Die lewensviering van die sakereus en entrepreneur Jacques Strydom (54) vind Sondag by Be Human op Middelwater plaas.
’n Viering, want Jacques was bekend as ’n man wat die lewe met oorgawe geleef het. Hy is op Vrydag 7 Februarie oorlede terwyl hy en sy vrou, Marica, by vriende in Victoria-Wes oornag het. Jacques, sy dogter Jazelle uit ’n vorige huwelik, en Marica sou almal aan ’n saalperdskou in dié Karoo-dorp deelgeneem het. Jacques was die kleinkind van wyle Barnie Human, wat die Human Auto-groep in 1950 in Bloemfontein begin het. Jacques was die derde geslag in beheer van dié familie-onderneming.
Human Auto het die Fordagentskap in die Vrystaat en Noord-Kaap, met takke in Bloemfontein, Welkom, Ficksburg en Kimberley.
Sy oom was Callie Human, wat as skoolleerling in ’n motorfietsongeluk oorlede is en na wie die Callie Human-sentrum op die hoofkampus van die Universiteit van die Vrystaat (UV) genoem is. Jacques het die afgelope jare Be Human op die plaas Middelwater buite Bloemfontein ontwikkel tot ’n gewilde bestemming waar kunstenaars gereeld optree. Dié plaas was ’n groot passie vir hom, en hy het voortdurend nuwe geriewe hier ontwikkel.
Benewens sy uitstekende sakevernuf, sal Jacques onthou word as iemand met ’n omgeehart vir sy medemens.
Sy ander dogter, Chrisel Strydom, sê haar pa was ’n ongelooflike man.
“Ons besef nou eers die invloed wat hy op die gemeenskap gehad
het. Hy was baie lief vir ons en ons was baie lief vir hom.”
Ronelle van Rensburg, Jacques se een suster, sê hulle was ’n klein, maar hegte, gesin.
“Ons harte is baie seer. Ek was baie lief vir hom.”
Sy sê sy het groot waardering en bewondering gehad vir sy sakevernuf en sy ongelooflike kreatiwiteit. Wat sy van hom sal onthou, is hoe hy altyd ’n ding op sy manier gedoen het.
“Hy het altyd ’n plan gesien lank voordat ander daaraan gedink het.”
Pine Pienaar, groep- uitvoerende bestuurder van Human Auto en vriend van Jacques, sê hy gaan hom baie mis.
“Sy visie vir sakebedrywighede en alles waaraan hy sy hand geslaan het, was vir my ’n inspirasie. Niks was ooit te veel vir hom om vir die gemeenskap te doen nie.”
Op die grootste manne-aand wat die Vrystaat tot nog toe gesien het, het Jacques homself onmiskenbaar gewys as ’n man wat nie net vir sy besigheid geleef het nie, maar ook vir die mense. Hy het teen Dricus du Plessis, wêreldkampioen in gemengde gevegskuns, geveg om geld vir die Hoërskool Pres. Steyn in te samel – ’n daad wat sy hart vir die gemeenskap weerspieël het.
Chrisel sê sy het opgekyk na haar pa.
“Ek weet nie wie ek is sonder hom nie.”
Jacques word ook oorleef deur sy ma, Christa, en sy ander suster, Therése Delport.
Die lewensviering vind op Sondag 16 Februarie om 11:00 by Be Human op die plaas Middelwater plaas. Die familie vra dat almal vrolik en kleurryk aantrek.





