KIRBY MUXLOE RESIDENTS FIGHT BACK There is hope yet for democracy! On 26th June Blaby Development Control Committee refused planning permission for Taylor Wimpey to build 88 houses on the fields adjacent to Barry Close in Kirby Muxloe. Why? – because the Kirby Muxloe Residents’ Action Group (KMRAG), with a number of dedicated committee members leading the way, gathered a formidable stack of evidence to demonstrate why this development was such a bad idea. The main issues were the impact on road safety and air pollution, the destruction of wildlife habitat (the area is an official Local Wildlife Site) and green space enjoyed by local people, the lack of adequate infrastructure e.g. doctors’ surgeries and Primary School, the danger of an unmanned, unlit level-crossing as the main pedestrian and cycle access to local amenities, and the increase in flood risk. KMRAG also pointed out that contrary to the recommendations of County Council Highways and Ecology departments, there were clear problems with the scheme. Moreover, the plan to build 88 houses on a site where permission to build just 14 had previously been refused did not make sense. The Planning Meeting on the 26th June was standing room only and Kirby Muxloe residents clearly objected passionately to this development. This demonstration of public opinion, along with well-researched arguments voiced by representatives of KMRAG, Kirby Muxloe Parish Council and our Blaby Council representative won the day.
Whilst acknowledging the need for more (affordable!) houses, communities need to be watchful. Who will protect green spaces if not the communities that use them? Greenbelt is disappearing and villages are being swallowed up by neighbouring cities. Kirby Muxloe is now part of the so-called Principal Urban Area for Blaby. Barry Close was simply an outline planning application and appeals are always possible. If we care about our green spaces and our villages and do not wish to become just a suburb of Leicester we need to be ready to make our case. Doubtless Kirby Muxloe and other villages like it will be the location for further planning applications. The chosen sites may not be on everyone‘s doorstep but the impact will be felt throughout the community. Once our green spaces have gone they are gone for good. This local victory proves that it is worth while fighting to protect our village. Watch this (green!) space!

Desford plane off for assessment by aviation firm An aviation company is to carry out checks on a Second World War aircraft built in Desford . . . with a view to possibly getting it back in the air. For the past six months, Leicestershire County Council has been working closely with Windmill Aviation on the possible restoration of the Reid & Sigrist ‘Desford’ aircraft, which is among the collections at Snibston Discovery Museum in Coalville. The de-assembled plane, built in 1945, was today being transported to Windmill’s workshops in Northamptonshire so the company can further assess its condition to establish if it should consider launching a public appeal to try and get it back in the air.

It is far from comfortable viewing, but 12 Years a Slave's unflinchingly brutal look at American slavery is also brilliant – and quite possibly essential – cinema.
Richard Blunt, the county council’s cabinet member for museums, said: “This aircraft has a varied history as a training plane. Windmill want to find out if it could fly again and they have already raised funds to carry out some of the initial assessment.” Reid and Sigrist, who were famous for producing navigational instruments, including the “artificial horizon”, arrived in Leicestershire when they took over Desford Aerodrome in 1936 and re-developed the airfield as a training school for R.A.F. pilots. R & S also created the “Link” flying training simulator, and in the post-war period they produced the “Reid” camera – derived from the German Leica and fitted with Taylor-Hobson lenses made in Leicester. R & S built two aircraft, one before the war (the “Snargasher”) and one in 1945. The later machine, a twin-engined trainer called the “Desford”, failed to sell and was eventually acquired for use as a flying test-bed by the Royal Aeronautical Establishment. This unique aeroplane was converted in 1949 as the “Bobsleigh” with a modified nose for Prone Pilot experiments in which the pilots lay on their stomachs to fly the aircraft. The experiments were intended to establish whether high performance aircraft would be better piloted in a prone rather than seated position. The aircraft was subsequently used for air survey work until preservation in the early 1970s.

