This Months PrioritiesSpeeding: Continues to be one of our priorities and we will continue to undertake speed enforcement operations. We continue to complete patrols in areas which have already been identified to prevent and deter. Vehicle Crime: There have been a number of thefts from motor vehicles across Charnwood. In particularly those around the areas of Bradgate Park, we have also conducted an operation in Bradgate Park car parks to raise awareness on this. Antisocial Behaviour: Last month our priority was deal with complaints of ASB and use of cannabis on a road in Rothley. We have been patrolling in the area and have had no further complaints so we will now be closing this priority. We have also received reports of antisocial behaviour in and around Stafford Orchard Park in Quorn. We have increased patrolling and have identified a number of those involved and are undertaking preventative work with them

Staffing Changes PCSO Tom Barker has now left the beat to join as a Police Constable, we would like to thank him for his help over the past couple of years and wish him good luck in his new role. So warns the RSPCA, after reports of dozens of hedgehogs getting entangled in football, badminton and pond nets. Evie Button, a wildlife scientific officer, warns: “Netting can be a particular hazard for wild animals, as they can easily become entangled. As they thrash around trying to escape, the netting can tighten round them and cause terrible suffering.”

Remembrance 2019 Mountsorrel The Mountsorrel village Remembrance Day Parade and Service will take place on Sunday 10th November. Lottery celebrates fantastic first year Good causes in Charnwood have come together to celebrate the Charnwood Community Lottery’s first birthday. Charnwood Borough Council held the celebration event at Fearon Hall, one of the 50 organisations registered for the lottery.

Since launching last year lottery players have raised over £22,000 for a variety of good causes including village halls, community libraries, swimming clubs, play groups, scout groups, and various charities. Over 37,000 tickets have been sold in the first year, 92 players have won cash prizes and 730 people have won 3 free tickets. Cllr Deborah Taylor, lead member for communities said: “I’d like to thank everyone who has brought tickets and supported good causes through the lottery over the past 12 months. “The lottery was launched to help raise money for good causes in the borough which is exactly what it’s done. “We’ve also had a number of players who have won a variety of cash prizes over the past year, so I’d like to congratulate them and thank everyone who has supported the lottery. I’m looking forward to seeing more groups and organisations signing up to the lottery and more money being raised over the next year.”

When a player chooses to support one of the registered good causes, the organisation will receive a 50p donation, with 10p going towards a central community fund. If no charity is chosen, all 60 pence goes to the community fund. The council will use the community fund to continue to support local projects and good causes through its grants scheme. The top prize in the Charnwood Community Lottery is £25,000. Among the many groups to have benefitted from the lottery is the Quorn Local History Group which has received over £450. Planned Closure of Sorrel Youth Cafe as at 25th March 2020 It is with great regret that as Chairman of Trustees I announce that Sorrel Youth Cafe will close in the Spring of 2020 and the Sorrel Youth CafÊ Charity and Company will subsequently be dissolved. This decision coincides with the end of the site lease, but more importantly is the result of over two years of discussion and organisational forward planning. Given this the decision by Trustees on 7th October 2019 was not one that was taken lightly. At the outset the Trustees would like to make it clear that closure is not due to any lack of support from the charities two key local funding providers, Mountsorrel Parish Council and the Mountsorrel United Charities – Relief in Need Fund, nor indeed is it due to any lack of willingness by our Landlord to explore a future lease. Similarly secondary funding sources are equally supportive of the work of the Cafe.

current needs. In recognising this, the Charity commenced the delivery of outreach youth work through the provision of a Youth Worker meeting with young people “on their own turfâ€?. This has proved successful and alongside the evidence collected from our research, suggests that the methodology for the delivery of local youth work needs to change. Current use of the CafĂŠ building does not justify the cost and commitment to another long term lease. •

Contributary factors There are a number of contributary factors that influenced the Trustees decision. The reasons are multi-faceted but can be summarised as follows: •

Positively the Charity has met its objectives over its 10 year operation. The identified needs that contributed to its establishment in 2010 have changed and externally the village no longer is seen as a ‘priority area’ for resources. This alongside a general decline in the availability of funding for ‘open youth work’ means that the charity will continue to struggle to identify and secure funding to meet its core charitable objectives.

