Views sought on new primary school plan
Leicester Forest U8s Make National Final
Leicester Forest East and Braunstone Town residents are being asked for their views on plans for a new £4 million school.
The Leicester Forest U8s team now go through to the national final to be held later in the year. A consultation has launched encouraging people to have a say on Leicestershire County Council’s proposals to build a 210place primary in the area. It can be viewed at http://www.leics.gov.uk/schoolproposal
Last Sunday Leicester Forest Rugby Club held the North and Mid England Regional Lexus Rugby finals at their Hinckley Rd ground. Some of the best Under 7's to under 10 age group teams from around the region were in attendance. All of the Leicester Forest teams competed very well with the U10's just missing out on a tournament win and the U8's winning their final against Nottingham Corsairs.
Pupil forecasts show that extra places will be needed because of increased births, more families moving into the area and new housing developments. As there are limited locations in the area, it’s proposed to build the new school on the former school site off Holmfield Avenue – this would reduce costs as the council already owns the land. Ivan Ould, Leicestershire County Council cabinet member for children and families, said: “Primary numbers are growing in Braunstone Town and Leicester Forest East and we want to create extra places to ensure that all learners continue to have an opportunity to attend a local school. “We’ve looked carefully at the options and there is very limited potential to expand the existing schools. This means that the most practical and affordable solution is to create a new primary which would be funded by the government. The council has a legal obligation to ensure that there are enough school places in different parts of the county, and to work closely with the Department for Education (DfE) to find the best organisation to run a new school. The consultation runs until 11th November

CENTENARY BATON IN LEICESTERSHIRE AND RUTLAND The Women's Institute movement started in Britain in 1915 and in this our centenary year the Kirby Muxloe Members played their part in celebrating this momentous event. A Centenary Baton is going around England and Wales to celebrate this event and Leicestershire and Rutland Federation had the baton from the 8 - 14 October. Events were arranged for the Baton to travel throughout Leicestershire and Rutland Federations for members to take part in the celebrations. The first event we attended was at Foxton Locks where bunting representing every one of our WI's stretched from the top lock all the way down to the bottom a distance of over 300 metres. The bunting was made and held by over 800 WI members and we duly displayed ours, the bunting ranged from the very simple brightly coloured flags to some spectacular displays of craftsmanship, it was a magnificent sight. The next event was what turned out to be a lovely afternoon walk through Bradgate Park, starting at the Newtown Linford gates some of us managed to walk on to the Cropston gates in the time allotted. The scrumptious Afternoon Cream Tea provided by the Home Economics Team was delicious and made it all worthwhile. On Saturday at 2pm prompt the Flash Mob appeared in the middle of Leicester at the Clock Tower and led by our Chairperson, Janet Kirk we burst into song singing 2 verses of Jerusalem, there was a very generous amount of cheering and applause. Finishing with a run/walk/bike around Rutland Water where the baton was taken around the perimeter of 17 miles. WI's were invited to participate in a specific part of the relay and then asked to join in at the end where the relay finished at the church at the dam. During the last leg of the relay members from the Huntingdon and Peterborough Federation joined us and the Baton was passed on to them to continue its journey around England. It’s been a fun filled week of celebrations with lunches, concerts and competitions and one I’m sure we’ll all remember.

The Scrutiny Panel’s work will be published to the County Council Cabinet for a final decision on 19th November. Stakeholder groups, of which we are one will be presented then with proposed support packages. Perhaps after some negotiation we must then complete our work and submit a formal proposal together with a business plan to County Hall, sometime during February 2015. With Christmas and New Year intervening this leaves us just 8 working weeks to complete our work and prepare our proposal documents.
Like 35 other community libraries around the county Ratby finds itself faced with the sad prospect of losing the library it fought so hard to have built and for which the church provided the land upon which it sits. Residents of long standing will know the battle the village fought to secure this amenity to which a quarter of the village are registered as members with several hundred being regular users or borrowers.
But with Leicestershire County Council having to find significant savings, owing to reduced local government funding from Westminster, some hard decisions are having to be taken and all County Hall spending has come under intense scrutiny.
The Ratby Library Group was formed in early September and comprises individuals with a strong determination to keep our library and help it to prosper, stay open longer and increase its offering to the village. Group members have significant business and