Bloor Homes Appeal. Residents will be reminded that following a lengthy judicial review bought by Bloor Homes in respect of the decision by a Planning Inspector to uphold the refusal of planning permission. This decision, given on the 22nd January 2014, was challenged by the Appellant on five grounds, two of which related to the Inspectors approach to housing land supply, the other three being based on prematurity, green wedge and sustainability. Save for one narrow argument relating to housing land supply, all of the Appellants arguments were rejected by the court. The single argument that was accepted related to the Inspector's failure to deal with the Borough Council's need to make a 10% discount on larger sites calculating under the Sedgefield method of calculating available land for development. Therefore, the original appeal decision was unsafe. What this means to us all is that this decision will now have to be looked at again. As the Lib/Dem Administration at HBBC finally conceded that they do not have a 5 year housing supply which with the 10% turns into 6 years, the Appellants have a case that the Borough as a whole needs to provide more land and ultimately, more houses. Both Ratby and Groby Parish Council's (at our suggestion) agreed to obtain yet again the services of Mr Simon Stanion, an excellent planning lawyer who has helped us in the past. At his instruction, we submitted written representations to the Planning Inspectorate on the basis that the previous High Court Judge ruled that only the issue of the housing supply should be looked at again. This, however, has not been looked upon favourably and therefore a full enquiry will take place again with times and dates to be confirmed. Whilst Ratby seems to be under siege recently by developers, we are encouraged in fighting this yet again not only by the Judge's comments but also your support. Planning Application - Cawrey Homes. Whilst Ratby residents continue to object to this proposal in their hundreds, it has now become apparent that discussions have ensued between the applicant and planning officers at HBBC without our prior knowledge. Whilst the original application for 134 dwellings on land north of Markfield Rd was submitted with only a 30% provision for affordable housing, 10% less than our saved policy on development in the rural areas of 40%, it now transpires that a new request because of

viability has been put forward by Cawrey Homes of only 20% together with a suggestion by planning officers at HBBC that the application goes up to 158 to meet the need of affordable housing requirement. We feel that this is detrimental yet again to the village and totally fails to encompass the specific need to provide affordable housing to enable younger residents to remain in Ratby but also sells out Ratby because of a failure from the administration at HBBC to protect us from aggressive development that is neither wanted nor needed. Recycling Changes. The Borough Council Administration has decided to change the way that households within the Borough recycle. They have not consulted with Councillors before implementing their new measures and we have received numerous complaints. You can no longer recycle any plastic bags. They will no longer accept the black plastic food containers that ready meals, vegetables and meats are packaged even if they say recyclable on them. Officers tell us the contractor will not accept these articles. Neighbouring Councils such as Blaby and Charnwood provide a simple uncomplicated recycling service for their residents collecting all materials that can be recycled in one container for sorting by their contractors. Land fill is bound to increase and have a knock on effect with more rubbish going into our Black Bins. The Conservative Group will be taking this up with the Chief executive and raise the issue at Full Council.
Please see a guide below to what you can recycle under the new system. The Council has informed us that from early August they will monitor the Blue Bins contents more closely and bins containing incorrect items or items placed in the wrong area of the bin/caddy will not be emptied. This is what officers have said. When a bin is not emptied for the first time, a label will be fixed to the bin giving residents advice on how to recycle correctly, and directing them to the bin sticker and the website, for more information / guidance. We do not have the resources to return to collect bins a second time. Therefore residents will be asked to sort their bin and present it again on their next scheduled collection day. Residents will also have the option of taking materials to local bring sites or the Civic Amenity sites in the interim. When a bin is not emptied for a second time, a letter and recycling guide will be sent to the resident. Should residents still not be recycling correctly then after the third or fourth non collections, a home visit will be made by a waste management officer to help the resident resort their bin and give guidance on how to recycle correctly. After a fifth occurrence of the blue lidded bin not being used correctly the bin will be removed to prevent further incorrect recycling. Bins will be returned providing the resident signs an agreement agreeing to recycle correctly in the future. We would not expect this to happen in many cases.

Traveller Horses Fielding Lane Area. Residents are constantly having problems with Traveller horses entering the village from the fields of Sacheverell Way coming across the motorway bridge and into Fielding Lane and the surrounding area this is happening far too often sometimes most nights. This is a safety issue as they could injure someone. We have been in contact with the Land Owner and the Farmer who leases the field and even the owner of the horses who alleges people are damaging his fences to allow the horses to escape. We have spoken with the police also and we dread to think how many man hours the police have lost herding up this horses and putting them back in the field. The field the horses come from is in Glenfield it’s entered via a very long track off Sacheverell Way. We have been asking all parties to put a secure gate or kissing gate in place to stop this. We have also spoken with the police. We believe a solution has now been agreed Ozzy has spoken with both the County Council and John Cawrey who is completing building the Fielding Lane extension. John will purchase a kissing gate to go in the field next to the Motorway footbridge and the County will pay to install it. The sooner the gate is put in place the better. The residents have been suffering from this issue for far too long. Youth Groups Urged to Apply For Grant Organisers of voluntary groups or charities working with young people in the borough are being reminded to apply for funding to support their work before applications close at 12 noon on 29 August. The Borough Council can now make grants available to organisations that work with young people in this area thanks to funding devolved from Leicestershire County Council. The fund – called Early Help Grants 11 -19/24 - reflects the age range which is 11 -19 and up to 24 for
young people with learning difficulties. The funding is available until the end of March 2015. The grants will be allocated to support a number of different projects across the borough to enable as many young people to benefit as possible. Priority will be given to projects that aim to prevent youth offending as well as organisations that support young people experiencing issues with self-harm or homelessness.

