to all of the new Foundation Stage children at Ratby Primary School Forty eight children have started school this year in the Rainbow and Sunshine Classes and we are absolutely delighted that they have all settled in so happily! This is how one of the children described their experience – “It’s really fun and you can learn everything at school!� Most of our learning so far has been through the traditional story of Goldi-locks and the Three Bears.
We had to find clues to the story on the playground and we have retold the story with puppets and role play, identifying the main events and talking about the characters. We have done lots of bear counting and sorted different sizes of bears.

We even had an bear come to visit us for breakfast! We followed a recipe to make our own porridge which most of us thought was delicious, although a few children did not really like it.
Parents and Carers were invited to Stay and Play this week and we all had a lovely time playing and sharing our Learning Journeys. The children really enjoyed sharing their work with such special visitors.

Join in with family art festival this October Immerse yourself in a day of arts, craft and culture at Countesthorpe Community College this October. Following on from the successful Arts in the Park at Bouskell Park last year, voluntary group Active Arts has teamed up with Blaby District Council to host a Family Arts Festival, taking place on Saturday 18th October, 10am – 4pm. In attendance will be the Blaby Drama Group, the Utterly Butterly ukulele project, the Blaby Society of Artists, and the Leicester Forest Photographic Society. The Blaby Society of Artists will be holding their annual art exhibition and the LFE Photographic Society will have an exhibition and drop-in workshops for people to come with their cameras for advice. There is also a children’s photography competition open to young people aged up to 19 years of age with prizes. Competition details and how to enter can be found on the Active Arts website, www.activearts.org.uk the closing date is the 10th October 2014.
Ian Paterson, Chairman of Active Arts, said: “We hope to attract family groups and adults to join in a wide variety of craft and sporting activities, many of which are completely free and run by local community groups for people of all ages. These sessions will include kurling, skipping, woodlarks and woodland crafts, fun dance workshops, drumming and musical workshops, Xplorer family sessions, Messy Church, make a ukulele, fun family drama workshop, Origami, face painting and balloon modelling, the Morsbag team and The Big Draw – drop-in drawing fun.” Local performing arts school Theatretrain Leicester are performing a showcase in the College Theatre from 2.30 pm to 3.00 pm. There will also be a range of payable craft workshops that can be booked in advance for families and adults including cup cake decorating, felt making, fabric dye fun and adult beginner watercolour painting. The Kirby Muxloe Local History Group The Kirby Muxloe Local History Group meets generally 6 times a year, and membership is open to all. Visitors are always welcome to all our meetings, which usually take place in St. Bartholomew’s Church Hall, Kirby Muxloe and start at 7.30 pm. Details of the dates of meetings, together with the topics that will be covered, are shown on the notice board in Kirby Muxloe library as well as on the Group’s web site: www.leicestershirevillages.com/kmlhg The History Group supported the Kirby Muxloe Village Fun Day on 14th September with a stand in the Village Hall. To reflect the commemoration this year of 100 years since the outbreak of World War I, we diplayed photographs, articles, postcards and posters relating to both World Wars. There are still many people in our village who have memories of World War II – both good ones and bad! We are always keen to hear about people’s experiences, since it is important that we remember those who served on our behalf. We are also trying to ensure that we have at least a brief history of the people whose lives are commemorated on the village War Memorial. Perhaps you can help ? Can you tell us anything about any of the following : R Lewis, B Morris, H W Smith, R Smith, P A Smith These are all names that appear on the War Memorial, but we know little about them. If you can tell us who these gallent people were, please contact me, Mike Gould, by email (mike.gould@ndirect.co.uk) or phone (0116 2386026). At the meeting on Thursday 18th September Clive Rushby, and friends, talked about how the Home Guard came into being and the way in which it developed over time. Clive gave a very detailed description of how the responsibilities had changed and indeed how the clothes worn changed over time. An additional meeting has been arranged for Thursday 16th October, when Peter Cousins will be talking about the Christmas Truce of 1914. Tickets for the Social Event, taking place on Thursday 20th November, with the return of Karen West, who many will remember from earlier events, will be available at the Meeting in October (subject to availability). The Group are always looking for photographs of people who have lived/worked in the village and events that have taken place in Kirby Muxloe. The display of pictures of ‘Old’ Kirby Muxloe in St. Bartholomew’s Church Hall has been developed, so if you visit the Hall, you might like to look at them.
Going to the tip? Check it’s open... Changes in waste site opening hours NEW OPENING hours for Leicestershire’s recycling and household waste sites (RHWS) came into force this month. From 1st October autumn / winter opening times will apply with sites open five days a week from 9am to 4pm. The five day pattern of opening is being arranged so that all sites are open at weekends and a proportion of sites remain open each day for use by the public in the week. The RHWS at Kibworth, Lount, Lutterworth, Melton, Mountsorrel, Shepshed and Whetstone will be closed on Tuesdays and Wednesdays The RHWS at Barwell, Bottesford, Coalville, Loughborough, Market Harborough, Oadby and Somerby will be closed on Thursdays and Fridays. South Charnwood’s first Summer School – A great success South Charnwood PE teacher, Liz Newman organised the first ever Summer School at South Charnwood High School. But this was no normal school; instead of Maths, English and Science the children, whose ages ranged from 8 to 13 spent their days on a range of outdoor, sporting and artistic activities. They made salt dough figures, constructed tents in the woods, participated in a series of “I’m a celebrity” tasks, had water fights and used the school’s sports facilities for athletics and gymnastics. Miss Newman and her sister, also a teacher, even took the group of over 30 pupils to Conkers for the day. The “school” ran for two weeks in July and, on average, there were between 30 and 35 children each day. Miss Newman said “I really enjoyed it and so did the children. We will seriously consider organising something similar again.” Our picture shows pupils in the midst of a water fight. They are, from left to right, Harold Dayman, Miles Spence, James Bagworth, Chloe McCausland Sufyaana Dhanji and Brennan Pole. All are pupils at South Charnwood High School.