Video’s: Polisie in slegte lig

Die man wat op Sondag 9 Februarie ’n video van polisielede in die Bainsvlei-polisiekantoor geneem het nadat hulle hom na bewering nie wou help deur ’n verklaring by hom af te neem nie, het met die polisie kontak gemaak.
Die video, wat wyd op die sosiale media versprei het, wys hoe polisielede ontsteld reageer toe die man hulle afneem nadat hulle hom en sy vrou blykbaar nie wou help nie.
Volgens brig. Motantsi Makhele, provinsiale polisiewoordvoerder, het die man en vrou na die polisiekantoor gegaan om ’n verkeersongeluk aan te meld. Volgens die polisieverslag is die vrou bygestaan om die voorval aan te meld toe die man begin het om ’n video te maak. Die waarnemende polisiebevelvoerder van Bainsvlei het met die man oor die maak van die video gepraat en volgens die polisieverslag het hulle tot ’n vergelyk gekom. In die video sê die man dat hy nie die video sal uitstuur nie, wat hy toe wel gedoen het.
Makhele het Dinsdagaand bevestig dat die man met die Bainsvlei-polisiekantoor kontak gemaak het sodat die saak verder ondersoek kan word.
Dit kom kort nadat twee beamptes van die Heidedal-polisiekantoor Vrydag in die Bloemspruit-landdroshof verskyn het.
Sers. Suzan Shuping en konst. Lucia Marumo het na bewering op Sondag 19 Januarie Steffney Booysen van Heidedal aangerand nadat sy die twee beamptes genader het om ’n huishoudelike dispuut aan te meld. ’n Stryery het tussen die polisiebeamptes en die slagoffer uitgebreek. ’n Video van die voorval het op die sosiale media versprei.
Booysen het glo gesê dat die polisiebeamptes haar aangerand het nadat sy gedreig het om hulle te verkla omdat hulle haar nie wou help nie.
Die Onafhanklike
Polisieondersoekdirektoraat (Opod) het die voorval ondersoek en die saak aan die hof oorhandig.
Die twee beamptes is op borgtog van R1 000 elk vrygelaat, en die saak is na 7 Maart uitgestel sodat die direkteur van Openbare Vervolging kan besluit of die klagte wat ingedien is, toepaslik is.

Vrae gevra, metro swyg

Dit is nie net die publiek wat hande in die hare sit omdat hulle min tot geen kommunikasie van die Mangaung-metro kry nie. As dit nie vir WhatsApp-groepe en politieke partye was nie, sou niemand weet wanneer en waarom goed in die metro gebeur of, meer dikwels, nie gebeur nie.
Raadslede in die Mangaung-metro rig Reël 38-vrae aan die burgemeester en toepaslike amptenare oor sake om duidelikheid te kry – wat, wanneer dit betyds ingedien is, op die daaropvolgende raadsvergadering beantwoord moet word.
In die vergadering op 31 Januarie het uitvoerende burgemeester Gregory Nthatisi gesê dié vrae word gereeld beantwoord, waarop talle raadslede gesê het dat hul vrae nooit beantwoord word nie.
Die VF Plus het 22 vrae wat uitstaande is, waarvan die een van Maart 2022 dateer. Dit sluit vrae in oor ’n wye verskeidenheid onderwerpe: van gebreekte watermeters en onwettige elektrisiteitsverbindings tot die hoeveelheid bou-inspekteurs in die stad en hoe lank dit neem om bouplanne goed te keur of af te keur.

Gopolang Lipale, koukusleier van die EFF in die Mangaung-metro, sê hulle is baie gefrustreerd met die tekort aan kommunikasie van die metro.
Lipale sê die EFF het 12 uitstaande Reël 38-vrae, waarvan die oudste een van Junie verlede jaar dateer. Die EFF het ook sowat vyf of ses mosies ingedien wat nog nie in die raadsvergaderings aangebied is nie.
“Die burgemeester beantwoord nie die vrae wat ons vra nie. Dit maak ’n mens moedeloos. Ek is nie sy vriend nie; wanneer ek bel, is dit nie om oor ditjies en datjies te praat nie, maar om