Kirby Muxloe Local History Group The Kirby Muxloe Local History Group meets generally 6 times a year, and membership is open to all. Visitors are always welcome to all our meetings, which generally take place in St. Bartholomew’s Church Hall, Kirby Muxloe and start at 7.30 pm. Details of the dates of meetings, together with the topics that will be covered, are shown on the notice board in Kirby Muxloe library as well as on the Group’s web site: www.leicestershirevillages.com/kmlhg Saturday 19th July saw the Kirby Muxloe Local History Group visit Bede House, the pretty village of Lyddington and finally on to Oakham. Bede House started life as the wing of a palace belonging to the Bishops of Lincoln. Sometime before 1600, it was passed to Sir Thomas Cecil, son of Queen Elizabeth's chief minister, who converted it into an almshouse for 12 poor 'bedesmen', who were pensioners or almsmen whose duty it was to pray for their benefactor. Also resident were two women to look after them. All had to be free of "lunacy, leprosy or the French pox" ! There was such a contrast between the small "cells" of the bedesmen and the Great Chamber of the former Bishop on the first floor, with its beautifully carved ceiling cornice. The adjacent church was also a delight to visit. After a splendid lunch at the local pub, the weather was kind and so many of us walked around Lyddington - an extremely picturesque and historic village. Then finally, with the rain still staying away, despite the forecast, we headed for Oakham, where everyone was left to "do their own thing". We found a Farmers' Market and a Craft & Antiques Fair, in addition to Oakham Castle and local shopping, so plenty for all to do. The next meeting of the Group will be on 18th September, when Clive Rushby, and friends, will be talking about ‘the Home Guard’. The Group are always looking for photographs of people who have lived/worked in the village and events that have taken place in Kirby Muxloe.

All the money we raise help fund vital new treatments and we have now taken the ultimate ‘Race against time’ challenge to help fight for this generation of boys… for the first time ever the science is looking hopeful. Since we launched our charity at the 2012 golf day that September, we have raised £120k and we continue our fundraising efforts with many events planned in the up and coming months. Wildflower grants available for green spaces Community groups and landowners are being invited to take advantage of a summer grants scheme to encourage people to create wildflower meadows. Each applicant can apply for up to £250 worth of seeds, bulbs and plugs to use in parks, open spaces and countryside areas under the Plugs for Bugs scheme. Andy Jackson, Project Manager at the county council based Stepping Stones project which is offering the funding, said: “Wildflowers can really brighten up your local community and improve the quality of green spaces for people and wildlife. “Wildflowers and long grasses are important as they provide much needed habitats for insects and butterflies. “Community groups and farmers as well as parish and town councils in the Stepping Stones project area can apply to the scheme. Family event to remember Charnwood’s WWI heroes A MAJOR family event is being held in Loughborough to mark the centenary of World War I and to remember the 478 local heroes who died for their country. Charnwood Borough Council has organised the “We Remember” event in Queen’s Park between 3pm-6pm on August 9, 2014, to commemorate the start of the Great War which raged from 19141918. The park will be packed full of interactive exhibitions, actors in uniform telling real-life stories of fallen soldiers, family activities, a vintage tea party, live music and performances. Mel Gould, who manages the Loughborough Carillon Tower and War Memorial Museum, said: "By the end of the First World War nearly every family in the land had been, in some way, affected.
Fathers, sons, brothers and uncles, killed or damaged both physically and mentally. "They made that sacrifice in the belief that they were opposing tyranny and however some historians view the events of WWI we, their successors, have a sacred duty to honour their memory." Councillor Stephen Hampson, the Council’s Cabinet Member for Leisure and Culture, said: “Nearly 500 local heroes were killed in the conflict and it is important that we never forget their sacrifice. “Our We Remember event is just the start of our commemorations in Charnwood over the next four years and we hope people will find it educational, interesting and interactive.” Details for the event are still being finalised which the Council will release soon.