Our group has examined the 2013-14 accounts to find ways of generating revenue whilst reducing costs. Our forecast of costs and revenues, if nothing changed, shows a deficit exceeding £271,000 by 2023-24.
Using identified cost reductions our group proposed 5, 7 and 10 year financial support packages from the County Council, forecasting then our library should be able to continue as a viable, non-profit making amenity.
Ratby Library Group made a presentation to the Scrutiny Panel (15th October) at County Hall. This panel has the remit to review how the transition from public finance and management to local control can be assisted with appropriately-structured financial support and training packages.

A meeting with the parish council was held to establish where we might mix-and-mould the best parts of our individual approaches. Though we found our approaches to be different the meeting proved to be most productive and we plan to meet again after the County Council’s support proposals are published. Until that time we are working independently to reduce known costs, establish the unknown ones and identify additional revenue opportunities. We meet again in early December to assess how County Council proposals impact our separate budgets and whether the best option might be to table a joint proposal and business plan in February 2015. After all community library bid plans have been assessed the County Council will advise the 36 community libraries of the Council’s ‘preferred bidder’ status.

NEW PLANS TO BUILD A HOUSING ESTATE IN KIRBY MUXLOE
RSPCA Christmas Craft Fair
Taylor Wimpey is still trying to get planning permission to build 88 houses on fields to the rear of Barry Drive. In June 2014 Kirby Muxloe Residents Action Group with the support of the Parish Council was successful in getting the application refused by Blaby District Council’s Development Control Committee. Taylor Wimpey have appealed against the decision and an inquiry will now be held at Blaby by a Planning Inspector probably early in the New Year. At the same time Taylor Wimpey has submitted a new planning application (14/0917/1/OX) which is the same as the previous one. The Residents Action Group intends to fight each and every proposal to build on the land in question as we feel it is inappropriate to build on one of the few green spaces in the village. It is a local wildlife site, the proposed estate can only be accessed through Barry Close, it will generate a large amount of traffic on the surrounding area and there is the increased usage of the dangerous unmanned and unlit level crossing which is unacceptable. We urge all the residents of Kirby Muxloe and the surrounding area to write to Blaby District Planning department with their objections. Over 50 and living in Blaby District? Residents in Blaby District are invited to join the newly named Over 50s Forum, which is next meeting on Monday 1 December. The theme for the forthcoming forum is preventative health, and will have speakers and information about keeping well during the winter months, good mental health in older age, and new dementia services in the district. Free health checks will also be available. Formerly called the Older Persons’ Forum, members voted in the name change at the last meeting in September, with the hope of attracting more residents. However, I hope the name change will encourage new members to come along and benefit from getting the information available at an earlier stage. “Even if you don’t need help now, it’s good to get advice and find out what help is out there so as to prevent problems occurring in later life. The Leicestershire branch of the RSPCA, who have an animal centre at Woodside in Leicester, will be once again holding their popular Christmas Craft Fair at Groby Village Hall on Sunday the 16th of November . Open from 10am to 4pm there will be a variety of seasonal crafts and items for sale. The RSPCA will also have their own Christmas goods and pet items and crafts, a pet tombola and excellent refreshments. Planning Application by Cawrey Homes Ltd. for 160 houses in open countryside south of Markfield Rd, Ratby. The ongoing planning application by Cawrey Homes Ltd to build 158 extra homes in the village along Markfield Road will now be determined at a Planning Committee meeting at the Hinckley Hub on the 11th November 2014. This application is recommended for permission despite local opposition from residents who have sent in written objections in the hundreds. However, due to the administration's lack of commitment to bring forward a 5 year housing supply and a site allocations document that is over a year away from being adopted, then there is no material planning reasons to refuse it. We have learned that the applicant is now offering 30% affordable housing on this site despite a saved policy of 40% much to the detriment of local residents which will be a 50/50 split between social rented and shared ownership. The applicant also offers a full 106 agreement which provides financial payments towards the Police, play and open space provision and education. There is a requirement locally