Already this year we have raised more than £1200. The collection at the Co-op at Glenfield raised £512 added to the Spring Fayre we are on target for another successful year. Our plans for the rest of the year include a bigger and better Autumn Fayre on the 1st November where we will welcome our usual contributors hopefully raising more money than last year especially as some of the research now takes place at our local university.

Dear Residents, Firstly we would like to apologise for not submitting our Monthly Borough Councillors Report last month Ozzy was away on leave and Chris had technical difficulties with his internet.
New Homes Bonus. At a recent Full Council meeting held on the 23rd of September. The issue of the New Homes Bonus was put on the agenda and came up for debate. The New Homes Bonus was introduced in 2011 and was designed to encourage housing growth by providing a financial incentive to local Council's and local residents to accept more housing. For each additional new home built the local authority would receive six years of grant based on the Council Tax for that property. H.B.B.C. accepted this proposal agreeing that 25% of the total be given to local Parish Councils who had development in their parish. This was a cash lifeline to many PC's who can only depend on their own precept and the Parish and Community Fund which the Conservative Administration started in 2004. The current Lib/Dem Administration have now outvoted us to cancel this payment starting in 2015/16. Their rationale is that although this payment comes from the Government, they need the cash to, prop up the general fund which when the Conservative Administration left power in 2007, there was £14 million in reserve. Plus they now need extra funding to the tune of £2 million to provide a proper Leisure Centre that the majority of rural residents cannot access. Ratby has received nearly £40,000 under the NHB Scheme and whilst under threat of aggressive developers who have the advantage of knowing that HBBC do not have a 5 year housing supply, we stand to lose even more thousands..

