KIRBY MUXLOE ACTION AGAINST HGVs WHAT’S HAPPENING NOW? Last year Kirby Muxloe and Markfield campaigned vigorously together against the application by Crown Crest to extend the hours (to 17 hours a day Mon. to Frid.) and days (to 7 days a week) of HGV traffic using Ratby Lane and Desford Road to access their Poundstretcher distribution Centre in Newtown Unthank. These roads have been designated an HGV route by Leicestershire County Council Highways, who are unwilling to re-consider their decision. At least 1,200 Kirby Muxloe residents have signed a petition supporting this campaign and very many have submitted compelling objections. Hinckley and Bosworth Borough Council unanimously rejected this application on 25 September 2019 and are pressing for a Public Inquiry. However, Crown Crest had pre-empted this outcome and had already lodged an appeal in August 2019 with the Planning Inspectorate, who validated the appeal on the 9th September 2019.

Gary Dale, Retail Manager at LOROS, said: “We’re looking for pictures that show the best of Leicester, Leicestershire and Rutland. Lovely landscapes, wonderful wildlife and magnificent buildings – if it’s local, then snap it and send it in.
The Planning Inspectorate has now confirmed that the appeal will be considered on the basis of written representations and all the many objections already received by HBBC from the residents of the villages affected, the Council’s own recommendation for a Public Inquiry and the Kirby Muxloe petition have been duly forwarded.to the Inspectorate. We need also to express our support for HBBC’s pressure for a Public Inquiry, given the company’s refusal to compromise, or engage with the public authority and the fact that it both went prematurely to appeal and then began to use a second gate that was not time-restricted. These actions demonstrate Crown Crest’s indifference to the concerns of local people and to the current planning conditions designed to protect the latter’s amenities. If you have not already done so and read this article in time, you could still add or reinforce your voice to the campaign by e-mail, or via the portal, as previously indicated. The timescales are dictated by the Planning Inspectorate and there are no statutory timeframes in which they are required to work. It can take up to a year for them to give an appeal a start date and a further 6-9 months for a decision.

(It must be said that no vehicles ever park there anyway, so it would appear to be unnecessary.)
Twelve winning entries will be selected to form the LOROS 2021 calendar which will be sold across LOROS’ 29 shops.
We will continue to update village residents on the situation and continue to try to protect residents’ quality of life.

Protecting Your Family’s Inheritance Article by Klara Hesling Most people hope that their estate will pass on to their children and grandchildren eventually. But this will not happen for many, unless careful arrangements have been made to protect their assets from being taken towards the end of their life to pay for care home fees. The solution to help protect your estate is a Will incorporating a Property Protection Trust (PPT). A testamentary PPT can only be executed whilst both partners remain alive. Upon death of the first partner, their Will specifies that their share of the property is placed into trust and names the ultimate beneficiary of this share, normally the children and grandchildren of the deceased. The surviving partner, under the terms of the Trust, has the unequivocal right to remain living in the property for the rest of their life. On the death of the second partner the Trust comes to an end and the property passes to the beneficiaries. As the surviving partner does not own the deceased's share of the property it is fully protected for the beneficiaries, so if the surviving partner requires care, or even remarries, this share of the children's inheritance is protected. This last point can be of particular interest to couples who have come together and have children from different partners.

CHANGES have been announced making it easier for parishes to apply for funding to support fabric repairs. The Church of England, working with the Wolfson Foundation and the National Churches Trust (NCT), has announced that during 2020 administration of the Wolfson Foundation funds for fabric repairs of churches will move from the Cathedral & Church Buildings Division of the Church of England to the National Churches Trust. (The Wolfson Fabric Repairs grants programme supports fabric repairs for Grade I and II*, A and B+ listed Anglican church buildings throughout the United Kingdom. ÂŁ400,000 per year is awarded to projects, including urgent roof repairs, improving rainwater goods, drainage works, and wall repairs. In 2019, awards were given to 79 parishes.)

The move to the National Churches Trust will result in a simplified funding application process for fabric repairs. Parishes will be able to submit one application form and be considered for up to two fabric repair grants. This will reduce form filling for the parishes. There will also only be one reporting and claims process for the two grants, again reducing the burden of paperwork on parishes.

