On 11th November 2018, Kirby Muxloe came together to mark the centenary of the end of the First World War and thank all who served, sacrificed and changed our world.
 Residents Sarah Trivedi and Lynn Greening along with the support of a number of residents including the Brownies, Cubs and Scouts created a magnificent village display to mark the Centenary of the end of World War I.


The display featured a backdrop of paper poppies, made by local children and soldier silhouettes on the memorial gates, strings K of poppies hung from the tree by the memorial bench provided by Kirby Muxloe Parish Council and handmade poppies were placed in the planters and around the flower beds.


Christmas at Ratby Methodist Church
Kirby Muxloe Women’s Institute knitted over 700 poppies to form a magnificent cascade in the Village Hall and Kirby Muxloe Parish Council placed poppies on lamp posts around the village.

Sarah and Lynn were delighted with the final display and said ‘We’ve had an overwhelming response from local people, everyone has been very complimentary. The service on Sunday was lovely; it was great to see so many people there.’ 

Dulci Binns and Mikayla Wildgoose both Year 9 students here at Brookvale Groby Learning Campus, both play for Leicester City Women’s U14’s team. On Sunday 11 th November they were selected to represent the Midand’s in a Regional Trial organised by the English Schools Football Association. Dulci and Mikayla successfully made it through and will now go on to represent the Midlands in the impending final international trials. These U15’s trials, will be held on the 9 th December at Stafford Town FC, where they will compete with the best players from the South West, Sout East and North regional trials, for final England squad selection. Consultation On Developer Contributions Have Your Say Give your views on a draft revised approach to securing developer contributions. The County Council are reviewing their 'developer contributions' policy - this sets out the approach the council takes to securing funding from housing developers for local infrastructure and services to benefit communities affected by new developments. Revised guidance has been produced to meet the challenges and opportunities arising from anticipated growth and development within the county. The key changes to the policy are: Education – an enhanced, detailed educational methodology and justification of the requirements for education contributions has been added, including new pupil yield rates, early years provision and transitional arrangements; Social care and health – a set of metrics have been developed to better assess the impacts that new developments may have on social infrastructure required to meet national policy requirements of sustainable development; Highways and transport – to maintain growth, provisions have been added to ensure, where appropriate, new developments will be required to mitigate any stifling effect they have on the proper and efficient operation of the transport system. Also, to encourage sustainable transport the Policy now emphasises the need to ensure, so far as possible, contributions are targeted to achieve better use of public transport;

Parking on Main Street, Ratby I continue to receive complaints about parking on the double yellow lines on Main Street, Ratby on the opposite side of the road to the shops. Parking at this location severely reduces the width of the road and can soon cause congestion. The reason they were put there was to help the traffic flow. HMRC Student Tax Scam A rising number of students across hundreds of universities in the UK are being targeted by fraudsters sending fake tax refund emails. HMRC said that it was the first time the
“HMRC will never inform you about tax refunds by email, text or voicemail," said Mel Stride, the Financial Secretary to the Treasury. "If you receive one of these messages it is a scam. Do not click on any links in these messages, and forward them to HMRC’s phishing email address." Between April and September 2018 HMRC requested that 7,500 phishing sites be deactivated, a significant increase from the 5,200 similar requests made in the same period in 2017. HMRC has encouraged all universities to raise awareness of the scams and said that many were already taking action to protect students. “Devious fraudsters will try every trick in the book to convince victims to hand over their personal information, often with devastating consequences," said Pauline Smith, director of Action Fraud. "It is vital that students spot the signs of fraudulent emails to avoid falling victim by following HMRC’s advice." Fraudulent emails often spoof the branding of GOV.UK or of well known credit cards, in an attempt to seem authentic. The recipient's name and email address may be repeated several times within the body of

Ratby Library with Crow Pie Cafe Jessica Peach - Condolences We join with all who attended Jessica’s funeral at the Parish Church, to express our condolences to her family and friends. The fact that the church and later the Crematorium was full to standing room only was a statement to her popularity in the village. Jessica spent a lot of time in the library writing stories which she then published on line. Her visits to the library will be missed.
Christmas Bazaar The library was closed on Saturday 1st December to hold our Christmas Bazaar just under £150 was raised and I thank all the volunteers who attended for their effort. There were a number of stalls and Father Christmas made an appearance. I’m told he will be back on the 15th December when the Grand Christmas lottery prizes will be Drawn, the First prize is a food hamper. We were particularly pleased with performances from a group of Handbell Ringers and a small group from Ratby Cooperative Band, thanks to you both very much.
Forthcoming Events Quiz - 14th December On 19th October The BFFs were the winners with 37.5 points at the monthly Quiz. Stephen Roache our Quiz Master included a wide range of general and local knowledge in his questions, again there were cries of ‘Oh! Of course’ , when the answers were read out. The next quiz will be on 16th November starting at 7.30pm and the entry

fee is ÂŁ2.00. There is no alcohol licence but you may like to bring your own drinks. A tip from me is to read the papers during the previous week

