce your children/grandchildren to the things you used to enjoy as children. I am not sure who is going to like this the most, it will be a fantastic play to bring the young and old (oops, more mature) together, to laugh and clap and shout out. So, what characters are you likely to see?? No fairy godmothers I am afraid, no big bad wolf. You will be astounded at how clever the script writers have been in introducing characters to this play. Yes, there are some cowboys and saloon girls. But then, not forgetting this is a pantomime, there has to be some reference to Christmas doesn’t there. So look out for the unexpected characters, see how many different ones you can spot. Never in your life would you expect to see the people you will meet in this show. And yes there will still be the usual expectations of participation, boos and hisses etc. And that’s just the cast to the audience. You can respond if you wish too. Oh yes you can!!!!!!!!!!. And please feel free to laugh at the jokes, we all love a good joke, and panto jokes are renowned for being hmmmmmmmmmmm, what can I say, “obvious, hidden, corny, hilarious, childish”. Yes, all of those. I am sure you will recognise them and respond appropriately. So, now I have set the scene, all you have to do is buy your tickets, sit back and enjoy the show. Leader announces he will be stepping down Cllr David Slater has announced he will be stepping down as leader of Charnwood Borough Council in November. Cllr Slater has been at the helm for seven years but says now the time is right to handover to someone new. He will formally resign as leader at the full council meeting on November 6 and members will vote on a replacement. Cllr Slater said: “I have to consider what is in the best interests of the Council and I feel after seven years that the time is right to step down as leader. “I am incredibly proud of what the Council has achieved while I have been leading it and I would like to thank my fellow members, staff and partners for their support. “Leading the council has been a challenge, but an enjoyable experience and I wish my successor all the best for the future. “I will continue to remain a councillor at Charnwood, serving the residents in the Quorn and Mountsorrel Castle ward and the Council in whatever capacity the new leader asks me to.” Cllr Slater, 69, joined Charnwood Borough Council in 2001 and became leader in 2010 having previously served on cabinet as lead member for housing and planning.

Birstall and District Art Society Annual Exhibition 2017 For the first time this year, our Exhibition will take place over two days, Saturday 4th November and Sunday 5th N o v e m b e r, rather than the three days of pre vious years. The Exhibition will be formally opened by Cllr Ann Marshall, Chair of Birstall Parish Council. She will also be presenting the 'Mary Houghton Rose Bowl' in the Abstract & Experimental category (Mary's favourite genre), which has been generously donated by the Parish Council in memory of the late Mary Houghton, who was a well known and highly respected Councillor and active member of the community. Self-access libraries set for roll-out 'Smart' libraries are set to expand across the county, after a successful trial Self-access technology is due to roll out to 15 libraries across Leicestershire as part of wider plans to save ÂŁ1.3million. People who’ve registered to take part would use their library card to access the buildings, in order to borrow, return and renew items or use the public computers, wifi and printing and copying facilities. The move could increase opening hours and follows a successful trial at Syston library. Self-access technology makes it more convenient for people who work during the day or on shifts, plus parents who want to take their children to the library on the way to school. During the four-month trial in Syston, opening hours increased by 30 hours a week and a number of people enquired about using the venue for community activities. “We have a good track record in delivering libraries differently. Despite the financial pressures, the roll-out enables us to extend the benefits seen in Syston to thousands of residents. Councillor Richard Blunt, cabinet member for communities and wellbeing ‘Smart’ library technology would be rolled out at 15 of the 16 market town libraries: Ashby, Blaby, Birstall, Broughton Astley, Coalville, Earl Shilton, Glenfield, Hinckley, Loughborough, Lutterworth, Melton, Oadby, Shepshed, Syston and Wigston Magna. This would save ÂŁ230,000. The collections hub would house archives, museums collections and educational resources, replacing five current venues – a report would be brought back to cabinet in early 2018. The ÂŁ1.3m savings are due to be made by 2020/21.

Kind-hearted individuals are being asked to step forward and become foster parents for vulnerable children and young people in Leicestershire. Leicestershire County Council is running two events next month to try and encourage people to open up their homes to children in need. The informal evenings, set to be held from 6.15pm to 8pm on Wednesday, 25 October, at County Hall in Glenfield, will provide prospective foster parents with an opportunity to meet and talk to carers, as well as the council's fostering team. Before embarking on the fostering journey, many prospective fosterers will no doubt have a number of questions. End of Season Report The outdoor bowls season has now drawn to a close. The final event at St Margaret's Co-operative BC was held Sunday 1st October. We call this Memorial Day and we play for a trophy which was provided by the family of John Cort, who played for the club for many years.