Desford Road Farms This month we take a look at the farms on Desford Road. Having walked down Hedgerow Lane and turned left at the bottom, we soon reach the first farm on the right-hand side, accessed by a long drive down into the fields. Just outside the main gate, there is a stand in the shape of a horse advertising “rug washing”. This is Thorneyfields Farm, which is in the Parish of Kirby. Between 1841 and 1891, the farm was inhabited by agricultural labourers, presumably with an absentee landlord. In 1897, an area between Hedgerow Lane and Fox Lane amounting to 15 acres of the Thorneyfields estate was sold for building land. In 1901, we find John Eaton, a farmer living off his “own account” and by 1939, Harry Moore, listed as a dairy farmer. Nowdays, Thorneyfields specialises in catering for competitive and non-competitive riders, with an indoor barn, a manége (an enclosed area in which horses and riders are trained), paddocks and stabling for 25 horses. There is also a caravan park for storage of caravans and campervans. Travelling further along the road, we reach a farm building on the left-hand side of the road with the name “Green Acres” clearly visible on a side wall. Green Acres was once one of the farm cottages belonging to the much larger Baron’s Park Farm. As many people will know, over the years, boundaries between parishes and district councils move. The boundary surrounding Baron’s Park Farm is a prime example. Looking back through the centuries, Baron’s Park or Barne or even Bourne Park was originally part of Leicester Forest and by the twelfth or thirteenth century it had become an “enclosed cleared area”. It was and still is part of the Parish of Desford. The original boundary between the two parishes was thought to follow the Rothley brook. However, it weaves around and encloses both Baron’s Park Farm and the field between the rear of the Gullet Lane houses (unadopted part) and the farm house itself, into the Parish of Desford. In fact, part of the boundary traverses the driveway at the side of Green Acres, which also leads up to Baron’s Park Farm House. At one side of the farmhouse there is a “freeboard hedge” which denotes the boundary at that point.
The original Baron’s Park Farm was a large concern said to be used by royalty as a “hunting box” in medieval times. In a number of the later census returns, Baron’s Park is described as a “hamlet”, including the farmhouse, the Estate House, and The Lodge, which is the white house which stands to the front of the Estate House drive, close to the road. The Lodge has been in private ownership for many years. The land has been farmed by a variety of farming families including Beresford, Smith and Young. The number of acres fluctuated from time to time. The Estate House was once divided into 2 different homes, which were occupied by two ladies. However, when one of the ladies moved out, the landlord decided to sell the house, which was then purchased by a Mr and Mrs Clarke. Eventually, the Estate House was sold again, then remodelled and converted into a Nursing Home. The Home changed hands in 2015 and is now owned and run by Prime Life Ltd. The Home specialises in care for patients of all ages with a variety of complex needs.
Kirby Muxloe. The farm is mentioned in records in 1678, when it comprised 37 acres and was farmed by Robert Martyn. Again, over the years, it was often inhabited by agricultural labourers, until 1939, when it was farmed by Cyril Wain, a dairy farmer. All three farms are now worked by the Fletcher family. The Fletchers have been at Baron’s Park Farm since 1949. The family includes Peter and Jane and their sons, Iain and Mark. Stephen Fletcher, Peter’s brother, farms Groby Park Farm at Markfield. In all, the family farms around 800 acres. The variety of farming is diverse and includes dairy, arable, meadow and seasonal flood meadow, which is a haven for wildlife, and business tenancies.
Baron’s Park Farmhouse is a very interesting building. Set back from the road and unseen by passers-by, the house is reached by a drive which weaves its way past the farm buildings and up to the house. The farm includes the present farmhouse, built in 1901, together with 2 farm cottages. The house is typical of its era, since the front half of the house is built in excellent quality red brick, whilst the rear part is built of brick of a lesser quality. The same occurs with the quality of glass in the windows (thicker at the front, thinner at the back). The front half of the house has a good oak staircase, whilst the back or servants staircase is built of pine. During WWII, Mr and Mrs Stapleford, the owners of the farmhouse gave shelter to two evacuee girls.
In 2013, the descendants of the Staplefords who owned Baron’s Park Farm made a decision to sell the farmhouse. As the Fletcher family were very long-term tenants, this could only be achieved with their agreement. Eventually, a solution was reached and although the family retain the right to farm the land, they will be vacating the farmhouse in the near future. The farmhouse, the barns and the farm cottages are due to be converted into an upmarket housing development. The Fletcher family are building a new Farmhouse, with new agricultural buildings on land to the south of NewBridge Farm. The original NewBridge farmhouse, as already mentioned, is in the Parish of Kirby Muxloe. However, the land on which the new farmhouse is to be built, although part of NewBridge farm is again in the Parish of Desford. This all seems quite confusing, but after consulting an old Parish map, where the boundaries are easy to follow, it all becomes very clear.