Charity searches for new recruits in Leicester Number with dementia due to rise in Leicestershire and Rutland over next decade. People in and around Leicester are being urged to help Alzheimer’s Society to support people living with dementia. The charity is looking for volunteers for its Side by Side Befriending Service. Volunteers would need to give up to four hours a week to support people in the early stages of dementia. There are already thought to be 12000 people with the condition in Leicestershire and Rutland. By 2021, that number is likely to reach 16000. Suna Tilley from Alzheimer’s Society in Leicestershire and Rutland says: “The Side by Side service provides stimulation for people with dementia, which could be mental or physical. It may be companionship, such as sitting and having a cup of tea or it could be helping and joining them in an activity or hobby. The service is important because it reduces people’s feelings of isolation.“

Village pub goes back to its roots and celebrates the very best of Leicestershire produce A village pub in Leicestershire will retrace its history as part of an overhaul aimed at celebrating local life. Chef Patron, a fine-dining restaurant in the village of Thurlaston, has undergone an extensive refit and re-opened on July 29th as The Gun Dog, focusing on good quality pub food and locally brewed ales. The venue, which dates back to the Sixteenth century, was previously called The Jolly Sportsman, The Dog and Gun and Poachers Bistro and owner Julie Walmsley believes the rebrand will help return the pub to its roots.
She said: “We want to give the village a pub that champions our surroundings. We are lucky enough to be at the heart of the beautiful Leicestershire countryside and we want to celebrate that.

David Walliams calls on people to support Rainbows Hospice in its World Record attempt Comedian and author David Walliams wants people to help create the world’s biggest rainbow for the East Midlands’ only children’s hospice by adding a splash of colour. Mr Walliams, who is a patron of Rainbows Hospice for Children and Young People, wants people to celebrate the charity’s 20th birthday milestone by helping to smash a world record. To get involved, people can share a bright photo selfie online or write a birthday message on a special coloured postcard. The selfies and postcards will then be laid together to create the giant rainbow, which will be displayed later in the year at a venue in the East Midlands. The charity hopes to break the record for the world’s biggest postcard mosaic, which currently measures 453.37 m² and was created by students from The Camford International School in India.

LCC Proposed Communities Strategy LCC has launched a consultation with the public to seek their views to shape the future vision and strategy of working in partnership its communities. The strategy aims to ensure our work supports vulnerable people, helps communities access, design and provide services and provides effective commissioning of and support for the voluntary sector. Please make every effort to participate in this consultation. http://www.leics.gov.uk/ communities_strategy.htm Extra £3.4 million for Leicestershire Schools On top of £17.2 million to support Leicestershire schools already announced by central government, an additional £3.4 million was announced by the DfE. This means the total schools’ spend in Leicestershire will be £360.2 million in 2015/16 up from £339.7 million in 2014/15. Leicestershire still remains the lowest funded local authority for education in the country. It is interesting to note that County pupils receive funding of £4237 per capita (up from £3395 last year) and Leicester City school pupils receive £4693 per capita. I will continue to campaign for a fairer funding formula for Leicestershire schools. A Century of Stories The County Council has won Heritage Lottery
Funding for a project to focus on the ongoing effects of the 1914-18 war and how the deep rooted social, cultural, community and personal consequences are still felt today. It is called “A Century of Stories” and is asking Leicestershire residents, schools and community groups to research their own connections to the First World War. So, if anyone in Ratby has any interesting stories about their family involvement in the war, or how the villages were involved in the conflict, or how communities kept themselves going in a time of war, we’d be delighted to hear from you. Please do get in touch, you can email centuryofstories@leics.gov.uk with your thoughts or get in touch with me and I will forward them. The beautiful weather helped to make it a really memorable day for everyone (even if the sunshine did make some of the big cats rather sleepy and prone to hiding!) As well as being able to see favourites such as the penguins and orangutans, the recent success of the zoo’s breeding programme also meant that the children were able to see a baby elephant, gorilla and even a bonobo. The children of Year 1 and Year 2 would like to thank all of the volunteer adults who joined and helped us on the day, making this trip possible.