Whilst we still get Local Council Tax Support which enables the Parish Council to keep the precept as low as possible, this is also under threat. Ratby received £13,500 and would need to raise the precept if this was also taken away. Again we, the rural communities, are subsidizing Hinckley. Local Conservative Members objected to this, knowing of the local financial effect and the overall question is “where has all the money gone!!”
5 Year Housing Supply. It is now common knowledge that the ruling Lib/Dem Administration at HBBC have finally admitted that we as a Borough do not have a 5 year Housing Supply and using the new Sedgefield method which is favoured by Govt. adds 20% so makes a 6 year shortfall. Whilst discussing the emerging Bloors Appeal for the 3rd time with we have consistently fought on your behalf, we had a discussion with a planning consultant who has revealed that HBBC has a housing supply of 3.35 % instead of HBBC's claim of 4.45 %. Due to the lack of progress and hands on work by the Lib/Dem Administration we are now at the mercy of aggressive developers certainly within our own village and now are seemingly unable to stop them.
Handyman Scheme. We are currently supporting an organization that is working in partnership with HBBC. Together 4 Tenants work as volunteers to scrutinize the work of front line services of the Council. More importantly, the issue of a handyman scheme has been discussed and whilst HBBC have confirmed that a budget exists for this which will mean that a service will be available for the older person community and the infirm and disabled to come to your home and

This company, based in Cambridge, are not the favoured company by HBBC. However Chris has learned that although there is a budget identified to provide this service, HBBC have decided that they do not wish the Papworth Trust (Cambridge) to provide this so that the budget can yet again be used to prop up the General fund. Together 4 Tenants propose a start up cost of £11,000 and will charge residents starting with sheltered housing at a rate of £8 per hour Whilst we support Together 4 Tenants and what they are trying to do, it does beg the question why are HBBC trying to get out of any commitment to residents that costs them money? Together 4 Tenants seek to access external funding and become a non-profit organization seeking only provide cheap labour to those who cannot afford modern rates.
Another Free Saturday Parking Boost for Hinckley Town Centre Trade will be given a further boost this autumn with the extension of free car parking on Saturdays in another of Hinckley’s main car parks. The scheme started on Saturday 23 August, free car parking will be available in Mount Road long stay car park every Saturday for a trial period of three months. This is in addition to the free parking in Lower Bond Street car park (opposite the Atkins Building) on Saturdays that was introduced at the beginning of August. The scheme, which is

