Eklhorn Area Community Profile
History Elkhorn, the Walworth County seat, is one of the fastest growing towns in Wisconsin. It successfully balances a strong and growing business community with its small-town, family-oriented appeal. Elkhorn is a blend of unique downtown shops and new commercial development, historic structures and new residential communities, along with neighbors and business people, all coming together harmoniously to make Elkhorn a great place to live, work and raise a family. The history of Elkhorn goes back to more than a century-and-a halfago, when Daniel Bradley, his brother Milo, and LeGrand Rockwell first laid claim to the untouched meadows and woodlands of what is now downtown Elkhorn. The city’s name was given by Colonel Samuel Phoenix, who proclaimed “elk horn!” after spotting a rack of elk antlers which had been caught in the branches of a tree. Old Matheson Memorial Library
The first documented population count of 14 was recorded in May of 1837. By the first town meeting in April of 1846, the number of citizens had reached 539. From the onset, Elkhorn’s settlers recognized the need for careful planning of their community. When Elkhorn was platted in 1842, areas were set aside for parks, a school and a jail. In 1846, Elkhorn was designated the Walworth County seat. The first Walworth County Fair was held in Elkhorn in 1851, then moved in 1853 to Delavan, but returned to Elkhorn in 1854 and has been held here ever since. In 1884, additional land was purchased for a city hall and a firehouse. In 1917, the first Walworth County Hospital was built in Elkhorn. In 1926, the city’s first subdivision was constructed on the northwest side of town. Also in 1926 the local Kiwanians built Elkhorn’s band shell to be used by the Holton Company Band, and concerts are still enjoyed there. The band shell is one of only two of its kind in existence in the U.S. today. Its uniqueness is attributed to the design by architect G. Phelby of Phoenix, Arizona and to the method of construction, which involves thousands of 1-foot x 1-inch wooden slats. In 1931, the Matheson Memorial Library opened its doors with a collection of 200 donated books. Only 10 years later, the library had over 7,000 volumes. In 1931, a new municipal building was built, which also housed the fire department, and the town continued to grow and prosper to become the great city it is today.

Card Town” Since the 1950’s Elkhorn has been recognized as “The Christmas Card Town,” and carrying on the tradition is well known Wisconsin artist Jan Castle Reed. She has done a series of seven oil paintings of Elkhorn landmarks, which also have been reproduced as Christmas cards. The “Christmas Card Town” title dates back to 1952, when the “March of Time” television series chose Elkhorn as the setting for one of its shows to feature a small American town during the Christmas season. The show was seen by millions nationwide and was run for several subsequent years. In 1958, the Ford Motor Company commissioned Cecile Johnson, a New
York state artist, to paint a series of six watercolor paintings to illustrate an article for its company magazine. Johnson, who had spent a recent Christmas in Elkhorn and was inspired by its small town charm and spirit, chose the town as the setting for her paintings. Later, a major publisher chose five of the six paintings as artwork for Christmas cards, which have been printed and reprinted by the hundreds of thousands. Ford donated one of her original paintings to the City of Elkhorn, and four more of the original watercolors were eventually purchased by the city. The sixth painting, however, has never been found. It was traced to the Hartford Connecticut school system in 1982, but there it remains unfound. Jan Castle Reed, now commissioned by the Elkhorn Chamber, continues the tradition each year with another beautiful oil painting that depicts the spirit of Elkhorn. Both of the artists’ paintings are on display at the Matheson Memorial Library, for all to see and enjoy.

Government An elected mayor and six-member city council govern Elkhorn. The city administrator, who handles the day-today operations and business of the city, is hired by the city council. Biweekly council meetings, open to the public, are held the first and third Mondays of the month, 7:00 p.m., at City Hall, 9 S. Broad Street in downtown Elkhorn.

Elkhorn is a full-service city complete with its own electric and water utilities. It has undergone a major renovation of the downtown streetscape with vintage lights and perennial flowerbeds. Downtown businesses have taken the initiative with the guidance of the Historical Preservation Committee to restore the facades of yesteryear.
The primary mission of the Elkhorn Police Department is to provide proactive and professional law enforcement services, which meet the needs and expectations of the community. Law enforcement services are provided on a 24-hour basis by a staff of 16 officers and 6 civilian personnel. The department provides, in addition to its traditional patrol operations, bicycle safety, school liaison, youth drug, alcohol and violence education, crime prevention services, child passenger safety seat inspections and bicycle patrol. The Elkhorn Area Fire & EMS Department has a full time fire chief with 47 firefighters including the Fire Chief and 40 Emergency Medical Technicians. The department has an ISO (Insurance Service Organization) rating of Class 4, which is used in writing insurance premiums for residential and commercial properties. The department services 103 square miles including the Town of Sugar Creek and portions of the Towns of Geneva and LaFayette with a population of 25,000. It has a full regiment of firefighting and rescue vehicles plus a 100foot platform ladder / engine.