A change in youth demand, a point that was highlighted in the Chairman’s Report to the Annual Parish Meeting on 20th May 2019, has been confirmed. After significant research and discussion with young people, the Trustees have concluded that the ‘CafĂŠ environment’ is no longer the best way to serve their

In considering the options, Trustees have explored the possibility of changing the status of the charity, as have many others, into that of a community business. It would also need to move its focus away from youth work to community engagement. Despite obtaining agreement from Leicestershire County Council for a seed funding grant and the backing of the Co-operative and Social Enterprise Agency, it was agreed not to continue with the process due to the timescale and resources needed to follow it through. Successful investment would be dependent on much greater community engagement and this would take time to establish. Reflecting on the challenge of further community engagement, the Trustees recognised that whilst being a viable option, establishing a community business would be dependent on identifying and putting in place a new management structure. The charity currently struggles to recruit and retain Trustees who have the time and energy to commit to the changing demands of the organisation, particularly the lead roles of Chairman and Treasurer/Administrator. We have been actively trying to recruit new Trustees over the last 3 to 5 years but little success. The recruitment of a new management board would be vital for a new community business.

An opportunity for the village In considering the above the Trustee’s recognise that there is much to celebrate in what, through the hard work and commitment of our staff and volunteers, the Charity has achieved with many of the original drivers, most notably youth anti-social behaviour, having quantifiably decreased. There is acknowledgment that the work has helped a significant number of individual young people to change their life path for the better and provided many more with a safe and supportive environment. The cafÊ has been a place for young people to socialise, gain support and be educated. This work needs to continue, but the way it is delivered needs to change. Whilst our core youth provision objectives have over time perforce changed, other strands of youth related work have been and are still successfully being undertaken, most notably in the provision of: •

The Trustees are most anxious that these groups continue despite the closure of the Cafe and are making proposals to the Parish Council in their regard. I have concentrated so far on our specific youth work provision, but we have another important strand of work, the provision of a daytime Community Cafe. This was started as a funding resource to bolster youth work costs but has developed a life of its own and surfaced areas of need within our community that had not previously been met. In addition to providing a cafe where low cost, nutritious food could be obtained in a community environment, the day-time cafe provided a meeting place for myriad groups both formal

We are also discussing future options for the continuation of this community provision. Conclusions As previously indicated, we are keen to ensure that the work across both stands of the charity’s work is continued. We know that the need is there and hope that the village will come together to consider ways that such needs can continue to be met. This said, the Trustees feel that, although sad, our decision to dissolve the charity is the right one, that we have explored the options open to us and that we would not want to commit to another building lease post March 2020. Over the coming months, the Trustees will continue to communicate developments both to addressees of this note and to the

wider village community and are of course open to discussing their decision. As at 7th October however, we plan to close our youth work and community cafe provision shortly before the end of lease date, 25th March 2020. That will be followed by the dissolution of the Charitable Company Limited by Guarantee with final inspected accounts being submitted to both the Charity Commissioners and Companies House. As Chairman I wish to thank all those who have supported the endeavour in any way whatsoever and particularly wish to thank my fellow Trustees both current and past, our Youth Officer, our Community Cafe Supervisor and especially, our volunteers and staff without whose communal efforts nothing would have been achieved.