Free advice for those at risk of falls A series of free workshops is being held across Hinckley & Bosworth for older residents at risk from falls. The Falls Awareness Workshops will be held during November and are intended for those who have had a fall or for those who have a health-related condition (including poor hearing or eyesight) that can affect their balance. Carers are also welcome to attend. The workshops have been organised by Age UK Leicester Shire and Rutland, together with Active Together, as studies have identified that older adults are more likely to require care or a stay in hospital after a fall. With Hinckley and Bosworth’s ageing population increasing each year, more and more people are living with long term illnesses or disabilities that could make them susceptible to falls. The workshops will provide advice and information on: • Hearing services; • Free eye tests; • Free postural assessments; • Alarm services; • Free Tai Chi taster sessions. KIRBY MUXLOE PARISH COUNCIL The Parish Council feels that it would be helpful to inform parishioners about progress in the village through regular articles each month in The Local. We have several items of good news to report. The Council has been successful in securing £88,000 of Section 106 funding from developers, to be spent on specific projects. Those determined so far are: •
£7,500 to improve facilities at St Bartholomew's Church
•
£7,500 to improve facilities at the Free Church
•
£2,500 for essential repairs to the tennis courts, subsequently increased to £7,000
•
£40,000 to improve playground facilities in the park
The money allocated for the tennis courts will enable short-term repairs to be made so that the courts will be playable, hopefully, for up to two years. Long-term repairs will cost much more than this, but we now have a two-year breathing space to enable further funds to be raised and grant funding bodies to be approached. A Residents' Tennis Action Group has been formed which, with the support of the Parish Council, will consider these matters, together with looking at the possibility of allowing usage of the courts by the Primary School and the possibility of their becoming multi-usage to include netball and basketball. The Council is delighted that the Residents' Tennis Action Group has been formed and that work to repair the courts can commence. We wish to make it quite clear that it is not, and never has been, the Council's intention to close the courts. Members of the public have raised concerns at Parish Council meetings about the inadequacy of existing play facilities in the village. Currently, we have two play areas in the park, viz. a playground aimed at younger children and a multi-use games area (MUGA) for older teenage children.
There has been no investment in playground equipment for a significant period of time, and much of the equipment is dated and prone to breakages. In addition, there are very few facilities for children with disabilities. The fact that the playground is mainly grassed causes difficulties for those with pushchairs or wheelchairs. It also poses problems in wet weather, as whilst children may love playing in a wet and very muddy area, parents are less keen! The Council has therefore put in a successful bid to Blaby District Council for £40,000 to start to address these concerns and to develop the existing facility into a safe, stimulating and age appropriate facility for the local community. Significant investment will be required, and the £40,000 will not cover the whole cost. Therefore the Council is proposing to proceed in stages. The initial proposal is to consider developing a separate accessible gated playground adjacent to the existing one aimed specifically at younger children, and then to develop the existing playground for children older than this with more challenging equipment. Unfortunately, however, the Council is heavily constrained at the moment with legal challenges being mounted concerning the recreational use of Trust land, despite the Trust stating, that the land is to provide ‘public pleasure ground’. The Council sees a real need for improvements in these facilities for the benefit of villagers and is working hard to overcome the challenges. The existing facilities are simply not good enough by current standards, or extensive enough for the evergrowing number of children in the village. The village deserves better. More good news is that the Kirby Muxloe allotments have now been brought under proper control, with all allotments allocated and a proper waiting list established. There is some bad news too. The Council continues to operate under severe financial pressure due to the heavy legal and
administrative costs of correcting previous practices. Further, it has been forced to incur fees in excess of £14,000 so far this year in dealing with large numbers of complaints to the External Auditor and other bodies by a very small group of parishioners. This figure is rising and could amount to some £30,000 £36,000 over the full financial year if complaints continue at the current rate. This represents around 30% of the precept (the proportion of Council Tax used by Kirby Muxloe Parish Council to administer parish affairs). All expenditure therefore has to be looked at very carefully, and the Council has decided that it cannot afford to provide the lamp post Christmas lights on Main Street this year. The tree lights will remain. Finally, as planned, the Chairmanships of the Parish Council and all its Committees are now held by councillors who are Kirby Muxloe residents. The seven Parish Councillors from other parishes initially appointed by the Secretary of State to stabilize and re-establish Kirby Muxloe Parish Council will leave at the May 2015 election. We continue to be extremely grateful to these councillors, whose contribution has been invaluable Councillor Greenwood has stepped down as Chair of the Parish Council, and the new Chair is Paul Lewis, with Chris Ball as Vice-Chair. We also have a new full qualified full-time Clerk to the Council, Beverley Greenwood, who will commence her duties on 6th October 2014. A BIG BIG Thank You!! This year, we set ourselves the target of knitting 500 little hats, to help make a BIG difference. The school Knitting Club would like to say a massive thank you to everyone who has been supporting our challenge. Amazingly we already have 718 hats ready to send. We are continuing our challenge and would love to be able to double our original target. If you’re interested in helping us, you can collect a knitting pattern from the school office; or you can visit the Big Knit online at www.thebigknit.co.uk to find out more, download patterns or be inspired by some of the amazing creations. LOCAL POETRY On Thursday 2nd October, the whole of Ratby Primary School took part in their 1st annual Performance Poetry competition. The competition involved every class performing a poem together to their Key Stage and the all important Judges. Miss Aitken and the Governors had the tough decision to award trophies to the best class performance in the Foundation Stage, Key Stage 1 and in Key Stage 2. Each class, from Reception to Year 6, had to learn and perform a poem as a whole class and be as creative and interesting in the way they perform it. It was a great opportunity for the children to work as a team and use different skills not always seen in the classroom. The children performed to the rest of their Key Stages and the judges, Miss Aitken, Mrs Murphy-Cawrey and Mrs Harris. The judges were provided with a criteria to consider during each performance, these were: • Clear voices: loud – can you hear every word, good annunciation, variation in volume and pace. • Good use of expression and intonation. • Originality: use of props, choreography etc. • Presentation – confident, heads up/looking out, smart. • ‘Togetherness’ – speak in unison • How entertaining was performance? The performances were incredible and considering they have only been together as a class for half a term it was amazing to see how they all worked as a team. Well done to the Stars class for winning this term’s trophy for Key Stage 1 and Foundation Stage. The Stars (Mrs Robertson and Mrs Hurn) performed ‘Cats Sleep Everywhere’ by Eleanor Farjeon. A big congratulation also goes to the Key Stage 2 winners, Earth Class (Mrs Steiner) for their version of Mr Shadows Shoes by Paul Cookson. Both classes are now the proud owners of the Performance Poetry trophies this term.