Lipale sê EFF-raadslede sukkel net so om burgemeesterkomiteelede en departementshoofde in die hande te kry.
“Ons kan nie afsprake maak nie, want hulle antwoord nie wanneer ons bel nie.”
Ook die DA het vir 2022 en 2023 altesaam 21 vrae waarvoor antwoorde uitstaande is, en daar is 17 vrae van verlede jaar wat nog beantwoord moet word. Verder is daar vanjaar al vyf Reël 38-vrae deur die DA ingehandig.
Hardie Viviers, DA-koukusleier, sê al die vrae, waarvan sommige van 2017 dateer, gaan nou weer ingedien word.
Vital surgery put off for weeks
Patients are frustrated and there is great concern about lives put at risk due to urgent operations not being done at the Universitas Academic Hospital.
One patient who urgently requires surgery was admitted from 15 to 18 December after a heart attack. Doctors sent him home after Christmas to wait for a surgery date. The follow-up date was given as 27 January.
“On the 27th the attending doctor could not believe that I had still not been contacted with a surgery date. The very next day I received confirmation that I must be at the hospital on 2 February, with the operation scheduled for 3 February,” the patient says.
“On the morning of the third, at 06:00, I was taken to theatre, but by 10:30 staff told me that the chillers were not functioning and that the operation was temporarily cancelled.”
On 4 February the operation was also cancelled, apparently for the same reason.
“One the morning of 5 February I was advised by my attending surgeon to go home until further notice. He explained they could not operate, as the risk of infection was really high if the room could not be cooled down.”
Mondli Mvambi, spokesperson for the Free State Departement of Health, confirmed that the situation at the hospital was not ideal for both patients and staff. He said technicians were attending to the cooling tower.
“Four chillers out of six are running and three of the four pumps are running, which is phenomenal progress,” said Dr Balekile Mzangwa, Universitas chief executive officer.

Die kanse was gister baie goed dat klein Tennique Joubert (6) uit die Pelonomihospitaal ontslaan sou word.
Tennique, wat op 24 Januarie in die motorongeluk by die verkeerskruising by Aljo’s SuperSpar was, is dié week nog in die Pelonomi-hospitaal se hoësorgeenheid behandel.
Haar oupa, Cornelius Berry, sê sy het Dinsdag al ’n bietjie begin eet.
“Toe ons vanmiddag by haar kom, het sy ’n melkie gedrink,” het hy Dinsdagmiddag ná hul besoek daar gesê.
“As alles goed gaan, word sy Woensdag ontslaan.”
Cornelius sê Tennique se pa, Brandon Berry, is elke dag by haar.
“Ons ry elke dag van ons huis by Maselspoort en gaan laai hom op om by Tennique in die hospitaal te gaan kuier.

Die dokters sê sy kan ontslaan word sodra sy kan eet. Cornelius sê nadat sy ontslaan is, sal hulle haar
daagliks na die Busamedhospitaal neem vir verdere behandeling.
Hy sê hulle is baie dankbaar teenoor die skool, individue, ondernemings en die gemeenskap wat vir Tennique se herstel bid en hulle as familie ondersteun.
Tennique is ’n gr. 1-leerling aan die Laerskool Dr. C.F. Visser in Estoire.
Sy was in die motorongeluk waarin die boeties Ryan (6) en Ayden Smit (8) saam met hul niggie Leané van Papendorp (8) oorlede is. Leané se ma, Adri Jonck, wat die motor waarin sy die kinders skool toe geneem het bestuur het, is ook in die ongeluk beseer, maar is ná hospitaalbehandeling ontslaan.
Die bestuurder van die Hilux-bakkie wat teen die motor gebots het, is beseer, maar is ook uit die hospitaal ontslaan.
Niemand is nog aangekla in die saak nie, maar die ondersoek duur voort.

POSSIBLE INTERRUPTION/DISCONNECTION OF ELECTRICITY SUPPLY TO BULK POINT(S) OF MASILONYANA LOCAL MUNICIPALITY
INTRODUCTION AND BACKGROUND
Masilonyana Local Municipality (the Municipality) currently owes Eskom R 227 981 010 48 excluding the current account of a further R 4 703 401 42 which became due and payable on 27 January 2025 Despite all the avenues that Eskom Holdings SOC Ltd (“Eskom”) explored and efforts to accommodate the Municipality, the matter has reached a point where Eskom can simply no longer afford to accommodate the Municipality without further financial strain and harming its own business In terms of the Constitution and the Intergovernmental Relations Framework Act 2005 (IRFA) the Municipality is supposed to cooperate and assist Eskom with fulfilling its mandate of ensuring that citizens have access to affordable electricity The Municipality has breached these obligations by not paying Eskom for the bulk electricity it supplies, making it impossible for Eskom to fulfil its mandate
Eskom cannot operate and remain financially viable without payment from the Municipality When entities like the Municipality fail to pay Eskom on time or not pay Eskom at all, it forces Eskom to borrow additional money at considerable premiums