Shrubs You Shouldn’t Snub

What’s your favourite plant? I bet your answer falls within two categories. It’s either an annual - those lovely little plants that give their all for one season before popping their clogs – or, it’s a herbaceous perennial – those spreading Choisya x dewitteana 'Aztec Pearl clumps that appear from nowhere each year to give a tremendous display before retreating into the soil once more. There’s enough between the two to utterly mesmerise, and it’s no wonder that many gardeners find time for little else. But what about shrubs? They might quietly get on with it whilst the rest of the garden demands your attention, but if you want a beautiful garden then ignore them at your peril. Shrubs are the back row of the gardener’s chess board, giving structure and strength whilst those tender-stemmed pawns play their silly, short-lived games. Come winter they add height and interest when everything else has been seen off. They can be among the most beautiful plants in the garden, with an almost infinite array of flower and foliage forms. There’s just so much more to them than the tightly-clipped, generic blobs you see lining supermarket car parks. Here’s some unique cultivars of lovely (but often overlooked) shrubs that will bring year-long interest to your garden: • Berberis ‘Pink Queen’ - A spikey brute, it’s true, but add this to a lesstravelled area for a splash of subdued pink. • Choisya ‘Aztec Pearl’ - An unassuming plant. Until it flowers, that is. Beautiful, heavenly-scented flowers everywhere! • Euonymus ‘President Gauthier’ - A striking variegated shrub. Vivid, lush foliage year-round and so easy to grow. • Ceonothus thyrsiflorus var. repens - A little ground-cover Californian Lilac that can brush off colder winters. A haze of blue in May. NOVEMBER TIP: They even sell spring bulbs in petrol stations these days, so you’ve no excuse to forget to get some to plant now. But do think about expanding beyond just daffodils. Snakes Head Fritillary, Lilly of the Valley, Puschkinia – there’s plenty more to consider!

Friends of the Charnwood Forest The first meeting of the Friends this season took place on Thursday 26th September at the Woodhouse Eaves village hall, where we were to have heard a talk on ‘Visitors to Charnwood forest’ by David Robinson. Unfortunately this talk had to be postponed for medical reasons, so Marilyn Palmer gave a talk on ‘The Making of the Industrial Landscape in Leicestershire’. ‘Landscape’ is perhaps best connected with Leicestershire through the work of W G Hoskins, late professor of local history at Leicester University. What people may not realise is that he came to dislike Leicestershire, and particularly its industrial landscape, and he retreated to Devon as soon as he was able. So what were the industries that contributed to this landscape? The talk covered the rise, and in some cases the fall, of these industries, from knitting and the boot and shoe industry to iron founding and engineering, and the bricks which made St Pancras station. Weaving was, of course, a very ancient occupation. At first sheep were shorn, the wool either combed or carded, then spun and knitted, all by hand. The first knitting machines may well have orginated in Nottinghamshire, and certainly by the mid

18th century the highest concentrations were in the Nottingham, Leicester and Derby shires. These evolved into power-driven machines which by the 1870’s formed the basis for a factory culture. Here the talk touched on the subject of the role of women in the growth of this industry. Meanwhile boots and shoes were being manufactured chiefly in Northamptonshire, but the industry spread north in the 1860’s, examples being the Wheatsheaf Works and the British United Shoe Machinery Co, both in Leicester city. Charles Bennion, the CEO of British United, was responsible for the presentation of Bradgate Park to the people of Leicester and its shire. Iron works arose at this time; Gimson’s works being a very good example. Its products may still be viewed at the Abbey Pumping station, which originally was designed to pump sewage to Beaumont Leys but is now a museum. To make things involves a source of energy, anything from man or horse power to the introduction of steam, the product of heating water using a coal fire. The next topic in the talk was, logically, about the coal industry. In the north western part of the county the coal measures have a fairly thin overburden and are easily mined. Unfortunately, between

them and their city lies the Charnwood Forest, which makes transport both difficult and expensive. This led on to transport, which is necessary for industrial growth in any case – the bigger the market, the more prosperous the industry. The coming of the canalisation of the river Soar between the Trent and Leicester allowed cheap coal from Derbyshire to flood into Leicester, depriving the Leicestershire coalfield of its market. Its first attempt at retrieving the situation was the Charnwood Forest canal – a disaster in the making. Then came the Leicester and Swannington Railway, well known as the Stephenson line that had to create both the steam whistle and the Glenfield tunnel. The age of steam has come to an end. Factories which once produced enough to give Leicester the title of the richest city in Europe are now blocks of flats, either by conversion or destruction. Smoke no longer hangs over the city. Would Hoskins have approved? We shall never know... The next meeting of the Friends will be at the same venue on 14th October when Martyn Speight will give a talk on ‘The Storey of the Charnwood Water Supply over the last 150 years’.