Dog Fouling. We are receiving constant complaints of dog fouling on the pavements and footpaths within the village. It has been pointed out to us that dogs have been allowed to foul next to the dog bins provided by the Parish Council. Other complaints received relate to dog mess that has been picked up and bagged and then thrown into hedgerows. We would urge the small minority of dog owners who are responsible for these complaints to please think of others and pick up your dog mess. Remember you can put it in any bin provided by the Borough Council or Dog bin in the village provided by the Parish Council. Local Man Has Street Named After Him When Holmfields acquired their new site at Stafford Leys in 2012 and they discovered that local man Michael Langman had been awarded the British Empire Medal in the same year, they had no doubt who they would like to name the new road after. Michael was presented with the medal for his services to the local community and attended a garden party at Buckingham Palace. “We knew Michael from when we were children as myself and two brothers Gary and David attended the Sunday school which Michael ran, as did nearly all the local children at the time” said Jo Hemmings of Holmfields. Michael visited the new development this week to see the new road sign and was presented with a gift from Jo, Gary and David. “Michael is someone who gives his time to the community and we admire him greatly, so we were very pleased to name the road after him” said Jo. Family firm Holmfields have been building new homes in Leicestershire for 18 years but this is the first time they have built new homes in Leicester Forest East which is where the family are from. This development consists of six detached four bedroom homes with four plots remaining for sale.

The artists’ group ArtSpace Loughborough will be holding their annual art fair at Woodhouse Eaves Village Hall (Main Street, Woodhouse Eaves) on Saturday and Sunday 8th and 9th November. This will be their 7th autumn art fair and this year is promising to be bigger and better with a total of 16 artists taking part. Here you will be able to buy an original, unique work of art by a professional artist at an affordable price. Many of the artists will be attending the event in person, so it is also an excellent opportunity to meet and discuss their work with them. The group will be exhibiting many art forms include paintings, drawings, ceramics, textiles, photographs and digital prints. All of the works will be for sale with prices starting at £2.00 for an original handmade card; limited edition prints from £25; and many original pieces being priced under £100. With hundreds of pieces to be browsed, there will be something to suit all tastes and pockets, and with Christmas fast approaching you could snap up the ideal gift for a loved one. Additionally to the art fair, the group is running a whole school art competition for pupils from the village primary, St. Paul's. The competition is to design bunting inspired by ‘My Special Place’- the entries will be collected and hung in the hall over the weekend, with prizes donated by the group to be awarded in school assembly. Doors are open from 10am to 4pm both days. Entry is free. Handmade cakes and refreshments will be also be available, the proceeds of which will be donated to the British Legion Poppy Appeal. Last year over £100 was raised- the group are hoping to top this figure and will be baking furiously to ensure a range of delectable bakes are there for your enjoyment. KIRBY MUXLOE PARISH COUNCIL This month we warmly welcome to the village our new Clerk and Responsible Financial Officer, Beverley Greenwood. This is a significant moment for the Council in our quest to become fully functioning, effective and accountable. Some villagers have questioned the need for a full-time Clerk, so we thought that you might like to know something about Beverley and her role. Beverley comes to us from her previous role as Clerk to Groby Parish Council, a position which she held for three and a half years. She is well-qualified, holding a BSc, a Masters Degree in Business Administration (MBA), and currently studying for an MSc in International Finance and Accounting. Importantly for us, she holds the Certificate in Local Council Administration (CiLCA), together with the General Power of Competency, which means that, as of May 2015, when we hope to have a fully elected Council, the Council will be better enabled to take on an enhanced role and be in a position to do things it has previously been unable to do under its existing powers. The Council will be able to use this power to work with others to provide cost effective services and facilities in new ways to meet the needs of the village. Beverley is totally responsible for ensuring that the instructions of the Council are carried out. She has many duties and responsibilities, including, but not limited to: • Monitoring and balancing the Council's accounts and preparing records for audit and VAT purposes; •
Preparing agendas for Council, Committee and Trust meetings, attending the meetings and taking minutes;
•
Dealing with all correspondence;
•
Drawing up proposals for consideration by the Council, to advise on their practicability and then to monitor the implementation of policies;
•
Supervising and line managing other staff members (the Administrative Assistant and the Litter Picker).
Clearly an effective Clerk is fundamental to the running of an effective Council. In the past, our temporary part-time Clerk was so overwhelmed with the sheer amount of work generated in particular by the large number of complaints and objections from a very few villagers that it amounted to a 'denial of
service'. Hence the need for a full-time Clerk.