The Municipality has acknowledged its indebtedness to Eskom but refuses to pay the monthly bill in full Eskom last received full current account payment in February 2013 from the Municipality The decision by Eskom to proceed with disconnection, reduction and/or termination of electricity supply is a measure of last resort to prevent the debt from spiralling out of control It is not sustainable for Eskom to continue supplying a customer who has no intention nor the prospect of making payments to Eskom INTERVENTION BY STAKEHOLDERS TO EMPOWER THE MUNICIPALITY TO PAY ITS ESKOM DEBT
In March 2023, National Treasury introduced the Debt Relief Programme through Circular 124, within the context of section 34(1) of the Municipal Finance Management Act, 2003 All municipalities were invited to apply and participate in the Debt Relief Programme The Circular stipulates that Eskom is to write off the municipal debt over three years subject to among other conditions the municipality paying its current account henceforth Should a municipality fail to perform during the duration of the Debt Relief Programme, the benefits under the Programme to that municipality will immediately cease Eskom will be obliged to implement its credit control and debt management policy on the municipality and the municipality must immediately start repaying its Eskom arrears, interest, and penalties Eskom may resume any legal proceedings (relating to the municipality’s arrear debt interest and penalties as of 31 March 2023) including attaching the municipal bank account
On 01 December 2023, the Municipality was admitted to the Debt Relief Programme The Municipality has failed to meet the conditions of the Debt Relief Programme, including the payment of invoices for bulk supply within 30 days On 16 February 2024, Eskom issued a breach notice to the Municipality and National Treasury wherein it demanded the following:
• Immediate payment of the amount of R4 172 935 24 for the January 2024 invoice, which was due on 26 February 2024; and
• Failure to pay should result in National Treasury issuing a non-compliance notice to the Municipality, ending the Municipality’s participation in the Programme
On 18 March 2024 National Treasury held a meeting with Eskom Free State Provincial Treasury COGTA and Free State Municipalities to address the non-compliance by Municipalities to the conditions of the Debt Relief Programme
The Municipality failed to remedy the default even after the support received from stakeholders present at the abovementioned meeting Organised by National Treasury This warranted Eskom to write a letter on 16 April 2024 to both the Municipality and National Treasury wherein it expressed the views that the Municipality s participation in the Debt Relief Programme has been terminated due to non-compliance to the conditions A follow-up email was sent by Eskom to National Treasury and Provincial Treasury on 26 June 2024 National Treasury responded on 12 July 2024 by resolving to set up a session with the Municipality to facilitate a constructive way forward and to monitor progress
The Municipality has continued with non-payment of its bulk electricity account and the Debt Relief Programme has failed to yield the desired results in respect to this specific municipality This is illustrated on the table below which depicts the payment pattern since its admission to the Programme The amounts below exclude the ring-fenced total debt of R143 954 357 17, which the Municipality would have benefited from for a one-third write-off in the first year had it complied to the Debt Relief Programme conditions The table below outlines the accumulated arrear debt post the debt relief ring-fenced amount given above
CONCLUSION
Under the circumstances, it is appropriate for Eskom to explore further remedies to stop the debt from spiralling out of control The only option available to Eskom is reduction, disconnection and/or termination of the supply as empowered by the Electricity Regulation Act, 2006 Eskom appreciates the hardships the community and the economy will suffer should it exercise its statutory powers to disconnect the Municipality There are no other meaningful options available for Eskom to stop the debt from growing and to collect for current consumption on bulk supply
The Municipality charges collects and receives money from its customers for the supply of electricity and fails or neglects to hand over the portion due to Eskom This is at Eskom s detriment and it is not sustainable if the status quo remains The Municipality is responsible for discharging a constitutional obligation but decides to withhold payments to Eskom
The Municipality’s breach of its payment obligation to Eskom undermines and places in jeopardy Eskom’s ability to continue the national supply of electricity on a financially sustainable basis
Eskom must exercise its right to disconnect the supply of electricity to the Municipality to protect the national interest in the sustainable supply of electricity
Eskom hereby invites all affected parties to submit written representations, comments and/or submissions indicating why Eskom should or should not proceed to reduce, disconnect and/or terminate the bulk electricity supply points in the table below Eskom will appreciate progressive representations (including direct payment by customers or direct supply from Eskom), considering the magnitude and possible long-term effects of this problem