Regardless of where you’re travelling, abroad or in the UK, a holiday can be good for you. But not all holidays are a healthy experience. The Nuffield Health charity found that holidays can be beneficial to people’s health. A series of clinical and psychotherapeutic experiments revealed that holidays can reduce blood pressure and improve sleep quality and stress levels, the effects can continue for at least 2 weeks after returning home. This does raise a question, would we all live longer and healthier if we were on a permanent holiday? Unfortunately the answer to that is no, it is the break from your regular routine and having a relaxing environment which contributes to the health improvements. I’m sorry to say, the effects would diminish if the holiday was permanent. Not all holidays are a healthy experience. In a recent survey by Trip Advisor, 60% of UK travellers admitted to drinking more than normal while away, 58% admitted to overindulging in food, and 34% of the British public said they didn’t feel refreshed or reenergised after the holiday with 11% saying they felt less healthy. So Holidays can improve your health, but only if you are responsible during your break. The Association of British Travel Agents’ latest Consumer Trends Survey found a rise in late bookings to warm destinations. While last minute bookings can be a bargain, it is important not to ignore your health. A recent survey found that up to 48% of people needed to visit a pharmacy while on holiday. If you plan ahead you can prepare for most eventualities without the need of seeking Providing Excellence medical advice while away. When booking a holiday destination always allow for enough time to get all the necessary vaccinations. This can be tricky especially when booking last minute. Here are a few tips for healthy trips: Avoiding insect bites – You should always pack an insect repellent, preferably with DEET

(N,N-diethyl-meta-toluamide). This has been used for over 65 years, originally developed by the US military. DEET deters mosquitos and other insects due to its smell. Recent laboratory experiments have shown that mosquitos may be becoming to DEET resistant after 1st exposure, but it has not been shown in an actual increase in bites with DEET wearers. So it is still the preferred choice. Allergies – Antihistamines are a useful holiday staple with a wide range of uses, including skin rashes, reaction to stings or insect bites. A real must for your holiday bag. If you are a severe allergy sufferer, do not forget your adrenaline pen and make sure it is in date.
First aid supplies – It is important to take a basic holiday first aid kit with you, it should contain things like adhesive plasters, nonadhesive dressings, pain killers and antiseptics. First aid kits will vary from person to person due to specific needs. If you are unsure of what to pack we can advise you on a bespoke first aid kit for your trip. Digestive upsets – Going to hot and/or exotic destinations increases your risk of contracting

stomach bugs. It is essential to have an antidiarrhoeal remedy such as Loperamide also known as Imodium. It is also advisable to pack oral rehydration sachets such as Dioralyte as it helps the body replace lost water and salts quickly due to sickness and diarrhoea. Sun safety – This is now a vast subject, the desire for tanned skin is increasing despite public health warnings against sunbathing. According to Cancer Research UK, it isn’t only regular sun seekers who are at risk of skin cancer; getting a painful sunburn just once every 2 years can triple your risk. It is important to protect your skin using shade and clothing. Also apply a high factor sunscreen very generously. There are many types of sunscreen available today, the one you choose will vary depending on your skin type/colour and sun strength, but be sure that the cream used contains both a sun protection factor (SPF) and UVA protection. Some moisturisers feature SPF but no UVA protection, avoid these if possible as your skin may still be damaged due to UV rays. Sore lips – If you are prone to cold sores, be sure to pack a suitable remedy. The sun acts as trigger for cold sores. To help prevent the outbreak, use Blistex Cold Sore cream, it contains docosanol which prevents the virus from entering the cells, thus preventing cold sores. You can also use aciclovir or penciclovir for when you get an outbreak. It is also wise to use lip balms which contain UV or SPF factors to provide additional protection from the sun’s UV rays. ENDANGERED SPECIES! Hedgehog Street
Although the hedgehog is amongst our most treasured wild neighbours it has sadly been declining for decades at a rate to rival the endangered tiger, at least in the UK (it is listed as Least Concern by the International Union for the Conservation of Nature). Clearly something is going wrong. As the hedgehog was added to the national Biodiversity Action Plan in 2007 and the Hedgehog Street campaign commenced in 2011, with a national survey being amongst its numerous targets, action is being taken but it does need support from people all over the UK. Sadly we do not even see many hedgehogs on the roads either. This can be down to a number of factors but apart from intensive farming removing hedgerows and new developments taking place it is also thought that people’s garden practices may play a part – hedgehogs need a large area for foraging and finding a mate but because of fenced in gardens they cannot travel and become trapped. This will also limit their opportunity for finding food, especially with the trend over the last few years of paving gardens over and erecting decking instead of having natural planting. How you can make a difference: • Talk to your neighbour to create a small hole under the fence or wall of around 5” square (13cm) • Create an untidy area in a corner of your garden and provide shelter with a sideways turned large plant pot or a custom built hedgehog house covered in branches and leaves • Encourage hedgehogs into your garden with bowls of fresh clean water and a little dried cat food • Do not use slug pellets which can kill hedgehogs – instead let the hedgehog do the work for you as they are the best predator of slugs You can pledge a Hole by visiting the Hedgehog Street website and place this on the national map. There are currently around 30,000 hedgehog champions nationally – let’s get more.