Libraries On the 19th September the Cabinet considered the report on the recent consultation on the library review. It was agreed to press ahead with the reduction in opening hours of the main 16 libraries. The Cabinet asked the County Council to set up a Community Libraries Scrutiny Review Panel to advise it on future infrastructure support (IT, property etc) and make recommendations as to what the future County Council “offer” should be for those communities wishing to run their local library. I have been appointed to serve on this important panel and I want to make it clear I want as many people as possible to come forward with their ideas to help support our local libraries. Once this panel has looked at what support package can be offered, I will be in a better position to keep you informed. I want residents to know that I am working with both Ratby and Groby Parish Councils. As your County Councillor I will do everything I can within my power to protect the library services for residents. To be clear, the 16 major market town and shopping centre libraries will continue to be funded by the County Council, but with a 20% reduction in opening hours. The Community Libraries Scrutiny Panel will advise the Cabinet on the development of an infrastructure support package enabling communities to run their local library in partnership with the County Council. An online library service is available 24/7 to those with internet access and a mobile library service will continue to operate a regular service to most villages without a static library.

We continue to see big reductions in our Government grant, and although we have repaid £35M in debt and found savings of £85M, we still have to reduce our budget by £120M by 2018/19.

The Scottish referendum outcome has given this added weight and impetus. Leicestershire is both low funded and low spending. The low spend per head reflects the County Council’s low funding position. Leicestershire is the third lowest funded and receives £56 (23%) per head less than the average County Council. If funded by the Government at the same level as the average County Council, Leicestershire would receive £37M in additional resources.
Consultation on proposed changes to voluntary and community sector support for children and families During 2013,Leicestershire County Council announced that it was facing its biggest ever financial challenge. This means that we need to save £120 million by 2018/19 and we are transforming our services in order to achieve this. Our Children and Family Services department currently spends £3.25 million on buying support from the voluntary and community sector (VCS). This proposed approach is more strategic and would enable us to better measure what is working and how it is improving children and families lives, reduce duplication and bureaucracy and make a saving of at least £800,000.

Flu occurs every year, usually in the winter, which is why it’s sometimes called seasonal flu. It’s a highly infectious disease with symptoms that come on very quickly. Colds are much less serious and usually start gradually with a stuffy or runny nose and a sore throat. A bad bout of flu can be much worse than a heavy cold. The most common symptoms of flu are fever, chills, headache, aches and pains in the joints and muscles, and extreme tiredness. CAMP TANZANIA 2014 ON 14 JULY 2014, 23 students and 2 staff from Groby Community College set off for Tanzania after two years of planning, fundraising and numerous injections. Guided by our expedition leader Jonny, it took two days of travelling to get to our first camp in Moshi, at the base of Mount Kilimanjaro and acquaint ourselves with our first tent of the month. After all the sitting around, the group were desperate to get going on the first bit of project work and enthusiastically mixed concrete, laid blocks and joined pieces of metal for three days at the local primary school. It was the first stage of a new classroom to be built over the summer. Even with all the work there was still time for a football match with the children, a dance lesson at a local house and Swahili lessons in the evening. The time at Moshi flew by and soon we were back on a bus headed for Tanga. The long journey was well worth it as Camp Tanga was absolutely beautiful – perched on a small cliff overlooking the incredibly blue Indian Ocean with a dining area built around a large baobab tree. Whilst there we worked on building another classroom, a tree nursery, repairing school desks, seaweed farming, flip flop carving and weaving mats from palm leaves. It wasn’t all work though as this is where we did our four day PADI scuba diving qualification including two days diving a reef in the Indian ocean. At our final camp near Lake Manyara we made mud bricks for a house for a local man. Basically, if you need a wall building from any material – ask one of these guys. From here we visited a Maasai village and did our safari days into the spectacular Ngorongoro crater where we saw almost all the “big five” and had a much disputed cheetah sighting.