Economic Development One of Elkhorn’s earliest industries was band instrument manufacturing, which is still going strong today. In addition, a large share of the country’s instrument repair work is sent to Elkhorn companies. A variety of industries are located in the city’s two municipal business parks ranging from industrial to areas designated as office parks. In addition to the two municipal parks that are home to more than 70 companies, private enterprises are in fast-forward developing business parks that include incubator buildings for the entrepreneur, as well as a variety of the serviceoriented businesses.

Elkhorn takes pride in its historic preservation, not only in the downtown area but throughout its residential neighborhoods as well. Many of these fine older homes date back to the mid 1800’s and have been restored to near original condition and appearance. Stately oaks, maples and evergreens line most residential streets in the older sections of town. In the fall, the rich vibrant colors of changing leaves are breathtaking.

Healthcare Aurora Lakeland Medical Center is a fullservice hospital, complete with a 24-hour emergency room with board certified and residency trained emergency room physicians and a 12-bed intensive care unit. Aurora Lakeland provides a full-range of medical, surgical and diagnostic services, and has over 150 medical professionals currently on the medical staff. Additional specialty services include cardiology, orthopedics, obstetrics, gastroenterology, neurology and a sleep disorders clinic. Aurora Lakeland also hosts many educational and support programs for the residents of Elkhorn and greater Walworth County. The Vince Lombardi Cancer Clinic, which was established at Milwaukee’s St. Luke’s Medical Center in 1989 and is now expanded to Aurora Lakeland Medical Center, serves cancer patients and educates the community about cancer care and prevention. In addition to home care and hospice, the Vince Lombardi Cancer Clinic offers a board certified oncologist, registered nurses certified in oncology, access to complete diagnostic tests and treatment options, chemotherapy treatment, emergency services designed just for cancer patients, and connection to counselors, social workers and chaplains. With its increase in patient numbers and emergency room visits, Mercy Walworth Medical Center knew it was time to offer a new level of care to the thousands of residents of Walworth County and the
Southern Lakes area. In recognition of its recent transformation from an outpatient clinic to a fully licensed inpatient hospital facility, the Mercy Walworth Medical Center is now the Mercy Walworth Hospital and Medical Center. Patients can still expect 24-hour emergency care, a full-service pharmacy, convenient on-site imaging and laboratory services, physical and occupational therapy services, plus many specialty and primary care physicians. Other Mercy locations within Walworth County include Mercy Lake Geneva Medical Center, Mercy Delavan Medical Center and Mercy Sharon Medical Center. Holton Manor in Elkhorn provides long & short-term skilled and rehabilitative care serving the needs of the elderly. Tucked away in a quiet residential neighborhood located on North Broad Street, they have enjoyed being a part of the community since July of 1981. The 60-bed facility believes in promoting the total well-being and personal enrichment of its residents through an atmosphere filled with dignified and compassionate trained staff. In-house physical, occupational, and speech therapists are employed directly by Holton Manor. It is a Not-For-Profit W.I.S.H., Inc. Home, certified in the Medicare and Medicaid Programs and licensed by the State of Wisconsin, Department of Health and Family Services.

