INFORMATION-SHARING IN GOVERNMENT BY HARYO WINARSO, NIKEN PRILANDITA, FANNY AZZUHRA
INTRODUCTION Access to spatial information is important not only for developers, but also for researchers, students, urban and regional planners and the general public. Unfortunately, such information must usually be searched for in various locations and cannot readily be integrated.
To address this problem, the Jakarta Spatial Planning Office’s website (http://tatakota-jakartaku.net/) was launched in 2007 as a comprehensive ‘one-stop’ source of information on various types of maps including existing/ satellite maps, master plan maps and site plans.. The maps are available at provincial, regional, city and district (kecamatan) levels, (i.e. from 1:20,000 up until 1:1,000). Most importantly, the site offers the ability to create overlays of various map types, many of which are interactive.
plicants for building permits, building certificates and land ownership certi cates. For the Spatial Planning Office itself, the site offers an important planning tool and supports the office’s role in transparent provision of public services related to building and development permits. e site was developed through extensive coordination among three agencies within the Jakarta Provincial Government, namely the Spatial Planning Office, Provincial Planning and Development Agency, and the Spatial Planning Bureau. The Spatial Planning Office is responsible for managing the website, while the other two institutions contribute maps and other related content.
Moreover, the site also incorporates a database of other types of spatial information, including the city master plan and its description, utilities master plan, and land acquisition principles. This information offers a vital e project was fully supported resource for prospective ap- by the Jakarta Provincial Govern1

Transparency is is the rst and most extensive attempt at implementing such an information-sharing program across agencies. The transparency provided by open access to information allows citizens to judge for themselves the use to which tax revenues are put. Jakarta’s image has benefited as a result, and other provinces and cities around Indonesia are keen to follow its lead,

Lessons learned Apart from meeting a specific technical need, the project has heightened awareness of the need for Interaction among public sector actors. î ˘is project involved three local institutions related to spatial planning. Effective interaction among these agencies contributed to the project’s success. However, it appears that there has been relatively little user feedback or response. î ˘us, future efforts should ensure a more interactive process from the outset, starting with participation
of stakeholders (NGOs, private sector, academics) in project conceptualization and design in order to tailor the product optimally to real user needs.
Finally, although this website was designed as a public service funded by the taxpayer, it may be feasible to introduce value-added services for business operators on a commercial basis.
Operationally, provision of information via a website is a rational choice due to its ubiquity and ease of access in Jakarta. Also, the website design is minimalist and user-friendly, further enhancing ease of use. Importantly too, the principle may be readily replicated, not only in other regions of the country, but also across other domains of public service. 3