The next meeting will be held on Monday 17th December at 6.30pm. The book to be discussed is “The Girl in the Letterâ€? by Emily Gunnes. Wendy Deeping is the Leader of the Group. Thanks again to those who ask permission to park in our car park which we appreciate. Of course the park is still private property so cars are left entirely at the ownwers own risk. Enquirers are pointed towards the donation box in the library or the green box in the chip shop. This will be particularly helpful for the upkeep of the car park and surrounding grounds so your donations will therefore be very welcome.

Eat in or Take Away. Tea, Coffee (Regular, Latte, Cappuccino, Americano), decaff tea and coffee and Hot Chocolate are also available. We have various tasty cakes, the favourites are Chocolate, Lemon Drizzle, Walnut and Cherry, and muffins with a variety of flavours. There is also a wide range of confectionary to tempt you and the children.
I am pleased to report that a new volunteer joined us on 3rd November. If you have been toying with the idea please give me a call for a chat.
Wriggly Readers Mums, babies and pre-school children join in with singing nursery rhymes and listening to stories in a happy and friendly atmosphere.. Wriggly Readers take place every other Thursday from 1030 to 1130. There is no charge for this but the purchase of drinks etc from the CafĂŠ would be appreciated. Fothcoming date is 13th December
Meeting space The building provides an excellent venue for small meetings for up to 40 people and as low as half a dozen. Space for this is available after 4.30 pm Monday, Tuesday Thursday and Friday and 6pm on Wednesdays. Rental fees are reasonable at ÂŁ10.00 for Voluntary organisations and ÂŁ12 for commercial agencies. Charnwood Voices Christmas Concert Saturday December 15th at 7.30pm Charnwood Voices are looking forward to their Christmas Concert at St Paul’s Woodhouse Eaves – ‘On the Way to Bethlehem‌’ which promises to be a magical evening of Christmas songs and carols conducted by Nicholas Scott-Burt. This is a return visit for the choir after a very successful concert two years ago which was standing room only! Proposed development on the north side of Hinckley Road, Kirby Muxloe – Gallagher Estates Ltd and Hazelton Homes held a public consultation event on Thursday 29th of November at Leicester Forest Rugby Club. They are putting together planning applications for residential development on land to the north of Hinckley Road, Kirby Muxloe. The proposal includes approximately 870 new homes, a primary school site, new areas of public open space, a new pitch for Leicester Forest Rugby Club, enhanced pedestrian/ cycle links and extensive landscaping. The proposed development site is allocated for housing in the emerging Blaby Local Plan. The planning application includes access/egress for the proposed development on to Hinckley Road. This causes great concern for the Parish Council as the A47 is already heavily congested and this proposed development, although being in the parish of Kirby Muxloe, will affect our parish more than Kirby Muxloe parish. The Parish Council will be raising their concerns about the proposed access/egress with the appropriate stakeholders.

Traffic Calming Measures, Beggars Lane/Warren Lane – Leicestershire County Council are discussing the results of the traffic calming consultation at their Cabinet meeting in December. They will be reporting on their decision after this meeting.
 A Moveable Vehicle Activated Sign is planned for installation on Forest House Lane. After receiving complaints from residents, the Parish Council have purchased a MVAS. Other   locations have been considered, Beggars Lane and Warren Lane, but this will be

Latest News from Ratby Sports Club Hello Everyone and seasons greetings from everyone at the Sports Club, so what’s new in the world of RSC? In good old Sports Club fashion the cold weather arrives and the boiler decides to pack up, thankfully the weather hasn’t been to cold just yet and we have just about got away with using electric heaters, you will be pleased to know that as this issue of the Local gets released we should be back up and running with our all new singing and dancing boiler, thanks to everyone for there understanding during this time. I am delighted to announce that we have had our pool table refurbished we have decided that rather than keep moving the table every time we had a club use our facility we would put the table in a position in the club with new spotlights to make playing pool a better experience and more excisable, we have 2 pool teams now and we want to provide the best equipment we can. We have started running a fun pool tournament on a Sunday lunch time which is free to enter and is a simple one frame knockout with the winner scooping a £30 cash prize, so far this has been really well supported and has been a lot of fun so if you fancy a go come down to the club from about 1pm on a Sunday to try your luck, nothing ventured nothing gained! The pool teams are well in to their seasons and the A team have been doing really well and sit high in their league the B teams form has been a little indifferent but considering it’s their first season they are doing well.