Education It’s a time of pride in the Elkhorn Area School District as high achieving students are welcomed each day into outstanding facilities. Thanks to the generous support of the community, EASD has been able to address the challenge of growing enrollments with buildings, programs and staff that are among the best in the state. Each of the three elementary schools, Jackson, Tibbets, and West Side, places emphasis on the core areas of Reading, Language Arts, Mathematics, Science and Social Studies, and Elkhorn students score above state and national averages in all areas. Specialists in those fields teach Art, Music, Technology and Physical Education. The district provides programs to meet the needs of individual students including programs for academically talented students, Title I students, remedial reading students, speech and language students and English language learners. A wonderful group of volunteers in each school enrich the students’ education in countless ways. Elkhorn Area Middle School incorporates a team approach to education within its building. The Elkhorn Area High School is a four-year comprehensive high school offering courses to prepare students for university, technical college or employment upon graduation. Some of the more than 140 courses offered include Applied Technology, Youth Apprenticeship, Advanced Placement, and dual credit (high school/college) courses. Students also have more than 30 sports teams and 20 club activities to enjoy. The District serves 2,900 students from the towns of Delavan, Sugar Creek, LaGrange, Geneva, La Fayette, Troy, Spring Prairie and the City of Elkhorn. A seven-member School Board sets educational and fiscal policies, the annual budget, and levies a school tax that allows the district to continue its commitment to help every child learn. St. Patrick Parish School is a Catholic elementary school with a kindergarten through eighth grade program. St. Patrick Parish School welcomes children of all faiths. First Evangelical Lutheran School exists as an important part of First Evangelical Lutheran Church to assist and support parents with Christian education and training of their children. The school has been serving children and families since 1981. It offers a full curriculum at the elementary level for students in kindergarten through eighth grade. Located in the Elkhorn, Lakeland School offers parents an alternative choice in the educational placement for their child. The Walworth County Children with Disabilities Education Board employs classroom teachers, therapists, teaching assistants, support personnel, and administrators to carry out programs at Lakeland School. The school offers a great variety of programs to help meet the needs of students with disabilities from three years through 21 years of age.
Gateway Technical College traces its roots back to the early 1900s when it was formed to lead the industrial revolution and, nearly a century later, continues to provide quality, cutting-edge training to the communities it serves as it leads the technological revolution. The Elkhorn Campus was dedicated in 1971, the same year as the Gateway District as it now stands was formed consisting of Racine, Kenosha, and Walworth counties. The name “Gateway” was adopted October 19, 1972. Gateway provides post-secondary training in more than 65 career fields which respond to the changing needs of students, employers, and communities in Southeastern Wisconsin. It offers affordable tuition, flexible class scheduling and experienced instructors who deliver hands-on training to give students excellent training which will help them once they enter the workplace. Gateway operates out the Elkhorn, Kenosha, and Racine campuses as well as the Burlington Center and advanced technology centers to provide training in technical diploma programs such as Business, Health, Nursing, Automotive Technology and Engineering. Annual enrollment throughout the district reaches 25,000. Nine of 10 graduates are employed within six months of graduation, with seven of 10 in their chosen field of training. Attractions Elkhorn plays host year ‘round to a variety of special events, fairs, festivals, and parades attracting visitors and residents. Antique Flea Markets are held at the fairgrounds four times a year. With over 500 vendors participating, spectators come from miles around looking for that special treasure. Festival of Summer, the first weekend in August, brings Rotary’s Corn & Brat Days, arts & crafts fair, entertainment, games, the Walworth County Fair Country Idol semi-finals, and Maxwell Street Days sales throughout town. The Walworth County Fair, one of the largest county fairs in the Midwest, attracts thousands of people to Elkhorn each summer during the six days of the fair. Parks & Recreation Elkhorn’s park system consists of several parks, all of which are unique. The city continually works to enhance and improve the parks so all can enjoy them. Sunset Park, Elkhorn’s premier park, is where the Park & Recreation Administration Center is located. The park offers a wide array of activities, such as baseball and softball fields, tennis courts, public swimming pool and picnic and playground areas. It also is the home to Elkhorn’s historic bandshell where the Holton-Elkhorn Band performs concerts each summer.
Wisconsin “Rails to Trails” program. The 12.6-mile limestone trail runs through beautiful countryside and travels from Elkhorn at County Highway H through Springfield and Lyons, ending on Spring Valley Road just west of Burlington.

Babe Mann Park is the largest park at 34 acres, and Elkhorn Lake is located here. The lake offers canoeing and fishing, but no swimming. It also has picnic areas and a combination cross-country skiing, hiking, and bike trail. Some of the other city parks are Rotary Soccer Complex, Harris Park, Temlitz Park and Tasch Park. Great golfing can be found on four public courses, all located within a few minutes drive of Elkhorn. The courses welcome beginners and handicappers alike and also offer league play. Evergreen Golf Club and Alpine Valley Resort offer 27-holes of scenic countryside golfing, while Lauderdale Lakes Country Club has a 9-hole course. At Geneva National Golf Club three challenging courses await you designed by Arnold Palmer, Lee Trevino and Gary Player. The White River State Trail was officially opened in 2003 as part of the State of 26

bikers, and snowmobilers. There is also a two-mile stretch that is open to horseback riding. Bicyclists and horseback riders age 16 and older must have a state trail pass to use the trail. Lauderdale Lakes is located six miles north of Elkhorn and consists of a small chain of three lakes: Mill, Middle and Green Lakes. Local residents and visitors alike enjoy fishing, boating, water-skiing, swimming and sailing. Pleasant Lake, a little further north, offers fishing and swimming as well, but at a slower place. A short drive from Elkhorn is Kettle Moraine State Forest in Eagle, with its beautiful 18,000-acre landscape of heavily wooded
forest preserve for hunting, fishing, scenic wetlands, campsites, and trails for hiking and biking. Winter brings outdoor fun with a skating rink and sledding hills at Sunset Park. Lauderdale Lakes welcomes ice-fishermen, ice boaters, skaters, and cross-country skiers. For downhill skiing and snowboarding, Alpine Valley Resort has trails for everyone from beginners to advanced. Miles of snowmobile trails run through and around the city as well. For those who enjoy indoor activities, we have Four Lakes Athletic Club, the Walworth County Gymnastic & Dance Center, Two Seasons Bowling and much more. The Matheson Memorial Library, located at 101 N. Wisconsin Street, recently finished a 14,000 sq. ft. addition and a renovation to other parts of the building and serves the residents of Elkhorn and surrounding areas. The children’s story time room, reading room, computer labs, and meeting rooms were all part of the addition. For the community’s use, the Elkhorn Community Center also was part of the library expansion. Library users borrow nearly 100,000 books, audio books, music CD’s and movies each year. The library’s collection includes bestsellers, homework resources, kid’s books, and audio books on CD and cassettes.
Alpine Valley Resort
More than 70 clubs and organizations keep residents actively involved in hobbies, special interests, and community- oriented projects. The city is home to local chapters of service clubs such as: Lions, Rotary, Kiwanis and Jaycees, as well as many others.