We are confident that we have in Beverley an efficient and proactive Clerk and all councillors are determined to work closely with her to make Kirby Muxloe Parish Council a Council to be proud of. Amongst her priorities are to ensure that the accounts are correctly reported, to continue to improve the cemetery, and, crucially, to improve and expand the Council's website. It is hoped that, with a big expansion of information available on the website, the need for Freedom of Information requests will be drastically reduced.
Another resident has raised the issue of the dangerous junction of Fox Lane with Main Street. So many cars park there to use the shops and the cash machine that entrance to Fox Lane is often blocked, emergency vehicles would not be able to gain access, and turning left or right into Main Street is extremely hazardous due to vision being obscured. Indeed, there was a collision there on 24th October for just this reason. The situation is exacerbated by the number of large delivery vehicles for the shops. Again, we appeal for courtesy and consideration for the needs of others, and reiterate that there is unlimited free parking in the car park on Castle Road.
As we welcome Beverley, we say goodbye to Roger Lomas, who has been our temporary interim Clerk since July 2013. Roger has had an enormously difficult job to do under the most extreme and under-resourced of circumstances. He has stayed with us well beyond what had originally been planned, and we are grateful to him for his persistence, his support and his most gentlemanly of manners. We wish him well for the future. We also extend a warm welcome to our new Chairman of the Parish Council, Paul Lewis. Paul says: "I consider it a great honour to have been elected Chairman of our Parish Council. I hope to bring a common sense, pragmatic approach to do the best for our village. It has been a difficult few years but with the help of the experienced Councillors from neighboring Parishes, there is light at the end of the tunnel. Tony Greenwood in particular, as the previous Chairman, has put his heart and soul into getting us back to a good position. His time, at no cost to the Council, has run into many, many hours and on behalf of us all, I thank him. We still have some difficulties ahead but I am certain these can be overcome and we can deliver a fully functioning well-run Council for the May 2015 elections." To other matters. A resident has pointed out to us that there are problems with parking on Church Road and Barwell Road, with cars often parking on double yellow lines and on pavements. Not only is this not allowed, but it also shows a serious lack of consideration for others, including parents with pushchairs and wheelchair users, who have to walk into the street. There is unlimited free parking at the car park on Castle Road, and we would urge drivers to be more thoughtful of the needs of others. If not, enforcement action may need
Unsurprisingly, Taylor Wimpey have appealed against the Blaby District Council decision to refuse planning permission for 88 houses to be built to the rear of Barry Close. They have also put in a new submission which is the previous, refused, planning application with very minor changes. The developers clearly believe that repeated applications to BDC with very minor alterations will eventually get planning permission. As before the Parish Council and the Residents' Action Group will be working closely together to oppose the appeal. The date for the hearing will be either 13th November 2014 or 11th December 2014, not yet determined. On the last occasion, in excess of 100 Kirby Muxloe residents attended the meeting to oppose the development and their vociferous support was undoubtedly a factor in permission being refused. We urge residents to find out which date will be applicable and again to attend the hearing. Ratby Primary School News....
Recently, the children in Year 5 Mercury and Venus classes have been learning about magazine articles, using contributions from ‘Your Local’ as some of their inspiration. Here is a combined article some of the children wrote about our recent Harvest Festival.
FOOD FANTASTIC FESTIVAL by Kiah, Isabelle, Ellis, Lily, Poppy and Thomas
On a cold but sunny and bright early Friday morning in September, the whole of Ratby joined by Primary School visited Ratby Church to perform the Harvest Festival, also parents and Reverend Peter. Before the children started arriving, Reverend Peter stood by the door ready to greet the parents of the many children taking part in this amazing event.
There were crowds of green jumpers, like aliens invading Earth, as they walked to the church, all chattering nervously. Year 5 was especially excited on account of them singing a ‘Food Medley’ that they had been practising for the Young Voices Concert which takes place at the LG Arena next year.
were singing Firstly, Foundation children started singing loud and clear; the song they was ‘5 Red Apples’ with actions. After that, Year 1 and 2 sang ‘Big Red Combine Harvester’, also with actions. Next, Years 3 and 4 did individual poems that made up one big one, with props. Then Reverend Peter did a little talk to do with food, including lettuce, squash and peas… It made us think carefully about Harvest. When he had finished, Year 6 read out their prayers. Finally, it was our turn to sing. With a mixture of nervousness and excitement, the Year 5s slowly crept up to the front of the stage, ready and raring to go. Suddenly, the sound of ‘Who will buy my sweet red roses?’ was heard and luckily we all kept in time with the music and actually the nervousness of the children faded away. The boys and girls in Year 5 were having truckloads of fun and it was the best visit to the church ever! Last but not least, Reverend Peter said goodbye and we left the church to get on with a normal school day. After the performances, the parents were thrilled. One of the parents was heard saying “That was amazing! I can’t believe how good it was!” Many thanks to all the children for participating in this wonderful event and to the family and friends who came along to support them. Who knows what we’re going to sing next year!