March already – it’ll soon be Christmas at this rate! It’s interesting to see some new research out today commenting on a decline in trust and sociability in communities, and attributing this, in part at least, to the loss of so many libraries and pubs across the country. We are lucky in Kirby still to have these facilities, and we try very hard in our Library to foster a sense of connection and safety, making it a place where people can come, maybe just to have a cup of tea and in doing so to find others to chat to. Whoever you are, whatever your reasons for coming, we provide a warm welcome for everyone. You don’t have to borrow books (though why not?!) – we have refreshments, free computers, jigsaws, magazines and so on. And recently we have put together a number of toy boxes, so little ones can play and look at books to their heart’s content, whilst parents and grandparent can have a cuppa and chat. Unfortunately, we had to cancel the Beetle Drive – clearly Kirby and beetles are not the right mix! However, all 60 tickets for the Quiz/Fish ‘n’ Chips night sold out in record time, and we have a reserve list. We shall be mounting another in October/November, so await an announcement for the dates. Our second Local History Cafe has now started, with 16 participants. That is our maximum number, but we are planning to run our third in September, subject to funding. These Cafes are proving to be very popular, and provide a relaxed setting in which over 50s who perhaps feel a bit isolated, or worry about becoming so, can make new friends and learn about local history on topics of their choosing. More information about this will be forthcoming over the summer.
FORTHCOMING EVENTS Easter Paper-Based Quiz - Just to keep brains in gear, Rosemary and Roger have come up with another paper-based quiz, similar in style to the Christmas Quiz. They are available in the Library now, at £1.00 per copy. The closing date is Saturday 25th April, and the winner gets a huge Easter Egg. VE Day Celebrations – Saturday May 9th from 2.00 pm
We are working with the Parish Council to provide a celebration of VE Day – the Council will be providing more information. We shall be celebrating on Saturday May 9th from 2.00 pm, and the Library’s contribution will be to provide cream teas to the background of a local history display and gentle 40s themed jazz. Fingers crossed for good weather! The Embroiders Guild – Saturday June 20th 10.00 – 1.00 The Embroiders’ Guild is having a national celebration of embroidery on June 20th, and so we will be having members of the Guild into the Library on the morning of Saturday June 20th to demonstrate this craft. You too can have a go, so why not come along and try your hand? It may be that you, like us, did this many years ago as a child and haven’t got back to it – now’s your chance! There is no charge and refreshments will be available.

Assistance dog charity to hold special Mother’s Day afternoon tea

MOTHERS will be treated to a special afternoon tea to raise vital funds for assistance dog charity Canine Partners. The event will take place on Saturday 21 March 2020 at the charity’s Midlands Training Centre near Osgathorpe, Leicestershire, and aims to raise money to train amazing assistance dogs to transform the lives of people living with disabilities across the UK, boosting their confidence and independence.

The dogs are taught a range of everyday tasks including picking up and retrieving items, opening doors and undressing a person. They can even help to load and unload a washing machine and they can fetch help in an emergency. “Events like our Mother’s Day Afternoon Tea are vital for raising funds for the charity whilst also raising awareness in the area surrounding our two training centres in the Midlands and in the South,� says Cat Howourth, Events Officer for Canine Partners.