The format for the event was triples, with sides drawn out of a hat from the 36 players taking part. There were 5 matches spread over the day, each played to 7 ends. The picture shows the winners; Liz McMillan, skip Jim Bass and Pat Dobson with the John Cort trophy. Over the season the club has supported our President's charity, the Brain Tumour Charity. In September an evening entertainment was held which alone raised £640. Many of the events organized by our President, Mrs Val Funnell, were not exclusive to the bowls club but Val and her husband Terry, also a keen bowler, have put in an incredible amout of work and the total raised in the year will be in excess of £10,000. Christmas craft fair will raise vital funds for local charity On Sunday 12 November 2017, local charity the Joe Humphries Memorial Trust will be holding their annual JHMT Christmas craft fair. The event, at the Rawlins Academy in Quorn, will run from 11.00am-4.30pm and will be a chance for Christmas shoppers to choose from a range of unique gifts made with skill, love and care by talented local artisans. We will have a wide range of beautiful items for sale such as jewellery, shabby chic furniture, home wares and accessories, paintings and artwork, glassware, candles, cards and even children’s books written by a local author. Angie Humphries from the Trust said: “The Joe Humphries Memorial Trust was formed out of the tragic loss of our amazing son Joe, a fun-loving, Rothley lad who was a talented artist. “After the success of last year’s craft fair, the demand for stalls has been so huge that we’ve had to move to a bigger venue. We are delighted so many talented local crafters and producers are so keen to showcase their talents in aid of Joe’s Trust ( JHMT). “The chasm which was left by Joe’s tragically sudden death can never be filled, but Joe’s legacy is the fabulous work of the Trust created in his name. “Thanks to the amazing work of Joe’s army of helpers and volunteers, we have achieved so much in a short time. But there’s still so much to do, and by coming along to our Christmas craft fair, you too can help us a little further along our journey.” The craft fair is free to attend and everyone is welcome. Monthly Report from Councillor Renata Jones Another month has flown by, and I've attended full council, policy scrutiny committee, and performance scrutiny committee meetings. My ward colleague attended surgery, and unfortunately I was unable to attend the latest, as I was at a conference. I met other councillors from other districts at said conference, and heard a lot of best practice as used in other boroughs and districts, and I hope to bring those ideas to help develop our borough council. I also attended member training and development panel, and training for members of plans committee. One resident to surgery was concerned by a live planning application for 10 houses in Hallam Fields, reference P/17/1817/2. I have some concerns and some unanswered questions regards this application, so I had 'registered a call-in', which means I've asked for further scrutiny by committee, prior to hearing from this resident. Another has written with their concerns since too. If you have any comments, concerns, or compliments, do feel free to email planning at council and cc in myself and ward colleague for support. We've had a win, and got a new bin installed near a footpath, 'don't muck around' campaign signs installed, and seen a reduction in dog mess left as a result. You can now be fined up to £100 for leaving dog mess. Please clean up after your pet, especially now it's even easier to do with new additional bin. At full council I presented a petition given to me, signed by a large number of residents, which called on council to adopt unadopted open space. Petition read: Petition to Renata Jones, Edward Argar, and Sajid Javid. Petition against the service charges on freehold properties in Cedar Walk housing estate, Birstall, Leicester[shire]. Our community has come together to demand that the [council]... adopt the maintenance of green areas and roads in the Cedar Walk housing estate in Birstall. The housing estate consists of 108 properties, the vast majority of which are freehold except two blocks of leasehold flats. [Developer name]... completed all the building work and left the site in 2015. However, two green areas have not been adopted by the council but are managed by a private company [named]... All the