Suddenly our four weeks was almost over and after a long bus journey back to Nairobi we just had time for a bit of reflection on what we had seen and achieved. It was an incredibly experience living out of our comfort zones and working on projects to help others and by the end some people were already thinking about their next trip. It was a privilege to work with such a committed group of young people who represented the college impeccably. We were constantly praised for their work ethic when the leader saw how much they achieved at each project. Seeing each person develop and the self confidence in some increase dramatically was incredibly rewarding for us and added an extra dimension to an already amazing trip. The new rugby season kicks off at Leicester Forest! It is the start of a big season for Leicester Forest Rugby Club. England has recently become the world champions in the U20’s and women's formats, with two ex-Leicester Forest players, Emily Scarratt and Vicky Fleetwood in the starting line-up that beat Canada in the final. The men's world cup will be held in 2015 at the end of this coming season. So with a great anticipation, the new local grassroots rugby season kicked off in September. The Leicester Forest senior section started their season very strong with the 1st XV team winning their first two games against Peterborough and the Corby side Stewarts & Lloyds. They also got a well-deserved losing bonus point in their 3rd game away at Bedfordshire side Biggleswade. The 2nd XV and Colt teams have also been in action with the Colts beating Oadby Wyggestonians, Vippers and drawing with last year’s county champions Market Harborough.

Being the month of October I thought it would be appropriate to write about stopping smoking in line with the current campaign where thousands of people across England are taking part in what’s called “Stoptober” which is an exciting 28 day challenge to stop smoking. There are approximately 10 million adults in Britain who smoke cigarettes. Research suggests that those who successfully give up for four weeks are five times more likely to stay smoke-free. The NHS said that last year more than 160,000 people managed to stop smoking for the month of October with the Stoptober campaign. The campaign cost £5.7 million but was considered a success. So far nearly 200,000 people have pledged to take part this year. Since 1974 there has been a decline in cigarette smoking, but 20 per cent of Britons still smoke. Roughly five per cent of British men smoke more than 20 cigarettes a day and seven per cent of pregnant women continue to smoke. In the UK, around 114,000 people die every year from smoking-related illnesses and it remains one of the biggest causes of death and illness. Smokers lose on average 16 years of their life compared with non-smokers and 90 per cent of lung cancers are caused by smoking. Remember it is never too late to stop smoking. You can change your life and it is worth taking part in the stop smoking campaign.

Since the introduction of electronic cigarettes there has been a decline in the number of people accessing the NHS funded stop smoking service. This means that people using the electronic cigarettes are replacing smoke with nicotine vapour but are not becoming totally smoke free. The service consists of two teams, one for people who identify themselves to be of working age and one for people who identify themselves as an older adult. When you contact the service you will be put through to the team best suited to deal with your enquiry. The need to access social care services is often something very new to families and it can be a daunting prospect trying to find out what help, support, activities, etc. are available and how to access these. The Leicestershire Advice Service team can take the pressure off you by carrying out any research relating to what is available to you and how to access whatever is available. This can include things like how to get a Community Care Assessment, how to get an Impact of Caring Assessment, and finding out about the different services and activities offered by the local authority, voluntary organisations and businesses. South Charnwood High School raised over £900 for Macmillan Cancer Support by organising a non-uniform day at the school. Pupils were asked to wear something green on the day to show their support as this is the Macmillan colour. This raised £580 and was supplemented by cake sales organised by Teaching Assistants at the school and pupils which raised £201 and £130 respectively.