County Councils Budget Increase April 2020 A budget balancing the surging demand for services and tough financial challenges has been agreed by Leicestershire County Council. Supporting vulnerable people, tackling climate change and delivering infrastructure are at the heart of the county council’s budget. The plan was given the thumbs up at a meeting on Wednesday 19th February 2020 and is made up of a £390m revenue budget for next year – to run services – and a four-year capital pot of £600m - one-off spend to build and invest in new roads, schools, social care and more. With growing demand for services and inflation set to ramp up costs by £120m, it sets out £80m of savings, half of which have already been identified. It also includes investing an extra £34m to support vulnerable people and £7m more in road maintenance next year. Following a consultation, the existing opening hours at recycling and household waste sites will be maintained. The £600m capital pot features a range of one-off investments supporting new homes – new roads, school places and social care accommodation and further rolling out broadband, as well as maintaining roads and drains – and a £16m investment in tackling climate change. This is a budget balancing growing service demands and investment in priorities, with residents’ needs at its heart. We can balance the books for two years, thanks to our strong foundations, but a gap is looming. Rising demand for services is generating ever-growing pressure. Since 2010, we’ve saved £210m and eventually, we won’t be able to do it anymore. With special education needs and disability support at record levels here and nationwide, it’s an issue the Government simply have to recognise. Last summer, we asked residents about their priorities. And investment in tackling climate change, boosting road maintenance spend and supporting vulnerable people reflect their feedback. At £600m, our capital pot is the largest ever. But with new homes planned, it’s vital we support our communities by ensuring new roads and schools are in place with the biggest investment in the county’s infrastructure for a generation. Flooding Footpath Groby Road and Markfield Road, Ratby I have been working over the past few months on the flooding of the footpaths on Groby Road near its junction with Markfield Road Ratby and also on the footpath on Markfield Road that leads to its junction with Main Street, Ratby. As your County Councillor I work closely with Highways officers from the County Council and I have had them investigate both issues. Officers started on the Groby Road footpath. They discovered two covered drains that were buried under earth and grass these drains were not mapped on the Councils assets. The two drains were replaced and kerb stones put round them to protect them and the earth cut back to allow the water to drain off efficiently. You can see them in the photos. I am pleased to say the footpath has not flooded during the two consecutive weekends we had major storms. Highways officers have also cleaned the gully’s and have been working on the footpath on Markfield Road. They have put CCTV cameras down the manhole using a dye to trace the problem. Officers have confirmed that the problem is a collapsed and blocked pipe which is a Severn Trent asset.

Leicestershire Police need your help to prevent “Courier Fraud�! Please be aware of fraudsters targeting elderly and vulnerable victims.
TV Licence Scam I am aware of the following the following scam email that is in circulation, which residents have been receiving. This is a Scam look closely and there are errors. The email address that it has been sent from gives you a clue. These people will try and trick you into passing them your bank details. If you are ever in doubt never ring the phone numbers on any email, look up the correct number in the phone book.
In some instances, after trust has been gained, the fraudster will claim money has been withdrawn from the victim's account by staff within the bank. They persuade them to go to their local branch to take out a large sum of money from their account. The fraudsters then send someone to collect the money from the victim's home address “as evidence�. In other cases, we are aware that the victim is encouraged to “transfer money to a ‘Safe Account’ � – Banks nor Police will EVER ask you to do this and the phrase SAFE ACCOUNT is a sure fire confirmation this is a fraud! And finally, sometimes the victim will be allegedly contacted by a Police Officer regarding suspicious transactions on their account and advised that we need to send an unmarked car to collect their banks cards personal information to help the investigation.
We are asking people to remain vigilant. Make a display, show stuff off, sell stuff, itâ&#x20AC;&#x2122;s up to you what you do with the money. Do you play one of the many Games Workshop games? This is a fantastic opportunity to do small skirmishes, say 10 figures per side, and a simple set of rules (donâ&#x20AC;&#x2122;t make it complicated), and challenge people to a game. Do you make jam? Sell it, and itâ&#x20AC;&#x2122;s up to you what you do with the money. Do you play an instrument? Give an impromptu performance or two.