It was a great competition and School won all of their early games, which placed arrived, the teams them in the final. When it finally in the final School and St were Ratby Primary Peters. It was a great team of boys and experience for the whole of the girls. Ratby
On 3rd October 2014, Ratby Primary School took a team of 13 children to a Tag Rugby Competition to celebrate to the opening a year of the Rugby World Cup, here in England. The event was held and every was at Bosworth Academy school a country to represent. Our school was given representing Canada.
Children and parents travelled back in time earlier this term when they took part in a cave painting workshop at Ratby Primary. After collecting a range of ‘tools’, including sticks, stones and feathers from the school field, they attempted to replicate the artwork found at Lascaux Caves in 1940. The cave paintings are believed to date back to the Palaeolithic times and gave the young historians clues about what life was like in prehistoric times. Year 3 teachers, Mrs Mulhern and Miss Snowdon, have since recreated their own Lascaux Caves in the newly built corridor leading to their classrooms. In the new national curriculum, introduced this year, children study periods of history in chronological order across KS2, beginning with the Stone Age, Bronze Age and Iron Age in year 3, through to more recent times in year 6. “It makes much more sense to teach children about historical events in the order in which they happened,” reports Mrs Mulhern. “It helps the children to see how civilisation developed and the effect of previous eras on those that followed. The children have really enjoyed learning about hunter-gatherer life and have been intrigued by the findings at Scara Brae and the discovery of the Amesbury Archer. We are looking forward to moving onto the Romans after Christmas.”