We have got lots on over the festive period and on the 16th December we have the Panthers Football Quiz starts at 4pm everyone is welcome to come and enter and try to be crowned Football Quiz Brain 2018. On the 21st December we have our Kids Christmas Party members will see Santa in his grotto for free and non-members will pay a nominal fee of £2, adult members will enjoy a free glass of mulled wine and a mince pie. We have a special appearance from Encore a local cheerleading group, we will also be trying to raise money on the night for Wishes 4 Kids, this should be a great night and if you could let me know if you will be attending it would be appreciated so we know in advance how many presents Santa will have to bring with him. On the 22nd December we have the ABBA Christmas Party this will be a night of entertainment provided by an ABBA tribute group with lots of audience participation during the night with games for the kids a visit from Santa. The night is geared up for ALL the family young and old with great music... everyone loves a bit of ABBA and family fun!
On the 1st January we start the New Year off by showing Everton V Leicester City on our multi screen, surround sound system, I think we are more likely to sell more black coffee than anything alcoholic that day but it will be nice to get out and chill out and tell all your friends never again and that’s the last time I’m drinking...we’ve all done it! We are open on Christmas Day from 11am – 2pm so come down wearing your Christmas jumper and have a nice drink with friends before dinner. A big thank you to Nicola Butler, Zak Bailey, Harry Lord and Harry Lillystone for giving up your free time to help the club it is very much appreciated! Without people giving up their free time and volunteering things would not be as good as they are, if anyone is interested in helping out in any way shape or form please feel free to contact me, more the merrier! Year 5 ASB Session On Wednesday 22nd November, Year 5 received a visit from the Anti- Social Behaviour team, they talked to us about anti-social behaviour. They had a giant picture of a street scene, which we had to find examples of antisocial behaviour on. Council changes Council Tax support scheme and liability charges Blaby District Council’s Cabinet Executive has approved plans to amend the current Council Tax Support Scheme from 01 April 2019 and to make amendments to Council Tax liability charges on second homes and empty properties. Following significant reductions in central government funding, the Council no longer receives money based on the Council Tax Support provided to households. This money must now be found by Blaby District Council through its central budget. The major changes to Blaby District Council’s Council Tax will be: Remove the 10% discount on properties classed as a “second homeâ€? in the district Charge 200% Council Tax on properties that have been empty for more than two years Council Tax Support Scheme changes will be: Treating self-employed people in receipt of Universal Credit as receiving the minimum wage after at least 12 months trading – there will be some exemptions to this rule. This will align with Universal Credit regulations. To align the Council Tax Support Scheme with current Housing Benefit Regulations. The changes could save around ÂŁ163,000 which will be shared between the recipients of Council Tax; including Leicestershire Police and Leicestershire Fire and Rescue Service. Blaby District Council’s saving share could total ÂŁ14,750. Following feedback from residents during the six-week consultation in August and September of this year, proposals to increase the minimum some claimants have to pay for their Council Tax from the current rate of 15% were not put forward.

We both attended the Planning Committee hearing that sought to determine this application and requested to all members that it should be turned down.
The group meets every Wednesday between 10am and 12noon at The Methodist Church Rooms on Chapel Lane Ratby. One week the group does cooking the following week they do craft activities. All food and materials are provided get your dinner for free on the week we do cooking and meet excellent company free tea and coffee. We have a lovely group of people attending each week. Ozzy as County Council had raised serious concerns with Highways. Planning officers recommended refusal on planning polices and Highways also recommend refusal on Highway grounds. The Kirby Muxloe Local History Group The Kirby Muxloe Local History Group generally meets 6 times a year, and membership is open to all. Christmas in Kirby Muxloe – Long Ago
When we reach this time of the year our thoughts often go back to memories of our Christmases childhood and of long ago. By talking to various people who have lived in the village it is interesting to see how time moves on and things change. Many people have memories of the baubles on the tree when they were young, sometimes made out of tin, painted in bright colours and often in the shape of an angel or a Father Christmas. In the 1950’s, room decorations were usually made out of coloured crepe paper. One lady described in detail her parents’ house on Main Street at Christmas time. Coloured crepe paper streamers were twisted and stretched from one side of the room to the other, often with a few loops as they crossed the room. Then thin strips of silver paper called ‘Lametta’ were hung all along the streamers.
a pen at the bottom of the garden. One of our oldest residents told a story about his father who lived on Desford road. The Woodlands on Woodlands Lane had been requisitioned by the Home Guard and as a member of the Home Guard, this gentleman was allowed to keep his chickens and cockerels in the brick barn there. Normally they would have a run outside, but when the time came for the cockerels to be fattened up for Christmas, they were put in the upstairs loft. The cockerels were obviously not happy and so the man went up his ladder and opened the trap door, to allow some food to be put inside, they pecked him on the head. What a sore head he had, returning home with bird pecks all over his forehead! Another interesting fact came up when speaking to a well-known lady in the village. In their family, three or four Christmas puddings were made each year. When Christmas came, the pudding on the table was one made in the previous year. It appears that the puddings were left in their pot basins, covered in muslin to ‘mature’. This process took a whole year! Although no longer the case, for many years the Free Church held a ‘toy service’, when children brought in their unwanted toys which were collected and then distributed to children at an orphanage in London. We understand that the Parish Church also held a similar service for many years. The Parish Church nowadays runs a Christingle service on Christmas eve, to raise funds for less fortunate children.
This has proved so popular in recent years that it has been necessary to have two separate services. Finally, a Christmas poem found in Kirby’s Air Raid Precaution Wardens’ suggestion book from 1940:

To finish off the display, large paper bells or balls were opened out and hung from the ceiling. Many people remember making paper chains out of coloured sticky paper strips at Kirby Primary School, taking them home on the last day before the holidays, ready to add to the rest of the decorations. Years later, their children would come home from the school with ever more inventive decorations. HEALTHMATTERS MAKING SURE A MERRY CHRISTMAS LEADS TO A HAPPY AND HEALTHY NEW YEAR As party season is drawing near, it comes with a whole host of health problems. Everyone even those disciplined throughout the year make the most of the festive season, with all the eating, drinking and merrymaking. This can take its toll especially with people with chronic medical conditions. The first to suffer tend to be those prone to digestive or stress-related conditions. People prone to digestive conditions may experience bouts of diarrhoea, indigestion, heart burn, bloating, nausea and vomiting. This can be due to eating spicy foods, eating big heavy meals, eating too fast and drinking excess alcohol. Diarrhoea can lead to dehydration, so you should drink plenty of fluids (small, frequent sips of water), sometimes oral rehydration sachets may also be necessary. Loperamide (available without prescription) is the main medicine used to treat diarrhoea as it has been shown to be effective and has few side effects. Indigestion and heartburn can be treated using antacids such as Rennie and Gaviscon. There are also products available to treat nausea, but speak to one of our highly trained pharmacist first before purchasing them as they are not suitable for everyone. People prone to stress and anxiety can experience a variety of symptoms. The stress and anxiety bought on by an overload of guests, over-excited children, extra expenses etc. can take its toll on an individual’s overall health. There is evidence that Christmas puts a strain on families. Statistics show that January is the busiest month for divorce lawyers. Simple measures can reduce the stress and anxiety, such as making time for yourself to relax, doing plenty of exercise as this releases endorphins in the brain and can be uplifting, and having early nights when possible. If there is still a persistent lack of energy, iron supplements or a product like Metatone Tonic may help. During Christmas most people over indulge and studies by the British Nutrition Foundation have shown that people on average gain 5lb (2kg) in the four-week Christmas period. This extra weight gain can be hard to lose, but a few healthy habits such a brisk walk and snacking on fruit and vegetables rather than chocolate can help reduce this weight gain.
Another common ailment during the festive season is headaches, normally bought on by poor posture, stress, lack of sleep, bright flickering lights and specific foods (e.g. Chocolate, cheese and citrus fruit). Headaches are an inconvenience at any time and sufferers normally want immediate relief. There are a range of effective pain killers available depending on the type of headache. There are also simple and natural measures which are also effective such as menthol balms, sticks or strips applied directly to the forehead. Other things to try include having a warm bath, massaging the neck and shoulders and sitting or lying in a darkened room. The main complaint after excessive alcohol consumption is the Hangover. After a night of heavy drinking, the symptoms most people are all too familiar with, can include, headaches, sickness, dizziness, dehydration, diarrhoea and tiredness. If you do experience a hangover, you can take pain killers, antacids, rehydration sachets and drink plenty of water. Eating bananas and kiwis are good as they have high source of potassium which counteracts the potassium lost from the diuretic effect of alcohol. Things to avoid are caffeine containing drinks (Tea, Coffee, Energy Drinks etc.) because although they give you a temporary lift, they may also cause further dehydration. All of the above symptoms are readily treatable from the pharmacy and don’t need a visit to the GP. All you need is a well-stocked medicines cabinet to ensure you do not suffer throughout the festive period. At the Village Pharmacy in Kirby Muxloe we have all of the medicinal products in stock.