Charlotteâ&#x20AC;&#x2122;s Story â&#x20AC;&#x2DC;Living with Scoliosis â&#x20AC;&#x201C; My journey to recovery and inspiration to help othersâ&#x20AC;&#x2122; My name is Charlotte and I was first diagnosed with scoliosis when I was 12. I noticed my hips and shoulders were uneven, my clothes didn't fit properly and I couldn't keep my posture straight. My mum took me to my local GP where I was then referred to a specialist who diagnosed me with scoliosis. My curve measured at 30 degrees so it was decided to just monitor however in the space of 2 years my curve became so severe it was decided I needed major spinal fusion surgery. I was 14 when I had the surgery and by then it was 70 degrees and was beginning to cause me a lot of other issues, walking long distances was very painful and I was diagnosed with a treatable heart condition during a pre op test. In October 2007, I had the surgery which took 9.5 hours to do. It wasn't plain sailing, the use of my right leg was compromised and doctors were unsure if I would get the feeling back, but I did. After the surgery, recovery was both physically and mentally exhausting. Having to relearn how to walk again was by far the hardest thing I've had to endure. I can honestly say though, having a spinal fusion was the best thing I've ever done. I have a fantastic quality of life and live life to the full. Having the surgery has also shaped me into becoming the determined, resilient person I am today. My vision is to support others going through scoliosis and this support group will enable me to do so. Having someone that understands what you go through was something I completely lacked, and I want to spread awareness so others do not feel the way I did, alone and isolated. By setting up a scoliosis support group, I hope to bring together individuals and together we can support one another. Friends of the Charnwood Forest

Chez Grey? On Monday February 17th, Peter Liddle, the former county archaeologist, gave a talk to the Friends of the Charnwood Forest about Bradgate Park, and in particular Bradgate House. Using old documents and numerous photographic illustrations he was able to reconstruct at least some of the history of that estate, starting with mesolithic occupants some 14,000 to 12,000 years ago, up to the present day. His main subject, however, was centred around the house itself in which digs have taken place over the last 5 years. The first site was what was probably an old lodge or keeper’s house. Here he expressed surprise at how near the surface the actual archaeology lay. As much of his work previously had been concentrated on sites in the city, where the interesting levels could be several feet below the present-day surface, it is not surprising that he was a little astonished. The next year’s dig was in the courtyard of the old house, where foundations were found of an older building. As the oldest document had termed the ‘house’ as a ‘lodge’, it could be that the present ruin was of a later date. Did Lady Jane Grey live in that ‘lodge’ or was the brick constuction we know her home? Evidence is at present a little ambiguous. The ‘new’ house was abandoned in the mid nineteenth century, and the gable wall of the Great Hall collapsed in a gale in 1895. In the 1930s, when the park passed into public ownership, the council had the ruin ‘improved’, including the ruin of a tower which had not been there before. The digging then moved to the stables, where various interesting finds on its layout were made, including a dump of old horse leg bones – these may be the left-overs from dogs’ dinners. The building itself was still in use after the house was left to decay; its materials may have been taken finally to be used in other building works. They went back to the house for the final year of the dig. Here there were restrictions as to how far down they could dig, for they were not able to move any floors they came across because the building is a Scheduled Ancient Monument. In one place they did find a pit which was full of old pottery sherds. In another they followed the foundations of an older building up to a modern wall. They also found numerous drains, one of which contained a plastic glove, and gave a clue to the work of the restorers in the 1920s. One thing that was evident in the old documents which may have deserved a mention – in the first document it was titled Brodgate park; in the second Broadgate park, and as we call it, Bradgate park. It does now look, however, both from the archaeology and from recently discovered documents, as if Lady Jane probably inhabited the stone house found in the excavations and that brick house mostly predates her short life. Ratby Primary School News.... CAKE SALE IN AID OF AUSTRALIAN WILDLIFE
Diversity Workshop
A huge, huge well done and thank you to these two year 5 girls from Ratby School. After watching the devastating wild fires in Australia on the news, the girls decided they wanted to do something about the wild life affected by the fires. They decided to plan a cake sale. These sensible girls not only planned the cake sale, they also advertised it, made cakes and also asked for cake donations from other pupils, then finally they held the cake sale during play time on the front playground. Everyone was very impressed by how imaginative, thoughtful and caring these two girls are and it shows a really maturity and determination.
Year 3 and 4 have had a fantastic morning taking part in the Hinckley and Bosworth Borough Council Diversity Workshop. They have learnt what diversity means and considered whether we agree or disagree with stereotypic statements such as: Are boys better at sport? Are people with glasses more intelligent?