Ratby Primary School Celebrates Diwali
It was a fun packed day October. Diwali on 28th This year Ratby Primary School celebrated full of lots of exciting activities. For the first time in Indian – a company Productions welcomed DNS who specialise ever, we dancing. They treated the children to examples of both younger and older style Indian dancing during our assembly, which the children just loved. In addition to this, Harrisons Spice – Ratby’s newly opened
Indian restaurant and takeaway provided some children with a fantastic cookery and tasting session.
Throughout the school there were many different learning activities taking place. Back by popular demand were our friends from Leicester Mela, who spent the morning with Key Stage 1 demonstrating how to create Rangoli patterns. The children thoroughly enjoyed making their beautiful brightly coloured symmetrical patterns, which they were able to share with each other.
Fun Afternoon at Harrisons Spice for year 4 On the 28th October, Ratby Primary School had a Diwali celebration day and Year 4 visited Harrisons Spice, on Station Road in Ratby.
Here’s what the children had to say!
Our children were delighted to have the opportunity to learn how to create traditional Indian dishes. The Chef demonstrated how to prepare the dishes, talked about the importance of hygiene and gave the children the opportunity of sampling the food they had created. We were very lucky as we managed to make and taste a range of Indian specialities including onion bhajis, chicken tikka masala, vegetable samosas and poppadoms.
On the 28th October, the Year 4 children (Jupiter and Mars) went to Harrisons Spice and we made onion bhajis, chicken tikka, vegetable samosas and poppadoms. The chef welcomed us and led the class into the kitchen.
First we washed our hands. Then the chef got out the ingredients (which had been prepared). After that, we followed the instructions and made onion bhajis and when they were ready we cooked and ate them. They were delicious! Next, we made chicken tikka and poppadoms. When we had finished making these, we tasted them too!
Looking back it was an amazing day and I would definitely recommend visiting Harrisons Spice! - By Evie On the 28th October, Year 4 from Ratby Primary School went to Harrisons Spice, which is in the centre of Ratby on Station Road. On the way there everyone was already really excited to be given the opportunity to make chicken tikka, poppadoms, onion bhajis and vegetable samosas.

We were really happy when we arrived as everyone was able to make a couple of things each. I made a really squashy, squidgy onion bhaji. This involved me putting my hands in water to shape the mixture. I soon got the hang of it and we all loved it. Then we made the most amazing poppadoms, they had so much flavour! It made my taste buds go crazy! They were the most perfect poppadoms. Finally, we made some chicken tikka masala. Overall, it was an excellent trip! - By Oliver

even got to dress up as the characters in the story. Every child made a beautiful Rangoli pattern which they put together to create a huge colourful picture.
Year 3
In Year 3, the children used their mathematical skills to create their own Rangoli patterns. In groups, they selected shapes and colours which carefully enabled them to design their own pattern. Children also spent time exploring what happens during the Diwali celebration.
Year 5
Artistic skills were being put to the test in Year 5 as children recreated a scene from the Golden Mile in Leicester. After much consideration, children chose to decorate their own street with vivid colours and detailed decorations to show real intricacies. In the afternoon they were treated to Bollywood dancing, where they were able to learn many new moves!
Year 6 Our Year 6 children had a great opportunity to learn many new dances courtesy of DNS Productions. After our school assembly, the children were shown stylish Bollywood dancing which they then had a chance to try. The day was a huge success as many children revelled in the fun. It is with huge thanks to our visitors and the restaurant too, their help was really appreciated. We look forward to next year’s celebrations!