residents are bound to pay service charges to upkeep the housing estate. The service charges are ever increasing and the management company gets approximately a third of the total service charges. The majority of the residents pay council tax bands of C, D, and E, which are relatively high rates of council tax in Birstall. We strongly feel that the council tax we pay includes most, if not all, of the service charges we are charged for by [company name]. We believe it is now the responsibility of the [councils] ...to take up the maintenance of the green areas and other amenities similar to the other areas in the county. Also, if [developer] initially didn't agree to transfer the green areas it is now the time to reevaluate the planning documents as this is in the best interests of the residents in Cedar Walk housing estate. We would appreciate it very much if all the parties involved would come together and give us a fair and feasible solution as we would like to enjoy the same benefits as other freehold property counterparts in the county. We have all signed below to show that we feel strongly about having to pay service charges on our freehold properties and hold the same opinion about service charges in Ceder Walk housing estate; We understand that copies of this petition will be forwarded to [councils and elected representatives]...' There were 66 signatures on this petition. Initial response: 'I write to confirm receipt of your petition by this Council on 04.09.2017, submitted by Councillor Renata Jones and relating to The Service Charge on freehold properties in Cedar Walk, housing estate, Birstall, Leicester[.] The petition has been forwarded to the appropriate Head of Service who is [officer name] and who will provide you with a response. charges on the Cedar Walk Estate, Birstall. Please find my response below: Developers of new estates are required to provide elements of critical infrastructure that are needed to support the communities that are going to live in the houses provided. This is covered in an agreement between the Council and the developers called a section 106 agreement. Section 106 is the relevant section of the Town and Country Planning Act that refers to the provision of facilities for residents. Developers can either provide the necessary facilities within the development, at their own cost, or provide funding to public bodies to deliver facilities “off-site”. Where open spaces/sports pitches are provided within the development, the developer can choose to transfer the ownership and/or maintenance of the open spaces/pitches to a management trust/ company. Where this happens, residents are usually charged a management/service charge to cover the costs associated with maintaining the area. Developers are under no legal obligation to transfer the land to the Council or other public body. The requirement for residents to pay a management/service charge should be flagged to the new owners by their solicitor as part of the conveyancing process. Alternatively, developers can offer the open space/pitches to the Council (or parish/ town council) for adoption. Where the land is transferred to the Council, the developer is required to pay a commuted sum for the maintenance of the land for a period, usually 15/20 years in length. The commuted sum is paid for the whole period, at the point at which the ownership of the land/facilities is transferred. This Council’s requirement for developers to pay commuted sums was established in a report to the Cabinet on 9 August 2001 entitled “COMMUTED SUMS AND OPEN SPACE ADOPTION”. The Council cannot accept the maintenance obligations of open spaces in new developments without a commuted sum being paid as this would be unaffordable.

The amount of open space that developers are required to provide is set out in the Council’s Open Spaces Strategy. The Open Spaces Strategy does suggest that the Council will seek to promote the adoption of open spaces by parish/town councils or other management bodies and this is the preferred route for new developments. This does not prevent the Council from adopting any open spaces and adoption is considered in cases where the developer is willing to provide a commuted sum for the maintenance of the open space for a period of time (usually 20 years). The wording contained in most agreements is that the land is transferred to Charnwood Borough Council, or their nominated body. The Council is still adopting open spaces from historic and more recent section 106 agreements.

Well we are heading into autumn and now is the time to think of the animals and wildlife that share our world as they start to increase their reserves to ensure that they survive the winter months. With a little time and effort we could all make a difference to the wildlife that might visit our gardens at this time of year.

Don’t forget to store all materials for burning away from the bonfire site and then move the material to make a safe bonfire a small distance away.

Feeding the birds: Why not make or buy a variety of foods to help the wild birds to survive the autumn and winter months? Bird cakes are quick to make and there is the added advantage of you being able to clear out your cupboards.

Thirty six drivers from all the surrounding counties and Leicestershire came, some travelling considerable distances before tackling the actual run which covered about 79 miles! The ages of the cars ranged from the 1920s to modern day classics. This year the route went from The Gate Hangs Well, Syston along country lanes through the Charnwood Forest eventually arriving in Derbyshire at the Barton Turns Marina for a comfort stop and refreshments for those who fancied a bacon butty or even full English breakfast! Then it was on to Calke Abbey, once again along minor roads some with spectacular views, including Breedon Church and, in one place, a tepee. A special area was set aside for the cars to enable other visitors to enjoy the sight. Sadly, there was no sunshine but, thankfully, there was only a small amount of rain towards the end.

Parents with children due to start at secondary schools in Leicestershire next year are being encouraged to apply for places at their preferred schools by Tuesday, 31 October. They are being signposted to the county council's website at https://www.leicestershire.gov.uk/admissions to find out more and to start the process. “Last year, 97 per cent of Leicestershire parents submitted an online application and we encourage people to use this approach. We also want to remind parents that there is no automatic entry to any school so it is very important for applications to be submitted before the closing date of 31 October” Councillor Trevor Pendleton, county council support member for children and families To further support parents in reviewing schools and making their shortlist, a new interactive ‘Your Guide’ to education has also been launched - again available on the schools admissions page of the website - to help them focus their search and make the right decision. Schools also hold open evenings for parents to view their facilities and speak to teachers. These can be useful in helping parents to determine the best school for their child. Parents should contact a school directly to find out more information about the evenings.