Year 3 Visit to Harrison Spice Restaurant This month, children in Year 3 had the pleasure of visiting Harrison Spice Indian Restaurant in Ratby to explore how traditional Indian dishes are cooked and then sample the delights. After discussing the importance of hygiene and food preparation, the children started to guess what the different ingredients were. They were then shown how to cook using a variety of different methods including a clay oven! Once a selection of fabulous dishes had been cooked, the children were treated to an Indian banquet which included dishes such as Chicken Tikka Masala, Chicken Bhuna, Chickpea Bhuna and Chicken Korma along with naan breads and poppadum. The children were amazed by how many ingredients were used and how the temperature of the food was tested. We cannot thank the restaurant enough for their hospitality and kindness. What a fantastic morning!
Children were asked to share their ideas and consider other people’s opinions. It was a fantastic opportunity for us to explore uniqueness and the special qualities we all have.
Thank you From the Children! “On the 2nd March, Year 3 at Ratby Primary School visited Harrison Spice to cook and taste their excellent dishes. Everyone sampled the menu and couldn’t believe how amazing the food tasted. We discovered some of the most important ingredients that were included in the most popular dishes. The kitchen was full of the most amazing selection of spices and the colours were glorious yellows, reds and oranges. We all thoroughly enjoyed our morning and the food was gorgeous”

Year 4 Girls Football Our Year 4 Girls did us proud on the 6th February at Stafford Leys Primary School by finishing 4th out of 11 teams. Winning three, drawing one and only suffering one loss the entire afternoon. Well done girls, I am sure you will do us proud again in the next tournament. Much appreciation goes to Mr. Baines and Mrs. Tipper for taking the children to the event, the girls really enjoyed it.

Budget 2020/21 Council Tax - At a meeting of the Full Council held at the Council Offices at the Hinckley Hub on 25th February 2020 , the following was agreed and passed by the ruling Lib Dem Administration. The increase on your yearly Council Tax was set at 2.1% despite election promises by them during the Borough Elections in May 2019 that there would be no increase. The Borough Council works basically as a collection agency and only keeps 11% of your total yearly bill. LCC are sent the rest and other agencies have their slice of the pie. Further increases are set below. • LCC 3.99% • Police and Crime Commissioner 4.48% • Fire Authority 1.98% • Ratby Parish Council's Precept 5%. This means that the following Council Tax charges for the year 2020/21 will be Band B £ 142256 Band C £ 1625.80 Band D £ 1829.01 Green Waste Charge - Again despite the new administrations election promise to scrap the green waste bin charge. They have gone back on their promise and the cost will remain at £24 for the year which equates to £2.00 per month. This is a valuable service that residents rely on to have their garden waste taken away every 2 weeks. Residents have until March 17th to renew their licence and once paid you will receive a sticker that must be placed on the front of your brown bin. Proms in the Park 2020 - Saturday 22 August Hinckley Hollycroft Park will come alive with the sound of music when the popular Proms in the Park concert returns on Saturday 22 August.

Organised by the Borough Council and Hinckley Round Table, Proms in the Park is returning by popular demand following a five year hiatus. The free open air concert will feature performances from the Bardi Orchestra who will play a selection of popular music culminating in a rousing climax with the playing of traditional favourites including Jerusalem, Land of Hope and Glory and Rule Britannia. This year’s concert is designed to appeal to families and groups of all ages, with Hinckley Round Table organising fun activities in Hollycroft Park, food and drink stalls, and will be fundraising for local charities. Andy Waring, Chairman of Hinckley Round Table said: “We are delighted to be working with the borough council on this event. We are best known for our Santa Sleigh in December but the rest of the year we are having fun and raising more money for local charities and causes. This free concert is great for the local community, and Hinckley Round Table has been a part of this community for 73 years so we are very proud to be a part of it” Councillor Keith Nichols, Executive Member for Culture and Leisure at Hinckley & Bosworth Borough Council said: “The Proms in the Park is a great event and I hope as many people as possible come along and enjoy the great musical talent on offer in the lovely park setting.” The event will start at 5.30pm with the concert starting at 6.30pm the event is due to finish at 9.00pm. Hinckley & Bosworth Borough Council is backing a campaign to get half a million people out and about cleaning up their local communities from 20th March to 13th April 2020. We are encouraging and supporting groups and individuals, such as local businesses and schools who want to ‘do their bit’ to help clear up the litter that blights our streets and parks. We would like to invite you to join us and arrange your own litter pick to help make a positive difference to your local community. We will support you along the way by providing all the necessary equipment, including high visibility tabards, litter pickers and refuse sacks. A Clean Neighbourhood Officer can also be onsite to advise and join in.