Libraries Last month I reported that I had been appointed to serve on the Community Libraries Scrutiny Review Panel which was set up by the Cabinet to advise it on the future infrastructure support (IT, property etc) and to make recommendations as to what the future County Council “offer” should be for those communities wishing to run their local library.
Government funding for direct support to vulnerable people in crisis may be withdrawn in March 2015. If the funding is withdrawn, we will not be able to provide support in the same way we have done up until now, and therefore, the council needs to be prepared to deliver a different type of support service from April 2015.
I want to make it clear I want as many people as possible to come forward with their ideas to help support our local libraries. I would urge any interested people or groups to contact the Parish and share your idea’s as I know your Parish Council is actively looking at ways it can help run the Library. I want residents to know that I am working with both Ratby and Groby Parish Councils. As your County Councillor I will do everything I can within my power to protect the library services for residents.
The county council is committed to support vulnerable people through early intervention and prevention using the under spend from the current fund through a different type of service.
Stray Horses Fielding Lane, Ratby. Residents will be aware that I have been liaising with both County Council officers and John Cawrey urging them to take action to prevent the loose Gipsy horses coming into the village from the fields off Sacheverell Way. Residents will be aware that this has been a continual problem over the past few months. John Cawrey agreed to pay for a kissing gate at the motorway bridge end of the field that leads to Harrison close. The County Council agreed to fit the gates. However in the end the County Council decided to put two gates in one either side of the field this would then prevent the horses straying onto Sacheverell Way. I am pleased to say that both gates
Consultation on the proposals to introduce a concessionary charge for using Leicester Park & Ride services Leicester City and Leicestershire County Councils jointly operate three Park & Ride services from sites at Birstall, Enderby, and Meynell’s Gorse (near Leicester Forest East). The current financial subsidy paid by the councils for Park & Ride is £600,000 annually shared equally between the two councils. Leicestershire County Council are proposing to charge for concessionary pass holders, which will help the councils to reduce the overall subsidy for the service. The proposal is to charge £1 for a Concessionary Day Ticket and we are seeking your views on the introduction of this charge. ‘Fibromyalgia Friends Together’ Supportive Friendship group at Shuttlewood Clarke Foundation Fibromyalgia Friends together is a new support group meeting on the 3nd Thursday of every month at Ulverscroft Manor. The group is aimed at providing support care and friendship to fibromyalgia sufferers and their friends and families. The sessions provide the opportunity to have a coffee and informal chat with friendly and supportive fibromyalgia friends. Juliette Brooke, a fully qualified and experienced podiatrist, will be available on these days to provide chiropody appointments and reflexology taster sessions. Booking is essential and will be charged at £13.00 per 25 minute session. Tredinnick Welcomes Extension of Warm Home Scheme David Tredinnick, MP for Bosworth, has welcomed the news that more pensioners are to receive help with their energy bills this winter. The Warm Home Discount Scheme - paid for by the energy companies and now worth £140 per household - is being expanded by 200,000, to include everyone who receives Pension Credit Guarantee. While hundreds of thousands of people on low incomes are eligible to claim the discount which in most cases is applied automatically by energy suppliers - many do not receive the discount, unless they ask for it. David Tredinnick said, "I welcome the extension of the Warm Homes Scheme to everyone receiving the Pension Credit Guarantee as no one should have to go without heating because they are worrying about the bills. I urge qualifying pensioners in Hinckley & Bosworth to contact their energy company directly, as eligibility criteria vary between different suppliers." Caroline Abrahams, charity director at Age UK, said, "Clearly much more must be done to encourage these older people who need extra help the most to claim everything they are entitled to, so they don't have to struggle through the winter." The Department for Work and Pensions said that even though 1.7m pensioners will now be able to claim the discount, only 1.4m are expected to take it up. The scheme, which began in 2011, is expected to cost energy firms £315m this winter. The industry has already promised not to cut off energy supplies from vulnerable customers during the winter months.

Eye Health
Around 14 people in every 1000 suffer an eye infection each year and allergic conjunctivitis is the cause of around 15% of all eye problems presenting to GPs. The eyes are a very delicate organ and medical advice should always be sought. There are many eye conditions that can be treated from the pharmacy. Our highly trained pharmacists are here to advise and refer if necessary. There are many conditions that affect the eye, some can be very serious and require an urgent visit to the GP and some can be treated using remedies bought from the pharmacy. I have listed a few eye conditions that can be treated without the need to see your GP. Conjunctivitis is a common condition that occurs when the conjunctiva (a thin layer of cells covering the front of your eyes) becomes inflamed. The three most common causes of this inflammation are: infection (infective conjunctivitis), an allergic reaction (allergic conjunctivitis) and something irritating the conjunctiva, such as a loose eyelash (irritant conjunctivitis) Allergic Conjunctivitis: - This can be seasonal such as a symptom of hay fever or can be caused by continual exposure to something the person is allergic to. Symptoms of allergic conjunctivitis include a clear watery discharge, a generalised/diffused redness of the eye and itchiness of the eyes. Allergic conjunctivitis affects both eyes simultaneously. To treat this condition an antihistamine tablet can be taken, or if symptoms are persistent eye drops containing sodium cromoglicate can also be used. Infective Conjunctivitis: - This is caused mainly by coming in to contact with someone who already has the infection. It is therefore very important to wash your hands thoroughly after coming into contact with anyone who has infective conjunctivitis and don't share pillows or towels with them. There are 2 types of this conjunctivitis, Bacterial and Viral. The symptoms of both these conditions are similar which include, a burning sensation and a feeling of grit in your eyes. Bacterial conjunctivitis usually has an associated sticky discharge from the eye and starts off in one eye and moves to the other. Viral conjunctivitis usually has a clear runny discharge and can affect both eyes together. Cough and cold symptoms can also be associated with viral conjunctivitis. Both these conditions are self-limiting i.e. will go away on their own if left for a week or so, however you can buy treatments to speed up the healing process. The drug of choice in these condi-

tions is Chloramphenicol which comes under many brands. It is available as an eye drop or an ointment. It will not do much for a viral infection but may be considered appropriate to prevent a secondary bacterial infection. Irritant conjunctivitis: - Irritant conjunctivitis can have a wide range of potential causes. Some common causes include, chlorinated water used in swimming baths, shampoo, a stray eyelash rubbing against the conjunctiva, smoke or fumes. The treatment for this type of conjunctivitis is simple. Firstly identify, then stay away from the irritant causing the problem. Another eye condition that does not need a visit to your GP is subconjunctival haemorrhage. This rather long name means a burst capillary (blood vessel) in the eye. Straining or coughing can sometimes cause a blood vessel to burst on the eye surface, causing a bright red blotch. It can also be caused if you u have high blood pressure. It should not be painful and vision should not be affected. It may look alarming but it is harmless. There is no treatment as the blood cannot be washed out. It should clear up on its own after a few weeks. If you would like more advice pop in to speak to our highly trained pharmacists. With all eye conditions if you have any of the symptoms below then you should see your GP or Optician: Pain in the eye: An actual pain which is different to a general soreness, grittiness or itchiness. Disturbance of vision: Problems in focusing or vision, different to blurriness due to a watery eye. Eye conditions accompanied with other symptoms such as headaches, nausea and vomiting. Recurrent subconjunctival haemorrhage Photophobia: Sensitivity to light. Redness localised to one area of the eye surface. Pupils of abnormal shape or uneven pupils
Pupils reacting unevenly to light. As our eyes are very special, it is important to take good care of them. If you feel that you have any sight related problem or condition of the eye, please see your optician, or pop in to The Village Pharmacy Kirby Muxloe and we can refer you appropriately. As we get older the risks of eye disease increase so it is important to make lifestyle changes and visit the optician regularly. Many opticians recommend taking an eye supplement such as Macushield to help prevent age related eye disease. In order to maintain good eye health recommendations state to have an eye test every 2 years. Having an eye test won’t only tell you if you need glasses or a change of prescription, it’s also an important eye health check. A few lifestyle changes can also help maintain good eye health. These include: eating well, staying a healthy weight, quitting smoking, sleeping well, using good lighting, wearing sunglasses and regular exercise. Grants available for community groups in Blaby District If you are a community group or organisation providing services in Blaby district, you may be eligible to apply for a grant from the Council. There are three types of grants available to help develop or improve services for local people Capital Grants up to £5000, Revenue Grants up to £500, and Staying Healthy Grants up to £1000. Each grant is designed to help with different costs such as building works, equipment purchase, venue or transport costs or one-off special events. Many insects and wild creatures will be relying on some ground cover or hideaway to call ‘home’ for the winter. Several piles of twigs or prunings, left around your garden in discreet places, will provide great winter ‘snugs’ for toads, grass snakes and other small garden inhabitants. ‘Spent’ seed heads provide cover and food for birds over the winter.

Changes in waste site opening hours
NEW OPENING hours for Leicestershire’s recycling and household waste sites (RHWS) came into force this month. From 1st October autumn / winter opening times will apply with sites open five days a week from 9am to 4pm. The five day pattern of opening is being arranged so that all sites are open at weekends and a proportion of sites remain open each day for use by the public in the week. The RHWS at Kibworth, Lount, Lutterworth, Melton, Mountsorrel, Shepshed and Whetstone will be closed on Tuesdays and Wednesdays The RHWS at Barwell, Bottesford, Coalville, Loughborough, Market Harborough, Oadby and Somerby will be closed on Thursdays and Fridays. Seven day spring / summer opening hours will resume on 1st April 2015.
